    The Information Systems Assessment Report documents the results from assessing the Project Hanford Management Contract (PHMC) Hanford Data Integrator 2000 (HANDI 2000) system, Business Management System (BMS) and Work Management System phases (WMS), with respect to the System Engineering Capability Assessment Model (CAM). The assessment was performed in accordance with the expectations stated in the fiscal year (FY) 1999 Performance Agreement 7.1.1, item (2) which reads, ''Provide an assessment report on the selected Integrated Information System by July 31, 1999.'' This report assesses the BMS and WMS as implemented and planned for the River Protection Project (RPP). The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

    The 1986 amendments to the Safe Drinking Water Act established the nationwide wellhead protection program to be administered by the US Environmental Protection Agency. Although individual states have the responsibility to implement wellhead protection, the US EPA provides technical guidance, and approves each wellhead protection plan prepared by the states. A major aspect of wellhead protection strategies is the delineation of wellhead protection areas. These are zones around municipal water supply wells that receive special land use considerations intended to minimize the threat of contamination of the wells. The US EPA has recommended several technical approaches to delineating wellhead protection areas, ranging in sophistication from simple concentric circles around wells to irregular areas determined from groundwater flow and transport analyses. Regardless of the wellhead protection area delineation technique, the resulting area surrounding the municipal well must be accurately mapped. A geographic information system (GIS) approach to mapping the results of wellhead protection area delineation is demonstrated. Using hypothetical groundwater flow regimes, each EPA recommended approach to wellhead protection area delineation is presented in a GIS format. A visual comparison of delineation techniques in terms of area and configuration of the resulting wellhead protection areas is made. Finally, the advantages of using a GIS for representing wellhead protection areas is provided.

    This document presents a framework for discussing issues and building consensus towards use of fire modeling and risk technology in nuclear power plant fire protection program implementation. The plan describes a three-phase approach: development of core technologies, implementation of methods, and finally, case studies and pilot applications to verify viability of such methods. The core technologies are defined as fire modeling, fire and system tests, use of operational data, and system and risk techniques. The implementation phase addresses the programmatic issues involved in implementing a risk-informed/performance-based approach in an integrated approach with risk/performance measures. The programmatic elements include: (1) a relationship with fire codes and standards development as defined by the ongoing effort of NFPA for development of performance-based standards; (2) the ability for NRC to undertake inspection and enforcement; and (3) the benefit to utilities in terms of cost versus safety. The case studies are intended to demonstrate applicability of single issue resolution while pilot applications are intended to check the applicability of the integrated program as a whole.

    The purpose of this paper is to discuss the information security assessment criteria used in Russia and compare it with that used in the United States. The computer system security assessment criteria utilized by the State Technical Commission of Russia and similar criteria utilized by the US Department of Defense (TCSEC) are intended for the development and implementation of proven methods for achieving a required level of information security. These criteria are utilized, first and foremost, when conducting certification assessments of general purpose systems. The Russian Federation is creating specialized systems for nuclear material control and accountancy (MC and A) within the framework of the international laboratory-to-laboratory collaboration. Depending on the conditions in which the MC and A system is intended to operate, some of the criteria and the attendant certification requirements may exceed those established or may overlap the requirements established for attestation of such systems. In this regard it is possible to modify the certification and attestation requirements depending on the conditions in which a system will operate in order to achieve the ultimate goal--implementation of the systems in the industry.

    Protecting the nation's infrastructure from natural disasters, inadvertent failures, or intentional attacks is a major national security concern. Gauging the fragility of infrastructure assets, and understanding how interdependencies across critical infrastructures affect their behavior, is essential to predicting and mitigating cascading failures, as well as to planning for response and recovery. Modeling and simulation (M&S) is an indispensable part of characterizing this complex system of systems and anticipating its response to disruptions. Bringing together the necessary components to perform such analyses produces a wide-ranging and coarse-grained computational workflow that must be integrated with other analysis workflow elements. There are many points in both types of work flows in which geographic information (GI) services are required. The GIS community recognizes the essential contribution of GI in this problem domain as evidenced by past OGC initiatives. Typically such initiatives focus on the broader aspects of GI analysis workflows, leaving concepts crucial to integrating simulations within analysis workflows to that community. Our experience with large-scale modeling of interdependent critical infrastructures, and our recent participation in a DRS initiative concerning interoperability for this M&S domain, has led to high-level ontological concepts that we have begun to assemble into an architecture that spans both computational and 'world' views of the problem, and further recognizes the special requirements of simulations that go beyond common workflow ontologies. In this paper we present these ideas, and offer a high-level ontological framework that includes key geospatial concepts as special cases of a broader view.

