    This DOE guidelines sets forth policy and procedures to ensure and maximize the quality, utility, objectivity, and integrity of the information that DOE disseminates to members of the public. DOE has prepared this final report pursuant to OMB government-wide guidelines under section 515 of the Treasury and General Government Appropriations Act for Fiscal Year 2001.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

    The workshop was held to discuss the status of marketing ocean energy information and to develop an understanding of information needs and how to satisfy them. Presentations were made by the Solar Energy Research Institute (SERI) staff and media consultants about the effective use of audio-visual and print products, the mass media, and audience needs. Industry and government representatives reported on current efforts in each of their communication programs and outlined future plans. Four target audiences (DOE contractors, researchers, influencers, and general public) were discussed with respect to developing priorities for projects to enhance the commercialization of ocean energy technology.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    Quality achievement for the National Ignition Facility (NIF) and the National Ignition Campaign (NIC) is the responsibility of the NIF Projects line organization as described in the NIF and Photon Science Directorate Quality Assurance Plan (NIF QA Plan). This Software Quality Assurance Plan (SQAP) is subordinate to the NIF QA Plan and establishes quality assurance (QA) activities for the software subsystems within Controls and Information Systems (CIS). This SQAP implements an activity level software quality assurance plan for NIF Projects as required by the LLNL Institutional Software Quality Assurance Program (ISQAP). Planned QA activities help achieve, assess, and maintain appropriate quality of software developed and/or acquired for control systems, shot data systems, laser performance modeling systems, business applications, industrial control and safety systems, and information technology systems. The objective of this SQAP is to ensure that appropriate controls are developed and implemented for management planning, work execution, and quality assessment of the CIS organization's software activities. The CIS line organization places special QA emphasis on rigorous configuration control, change management, testing, and issue tracking to help achieve its quality goals.

    Purpose: The Internet is widely used by patients to source health care-related information. We sought to analyse the quality of information available on the Internet about uterine artery embolization (UAE). Materials and Methods: We searched three major search engines for the phrase 'uterine artery embolization' and compiled the top 50 results from each engine. After excluding repeated sites, scientific articles, and links to documents, the remaining 50 sites were assessed using the LIDA instrument, which scores sites across the domains of accessibility, usability, and reliability. The Fleisch reading ease score (FRES) was calculated for each of the sites. Finally, we checked the country of origin and the presence of certification by the Health On the Net Foundation (HONcode) as well as their effect on LIDA and FRES scores.ResultsThe following mean scores were obtained: accessibility 48/60 (80%), usability 42/54 (77%), reliability 20/51 (39%), total LIDA 110/165 (67%), and FRES 42/100 (42%). Nine sites had HONcode certification, and this was associated with significantly greater (p < 0.05) reliability and total LIDA and FRES scores. When comparing sites between United Kingdom and United States, there was marked variation in the quality of results obtained when searching for information on UAE (p < 0.05). Conclusion: In general, sites were well designed and easy to use. However, many scored poorly on the reliability of their information either because they were produced in a non-evidence-based way or because they lacking currency. It is important that patients are guided to reputable, location-specific sources of information online, especially because prominent search engine rank does not guarantee reliability of information.

    The utility of three operational satellite remote sensing systems, namely, the Landsat Thematic Mapper (TM), the SPOT High Resolution Visible (HRV) sensors and the NOAA Advanced Very High Resolution Radiometer (AVHRR), were evaluated as a means of estimating water quality and surface temperature. Empirical calibration through linear regression techniques was used to relate near-simultaneously acquired satellite radiance/reflectance data and water quality observations obtained in Green Bay and the nearshore waters of Lake Michigan. Four dates of TM and one date each of SPOT and AVHRR imagery/surface reference data were acquired and analyzed. Highly significant relationships were identified between the TM and SPOT data and secchi disk depth, nephelometric turbidity, chlorophyll a, total suspended solids (TSS), absorbance, and surface temperature (TM only). The AVHRR data were not analyzed independently but were used for comparison with the TM data. Calibrated water quality image maps were input to a PC-based raster GIS package, EPPL7. Pattern interpretation and spatial analysis techniques were used to document the circulation dynamics and model mixing processes in Green Bay. A GIS facilitates the retrieval, query and spatial analysis of mapped information and provides the framework for an integrated operational monitoring system for the Great Lakes.

