Since then the system has grown to be an enterprise wide information system which is integrated with other systems to provide the seamless flow of data through the enterprise.     TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

    This project investigated the development and application of sensor networks to enhance building energy management and security. Commercial, industrial and residential buildings often incorporate systems used to determine occupancy, but current sensor technology and control algorithms limit the effectiveness of these systems. For example, most of these systems rely on single monitoring points to detect occupancy, when more than one monitoring point could improve system performance. Phase I of the project focused on instrumentation and data collection. During the initial project phase, a new occupancy detection system was developed, commissioned and installed in a sample of private offices and open-plan office workstations. Data acquisition systems were developed and deployed to collect data on space occupancy profiles. Phase II of the project demonstrated that a network of several sensors provides a more accurate measure of occupancy than is possible using systems based on single monitoring points. This phase also established that analysis algorithms could be applied to the sensor network data stream to improve the accuracy of system performance in energy management and security applications. In Phase III of the project, the sensor network from Phase I was complemented by a control strategy developed based on the results from the first two project phases: this controller was implemented in a small sample of work areas, and applied to lighting control. Two additional technologies were developed in the course of completing the project. A prototype web-based display that portrays the current status of each detector in a sensor network monitoring building occupancy was designed and implemented. A new capability that enables occupancy sensors in a sensor network to dynamically set the 'time delay' interval based on ongoing occupant behavior in the space was also designed and implemented.

This basic capability will be extended in the future by applying an algorithm-based inference to the sensor network data stream, so that the web page displays the likelihood that each monitored office or area is occupied, as a supplement to the actual status of each sensor.

    Industries in China generate large volumes of hazardous waste, which makes it essential for the nation to pay more attention to hazardous waste management. National laws and regulations, waste surveys, and manifest tracking and permission systems have been initiated. Some centralized hazardous waste disposal facilities are under construction. China`s National Environmental Protection Agency (NEPA) has also obtained valuable information on hazardous waste management from developed countries. To effectively share this information with local environmental protection bureaus, NEPA developed a national information network and database system for hazardous waste management. This information network will have such functions as information collection, inquiry, and connection. The long-term objective is to establish and develop a national and local hazardous waste management information network. This network will significantly help decision makers and researchers because it will be easy to obtain information (e.g., experiences of developed countries in hazardous waste management) to enhance hazardous waste management in China. The information network consists of five parts: technology consulting, import-export management, regulation inquiry, waste survey, and literature inquiry.

Other geographically distributed information centers accessible through TIS include federal and commercial systems like DOE/RECON, NASA/RECON, DOD/DROLS, DOT/TIC, CIS, and DIALOG in the United States, the chemical information systems DARC in France, and DECHEMA in West Germany. New centers are added as required.

    The simplest conceptual model of cybersecurity implicitly views attackers and defenders as acting in isolation from one another: an attacker seeks to penetrate or disrupt a system that has been protected to a given level, while a defender attempts to thwart particular attacks. Such a model also views all non-malicious parties as having the same goal of preventing all attacks. But in fact, attackers and defenders are interacting parts of the same system, and different defenders have their own individual interests: defenders may be willing to accept some risk of successful attack if the cost of defense is too high. We have used game theory to develop models of how non-cooperative but non-malicious players in a network interact when there is a substantial cost associated with effective defensive measures. Although game theory has been applied in this area before, we have introduced some novel aspects of player behavior in our work, including: (1) A model of how players attempt to avoid the costs of defense and force others to assume these costs; (2) A model of how players interact when the cost of defending one node can be shared by other nodes; and (3) A model of the incentives for a defender to choose less expensive, but less effective, defensive actions.

    A primary focus of the StreamNet project in FY-02 was maintenance and update of ongoing data types. Significant progress was made toward updating data for the primary data categories in the StreamNet regional database. Data updates had been slowed in previous years due to the time required for conversion of georeferencing for most data types from the 1:250,000 scale River Reach Number (RRN) system to the 1:100,000 Longitude-Latitude Identifier (LLID) system. In addition, data relating to Protected Areas and Smolt Density Model results, the last data sets in the StreamNet database still in the 1:250,000 RRN format, were converted this year to the LLID system, making them available through the on-line Web Query System. The Protected Areas data were also made available through an on-line interactive mapping application. All routine project activities continued, including project administration at the full project and cooperating project levels, project management through the StreamNet Steering Committee, maintenance of databases and Internet data delivery systems, and providing data related services to the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. As part of system management, a new web server was put in operation, significantly improving speed and reliability of Internet data delivery. The web based data query system was modified to utilize ColdFusion, in preparation for a full conversion to ColdFusion from the custom programming in Delphi. This greatly increased flexibility and the ability to modify query system function, correct errors, and develop new query capabilities. All project participants responded to numerous requests for information (data, maps, technical assistance, etc.) throughout the year. A significant accomplishment this year was resolution of long standing differences in how fish distribution is defined and presented. The basis for this certification is the FAIS (EOC) Security Requirements Allocation (SRA) document. This document defines the security requirements for the FAIS EOC software. Security certification of the FAIS system is the responsibility of the Office of Information Systems Security, Bureau of Diplomatic Security (DS/ST/ISS). The overall FAIS EOC certification will be completed in two general steps. First, a test of a stand-alone FAIS EOC system against the SRA requirements which is currently in progress. Second is a test of all FAIS network system interfaces against the SRA requirements as expanded to adequately address the network security issues.     Analyzing the contents of online social networks is an effective process for monitoring and understanding peoples behaviors. Since the nature of conversation and information propagation is similar to traditional conversation and learning, one of the popular socio-cognitive methods, social cognitive theory was applied to online social networks to. Two major news topics about colon cancer were chosen to monitor traffic of Twitter messages. The activity of leaders on the issue (i.e., news companies or people will prior Twitter activity on topics related to colon cancer) was monitored. In addition, the activity of followers , people who never discussed the topics before, but replied to the discussions was also monitored. Topics that produce tangible benefits such as positive outcomes from appropriate preventive actions received dramatically more attention and online social media traffic. Such characteristics can be explained with social cognitive theory and thus present opportunities for effective health campaigns.

