    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Waste Information Requirements Document describes the activities of the Tank Waste Remediation System (TWRS) Characterization Project that provide characterization information on Hanford Site waste tanks. The characterization information is required to perform operations and meet the commitments of TWRS end users. These commitments are derived from the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement; the Recommendation 93-5 Implementation Plan to the Defense Nuclear Facilities Safety Board (DNFSB); and other directives as listed in Section 4.0. This Waste Information Requirement Document applies to Fiscal Years 1997 and 1998 activities. Its contents are based on the best information available in August 1997. The format and content are based on the directions of DOE-RL (Sieracki, 1997) and Fluor Daniel Hanford Incorporated (Umek, 1997). Activities, such as the revision of the Tank Characterization Technical Sampling Basis (Brown et al. 1997), the revision of the data quality objectives (DQOs), issue closures, discussions with Ecology, and management decisions may cause subsequent updates to the Waste Information Requirements Document.

    This document is the primary document establishing requirements for the Solid Waste Information and Tracking System (SWITS) as it is converted to a client-server architecture. The purpose is to provide the customer and the performing organizations with the requirements for the SWITS in the new environment. This Software Requirement Specification (SRS) describes the system requirements for the SWITS Project, and follows the PHMC Engineering Requirements, HNF-PRO-1819, and Computer Software Qualify Assurance Requirements, HNF-PRO-309, policies. This SRS includes sections on general description, specific requirements, references, appendices, and index. The SWITS system defined in this document stores information about the solid waste inventory on the Hanford site. Waste is tracked as it is generated, analyzed, shipped, stored, and treated. In addition to inventory reports a number of reports for regulatory agencies are produced.

    The SRL seismic network, established in 1976, was developed to monitor site and regional seismic activity that may have any potential to impact the safety or reduce containment capability of existing and planned structures and systems at the SRS, report seismic activity that may be relevant to emergency preparedness, including rapid assessments of earthquake location and magnitude, and estimates of potential on-site and off-site damage to facilities and lifelines for mitigation measures. All of these tasks require SRL seismologists to provide rapid analysis of large amounts of seismic data. The current seismic network upgrade, the subject of this Functional Performance Requirements Document, is necessary to improve system reliability and resolution. The upgrade provides equipment for the analysis of the network seismic data and replacement of old out-dated equipment. The digital network upgrade is configured for field station and laboratory digital processing systems. The upgrade consists of the purchase and installation of seismic sensors,, data telemetry digital upgrades, a dedicated Seismic Data Processing (SDP) system (already in procurement stage), and a Seismic Signal Analysis (SSA) system. The field stations and telephone telemetry upgrades include equipment necessary for three remote station upgrades including seismic amplifiers, voltage controlled oscillators, pulse calibrators, weather protection (including lightning protection) systems, seismometers, seismic amplifiers, and miscellaneous other parts. The central receiving and recording station upgrades will include discriminators, helicopter amplifier, omega timing system, strong motion instruments, wide-band velocity sensors, and other miscellaneous equipment.

    Performance requirements and testing protocols are needed to ensure that equipment used by the International Atomic Energy Agency (IAEA) is reliable. Oak Ridge National Laboratory (ORNL), through the US Support Program, tested equipment to validate performance requirements protocols used by the IAEA for the subject equipment categories. Performance protocol validation tests were performed in the Environmental Effects Laboratory in the categories for battery, DC power supply, and uninterruptible power supply (UPS). Specific test results for each piece of equipment used in the validation process are included in this report.

    The advancement of computer technologies has led to the development of a number of emergency management information systems (e.g., EIS, CAMEO, IEMIS). The design of these systems has tended to be technologically driven rather than oriented to meeting information management needs during an emergency. Of course, emergency management needs vary depending on the characteristics of the emergency. For example, in hurricanes, onset is typically slow enough to allow emergency managers to simulate evacuations dynamically while in chemical disasters onset may be sufficiently rapid to preclude such simulation(s). This paper describes a system design process in which the analysis of widely recognized emergency management functions was used to identify information requirements and the requisite software and hardware capabilities to deal with rapid onset, low probability, high consequence events. These requirements were then implemented as a prototype emergency management system using existing hardware and software to assure feasibility. Data, hardware, and software requirements were further developed, refined, and made more concrete through an iterative prototyping effort. This approach focuses attention directly on meeting emergency management information needs while avoiding unneeded technological innovations. 10 refs., 4 figs., 1 tab.