    The environmental impact assessment (EIA) has been a tool for decision makers since the enactment of the National Environmental Policy Act (NEPA). Since that time, few analyses have been performed to verify the quality of information and content within EIAs. High quality information within assessments is vital in order for decision makers, stake holders, and the public to understand the potential impact of proposed actions on the ecosystem and wildlife species. Low quality information has been a major cause for litigation and economic loss. Since 1999, wind energy development has seen an exponential growth with unknown levels of impact on wildlife species, in particular bird and bat species. The purpose of this article is to: (1) develop, validate, and apply a quantitative index to review avian/bat assessment quality for wind energy EIAs; and (2) assess the trends and status of avian/bat assessment quality in a sample of wind energy EIAs. This research presents the development and testing of the Avian and Bat Assessment Quality Index (ABAQI), a new approach to quantify information quality of ecological assessments within wind energy development EIAs in relation to avian and bat species based on review areas and factors derived from 23 state wind/wildlife siting guidance documents. The ABAQI was tested through a review of 49 publicly available EIA documents and validated by identifying high variation in avian and bat assessments quality for wind energy developments. Of all the reviewed EIAs, 66% failed to provide high levels of preconstruction avian and bat survey information, compared to recommended factors from state guidelines. This suggests the need for greater consistency from recommended guidelines by state, and mandatory compliance by EIA preparers to avoid possible habitat and species loss, wind energy development shut down, and future lawsuits. - Highlights: Black-Right-Pointing-Pointer We developed, validated, and applied a quantitative index to review avian/bat assessment quality for wind energy EIAs. Black-Right-Pointing-Pointer We assessed the trends and status of avian/bat assessment quality in a sample of wind energy EIAs.     The purpose of this project was to study how farmers manage anaerobic digesters on three New York State dairy farms. Two years of data collected were from both plug-flow and tower-type mixed-flow digesters at regular intervals over a three-year period revealed that the financial return from the energy produced by a biogass system in the late 1980`s is marginal. Little difficulty was experienced in operation of the anaerobic digester; however, several farms utilizing congeneration to convert biogas into electricity and heat suffered from not applying maintenance to the congenerator in a timely fashion.

    During 1994, EIA`s main goal was to assure its data and analyses were of the highest quality, relevant to its customers` needs, and easily accessible. Efforts to ensure product relevance and quality consisted of conducting new or modified surveys, issuing new information products, revising existing products to include data and analyses desired by EIA`s customers, and eliminating products that no longer meet customer needs. Efforts to improve access to energy information consisted of several electronic dissemination initiatives, including Internet services, the Energy Information Highway, and the Energy Emergency Notebook. These activities are discussed in detail in the first two sections of this report.     Over the past three years, the GIS and Computer Modeling (GCM) Group at Oak Ridge National Laboratory (ORNL), has been engaged in creating a very comprehensive geospatial data base for Department of Energy (DOE) installations managed by the DOE Oak Ridge Operations Office (DOE-ORO). This effort encompasses topographic, planimetric, land use/land cover, flood plain, digital elevation, and digital imagery data for the Oak Ridge Reservation (ORR) and surrounding areas. The ORR covers approximately 34,800 acres and includes ORNL, the K-25 Site and the Y-12 Plant. The geographic extent of the Base Mapping and Imagery Project covers the ORR and surrounding area and two other DOE plants (Portsmouth, Ohio and Paducah, Kentucky) for a total of 166,000 acres. The resulting data represent a major improvement in the spatial accuracy and currency of data which are used as a foundation for environmental restoration, facility studies, and other GIS data applications. A GIS data server was also created in order to store and disseminate the new basemapping data. This paper describes the history of the Base Mapping and Imagery Project with emphasis on the logistical aspects of data quality assessment. data tracking, and data product work flow for a large comprehensive spatial data base. The paper then describes the evolution of the GIS data server including its design from an FTP server to a NetScape-based World Wide Web interface. This combination of data and data access provides the ORR environmental community with a carefully configured and managed GIS dataset.

    A 59-year old man with alcohol related cirrhosis and portal hypertension was referred for transjugular intrahepatic portosystemic shunt (TIPS) to treat his refractory ascites. Ten years later, two sequential TIPS revisions were performed for shunt stenosis and recurrent ascites. After these revisions, he returned with increased serum pancreatic enzyme levels and disseminated superficial fat necrosis; an iatrogenic pancreaticoportal vein fistula caused by disruption of the pancreatic duct was suspected. The bare area of the TIPS was subsequently lined with a covered stent-graft, and serum enzyme levels returned to baseline. In the interval follow-up period, the patient has clinically improved.

    Dissemination of battlespace information involves getting information to particular warfighters that is both useful and in a form that facilitates the tasks of those particular warfighters. There are two issues which motivate this problem of dissemination. The first issue deals with disseminating pertinent information to a particular warfighter. This can be thought of as information suppression. The second issue deals with facilitating the use of the information by tailoring the computer interface to the specific tasks of an individual warfighter. This can be thought of as interface complexity suppression. This paper presents a framework for suppressing information using an object-based knowledge representation methodology. This methodology has the ability to represent knowledge and information in multiple perspectives. Information can be suppressed by creating a perspective specific to an individual warfighter. In this way, only the information pertinent and useful to a warfighter is made available to that warfighter. Information is not removed, lost, or changed, but spread among multiple perspectives. Interface complexity is managed in a similar manner. Rather than have one generalized computer interface to access all information, the computer interface can be divided into interface elements. Interface elements can then be selected and arranged into a perspective-specific interface. This is done in a manner to facilitate completion of tasks contained in that perspective. A basic battlespace domain containing ground and air elements and associated warfighters is used to exercise the methodology.

