    DOE O 232.1A, Occurrence Reporting and Processing of Operations Information, and 10 CFR 830.350, Occurrence Reporting and Processing of Operations Information (when it becomes effective), along with this manual, set forth occurrence reporting requirements for Department of Energy (DOE) Departmental Elements and contractors responsible for the management and operation of DOE-owned and -leased facilities. These requirements include categorization of occurrences related to safety, security, environment, health, or operations (``Reportable Occurrences``); DOE notification of these occurrences; and the development and submission of documented follow-up reports. This Manual provides detailed information for categorizing and reporting occurrences at DOE facilities.     This report summarizes the results of an environmental survey conducted at sites associated with the proposed Uranium Processing Facility (UPF) at the Y-12 National Security Complex in September-October 2009. The survey was conducted in order to evaluate potential impacts of the overall project. This project includes the construction of a haul road, concrete batch plant, wet soil storage area and dry soil storage area. The environmental surveys were conducted by natural resource experts at ORNL who routinely assess the significance of various project activities on the Oak Ridge Reservation (ORR). Natural resource staff assistance on this project included the collection of environmental information that can aid in project location decisions that minimize impacts to sensitive resource such as significant wildlife populations, rare plants and wetlands. Natural resources work was conducted in various habitats, corresponding to the proposed areas of impact. Thc credentials/qualifications of the researchers are contained in Appendix A. The proposed haul road traverses a number of different habitats including a power-line right-of-way. wetlands, streams, forest and mowed areas. It extends from what is known as the New Salvage Yard on the west to the Polaris Parking Lot on the east. This haul road is meant to connect the proposed concrete batch plant to the UPF building site. The proposed site of the concrete batch plant itself is a highly disturbed fenced area. This area of the project is shown in Fig. 1. The proposed Wet Soils Disposal Area is located on the north side of Bear Creek Road at the former Control Burn Study Area. This is a second growth arce containing thick vegetation, and extensive dead and down woody material. This area of the project is shown in Fig. 2. Thc dry soils storage area is proposed for what is currently known as the West Borrow Area. This site is located on the west side of Reeves Road south of Bear Creek Road. The site is an early successional field. This area of the project is shown in Fig. 2.

    This white paper presents the scientific motivation and preliminary logistical plans for a proposed ASP field campaign to be carried out in the summer of 2007. The primary objective of this campaign is to use the DOE Gulfstream-1 aircraft to make measurements characterizing the chemical, physical and optical properties of aerosols below, within and above large fields of fair weather cumulus and to use the NASA Langley Research Centers High Spectral Resolution Lidar (HSRL) to make independent measurements of aerosol backscatter and extinction profiles in the vicinity of these fields. Separate from the science questions to be addressed by these observations will be information to add in the development of a parameterized cumulus scheme capable of including multiple cloud fields within a regional or global scale model. We will also be able to compare and contrast the cloud and aerosol properties within and outside the Oklahoma City plume to study aerosol processes within individual clouds. Preliminary discussions with the Cloud and Land Surface Interaction Campaign (CLASIC) science team have identified overlap between the science questions posed for the CLASIC Intensive Operation Period (IOP) and the proposed ASP campaign, suggesting collaboration would benefit both teams.

    A method and system for processing a set of data from an industrial process and/or a sensor. The method and system can include processing data from either real or calculated data related to an industrial process variable. One of the data sets can be an artificial signal data set generated by an autoregressive moving average technique. After obtaining two data sets associated with one physical variable, a difference function data set is obtained by determining the arithmetic difference between the two pairs of data sets over time. A frequency domain transformation is made of the difference function data set to obtain Fourier modes describing a composite function data set. A residual function data set is obtained by subtracting the composite function data set from the difference function data set and the residual function data set (free of nonwhite noise) is analyzed by a statistical probability ratio test to provide a validated data base.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all Title I sites. On September 24, 1987, the EPA published proposed standards (52FR36000-36008) in response to the remand. This report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project, as well as a discussion of the DOE's position on the proposed standards. The report also contains and appendix which provides supporting information and cost analyses. In order to assess the impacts of the proposed EPA standards, this report summarizes the proposed EPA standards in Section 2.0. The next three sections assess the impacts of the three parts of the EPA standards: Subpart A considers disposal sites; Subpart B is concerned with restoration at processing sites; and Subpart C addresses supplemental standards. Section 6.0 integrates previous sections into a recommendations section. Section 7.0 contains the DOE response to questions posed by the EPA in the preamble to the proposed standards. 6 refs., 5 figs., 3 tabs.

