    The Computer Incident Advisory Capability (CIAC) operates two information servers for the DOE community, FELICIA (formerly FELIX) and IRBIS. FELICIA is a computer Bulletin Board System (BBS) that can be accessed by telephone with a modem. IRBIS is an anonymous ftp server that can be accessed on the Internet. Both of these servers contain all of the publicly available CIAC, CERT, NIST, and DDN bulletins, virus descriptions, the VIRUS-L moderated virus bulletin board, copies of public domain and shareware virus- detection/protection software, and copies of useful public domain and shareware utility programs. This guide describes how to connect these systems and obtain files from them.

    Martin Marietta Energy Systems, Inc. (Energy Systems), operates five facilities for the US Department of Energy (DOE): the Oak Ridge National Laboratory (ORNL), which is a large, multidisciplinary research and development (R and D) center whose primary mission is energy research; the Oak Ridge Y-12 Plant, which engages in defense research, development, and production; and the uranium-enrichment plants at Oak Ridge; Paducah, Kentucky; and Portsmouth, Ohio. Much of the research carried out at these facilities is of interest to industry and to state or local governments. To make information about this research available, the Energy Systems Office of Technology Applications publishes brief descriptions of selected technologies and reports. These technology applications bulletins describe the new technology and inform the reader about how to obtain further information, gain access to technical resources, and initiate direct contact with Energy Systems researchers.

These summaries and older citations to information on petroleum, oil shales, and tar sands back to the 1960's are available for on-line searching and retrieval on the Energy Data Base using the DOE/RECON system or commercial on-line retrieval systems. Retrospective searches can be made on any aspect of petroleum, oil shales, or tar sands, or customized profiles can be developed to provide current information for each user's needs.

    Quality achievement for the National Ignition Facility (NIF) and the National Ignition Campaign (NIC) is the responsibility of the NIF Projects line organization as described in the NIF and Photon Science Directorate Quality Assurance Plan (NIF QA Plan). This Software Quality Assurance Plan (SQAP) is subordinate to the NIF QA Plan and establishes quality assurance (QA) activities for the software subsystems within Controls and Information Systems (CIS). This SQAP implements an activity level software quality assurance plan for NIF Projects as required by the LLNL Institutional Software Quality Assurance Program (ISQAP). Planned QA activities help achieve, assess, and maintain appropriate quality of software developed and/or acquired for control systems, shot data systems, laser performance modeling systems, business applications, industrial control and safety systems, and information technology systems. The objective of this SQAP is to ensure that appropriate controls are developed and implemented for management planning, work execution, and quality assessment of the CIS organization's software activities. The CIS line organization places special QA emphasis on rigorous configuration control, change management, testing, and issue tracking to help achieve its quality goals.

    A review is presented of the lessons learned and issues raised regarding the recovery of energy from solid wastes. The review focuses on technologies and issues significant to currently operating energy recovery systems in the US - waterwall incineration, modular incineration, refuse derived fuels systems, landfill gas recovery systems. Chapters are: Energy Recovery and Solid Waste Disposal; Energy Recovery Systems; Lessons in Energy Recovery; Issues in Energy Recovery. Some basic conclusions are presented concerning the state of the art of energy from waste. Plants in shakedown or under construction, along with technologies in the development stages, are briefly described. Sources of additional information and a bibliography are included. (MCW)

    Documentation is provided in this report to close IE Bulletin 83-05 regarding ASME nuclear code pumps and spare parts manufactured by the Hayward Tyler Pump Company (HTPC). The bulletin was issued (1) to alert holders of operating licenses and construction permits of nuclear power plants that HTPC failed to implement effectively their quality assurance (QA) program from 1977 to 1981 and (2) to require affected utilities to take action to resolve the potential for failure of the subject pumps and their spare parts. Evaluation of utility responses and NRC/Region inspection reports shows that reliability of the affected pumps was ensured by means of procedures and performance testing of the pumps as required by the bulletin. Based on the evaluation, in accordance with specific criteria, the bulletin is closed for 116 (98%) of the 118 facilities to which it was issued for action and which were not shut down indefinitely or permanently at the time of issuance of this report. A follow-up item is proposed for the two facilities with open bulletin status. Based on favorable results, a conclusion is presented to indicate that the bulletin concerns have been resolved.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