    The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not only NWC part information but also includes technical reference data for over 25 Million electronic and electromechanical commercial and military parts via a data subscription. With the capabilities added to the system through this project, eCIS provides decision support, parts list/BOM analysis, editing, tracking, workflows, reporting, and history/legacy information integrating manufacturer reference, company technical, company business, and design data.

    Once again, the most recent fiscal year was a productive one for the Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), as well as a year for change. The FY 1998 in Review section in this report summarizes quite a few new and updated data and information products, and the ''What's Coming in FY 1999'' section describes our plans for this new fiscal year. During FY 1998, CDIAC began a data-management system for AmeriFlux, a long-term study of carbon fluxes between the terrestrial biosphere of the Western Hemisphere and the atmosphere. The specific objectives of AmeriFlux are to establish an infrastructure for guiding, collecting, synthesizing, and disseminating long-term measurements of CO{sub 2}, water, and energy exchange from a variety of ecosystems; collect critical new information to help define the current global CO{sub 2} budget; enable improved predictions of future concentrations of atmospheric CO{sub 2}; and enhance understanding of carbon fluxes. Net Ecosystem Production (NEP), and carbon sequestration in the terrestrial biosphere. The data-management system, available from CDIAC'S AmeriFlux home page (http://cdiac.esd.ornl.gov/programs/ameriflux/ ) is intended to provide consistent, quality-assured, and documented data across all AmeriFlux sites in the US, Canada, Costa Rica, and Brazil. It is being developed by Antoinette Brenkert and Tom Boden, with assistance from Susan Holladay (who joined CDIAC specifically to support the AmeriFlux data-management effort).

These agreements will allow a systematic compilation of information on environmental contamination problems in Russia that can be included in DOE`s environmental information systems. A computer hardware and software system has been loaned to Russian scientists by the DOE for the sharing of environmental software and data, while establishing standards for future information networks.

    The avalanche of data from scientific instruments and the ensuing interest from geographically distributed users to analyze and interpret it accentuates the need for efficient data dissemination. A suitable data distribution scheme will find the delicate balance between conflicting requirements of minimizing transfer times, minimizing the impact on the network, and uniformly distributing load among participants. We identify several data distribution techniques, some successfully employed by today's peer-to-peer networks: staging, data partitioning, orthogonal bandwidth exploitation, and combinations of the above. We use simulations to explore the performance of these techniques in contexts similar to those used by today's data-centric scientific collaborations and derive several recommendations for efficient data dissemination. Our experimental results show that the peer-to-peer solutions that offer load balancing and good fault tolerance properties and have embedded participation incentives lead to unjustified costs in today's scientific data collaborations deployed on over-provisioned network cores. However, as user communities grow and these deployments scale, peer-to-peer data delivery mechanisms will likely outperform other techniques.

    The goal of this project was to help develop technology and a unified structure to access and disseminate information related to the Bonneville Power Administration's fish and wildlife responsibility in the Pacific Northwest. BPA desires to increase access to, and exchange of, information produced by the Environment Fish, and Wildlife Group in concert with regional partners. Historically, data and information have been managed through numerous centralized, controlled information systems. Fisheries information has been fragmented and not widely exchanged. Where exchange has occurred, it often is not timely enough to allow resource managers to effectively use the information to guide planning and decision making. This project (and related projects) have successfully developed and piloted a network-based infrastructure that will serve as a vehicle to transparently connect existing information systems in a manner that makes information exchange efficient and inexpensive. This project was designed to provide a mechanism to help BPA address measures in the Northwest Power Planning Council's (NPPC) Fish and Wildlife program: 3.2H Disseminate Research and Monitoring Information and 5.1A.5 manage water supplies in accordance with the Annual Implementation Work Plan. This project also provided resources that can be used to assist monitoring and evaluation of the Program.