    This report outlines the research, development, and support requirements for the Advanced Simulation and Computing (ASC ) Advanced Technology, Development, and Mitigation (ATDM) Performance Portability (a.k.a., Kokkos) project for 2015 - 2019 . The research and development (R&D) goal for Kokkos (v2) has been to create and demonstrate a thread - parallel programming model a nd standard C++ library - based implementation that enables performance portability across diverse manycore architectures such as multicore CPU, Intel Xeon Phi, and NVIDIA Kepler GPU. This R&D goal has been achieved for algorithms that use data parallel pat terns including parallel - for, parallel - reduce, and parallel - scan. Current R&D is focusing on hierarchical parallel patterns such as a directed acyclic graph (DAG) of asynchronous tasks where each task contain s nested data parallel algorithms. This five y ear plan includes R&D required to f ully and performance portably exploit thread parallelism across current and anticipated next generation platforms (NGP). The Kokkos library is being evaluated by many projects exploring algorithm s and code design for NGP. Some production libraries and applications such as Trilinos and LAMMPS have already committed to Kokkos as their foundation for manycore parallelism an d performance portability. These five year requirements includes support required for current and antic ipated ASC projects to be effective and productive in their use of Kokkos on NGP. The greatest risk to the success of Kokkos and ASC projects relying upon Kokkos is a lack of staffing resources to support Kokkos to the degree needed by these ASC projects. This support includes up - to - date tutorials, documentation, multi - platform (hardware and software stack) testing, minor feature enhancements, thread - scalable algorithm consulting, and managing collaborative R&D.

    Commercial buildings account for over $85 billion per year in energy costs, which is far more energy than technically necessary. One of the primary reasons buildings do not perform as well as intended is that critical information is lost, through ineffective documentation and communication, leading to building systems that are often improperly installed and operated. A life-cycle perspective on the management of building information provides a framework for improving commercial building energy performance. This paper describes a project to develop strategies and techniques to provide decision-makers with information needed to assure the desired building performance across the complete life cycle of a building project. A key element in this effort is the development of explicit performance metrics that quantitatively represent performance objectives of interest to various building stakeholders. The paper begins with a discussion of key problems identified in current building industry practice, and ongoing work to address these problems. The paper then focuses on the concept of performance metrics and their use in improving building performance during design, commissioning, and on-going operations. The design of a Building Life-cycle Information System (BLISS) is presented. BLISS is intended to provide an information infrastructure capable of integrating a variety of building information technologies that support performance assurance. The use of performance metrics in case study building projects is explored to illustrate current best practice. The application of integrated information technology for improving current practice is discussed.

The overall goal of this research project is to support innovation in new nuclear power plant designs. This project is examining the implications, for future reactors and future safety regulation, of utilizing a new risk-informed regulatory system as a replacement for the current system. This innovation will be made possible through development of a scientific, highly risk-formed approach for the design and regulation of nuclear power plants. This approach will include the development and/or confirmation of corresponding regulatory requirements and industry standards. The major impediment to long term competitiveness of new nuclear plants in the U.S. is the capital cost component--which may need to be reduced on the order of 35% to 40% for Advanced Light Water Reactors (ALWRS) such as System 80+ and Advanced Boiling Water Reactor (ABWR). The required cost reduction for an ALWR such as AP600 or AP1000 would be expected to be less. Such reductions in capital cost will require a fundamental reevaluation of the industry standards and regulatory bases under which nuclear plants are designed and licensed. Fortunately, there is now an increasing awareness that many of the existing regulatory requirements and industry standards are not significantly contributing to safety and reliability and, therefore, are unnecessarily adding to nuclear plant costs. Not only does this degrade the economic competitiveness of nuclear energy, it results in unnecessary costs to the American electricity consumer. While addressing these concerns, this research project will be coordinated with current efforts of industry and NRC to develop risk-informed, performance-based regulations that affect the operation of the existing nuclear plants; however, this project will go further by focusing on the design of new plants.