    The goal of this project was to help develop technology and a unified structure to access and disseminate information related to the Bonneville Power Administration's fish and wildlife responsibility in the Pacific Northwest. BPA desires to increase access to, and exchange of, information produced by the Environment Fish, and Wildlife Group in concert with regional partners. Historically, data and information have been managed through numerous centralized, controlled information systems. Fisheries information has been fragmented and not widely exchanged. Where exchange has occurred, it often is not timely enough to allow resource managers to effectively use the information to guide planning and decision making. This project (and related projects) have successfully developed and piloted a network-based infrastructure that will serve as a vehicle to transparently connect existing information systems in a manner that makes information exchange efficient and inexpensive. This project was designed to provide a mechanism to help BPA address measures in the Northwest Power Planning Council's (NPPC) Fish and Wildlife program: 3.2H Disseminate Research and Monitoring Information and 5.1A.5 manage water supplies in accordance with the Annual Implementation Work Plan. This project also provided resources that can be used to assist monitoring and evaluation of the Program.

    This SAND report summarizes the activities and outcomes of the Network and Ensemble Enabled Entity Extraction in Informal Text (NEEEEIT) LDRD project, which addressed improving the accuracy of conditional random fields for named entity recognition through the use of ensemble methods. Conditional random fields (CRFs) are powerful, flexible probabilistic graphical models often used in supervised machine learning prediction tasks associated with sequence data. Specifically, they are currently the best known option for named entity recognition (NER) in text. NER is the process of labeling words in sentences with semantic identifiers such as %E2%80%9Cperson%E2%80%9D, %E2%80%9Cdate%E2%80%9D, or %E2%80%9Corganization%E2%80%9D. Ensembles are a powerful statistical inference meta-method that can make most supervised machine learning methods more accurate, faster, or both. Ensemble methods are normally best suited to %E2%80%9Cunstable%E2%80%9D classification methods with high variance error. CRFs applied to NER are very stable classifiers, and as such, would initially seem to be resistant to the benefits of ensembles. The NEEEEIT project nonetheless worked out how to generalize ensemble methods to CRFs, demonstrated that accuracy can indeed be improved by proper use of ensemble techniques, and generated a new CRF code, %E2%80%9CpyCrust%E2%80%9D and a surrounding application environment, %E2%80%9CNEEEEIT%E2%80%9D, which implement those improvements. The summary practical advice that results from this work, then, is: When making use of CRFs for label prediction tasks in machine learning, use the pyCrust CRF base classifier with NEEEEIT's bagging ensemble implementation. (If those codes are not available, then de-stablize your CRF code via every means available, and generate the bagged training sets by hand.)     Identifying genes within large regions of uncharacterized DNA is a difficult undertaking and is currently the focus of many research efforts. We describe a gene localization and modeling system called GRAIL. GRAIL is a multiple sensor-neural network based system. It localizes genes in anonymous DNA sequence by recognizing gene features related to protein-coding slice sites, and then combines the recognized features using a neural network system. Localized coding regions are then optimally parsed into a gene mode. RNA polymerase II promoters can also be predicted. Through years of extensive testing, GRAIL consistently localizes about 90 percent of coding portions of test genes with a false positive rate of about 10 percent. A number of genes for major genetic diseases have been located through the use of GRAIL, and over 1000 research laboratories worldwide use GRAIL on regular bases for localization of genes on their newly sequenced DNA.

    This report presents the results of investigation and testing conducted by Oak Ridge National Laboratory (ORNL) for the Project Manager -- Acquisition Information Management (PM-AIM), and the United States Army Materiel Command Headquarters (HQ-AMC). It concerns the establishment of file transfer capabilities on the Army Materiel Plan Modernization (AMPMOD) classified computer system. The discussion provides a general context for micro-to-mainframe connectivity and focuses specifically upon two possible solutions for file transfer capabilities. The second section of this report contains a statement of the problem to be examined, a brief description of the institutional setting of the investigation, and a concise declaration of purpose. The third section lays a conceptual foundation for micro-to-mainframe connectivity and provides a more detailed description of the AMPMOD computing environment. It gives emphasis to the generalized International Business Machines, Inc. (IBM) standard of connectivity because of the predominance of this vendor in the AMPMOD computing environment. The fourth section discusses two test cases as possible solutions for file transfer. The first solution used is the IBM 3270 Control Program telecommunications and terminal emulation software. A version of this software was available on all the IBM Tempest Personal Computer 3s. The second solution used is Distributed Office Support System host electronic mail software with Personal Services/Personal Computer microcomputer e-mail software running with IBM 3270 Workstation Program for terminal emulation. Test conditions and results are presented for both test cases. The fifth section provides a summary of findings for the two possible solutions tested for AMPMOD file transfer. The report concludes with observations on current AMPMOD understanding of file transfer and includes recommendations for future consideration by the sponsor.

A node stores network topology information and programmed link establishment rules and criteria. The node evaluates characteristics that predict existing links with other nodes becoming unavailable or degraded. The node then determines whether it can form a communication link with a substitute node, in order to maintain connectivity with the network. When changing its communication links, a node broadcasts that information to the network. Other nodes update their stored topology information and consider the updated topology when establishing new communications links for themselves.