    Climate is defined by the Glossary of Meteorology as the mean of atmospheric variables over a period of time ranging from as short as a few months to multiple years and longer. Although the term climate is often used to refer to long-term weather statistics, the broader definition of climate is the time evolution of a system consisting of the atmosphere, hydrosphere, lithosphere, and biosphere. Physical, chemical, and biological processes are involved in interactions among the components of the climate system. Vegetation, soil moisture, and glaciers are part of the climate system in addition to the usually considered temperature and precipitation (Pielke, 2008). Climate change refers to any systematic change in the long-term statistics of climate elements (such as temperature, pressure, or winds) sustained over several decades or longer. Climate change can be initiated by external forces, such as cyclical variations in the Earth's solar orbit that are thought to have caused glacial and interglacial periods within the last 2 million years (Milankovitch, 1941). However, a linear response to astronomical forcing does not explain many other observed glacial and interglacial cycles (Petit et al., 1999). It is now understood that climate is influenced by the interaction of solar radiation with atmospheric greenhouse gasses (e.g., carbon dioxide, chlorofluorocarbons, methane, nitrous oxide, etc.), aerosols (airborne particles), and Earth's surface. A significant aspect of climate are the interannual cycles, such as the El Nino La Nina cycle which profoundly affects the weather in North America but is outside the scope of weather forecasts. Some of the most significant advances in understanding climate change have evolved from the recognition of the influence of ocean circulations upon the atmosphere (IPCC, 2007). Human activity can affect the climate system through increasing concentrations of atmospheric greenhouse gases, air pollution, increasing concentrations of aerosol, and land alteration. A particular concern is that atmospheric levels of CO{sub 2} may be rising faster than at any time in Earth's history, except possibly following rare events like impacts from large extraterrestrial objects (AMS, 2007). Atmospheric CO{sub 2} concentrations have increased since the mid-1700s through fossil fuel burning and changes in land use, with more than 80% of this increase occurring since 1900. The increased levels of CO{sub 2} will remain in the atmosphere for hundreds to thousands of years. The complexity of the climate system makes it difficult to predict specific aspects of human-induced climate change, such as exactly how and where changes will occur, and their magnitude. The Intergovernmental Panel for Climate Change (IPCC) was established by World Meteorological Organization (WMO) and the United Nations in 1988. The IPCC was tasked with assessing the scientific, technical and socioeconomic information needed to understand the risk of human-induced climate change, its observed and projected impacts, and options for adaptation and mitigation. The IPCC concluded in its Fourth Assessment Report (AR4) that warming of the climate system is unequivocal, and that most of the observed increase in globally averaged temperatures since the mid-20th century is very likely due to the observed increased in anthropogenic greenhouse gas concentrations (IPCC, 2007).

This appendix establishes quality assurance requirements for the design, construction, and operation of those structures, systems, and components (SSC) that perform safety-related functions. The activities affecting safety-related SSC functions include designing, purchasing, fabricating, and so forth, Title 10 CFR 50.65 established requirements to ensure that the maintenance activities conducted by licensees are effective.     The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine. Therefore, a need exists for the remote sensing of steam quality.

    Innovative strategies for effective basin-scale salinity management have been developed in the Hunter River Basin of Australia and more recently in the San Joaquin River Basin of California. In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

    A complex geology lies beneath the Hanford Site of southeastern Washington State. Within this geology is a challenging large-scale environmental cleanup project. Geologic and contaminant transport information generated by several U.S. Department of Energy contractors must be documented in geologic graphics clearly, consistently, and accurately. These graphics must then be disseminated in formats readily acceptable by general graphics and document producing software applications.     The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEA quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective. Specific goals outlined for the CEA mercury program included the following: (1) Improve emission inventories and develop management options through an intensive 2-year coal-, ash-, and stack-sampling program; (2) Promote effective stack testing through the development of guidance material and the support of on-site training on the Ontario Hydro method for employees, government representatives, and contractors on an as-needed basis; (3) Strengthen laboratory analytical capabilities through analysis and quality assurance programs; and (4) Create and maintain an information clearinghouse to ensure that all parties can keep informed on global mercury research and development activities.

(DEI), a subsidiary of Paraho Development Corporation, demostrated the Paraho technology for surface oil shale retorting at Anvil Points, Colorado. A considerable amount of environmentally-related research was also conducted. This body of data represents the most comprehensive environmental data base relating to surface retorting that is currently available. In order to make this information available, the DOE Office of Environment has undertaken to compile, assemble, and publish this environmental data. The compilation has been prepared by DEI.     For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

    The IAEA continues to assess, develop, and test recommendations for strengthening the cost effectiveness of safeguards. The IAEA`s investigation has focused on ways to increase Agency access to data, including access to sites and site data, export/import data, environmental data, open-source data, and other expanded data sources. Although the acquisition of this raw data is essential to strengthening safeguards, the effectiveness of the system is going to be judged by what the Agency does with the data once they have acquired it. Therefore, the IAEA must have the capability to organize, analyze and present the data in a timely manner for internal management evaluation and external dissemination. The United States Department of Energy has established a Safeguards Information Management Systems (SIMS) Initiative to provide support and equipment which will improve the IAEA`s capability to utilize this expanded data to analyze State`s nuclear activities. This paper will present views on steps to improve information analysis and discuss the status of actions undertaken by the SIMS initiative.

    Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapoconcentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success. The paper provides a retrospective on the contentious planning process and offers suggestions as to how the technical and institutional issues could have been resolved faster through early adoption of some of the core principles of sound EDSS design.

