Specifically: Certifying at the Silver Performance Level for the ICC 700 standard using either the Prescriptive or Performance Paths will result in a residential building that is more efficient than if the building only complied with the 2009 IECC. Certifying at the Silver level under LEED for Homes standard, including mandatory compliance with ENERGY STAR 2006 and earning two additional energy points will result in a residential building that is more efficient than if the building only complied with the 2009 IECC.

    The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. The standard requires the Department of Energy (DOE) to demonstrate the expected performance of the disposal system using a probabilistic risk assessment or performance assessment (PA). This PA must show that the expected repository performance will not release radioactive material above limits set by the EPA's standard. This assessment must include the consideration of inadvertent drilling into the repository at some future time.

    A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

    The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer?s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer?s natural attenuation capability.     During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio. The SpinTek Centrifugal Membrane System was a unique separation process introduced through the Agreement that is now being used at the Los Alamos National Laboratory. Based on the cost to the USDOE for both technologies and considering their usefulness in cleaning up contaminated sites, no other technologies developed through USDOE provide or have the propensity to provide as great a return on investment and impact on environmental remediation. These technologies alone make the $10.3 million USDOE investment in the WVU Cooperative Agreement a tremendous investment.

    The Nash Draw Brushy Canyon Pool in Eddy County, New Mexico is a field demonstration site in the Department of Energy Class III program. The basic problem at the Nash Draw Pool is the low recovery typically observed in similar Delaware fields. By comparing a control area using standard infill drilling techniques to a pilot area developed using advanced reservoir characterization methods, the goal of the project is to demonstrate that advanced technology can significantly improve oil recovery. During the first year of the project, four new producing wells were drilled, serving as data acquisition wells. Vertical seismic profiles and a 3-D seismic survey were acquired to assist in interwell correlations and facies prediction. Limited surface access at the Nash Draw Pool, caused by proximity of underground potash mining and surface playa lakes, limits development with conventional drilling. Combinations of vertical and horizontal wells combined with selective completions are being evaluated to optimize production performance. Based on the production response of similar Delaware fields, pressure maintenance is a likely requirement at the Nash Draw Pool. A detailed reservoir model of pilot area was developed, and enhanced recovery options, including waterflooding, lean gas, and carbon dioxide injection, are being evaluated.

    Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

Common experiences, problems, and treatment of RCS and other residential audit programs are briefly overviewed, and then the interview findings are discussed on a state-by-state basis for each of the eleven states contacted. The program structure and status are described for each state, including the nonregulated utility programs, unique features, and problems and impacts.     In the recent past, information resource management (IRM) was a neatly separable component of the overall DOE mission, concerned primarily with procuring and implementing automatic data processing (ADP) systems. As the DOE missions have shifted from producing product to managing processes, those clear lines have blurred. Today, IRM is firmly embedded in all aspects of the DOE mission. BCS Richland, Inc., (BCSR) provides IRM for the Hanford Site. The main focus in executing this mission is to meet customer goals by providing high-quality, timely, and cost-effective electronic communication, computing, and information services. Information resources provide the US Department of Energy, Richland Operations Office (RL) and the Hanford Site contractors the ability to generate, store, access, and communicate information quickly, reliably, and cost effectively. BCSR plans, implements, and operates electronic communication, computing and information management systems that enable effective operation of the Hanford Site. Five strategic initiatives to encompass the vision provide guidance and focus to the information technology (IT) direction for developing the BCSR program plan. These strategic initiatives are the program vision and are as follows: primary focus; fast response; accessible information; world class information management infrastructure; powerful desktop. The business directions that guide the development of the BCSR Program Plan are: (1) emphasize providing cost-effective and value-added communication, computing, and information systems products and services to the Site missions; (2) strengthen the alignment of products and services with Site projects and programs and eliminate duplications Sitewide; (3) focus on the effective resolution of critical Site information management (IM) issues.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

