    Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

The enclosed route information reflects specific NRC approvals that have been granted in response to requests for shipments of spent fuel. This publication does not constitute authority for carriers or other persons to use the routes described to ship spent fuel, other categories of nuclear waste, or other materials.

    In 1989, the Department of Energy joined with the Washington State Department of Ecology and the U.S. Environmental Protection Agency in signing the Hanford Federal Facility Agreement and Consent Order more commonly known as the Tri-Party Agreement (TPA). The TPA outlines legally enforceable milestones for Hanford cleanup over the next several decades. The AR is the body of documents and information that is considered or relied upon to arrive at a final decision for remedial action or hazardous waste management. An AR is established for each operable unit (OU); treatment, storage, or disposal unit (TSD); or Expedited Response Action (ERA) group and will contain all documents having information considered in arriving at a Record of Decision or permit. Documents become part of the AR after they have been designated as an AR by the TPA or after EPA, DOE, or other official parties have identified a document or set of documents for inclusion. Furthermore, AR documents are to be kept in a Public Information Repository (PIR).Thousands of data packages that support the AR documents are available to the public in the Hanford PIR.

    This circular has been prepared to provide information on the shipment of irradiated reactor fuel (spent fuel) subject to regulation by the Nuclear Regulatory Commission (NRC), and to meet the requirements of Public Law 96--295. It provides descriptive statistics on spent fuel shipments regulated by the NRC from 1979 to 1992.     The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    This report is associated with the project of Implementation of Building Energy Codes in China (55793). The report aims to give Chinese audience a brief introduction on training and public information activities of building energy codes in the U.S. The report contains four sections: Section One is about the development history and implementation of building energy codes in the U.S. Section Two is about the organizations of training and public information activities, mainly focused on ASHRAE, ICC, federal and state government. Policy implication, which is Section Three, addresses the role of federal government and on-line training and public information activities in promoting training and public information (the current China training system lacks strong support of central government and on-line training activities). Conclusions are made in Section Four. This report will be uploaded to an upcoming Chinese website which is devoted to provide first-time free on-line training and public information of building energy codes in China.

Black-Right-Pointing-Pointer Each pair consists of one private and one public operating waste collection program. Black-Right-Pointing-Pointer All cases show that private service has lower costs than public service. Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    The Kentucky Geological Survey (KGS) completed a second phase of carbon dioxide (CO{sub 2}) injection and seismic imaging in the Knox Group, a Cambrian?Ordovician dolomite and sandstone sequence in September 2010. This work completed 2 years of activity at the KGS No. 1 Marvin Blan well in Hancock County, Kentucky. The well was drilled in 2009 by a consortium of State and industry partners (Kentucky Consortium for Carbon Storage). An initial phase of CO{sub 2} injection occurred immediately after completion of the well in 2009. The second phase of injection and seismic work was completed in September 2010 as part of a U.S. DOE??funded project, after which the Blan well was plugged and abandoned. Following completion of research at the Blan well, a final public meeting and open house was held in Hancock County on October 28, 2010. This meeting followed one public meeting held prior to drilling of the well, and two on?site visits during drilling (one for news media, and one for school teachers). The goal of the final public meeting was to present the results of the project to the public, answer questions, and address any concerns. Despite diligent efforts to publicize the final meeting, it was poorly attended by the general public. Several local county officials and members of the news media attended, but only one person from the general public showed up. We attribute the lack of interest in the results of the project to several factors. First, the project went as planned, with no problems or incidents that affected the local residents. The fact that KGS fulfilled the promises it made at the beginning of the project satisfied residents, and they felt no need to attend the meeting. Second, Hancock County is largely rural, and the technical details of carbon sequestration were not of interest to many people. The county officials attending were an exception; they clearly realized the importance of the project in future economic development for the county.

    This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

    This paper reviews the involvement of a community-based organization in the activities of the Nuclear Regulatory Commission (NRC) regarding a uranium conversion facility that operated near Gore, Oklahoma from 1970 until 1992. Effective participation requires access to decision making. Access is a complex phenomenon that includes: (1) opportunity, both procedural and physical, (2) a common language, and (3) time and resources. The paper describes how both the community organization and the NRC responded to these requirements for access, the strategies that were most effective in securing meaningful public involvement in the decision making, and the impacts of that involvement on the organization.

