This technique uses a single source of light disposed at still a different, central location and an overall optical network including an arrangement of optical fibers cooperating with the light source for directing individual light beams into the different information bearing locations. The incoming light beams result in corresponding displays of light, e.g., fluorescent light, containing the information to be obtained. The optical network cooperates with these light displays at the various locations for directing outgoing light beams containing the same information as their cooperating displays from these locations to the central location. Each of these outgoing beams is applied to a detection arrangement, e.g., a fluorescence spectroscope, for retrieving the information contained thereby.

  10. Seismic Data Gathering and Validation

    Three recent earthquakes in the last seven years have exceeded their design basis earthquake values (so it is implied that damage to SSC’s should have occurred). These seismic events were recorded at North Anna (August 2011, detailed information provided in [Virginia Electric and Power Company Memo]), Fukushima Daichii and Daini (March 2011 [TEPCO 1]), and Kaswazaki-Kariwa (2007, [TEPCO 2]). However, seismic walk downs at some of these plants indicate that very little damage occurred to safety class systems and components due to the seismic motion. This report presents seismic data gathered for two of the three events mentioned above and recommends a path for using that data for two purposes. One purpose is to determine what margins exist in current industry standard seismic soil-structure interaction (SSI) tools. The second purpose is the use the data to validated seismic site response tools and SSI tools. The gathered data represents free field soil and in-structure acceleration time histories data. Gathered data also includes elastic and dynamic soil properties and structural drawings. Gathering data and comparing with existing models has potential to identify areas of uncertainty that should be removed from current seismic analysis and SPRA approaches. Removing uncertainty (to the extent possible) from SPRA’s will allow NPP owners to make decisions on where to reduce risk. Once a realistic understanding of seismic response is established for a nuclear power plant (NPP) then decisions on needed protective measures, such as SI, can be made.

    Current approaches for estimating social mixing patterns and infectious disease transmission at mass gatherings have been limited by various constraints, including low participation rates for volunteer-based research projects and challenges in quantifying spatially and temporally accurate person-to-person interactions. We developed a proof-of-concept project to assess the use of automated video analysis for estimating contact rates of attendees of the GameFest 2013 event at Rensselaer Polytechnic Institute (RPI) in Troy, New York. Video tracking and analysis algorithms were used to estimate the number and duration of contacts for 5 attendees during a 3-minute clip from the RPI video. Attendees were consideredmore » to have a contact event if the distance between them and another person was ≤1 meter. Contact duration was estimated in seconds. We also simulated 50 attendees assuming random mixing using a geospatially accurate representation of the same GameFest location. The 5 attendees had an overall median of 2 contact events during the 3-minute video clip (range: 0 6). Contact events varied from less than 5 seconds to the full duration of the 3- minute clip. The random mixing simulation was visualized and presented as a contrasting example. We were able to estimate the number and duration of contacts for five GameFest attendees from a 3-minute video clip that can be compared to a random mixing simulation model at the same location. In conclusion, the next phase will involve scaling the system for simultaneous analysis of mixing patterns from hours-long videos and comparing our results with other approaches for collecting contact data from mass gathering attendees.« less

    Technology-based enhancement of information analysis requires a detailed understanding of the cognitive tasks involved in the process. The information search and report production tasks of the information analysis process were investigated through evaluation of time-stamped workstation data gathered with custom software. Model tasks simulated the search and production activities, and a sample of actual analyst data were also evaluated. Task event durations were calculated on the basis of millisecond-level time stamps, and distributions were plotted for analysis. The data indicate that task event time shows a cyclic pattern of variation, with shorter event durations (< 2 sec) reflecting information search and filtering, and longer event durations (> 10 sec) reflecting information evaluation. Application of cognitive principles to the interpretation of task event time data provides a basis for developing “cognitive signatures” of complex activities, and can facilitate the development of technology aids for information intensive tasks.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations

    The commission`s new direction on gathering issues has now been commenced. Implementation of those orders will raise a host of corollary issues. Subsequent orders are likely to refine and further define matters relating to spin-downs and spin-offs. Of course, several court appeals of FERC orders which adopted the Northwest conditional authority approach are pending. Rehearing and appeals of the most recent gathering orders are also likely. While FERC`s course is clearer now, the courts will ultimately review whether the course is permissible. The full unbundling of gathering costs from mainline transmission costs and production area rate design are significant matters which still remain and require immediate commission attention. The potential for mischief and competitive disadvantage to competing pipelines are inconsistent with the underlying concepts of Order No. 636.

    Non-parametric imaging and data analysis in astrophysics and cosmology can be addressed by information field theory (IFT), a means of Bayesian, data based inference on spatially distributed signal fields. IFT is a statistical field theory, which permits the construction of optimal signal recovery algorithms. It exploits spatial correlations of the signal fields even for nonlinear and non-Gaussian signal inference problems. The alleviation of a perception threshold for recovering signals of unknown correlation structure by using IFT will be discussed in particular as well as a novel improvement on instrumental self-calibration schemes. IFT can be applied to many areas. Here, applications in in cosmology (cosmic microwave background, large-scale structure) and astrophysics (galactic magnetism, radio interferometry) are presented.

    The IAEA continues to assess, develop, and test recommendations for strengthening the cost effectiveness of safeguards. The IAEA`s investigation has focused on ways to increase Agency access to data, including access to sites and site data, export/import data, environmental data, open-source data, and other expanded data sources. Although the acquisition of this raw data is essential to strengthening safeguards, the effectiveness of the system is going to be judged by what the Agency does with the data once they have acquired it. Therefore, the IAEA must have the capability to organize, analyze and present the data in a timely manner for internal management evaluation and external dissemination. The United States Department of Energy has established a Safeguards Information Management Systems (SIMS) Initiative to provide support and equipment which will improve the IAEA`s capability to utilize this expanded data to analyze State`s nuclear activities. This paper will present views on steps to improve information analysis and discuss the status of actions undertaken by the SIMS initiative.

    This study has a two-fold purpose. It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information. The information obtained from representatives of these organizations is contained in an appendix to the document; a full benchmarking effort, however, is beyond the intended scope of this study.

    Continuing work in controlled testing uses a one cylinder Ajax DP-115 (a 13.25 in bore x 16 in stroke, 360 rpm engine) to assess a sequential analysis and evaluation of a series of engine upgrades. As with most of the engines used in the natural gas industry, the Ajax engine is a mature engine with widespread usage throughout the gas gathering industry. The end point is an assessment of these technologies that assigns a cost per unit reduction in NO{sub X} emissions. Technologies including one pre-combustion chamber, in-cylinder sensors, the means to adjust the air-to-fuel ratio, and modification of the air filter housing have been evaluated in previous reports. Current work tests non-production, prototype, mid-pressure fuel valves and begins analysis of these tests. This analysis reveals questions which must be answered before coming to any firm conclusions about the use of the180 psig fuel valve. The research team plans to continue with the remaining pre-combustion chamber tests in the coming quarter. By using the Ajax DP-115 these tests are completed in a low-cost and efficient manner. The various technologies can be quickly exchanged with different hardware, and it is inexpensive to run the engine. Progress in moving toward field testing is discussed, and a change in strategy is suggested. Although field engines are available to test, it is suggested that the final field testing be put on hold due to information from outside publications during this last quarter. Instead, KSU would focus on related field-testing and characterization in an outside project that will close an apparent technology gap. The results of this characterization will give a more solid footing to the field testing that will complete this project.