There was no new significant air quality legislation, but a number of lawsuits raised questions about State Implementation Plans, prevention of significant deterioration, the Clean Air Act Amendments, new source performance standards, and motor vehicle emissions. Efforts to increase coal utilization emphasized implementation of the Power Plant and Industrial Fuel Use Act of 1978 and the Surface Mining Program. New legislation protects certain forest products from exploitation and exportation. Forest-related lawsuits focused on the RARE II process. Land-use legislation modified credit assistance to coastal zones and the language of interstate land sales, established a new agency to consolidate flood-insurance programs, and added protection to archaeological resources. Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.     The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Human biospecimens are subject to a number of different collection, processing, and storage factors that can significantly alter their molecular composition and consistency. These biospecimen preanalytical factors, in turn, influence experimental outcomes and the ability to reproduce scientific results. Currently, the extent and type of information specific to the biospecimen preanalytical conditions reported in scientific publications and regulatory submissions varies widely. To improve the quality of research utilizing human tissues it is critical that information regarding the handling of biospecimens be reported in a thorough, accurate, and standardized manner. The Biospecimen Reporting for Improved Study Quality (BRISQ) recommendations outlined herein are intended to apply to any study in which human biospecimens are used. The purpose of reporting these details is to supply others, from researchers to regulators, with more consistent and standardized information to better evaluate, interpret, compare, and reproduce the experimental results. The BRISQ guidelines are proposed as an important and timely resource tool to strengthen communication and publications around biospecimen-related research and help reassure patient contributors and the advocacy community that the contributions are valued and respected.

    This project was concerned with the development of process design and control strategies for improving energy efficiency, product quality, and productivity in the process industries. In particular, (i) the resilient design and control of chemical reactors, and (ii) the operation of complex processing systems, was investigated. Specific topics studied included new process modeling procedures, nonlinear controller designs, and control strategies for multiunit integrated processes. Both fundamental and immediately applicable results were obtained. The new design and operation results from this project were incorporated into computer-aided design software and disseminated to industry. The principles and design procedures have found their way into industrial practice.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices. The toolkit has been developed to address the interests of three groups: electric power users, utilities, and regulators. The report will also serve to support activities to develop and share information among industry and regulatory participants about critical resources and practices. The toolkit has been developed by investigating the status of indices and definitions, surveying utility organizations on information sharing, and preparing summaries of reliability standards and monitoring requirements--the issues, needs, work under way, existing standards, practices and guidelines--for the following three classifications: (1) terms and definitions of reliability; (2) power quality standards, guidelines, and measurements; and (3) activities and organizations developing and sharing information on distribution reliability. As these synopses of reliability measurement practices are provided, it must be noted that an economic penalty may be associated with requiring too high a reliability level from the distribution system for all customers. It may be appropriate for the distribution system to supply only some base, generally accepted level of reliability. This base level would be adequate for the majority of customers. Users who need a higher level may find it economical to supply using distributed energy resources (DER) and other local solutions to reliability and power quality needs. Local solutions implemented by the customer may be the most cost-effective method for addressing the more stringent needs of a digital economy. These local solutions include energy storage, small distributed generators, and microgrids. This report also considers the market's role in addressing reliability issues and requirements. The customer's needs are discussed in view of issues such as power quality requirements of digital electronic equipment, the cost of outages, the cost of storage and new infrastructure, and natural gas prices. The market role in addressing these issues and requirements is explored. The economic considerations associated with the reliability issues are discussed, as well as the levels at which these economic decisions could be made. Finally, a discussion is provided of the role DER could play in addressing

The guidelines provide a framework for organizing the information, evaluating data, and for carrying out the risk assessment in a scientifically plausible manner.     We developed a patient-specific volumetric-modulated arc therapy (VMAT) optimization procedure using dose-volume histogram (DVH) information from multicriteria optimization (MCO) of intensity-modulated radiotherapy (IMRT) plans. The study included 10 patients with prostate cancer undergoing standard fractionation treatment, 10 patients with prostate cancer undergoing hypofractionation treatment, and 5 patients with head/neck cancer. MCO-IMRT plans using 20 and 7 treatment fields were generated for each patient on the RayStation treatment planning system (clinical version 2.5, RaySearch Laboratories, Stockholm, Sweden). The resulting DVH of the 20-field MCO-IMRT plan for each patient was used as the reference DVH, and the extracted point values of the resulting DVH of the MCO-IMRT plan were used as objectives and constraints for VMAT optimization. Weights of objectives or constraints of VMAT optimization or both were further tuned to generate the best match with the reference DVH of the MCO-IMRT plan. The final optimal VMAT plan quality was evaluated by comparison with MCO-IMRT plans based on homogeneity index, conformity number of planning target volume, and organ at risk sparing. The influence of gantry spacing, arc number, and delivery time on VMAT plan quality for different tumor sites was also evaluated. The resulting VMAT plan quality essentially matched the 20-field MCO-IMRT plan but with a shorter delivery time and less monitor units. VMAT plan quality of head/neck cancer cases improved using dual arcs whereas prostate cases did not. VMAT plan quality was improved by fine gantry spacing of 2 for the head/neck cancer cases and the hypofractionation-treated prostate cancer cases but not for the standard fractionationtreated prostate cancer cases. MCO-informed VMAT optimization is a useful and valuable way to generate patient-specific optimal VMAT plans, though modification of the weights of objectives or constraints extracted from resulting DVH of MCO-IMRT or both is necessary.