The objectives of this task are to: evaluate sorption/desorption measurement methods and develop a standardized measurement procedure; produce a generic data bank of nuclide-geologic interactions using a wide variety of geologic media and groundwaters; perform statistical analysis and synthesis of these data; perform validation studies to compare short-term laboratory studies to long-term in situ behavior; develop a fundamental understanding of sorption/desorption processes; produce x-ray and gamma-emitting isotopes suitable for the study of actinides at tracer concentrations; disseminate resulting information to the international technical community; and provide input data support for repository safety assessment. Conference participants included those subcontracted to WISAP Task 4, representatives and independent subcontractors to the Office of Nuclear Waste Isolation, representatives from other waste disposal programs, and experts in the area of waste/geologic media interaction. Since the meeting, WISAP has been divided into two programs: Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) (modeling efforts) and Waste/Rock Interactions Technology (WRIT) (experimental work). The WRIT program encompasses the work conducted under Task 4. This report contains the information presented at the Task 4, Third Contractor Information Meeting. Technical Reports from the subcontractors, as well as Pacific Northwest Laboratory (PNL), are provided along with transcripts of the question-and-answer sessions. The agenda and abstracts of the presentations are also included. Appendix A is a list of the participants. Appendix B gives an overview of the WRIT program and details the WRIT work breakdown structure for 1980.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    The Fourth Annual Participants' Information Meeting of the Department of Energy Low-Level Waste Management Program was held in Denver, Colorado, August 31 to September 2, 1982. The purpose of the meeting was to report and evaluate technology development funded by the program and to examine mechanisms for technology transfer. The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions. There were two group meetings to review the findings of the technical sessions. The meeting concluded with a plenary summary session in which the major findings of the meeting were addressed. All papers have been abstracted and indexed for the Energy Data Base.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Standard Chlorine of Delaware site in Delaware City, Delaware, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

During this period three new projects have been funded by the Agreement.     The 2012 International Energy Conservation Code (IECC) yields positive benefits for Delaware homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Delaware homeowners will save $10,409 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $616 for the 2012 IECC.

    The objective of this Class III project was demonstrate that reservoir characterization and enhanced oil recovery (EOR) by CO2 flood can increase production from slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico. Phase 1 of the project, reservoir characterization, focused on Geraldine Ford and East Ford fields, which are Delaware Mountain Group fields that produce from the upper Bell Canyon Formation (Ramsey sandstone). The demonstration phase of the project was a CO2 flood conducted in East Ford field, which is operated by Orla Petco, Inc., as the East Ford unit.

    There is an abundance of field data on levels of metals for feathers in a variety of birds, but relatively few data for tissues, especially for migrant species from one location. In this paper we examine the levels of arsenic, cadmium, chromium, lead, manganese, mercury and selenium in muscle, liver, brain, fat and breast feathers from migrant semipalmated sandpipers (Calidris pusilla) collected from Delaware Bay, New Jersey. Our primary objectives were to (1) examine variation as a function of tissue, (2) determine the relationship of metal levels among tissues, and (3) determine the selenium:mercury molar ratio in different tissues since selenium is thought to protect against mercury toxicity. We were also interested in whether the large physiological changes that occur while shorebirds are on Delaware Bay (e.g. large weight gains in 2–3 weeks) affected metal levels, especially in the brain. There were significant differences among tissues for all metals. The brain had the lowest levels of arsenic and cadmium, and was tied for the lowest levels of all other metals except lead and selenium. Correlations among metals in tissues were varied, with mercury levels being positively correlated for muscle and brain, and for liver and breast feathers. Weights vary among individuals at the Delaware Bay stopover, as they arrive light, and gain weight prior to migration north. Bird weight and levels of arsenic, cadmium, and selenium in the brain were negatively correlated, while they were positively correlated for lead. There was no positive correlation for mercury in the brain as a function of body weight. The selenium:mercury molar ratio varied significantly among tissues, with brain (ratio of 141) and fat having the highest ratios, and liver and breast feathers having the lowest. In all cases, the ratio was above 21, suggesting the potential for amelioration of mercury toxicity. - Highlights: • Metal levels were examined for migrant semipalmated sandpipers. • There were differences in metal levels among internal tissues. • Brain had the lowest levels of arsenic and cadmium. • Bird weight and arsenic, cadmium, and selenium levels in brain were negatively correlated. • Selenium:mercury molar ratio varied among tissues (21–141, suggesting protection)

    This document is the Final Report of the Solar Energy System located at the Wilmington, Swim School, New Castle, Delaware. This active solar system is composed of 2,700 square feet of Revere liquid flat plate collectors piped to a 2,800 gallon concrete storage tank located below ground near the building. A micro-computer based control system selects the optimal applications of the stored energy among space, domestic water and pool alternatives. The controlled logic is planned for serving the heat loads in the following order: space heat-new addition, domestic water-entire facility, and pool heating-entire facility. A modified trombe wall passive operation the active system will bypass the areas being served passively. The system was designed for a 40 percent heating and a 30 percent hot water solar contribution.