    Intelligence analysts are currently overwhelmed with the amount of information streams generated everyday. There is a lack of comprehensive tool that can real-time analyze the information streams. Document clustering analysis plays an important role in improving the accuracy of information retrieval. However, most clustering technologies can only be applied for analyzing the static document collection because they normally require a large amount of computation resource and long time to get accurate result. It is very difficult to cluster a dynamic changed text information streams on an individual computer. Our early research has resulted in a dynamic reactive flock clustering algorithm which can continually refine the clustering result and quickly react to the change of document contents. This character makes the algorithm suitable for cluster analyzing dynamic changed document information, such as text information stream. Because of the decentralized character of this algorithm, a distributed approach is a very natural way to increase the clustering speed of the algorithm. In this paper, we present a distributed multi-agent flocking approach for the text information stream clustering and discuss the decentralized architectures and communication schemes for load balance and status information synchronization in this approach.

    We describe an entirely statistics-based, unsupervised, and language-independent approach to multilingual information retrieval, which we call Latent Morpho-Semantic Analysis (LMSA). LMSA overcomes some of the shortcomings of related previous approaches such as Latent Semantic Analysis (LSA). LMSA has an important theoretical advantage over LSA: it combines well-known techniques in a novel way to break the terms of LSA down into units which correspond more closely to morphemes. Thus, it has a particular appeal for use with morphologically complex languages such as Arabic. We show through empirical results that the theoretical advantages of LMSA can translate into significant gains in precision in multilingual information retrieval tests. These gains are not matched either when a standard stemmer is used with LSA, or when terms are indiscriminately broken down into n-grams.

    Geographic information systems (GIS) offer great potential to the coal transportation industry for capitalizing on the growing availability of spatially-referenced data. As computer-based systems for the collection, storage, retrieval and analysis of spatial data, generating information products in a variety of formats, GIS have a great capability to improve the efficiency and effectiveness of coal transportation operations, planning, engineering, and facilities management. Currently GIS are used in the transportation industry at large to analyze, and display information about network infrastructure, fleet operations, property ownership, routing and scheduling, and utilities. Current coal transportation applications include consumer service inquiries, train and locomotive scheduling, and evaluation of network usage. The paper describes the significant potential uses of GIS in the coal transportation sector when integrated with optimization and decision support systems, scientific visualization, data forecasting, and strategic system planning approaches. Ultimately consumer demand and the drive for economic efficiency are likely to stimulate the integration and management of spatial information across the entire coal chain.

    A Systems Analysis Group has existed at Sandia National Laboratories since at least the mid-1950s. Much of the group’s work output (reports, briefing documents, and other materials) has been retained, along with large numbers of related documents. Over time the collection has grown to hundreds of thousands of unstructured documents in many formats contained in one or more of several different shared drives or SharePoint sites, with perhaps five percent of the collection still existing in print format. This presents a challenge. How can the group effectively find, manage, and build on information contained somewhere within such a large set of unstructured documents? In response, a project was initiated to identify tools that would be able to meet this challenge. This report documents the results found and recommendations made as of August 2013.

    A method of evaluating a subsurface region by separating/enhancing a certain type of seismic event data of interest from an overall set of seismic event data which includes other, different types of seismic event data is disclosed herein. In accordance with one feature, a particular type of gather is generated from the seismic event data such that the gather includes at least a portion of the data which is of interest and at least a portion of the other data. A series of data discrimination lines are incorporated into the gather at positions and directions which are established in the gather in a predetermined way. Using the data discrimination lines, the data of interest which is present in the gather is separated/enhanced with respect to the other data within the gather. The separated data may be used for example in producing a map of the particular subterranean region. In accordance with another feature, the gather is selected such that the incorporated discrimination lines approach a near parallel relationship with one another. Thereby, the data is transformed in a way which causes the discrimination lines to be parallel with one another, resulting in reduced frequency distortion accompanied by improved accuracy in the separation/enhancement of data. In accordance with still another feature, the disclosed data separation/enhancement method is compatible with an iterative approach.

    A value of information analysis has been completed as part of the corrective action process for Frenchman Flat, the first Nevada Test Site underground test area to be scheduled for the corrective action process. A value of information analysis is a cost-benefit analysis applied to the acquisition of new information which is needed to reduce the uncertainty in the prediction of a contaminant boundary surrounding underground nuclear tests in Frenchman Flat. The boundary location will be established to protect human health and the environment from the consequences of using contaminated groundwater on the Nevada Test Site. Uncertainties in the boundary predictions are assumed to be the result of data gaps. The value of information analysis in this document compares the cost of acquiring new information with the benefit of acquiring that information during the corrective action investigation at Frenchman Flat. Methodologies incorporated into the value of information analysis include previous geological modeling, groundwater flow modeling, contaminant transport modeling, statistics, sensitivity analysis, uncertainty analysis, and decision analysis.

    From the mid-1950's through the 1980's, the U.S. Department of Energy's Savannah River Site produced nuclear materials for the weapons stockpile, for medical and industrial applications, and for space exploration. Although SRS has a continuing defense-related mission, the overall site mission is now oriented toward environmental restoration and management of legacy chemical and nuclear waste. With the change in mission, SRS no longer has a need for much of the infrastructure developed to support the weapons program. This excess infrastructure, which includes over 1000 facilities, will be decommissioned and demolished over the forthcoming years. Dis-positioning facilities for decommissioning and deactivation requires significant resources to determine hazards, structure type, and a rough-order-of-magnitude estimate for the decommissioning and demolition cost. Geographic information systems (GIS) technology was used to help manage the process of dis-positioning infrastructure and for reporting the future status of impacted facilities. Several thousand facilities of various ages and conditions are present at SRS. Many of these facilities, built to support previous defense-related missions, now represent a potential hazard and cost for maintenance and surveillance. To reduce costs and the hazards associated with this excess infrastructure, SRS has developed an ambitious plan to decommission and demolish unneeded facilities in a systematic fashion. GIS technology was used to assist development of this plan by: providing locational information for remote facilities, identifying the location of known waste units adjacent to buildings slated for demolition, and for providing a powerful visual representation of the impact of the overall plan. Several steps were required for the development of the infrastructure GIS model. The first step involved creating an accurate and current GIS representation of the infrastructure data. Products include numeric data packages, publications, trend data, atlases, models, etc. and can be searched for by subject area, keywords, authors, product numbers, time periods, collection sites, spatial references, etc. Some of the collections may also be included in the CDIAC publication Trends Online: A Compendium of Global Change Data. Most data sets, many with numerous data files, are free to download from CDIAC's ftp area.   2. Value of Information Analysis Project Gnome Site, New Mexico