    In this short paper an overlook is given of the systems developed in Germany for filtered containment venting and their implementation in nuclear power plants. More information on the development can be found in the Proceedings of the DOE/NRC Aircleaning Conferences. In Germany, 28.8 % of the electric energy is produced by 19 nuclear power reactors. No new power reactor is expected to be built at least within the next ten years, but France and Germany cooperate in the development of a future European Power Reactor (ERP). This reactor type will be fitted with a core catcher and passive cooling in order to avoid serious consequences of a hypothetical core meltdown accident so that provisions for containment venting are not required. 3 refs., 6 figs., 1 tab.

Multi-protocol Label Switching (MPLS) and the Resource Reservation Protocol (RSVP) enable to create a virtual circuit using Label Switched Paths (LSP's). It contains three main components: a reservation manager, a bandwidth scheduler, and a path setup subsystem. The bandwidth scheduler needs to have information about the current and future states of the network topology in order to accomplish end-to-end bandwidth guaranteed paths.

It defines the major energy sector sources of these HAPs that would be affected by the regulations. Attention is focused on regulations that would cover coke oven emissions; chromium emission from industrial cooling towers and the electroplating process; HAP emissions from tank vessels, asbestos-related activities, organic solvent use, and ethylene oxide sterilization; and emissions of air toxics from municipal waste combustors. The possible implications of Title III regulations for the coal, natural gas, petroleum, uranium, and electric utility industries are examined. The report discusses five major databases of HAP emissions: (1) TRI (EPA`s Toxic Release Inventory); (2) PISCES (Power Plant Integrated Systems: Chemical Emissions Studies developed by the Electric Power Research Institute); (3) 1985 Emissions Inventory on volatile organic compounds (used for the National Acid Precipitation Assessment Program); (4) Particulate Matter Species Manual (EPA); and (5) Toxics Emission Inventory (National Aeronautics and Space Administration).     The Act dated May 17, 1990 regarding the division of tasks and competencies, as described in the detailed regulations, among the community organs and civil service units has actually awarded no competence to the commune organs as far as the air protection against pollution is concerned (except the matters regarding town and county planning and the location of certain investments). It arises out of the Act on Environmental Protection that no right to limit or stop any activity causing air pollution by the so-called low emission is granted to the community organs. The investments given supplementary financing consisted in eliminating the solid-fuel-fired boiler houses being noxious to the environment through a total eradication of local boiler houses via either connecting to the municipal heat distribution network or modernization of the local heating system by applying modern gas - or oil-fired boilers. An important criterion for selecting the tasks to be given supplementary financing from the Community Fund was the location of the structure - because the highest concentration of air pollution brought about by low emission sources takes place in the central regions of the town, the structures situated at the center were preferred. All scheduled tasks given supplementary financing from the Community Fund in 1994 and related with the elimination of low emission sources were completed in time and have already generated an ecological effect in the heating season 1994/95.

R and D was initiated at Sandia National Laboratories which had developed techniques to protect weapons for many years. Special vehicles, convoy procedures, and a communications system previously developed for weapons shipments were improved and extended for shipments of other sensitive materials. Barriers, perimeter alarms, portal and internal control systems were developed, tested, and published in handbooks and presented at symposia. Training programs were initiated for U.S. and foreign personnel. Containment and surveillance techniques were developed for the IAEA. Presently emphasis is on computer security, active barriers, and techniques to prevent theft or sabotage by insiders .