    The guidance manual provides guidance to municipal personnel in understanding hazardous waste requirements of the Resource Conservation and Recovery Act (RCRA) and the implications of these RCRA requirements for the wastewater treatment plant operated by your municipality, for your local pretreatment program, and for local industries served by the treatment plant. The primary purpose of the manual is the RCRA notification requirement specified in the General Pretreatment Regulations. The manual focuses on Subtitle C requirements. (Subtitle C is directly applicable to industries since this program regulates generators, transporters, and disposers of hazardous waste). The manual also provides a general understanding of how federal RCRA requirements for hazardous waste affect industrial users. The manual also will be helpful in complying with any applicable federal requirements incumbent upon your POTW under Subtitle C of RCRA. The appendices contain lists of hazardous wastes regulated by federal requirements; selected EPA-approved forms for hazardous waste facilities to use; RCRA information brochure which briefly outlines the Act's impact on industries that generate or transport hazardous wastes; and EPA pamphlets summarizing information for generators of small quantities of hazardous waste.

Economic compensation possibly affected residents views and concerns. - Abstract: If residents perceptions, concerns and attitudes towards waste management facilities are either not well understood or underestimated, people can produce strong opposition that may include protest demonstrations and violent conflicts such as those experienced in the Campania Region of Italy. The aim of this study was to verify the effects of the closure of solid waste treatment and disposal facilities (two landfills and one RDF production plant) on public perception of odour and environmental pollution. The study took place in four villages in Southern Italy. Identical questionnaires were administered to residents during 2003 and after the closure of the facilities occurred in 2008. The residents perception of odour nuisance considerably diminished between 2003 and 2009 for the nearest villages, with odour perception showing an association with distance from the facilities. Post closure, residents had difficulty in identifying the type of smell due to the decrease in odour level. During both surveys, older residents reported most concern about the potentially adverse health impacts of long-term exposure to odours from MSW facilities. However, although awareness of MSW facilities and concern about potentially adverse health impacts varied according to the characteristics of residents in 2003, substantial media coverage produced an equalisation effect and increased knowledge about the type of facilities and how they operated. It is possible that residents of the village nearest to the facilities reported lower awareness of and concern about odour and environmental pollution because the municipality received economic compensation for their presence.

    The Risk-Informed Safety Margin Characterization (RISMC) pathway of the DOEs Light Water Reactor Sustainability (LWRS) program focuses on advancing the state of the art in safety analysis and risk assessment to support decision-making on nuclear power plant operation well beyond the originally designed lifetime of the plants (i.e., beyond 60 years). Among the issues being addressed in RISMC is the significance of SSC aging and how confident we are about our understanding of its impact on the margin between the loads SSCs are expected to see during normal operation and accident conditions, and the SSC capacities (their ability to resist those loads) as the SSCs age. In this paper, a summary is provided of a case study that examines SSC aging from an environmental qualification (EQ) perspective. The case study illustrates how the state of knowledge regarding SSC margin can be characterized given the overall integrated plant design, and was developed to demonstrate a method for deciding on which cables to focus, which cables are not so important from an environmental qualification margin standpoint, and what plant design features or operating characteristics determine the role that environmental qualification plays in establishing a safety case on which decisions regarding margin can be made. The selection of cables for which demonstration of margin with respect to aging and environmental challenges uses a technique known as Prevention Analysis. Prevention Analysis is a Boolean method for optimal selection of SSCs (that is, those combinations of SSCs both necessary and sufficient to meet a predetermined selection criterion) in a manner that allows demonstration that plant-level safety can be demonstrated by the collection of selected SSCs alone. Choosing the set of SSCs that is necessary and sufficient to satisfy the safety objectives, and demonstrating that the safety objectives can be met effectively, determines where resources are best allocated to assure SSC performance margin. The paper describes the resulting component types that were selected by Prevention Analysis and identifies the accident sequence characteristics that cause these component types to be important from an EQ and aging perspective (and, hence, worthwhile evaluating the extent of safety margin). In addition, component types not selected as needing significant margin from an EQ and aging perspective are discussed and an engineering rationale is developed justifying the lack of need to apply resources to demonstrating margin for these component types. This rationale is in terms of design features of the plant and operating characteristics that make these component types less important from an EQ and aging perspective. While the case study focuses on EQ and aging of equipment and cables located inside the containment of this PWR, the prevention analysis method is demonstrated to be an effective technique for identification of minimal collections of components that would be effective in managing safety for a variety of issues associated with aging and long-term operation of the fleet of plants.