  9. Closeout of IE Bulletin 80-12: decay heat removal system operability

    On April 19, 1980, decay heat removal (DHR) capability was lost at Davis-Besse 1 for approximately two and one-half hours in a refueling mode. Typically for that mode, many systems and components were out of service for maintanance and testing or were deactivated to preclude inadvertent actuation. IE Bulletin 80-12 was issued May 9, 1980 for action by licensees of operating pressurized water reactors (PWRs); it was issued for information to nuclear power facilities other than operating PWRs. The intent of the bulletin ws to improve nuclear plant safety by reducing the likelihood of losing DHR capability in PWRs, especially when some DHR components are unavailable because of maintenance activities during refueling and cold shutdown modes of operation. A related NRR Generic Letter was issued June 11, 1980 to licensees of operating PWRs, requesting amendment of technical specifications to ensure long-term maintenance of DHR capability. Evaluation of utility responses and NRC/IE inspection reports indicates that the bulletin can be closed out per specific criteria for 33 (75%) of the 44 affected facilities.

  14. Analysis of the Quality of Information Obtained About Uterine Artery Embolization From the Internet

    Purpose: The Internet is widely used by patients to source health care-related information. We sought to analyse the quality of information available on the Internet about uterine artery embolization (UAE). Materials and Methods: We searched three major search engines for the phrase 'uterine artery embolization' and compiled the top 50 results from each engine. After excluding repeated sites, scientific articles, and links to documents, the remaining 50 sites were assessed using the LIDA instrument, which scores sites across the domains of accessibility, usability, and reliability. The Fleisch reading ease score (FRES) was calculated for each of the sites. Finally, we checked the country of origin and the presence of certification by the Health On the Net Foundation (HONcode) as well as their effect on LIDA and FRES scores.ResultsThe following mean scores were obtained: accessibility 48/60 (80%), usability 42/54 (77%), reliability 20/51 (39%), total LIDA 110/165 (67%), and FRES 42/100 (42%). Nine sites had HONcode certification, and this was associated with significantly greater (p < 0.05) reliability and total LIDA and FRES scores. When comparing sites between United Kingdom and United States, there was marked variation in the quality of results obtained when searching for information on UAE (p < 0.05). Conclusion: In general, sites were well designed and easy to use. However, many scored poorly on the reliability of their information either because they were produced in a non-evidence-based way or because they lacking currency. It is important that patients are guided to reputable, location-specific sources of information online, especially because prominent search engine rank does not guarantee reliability of information.

  16. Water information bulletin No. 30 geothermal investigations in Idaho

    There are 899 thermal water occurrences known in Idaho, including 258 springs and 641 wells having temperatures ranging from 20 to 93/sup 0/C. Fifty-one cities or towns in Idaho containing 30% of the state's population are within 5 km of known geothermal springs or wells. These include several of Idaho's major cities such as Lewiston, Caldwell, Nampa, Boise, Twin Falls, Pocatello, and Idaho Falls. Fourteen sites appear to have subsurface temperatures of 140/sup 0/C or higher according to the several chemical geothermometers applied to thermal water discharges. These include Weiser, Big Creek, White Licks, Vulcan, Roystone, Bonneville, Crane Creek, Cove Creek, Indian Creek, and Deer Creek hot springs, and Raft River, Preston, and Magic Reservoir areas. These sites could be industrial sites, but several are in remote areas away from major transportation and, therefore, would probably be best utilized for electrical power generation using the binary cycle or Magma Max process. Present uses range from space heating to power generation. Six areas are known where commercial greenhouse operations are conducted for growing cut and potted flowers and vegetables. Space heating is substantial in only two places (Boise and Ketchum) although numerous individuals scattered throughout the state make use of thermal water for space heating and private swimming facilities. There are 22 operating resorts using thermal water and two commercial warm-water fish-rearing operations.