    The Project Gnome site in southeastern New Mexico was the location of an underground nuclear detonation in 1961 and a hydrologic tracer test using radionuclides in 1963. The tracer test is recognized as having greater radionuclide migration potential than the nuclear test because the tracer test radionuclides (tritium, 90Sr, 131I, and 137Cs) are in direct contact with the Culebra Dolomite aquifer, whereas the nuclear test is within a bedded salt formation. The tracer test is the topic here. Recognizing previous analyses of the fate of the Gnome tracer test contaminants (Pohll and Pohlmann, 1996; Pohlmann and Andricevic, 1994), and the existence of a large body of relevant investigations and analyses associated with the nearby Waste Isolation Pilot Plant (WIPP) site (summarized in US DOE, 2009), the Gnome Site Characterization Work Plan (U.S. DOE, 2002) called for a Data Decision Analysis to determine whether or not additional characterization data are needed prior to evaluating existing subsurface intrusion restrictions and determining long-term monitoring for the tracer test. Specifically, the Work Plan called for the analysis to weigh the potential reduction in uncertainty from additional data collection against the cost of such field efforts.

  3. Transit light curves with finite integration time: Fisher information analysis

    Kepler has revolutionized the study of transiting planets with its unprecedented photometric precision on more than 150,000 target stars. Most of the transiting planet candidates detected by Kepler have been observed as long-cadence targets with 30 minute integration times, and the upcoming Transiting Exoplanet Survey Satellite will record full frame images with a similar integration time. Integrations of 30 minutes affect the transit shape, particularly for small planets and in cases of low signal to noise. Using the Fisher information matrix technique, we derive analytic approximations for the variances and covariances on the transit parameters obtained from fitting light curve photometry collected with a finite integration time. We find that binning the light curve can significantly increase the uncertainties and covariances on the inferred parameters when comparing scenarios with constant total signal to noise (constant total integration time in the absence of read noise). Uncertainties on the transit ingress/egress time increase by a factor of 34 for Earth-size planets and 3.4 for Jupiter-size planets around Sun-like stars for integration times of 30 minutes compared to instantaneously sampled light curves. Similarly, uncertainties on the mid-transit time for Earth and Jupiter-size planets increase by factors of 3.9 and 1.4. Uncertainties on the transit depth are largely unaffected by finite integration times. While correlations among the transit depth, ingress duration, and transit duration all increase in magnitude with longer integration times, the mid-transit time remains uncorrelated with the other parameters. We provide code in Python and Mathematica for predicting the variances and covariances at www.its.caltech.edu/∼eprice.

    One of the United States Support Program's (USSP) priorities for 2008 is to support the International Atomic Energy Agency's (IAEA) development of an integrated and efficient safeguards information infrastructure, including reliable and maintainable information systems, and effective tools and resources to collect and analyze safeguards-relevant information. The USSP has provided funding in support of this priority for the ISIS Re-engineering Project (IRP), and for human resources support to the design and definition of the enhanced information analysis architecture project (nVision). Assistance for several other information technology efforts is provided. This paper will report on the various ongoing support measures undertaken by the USSP to support the IAEA's information technology enhancements and will provide some insights into activities that the USSP may support in the future.

  7. Cost-Effective Reciprocating Engine Emissions Control and Monitoring for E&P Field and Gathering Engines

    The objective of this project is to identify, develop, test, and commercialize emissions control and monitoring technologies that can be implemented by exploration and production (E&P) operators to significantly lower the cost of environmental compliance and expedite project permitting. The project team takes considerable advantage of the emissions control research and development efforts and practices that have been underway in the gas pipeline industry for the last 12 years. These efforts and practices are expected to closely interface with the E&P industry to develop cost-effective options that apply to widely-used field and gathering engines, and which can be readily commercialized. The project is separated into two phases. Phase 1 work establishes an E&P industry liaison group, develops a frequency distribution of installed E&P field engines, and identifies and assesses commercially available and emerging engine emissions control and monitoring technologies. Current and expected E&P engine emissions and monitoring requirements are reviewed, and priority technologies are identified for further development. The identified promising technologies are tested on a laboratory engine to confirm their generic viability. In addition, a full-scale field test of prototype emissions controls will be conducted on at least ten representative field engine models with challenging emissions profiles. Emissions monitoring systems that are integrated with existing controls packages will be developed. Technology transfer/commercialization is expected to be implemented through compressor fleet leasing operators, engine component suppliers, the industry liaison group, and the Petroleum Technology Transfer Council. Although vast coastal regions of the northeastern Pacific (for example, southern California) have been investigated in detail, our understanding of hunter-gatherer developments along the coast of northern California is limited. Previous research indicates that humans have exploited marine mammals, fish and shellfish along the northern California shoreline since the early Holocene (Schwaderer 1992). By the end of the late Holocene, some groups remained year-round on the coast subsisting primarily on marine resources (e.g. Gould 1975; Hildebrandt and Levulett 2002). However, a paucity of well-dated cultural deposits has hindered our understanding of these developments, particularly during the early and middle Holocene. The lack of a long and reliable chronological sequence has restricted our interpretations of behavioral change, including the adaptive strategies (such as foraging, mobility and settlement) used by human foragers to colonize and inhabit the coastal areas of this region. These shortcomings have also hindered comparative interpretations with other coastal and inland regions in western North America. Here we present a Holocene radiocarbon chronology of hunter-gatherer occupation based on contemporaneous samples of charcoal and Mytilus californianus (California sea mussel) shell recovered from seven archaeological sites near Bodega Bay, California. A series of 127 {sup 14}C ages reveal a chronological sequence that spans from ca. 8940-110 cal BP (1{sigma}) (7890-160 {sup 14}C yr BP = charcoal; 8934-101 {sup 14}C yr BP = shell).     Continuing work in controlled testing uses a one cylinder Ajax DP-115 (a 13.25 in bore x 16 in stroke, 360 rpm engine) to assess a sequential analysis and evaluation of a series of engine upgrades. As with most of the engines used in the natural gas industry, the Ajax engine is a mature engine with widespread usage throughout the gas gathering industry. The end point is an assessment of these technologies that assigns a cost per unit reduction in NOX emissions. Technologies including one pre-combustion chamber, in-cylinder sensors, the means to adjust the air-to-fuel ratio, and modification of the air filter housing have been evaluated in previous reports. Current work focuses on final preparations for testing pre-combustion chambers with different characteristics and using mid-to-high-pressure fuel valves and initial runs of these tests. By using the Ajax DP-115 these tests are completed in a low-cost and efficient manner. The various technologies can be quickly exchanged with different hardware, and it is inexpensive to run the engine. Progress in moving toward field testing is discussed, and changes to the first planned field test are presented. Although changes have been made to the previous plan, it is expected that several new sites will be selected soon. Field tests will begin in the next quarter.