  19. Providing Internet access to Los Alamos National Laboratory technical reports: A case history in providing public access to previously restricted documents

    The Los Alamos National Laboratory (LANL) Research Library recently fulfilled a strategic goal of providing worldwide desktop access via the Internet to full-image files of the complete unclassified holdings of Los Alamos technical reports in its Report Collection. This effort began in late 1994 with the scanning of paper and microfiche format reports. Concurrently, the Research Library helped to initiate shifting the model for publishing new technical reports from paper to electronic; the files could then be directly mounted on the Research Library`s Web server. Providing desktop access to these reports was instrumental in expediting the development of internal policies that would better define what documents, previously restricted to the general public, could be publicly released. Undoubtedly, the most significant category of such reports were previously classified reports that had been declassified, but had not gone through a further review for public release. Collaboration with LANL`s Classification Group led to approval for public release of 97% of these reports. The LANL Research Library`s Web site now offers unique and unprecedented access to the world of a huge body of technical reports never available before anywhere in any form. This paper discusses the issues and steps involved in this achievement.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities. Section 4.0 summarizes SGIC features and functionalities, including its search, browse and sort capabilities, web portal social networking, online content submission platform and security measures implemented. Section 5.0 discusses SGIC web portal contents, including smart grid 101, smart grid projects, deployment experience (i.e., use cases, lessons learned, cost-benefit analyses and business cases), in-depth information (i.e., standards, technology, cyber security, legislation, education and training and demand response), as well as international information. Section 6.0 summarizes SGIC statistics from the launch of the portal on July 07, 2010 to August 31, 2014. Section 7.0 summarizes publicly available information as a result of this work.

Consequently, the ability to better characterize and quantify safety margin holds the key to improved decision making about LWR design, operation, and plant life extension. A systematic approach to characterization of safety margins and the subsequent margins management options represents a vital input to the licensee and regulatory analysis and decision making that will be involved. The purpose of the RISMC Pathway R&D is to support plant decisions for risk-informed margins management with the aim to improve economics, reliability, and sustain safety of current NPPs. Goals of the RISMC Pathway are twofold: (1) Develop and demonstrate a risk-assessment method coupled to safety margin quantification that can be used by NPP decision makers as part of their margin recovery strategies. (2) Create an advanced RISMC toolkit that enables more accurate representation of NPP safety margin. This report describes the RISMC methodology demonstration where the Advanced Test Reactor (ATR) was used as a test-bed for purposes of determining safety margins. As part of the demonstration, we describe how both the thermal-hydraulics and probabilistic safety calculations are integrated and used to quantify margin management strategies.

    Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers. Abstracts are not available. A list of information services from which the listed documents might be obtained and an author index are provided.

    Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). The essential assumption behind these projects is that greater access to information will lead to more knowledge about ethical, legal and social issues, which in turn will lead to enhanced ability on the part of individuals and communities to deal with these issues when they encounter them. Over the same period of time, new concepts of ?public understanding of science? have emerged in the theoretical realm, moving from a ?deficit? or linear dissemination of popularization, to models stressing lay-knowledge, public engagement and public participation in science policy-making (Lewenstein, 2003). The present project uses the base of DOE-funded ELSI educational project to explore the ways that information about a new and emerging area of science that is intertwined with public issues has been used in educational public settings to affect public understanding of science. After a theoretical background discussion, our approach is three-fold. First, we will provide an overview, a ?map? of DOE-funded of outreach programs within the overall ELSI context to identify the importance of the educational component, and to present the criteria we used to select relevant and representative case studies. Second, we will document the history of the case studies. Finally, we will explore an intertwined set of research questions: (1) To identify what we can expect such projects to accomplish -in other words to determine the goals that can reasonably be achieved by different types of outreach, (2) To point out how the case study approach could be useful for DOE-ELSI outreach as a whole, and (3) To use the case study approach as a basis to test theoretical models of science outreach in order to assess to what extent those models accord with real world outreach activities. For this last goal, we aim at identifying what practices among ELSI outreach activities contribute most to dissemination, or to participation, in other words in which cases outreach materials spark action in terms of public participation in decisions about scientific issues.

    The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, State, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory is a list of most Government offices and trade associations that are involved in energy matters.     The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, state, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are: (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory lists some of the Government offices and trade associations that are involved in energy matters. It includes those DOE offices which deal with the public or public information. For the purposes of this publication, each entry has been given a numeric identification symbol. The index found in the back of this publication uses these identification numbers to refer the reader to relevant entries.