    Documentation is provided in this report for the closeout of IE Compliance Bulletin 86-03 regarding the potential failure of multiple Emergency Core Cooling System (ECCS) pumps due to a single failure of an air-operated valve in a minimum flow recirculation line. Closeout is based on the implementation and verification of four actions required by the bulletin. Evaluation of utility responses and NRC/Region inspection reports in accordance with specific criteria indicates that the bulletin is closed for 116 (98%) of the 118 nuclear power facilities in operation or under construction to which it was issued for action. Facilities which were shut down indefinitely or permanently or which had construction halted indefinitely were not included in this review. A follow-up item is proposed for the two (2) facilities with open bulletin status. It is concluded that the bulletin concern has been resolved, pending closeout by the NRC of Zion 1,2. Background information is provided in the Introduction and Appendix A.

  1. Integration of remote sensing and geographic information systems for Great Lakes water quality monitoring

    The utility of three operational satellite remote sensing systems, namely, the Landsat Thematic Mapper (TM), the SPOT High Resolution Visible (HRV) sensors and the NOAA Advanced Very High Resolution Radiometer (AVHRR), were evaluated as a means of estimating water quality and surface temperature. Empirical calibration through linear regression techniques was used to relate near-simultaneously acquired satellite radiance/reflectance data and water quality observations obtained in Green Bay and the nearshore waters of Lake Michigan. Four dates of TM and one date each of SPOT and AVHRR imagery/surface reference data were acquired and analyzed. Highly significant relationships were identified between the TM and SPOT data and secchi disk depth, nephelometric turbidity, chlorophyll a, total suspended solids (TSS), absorbance, and surface temperature (TM only). The AVHRR data were not analyzed independently but were used for comparison with the TM data. Calibrated water quality image maps were input to a PC-based raster GIS package, EPPL7. Pattern interpretation and spatial analysis techniques were used to document the circulation dynamics and model mixing processes in Green Bay. A GIS facilitates the retrieval, query and spatial analysis of mapped information and provides the framework for an integrated operational monitoring system for the Great Lakes.

    The environmental impact assessment (EIA) has been a tool for decision makers since the enactment of the National Environmental Policy Act (NEPA). Since that time, few analyses have been performed to verify the quality of information and content within EIAs. High quality information within assessments is vital in order for decision makers, stake holders, and the public to understand the potential impact of proposed actions on the ecosystem and wildlife species. Low quality information has been a major cause for litigation and economic loss. Since 1999, wind energy development has seen an exponential growth with unknown levels of impact on wildlife species, in particular bird and bat species. The purpose of this article is to: (1) develop, validate, and apply a quantitative index to review avian/bat assessment quality for wind energy EIAs; and (2) assess the trends and status of avian/bat assessment quality in a sample of wind energy EIAs. This research presents the development and testing of the Avian and Bat Assessment Quality Index (ABAQI), a new approach to quantify information quality of ecological assessments within wind energy development EIAs in relation to avian and bat species based on review areas and factors derived from 23 state wind/wildlife siting guidance documents. The ABAQI was tested through a review of 49 publicly available EIA documents and validated by identifying high variation in avian and bat assessments quality for wind energy developments. Of all the reviewed EIAs, 66% failed to provide high levels of preconstruction avian and bat survey information, compared to recommended factors from state guidelines.     During excavation of the reactor shaft at the proposed Bodega Head nuclear reactor in California, a fault was found in the sediments overlying bedrock. This apparent lack of a complete connection with the bedrock fault led to disagreement as to whether the fault in the sediments was of tectonic or landslide origin. The report provides information on some of the conditions under which fault strands in trench walls are either difficult to see or die out, and the frequency of occurrence of these phenomena. Information is also provided on the widths of fault zones, on the deformation of the hanging wall and footwall of dip-slip faults, and on the frequency of occurrence of pebble rotation, open fissures, gouge, slickensides, mixing, fault breccia, fault rubble, crushing, polishing, water barriers, and liquefaction effects. Short summaries of information relating to fault strands that are poorly expressed or that die out have already been published (Bonilla and Lienkaemper, 1988, 1990).

The manual is directed to technically knowledgeable persons employed by utility companies - the customer service or marketing representative, applications engineer, or technician - who may not have specific expertise in indoor air quality issues. In addition to providing monitoring and control techniques, the manual summarizes the link between pollutant concentrations, air exchange, and energy conservation and describes the characteristics and health effects of selected pollutants. Where technical information is too lengthy or complex for inclusion in this volume, reference sources are given. Information for this manual was gathered from technical studies, manufacturers' information, and other materials from professional societies, institutes, and associations. The aim has been to provide objective technical and descriptive information that can be used by utility personnel to make informed decisions about indoor air quality issues.

    Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.

    Traditionally, data used for compliance with air quality programs are obtained from various sources within the plant, on site lab, or perhaps from a product movement accounting program. For the most part, the data processing and subsequent calculations and reports were handled individually, thus generating huge spreadsheets and mounds of process data in paper format. The natural reaction to this overwhelming data management problem is to search for an off-the-shelf software package that will hopefully cover all of the plant`s needs for compliance with air quality regulations. Rather than searching for or trying to custom build a single electronic system, the authors suggest using internet browsing software to create links between existing repositories of air quality data and related information.

    This Quality Assurance Program Plan (QAPP) provides an overview of the quality assurance program for Building 327. The program applies to the facility safety structures, systems, and components and to activities that could affect safety structures, systems, and components. Adherence to the quality assurance program ensures the following: US Department of Energy missions and objectives are effectively accomplished; Products and services are safe, reliable, and meet or exceed the requirements and expectations of the user; Hazards to the public, to Hanford Site and facility workers, and to the environment are minimized. The format of this Quality Assurance Program Plan is structured to parallel that of 10 CFR 83 0.120, Quality Assurance Requirements. This Quality Assurance Program Plan (QAPP) provides information on how the Quality Assurance Program is implemented for the 324 Building B-Cell Safety Cleanout Project (BCCP). This QAPP is responsive to the Westinghouse Hanford Company Quality Assurance Program and Implementation Plan, WHC-SP 113 1, for 10 CFR 830.120, Nuclear Safety Management, Quality Assurance Requirements; and DOE Order 5700.6C, Quality Assurance. This QAPP supersedes PNNL PNL-MA-70 QAP Quality Assurance Plan No. WTC-050 Rev. 2, issue date May 3, 1996.

New approaches such as Quality Function Deployment (QFD) the ISO 9000-9004 standards, the SEI maturity levels, and Total Quality Management (TQM) are starting to attract wide attention, and in some cases to bring software quality levels up to a parity with manufacturing quality levels. Since software is on the critical path for many engineered products, and for internal business systems as well, the new approaches are starting to affect global competition and attract widespread international interest. It can be hypothesized that success in mastering software quality will be a key strategy for dominating global software markets in the 21st century.

This appendix establishes quality assurance requirements for the design, construction, and operation of those structures, systems, and components (SSC) that perform safety-related functions. The activities affecting safety-related SSC functions include designing, purchasing, fabricating, and so forth, Title 10 CFR 50.65 established requirements to ensure that the maintenance activities conducted by licensees are effective. This is also known as the maintenance rule.

    The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine. Therefore, a need exists for the remote sensing of steam quality.

    In April, 1996, the R.W. Beckett Corporation became aware of a series of apparently unrelated symptoms that made the leadership of the company concerned that there could be a fuel oil quality problem. A task force of company employees and industry consultants was convened to address the topic of current No. 2 heating oil quality and its effect on burner performance. The task force studied changes in fuel oil specifications and trends in properties that have occurred over the past few years. Experiments were performed at Beckett and Brookhaven National Laboratory to understand the effect of changes in some fuel oil properties. Studies by other groups were reviewed, and field installations were inspected to gain information about the performance of fuel oil that is currently being used in the U.S. and Canada. There was a special concern about the use of red dye in heating oils and the impact of sulfur levels due to the October, 1993 requirement of low sulfur (<0.05%) for on-highway diesel fuel. The results of the task force`s efforts were published in July, 1996. The primary conclusion of the task force was that there is not a crisis or widespread general problem with fuel oil quality. Localized problems that were seen may have been related to refinery practices and/or non-traditional fuel sources. System cleanliness is very important and the cause of many oil burner system problems. Finally, heating oil quality should get ongoing careful attention by Beckett engineering personnel and heating oil industry groups.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

    These Guidelines were designed by the Energy Quality Council to help managers and supervisors in the Department of Energy Complex bring Total Quality Management to their organizations. Because the Department is composed of a rich mixture of diverse organizations, each with its own distinctive culture and quality history, these Guidelines are intended to be adapted by users to meet the particular needs of their organizations. For example, for organizations that are well along on their quality journeys and may already have achieved quality results, these Guidelines will provide a consistent methodology and terminology reference to foster their alignment with the overall Energy quality initiative. For organizations that are just beginning their quality journeys, these Guidelines will serve as a startup manual on quality principles applied in the Energy context.