    Methods and systems for automatically generating lists of stop words for information retrieval and analysis. Generation of the stop words can include providing a corpus of documents and a plurality of keywords. From the corpus of documents, a term list of all terms is constructed and both a keyword adjacency frequency and a keyword frequency are determined. If a ratio of the keyword adjacency frequency to the keyword frequency for a particular term on the term list is less than a predetermined value, then that term is excluded from the term list. The resulting term list is truncated based on predetermined criteria to form a stop word list.

    The primary goal of this project is to increase the availability and ease of access to critical data on the Mesaverde and Dakota tight gas reservoirs of the San Juan Basin. Secondary goals include tuning well log interpretations through integration of core, water chemistry and production analysis data to help identify bypassed pay zones; increased knowledge of permeability ratios and how they affect well drainage and thus infill drilling plans; improved time-depth correlations through regional mapping of sonic logs; and improved understanding of the variability of formation waters within the basin through spatial analysis of water chemistry data. The project will collect, integrate, and analyze a variety of petrophysical and well data concerning the Mesaverde and Dakota reservoirs of the San Juan Basin, with particular emphasis on data available in the areas defined as tight gas areas for purpose of FERC. A relational, geo-referenced database (a geographic information system, or GIS) will be created to archive this data. The information will be analyzed using neural networks, kriging, and other statistical interpolation/extrapolation techniques to fine-tune regional well log interpretations, improve pay zone recognition from old logs or cased-hole logs, determine permeability ratios, and also to analyze water chemistries and compatibilities within the study area. This single-phase project will be accomplished through four major tasks: Data Collection, Data Integration, Data Analysis, and User Interface Design. Data will be extracted from existing databases as well as paper records, then cleaned and integrated into a single GIS database. Once the data warehouse is built, several methods of data analysis will be used both to improve pay zone recognition in single wells, and to extrapolate a variety of petrophysical properties on a regional basis.     We provide analysis of Oracle StorageTek T10000 Generation B (T10KB) Media Information Record (MIR) Performance Data gathered over the course of a year from our production High Performance Storage System (HPSS). The analysis shows information in the MIR may be used to improve tape subsystem operations. Most notably, we found the MIR information to be helpful in determining whether the drive or tape was most suspect given a read or write error, and for helping identify which tapes should not be reused given their history of read or write errors. We also explored using the MIR Assisted Search to order file retrieval requests. We found that MIR Assisted Search may be used to reduce the time needed to retrieve collections of files from a tape volume.

    QMU stands for 'Quantification of Margins and Uncertainties'. QMU is a basic framework for consistency in integrating simulation, data, and/or subject matter expertise to provide input into a risk-informed decision-making process. QMU is being applied to a wide range of NNSA stockpile issues, from performance to safety. The implementation of QMU varies with lab and application focus. The Advanced Simulation and Computing (ASC) Program develops validated computational simulation tools to be applied in the context of QMU. QMU provides input into a risk-informed decision making process. The completeness aspect of QMU can benefit from the structured methodology and discipline of quantitative risk assessment (QRA)/probabilistic risk assessment (PRA). In characterizing uncertainties it is important to pay attention to the distinction between those arising from incomplete knowledge ('epistemic' or systematic), and those arising from device-to-device variation ('aleatory' or random). The national security labs should investigate the utility of a probability of frequency (PoF) approach in presenting uncertainties in the stockpile. A QMU methodology is connected if the interactions between failure modes are included. The design labs should continue to focus attention on quantifying uncertainties that arise from epistemic uncertainties such as poorly-modeled phenomena, numerical errors, coding errors, and systematic uncertainties in experiment. The NNSA and design labs should ensure that the certification plan for any RRW is supported by strong, timely peer review and by an ongoing, transparent QMU-based documentation and analysis in order to permit a confidence level necessary for eventual certification.

    VPIN (Volume synchronized Probability of Informed trading) is a leading indicator of liquidity-induced volatility. It is best known for having produced a signal more than hours before the Flash Crash of 2010. On that day, the market saw the biggest one-day point decline in the Dow Jones Industrial Average, which culminated to the market value of $1 trillion disappearing, but only to recover those losses twenty minutes later (Lauricella 2010). The computation of VPIN requires the user to set up a handful of free parameters. The values of these parameters significantly affect the effectiveness of VPIN as measured by the false positive rate (FPR). An earlier publication reported that a brute-force search of simple parameter combinations yielded a number of parameter combinations with FPR of 7%. This work is a systematic attempt to find an optimal parameter set using an optimization package, NOMAD (Nonlinear Optimization by Mesh Adaptive Direct Search) by Audet, le digabel, and tribes (2009) and le digabel (2011). We have implemented a number of techniques to reduce the computation time with NOMAD. Tests show that we can reduce the FPR to only 2%. To better understand the parameter choices, we have conducted a series of sensitivity analysis via uncertainty quantification on the parameter spaces using UQTK (Uncertainty Quantification Toolkit). Results have shown dominance of 2 parameters in the computation of FPR. Using the outputs from NOMAD optimization and sensitivity analysis, We recommend A range of values for each of the free parameters that perform well on a large set of futures trading records.

    This quarterly report re-evaluates current market objectives in the exploration and production industry, discusses continuing progress in testing that evaluates emission control technologies applied to a two-stroke cycle natural gas-fueled engine, and presents a scheme for enacting remote monitoring and control of engines during upcoming field tests. The examination of current market objectives takes into account technological developments and changing expectations for environmental permitting which may have occurred over the last year. This demonstrates that the continuing work in controlled testing and toward field testing is on track Market pressures currently affecting the gas exploration and production industry are shown to include a push for increased production, as well as an increasing cost for environmental compliance. This cost includes the direct cost of adding control technologies to field engines as well as the indirect cost of difficulty obtaining permits. Environmental regulations continue to require lower emissions targets, and some groups of engines which had not previously been regulated will be required to obtain permits in the future. While the focus remains on NOx and CO, some permits require reporting of additional emissions chemicals.     The Department of Defense (DoD) provides its standard for information assurance in its Instruction 8500.2, dated February 6, 2003. This Instruction lists 157 'IA Controls' for nine 'baseline IA levels.' Aside from distinguishing IA Controls that call for elevated levels of 'robustness' and grouping the IA Controls into eight 'subject areas' 8500.2 does not examine the nature of this set of controls, determining, for example, which controls do not vary in robustness, how this set of controls compares with other such sets, or even which controls are required for all nine baseline IA levels. This report analyzes (1) the IA Controls, (2) the subject areas, and (3) the Baseline IA levels. For example, this report notes that there are only 109 core IA Controls (which this report refers to as 'ICGs'), that 43 of these core IA Controls apply without variation to all nine baseline IA levels and that an additional 31 apply with variations. This report maps the IA Controls of 8500.2 to the controls in NIST 800-53 and ITGI's CoBIT. The result of this analysis and mapping, as shown in this report, serves as a companion to 8500.2.     Energy information systems comprise software, data acquisition hardware, and communication systems that are intended to provide energy information to building energy and facilities managers, financial managers, and utilities. This technology has been commercially available for over a decade, however recent advances in Internet and other information technology, and analytical features have expanded the number of product options that are available. For example, features such as green house gas tracking, configurable energy analyses and enhanced interoperability are becoming increasingly common. Energy information systems are used in a variety of commercial buildings operations and environments, and can be characterized in a number of ways. Basic elements of these systems include web-based energy monitoring, web-based energy management linked to controls, demand response, and enterprise energy management applications. However the sheer number and variety of available systems complicate the selection of products to match the needs of a given user. In response, a framework was developed to define the capabilities of different types of energy information systems, and was applied to characterize approximately 30 technologies. Measurement is a critical component in managing energy consumption and energy information must be shared at all organizational levels to maintain persistent, efficient operations. Energy information systems are important to understand because they offer the analytical support to process measured data into information, and they provide the informational link between the primary actors who impact building energy efficiency - operators, facilities and energy managers, owners and corporate decision makers. In this paper, preliminary findings are presented, with a focus on overall trends and the general state of the technology.     During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specialty publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIAC`s staff also provide technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC (including World Data Center-A for Atmospheric Trace Gases) during the period October 1, 1992, to September 30, 1993. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. An analysis and description of the preparation and distribution of NDPS, CMPS, technical reports, newsletters, fact sheets, specialty publications, and reprints are provided. Comments and descriptions of CDIAC`s information management systems, professional networking, and special bilateral agreements are also presented.