    In 1980, EPA promulgated hazardous waste management regulations under the Resource Conservation and Recovery Act (RCRA), which included standard for generators of hazardous waste. With respect to storage of hazardous waste on-site by generators, these regulations originally made no distinction between the initial accumulation of hazardous waste at various points of generation (i.e., ``satellite`` accumulation) and storage at locations where hazardous waste is consolidated for on-site management or transportation off-site. EPA amended the hazardous waste generator regulations on December 20, 1984, to allow generators to store hazardous waste in satellite areas as long as certain conditions were met. State programs, however, do not have to allow for the accumulation of hazardous waste in satellite areas or may have more stringent requirements for these waste accumulation areas. A satellite accumulation area is a storage location at or near any point of generation where hazardous wastes initially accumulate, which is under the control of the operator of the process generating the waste. Wastes stored in these areas are subject to regulatory requirements that are less stringent than requirements applicable to hazardous wastes stored in permitted, interim status, or 90-day storage areas meeting the applicable provisions of 40 CFR 264, 265, or 262.34(a), respectively.

    This paper summarizes a study that was conducted to address user information requirements for the Force Level Control System. It was the first in a series being conducted at the US Army Tactical Command and Control System Experimentation Site (AES). User information requirements were determined via monitoring and classification of communications during a command and control exercise, as well as through subsequent exercise participant input. Separate measures of observed communication frequency, rated importance, and rated perishability were obtained for a set of information elements that comprised a comprehensive taxonomy of tactical command and control communications content. Analyses were then conducted to explore the relationships between frequency, importance, and perishability as well as develop a comprehensive index of criticality. The resulting comprehensive index of criticality is intended to be used by systems developers in selecting the information to be conveyed and processed by the Force Level Control System. 2 refs., 2 figs.

    Severe seismic design levels were specified for the upgrading of the HVDC link between the principal islands of New Zealand. A number of novel design solutions were required to fulfill the performance requirements for the electric equipment. The purpose of this paper is to give an overview of design solutions and verification methods in the light of a specification stating performance criteria rather than specific allowables. Modifications to items of high voltage electrical equipment are described that reduce the seismic loads in the equipment and enable standard equipment to be used in areas of high seismicity. The seismic performance is further improved by controlling the eventual collapse mechanism.

    To satisfy the critical need for geothermal data to advance geothermal energy as a viable renewable energy contender, the U.S. Department of Energy is investing in the development of the National Geothermal Data System (NGDS). This paper outlines efforts among geothermal data providers nationwide to supply cutting edge geo-informatics. NGDS geothermal data acquisition, delivery, and methodology are discussed. In particular, this paper addresses the various types of data required to effectively assess geothermal energy potential and why simple links to existing data are insufficient. To create a platform for ready access by all geothermal stakeholders, the NGDS includes a work plan that addresses data assets and resources of interest to users, a survey of data providers, data content models, and how data will be exchanged and promoted, as well as lessons learned within the geothermal community.

    This report presents the rationale for adopting a recommended characterization strategy that uses a risk-based decision-making framework for managing the Tank Waste Characterization program at Hanford. The risk-management/value-of-information (VOI) strategy that is illustrated explicitly links each information-gathering activity to its cost and provides a mechanism to ensure that characterization funds are spent where they can produce the largest reduction in risk. The approach was developed by tailoring well-known decision analysis techniques to specific tank waste characterization applications. This report illustrates how VOI calculations are performed and demonstrates that the VOI approach can definitely be used for real Tank Waste Remediation System (TWRS) characterization problems.

This study demonstrated that there are energy retrofit opportunities for high performance buildings and detailed measured building performance data and analytics can help identify and estimate energy savings and to inform the decision making during the retrofit process. Challenges of data collection and analytics were also discussed to shape best practice of retrofitting high performance buildings.

    This document presents a framework for discussing issues and building consensus towards use of fire modeling and risk technology in nuclear power plant fire protection program implementation. The plan describes a three-phase approach: development of core technologies, implementation of methods, and finally, case studies and pilot applications to verify viability of such methods. The core technologies are defined as fire modeling, fire and system tests, use of operational data, and system and risk techniques. The implementation phase addresses the programmatic issues involved in implementing a risk-informed/performance-based approach in an integrated approach with risk/performance measures. The programmatic elements include: (1) a relationship with fire codes and standards development as defined by the ongoing effort of NFPA for development of performance-based standards; (2) the ability for NRC to undertake inspection and enforcement; and (3) the benefit to utilities in terms of cost versus safety. The case studies are intended to demonstrate applicability of single issue resolution while pilot applications are intended to check the applicability of the integrated program as a whole.