It provides management and workers at CBRN facilities, parent organization managers responsible for those facilities, and regulatory agencies (governmental and nongovernmental) with guidance on the best practices for protecting information security. The security mitigation approaches presented in this document were chosen because they present generally accepted guidance in an easy-to-understand manner, making it easier for facility personnel to grasp key concepts and envision how security controls could be implemented by the facility.     The US contains numerous hazardous waste sites. Many sites are on private land near operating units of various companies. An effort is being made to determine the conditions under which such sites can be remediated voluntarily. The objective of the project will be to first assess the interest and willingness of industry in the Kanawha River Valley, WV to participate in discussions that would lead toward voluntary cleanup activities. The second will be to implement the activities agreed upon by the interested parties. The project will first involve individual discussions with the industrial, government, and other organized groups in the area. These discussions will help determine the feasibility of organizing voluntary efforts. If the discussions indicate that conditions may be favorable for developing individual or group voluntary cleanup projects, a working group will be convened to establish the environmental goals of the project as well as the technical approach for achieving those goals. The projects for the 1996 WVU Cooperative Agreement are categorized into three task focus areas: Task 1.0 Contaminant Plume Containment and Remediation, Task 2.0 Cross Cutting Innovative Technologies, and Task 3.0 Small Business Support Program.     The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut. Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

    The objective of this Class 3 project was to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Phase 1 of the project, reservoir characterization, was completed this year, and Phase 2 began. The project is focused on East Ford field, a representative Delaware Mountain Group field that produces from the upper Bell Canyon Formation (Ramsey sandstone). The field, discovered in 1960, is operated by Oral Petco, Inc., as the East Ford unit. A CO{sub 2} flood is being conducted in the unit, and this flood is the Phase 2 demonstration for the project.

The standard house, which the builder offers as its standard production house, uses an air source heat pump (ASHP) with supplemental propane furnace heating. The Building America test house uses the same ASHP unit with supplemental heat provided by the DHW heater (a combined DHW and hydronic heating system, where the hydronic heating element is in the air handler). Both houses were occupied during the test period. Results indicate that efficiency of the two heating systems was not significantly different. Three issues dominate these results; lower system design performance resulting from the indoor refrigerant coil selected for the standard house, an incorrectly functioning defrost cycle in the standard house, and the low resolution of the natural gas monitoring equipment. The thermal comfort of both houses fell outside the ASHRAE Standard 55 heating range but was within the ACCA room-to-room temperature range when compared to the thermostat temperature. The monitored DHW draw schedules were input into EnergyPlus to evaluate the efficiency of the tankless hot water heater model using the two monitored profiles and the Building America House Simulation Protocols. The results indicate that the simulation is not significantly impacted by the draw profiles.