    The mission of the U.S. Department of Energy/National Nuclear Security Administration's (DOE/NNSA's) Office of the Second Line of Defense (SLD) is to strengthen the capability of foreign governments to deter, detect, and interdict the illicit trafficking of special nuclear and other radioactive materials across international borders and through the global maritime shipping system. The goal of this mission is to reduce the probability of these materials being fashioned into a weapon of mass destruction or radiological dispersal device that could be used against the United States or its international partners. This goal is achieved primarily through the installation and operation of radiation detection equipment at border crossings, airports, seaports, and other strategic locations around the world. In order to effectively detect the movement of radioactive material, the response of these radiation detectors to various materials in various configurations must be well characterized. Oak Ridge National Laboratory (ORNL) investigated two aspects of Radiation Portal Monitor (RPM) settings, based on a preliminary investigation done by the Los Alamos National Laboratory (LANL): source-to-detector distance effect on amplifier gain and optimized discriminator settings. This report discusses this investigation. A number of conclusions can be drawn from the ORNL testing. First, for increased distance between the source and the detector, thus illuminating the entire detector rather than just the center of the detector (as is done during detector alignments), an increase in gain may provide a 5-15% increase in sensitivity (Fig. 4). However, increasing the gain without adjusting the discriminator settings is not recommended as this makes the monitor more sensitive to electronic noise and temperature-induced fluctuations. Furthermore, if the discriminators are adjusted in relation to the increase in gain, thus appropriately discriminating against electronic noise, the sensitivity

    An avalanche drift photodetector (ADP) incorporates extremely low capacitance of a silicon drift photodetector (SDP) and internal gain that mitigates the surface leakage current noise of an avalanche photodetector (APD). The ADP can be coupled with scintillators such as CsI(Tl), NaI(Tl), LSO or others to form large volume scintillation type gamma ray detectors for gamma ray spectroscopy, photon counting, gamma ray counting, etc. Arrays of the ADPs can be used to replace the photomultiplier tubes (PMTs) used in conjunction with scintillation crystals in conventional gamma cameras for nuclear medical imaging.

    The solar heat gain characteristics of fenestration systems impact daytime building energy performance, occupant comfort and utility load demands. A measure of the fraction of available solar energy entering a building interior per unit window area is defined as the solar heat gain coefficient (SHGC). Together with a window's thermal transmittance (U-value), the SHGC is used to compare fenestration products, and it allows for the calculation of energy rating number and annual energy performance. The need to measure and compared advances in window technology has led to the development of experimental and analytical methods for the determination of SHGC performance. Several test facilities currently or previously capable of performing SHGC measurements exist worldwide. Results experimentally determined using these facilities have provided design data for handbook tables, and have been instrumental in the development and validation of predictive analytical methods and computer simulation tools. However, these facilities have operated without a standard test procedure for SHGC performance. Consequently, recent efforts have been focused on developing consensus test procedures for the evaluation of window energy performance.

    A 1985-1986 Review of the US inertial confinement fusion program by the National Academy of Sciences concluded that five more years might be required to obtain enough data to determine the future course of the program. Since then, data from the Nova laser and from the Halite/Centurion program have resolved most of the outstanding problems identified by the NAS review. In particular, we now believe that we can produce a sufficiently uniform target; that we can keep the energy content in hot electrons and high-energy photons low enough (/approximately/1--10% of drive energy, depending on target design) and achieve enough pulse-shaping accuracy (/approximately/10%, with a dynamic range of 100:1) to keep the fuel on a near-Fermi-degenerate adiabat; that we can produce an /approximately/100-Mbar pressure pulse of sufficient uniformity (/approximately/1%), and can we control hydrodynamic instabilities so that the mix of the pusher into the hot spot is low enough to permit marginal ignition. These results are sufficiently encouraging that the US Department of Energy is planning to complete a 10-MJ laboratory microfusion facility to demonstrate high-gain ICF in the laboratory within a decade. 22 refs., 1 fig.

The network is based on a set of roadways digitized by the U. S. Geological Survey (USGS) from the 1980 National Atlasmore » and has been enhanced with additional roads, attribute detail, and topological error corrections to produce a true analytic network. All data have been derived from or checked against information obtained from state and Federal governmental agencies. Two files comprise this network: one describing links and the other nodes.     Disclosed are a unified method and apparatus to classify, route, and process injected data packets into a network so as to belong to a plurality of logical networks, each implementing a specific flow of data on top of a common physical network. The method allows to locally identify collectives of packets for local processing, such as the computation of the sum, difference, maximum, minimum, or other logical operations among the identified packet collective. Packets are injected together with a class-attribute and an opcode attribute. Network routers, employing the described method, use the packet attributes to look-up the class-specific route information from a local route table, which contains the local incoming and outgoing directions as part of the specifically implemented global data flow of the particular virtual network.

    A method for designing a completely passive bias compensation circuit to stabilize the gain of multiple pixel avalanche photo detector devices. The method includes determining circuitry design and component values to achieve a desired precision of gain stability. The method can be used with any temperature sensitive device with a nominally linear coefficient of voltage dependent parameter that must be stabilized. The circuitry design includes a negative temperature coefficient resistor in thermal contact with the photomultiplier device to provide a varying resistance and a second fixed resistor to form a voltage divider that can be chosen to set the desired slope and intercept for the characteristic with a specific voltage source value. The addition of a third resistor to the divider network provides a solution set for a set of SiPM devices that requires only a single stabilized voltage source value.

We describe this solution mathematically and provide additional insight by demonstrating the response of such a cavity to an incident beam of light. Cavities with net roundtrip gain have often been overlooked in the literature, and a clear understanding of their behavior yields insight to negative refraction in nonmagnetic media, a duality between loss and gain, amplified total internal reflection, and the negative-index lens.

    We present the first direct measurement of the time evolution of the gain of a soft x-ray laser amplifier. The measurement is based on the injection of a seed pulse, obtained by high-order harmonic generation, into an x-ray laser medium. Strong amplification occurs when the seed pulse is synchronized with the gain period. By precisely varying the delay between the x-ray laser plasma creation and the seed pulse injection, the actual temporal evolution of the soft x-ray amplifier gain is obtained with a subpicosecond resolution.