  12. Performance requirements and case histories for a specialized industrial gear lubricant for use in underground coal mining

    The recent release of a new gear lubricant specification by an original equipment manufacturer from the mining industry is an indication that the need for a new specification is recognized in other segments of the mining industry. unfortunately, this new specification appears too ambitious in at least one of it`s performance requirements and not ambitious enough in some of it`s other requirements. This new specification requires that the lubricant be able to emulsify 50% (by volume) water for at least 24 hours. It is technically difficult to achieve this goal and at the same time retain some of the other properties that are essential to the success of a specialized lubricant for underground mining applications. The ability to maintain excellent anti-wear and extreme pressure performance even when water and solid contamination is present is one such property. This effort to incorporate contamination tolerance into a gear lubricant specification should be applauded but it also needs to be recognized that any new gear lubricant specification that attempts to do so should be based on and evolved from existing specialized gear lubricants. A review of the data presented leads to the conclusion that there needs to be a better benchmark available to insure that the enclosed gear lubricants used in underground mining will provide the best service possible. It is more than a matter of upgrading the US Steel 224 lubricant specification. A new enclosed gear lubricant benchmark specification which deals with the important contamination issues that are found in the mining environment is needed.

    This report, which supplements the President`s Fiscal Year 1997 Budget, describes the interagency High Performance Computing and Communications (HPCC) Program. The HPCC Program will celebrate its fifth anniversary in October 1996 with an impressive array of accomplishments to its credit. Over its five-year history, the HPCC Program has focused on developing high performance computing and communications technologies that can be applied to computation-intensive applications. Major highlights for FY 1996: (1) High performance computing systems enable practical solutions to complex problems with accuracies not possible five years ago; (2) HPCC-funded research in very large scale networking techniques has been instrumental in the evolution of the Internet, which continues exponential growth in size, speed, and availability of information; (3) The combination of hardware capability measured in gigaflop/s, networking technology measured in gigabit/s, and new computational science techniques for modeling phenomena has demonstrated that very large scale accurate scientific calculations can be executed across heterogeneous parallel processing systems located thousands of miles apart; (4) Federal investments in HPCC software R and D support researchers who pioneered the development of parallel languages and compilers, high performance mathematical, engineering, and scientific libraries, and software tools--technologies that allow scientists to use powerful parallel systems to focus on Federal agency mission applications; and (5) HPCC support for virtual environments has enabled the development of immersive technologies, where researchers can explore and manipulate multi-dimensional scientific and engineering problems. Educational programs fostered by the HPCC Program have brought into classrooms new science and engineering curricula designed to teach computational science. This document contains a small sample of the significant HPCC Program accomplishments in FY 1996.

  15. Determining the Effectiveness of Incorporating Geographic Information Into Vehicle Performance Algorithms

    This thesis presents a research study using one year of driving data obtained from plug-in hybrid electric vehicles (PHEV) located in Sacramento and San Francisco, California to determine the effectiveness of incorporating geographic information into vehicle performance algorithms. Sacramento and San Francisco were chosen because of the availability of high resolution (1/9 arc second) digital elevation data. First, I present a method for obtaining instantaneous road slope, given a latitude and longitude, and introduce its use into common driving intensity algorithms. I show that for trips characterized by >40m of net elevation change (from key on to key off), the use of instantaneous road slope significantly changes the results of driving intensity calculations. For trips exhibiting elevation loss, algorithms ignoring road slope overestimated driving intensity by as much as 211 Wh/mile, while for trips exhibiting elevation gain these algorithms underestimated driving intensity by as much as 333 Wh/mile. Second, I describe and test an algorithm that incorporates vehicle route type into computations of city and highway fuel economy. Route type was determined by intersecting trip GPS points with ESRI StreetMap road types and assigning each trip as either city or highway route type according to whichever road type comprised the largest distance traveled. The fuel economy results produced by the geographic classification were compared to the fuel economy results produced by algorithms that assign route type based on average speed or driving style. Most results were within 1 mile per gallon ({approx}3%) of one another; the largest difference was 1.4 miles per gallon for charge depleting highway trips. The methods for acquiring and using geographic data introduced in this thesis will enable other vehicle technology researchers to incorporate geographic data into their research problems.