    The flame quality indicator concept was developed at BNL specifically to monitor the brightness of the flame in a small oil burner and to provide a ''call for service'' notification when the brightness has changed from its setpoint, either high or low. In prior development work BNL has explored the response of this system to operational upsets such as excess air changes, fouled atomizer nozzles, poor fuel quality, etc. Insight Technologies, Inc. and Honeywell, Inc. have licensed this technology from the U.S. Department of Energy and have been cooperating to develop product offerings which meet industry needs with an optimal combination of function and price. Honeywell has recently completed the development of the Flame Quality Monitor (FQM or Honeywell QS7100F). This is a small module which connects via a serial cable to the burners primary operating control. Primary advantages of this approach are simplicity, cost, and ease of installation. Call-for-service conditions are output in the form of front panel indicator lights and contact closure which can trigger a range of external communication options. Under this project a field test was conducted of the FQM in cooperation with service organizations in Virginia, Pennsylvania, New Jersey, New York, and Connecticut. At total of 83 field sites were included. At each site the FQM was installed in parallel with another embodiment of this concept--the Insight AFQI. The AFQI incorporates a modem and provides the ability to provide detailed information on the trends in the flame quality over the course of the two year test period. The test site population was comprised of 79.5% boilers, 13.7% warm air furnaces, and 6.8% water heaters. Nearly all were of residential size--with firing rates ranging from 0.6 gallons of oil per hour to 1.25. During the course of the test program the monitoring equipment successfully identified problems including: plugged fuel lines, fouled nozzles, collapsed combustion chambers, and poor fuel pump cut-off. Service organizations can use these early indications to reduce problems and service costs. There were also some ''call-for-service'' indications for which problems were not identified. The test program also showed that monitoring of the flame can provide information on burner run times and this can be used to estimate current oversize factors and to determine actual fuel usage, enabling more efficient fuel delivery procedures.

    ABB Power Plant Laboratories Combustion Engineering, Inc., (ABB CE) and CQ Inc. completed a broad, comprehensive program to demonstrate the economic and environmental benefits of using higher quality U.S. coals for electrical power generation and developed state-of-the-art user-friendly software--Coal Quality Expert (CQE)-to reliably predict/estimate these benefits in a consistent manner. The program was an essential extension and integration of R and D projects performed in the past under U.S. DOE and EPRI sponsorship and it expanded the available database of coal quality and power plant performance information. This software will permit utilities to purchase the lowest cost clean coals tailored to their specific requirements. Based on common interest and mutual benefit, the subject program was cosponsored by the U.S. DOE, EPRI, and eight U.S. coal-burning utilities. In addition to cosponsoring this program, EPN contributed its background research, data, and computer models, and managed some other supporting contracts under the terms of a project agreement established between CQ Inc. and EPRI. The essential work of the proposed project was performed under separate contracts to CQ Inc. by Electric Power Technologies (El?'T), Black and Veatch (B and V), ABB Combustion Engineering, Babcock and Wilcox (B and W), and Decision Focus, Inc. Although a significant quantity of the coals tied in the United States are now cleaned to some degree before firing, for many of these coals the residual sulfur content requires users to install expensive sulfur removal systems and the residual ash causes boilers to operate inefficiently and to require frequent maintenance. Disposal of the large quantities of slag and ash at utility plant sites can also be problematic and expensive. Improved and advanced coal cleaning processes can reduce the sulfur content of many coals to levels conforming to environmental standards without requiring post-combustion desulfurization systems. Also, some coals may be beneficiated or blended to a quality level where significantly less costly desulfurization systems are needed. Coal cleaning processes may also be used to remove the precursors of other troublesome emissions that can be identified now or in the future. An added benefit of coal cleaning and blending is the reduction in concentrations of mineral impurities in the fuel leading to improved performance and operation of the'' boiler in which it is fired. The ash removed during the pre-combustion cleaning process can be more easily and safely disposed of at the mine than at the utility plant after combustion. EPRI's Coal Quality Impact Model (CQIM) has shown that improved fuel quality can result in savings in unit capital and operating costs. This project produced new and improved software to select coal types and specifications resulting in the best quality and lowest cost fuel to meet specific environmental requirements.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energys Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at seven sites outside the NTS, including Ash Meadows National Wildlife Refuge, Sarcobatus Flat, Beatty, Rachel, Caliente, Pahranagat National Wildlife Refuge, and Crater Flat, and at four sites on the NTS. The trailer is stationed at any one site for approximately eight weeks at a time. Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at seven sites outside the NTS, including Ash Meadows National Wildlife Refuge, Sarcobatus Flat, Beatty, Rachel, Caliente, Pahranagat National Wildlife Refuge, and Crater Flat, and at four sites on the NTS. The trailer is stationed at any one site for approximately eight weeks at a time. Letter reports provide summaries of air quality and meteorological data, on completion of each sites sampling program.