    This paper proposes a process for acceptance of commercial off-the-shelf (COTS) software products for use in reactor systems important to safety. An initial set of four criteria establishes COTS software product identification and its safety category. Based on safety category, three sets of additional criteria, graded in rigor, are applied to approve/disapprove the product. These criteria fall roughly into three areas: product assurance, verification of safety function and safety impact, and examination of usage experience of the COTS product in circumstances similar to the proposed application. A report addressing the testing of existing software is included as an appendix.

    The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-0347) on the proposed surface remediation of the Maybell uranium mill processing site in Moffat County, Colorado. The mill site contains radioactively contaminated materials from processing uranium ore that would be stabilized in place at the existing tailings pile location. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, Public Law 91-190 (42 U.S.C. {section}4321 et seq.), as amended. Therefore, preparation of an environmental impact statement is not required and DOE is issuing this Finding of No Significant Impact (FONSI).

    The results of a series of telephone interviews with groups of users of information on solar industrial and agricultural process heat (IAPH) are described. These results, part of a larger study on many different solar technologies, identify types of information each group needed and the best ways to get information to each group. In the current study only high-priority groups were examined. Results from 10 IAPH groups of respondents are analyzed in this report: IPH Researchers; APH Researchers; Representatives of Manufacturers of Concentrating and Nonconcentrating Collectors; Plant, Industrial, and Agricultural Engineers; Educators; Representatives of State Agricultural Offices; and County Extension Agents.

    Department of Energy (DOE) nuclear facilities must comply with DOE Order 420.1C Facility Safety, which requires that all such facilities review their natural phenomena hazards (NPH) assessments no less than every ten years. The Order points the reader to Standard DOE-STD-1020-2012. In addition to providing a discussion of the applicable evaluation criteria, the Standard references other documents, including ANSI/ANS-2.29-2008 and NUREG-2117. These documents provide supporting criteria and approaches for evaluating the need to update an existing probabilistic seismic hazard analysis (PSHA). All of the documents are consistent at a high level regarding the general conceptual criteria that should be considered. However, none of the documents provides step-by-step detailed guidance on the required or recommended approach for evaluating the significance of new information and determining whether or not an existing PSHA should be updated. Further, all of the conceptual approaches and criteria given in these documents deal with changes that may have occurred in the knowledge base that might impact the inputs to the PSHA, the calculated hazard itself, or the technical basis for the hazard inputs. Given that the DOE Order is aimed at achieving and assuring the safety of nuclear facilities—which is a function not only of the level of the seismic hazard but also the capacity of the facility to withstand vibratory ground motions—the inclusion of risk information in the evaluation process would appear to be both prudent and in line with the objectives of the Order. The purpose of this white paper is to describe a risk-informed methodology for evaluating the need for an update of an existing PSHA consistent with the DOE Order. While the development of the proposed methodology was undertaken as a result of assessments for specific SDC-3 facilities at Idaho National Laboratory (INL), and it is expected that the application at INL will provide a demonstration of the methodology, there is potential for general applicability to other facilities across the DOE complex. As such, both a general methodology and a specific approach intended for INL are described in this document. The general methodology proposed in this white paper is referred to as the “seismic hazard periodic review methodology,” or SHPRM. It presents a graded approach for SDC-3, SDC-4 and SDC-5 facilities that can be applied in any risk-informed regulatory environment by once risk-objectives appropriate for the framework are developed. While the methodology was developed for seismic hazard considerations, it can also be directly applied to other types of natural hazards.