    Federal agencies are under pressure to do more with less--to improve the services they provide to the public, with greater accountability for achieving results, more quickly and at lower cost. In a 1994 study of leading organizations, the General Accounting Office (GAO) identified 11 strategic information management (SIM) practices, which became the foundation of the Clinger-Cohen Act of 1996. In 1997, the Federal Chief Information Officers (CIO) Council and the Industry Advisory Council prepared 20 case studies demonstrating the use of information technology to achieve a positive return on investment within the federal government. Focusing on these 20 case studies, this research first looked for evidence that supported or refuted each of GAO's SIM practices. Second, the research looked for best practices that may be unique to a federal environment. Third, the study identified other best practices.

    Beginning in 1989, the citizens and commissioners of Alachua County, Florida began to develop a siting plan for a new solid waste disposal facility (SWDF). Through a cooperative effort with a private consulting firm, several evaluative criteria were selected and then translated into parameters for a geographical information system (GIS). Despite efforts to avoid vulnerable hydrogeology, the preferred site selected was in close proximity to the well field supplying Gainesville, Florida, home to approximately 75 percent of the county's population. The results brought forth a wave of protests from local residents claiming that leachate from the proposed SWDF would contaminate their drinking water. In this study, DRASTIC'' was applied in order to improve the accuracy and defensibility of the aquifer protection-based GIS parameters. DRASTIC'', a method for evaluating ground water contamination potential, is an acronym which stands for Depth to Water, Net Recharge, Aquifer Media, Soil Media, Topography, Impact of Vadose Zone Media, and Conductivity (Hydraulic)''.

    This spreadsheet represents the information posteriors derived from synthetic data of magnetotellurics (MT). These were used to calculate value of information of MT for geothermal exploration. Information posteriors describe how well MT was able to locate the "throat" of clay caps, which are indicative of hidden geothermal resources.     Public acceptance of a nuclear power plant (NPP) built near one's residence has declined steadily since the early 1970's. Following the TMI accident, this acceptance decreased dramatically. There has been some attitude rebound, however, and through mid-1981, the % who supported continued NPP construction in USA was 5 to 10% more than those in opposition. Men's and women's attitudes are different and were differentially affected by the TMI accident. Beliefs and attitudes about specific nuclear power issues were explored using questionnaires. Reactor-safety concerns were found to be more important than nuclear-waste concerns. Nuclear fuel-supply considerations are believed to be a major advantage of nuclear power. The public was largely unaware of the breeder-reactor concept. The US public generally does not favor selling US reactors abroad. It also greatly underestimates how long it takes to build a NPP. Most people believed solar-generated electricity is cheapest. The public has little information or has misinformation about some areas of nuclear power. (DLC)

It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry`s practices are aligned with public opinion, a more favorable regulatory climate is possible.

    Government policy is one of the most important factors in engaging the private sector in providing universal access to electricity. In particular, the private sector is well positioned to provide decentralized electricity products and services. While policy uncertainty and regulatory barriers can keep enterprises and investors from engaging in the market, targeted policies can create opportunities to leverage private investment and skills to expand electricity access. However, creating a sustainable market requires policies beyond traditional electricity regulation. The report reviews the range of policy issues that impact the development and expansion of a market for decentralized electricity services from establishing an enabling policy environment to catalyzing finance, building human capacity, and integrating energy access with development programs. The case studies in this report show that robust policy frameworks--addressing a wide range of market issues--can lead to rapid transformation in energy access. The report highlights examples of these policies in action Bangladesh, Ethiopia, Mali, Mexico, and Nepal.

    The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, State, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are: (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory lists most Government offices and trade associations that are involved in energy matters.

    A typical incident response pits technicians against networks that aren't prepared forensically. [1, 2] If practitioners do consider collecting network forensic data, they face a choice between expending extraordinary effort (time and money) collecting forensically sound data, or simply restoring the network as quickly as possible. In this context, the concept of organizational network forensic readiness has emerged. The following is a discussion of selected computer crime cases, using publically available information, spanning a period of time of several years, that together demonstrate the need for a preventive and proactive response to malicious intrusion over a reactive one. It concludes with recommendations for how to "operationalize" organizational network forensic readiness.

    In August 1994 a team of representatives from six Federal agencies conducted a case study of ecosystem management practices in the Great Lakes. Its report was based on interviews carried out in Chicago, Illinois, and Ann Arbor, Michigan; on phone interviews; and on written materials provided by Federal and State officials as well as representatives of Tribal organizations, non-governmental organizations, academia, industry, and the International Joint Commission. The report describes mainly what the participants told or provided to the survey team, with a few explicit conclusions and recommendations from the team. The issues covered by the survey included Legal, Institutional, Science and Information, Budget, and Public Participation.