    The Division of Risk Analysis (DRA), Office of Nuclear Regulatory Research (RES), must ensure that the quality of the data that feed into its programs follow Office of Management and Budget (OMB) and U.S. Nuclear Regulatory Commission (NRC) guidelines and possibly other standards and guidelines used in nuclear power plant risk analyses. This report documents the steps taken in DRAs Data Quality Improvement project (Job Control Number N6145) to develop a Data Quality Assurance Program Plan. These steps were 1. Conduct a review of data quality requirements 2. Review current data programs, products, and data quality control activities 3. Review the Institute of Nuclear Power Operation (INPO) Equipment Performance and Information Exchange (EPIX) data quality programs and characterize the EPIX data quality and uncertainty 4. Compare these programs, products, and activities against the requirements 5. Develop a program plan that provides assurance that data quality is being maintained. It is expected that the Data Quality Assurance Program Plan will be routinely implemented in all aspects of future data collection and processing efforts and that specific portions will be executed annually to provide assurance that data quality is being maintained.

Groups collaborating on scientific experiments have a need to share information and data.more » This information and data is often represented in the form of files and database entries. In a typical scientific collaboration, there are many different locations where data would naturally be stored. This makes It difficult for collaborators to find and access the information they need. Our goal is to create a lightweight file-sharing system that makes it’easy for collaborators to find and use the data they need. This system must be easy-to-use, easy-to-administer, and secure. Our information-sharing tool uses group communication, in particular the InterGroup protocols, to reliably deliver each query to all of the current participants in a scalable manner, without having to discover all of their identities. We will use the Secure Group Layer (SGL) and Akenti to provide security to the participants of our environment, SGL will provide confldentiality, integrity, authenticity, and authorization enforcement for the InterGroup protocols and Akenti will provide access control to other resources.« less

    The National Geothermal Data System (NGDS) is a Department of Energy funded effort to create a single cataloged source for a variety of geothermal information through a distributed network of databases made available via web services. The NGDS will help identify regions suitable for potential development and further scientific data collection and analysis of geothermal resources as a source for clean, renewable energy. A key NGDS repository or node is located at Southern Methodist University developed by a consortium made up of: SMU Geothermal Laboratory Siemens Corporate Technology, a division of Siemens Corporation Bureau of Economic Geology at the University of Texas at Austin Cornell Energy Institute, Cornell University Geothermal Resources Council MLKay Technologies Texas Tech University University of North Dakota. The focus of resources and research encompass the United States with particular emphasis on the Gulf Coast (on and off shore), the Great Plains, and the Eastern U.S. The data collection includes the thermal, geological and geophysical characteristics of these area resources. Types of data include, but are not limited to, temperature, heat flow, thermal conductivity, radiogenic heat production, porosity, permeability, geological structure, core geophysical logs, well tests, estimated reservoir volume, in situ stress, oil and gas well fluid chemistry, oil and gas well information, and conventional and enhanced geothermal system related resources. Libraries of publications and reports are combined into a unified, accessible, catalog with links for downloading non-copyrighted items. Field notes, individual temperature logs, site maps and related resources are included to increase data collection knowledge. Additional research based on legacy data to improve quality increases our understanding of the local and regional geology and geothermal characteristics. The software to enable the integration, analysis, and dissemination of this teams NGDS contributions was developed by Siemens Corporate Technology.     The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    The Indoor Environment Department at Lawrence Berkeley National Laboratory (LBNL) teamed with seven universities to participate in a Federal Aviation Administration (FAA) Center of Excellence (COE) for research on environmental quality in aircraft. This report describes research performed at LBNL on selecting and evaluating sensors for monitoring environmental quality in aircraft cabins, as part of Project 7 of the FAA's COE for Airliner Cabin Environmental Research (ACER)1 effort. This part of Project 7 links to the ozone, pesticide, and incident projects for data collection and monitoring and is a component of a broader research effort on sensors by ACER. Results from UCB and LBNL's concurrent research on ozone (ACER Project 1) are found in Weschler et al., 2007; Bhangar et al. 2008; Coleman et al., 2008 and Strom-Tejsen et al., 2008. LBNL's research on pesticides (ACER Project 2) in airliner cabins is described in Maddalena and McKone (2008). This report focused on the sensors needed for normal contaminants and conditions in aircraft. The results are intended to complement and coordinate with results from other ACER members who concentrated primarily on (a) sensors for chemical and biological pollutants that might be released intentionally in aircraft; (b) integration of sensor systems; and (c) optimal location of sensors within aircraft. The parameters and sensors were selected primarily to satisfy routine monitoring needs for contaminants and conditions that commonly occur in aircraft. However, such sensor systems can also be incorporated into research programs on environmental quality in aircraft cabins.