    This report assesses the performance of the H-Coal process, a catalytic direct liquefaction process, at a process development and large pilot-plant scale of operation. The assessment focused on the evaluation of operating results from selected long-term successful process development unit (PDU) and pilot plant runs made on Illinois No. 6 coal. The pilot plant has largely duplicated the product yield structure obtained during the PDU runs. Also, the quality of products, particularly liquid products, produced during the pilot plant run is quite comparable to that produced during the PDU runs. This confirms the scalability of the H-Coal ebullated-bed reactor system from a PDU-scale, 3 tons of coal per day, to a large pilot scale, 220 tons of coal per day, plant. The minor product yield differences, such as higher yields of C/sub 3/, C/sub 4/, and naphtha fractions, and lower yields of distillate oils obtained during pilot plant runs as compared to the PDU runs, will not impact the projected technical and economic performance of a first-of-a-kind commercial H-Coal plant. Thus, the process yield and operating data collected during the PDU operations provided an adequate basis for projecting the technical and economic performance of the proposed H-Coal commercial plant. 18 references, 9 figures, 56 tables.

    Uranium enrichment service providers are expanding existing enrichment plants and constructing new facilities to meet demands resulting from the shutdown of gaseous diffusion plants, the completion of the U.S.-Russia highly enriched uranium downblending program, and the projected global renaissance in nuclear power. The International Atomic Energy Agency (IAEA) conducts verification inspections at safeguarded facilities to provide assurance that signatory States comply with their treaty obligations to use nuclear materials only for peaceful purposes. Continuous, unattended monitoring of load cells in UF{sub 6} feed/withdrawal stations can provide safeguards-relevant process information to make existing safeguards approaches more efficient and effective and enable novel safeguards concepts such as information-driven inspections. The IAEA has indicated that process load cell monitoring will play a central role in future safeguards approaches for large-scale gas centrifuge enrichment plants. This presentation will discuss previous work and future plans related to continuous load cell monitoring, including: (1) algorithms for automated analysis of load cell data, including filtering methods to determine significant weights and eliminate irrelevant impulses; (2) development of metrics for declaration verification and off-normal operation detection ('cylinder counting,' near-real-time mass balancing, F/P/T ratios, etc.); (3) requirements to specify what potentially sensitive data is safeguards relevant, at what point the IAEA gains on-site custody of the data, and what portion of that data can be transmitted off-site; (4) authentication, secure on-site storage, and secure transmission of load cell data; (5) data processing and remote monitoring schemes to control access to sensitive and proprietary information; (6) integration of process load cell data in a layered safeguards approach with cross-check verification; (7) process mock-ups constructed to provide simulated load cell data; (8) hardware and software implementation for process load cell data collection; (9) costs associated with unattended monitoring of load cells (for both operator and inspector) weighed against the potential benefits of having access to such data; (10) results from field tests of load cell data collection systems in operating facilities; and (11) use of unattended load cell data to increase efficiency of on-site inspection schedules and activities.

The ESPM processes mine information to determine a likelihood of a presence of a mine. A robot can autonomously modify behavior responsive to an indication of a detected mine. The behavior is modified between detection of mines, detailed scanning and characterization of the mine, developing mine indication parameters, and resuming detection. Real time messages are passed between the RIK and the ESPM. A combination of ESPM bound messages and RIK bound messages cause the robot platform to switch between modes including a calibration mode, the mine detection mode, and the mine characterization mode.

  14. Synthesis and Comparison of Baseline Avian and Bat Use, Raptor Nesting and Mortality Information from Proposed and Existing Wind Developments: Final Report.

    Primarily due to concerns generated from observed raptor mortality at the Altamont Pass (CA) wind plant, one of the first commercial electricity generating wind plants in the U.S., new proposed wind projects both within and outside of California have received a great deal of scrutiny and environmental review. A large amount of baseline and operational monitoring data have been collected at proposed and existing U.S. wind plants. The primary use of the avian baseline data collected at wind developments has been to estimate the overall project impacts (e.g., very low, low, moderate, and high relative mortality) on birds, especially raptors and sensitive species (e.g., state and federally listed species). In a few cases, these data have also been used for guiding placement of turbines within a project boundary. This new information has strengthened our ability to accurately predict and mitigate impacts from new projects. This report should assist various stakeholders in the interpretation and use of this large information source in evaluating new projects. This report also suggests that the level of baseline data (e.g., avian use data) required to adequately assess expected impacts of some projects may be reduced. This report provides an evaluation of the ability to predict direct impacts on avian resources (primarily raptors and waterfowl/waterbirds) using less than an entire year of baseline avian use data (one season, two seasons, etc.). This evaluation is important because pre-construction wildlife surveys can be one of the most time-consuming aspects of permitting wind power projects. For baseline data, this study focuses primarily on standardized avian use data usually collected using point count survey methodology and raptor nest survey data. In addition to avian use and raptor nest survey data, other baseline data is usually collected at a proposed project to further quantify potential impacts. These surveys often include vegetation mapping and state or federal sensitive-status wildlife and plant surveys if there is a likelihood of these species occurring in the vicinity of the project area. This report does not address these types of surveys, however, it is assumed in this document that those surveys are conducted when appropriate to help further quantify potential impacts. The amount and extent of ecological baseline data to collect at a wind project should be determined on a case-by-case basis. The decision should use information gained from this report, recent information from new projects (e.g., Stateline OR/WA), existing project site data from agencies and other knowledgeable groups/individuals, public scoping, and results of vegetation and habitat mapping. Other factors that should also be considered include the likelihood of the presence of sensitive species at the site and expected impacts to those species, project size and project layout.