  16. Hunter-gatherer adaptations and environmental change in the southern Great Basin: The evidence from Pahute and Rainier mesas

    This paper reviews the evidence for fluctuations in past environments in the southern Great Basin and examines how these changes may have affected the strategies followed by past hunter and gatherers in their utilization of the resources available on a highland in this region. The evidence used to reconstruct past environments for the region include botanical remains from packrat middens, pollen spectra from lake and spring deposits, faunal remains recovered from archaeological and geologic contexts, tree-ring indices from trees located in sensitive (tree-line) environments, and eolian, alluvial and fluvial sediments deposited in a variety of contexts. Interpretations of past hunter and gatherer adaptive strategies are based on a sample of 1,311 archaeological sites recorded during preconstruction surveys on Pahute and Rainier mesas in advance of the US Department of Energy`s nuclear weapons testing program. Projectile point chronologies and available tree-ring, radiocarbon, thermoluminescence and obsidian hydration dates were used to assign these archaeological sites to specific periods of use.

    Purpose: The Internet is widely used by patients to source health care-related information. We sought to analyse the quality of information available on the Internet about uterine artery embolization (UAE). Materials and Methods: We searched three major search engines for the phrase 'uterine artery embolization' and compiled the top 50 results from each engine. After excluding repeated sites, scientific articles, and links to documents, the remaining 50 sites were assessed using the LIDA instrument, which scores sites across the domains of accessibility, usability, and reliability. The Fleisch reading ease score (FRES) was calculated for each of the sites. Finally, we checked the country of origin and the presence of certification by the Health On the Net Foundation (HONcode) as well as their effect on LIDA and FRES scores.ResultsThe following mean scores were obtained: accessibility 48/60 (80%), usability 42/54 (77%), reliability 20/51 (39%), total LIDA 110/165 (67%), and FRES 42/100 (42%). Nine sites had HONcode certification, and this was associated with significantly greater (p < 0.05) reliability and total LIDA and FRES scores. When comparing sites between United Kingdom and United States, there was marked variation in the quality of results obtained when searching for information on UAE (p < 0.05). Conclusion: In general, sites were well designed and easy to use. However, many scored poorly on the reliability of their information either because they were produced in a non-evidence-based way or because they lacking currency. It is important that patients are guided to reputable, location-specific sources of information online, especially because prominent search engine rank does not guarantee reliability of information.

    This report provides an overview of the regulatory frameworks governing natural gas supply chain infrastructure siting, construction, operation, and maintenance. Information was drawn from a number of sources, including published analyses, government reports, in addition to relevant statutes, court decisions and regulatory language, as needed. The scope includes all onshore facilities that contribute to methane emissions from the natural gas sector, focusing on three areas of state and federal regulations: (1) natural gas pipeline infrastructure siting and transportation service (including gathering, transmission, and distribution pipelines), (2) natural gas pipeline safety, and (3) air emissions associated with the natural gas supply chain. In addition, the report identifies the incentives under current regulatory frameworks to invest in measures to reduce leakage, as well as the barriers facing investment in infrastructure improvement to reduce leakage. Policy recommendations regarding how federal or state authorities could regulate methane emissions are not provided; rather, existing frameworks are identified and some of the options for modifying existing regulations or adopting new regulations to reduce methane leakage are discussed.

    The Plutonium Air Transportable Package, Model PAT-1, is certified under Title 10, Code of Federal Regulations Part 71 by the U.S. Nuclear Regulatory Commission (NRC) per Certificate of Compliance (CoC) USA/0361B(U)F-96 (currently Revision 9). The National Nuclear Security Administration (NNSA) submitted SAND Report SAND2009-5822 to NRC that documented the incorporation of plutonium (Pu) metal as a new payload for the PAT-1 package. NRC responded with a Request for Additional Information (RAI), identifying information needed in connection with its review of the application. The purpose of this SAND report is to provide the authors responses to each RAI. SAND Report SAND2010-6106 containing the proposed changes to the Addendum is provided separately.

  1. Integrated Information Technology Framework for Analysis of Data from Enrichment Plants to Support the Safeguards Mission

    ABSTRACT Many examples of software architectures exist that support process monitoring and analysis applications which could be applied to enrichment plants in a fashion that supports the Safeguards Mission. Pacific Northwest National Laboratory (PNNL) has developed mature solutions that will provide the framework to support online statistical analysis of enrichment plans and the entire nuclear fuel cycle. Most recently, PNNL has developed a refined architecture and supporting tools that address many of the common problems analysis and modeling environments experience: pipelining, handling large data volumes, and real-time performance. We propose the architecture and tools may be successfully used in furthering the goals of nuclear material control and accountability as both an aid to processing plant owners and as comprehensive monitoring for oversight teams.

  2. Information on Hydrologic Conceptual Models, Parameters, Uncertainty Analysis, and Data Sources for Dose Assessments at Decommissioning Sites

    This report addresses issues related to the analysis of uncertainty in dose assessments conducted as part of decommissioning analyses. The analysis is limited to the hydrologic aspects of the exposure pathway involving infiltration of water at the ground surface, leaching of contaminants, and transport of contaminants through the groundwater to a point of exposure. The basic conceptual models and mathematical implementations of three dose assessment codes are outlined along with the site-specific conditions under which the codes may provide inaccurate, potentially nonconservative results. In addition, the hydrologic parameters of the codes are identified and compared. A methodology for parameter uncertainty assessment is outlined that considers the potential data limitations and modeling needs of decommissioning analyses. This methodology uses generic parameter distributions based on national or regional databases, sensitivity analysis, probabilistic modeling, and Bayesian updating to incorporate site-specific information. Data sources for best-estimate parameter values and parameter uncertainty information are also reviewed. A follow-on report will illustrate the uncertainty assessment methodology using decommissioning test cases.