  16. Performance assessment and adoption processes of an information monitoring and diagnostic system prototype

    This report addresses the problem that buildings do not perform as well as anticipated during design. We partnered with an innovative building operator to evaluate a prototype Information Monitoring and Diagnostic System (IMDS). The IMDS consists of high-quality measurements archived each minute, a data visualization tool, and a web-based capability. The operators recommend similar technology be adopted in other buildings. The IMDS has been used to identify and correct a series of control problems. It has also allowed the operators to make more effective use of the building control system, freeing up time to take care of other tenant needs. They believe they have significantly improved building comfort, potentially improving tenant health, and productivity. The reduction in hours to operate the building are worth about $20,000 per year, which could pay for the IMDS in about five years. A control system retrofit based on findings from the IMDS is expected to reduce energy use by 20 percent over the next year, worth over $30,000 per year. The main conclusion of the model-based chiller fault detection work is that steady-state models can be used as reference models to monitor chiller operation and detect faults. The ability of the IMDS to measure cooling load and chiller power to one-percent accuracy with a one-minute sampling interval permits detection of additional faults. Evolutionary programming techniques were also evaluated, showing promise in the detection of patterns in building data. We also evaluated two technology adoption processes, radical and routine. In routine adoption, managers enhance features of existing products that are already well understood. In radical adoption, innovative building managers introduce novel technology into their organizations without using the rigorous payback criteria used in routine innovations.

  3. A Coupling Methodology for Mesoscale-informed Nuclear Fuel Performance Codes

    This study proposes an approach for capturing the effect of microstructural evolution on reactor fuel performance by coupling a mesoscale irradiated microstructure model with a finite element fuel performance code. To achieve this, the macroscale system is solved in a parallel, fully coupled, fully-implicit manner using the preconditioned Jacobian-free Newton Krylov (JFNK) method. Within the JFNK solution algorithm, microstructure-influenced material parameters are calculated by the mesoscale model and passed back to the macroscale calculation. Due to the stochastic nature of the mesoscale model, a dynamic fitting technique is implemented to smooth roughness in the calculated material parameters. The proposed methodology is demonstrated on a simple model of a reactor fuel pellet. In the model, INLs BISON fuel performance code calculates the steady-state temperature profile in a fuel pellet and the microstructure-influenced thermal conductivity is determined with a phase field model of irradiated microstructures. This simple multiscale model demonstrates good nonlinear convergence and near ideal parallel scalability. By capturing the formation of large mesoscale voids in the pellet interior, the multiscale model predicted the irradiation-induced reduction in the thermal conductivity commonly observed in reactors.

    At the present time, final repository criteria have not been issued by the responsible agencies. This document describes general objectives, requirements, and criteria that the DOE intends to apply in the interim to the National Waste Terminal Storage (NWTS) Program. These objectives, requirements, and criteria have been developed on the basis of DOE's analysis of what is needed to achieve the National objective of safe waste disposal in an environmentally acceptable and economic manner and are expected to be consistent with anticipated regulatory standards. The qualitative statements in this document address the broad issues of public and occupational health and safety, institutional acceptability, engineering feasibility, and economic considerations. A comprehensive set of criteria, general and project specific, of which these are a part, will constitute a portion of the technical basis for preparation and submittal by the DOE of formal documents to support future license applications for nuclear waste repositories.

There is a commonly perceived need to comprehend the status of present and expected future energy availability, demand, and price and to be prepared to exercise responsible and effective management during energy emergencies. This responsibility has brought with it new needs for accurate and timely state-level information on energy transactions and the external parameters that effect energy availability and disposition. What energy data are needed by a state, regardless of its idiosyncracies, during both normal and energy emergency periods, and to what extent are these data available now. The authors find that needed ongoing (core) data are only partially available at present, and that emergency data can be obtained only with a carefully planned monitoring program that can be fitted to specific emergency conditions. Overall, this paper provides a realistic assessment of the state-level energy data needed to provide state policy makers with sufficient information to make considered judgments.