    We consider the problem of maximization of expected terminal power utility (risk sensitive criterion). The underlying market model is a regime-switching diffusion model where the regime is determined by an unobservable factor process forming a finite state Markov process. The main novelty is due to the fact that prices are observed and the portfolio is rebalanced only at random times corresponding to a Cox process where the intensity is driven by the unobserved Markovian factor process as well. This leads to a more realistic modeling for many practical situations, like in markets with liquidity restrictions; on the other hand it considerably complicates the problem to the point that traditional methodologies cannot be directly applied. The approach presented here is specific to the power-utility. For log-utilities a different approach is presented in Fujimoto et al. (Preprint, 2012).

    Adult neurogenesis in the hippocampus region of the brain is a neurobiological process that is believed to contribute to the brain's advanced abilities in complex pattern recognition and cognition. Here, we describe how realistic scale simulations of the neurogenesis process can offer both a unique perspective on the biological relevance of this process and confer computational insights that are suggestive of novel machine learning techniques. First, supercomputer based scaling studies of the neurogenesis process demonstrate how a small fraction of adult-born neurons have a uniquely larger impact in biologically realistic scaled networks. Second, we describe a novel technical approach by which the information content of ensembles of neurons can be estimated. Finally, we illustrate several examples of broader algorithmic impact of neurogenesis, including both extending existing machine learning approaches and novel approaches for intelligent sensing.

    The Next Generation Nuclear Power (NGNP) Fuel Development and Qualification Program included the design, installation, and testing of a 6-inch diameter nuclear fuel particle coater to demonstrate quality TRISO fuel production on a small industrial scale. Scale-up from the laboratory-scale coater faced challenges associated with an increase in the kernel charge mass, kernel diameter, and a redesign of the gas distributor to achieve adequate fluidization throughout the deposition of the four TRISO coating layers. TRISO coatings are applied at very high temperatures in atmospheres of dense particulate clouds, corrosive gases, and hydrogen concentrations over 45% by volume. The severe environment, stringent product and process requirements, and the fragility of partially-formed coatings limit the insertion of probes or instruments into the coater vessel during operation. Pressure instrumentation were installed on the gas inlet line and exhaust line of the 6-inch coater to monitor the bed differential pressure and internal pressure fluctuations emanating from the fuel bed as a result of bed and gas bubble movement. These instruments are external to the particle bed and provide a glimpse into the dynamics of fuel particle bed during the coating process and data that could be used to help ascertain the adequacy of fluidization and, potentially, the dominant fluidization regimes. Pressure fluctuation and differential pressure data are not presently useful as process control instruments, but data suggest a link between the pressure signal structure and some measurable product attributes that could be exploited to get an early estimate of the attribute values.

    The ROI Proposal Preparation Guide is a tool to assist Hanford waste generators in preparing ROI proposal forms for submittal to Department of Energy, Richland Operations Office (DOE/RL) for funding. The guide describes the requirements for submitting an ROI proposal and provides examples of completed ROI forms. The intent is to assist waste generators in identifying projects that meet the criteria, provide information necessary to complete the ROI forms, and submit a proposal that is eligible to receive funding.