    This report describes method development and preliminary evaluation for analyzing castor samples for signatures of purifying ricin. Ricin purification from the source castor seeds is essentially a problem of protein purification using common biochemical methods. Indications of protein purification will likely manifest themselves as removal of the non-protein fractions of the seed. Two major, non-protein, types of biochemical constituents in the seed are the castor oil and various carbohydrates. The oil comprises roughly half the seed weight while the carbohydrate component comprises roughly half of the remaining mash left after oil and hull removal. Different castor oil and carbohydrate components can serve as indicators of specific toxin processing steps. Ricinoleic acid is a relatively unique fatty acid in nature and is the most abundant component of castor oil. The loss of ricinoleic acid indicates a step to remove oil from the seeds. The relative amounts of carbohydrates and carbohydrate-like compounds, including arabinose, xylose, myo-inositol fucose, rhamnose, glucosamine and mannose detected in the sample can also indicate specific processing steps. For instance, the differential loss of arabinose relative to mannose and N-acetyl glucosamine indicates enrichment for the protein fraction of the seed using protein precipitation. The methods developed in this project center on fatty acid and carbohydrate extraction from castor samples followed by derivatization to permit analysis by gas chromatography-mass spectrometry (GC-MS). Method descriptions herein include: the source and preparation of castor materials used for method evaluation, the equipment and description of procedure required for chemical derivatization, and the instrument parameters used in the analysis.     With the constant implementation of complex and restrictive state and federal clean air laws, a facility must have a comprehensive understanding of the types and amount of emissions associated with the facility`s operations. Knowledge of the facility`s emissions is essential to assess the operational impacts of current and upcoming legislation. Lawrence Livermore National Laboratory (LLNL), located in California, is regulated by federal, state, and local air quality agencies. Of most concern to the facility is California`s Assembly Bill 2588 (also known as the {open_quotes}Air Toxics Hot Spots{close_quotes} program) and the federal Title III, Title V, and Title VI provisions of the Clean Air Act as amended in 1990. Because of the complex regulatory requirements, LLNL needed a system to calculate and classify air emissions by each applicable regulatory program. This paper outlines the development of LLNL`s comprehensive emissions inventory known as the Emissions Measurement and Information Tracking System (EMITS).

    Analyzing the contents of online social networks is an effective process for monitoring and understanding peoples behaviors. Since the nature of conversation and information propagation is similar to traditional conversation and learning, one of the popular socio-cognitive methods, social cognitive theory was applied to online social networks to. Two major news topics about colon cancer were chosen to monitor traffic of Twitter messages. The activity of leaders on the issue (i.e., news companies or people will prior Twitter activity on topics related to colon cancer) was monitored. In addition, the activity of followers , people who never discussed the topics before, but replied to the discussions was also monitored. Topics that produce tangible benefits such as positive outcomes from appropriate preventive actions received dramatically more attention and online social media traffic. Such characteristics can be explained with social cognitive theory and thus present opportunities for effective health campaigns.

The Coastal Project data include the bottle (discrete) and surface (underway) carbon-related measurements from coastal research cruises, the data from time series cruises, and coastal moorings. The data from US East Coast, US West Coast, and European Coastal areas are available. CDIAC provides a map interface with vessel or platform names. Clicking on the name brings up information about the vessel or the scientific platform, the kinds of measurements collected and the timeframe, links to project pages, when available, and the links to the data files themselves.

    The Department of Energy (DOE) Office of Nuclear Energy (NE) released a request for information (RFI) (DE-SOL-0008318) for “University, National Laboratory, Industry and International Input on Potential Office of Nuclear Energy Infrastructure Investments” on April 13, 2015. DOE-NE solicited information on five specific types of capabilities as well as any others suggested by the community. The RFI proposal period closed on June 19, 2015. From the 26 responses, 34 individual proposals were extracted. Eighteen were associated with a DOE national laboratory, including Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), Idaho National Laboratory (INL), Los Alamos National Laboratory (LANL), Pacific Northwest National Laboratory (PNNL) and Sandia National Laboratory (SNL). Oak Ridge National Laboratory (ORNL) was referenced in a proposal as a proposed capability location, although the proposal did not originate with ORNL. Five US universities submitted proposals (Massachusetts Institute of Technology, Pennsylvania State University, Rensselaer Polytechnic Institute, University of Houston and the University of Michigan). Three industrial/commercial institutions submitted proposals (AREVA NP, Babcock and Wilcox (B&W) and the Electric Power Research Institute (EPRI)). Eight major themes emerged from the submissions as areas needing additional capability or support for existing capabilities. Two submissions supported multiple areas. The major themes are: Advanced Manufacturing (AM), High Performance Computing (HPC), Ion Irradiation with X-Ray Diagnostics (IIX), Ion Irradiation with TEM Visualization (IIT), Radiochemistry Laboratories (RCL), Test Reactors, Neutron Sources and Critical Facilities (RX) , Sample Preparation and Post-Irradiation Examination (PIE) and Thermal-Hydraulics Test Facilities (THF).

    Once again, the most recent fiscal year was a productive one for the Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), as well as a year for change. The FY 1998 in Review section in this report summarizes quite a few new and updated data and information products, and the ''What's Coming in FY 1999'' section describes our plans for this new fiscal year. During FY 1998, CDIAC began a data-management system for AmeriFlux, a long-term study of carbon fluxes between the terrestrial biosphere of the Western Hemisphere and the atmosphere. The specific objectives of AmeriFlux are to establish an infrastructure for guiding, collecting, synthesizing, and disseminating long-term measurements of CO{sub 2}, water, and energy exchange from a variety of ecosystems; collect critical new information to help define the current global CO{sub 2} budget; enable improved predictions of future concentrations of atmospheric CO{sub 2}; and enhance understanding of carbon fluxes. Net Ecosystem Production (NEP), and carbon sequestration in the terrestrial biosphere. The data-management system, available from CDIAC'S AmeriFlux home page (http://cdiac.esd.ornl.gov/programs/ameriflux/ ) is intended to provide consistent, quality-assured, and documented data across all AmeriFlux sites in the US, Canada, Costa Rica, and Brazil. It is being developed by Antoinette Brenkert and Tom Boden, with assistance from Susan Holladay (who joined CDIAC specifically to support the AmeriFlux data-management effort).