    Battery testing procedures are important for understanding battery performance, including degradation over the life of the battery. Standards are important to provide clear rules and uniformity to an industry. The work described in this report addresses the need for standard battery testing procedures that reflect real-world applications of energy storage systems to provide regulation services to grid operators. This work was motivated by the need to develop Vehicle-to-Grid (V2G) testing procedures, or V2G drive cycles. Likewise, the stationary energy storage community is equally interested in standardized testing protocols that reflect real-world grid applications for providing regulation services. As the first of several steps toward standardizing battery testing cycles, this work focused on a statistical analysis of frequency regulation signals from the Pennsylvania-New Jersey-Maryland Interconnect with the goal to identify patterns in the regulation signal that would be representative of the entire signal as a typical regulation data set. Results from an extensive time-series analysis are discussed, and the results are explained from both the statistical and the battery-testing perspectives. The results then are interpreted in the context of defining a small set of V2G drive cycles for standardization, offering some recommendations for the next steps toward standardizing testing protocols.

    Information-Decision-Action Crew (IDAC) operator model simulations of a Steam Generator Tube Rupture are compared to student operator performance in studies conducted in the Ohio State University’s Nuclear Power Plant Simulator Facility. This study is presented as a prototype for conducting simulator studies to validate key aspects of Human Reliability Analysis (HRA) methods. Seven student operator crews are compared to simulation results for crews designed to demonstrate three different decision-making strategies. The IDAC model used in the simulations is modified slightly to capture novice behavior rather that expert operators. Operator actions and scenario pacing are compared. A preliminary review of available performance shaping factors (PSFs) is presented. After the scenario in the NPP Simulator Facility, student operators review a video of the scenario and evaluate six PSFs at pre-determined points in the scenario. This provides a dynamic record of the PSFs experienced by the OSU student operators. In this preliminary analysis, Time Constraint Load (TCL) calculated in the IDAC simulations is compared to TCL reported by student operators. We identify potential modifications to the IDAC model to develop an “IDAC Student Operator Model.” This analysis provides insights into how similar experiments could be conducted using expert operators to improve the fidelity of IDAC simulations.

    The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    Adult neurogenesis in the hippocampus region of the brain is a neurobiological process that is believed to contribute to the brain's advanced abilities in complex pattern recognition and cognition. Here, we describe how realistic scale simulations of the neurogenesis process can offer both a unique perspective on the biological relevance of this process and confer computational insights that are suggestive of novel machine learning techniques. First, supercomputer based scaling studies of the neurogenesis process demonstrate how a small fraction of adult-born neurons have a uniquely larger impact in biologically realistic scaled networks. Second, we describe a novel technical approach by which the information content of ensembles of neurons can be estimated. Finally, we illustrate several examples of broader algorithmic impact of neurogenesis, including both extending existing machine learning approaches and novel approaches for intelligent sensing.

    OAK-B135 Research under this project addresses the barriers to long term use of nuclear-generated electricity in the United States. It was agreed that a very basic and significant change to the current method of design and regulation was needed. That is, it was believed that the cost reduction goal could not be met by fixing the current system (i.e., an evolutionary approach) and a new, more advanced approach for this project would be needed. It is believed that a completely new design and regulatory process would have to be developed--a ''clean sheet of paper'' approach. This new approach would start with risk-based methods, would establish probabilistic design criteria, and would implement defense-in-depth only when necessary (1) to meet public policy issues (e.g., use of a containment building no matter how low the probability of a large release is) and (2) to address uncertainties in probabilistic methods and equipment performance. This new approach is significantly different from the Nuclear Regulatory Commission's (NRC) current risk-informed program for operating plants. For our new approach, risk-based methods are the primary means for assuring plant safety, whereas in the NRC's current approach, defense-in-depth remains the primary means of assuring safety. The primary accomplishments in the first year--Phase 1 were (1) the establishment of a new, highly risk-informed design and regulatory framework, (2) the establishment of the preliminary version of the new, highly risk-informed design process, (3) core damage frequency predictions showing that, based on new, lower pipe rupture probabilities, the design of the emergency core cooling system equipment can be simplified without reducing plant safety, and (4) the initial development of methods for including uncertainties in a new integrated structures-systems design model.     Transmission congestion occurs when there is insufficient transmission capacity to simultaneously accommodate all requests for transmission service within a region. Historically, vertically integrated utilities managed this condition by constraining the economic dispatch of generators with the objective of ensuring security and reliability of their own and/or neighboring systems. Electric power industry restructuring has moved generation investment and operations decisions into the competitive market but has left transmission as a communal resource in the regulated environment. This mixing of competitive generation and regulated transmission makes congestion management difficult. The difficulty is compounded by increases in the amount of congestion resulting from increased commercial transactions and the relative decline in the amount of transmission. Transmission capacity, relative to peak load, has been declining in all regions of the U.S. for over a decade. This decline is expected to continue. Congestion management schemes used today have negative impacts on energy markets, such as disruptions and monetary penalties, under some conditions. To mitigate these concerns various congestion management methods have been proposed, including redispatch and curtailment of scheduled energy transmission. In the restructured electric energy industry environment, new congestion management approaches are being developed that strive to achieve the desired degree of reliability while supporting competition in the bulk power market. This report first presents an overview and background on key issues and emerging approaches to congestion management. It goes on to identify and describe policies affecting congestion management that are favored and/or are now being considered by FERC, NERC, and one of the regional reliability councils (WSCC). It reviews the operational procedures in use or proposed by three of the leading independent system operators (ISOs) including ERCOT, California ISO, and PJM. Finally, it presents recommendations for evaluating the competing alternative approaches and developing metrics to use in such evaluations. As with any report concerning electricity restructuring, specific details quickly become dated. Individual utilities, states and regions will inevitably change rules and procedures even during the time it takes to publish a report. Hopefully, the general conclusions are more robust and this report will continue to have value even after some of the specific details have changed.