From Cleanup to stewardship provides background information on the Department of Energy (DOE) long-term stewardship obligations and activities. This document begins to examine the transition from cleanup to long-term stewardship, and it fulfills the Secretary's commitment to the President in the 1999 Performance Agreement to provide a companion report to the Department's Accelerating Cleanup: Paths to Closure report.     We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

As with any sampling approach, the information it gathers will not be completely accurate.     This Environmental Assessment (EA) evaluates the environmental consequences of the proposed conversion and operation of the existing Solar One Facility in Daggett, Ca, near the city of Barstow, to a nitrate salt based heat transfer system, Solar Two. The EA also addresses the alternatives of different solar conversion technologies and alternative sites and discusses a no action alternative. A primary objective of the Solar Two Project is to demonstrate the technical and economic feasibility of a solar central receiver power plant using molten salt as the thermal storage and transport fluid medium. If successful, the information gathered from the Solar Two Project could be used to design larger commercial solar power plants.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    The immobilization of 99Tc in a suitable host matrix has proved a challenging task for researchers in the nuclear waste community around the world. At the Hanford site in Washington State in the U.S., the total amount of 99Tc in low-activity waste (LAW) is {approx} 1,300 kg and the current strategy is to immobilize the 99Tc in borosilicate glass with vitrification. In this context, the present article reports on the solubility and retention of rhenium, a nonradioactive surrogate for 99Tc, in a LAW sodium borosilicate glass. Due to the radioactive nature of technetium, rhenium was chosen as a simulant because of previously established similarities in ionic radii and other chemical aspects. The glasses containing target Re concentrations varying from 0 to10,000 ppm by mass were synthesized in vacuum-sealed quartz ampoules to minimize the loss of Re by volatilization during melting at 1000 DC. The rhenium was found to be present predominantly as Re7 + in all the glasses as observed by X-ray absorption near-edge structure (XANES). The solubility of Re in borosilicate glasses was determined to be {approx}3,000 ppm (by mass) using inductively coupled plasma-optical emission spectroscopy (ICP-OES). At higher rhenium concentrations, some additional material was retained in the glasses in the form of alkali perrhenate crystalline inclusions detected by X-ray diffraction (XRD) and laser ablation-ICP mass spectrometry (LA-ICP-MS). Assuming justifiably substantial similarities between Re7 + and Tc 7+ behavior in this glass system, these results implied that the processing and immobilization of 99Tc from radioactive wastes should not be limited by the solubility of 99Tc in borosilicate LAW glasses.

    The uranium processing site near Naturita, Colorado, is one of 24 inactive uranium mill sites designated to be cleaned up by the U.S. Department of Energy (DOE) under the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA), 42 USC {section} 7901 et seq. Part of the UMTRCA requires that the U.S. Nuclear Regulatory Commission (NRC) concur with the DOE`s remedial action plan (RAP) and certify that the remedial action conducted at the site complies with the standards promulgated by the U.S. Environmental Protection Agency (EPA). This RAP serves two purposes. First, it describes the activities that are proposed by the DOE to accomplish remediation and long-term stabilization and control of the radioactive materials at the inactive uranium processing site near Naturita, Colorado. Second, this RAP, upon concurrence and execution by the DOE, the state of Colorado, and the NRC, becomes Appendix B of the cooperative agreement between the DOE and the state of Colorado.

    This report describes a process for performing preclosure criticality analyses for a repository at Yucca Mountain, Nevada. These analyses will be performed from the time of receipt of fissile material until permanent closure of the repository (preclosure period). The process describes how criticality safety analyses will be performed for various configurations of waste in or out of waste packages that could occur during preclosure as a result of normal operations or event sequences. The criticality safety analysis considers those event sequences resulting in unanticipated moderation, loss of neutron absorber, geometric changes, or administrative errors in waste form placement (loading) of the waste package. The report proposes a criticality analyses process for preclosure to allow a consistent transition from preclosure to postclosure, thereby possibly reducing potential cost increases and delays in licensing of Yucca Mountain. The proposed approach provides the advantage of using a parallel regulatory framework for evaluation of preclosure and postclosure performance and is consistent with the U.S. Nuclear Regulatory Commission's approach of supporting risk-informed, performance-based regulation for fuel cycle facilities, ''Yucca Mountain Review Plan, Final Report'', and 10 CFR Part 63. The criticality-related criteria for ensuring subcriticality are also described as well as which guidance documents will be utilized. Preclosure operations and facilities have significant similarities to existing facilities and operations currently regulated by the U.S. Nuclear Regulatory Commission; therefore, the design approach for preclosure criticality safety will be dictated by existing regulatory requirements while using a risk-informed approach with burnup credit for in-package operations.