    The Energy Independence and Security Act of 2007 was signed into law on December 19, 2007, and became Public Law 110-140. Provisions in EISA2007 that require funding appropriations to be implemented, whose impact is highly uncertain, or that require further specification by federal agencies or Congress are not included in Annual Energy Outlook 2008 (AEO). For example, the Energy Information Administration (EIA) does not try to anticipate policy responses to the many studies required by EISA2007, nor to predict the impact of research and development (R&D) funding authorizations included in the bill. Moreover, AEO2008 does not include any provision that addresses a level of detail beyond that modeled in the National Energy Modeling System (NEMS), which was used to develop the AEO2008 projections.     Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

    Entry into hazardous areas without the proper protective equipment is extremely dangerous and must be prevented whenever possible. Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

    Potential economic distortions are associated with rigid pricing and output contingency clauses in long term natural gas contracts. High take-or-pay provisions may give rise to sub-optimal production and consumption patterns and result in misallocation of resources. The inefficiency of existing inflexible take-or-pay contracts and the liabilities they have engendered have been recognized by FERC as a major impediment to competition. Assuming that market pressure will induce producers and pipelines to renegotiate their take-or-pay contracts, FERC relied on its certification authority and enforcement power to promote competition through the establishment of an open access transportation system. But because FERC's market approach to take-or-pay problems does not comport with its duty to protect consumers and pipelines, the Commission resorted to the prudence review process to achieve its dual goal of resolving take-or-pay problems and unbundling gas services. FERC's use of the prudence review process in a dispositive manner as well as an incentive to induce compliance with the new rules aimed at furthering competition raises many legal and policy questions. It lacks clearly established definitional, procedural, and substantive rules regarding the applicability of the prudence test to the pipelines' purchasing practices. Also lacking is a definition of the relationship between prudence, and price and output stipulations in non-jurisdictional producer-pipeline contracts. Consequently, the uncertainties concerning the application of prudence to the purchasing practices of the pipelines may be a significant factor in delaying commitments to the development of reserves for future natural gas supply. Furthermore, the current prudence practice may carry the risk of backdoor regulation of natural gas production.

    The development and operation of Grand Coulee Dam inundated approximately 70,000 acres of wildlife habitat under the jurisdictions of the Colville Confederated Tribes, the Spokane Tribe, and the State of Washington. Under the provisions of the Pacific Northwest Electric Power Planning and Conservation Act of 1980, this study reviews losses to wildlife and habitat, and proposes mitigation for those losses. Wildlife loss estimates were developed from information available in the literature. Habitat losses and potential habitat gains through mitigation were estimated by a modified Habitat Evaluation Procedure. The mitigation plan proposes (1) acquisition of sufficient land or management rights to land to protect Habitat Units equivalent to those lost (approximately 73,000 acres of land would be required), (2) improvement and management of those lands to obtain and perpetuate target Habitat Units, and (3) protection and enhancement of suitable habitat for bald eagles. Mitigation is presented as four actions to be implemented over a 10-year period. A monitoring program is proposed to monitor mitigation success in terms of Habitat Units and wildlife population trends.

    An array of connected plates mounted on the inside wall of the vacuum vessel of a magnetic confinement reactor in order to provide a protective surface for energy deposition inside the vessel. All fasteners are concealed and protected beneath the plates, while the plates themselves share common mounting points. The entire array is installed with torqued nuts on threaded studs; provision also exists for thermal expansion by mounting each plate with two of its four mounts captured in an oversize grooved spool. A spool-washer mounting hardware allows one edge of a protective plate to be torqued while the other side remains loose, by simply inverting the spool-washer hardware.

    The Department of Energy (DOE) is in the process of defining the magnitude and diversity of Decontamination and Decommissioning (D&D) obligations at its numerous sites. The DOE believes that existing technologies are inadequate to solve many challenging problems such as how to decontaminate structures and equipment cost effectively, what to do with materials and wastes generated, and how to adequately protect workers and the environment. Preliminary estimates show a tremendous need for effective use of resources over a relatively long period (over 30 years). Several technologies are being investigated which can potentially reduce D&D costs while providing appropriate protection to DOE workers. The DOE recognizes that traditional methods used by the EPA in hazardous waste site clean up activities are insufficient to provide the needed protection and worker productivity demanded by DOE D&D programs. As a consequence, new clothing and equipment which can adequately protect workers while providing increases in worker productivity are being sought for implementation at DOE sites. This project describes the development of an Advanced Worker Protection System (AWPS) which will include a life-support backpack with liquid air for cooling and as a supply of breathing gas, protective clothing, respirators, communications, and support equipment.

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.