    This document presents design requirements and controlled assumptions intended for use in the engineering development and testing of: 1) prototype packages for radioactive waste disposal in deep boreholes; 2) a waste package surface handling system; and 3) a subsurface system for emplacing and retrieving packages in deep boreholes. Engineering development and testing is being performed as part of the Deep Borehole Field Test (DBFT; SNL 2014a). This document presents parallel sets of requirements for a waste disposal system and for the DBFT, showing the close relationship. In addition to design, it will also inform planning for drilling, construction, and scientific characterization activities for the DBFT. The information presented here follows typical preparations for engineering design. It includes functional and operating requirements for handling and emplacement/retrieval equipment, waste package design and emplacement requirements, borehole construction requirements, sealing requirements, and performance criteria. Assumptions are included where they could impact engineering design. Design solutions are avoided in the requirements discussion.     There has been some interest lately in the need for ``authenticated signalling``, and the development of signalling specifications by the ATM Forum that support this need. The purpose of this contribution is to show that if authenticated signalling is required, then supporting signalling facilities for directory services (i.e. key management) are also required. Furthermore, this contribution identifies other security related mechanisms that may also benefit from ATM-level signalling accommodations. For each of these mechanisms outlined here, an overview of the signalling issues and a rough cut at the required fields for supporting Information Elements are provided. Finally, since each of these security mechanisms are specified by a number of different standards, issues pertaining to the selection of a particular security mechanism at connection setup time (i.e. specification of a required ``Security Quality of Service``) are also discussed.

    For the last several years, the NRC, with encouragement from the industry, has been moving in the direction of risk informed regulation. This is consistent with the regulatory principle of efficiency, formally adopted by the Nuclear Regulatory Commission in 1991, which requires that regulatory activities be consistent with the degree of risk reduction they achieve. Probabilistic risk analysis has become the tool of choice for selecting the best of several alternatives. Closely related to risk informed regulation is the development of performance based rules. Such rules focus on the end result to be achieved. They do not specify the process, but instead establish the goals to be reached and how the achievement of those goals is to be judged. The inspection and enforcement activity is based on whether or not the goals have been met. The author goes on to offer comments on the history of the development of this process and its probable development in the future. He also addresses some issues which must be resolved or at least acknowledged. The success of risk informed regulation ultimately depends on having sufficiently reliable data to allow quantification of regulatory alternatives in terms of relative risk. Perhaps the area of human reliability and organizational performance has the greatest potential for improvement in reactor safety. The ability to model human performance is significantly less developed that the ability to model mechanical or electrical systems. The move toward risk informed, performance based regulation provides an unusual, perhaps unique, opportunity to establish a more rational, more effective basis for regulation.