    The available scientific data suggest that existing technologies and procedures can improve indoor environmental quality (IEQ) in a manner that significantly increases productivity and health. While there is considerable uncertainty in the estimates of the magnitudes of productivity gains that may be obtained, the projected gains are very large. For the U.S., the estimated potential annual savings and productivity gains are $6 to $14 billion from reduced respiratory disease, $2 to $4 billion from reduced allergies and asthma, $10 to $30 billion from reduced sick building syndrome symptoms, and $20 to $160 billion from direct improvements in worker performance that are unrelated to health. Productivity gains that are quantified and demonstrated could serve as a strong stimulus for energy efficiency measures that simultaneously improve the indoor environment.

    Radiant heat gain from cooking equipment can significantly impact the air-conditioning load and/or human comfort in a commercial kitchen. This paper presents and discusses updated heat gain data for several types of commercial cooking equipment based on recent testing by gas and electric utility research organizations. The cooking equipment was tested under exhaust-only, wall-canopy hoods. The fundamentals of appliance heat gain are reviewed and the new data are compared with data published in the 1993 ASHRAE Handbook--Fundamentals, chapter 26, nonresidential cooling and heating load calculations. These updated data are now incorporated in the 1997 ASHRAE Handbook--Fundamentals, chapter 28, nonresidential cooling and heating load calculations. The paper also discusses appliance heat gain with respect to sizing air-conditioning systems for commercial kitchens and presents representative radiant factors that may be used to estimate heat gain from other sizes or types of gas and electric cooking equipment when appliance specific heat gain data are not avoidable.

    Information on fish populations, fisheries, and fish habitat is crucial to the success of ongoing program to protect, recover, enhance, and manage fish resources in the Columbia River Basin. However, pertinent data are often difficult to locate because it is scattered among many agencies and is often unpublished. The goal of this annual report is to bring many diverse data types and sources into a single comprehensive report on the status of anadromous fish runs in the Columbia River Basin and the environmental conditions that may affect that status. Brief summaries are provided to identify the type and scope of available information. This synopsis is intended to complement other more detailed reports to which readers are referred for comprehensive treatment of specific subjects. This first report focuses mainly on anadromous salmon and steelhead (primarily through 1994) but the authors intend to expand the scope of future issues to include resident species. This is the first of what the authors intend to be an annual report. They welcome constructive suggestions for improvements. This report is a product of the StreamNet (formerly Coordinated Information System and Northwest Environmental Data Base) project which is a part of the Bonneville Power Administration`s program to protect, mitigate, and enhance fish and wildlife affected by the development and operation of hydroelectric facilities on the Columbia River and its tributaries. The project is called for in the Fish and Wildlife Program of the Northwest Power Planning Council. The project`s objective is to promote exchange and dissemination of information in a standardized electronic format throughout the basin.     The BROOM system was developed to collect, manage and analyze information from bioterrorist attacks on strategic buildings. GIS features help decision-makers and analysts rapidly assess the current status of contaminated facilities and develop optimized cleanup strategies. BROOM consists of networked server, desktop and PDA components. PDAs are deployed to collect samples of suspected bioagents, such as anthrax. Novel geostatistical methods are used to generate contaminant maps and define optimum locations for subsequent sampling. Efficiency and accuracy gains witnessed in field tests show that GIS technology can play a vital role in visualizing, managing and analyzing data from bioterrorism incidents.

    An accurate determination of the cooling load is important in the proper sizing of air-conditioning equipment. Improvements on the thermal insulation characteristics of building materials and recent advances in building envelope systems have reduced the building cooling load from external sources. However, the number of internal cooling load sources have increased due to the addition of various office and laboratory equipment (e.g., microcomputer, monitor, printer copier, scanner, overhead projector, microwave oven, incubator, etc.). In this article, typical office and laboratory equipment such as desktop computers (with a Pentium and a 486DX2-33 processor), monitors, a copier, a laser printer, and a biological incubator are evaluated to determine the total heat gain and the split between radiant and convective heat gain from these items. In addition, two standard objects with well-defined radiant heat loss characteristics, a heated flat slab, and a heated sphere are used to verify the accuracy of measurement and data reduction procedures. The total heat gain from tested office equipment was significantly less than the name plate ratings even when operated continuously. The actual power consumption ranged from 14% to 36% of the name plate ratings. Thus, care must be taken when using equipment nameplate ratings in estimating total heat gain for air-conditioning equipment sizing.

    The engineering problems of constructing autonomous networks of sensors and data processors that can provide alerts for dangerous situations provide a new context for debating the question whether man-made systems can emulate the cognitive capabilities of the mammalian brain. In this paper we consider the question whether a distributed network of sensors and data processors can form ``perceptions`` based on sensory data. Because sensory data can have exponentially many explanations, the use of a central data processor to analyze the outputs from a large ensemble of sensors will in general introduce unacceptable latencies for responding to dangerous situations. A better idea is to use a distributed ``Helmholtz machine`` architecture in which the sensors are connected to a network of simple processors, and the collective state of the network as a whole provides an explanation for the sensory data. In general communication within such a network will require time division multiplexing, which opens the door to the possibility that with certain refinements to the Helmholtz machine architecture it may be possible to build sensor networks that exhibit a form of artificial consciousness.

    The PEP-II control system required a new network to support the system functions. This network, called CTLnet, is an FDDI/Ethernet based network using only TCP/IP protocols. An upgrade of the SLC Control System micro communications to use TCP/IP and SLCNET would allow all PEP-II control system nodes to use TCP/IP. CTLnet is private and separate from the SLAC public network. Access to nodes and control system functions is provided by multi-homed application servers with connections to both the private CTLnet and the SLAC public network. Monitoring and diagnostics are provided using a dedicated system. Future plans and current status information is included.