    The Idaho National Engineering, Laboratory (INEL) Waste and Environmental Information integration Project (IWEIIP) was established in December 1993 to address issues related to INEL waste and environmental information including: Data quality; Data redundancy; Data accessibility; Data integration. This effort includes existing information, new development, and acquisition activities. Existing information may not be a database record; it may be an entire document (electronic, scanned, or hard-copy), a video clip, or a file cabinet of information. The IWEIIP will implement an effective integrated information framework to manage INEL waste and environmental information as an asset. This will improve data quality, resolve data redundancy, and increase data accessibility; therefore, providing more effective utilization of the dollars spent on waste and environmental information.

    The National Nuclear Security Administration (NNSA) Ground-Based Nuclear Explosion Monitoring Research and Development (GNEMRD) Program at LLNL continues to make significant progress enhancing the process of deriving seismic calibrations and performing scientific integration, analysis, and information management with software automation tools. Our tool efforts address the problematic issues of very large datasets and varied formats encountered during seismic calibration research. New information management and analysis tools have resulted in demonstrated gains in efficiency of producing scientific data products and improved accuracy of derived seismic calibrations. In contrast to previous years, software development work this past year has emphasized development of automation at the data ingestion level. This change reflects a gradually-changing emphasis in our program from processing a few large data sets that result in a single integrated delivery, to processing many different data sets from a variety of sources. The increase in the number of sources had resulted in a large increase in the amount of metadata relative to the final volume of research products. Software developed this year addresses the problems of: (1) Efficient metadata ingestion and conflict resolution; (2) Automated ingestion of bulletin information; (3) Automated ingestion of waveform information from global data centers; and (4) Site Metadata and Response transformation required for certain products. This year, we also made a significant step forward in meeting a long-standing goal of developing and using a waveform correlation framework. Our objective for such a framework is to extract additional calibration data (e.g. mining blasts) and to study the extent to which correlated seismicity can be found in global and regional scale environments.

    Human biospecimens are subject to a number of different collection, processing, and storage factors that can significantly alter their molecular composition and consistency. These biospecimen preanalytical factors, in turn, influence experimental outcomes and the ability to reproduce scientific results. Currently, the extent and type of information specific to the biospecimen preanalytical conditions reported in scientific publications and regulatory submissions varies widely. To improve the quality of research utilizing human tissues it is critical that information regarding the handling of biospecimens be reported in a thorough, accurate, and standardized manner. The Biospecimen Reporting for Improved Study Quality (BRISQ) recommendations outlined herein are intended to apply to any study in which human biospecimens are used. The purpose of reporting these details is to supply others, from researchers to regulators, with more consistent and standardized information to better evaluate, interpret, compare, and reproduce the experimental results. The BRISQ guidelines are proposed as an important and timely resource tool to strengthen communication and publications around biospecimen-related research and help reassure patient contributors and the advocacy community that the contributions are valued and respected.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Committees on air quality, coal, forest resources, and public lands and land use report on legislative, judicial, and administrative developments in 1979. There was no new significant air quality legislation, but a number of lawsuits raised questions about State Implementation Plans, prevention of significant deterioration, the Clean Air Act Amendments, new source performance standards, and motor vehicle emissions. Efforts to increase coal utilization emphasized implementation of the Power Plant and Industrial Fuel Use Act of 1978 and the Surface Mining Program. New legislation protects certain forest products from exploitation and exportation. Forest-related lawsuits focused on the RARE II process. Land-use legislation modified credit assistance to coastal zones and the language of interstate land sales, established a new agency to consolidate flood-insurance programs, and added protection to archaeological resources. Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.     Risk assessment can be thought of as a conceptual approach to bridge the gap between the available data and the ultimate goal of characterizing the risk or hazard associated with a particular environmental problem. To lend consistency to and to promote quality in the process, the US Environmental Protection Agency (EPA) published Guidelines for Risk Assessment of Carcinogenicity, Developmental Toxicity, Germ Cell Mutagenicity and Exposure Assessment, and Risk Assessment of Chemical Mixtures. The guidelines provide a framework for organizing the information, evaluating data, and for carrying out the risk assessment in a scientifically plausible manner.     More than 80% of the microbial genomes in GenBank are of ‘draft’ quality (12,553 draft vs. 2,679 finished, as of October, 2013). In this study, we have examined all the microbial DNA sequences available for complete, draft, and Sequence Read Archive genomes in GenBank as well as three other major public databases, and assigned quality scores for more than 30,000 prokaryotic genome sequences. Scores were assigned using four categories: the completeness of the assembly, the presence of full-length rRNA genes, tRNA composition and the presence of a set of 102 conserved genes in prokaryotes. Most (~88%) of the genomes hadmore » quality scores of 0.8 or better and can be safely used for standard comparative genomics analysis. We compared genomes across factors that may influence the score. We found that although sequencing depth coverage of over 100x did not ensure a better score, sequencing read length was a better indicator of sequencing quality. With few exceptions, most of the 30,000 genomes have nearly all the 102 essential genes. The score can be used to set thresholds for screening data when analyzing “all published genomes” and reference data is either not available or not applicable. The scores highlighted organisms for which commonly used tools do not perform well. This information can be used to improve tools and to serve a broad group of users as more diverse organisms are sequenced. Finally and unexpectedly, the comparison of predicted tRNAs across 15,000 high quality genomes showed that anticodons beginning with an ‘A’ (codons ending with a ‘U’) are almost non-existent, with the exception of one arginine codon (CGU); this has been noted previously in the literature for a few genomes, but not with the depth found here.« less