    We have studied transition metal clusters from a quantum information theory perspective using the density-matrix renormalization group (DMRG) method. We demonstrate the competition between entanglement and interaction localization and discuss the application of the configuration interaction-based dynamically extended active space procedure, which significantly reduces the effective system size and accelerates the speed of convergence for complicated molecular electronic structures. Our results indicate the importance of taking entanglement among molecular orbitals into account in order to devise an optimal DMRG orbital ordering and carry out efficient calculations on transition metal clusters. Apart from these algorithmic observations, which lead to a recipe for black-box DMRG calculations, our work provides physical understanding of electron correlation in molecular and cluster structures in terms of entropy measures of relevance also to recent work on tensor-network representations of electronic states. We also identify those molecular orbitals which are highly entangled and discuss the consequences for chemical bonding and for the structural transition from an dioxygen binding copper cluster to an bis-oxygen-bridged system with broken O-O bond.

From the 124 responses, 238 individual work scopes were extracted. Thirty-three were associated with a DOE national laboratory, including Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), Idaho National Laboratory (INL), Los Alamos National Laboratory (LANL), Pacific Northwest National Laboratory (PNNL) and Oak Ridge National Laboratory (ORNL). Thirty US universities submitted proposals as well as ten industrial/commercial institutions. Four major R&D areas emerged from the submissions, appearing in more than 15% of the proposed work scopes. These were: nuclear fuel studies, safety and risk analysis, nuclear systems analysis and design and advanced instrumentation and controls. Structural materials for nuclear power plants, used nuclear fuel disposition and various types of systems analysis were also popular, each appearing in more than 10% of the proposals. Nuclear Energy Enabling Technologies (NEET) was the most popular program area with 42% of the proposals referencing the NEET-CTD program. The order of the remaining programs was Fuel Cycle Technologies (FC) at 34%, Nuclear Energy Advanced Modeling and Simulation (NEAMS) at 29% and Reactor Concepts at 17%.

  18. Risk-Informed Safety Margin Characterization (RISMC): Integrated Treatment of Aleatory and Epistemic Uncertainty in Safety Analysis

    The concept of “margin” has a long history in nuclear licensing and in the codification of good engineering practices. However, some traditional applications of “margin” have been carried out for surrogate scenarios (such as design basis scenarios), without regard to the actual frequencies of those scenarios, and have been carried out with in a systematically conservative fashion. This means that the effectiveness of the application of the margin concept is determined in part by the original choice of surrogates, and is limited in any case by the degree of conservatism imposed on the evaluation. In the RISMC project, which is part of the Department of Energy’s “Light Water Reactor Sustainability Program” (LWRSP), we are developing a risk-informed characterization of safety margin. Beginning with the traditional discussion of “margin” in terms of a “load” (a physical challenge to system or component function) and a “capacity” (the capability of that system or component to accommodate the challenge), we are developing the capability to characterize probabilistic load and capacity spectra, reflecting both aleatory and epistemic uncertainty in system response. For example, the probabilistic load spectrum will reflect the frequency of challenges of a particular severity. Such a characterization is required if decision-making is to be informed optimally. However, in order to enable the quantification of probabilistic load spectra, existing analysis capability needs to be extended. Accordingly, the INL is working on a next-generation safety analysis capability whose design will allow for much more efficient parameter uncertainty analysis, and will enable a much better integration of reliability-related and phenomenology-related aspects of margin.

    The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global-change data and information analysis center of the Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has--since its inception in 1982--enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including concentrations of carbon dioxide (CO{sub 2}) and other radiatively active gases in the atmosphere; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; emissions of CO{sub 2} and other trace gases to the atmosphere; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea level. CDIAC is located within the Environmental Sciences Division (ESD) at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. CDIAC is co-located with ESD researchers investigating global-change topics, such as the global carbon cycle and the effects of carbon dioxide on vegetation. CDIAC staff are also connected with current ORNL research on related topics, such as renewable energy and supercomputing technologies. CDIAC is supported by the Environmental Sciences Division (Jerry Elwood, Acting Director) of DOE's Office of Biological and Environmental Research. CDIAC's FY 1999 budget was 2.2M dollars.     The structure and biological properties of RNAs are a function of changing cellular conditions, but comprehensive, simultaneous investigation of the effect of multiple interacting environmental variables is not easily achieved. We have developed an efficient, high-throughput method to characterize RNA structure and thermodynamic stability as a function of multiplexed solution conditions using Frster resonance energy transfer (FRET). In a single FRET experiment using conventional quantitative PCR instrumentation, 19,400 conditions of MgCl2, ligand and temperature are analysed to generate detailed empirical conformational and stability landscapes of the cyclic diguanylate (c-di-GMP) riboswitch. This method allows rapid comparison of RNA structure modulation by cognate and non-cognate ligands. Landscape analysis reveals that kanamycin B stabilizes a non-native, idiosyncratic conformation of the riboswitch that inhibits c-di-GMP binding. Our research demonstrates that allosteric control of folding, rather than direct competition with cognate effectors, is a viable approach for pharmacologically targeting riboswitches and other structured RNA molecules.

    The purpose of this report is to describe the basis for and present the results of a value of information analysis (VOIA) for the Pahute Mesa underground test area of the Nevada Test Site (NTS), one of several areas of the Nevada Test Site used for underground nuclear testing in the past. The value of information analysis was used to evaluate and compare potential characterization options at the Pahute Mesa underground test area for site remediation purposes. Thirty six characterization options were evaluated, ranging from a single, inexpensive study using existing data and intended to address a single question or uncertainty, to a forty-million-dollar suite of activities designed to collect and analyze new information to address multiple uncertainties. The characterization options were compared and ranked based on how effective the experts though the information collection would be in reducing uncertainties, how this effected the distance to contaminant boundary, and the cost of the option.

    During the fourth reporting period, the project team investigated the Non-Selective Catalytic Reduction technologies that are in use on rich-burn four-stroke cycle engines. Several engines were instrumented and data collected to obtain a rich set of engine emissions and performance data. During the data collection, the performance of the catalyst under a variety of operating conditions was measured. This information will be necessary to specify a set of sensors that can then be used to reliably implement NSCRs as plausible technologies to reduce NOx emissions for four-stroke cycle engines used in the E&P industry. A complete summary all the technologies investigated to data is included in the report. For each technology, the summary includes a description of the process, the emission reduction that is to be expected, information on the cost of the technology, development status, practical considerations, compatibility with other air pollutant control technologies, and any references used to obtain the information.