    Information management in natural resources has become an overwhelming task. A massive amount of electronic documents and data is now available for creating informed decisions. The problem is finding the relevant information to support the decision-making process. Determining gaps in knowledge in order to propose new studies or to determine which proposals to fund for maximum potential is a time-consuming and difficult task. Additionally, available data stores are increasing in complexity; they now may include not only text and numerical data, but also images, sounds, and video recordings. Information visualization specialists at Pacific Northwest National Laboratory (PNNL) have software tools for exploring electronic data stores and for discovering and exploiting relationships within data sets. These provide capabilities for unstructured text explorations, the use of data signatures (a compact format for the essence of a set of scientific data) for visualization (Wong et al 2000), visualizations for multiple query results (Havre et al. 2001), and others (http://www.pnl.gov/infoviz ). We will focus on IN-SPIRE, a MS Windows vision of PNNLs SPIRE (Spatial Paradigm for Information Retrieval and Exploration). IN-SPIRE was developed to assist information analysts find and discover information in huge masses of text documents.

    Aviation safety reports are the best available source of information about why a flight incident happened. However, stream of consciousness permeates the narratives making difficult the automation of the information extraction task. We propose an approach and infrastructure based on a common pattern specification language to capture relevant information via normalized template expression matching in context. Template expression matching handles variants of multi-word expressions. Normalization improves the likelihood of correct hits by standardizing and cleaning the vocabulary used in narratives. Checking for the presence of negative modifiers in the proximity of a potential hit reduces the chance of false hits. We present the above approach in the context of a specific application, which is the extraction of human performance factors from NASA ASRS reports. While knowledge infusion from experts plays a critical role during the learning phase, early results show that in a production mode, the automated process provides information that is consistent with analyses by human subjects.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study. The Revenue Requirement Study Documentation (Documentation), TR-06-FS-BPA-01A, contains key technical assumptions and calculations, the results of the transmission repayment studies, and a further explanation of the repayment inputs and its outputs.

The objectives of Part 2 are the following: to provide the electric utility engineer with information on equipment that may be unfamiliar to him, including ball mills, vacuum filters, and mist eliminators; and to identify the unique technique considerations imposed by an FGD system on more familiar electric utility equipment such as fans, gas dampers, piping, valves, and pumps. Part 3 provides an overview of the recommended procedures for evaluating proposals received from FGD system vendors. The objectives are to provide procedures for evaluating the technical aspects of proposals, and to provide procedures for determining the total costs of proposals considering both initial capital costs and annual operating and maintenance costs.     Sections of this report include: symposium activity, staff activity, document analysis program, text-retrieval program, institute activity, etc. It is believed that as large, complete collections of documents become available in digital libraries, users will demand complete interaction with the information; document access mechanisms will have to grow beyond keywords and full-text searches to include browsing, searching of images, and searching on basis of abstract concepts. It is proposed to study the microform document conversion process, including image preprocessing, recognition, postprocessing for extracting information, and natural language techniques. Characterization of algorithms will allow generation of a system that automatically adapts to a wide range of image quality, thereby allowing large-scale conversion efforts. It is proposed to focus first on the NSF Antarctic database (approx. 55,000 documents).

    The refrigerated trailer and container segments of the transportation industry are evaluated as potential entry markets for a proposed absorption refrigeration technology. To perform this analysis the existing transportation refrigeration industry is characterized; this includes a description of the current refrigeration technology, rating systems, equipment manufacturers, maintenance requirements, and sales trends. This information indicates that the current transportation refrigeration industry is composed of two major competitors, Thermo King and Carrier. In addition, it has low profit potential, some barriers to entry and low growth potential. Data are also presented that characterize the transportation refrigeration consumers, specifically, major groups, market segmentation, consumer decision process, and buying criteria. This consumer information indicates that the majority of refrigerated trailer consumers are private carriers, and that the majority of refrigerated container consumers are shipping companies. Also, these consumers are primarily interested in buying reliable equipment at a low price, and are quite satisfied with existing refrigeration equipment.