    The authors introduce a quantitative measure of the capacity of a small biological network to evolve. The measure is applied to a stochastic description of the experimental setup of Guet et al. (Science 2002, 296, pp. 1466), treating chemical inducers as functional inputs to biochemical networks and the expression of a reporter gene as the functional output. The authors take an information-theoretic approach, allowing the system to set parameters that optimise signal processing ability, thus enumerating each network's highest-fidelity functions. All networks studied are highly evolvable by the measure, meaning that change in function has little dependence on change in parameters. Moreover, each network's functions are connected by paths in the parameter space along which information is not significantly lowered, meaning a network may continuously change its functionality without completely losing it along the way. This property further underscores the evolvability of the networks.

Wind continues to gain ground, accounting for 42 percent of new capacity additions in the US in 2008.Globally, there are now 146 GW of wind capacity with an impressive and sustained growth trajectory that promises to dominate new generation capacities in many developing countries.     Network Monitoring requires a substantial use of data and error analysis to overcome issues with clusters. Zenoss and Splunk help to monitor system log messages that are reporting issues about the clusters to monitoring services. Infiniband infrastructure on a number of clusters upgraded to ibmon2. ibmon2 requires different filters to report errors to system administrators. Focus for this summer is to: (1) Implement ibmon2 filters on monitoring boxes to report system errors to system administrators using Zenoss and Splunk; (2) Modify and improve scripts for monitoring and administrative usage; (3) Learn more about networks including services and maintenance for high performance computing systems; and (4) Gain a life experience working with professionals under real world situations. Filters were created to account for clusters running ibmon2 v1.0.0-1 10 Filters currently implemented for ibmon2 using Python. Filters look for threshold of port counters. Over certain counts, filters report errors to on-call system administrators and modifies grid to show local host with issue.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    Network structures, such as social networks, web graphs and networks from systems biology, play important roles in many areas of science and our everyday lives. In order to study the networks one needs to first collect reliable large scale network data. While the social and information networks have become ubiquitous, the challenge of collecting complete network data still persists. Many times the collected network data is incomplete with nodes and edges missing. Commonly, only a part of the network can be observed and we would like to infer the unobserved part of the network. We address this issue by studying the Network Completion Problem: Given a network with missing nodes and edges, can we complete the missing part? We cast the problem in the Expectation Maximization (EM) framework where we use the observed part of the network to fit a model of network structure, and then we estimate the missing part of the network using the model, re-estimate the parameters and so on. We combine the EM with the Kronecker graphs model and design a scalable Metropolized Gibbs sampling approach that allows for the estimation of the model parameters as well as the inference about missing nodes and edges of the network. Experiments on synthetic and several real-world networks show that our approach can effectively recover the network even when about half of the nodes in the network are missing. Our algorithm outperforms not only classical link-prediction approaches but also the state of the art Stochastic block modeling approach. Furthermore, our algorithm easily scales to networks with tens of thousands of nodes.

    BESSY is proposing a demonstration facility, called STARS, for a two-stage high-gain harmonic generation free electron laser (HGHG FEL). STARS is planned for lasing in the wavelength range 40 to 70 nm, requiring a beam energy of 325 MeV. The facility consists of a normal conducting gun, three superconducting TESLA-type acceleration modules modified for CW operation, a single stage bunch compressor and finally a two-stage HGHG cascaded FEL. This paper describes the faciliy layout and the rationale behind the operation parameters.

    There are many deployed approaches for blocking unwanted traffic, either once it reaches the recipient's network, or closer to its point of origin. One of these schemes is based on the notion of traffic carrying capabilities that grant access to a network and/or end host. However, leveraging capabilities results in added complexity and additional steps in the communication process: Before communication starts a remote host must be vetted and given a capability to use in the subsequent communication. In this paper, we propose a lightweight mechanism that turns the answers provided by DNS name resolution---which Internet communication broadly depends on anyway---into capabilities. While not achieving an ideal capability system, we show the mechanism can be built from commodity technology and is therefore a pragmatic way to gain some of the key benefits of capabilities without requiring new infrastructure.

Most of these are likely to be introduced primarily for reasons other than energy efficiency, and add energy use for network interfaces and network products. Widespread networking could easily lead to increased energy use, and experience with IT and CE networks suggests this may be likely. Active engagement by energy efficiency professionals in the architecture and design of future networks could lead to their being a large and highly cost-effective tool for efficiency. However, network standards are complex and take many years to develop and negotiate so that lack of action on this in the near term may foreclose important opportunities for years or decades to come. Digital networks need to be common globally, providing another challenge to building systems and elements that are more commonly designed only for national or regional markets. Key future networks are lighting, climate control, and security/presence. This paper reviews some examples of past network designs and use and the lessons they hold for future building networks. It also highlights key needed areas for research, policy, and standards development.

    Normal mammalian hearing requires cochlear outer hair cell active processes that amplify the traveling wave with high gain and sharp tuning, termed cochlear amplification. We have used optical coherence tomography to study cochlear amplification within the apical turn of the mouse cochlea. We measured not only classical basilar membrane vibratory tuning curves but also vibratory responses from the rest of the tissues that compose the organ of Corti. Basilar membrane tuning was sharp in live mice and broad in dead mice, whereas other regions of the organ of Corti demonstrated phase shifts consistent with additional filtering beyond that provided by basilar membrane mechanics. We use these experimental data to support a conceptual framework of how cochlear amplification is tuned within the mouse cochlear apex. We will also study transgenic mice with targeted mutations that affect different biomechanical aspects of the organ of Corti in an effort to localize the underlying processes that produce this additional filtering.