The toolkit has been developed by investigating the status of indices and definitions, surveying utility organizations on information sharing, and preparing summaries of reliability standards and monitoring requirements--the issues, needs, work under way, existing standards, practices and guidelines--for the following three classifications: (1) terms and definitions of reliability; (2) power quality standards, guidelines, and measurements; and (3) activities and organizations developing and sharing information on distribution reliability. As these synopses of reliability measurement practices are provided, it must be noted that an economic penalty may be associated with requiring too high a reliability level from the distribution system for all customers. It may be appropriate for the distribution system to supply only some base, generally accepted level of reliability. This base level would be adequate for the majority of customers. Users who need a higher level may find it economical to supply using distributed energy resources (DER) and other local solutions to reliability and power quality needs. Local solutions implemented by the customer may be the most cost-effective method for addressing the more stringent needs of a digital economy. These local solutions include energy storage, small distributed generators, and microgrids. This report also considers the market's role in addressing reliability issues and requirements. The customer's needs are discussed in view of issues such as power quality requirements of digital electronic equipment, the cost of outages, the cost of storage and new infrastructure, and natural gas prices. The market role in addressing these issues and requirements is explored.   10. Multicriteria optimization informed VMAT planning

    We developed a patient-specific volumetric-modulated arc therapy (VMAT) optimization procedure using dose-volume histogram (DVH) information from multicriteria optimization (MCO) of intensity-modulated radiotherapy (IMRT) plans. The study included 10 patients with prostate cancer undergoing standard fractionation treatment, 10 patients with prostate cancer undergoing hypofractionation treatment, and 5 patients with head/neck cancer. MCO-IMRT plans using 20 and 7 treatment fields were generated for each patient on the RayStation treatment planning system (clinical version 2.5, RaySearch Laboratories, Stockholm, Sweden). The resulting DVH of the 20-field MCO-IMRT plan for each patient was used as the reference DVH, and the extracted point values of the resulting DVH of the MCO-IMRT plan were used as objectives and constraints for VMAT optimization. Weights of objectives or constraints of VMAT optimization or both were further tuned to generate the best match with the reference DVH of the MCO-IMRT plan. The final optimal VMAT plan quality was evaluated by comparison with MCO-IMRT plans based on homogeneity index, conformity number of planning target volume, and organ at risk sparing. The influence of gantry spacing, arc number, and delivery time on VMAT plan quality for different tumor sites was also evaluated. The resulting VMAT plan quality essentially matched the 20-field MCO-IMRT plan but with a shorter delivery time and less monitor units. VMAT plan quality of head/neck cancer cases improved using dual arcs whereas prostate cases did not. VMAT plan quality was improved by fine gantry spacing of 2 for the head/neck cancer cases and the hypofractionation-treated prostate cancer cases but not for the standard fractionationtreated prostate cancer cases. MCO-informed VMAT optimization is a useful and valuable way to generate patient-specific optimal VMAT plans, though modification of the weights of objectives or constraints extracted from resulting DVH of MCO-IMRT or