    The Department of Energy (DOE) has prepared an Environmental Assessment (EA) DOE/EA-0958, evaluating the construction and equipping of two components of the proposed Institute for Micro-manufacturing at Louisiana Tech University (LTU), a proposed R and D facility to be located in Ruston, LA. and, the proposed installation of a beamline for micro-machining applications at the Center for Advanced Microstructures and Devices (CAMD) facility at Louisiana State University in Baton Rouge, LA. The objective of the proposed project is to focus on the applied, rather than basic research emphasizing the design and development, metrology, inspection and testing, and the assembly and production of micron and submicron structures and devices. Also, the objective of the beamline at CAMD would be the fundamental study of processing and analysis technologies, including x-ray lithography, which are important to microstructures fabrication and electronic device development. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

    Corrosion is a primary determinant of waste package performance at the proposed Yucca Mountain Repository and will control the delay time for radionuclide transport from the waste package. Corrosion is the most probable and most likely degradation process that will determine when packages will be penetrated and the shape size and distribution of those penetrations. The general issues in corrosion science, materials science and electrochemistry are well defined, and the knowledge base is substantial for understanding corrosion processes. In this paper, the Yucca Mountain Repository is viewed from a corrosion perspective.

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    The results are described of an investigation of likely social effects of enacting nine proposed national-level policy initiatives to accelerate development and use of solar energy. This study is part of the Technology Assessment of Solar Energy Systems (TASE) project supported by the US Department of Energy. The report presents general social impact information about the variety of ways in which the American people could be affected by enactment of these initiatives. It identifies the effects of each initiative on individuals, groups, organizations, communities, and society as a whole. In addition, it provides a framework for organizing a myriad of impact information into a set of conceptually exclusive impact categories. It illustrates that social impacts means effects on people as individuals, groups, organizations, and communities as well as on the infrastructure of society. Finally, it demonstrates the importance of specifying an audience of impact with a case example from the residential rental market.

    The Department of Energy (DOE) has prepared an Environmental Assessment evaluating proposed environmental remediation activity at Argonne National Laboratory-East (ANL-E), Argonne, Illinois. The environmental remediation work would (1) reduce, eliminate, or prevent the release of contaminants from a number of Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) and two radiologically contaminated sites located in areas contiguous with SWMUs, and (2) decrease the potential for exposure of the public, ANL-E employees, and wildlife to such contaminants. The actions proposed for SWMUs are required to comply with the RCRA corrective action process and corrective action requirements of the Illinois Environmental Protection Agency; the actions proposed are also required to reduce the potential for continued contaminant release. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

Tested on a sewage-sludge digestion system, the proposed process improved the methane yield by 32% and methane concentration by 53-98 vol % while lowering the concentration of nitrogen and phosphorus in the final water.

    The LANL Institutional Computing Program (IC) will host an information session about the current state of unclassified Institutional Computing at Los Alamos, exciting plans for the future, and the current call for proposals for science and engineering projects requiring computing. Program representatives will give short presentations and field questions about the call for proposals and future planned machines, and discuss technical support available to existing and future projects. Los Alamos has started making a serious institutional investment in open computing available to our science projects, and that investment is expected to increase even more.

    There is a recognized safeguards benefit from using process monitoring (PM) on nuclear facilities to complement nuclear materials accountancy. We introduce a model-based approach for PM in which the assessment regarding the state of the monitored system is conducted at a system-centric level. The proposed architecture integrates both time-driven and event-driven data integration and analysis for decision-making. While the time-driven layers of the proposed architecture encompass more traditional PM methods based on time series data and analysis, the event-driven layers encompass operation monitoring methods based on discrete event data integration and analysis. By integrating process- and operation-related information and methodologies within an unified modeling and monitoring framework that includes not only current but also past plant behaviors, the task of anomaly detection is greatly improved because this decision-making approach can benefit from not only known time-series relationships among measured signals but also from known event sequence relationships among generated events. Building from the proposed system-centric PM architecture, we briefly introduce methods that can be used to implement its different components. The application of the proposed approach is then demonstrated via simulation experiments.