    The relative gain of the photodetectors for the GlueX Barrel and Forward calorimeters will be monitored using modular LED driver systems. The BCAL system consists of a global controller that feeds power, bias voltage and trigger signals to 96 local controllers situated at the ends of the 48 BCAL modules, which drive 40 LEDs associated with the 40 light guides at the end of each module. The FCAL system consists also of a global controller, a local controller for each acrylic quadrant covering the face of the FCAL, and ten 4-LED pulser boards per local controller connected in a star configuration along the edges of the acrylic panes. The respective systems are currently being installed on the detectors and their tested performance is presented herein.

    Progress during the past two years has moved us much closer to demonstrating the scientific and technological requirements for high gain ICF in the laboratory. This progress has been made possible by operating at the third harmonic of 1..mu..m light which dramatically reduces concern about hot electrons and by advances in diagnostics such as 100 ps x-ray framing cameras which greatly increase the data available from each experiment. Making use of many of these new capabilities, major improvements in confinement conditions have been achieved for ICF implosions. In particular, in an optimized hohlraum on Nova, radiation driven implosions with convergence ratio in excess of 30 (volume compression /approximately/3 /times/ 10/sup 4/) have performed essentially as predicted by spherical implosion calculations. This paper presents these results as well as examples of advances in several other areas and discusses the implications for the future of ICF with lasers and heavy ion beam drivers. 8 refs., 10 figs.

    In multisection laser diodes, the amplitude or frequency modulation (AM or FM) efficiency can be improved using the gain lever effect. To study gain lever, InGaAs double quantum well (DQW) edge emitting lasers have been fabricated with integrated passive waveguides and dual sections providing a range of split ratios from 1:1 to 9:1. Both the electrical and the optical gain lever have been examined. An electrical gain lever with greater than 7 dB enhancement of AM efficiency was achieved within the range of appropriate DC biasing currents, but this gain dropped rapidly outside this range. We observed a 4 dB gain in the optical AM efficiency under non-ideal biasing conditions. This value agreed with the measured gain for the electrical AM efficiency under similar conditions. We also examined the gain lever effect under large signal modulation for digital logic switching applications. To get a useful gain lever for optical gain quenched logic, a long control section is needed to preserve the gain lever strength and a long interaction length between the input optical signal and the lasing field of the diode must be provided. The gain lever parameter space has been fully characterized and validated against numerical simulations of a semi-3D hybrid beam propagation method (BPM) model for the coupled electron-photon rate equation. We find that the optical gain lever can be treated using the electrical injection model, once the absorption in the sample is known.

    We exploit inter-layer radiative transitions to provide gains to amplify terahertz waves in graphene heterostructures. This is achieved by properly doping graphene sheets and aligning their energy bands so that the processes of stimulated emissions can overwhelm absorptions. We derive an expression for the gain estimation and show the gain is insensitive to temperature variation. Moreover, the gain is broadband and can be strong enough to compensate the free carrier loss, indicating graphene based room temperature terahertz lasers are feasible.

    Scientific computing makes use of very large, multidimensional numerical arrays - typically, gigabytes to terabytes in size - much larger than can fit on even the largest single compute node. Such arrays must be distributed across a "cluster" of nodes. Global Arrays is a cluster-based software system from Battelle Pacific Northwest National Laboratory that enables an efficient, portable, and parallel shared-memory programming interface to manipulate these arrays. Written in and for the C and FORTRAN programming languages, it takes advantage of high-performance cluster interconnections to allow any node in the cluster to access data on any other node very rapidly. The "numpy" module is the de facto standard for numerical calculation in the Python programming language, a language whose use is growing rapidly in the scientific and engineering communities. numpy provides a powerful N-dimensional array class as well as other scientific computing capabilities. However, like the majority of the core Python modules, numpy is inherently serial. Our system, GAiN (Global Arrays in NumPy), is a parallel extension to Python that accesses Global Arrays through numpy. This allows parallel processing and/or larger problem sizes to be harnessed almost transparently within new or existing numpy programs.

  15. Gratings for Increasing Solid-State Laser Gain and Efficiency

    We introduce new concepts for increasing the efficiency of solid state lasers by using gratings deposited on laser slabs or disks. The gratings improve efficiency in two ways: (1) by coupling out of the slab deleterious amplified spontaneous emission (ASE) and (2) by increasing the absorption efficiency of pump light. The gratings also serve as antireflective coatings for the extracting laser beam. To evaluate the potential for such coatings to improve laser performance, we calculated optical properties of a 2500 groove/mm, tantala-silica grating on a 1cm x 4cm x 8cm titanium-doped sapphire slab and performed ray-trace calculations for ASE and pump light. Our calculations show substantial improvements in efficiency due to grating ASE-coupling properties. For example, the gratings reduce pump energy required to produce a 0.6/cm gain coefficient by 9%, 20% and 35% for pump pulse durations of 0.5 {micro}s, 1{micro}s and 3{micro}s, respectively. Gratings also increase 532-nm pump-light absorption efficiency, particularly when the product slab overall absorption is small. For example, when the single-pass absorption is 1 neper, absorption efficiency increases from 66%, without gratings, to 86%, when gratings are used.

    We report optical gain enhancements in Si nanocrystals (Si-NCs) via hydrogenation and Ce{sup 3+} ion doping. Variable stripe length technique was used to obtain gains. At 0.3 W/cm{sup 2} pumping power density of pulsed laser, net gains were observed together with gain enhancements after hydrogenation and/or Ce{sup 3+} ion doping; gains after loss corrections were between 89.52 and 341.95 cm{sup −1}; and the photoluminescence (PL) lifetime was found to decrease with the increasing gain enhancement. At 0.04 W/cm{sup 2} power density, however, no net gain was found and the PL lifetime increased with the increasing PL enhancement. The results were discussed according to stimulated and spontaneous excitation and de-excitation mechanisms of Si-NCs.