This report is in response to section 805(b) of EISA which calls on EIA to submit to Congress the plan established under subsection (a), including a description of any improvements needed to enhance the ability of the Administrator to collect and process energy information in a manner consistent with the needs of energy markets.

    Purpose: The dosimetric aspects of radiation therapy treatment plan quality are usually evaluated and reported with dose volume histogram (DVH) endpoints. For clinical practicality, a small number of representative quantities derived from the DVH are often used as dose endpoints to summarize the plan quality. National guidelines on reference values for such quantities for some standard treatment approaches are often used as acceptance criteria to trigger treatment plan review. On the other hand, treatment prescription and planning approaches specific to each institution warrants the need to report plan quality in terms of practice consistency and with respect to institution-specific experience. The purpose of this study is to investigate and develop a systematic approach to record and characterize the institution-specific plan experience and use such information to guide the design of plan quality criteria. In the clinical setting, this approach will assist in (1) improving overall plan quality and consistency and (2) detecting abnormal plan behavior for retrospective analysis. Methods: The authors propose a self-evolving methodology and have developed an in-house prototype software suite that (1) extracts the dose endpoints from a treatment plan and evaluates them against both national standard and institution-specific criteria and (2) evolves the statistics for the dose endpoints and updates institution-specific criteria. Results: The validity of the proposed methodology was demonstrated with a database of prostate stereotactic body radiotherapy cases. As more data sets are accumulated, the evolving institution-specific criteria can serve as a reliable and stable consistency measure for plan quality and reveals the potential use of the ''tighter'' criteria than national standards or projected criteria, leading to practice that may push to shrink the gap between plans deemed acceptable and the underlying unknown optimality. Conclusions: The authors have developed a rationale to improve plan quality and consistency, by evolving the plan quality criteria from institution-specific experience, complementary to national standards. The validity of the proposed method was demonstrated with a prototype system on prostate stereotactic body radiotherapy (SBRT) cases. The current study uses direct and indirect DVH endpoints for plan quality evaluation, but the infrastructure proposed here applies to general outcome data as well. The authors expect forward evaluation together with intelligent update based on evidence-based learning, which will evolve the clinical practice for improved efficiency, consistency, and ultimately better treatment outcome.

    The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, state, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are: (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory lists some of the Government offices and trade associations that are involved in energy matters. It includes those DOE offices which deal with the public or public information. For the purposes of this publication, each entry has been given a numeric identification symbol. The index found in the back of this publication uses these identification numbers to refer the reader to relevant entries.

    This report presents a summary of the Information Technology and Environmental Decision Making Workshop that was held at Harvard University, October 1-3, 1998. Over sixty participants from across the US took part in discussions that focused on the current practice of using information technology to support environmental decision making and on future considerations of information technology development, information policies, and data quality issues in this area. Current practice is focusing on geographic information systems and visualization tools, Internet applications, and data warehousing. In addition, numerous organizations are developing environmental enterprise systems to integrate environmental information resources. Plaguing these efforts are issues of data quality (and public trust), system design, and organizational change. In the future, much effort needs to focus on building community-based environmental decision-making systems and processes, which will be a challenge given that exactly what needs to be developed is largely unknown and that environmental decision making in this arena has been characterized by a high level of conflict. Experimentation and evaluation are needed to contribute to efficient and effective learning about how best to use information technology to improve environmental decision making.

    A telephone survey was conducted to evaluate the quality of service provided to the primary customers of the Corporate Ergonomics Group (CEG). One hundred clients who received services between October 1993 and June 1994 were asked questions on their expectations, implementation of ergonomic recommendations, follow-ups, time required, productivity improvements, symptom alleviation, and satisfaction. Suggestions on how processes could be improved were also solicited. In general, recommendations are being implemented, worksite evaluations are going smoothly, and customers are satisfied with the process. The CEG was pleased to learn that half of the people who implemented recommendations experienced improvements in productivity, and four out of five symptomatic customers experienced partial or complete relief. Through analysis of the data and by studying clients` suggestions for process improvement, the CEG has developed a strategy for changing and improving current procedures and practices. These plans can be found in the last section of this report.

    The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia. To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards. Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia. The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality. In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous. -- Highlights: Health Impact Assessment framework has been applied to a policy development process. HIA process was evaluated for application in air quality standard setting. Advantages of HIA in the air quality standard setting process are demonstrated.