    One year ago, a panel of industry experts were interviewed in the November/December 1994 issue of Fuel Reformulation (Vol. 4, No. 6). With the focus then and now on refinery investments, the panelists were asked to forecast which refining processes would grow in importance. It is apparent from their response, and from other articles and discussions throughout the year, that hydroprocessing and catalytic conversion processes are synergistic in the overall refinery design, with flexibility and process objectives varying on a unit-by-unit case. To an extent, future refinery investments in downstream petrochemicals, such as for paraxylene production, are based on available catalytic reforming feedstock. Just a importantly, hydroprocessing units (hydrotreating, hydrocracking) needed for clean fuel production (gasoline, diesel, aviation fuel), are heavily dependent on hydrogen production from the catalytic reformer. Catalytic reforming`s significant influence in the refinery hydrogen balance, as well as its status as a significant naphtha conversion route to higher-quality fuels, make this unit a high-priority issue for engineers and planners striving for flexibility.

    Heating, ventilating, and cooling classrooms in California consume substantial electrical energy. Indoor air quality (IAQ) in classrooms affects studenthealth and performance. In addition to airborne pollutants that are emitted directly by indoor sources and those generated outdoors, secondary pollutants can be formed indoors by chemical reaction of ozone with other chemicals and materials. Filters are used in nearly all classroom heating, ventilation and air?conditioning (HVAC) systems to maintain energy-efficient HVAC performance and improve indoor air quality; however, recent evidence indicates that ozone reactions with filters may, in fact, be a source of secondary pollutants. This project quantitatively evaluated ozone deposition in HVAC filters and byproduct formation, and provided a preliminary assessment of the extent towhich filter systems are degrading indoor air quality. The preliminary information obtained will contribute to the design of subsequent research efforts and the identification of energy efficient solutions that improve indoor air quality in classrooms and the health and performance of students.

    Researchers in the field of Distributed Artificial Intelligence have studied the effects of local decision-making on overall system performance in both cooperative and self-interested agent groups. The performance of individual agents depends critically on the quality of information available to it about local and global goals and resources. Whereas in general it is assumed that the more accurate and up-to-date the available information, the better is the expected performance of the individual and the group, this conclusion can be challenged in a number of scenarios.

  1. FIELD TEST OF THE FLAME QUALITY INDICATOR

    The flame quality indicator concept was developed at BNL specifically to monitor the brightness of the flame in a small oil burner and to provide a ''call for service'' notification when the brightness has changed from its setpoint, either high or low. In prior development work BNL has explored the response of this system to operational upsets such as excess air changes, fouled atomizer nozzles, poor fuel quality, etc. Insight Technologies, Inc. and Honeywell, Inc. have licensed this technology from the U.S. Department of Energy and have been cooperating to develop product offerings which meet industry needs with an optimal combination of function and price. Honeywell has recently completed the development of the Flame Quality Monitor (FQM or Honeywell QS7100F). This is a small module which connects via a serial cable to the burners primary operating control. Primary advantages of this approach are simplicity, cost, and ease of installation. Call-for-service conditions are output in the form of front panel indicator lights and contact closure which can trigger a range of external communication options. Under this project a field test was conducted of the FQM in cooperation with service organizations in Virginia, Pennsylvania, New Jersey, New York, and Connecticut. At total of 83 field sites were included. At each site the FQM was installed in parallel with another embodiment of this concept--the Insight AFQI. The AFQI incorporates a modem and provides the ability to provide detailed information on the trends in the flame quality over the course of the two year test period. The test site population was comprised of 79.5% boilers, 13.7% warm air furnaces, and 6.8% water heaters. Nearly all were of residential size--with firing rates ranging from 0.6 gallons of oil per hour to 1.25. During the course of the test program the monitoring equipment successfully identified problems including: plugged fuel lines, fouled nozzles, collapsed combustion chambers, and poor fuel