    The segmental order and dynamics of polymer network chains in a filled, tri-modal silicone foam network have been studied by static 1H Multiple Quantum (MQ) NMR methods to gain insight into the structure property relationships. The foam materials were synthesized with two different types of crosslinks, with functionalities, {phi}, of 4 and near 60. The network chains were composed of distributions of high, low, and medium molecular weight chains. Crosslinking was accomplished by standard acid catalyzed reactions. MQ NMR methods have detected domains with residual dipolar couplings (<{Omega}{sub d}>) of near 4 kRad/s and 1 kRad/s assigned to (a) the shorter polymer chains and chains near the multifunctional (f=60) crosslinking sites and to (b) the longer polymer chains far from these sites. Three structural variables were systematically varied and the mechanical properties via compression and distributions of residual dipolar couplings measured in order to gain insight in to the network structural motifs that contribute significantly to the composite properties. The partitioning of and the average values of the residual dipolar couplings for the two domains were observed to be dependent on formulation variable and provided increased insight into the network structure of these materials which are unavailable from swelling and spin-echo methods. The results of this study suggest that the domains with high crosslink density contribute significantly to the high strain modulus, while the low crosslink density domains do not. This is in agreement with theories and experimental studies on silicone bimodal networks over the last 20 years. In-situ MQ-NMR of swollen sample suggests that the networks deform heterogeneously and non-affinely. The heterogeneity of the deformation process was observed to depend on the amount of the high functionality crosslinking site PMHS.     Pipeline construction activity in the US and Canada is expected to be down slightly during 1994 from 1993 mileage, even though natural gas pipeline work remains steady on both sides of the border. Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993. Canadian 1994 work remains essentially unchanged in 1994, with 1,094 new miles compared to 1,091 miles in 1993. This paper reviews the proposed construction by region and company. It includes information on mileage, type pipeline, and estimated completion date.

Using the premise that ions returning to the cathode from the microchannel plate (MCP) damage the cathode and reduce its sensitivity, a HeNe laser beam light source is raster scanned across the cathode of a microchannel plate image intensifier (MCPI) tube. Cathode current is monitored and when it exceeds a preset threshold, the sweep rate is decreased 1000 times, giving 1000 times the exposure to cathode areas with sensitivity greater than the threshold. The threshold is set at the cathode current corresponding to the lowest sensitivity in the active cathode area so that sensitivity of the entire cathode is reduced to this level. This process reduces tube gain by between 10% and 30% in the high gain areas while gain reduction in low gain areas is negligible.

    This report establishes a roadmap for a new approach to the DOE Science Networking and Services needed for science in the U.S. Department of Energy in the 21st century. It has become increasingly clear 2 that the network provided for DOE science in the past will not be adequate to keep that science competitive in the future. This roadmap, if implemented and followed during the next five years, will solve that problem. The past 5 years have seen a broad and general movement toward the assumption of and reliance on networked systems in all of the large new initiatives for DOE science. It is clear that the success of science depends increasingly on the ability of scientists to move large amounts of data, access computing and data resources, and collaborate in real time from multiple remote locations. It is also abundantly clear that business-as-usual in the network and information services that underpin the scientific collaborations will fall woefully short of what is needed. New capabilities such as computational and data grids, high-speed wireless networking, super-high-speed metro-scale networks, and cheap gigabit Ethernet have arrived in turn and have been enthusiastically incorporated into the arsenal of science, each permitting substantial new collaborative abilities and efficiencies. However, sophisticated structures and services using basic network connections can be used effectively only if the network infrastructure itself provides the necessary environment. Increasingly, the network must become a collaborative information exchange, with a core of higher-level services supported by network providers in addition to basic bandwidth and connectivity.

    This report describes an integrated approach for designing communication, sensing, and control systems for mobile distributed systems. Graph theoretic methods are used to analyze the input/output reachability and structural controllability and observability of a decentralized system. Embedded in each network node, this analysis will automatically reconfigure an ad hoc communication network for the sensing and control task at hand. The graph analysis can also be used to create the optimal communication flow control based upon the spatial distribution of the network nodes. Edge coloring algorithms tell us that the minimum number of time slots in a planar network is equal to either the maximum number of adjacent nodes (or degree) of the undirected graph plus some small number. Therefore, the more spread out that the nodes are, the fewer number of time slots are needed for communication, and the smaller the latency between nodes. In a coupled system, this results in a more responsive sensor network and control system. Network protocols are developed to propagate this information, and distributed algorithms are developed to automatically adjust the number of time slots available for communication. These protocols and algorithms must be extremely efficient and only updated as network nodes move. In addition, queuing theory is used to analyze the delay characteristics of Carrier Sense Multiple Access (CSMA) networks. This report documents the analysis, simulation, and implementation of these algorithms performed under this Laboratory Directed Research and Development (LDRD) effort.

  20. Investigation of network heterogeneities in filled, trimodal, highly functional PDMS networks by 1H Multiple Quantum NMR

    The segmental order and dynamics of polymer network chains in a filled, tri-modal silicone network have been studied by static 1H Multiple Quantum (MQ) NMR methods to gain insight into the structure property relationships. The materials were synthesized with two different types of crosslinks, with functionalities of 4 and near 60. The network chains were composed of distributions of high, low, and medium molecular weight chains. Crosslinking was accomplished by standard acid catalyzed reactions. MQ NMR methods have detected domains with residual dipolar couplings (<{Omega}{sub d}>) of near 4 kRad/s and 1 kRad/s assigned to (a) the shorter polymer chains and chains near the multifunctional ({phi}=60) crosslinking sites and to (b) the longer polymer chains far from these sites. Three structural variables were systematically varied and the mechanical properties and distributions of residual dipolar couplings measured in order to gain insight in to the network structural motifs that contribute significantly to the composite properties. The partitioning of and the average values of the residual dipolar couplings for the two domains were observed to be dependent on formulation variable and provided increased insight into the mechanical properties of these materials which are unavailable from swelling and spin-echo methods. The results of this study suggest that the domains with high crosslink density contribute significantly to the high strain modulus, while the low crosslink density domains do not. This is in agreement with theories and experimental studies on silicone bimodal networks over the last 20 years. In-situ MQ-NMR of swollen sample suggests that the networks deform non-affinely, in agreement with theory. The NMR experiments shown here provide increased ability to characterize multimodal networks of typical engineering silicone materials and to gain significant insight into structure-property relationships.