    As risk-informed applications (RIAs) are actively implanted in the nuclear industry, an issue associated with technical adequacy of Probabilistic Safety Assessment (PSA) arises in its modeling and data sourcing. In Korea, PSA for all Korean NPPs has been completed and KHNP(Korea Hydro and Nuclear Power Plant Company) developed the database called the Plant Reliability Data Information System (PRinS). It has several characteristics that distinguish it from other database system such as NPRDs (INPO,1994), PRIS (IAEA), and SRDF (EdF). This database has the function of systematic data management such as automatic data-gathering, periodic data deposition and updating, statistical analysis including Bayesian method, and trend analysis of failure rate or unavailability. In recent PSA for CANDU reactor, the component failure data of EPRI ALWR URD and Component Reliability Database were preferentially used as generic data set. The error factor for most component failure data was estimated by using the information NUREG/CR-4550 and NUREG/CR-4639. Also, annual trend analysis was performed for the functional losses of components using the statistical analysis and chart module of PRinS. Furthermore, the database has been updated regularly and maintained as a living program to reflect the current status. This paper presents the failure data analysis using PRinS which provides Bayesian analysis on main components in the CANDU reactor. (authors)

  13. Cost-Effective Reciprocating Engine Emissions Control and Monitoring for E&P Field and Gathering Engines

    This final report describes a project intended to identify, develop, test, and commercialize emissions control and monitoring technologies that can be implemented by E&P operators to significantly lower their cost of environmental compliance and expedite project permitting. Technologies were installed and tested in controlled laboratory situations and then installed and tested on field engines based on the recommendations of an industry-based steering committee, analysis of installed horsepower, analysis of available emissions control and monitoring technologies, and review of technology and market gaps. The industry-recognized solution for lean-burn engines, a low-emissions-retrofit including increased airflow and pre-combustion chambers, was found to successfully control engine emissions of oxides of nitrogen (NO{sub X}) and carbon monoxide (CO). However, the standard non-selective catalytic reduction (NSCR) system recognized by the industry was found to be unable to consistently control both NO{sub X} and CO emissions. The standard NSCR system was observed to produce emissions levels that changed dramatically on a day-to-day or even hour-to-hour basis. Because difficulties with this system seemed to be the result of exhaust gas oxygen (EGO) sensors that produced identical output for very different exhaust gas conditions, models were developed to describe the behavior of the EGO sensor and an alternative, the universal exhaust gas oxygen (UEGO) sensor. Meanwhile, an integrated NSCR system using an advanced, signal-conditioned UEGO sensor was tested and found to control both NO{sub X} and CO emissions. In conjunction with this project, advanced monitoring technologies, such as Ion Sense, and improved sensors for emissions control, such as the AFM1000+ have been developed and commercialized.

    This report presents the rationale for adopting a recommended characterization strategy that uses a risk-based decision-making framework for managing the Tank Waste Characterization program at Hanford. The risk-management/value-of-information (VOI) strategy that is illustrated explicitly links each information-gathering activity to its cost and provides a mechanism to ensure that characterization funds are spent where they can produce the largest reduction in risk. The approach was developed by tailoring well-known decision analysis techniques to specific tank waste characterization applications. This report illustrates how VOI calculations are performed and demonstrates that the VOI approach can definitely be used for real Tank Waste Remediation System (TWRS) characterization problems.

    The United States Department of Energy is sponsoring the Light Water Reactor Sustainability program, which has the overall objective of supporting the near-term and the extended operation of commercial nuclear power plants. One key research and development (R&D) area in this program is the Risk-Informed Safety Margin Characterization pathway, which combines probabilistic risk simulation with thermohydraulic simulation codes to define and manage safety margins. The R&D efforts to date, however, have not included robust simulations of human operators, and how the reliability of human performance or lack thereof (i.e., human errors) can affect risk-margins and plant performance. This paper describes current and planned research efforts to address the absence of robust human reliability simulations and thereby increase the fidelity of simulated accident scenarios.

    Face haulage equipment used in conjunction with continuous miners (shuttle cars, diesel haulers, battery scoops, and bridge conveyors) was investigated by recording section delay reports for computer analysis to determine the effect of haulage equipment failures and downtime on productivity, pinpoint the causes of machine failures and downtime, and develop the possible design and operational changes required to reduce machine failures and downtime and increase section productivity. For the mobile vehicle type of haulage (shuttle car, diesel hauler, and battery scoop) failure of one unit in multiple unit haulage operations would not normally stop section production. Bridge conveyors as a haulage system provide continuous haulage of section production but when any part of the bridge system fails, the section production is stopped. In the course of this program, it was determined through the use of daily section shift reports on 200 machines that face haulage equipment is responsible for about 40 to 56 minutes of lost section production time per shift. The most prevalent failure for shuttle cars was found to be the trailing cable umbilical. Bridge conveyors had the most trouble with the conveyor subsystem. Discussions of these and other recorded failures are developed with possible solutions outlined for future implementation. This report only covers the face haulage element of the continuous miner system. Companion reports were developed for the continuous miner and roof bolter elements under separate task orders.

    The Boiler and Pressure Vessel Code (BPVC) of the American Society of Mechanical Engineers (ASME) has introduced a risk based approach into Section XI that covers Rules for Inservice Inspection of Nuclear Power Plant Components. The risk based approach requires application of the probabilistic risk assessments (PRA). Because no industry consensus standard existed for PRAs, ASME has developed a standard to evaluate the quality level of an available PRA needed to support a given risk based application. The paper describes the PRA standard, Section XI application of PRAs, and plans for broader applications of PRAs to other ASME nuclear codes and standards. The paper addresses several specific topics of interest to Section XI. Important consideration are special methods (surrogate components) used to overcome the lack of PRA treatments of passive components in PRAs. The approach allows calculations of conditional core damage probabilities both for component failures that cause initiating events and failures in standby systems that decrease the availability of these systems. The paper relates the explicit risk based methods of the new Section XI code cases to the implicit consideration of risk used in the development of Section XI. Other topics include the needed interactions of ISI engineers, plant operating staff, PRA specialists, and members of expert panels that review the risk based programs.

    The CHG Chief Information Officer (CIO) requested a study of alternatives to the current business system computing environment. This Business Systems Planning (BSP) Project Alternatives Analysis document presents an analysis of the current Project Controls, Work Management, and Business Management systems environment and alternative solutions that support the business functions. The project team has collected requirements and priorities from stakeholders in each business area and documented them in the BSP System Requirements Specification (SRS), RPP-6297. The alternatives analysis process identifies and measures possible solutions in each of the business process areas against the requirements as documented in the SRS. The team gathered input from both internal and external sources to identify and grade the possible solutions. This document captures the results of that activity and recommends a suite of software products. This study was to select the best product based on how well the product met the requirements, not to determine the platform or hardware environment that would be used. Additional analysis documentation can be found in BSP project files.

  5. Common problems in the elicitation and analysis of expert opinion affecting probabilistic safety assessments

    Expert opinion is frequently used in probabilistic safety assessment (PSA), particularly in estimating low probability events. In this paper, we discuss some of the common problems encountered in eliciting and analyzing expert opinion data and offer solutions or recommendations. The problems are: that experts are not naturally Bayesian. People fail to update their existing information to account for new information as it becomes available, as would be predicted by the Bayesian philosophy; that experts cannot be fully calibrated. To calibrate experts, the feedback from the known quantities must be immediate, frequent, and specific to the task; that experts are limited in the number of things that they can mentally juggle at a time to 7 {plus minus} 2; that data gatherers and analysts can introduce bias by unintentionally causing an altering of the expert's thinking or answers; that the level of detail the data, or granularity, can affect the analyses; and the conditioning effect poses difficulties in gathering and analyzing of the expert data. The data that the expert gives can be conditioned on a variety of factors that can affect the analysis and the interpretation of the results. 31 refs.