    ABB Power Plant Laboratories Combustion Engineering, Inc., (ABB CE) and CQ Inc. completed a broad, comprehensive program to demonstrate the economic and environmental benefits of using higher quality U.S. coals for electrical power generation and developed state-of-the-art user-friendly software--Coal Quality Expert (CQE)-to reliably predict/estimate these benefits in a consistent manner. The program was an essential extension and integration of R and D projects performed in the past under U.S. DOE and EPRI sponsorship and it expanded the available database of coal quality and power plant performance information. This software will permit utilities to purchase the lowest cost clean coals tailored to their specific requirements. Based on common interest and mutual benefit, the subject program was cosponsored by the U.S. DOE, EPRI, and eight U.S. coal-burning utilities. In addition to cosponsoring this program, EPN contributed its background research, data, and computer models, and managed some other supporting contracts under the terms of a project agreement established between CQ Inc. and EPRI. The essential work of the proposed project was performed under separate contracts to CQ Inc. by Electric Power Technologies (El?'T), Black and Veatch (B and V), ABB Combustion Engineering, Babcock and Wilcox (B and W), and Decision Focus, Inc. Although a significant quantity of the coals tied in the United States are now cleaned to some degree before firing, for many of these coals the residual sulfur content requires users to install expensive sulfur removal systems and the residual ash causes boilers to operate inefficiently and to require frequent maintenance. Disposal of the large quantities of slag and ash at utility plant sites can also be problematic and expensive. Improved and advanced coal cleaning processes can reduce the sulfur content of many coals to levels conforming to environmental standards without requiring post-combustion desulfurization systems.     Purpose: The purpose of this study was 2-fold. One purpose was to develop an automated, streamlined quality assurance (QA) program for use by multiple centers. The second purpose was to evaluate machine performance over time for multiple centers using linear accelerator (Linac) log files and electronic portal images. The authors sought to evaluate variations in Linac performance to establish as a reference for other centers. Methods: The authors developed analytical software tools for a QA program using both log files and electronic portal imaging device (EPID) measurements. The first tool is a general analysis tool which can read and visually represent data in the log file. This tool, which can be used to automatically analyze patient treatment or QA log files, examines the files for Linac deviations which exceed thresholds. The second set of tools consists of a test suite of QA fields, a standard phantom, and software to collect information from the log files on deviations from the expected values. The test suite was designed to focus on the mechanical tests of the Linac to include jaw, MLC, and collimator positions during static, IMRT, and volumetric modulated arc therapy delivery. A consortium of eight institutions delivered the test suite at monthly or weekly intervals on each Linac using a standard phantom. The behavior of various components was analyzed for eight TrueBeam Linacs. Results: For the EPID and trajectory log file analysis, all observed deviations which exceeded established thresholds for Linac behavior resulted in a beam hold off. In the absence of an interlock-triggering event, the maximum observed log file deviations between the expected and actual component positions (such as MLC leaves) varied from less than 1% to 26% of published tolerance thresholds. The maximum and standard deviations of the variations due to gantry sag, collimator angle, jaw position, and MLC positions are presented. Gantry sag among Linacs was 0.336 ± 0.072 mm. The

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.

    The Waste Information Requirements Document describes the activities of the Tank Waste Remediation System (TWRS) Characterization Project that provide characterization information on Hanford Site waste tanks. The characterization information is required to perform operations and meet the commitments of TWRS end users. These commitments are derived from the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement; the Recommendation 93-5 Implementation Plan to the Defense Nuclear Facilities Safety Board (DNFSB); and other directives as listed in Section 4.0. This Waste Information Requirement Document applies to Fiscal Years 1997 and 1998 activities. Its contents are based on the best information available in August 1997. The format and content are based on the directions of DOE-RL (Sieracki, 1997) and Fluor Daniel Hanford Incorporated (Umek, 1997). Activities, such as the revision of the Tank Characterization Technical Sampling Basis (Brown et al. 1997), the revision of the data quality objectives (DQOs), issue closures, discussions with Ecology, and management decisions may cause subsequent updates to the Waste Information Requirements Document.