    Topological information has proven very valuable in the analysis of scientific data. An important challenge that remains is presenting this highly abstract information in a way that it is comprehensible even if one does not have an in-depth background in topology. Furthermore, it is often desirable to combine the structural insight gained by topological analysis with complementary information, such as geometric information. We present an overview over methods that use metaphors to make topological information more accessible to non-expert users, and we demonstrate their applicability to a range of scientific data sets. With the increasingly complex output of exascale simulations, the importance of having effective means of providing a comprehensible, abstract overview over data will grow. The techniques that we present will serve as an important foundation for this purpose.

    A new protocol technology is just starting to emerge from the laboratory environment. Its stated purpose is to provide an additional means in which networks, and the services that reside on them, can be protected from adversarial compromise. This report has a two-fold objective. First is to provide the reader with an overview of this emerging Dynamic Defenses technology using Dynamic Network Address Translation (Dynat). This ''structure overview'' is concentrated in the body of the report, and describes the important attributes of the technology. The second objective is to provide a framework that can be used to help in the classification and assessment of the different types of dynamic defense technologies along with some related capabilities and limitations. This information is primarily contained in the appendices.

    Class network routing is implemented in a network such as a computer network comprising a plurality of parallel compute processors at nodes thereof. Class network routing allows a compute processor to broadcast a message to a range (one or more) of other compute processors in the computer network, such as processors in a column or a row. Normally this type of operation requires a separate message to be sent to each processor. With class network routing pursuant to the invention, a single message is sufficient, which generally reduces the total number of messages in the network as well as the latency to do a broadcast. Class network routing is also applied to dense matrix inversion algorithms on distributed memory parallel supercomputers with hardware class function (multicast) capability. This is achieved by exploiting the fact that the communication patterns of dense matrix inversion can be served by hardware class functions, which results in faster execution times.

    We consider the class of integrated network design and scheduling problems. These problems focus on selecting and scheduling operations that will change the characteristics of a network, while being speci cally concerned with the performance of the network over time. Motivating applications of INDS problems include infrastructure restoration after extreme events and building humanitarian distribution supply chains. While similar models have been proposed, no one has performed an extensive review of INDS problems from their complexity, network and scheduling characteristics, information, and solution methods. We examine INDS problems under a parallel identical machine scheduling environment where the performance of the network is evaluated by solving classic network optimization problems. We classify that all considered INDS problems as NP-Hard and propose a novel heuristic dispatching rule algorithm that selects and schedules sets of arcs based on their interactions in the network. We present computational analysis based on realistic data sets representing the infrastructures of coastal New Hanover County, North Carolina, lower Manhattan, New York, and a realistic arti cial community CLARC County. These tests demonstrate the importance of a dispatching rule to arrive at near-optimal solutions during real-time decision making activities. We extend INDS problems to incorporate release dates which represent the earliest an operation can be performed and exible release dates through the introduction of specialized machine(s) that can perform work to move the release date earlier in time. An online optimization setting is explored where the release date of a component is not known.

    A network mapper for performing tasks on targets is provided. The mapper generates a map of a network that specifies the overall configuration of the network. The mapper inputs a procedure that defines how the network is to be mapped. The procedure specifies what, when, and in what order the tasks are to be performed. Each task specifies processing that is to be performed for a target to produce results. The procedure may also specify input parameters for a task. The mapper inputs initial targets that specify a range of network addresses to be mapped. The mapper maps the network by, for each target, executing the procedure to perform the tasks on the target. The results of the tasks represent the mapping of the network defined by the initial targets.

    Few regions of the world exemplify the variety of approaches to power sector reform as thoroughly as Latin America. At one end of the spectrum stands Chile, which has successfully restructured its electric power industry, privatizing a large share of its formerly state-owned utility assets. Of all power markets in Latin America, Chile`s is the most open to private developers, with transparent pricing policies and competitive procurement procedures. At the other end of the spectrum, Venezuela`s privatization program has stalled, and the power market has become less accessible to private investment than before the current administration was elected. Many Latin American countries share some important challenges. First, a lack of credit worthiness among electric utilities makes it difficult to finance power projects that rely on long-term power sales agreements. Second, lingering fallout from Mexico`s financial crisis continues to affect commercial lenders` confidence in Latin America in general. Third, efforts at privatization and power market liberalization have proceeded in fits and starts, with some countries seeming to take as many steps backwards as forward. Nevertheless, Latin America remains one of the most attractive regions of the world for independent power development. This paper examines recent developments in key markets.

    A new laser fusion target concept is presented with a predicted energy gain of 127 using a 1.3 MJ KrF laser. This energy gain is sufficiently high for an economically attractive fusion reactor. X rays from high- and low-Z materials are used in combination with a low-opacity ablator to spatially tune the isentrope, thereby providing both high fuel compression and a reduction of the ablative Rayleigh-Taylor instability.     We employ metamaterial beam-wave interaction structures for tuning the gain and bandwidth of short traveling wave tubes. The interaction structures are made from metal rings of uniform cross section, which are periodically deployed along the length of the traveling wave tube. The aspect ratio of the ring cross sections is adjusted to control both gain and bandwidth. The frequency of operation is controlled by the filling fraction of the ring cross section with respect to the size of the period cell.