    Contaminated soils, buried waste and leaking underground storage tanks pose a threat to the environment through contaminant transport. One of the options for control of contaminant migration from buried waste sites is the construction of a subsurface barrier. Subsurface barriers increase the performance of waste disposal sites by providing a low permeability layer that can reduce percolation water migration into the waste site, minimize surface transport of contaminants, and reduce migration of volatile species. Also, a barrier can be constructed to envelop the site or plume completely, there by containing the contaminants and the potential leakage. Portland cement grout curtains have been used for barriers around waste sites. However, large castings of hydraulic cements result invariably in cracking due to shrinkage, thermal stresses induced by the hydration reactions, and wet-dry cycling prevalent at and sites. Therefore, improved, low permeability, high integrity materials are under investigation by the Department of Energy`s (DOE) Office of Technology Development, Integrated Demonstrations and Programs. The binders chosen for characterization include: an acrylic, a vinylester styrene, bitumen, a polyester styrene, furfuryl alcohol, and sulfur polymer cement. These materials cover broad ranges of chemical and physical durability, performance, viscosity, and cost. This report details the results of laboratory formulation, testing, and characterization of several innovative polymer grouts. An appendix containing a database of the barrier materials is at the end of this report.

    The Hanford Site is a very diverse Department of Energy (DOE) Nuclear Site in Eastern Washington State that includes: retired reactor facilities, spent fuel storage facilities, chemical separations facilities, laboratories, and plutonium separations facilities. As a result worker routine bioassays requirements may include routine whole body counting for mixed fission products, chest counting for uranium or plutonium, and/or urinalyses for plutonium, ura@u@ strontium-90, and tritium depending on work assignments. In such a situation it is easy to perform unnecessary bioassays and incur unnecessary cost. Program Implementation Fluor Daniel Hanford has been working with the Pacific Northwest National. Laboratories to reduce the number of routine bioassays in the internal dosimetry program while ensuring the program is compliant with regulatory requirements. This has been accomplished by: 1. Clearly identifying what work requires routine bioassay 2. Clearly identifying what routine bioassay is required 3. Having a system in place to make sure personnel who need routine bioassay get it and 4. Taking measures to ensure that workers who doiVt need routine bioassay don`t get it.

The specification focuses on four key aspects of performance monitoring: (1) performance metrics; (2) measurement system requirements; (3) data acquisition and archiving; and (4) data visualization and reporting. The aim is to assist building owners in specifying the extensions to their control systems that are required to provide building operators with the information needed to operate their buildings more efficiently and to provide automated diagnostic tools with the information required to detect and diagnose faults and problems that degrade energy performance. The paper reviews the potential benefits of performance monitoring, describes the specification guide and discusses briefly the ways in which it could be implemented. A prototype advanced visualization tool is also described, along with its application to performance monitoring. The paper concludes with a description of the ways in which the specification and the visualization tool are being disseminated and deployed.

    The Office of Federal Procurement Policy, (OFPP) performed an assessment of how well some agencies, including the Department of Energy, are managing these efforts. The attached OFPP memorandum of January 21, 2011, entitled "Improving the Use of Contractor Performance Information Assessments: Summary of the Office of Federal Procurement Policy's review, and Strategies for Improvement" provides the details of this assessment which includes the Department of Energy. Also, the memo provides some very good guidance on preparing contractor performance evaluation reports. The Acquisition Guide Chapter 42.15 Contractor Performance Information incorporates the guidance that is not otherwise part of the Chapter. Revisions are made to Section II – Parts C and I.

The main focus of Volume 2 is on the principles for classification of information.     These are the proceedings of the Public Workshop on the US Nuclear Regulatory Commission`s Program for Elimination of Requirements Marginal to Safety. The workshop was held at the Holiday Inn, Bethesda, on April 27 and 28, 1993. The purpose of the workshop was to provide an opportunity for public and industry input to the program. The workshop addressed the institutionalization of the program to review regulations with the purpose of eliminating those that are marginal. The objective is to avoid the dilution of safety efforts. One session was devoted to discussion of the framework for a performance-based regulatory approach. In addition, panelists and attendees discussed scope, schedules and status of specific regulatory items: containment leakage testing requirements, fire protection requirements, requirements for environmental qualification of electrical equipment, requests for information under 10CFR50.54(f), requirements for combustible gas control systems, and quality assurance requirements.

In this example, beam energy = 22 MeV, Maximal bunch charge = 5 nC, Maximal repetition rate = 78 kHz, Normalized emittance = 5 mm mrad, Minimal β-function = 1 m. From this information the requirements of the protection system can be calculated by factoring the information into equations to find beam densities and temperature excursions.