    The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania. Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, commercial, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven states overcome obstacles and achieve biomass energy potentials.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy`s Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources` Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources` Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy`s Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was enacted on February 17, 2009, to jumpstart the economy by creating or saving millions of jobs, spurring technological advances in health and science, and investing in the Nation's energy future. The Department of Energy received over $32.7 billion in Recovery Act funding for various science, energy, and environmental programs and initiatives. As of November 2009, the Department had obligated $18.3 billion of the Recovery Act funding, but only $1.4 billion had been spent. The Department's Offices of Energy Efficiency and Renewable Energy, Fossil Energy, Environmental Management, Science, and Electricity Delivery and Energy Reliability received the majority of funding allocated to the Department, about $32.3 billion. Obligating these funds by the end of Fiscal Year 2010, as required by the Recovery Act, and overseeing their effective use in succeeding years, represents a massive workload increase for the Department's programs. The effort to date has strained existing resources. As has been widely acknowledged, any effort to disburse massive additional funding and to expeditiously initiate and complete projects increases the risk of fraud, waste and abuse. It is, therefore, important for the Department's program offices to assess and mitigate these risks to the maximum extent practicable. In this light, we initiated this review as an initial step in the Office of Inspector General's charge to determine whether the Department's major program offices had developed an effective approach for identifying and mitigating risks related to achieving the goals and objectives of the Recovery Act. The Department's program offices included in our review identified risks and planned mitigation strategies that, if successfully implemented and executed, should help achieve the goals and objectives of the Recovery Act. While each office identified risks unique to its respective areas of responsibility, there were a number of risks shared in common. These included the mechanical and substantive requirements related to the award and distribution of funds; program and project performance monitoring; and, program and project execution activities. In particular, the offices self-identified common risks such as: (1) The inability to award and distribute funds in a timely manner to achieve the goals of the Recovery Act; (2) The sufficiency of monitoring procedures and resources to, among other things, prevent and detect fraud, waste and abuse throughout the performance period of financial assistance awards and contracts; and (3) The inherent cost, schedule and performance risks associated with first-of-a-kind, innovative research and demonstration projects. Our review confirmed that the Department had begun to implement a number of strategies designed to mitigate these and other program-specific risks. Our testing, however, identified challenges to the effective implementation of these mitigation strategies that need to be addressed if the Department is to meet the goals and objectives established by the Recovery Act. At the time of our review: (1) Program staffing resources, critical to the success of all other mitigation strategies, remained inadequate both in numbers and qualifications (certifications and training) for positions in procurement and acquisition, project management, and monitoring and oversight functions; (2) Performance measures for achieving Recovery Act goals such as distributing funds in an expeditious manner had not always been established and included in performance plans, and, in financial assistance and contract documents; and (3) Programs had not consistently demonstrated that previously reported deficiencies, identified through audits, inspections, investigations and other oversight activities, had been considered in designing mitigation strategies for the Recovery Act related risks.     Potentially corrosive environments may form on the surface of spent nuclear fuel dry storage canisters by deliquescence of deposited dusts. To assess this, samples of dust were collected from in-service dry storage canisters at two near-marine sites, the Hope Creek and Diablo Canyon storage installations, and have been characterized with respect to mineralogy, chemistry, and texture. At both sites, terrestrially-derived silicate minerals, including quartz, feldspars, micas, and clays, comprise the largest fraction of the dust. Also significant at both sites were particles of iron and iron-chromium metal and oxides generated by the manufacturing process. Soluble salt phases were minor component of the Hope Creek dusts, and were compositionally similar to inland salt aerosols, rich in calcium, sulfate, and nitrate. At Diablo Canyon, however, sea-salt aerosols, occurring as aggregates of NaCl and Mg-sulfate, were a major component of the dust samples. The seasalt aerosols commonly occurred as hollow spheres, which may have formed by evaporation of suspended aerosol seawater droplets, possibly while rising through the heated annulus between the canister and the overpack. The differences in salt composition and abundance for the two sites are attributed to differences in proximity to the open ocean and wave action. The Diablo Canyon facility is on the shores of the Pacific Ocean, while the Hope Creek facility is on the shores of the Delaware River, several miles from the open ocean.

    Safety is central to the design, licensing, operation, and economics of Nuclear Power Plants (NPPs). Consequently, the ability to better characterize and quantify safety margin holds the key to improved decision making about LWR design, operation, and plant life extension. A systematic approach to characterization of safety margins and the subsequent margins management options represents a vital input to the licensee and regulatory analysis and decision making that will be involved. The purpose of the RISMC Pathway R&D is to support plant decisions for risk-informed margins management with the aim to improve economics, reliability, and sustain safety of current NPPs. Goals of the RISMC Pathway are twofold: (1) Develop and demonstrate a risk-assessment method coupled to safety margin quantification that can be used by NPP decision makers as part of their margin recovery strategies. (2) Create an advanced RISMC toolkit that enables more accurate representation of NPP safety margin. This report describes the RISMC methodology demonstration where the Advanced Test Reactor (ATR) was used as a test-bed for purposes of determining safety margins. As part of the demonstration, we describe how both the thermal-hydraulics and probabilistic safety calculations are integrated and used to quantify margin management strategies.

    This report summarizes the work performed by Delmarva Power and Light and its subcontractors in Phase 1 of the US Department of Energy's PV:BONUS Program. The purpose of the program is to develop products and systems for buildings which utilize photovoltaic (N) technology. Beginning with a cooperative research effort with the University of Delaware's Center for Energy and Environmental Policy Research Delmarva Power developed and demonstrated the concept of Dispatchable PV Peak Shaving. This concept and the system which resulted horn the development work are unique from other grid-connected PV systems because it combines a PV, battery energy storage, power conversion and control technologies into an integrated package. Phase 1 began in July 1993 with the installation of a test and demonstration system at Delmarva's Northern Division General Office building near Newark, Delaware. Following initial testing throughout the summer and fall of 1993, significant modifications were made under an amendment to the DOE contract. Work on Phase 1 concluded in the early spring of 1995. Significant progress towards the goal of commercializing the system was made during Phase 1, and is summarized. Based on progress in Phase 1, a proposal to continue the work in Phase 2 was submitted to the US DOE in May 1995. A contract amendment and providing funds for the Phase 2 work is expected in July 1995.

    The objective of this Class III project is to demonstrate that detailed reservoir characterization of clastic reservoirs in basinal sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost-effective way to recover more of the original oil in place by strategic infill-well placement and geologically based field development. Reservoirs in the Delaware Mountain Group have low producibility (average recovery <14 percent of the original oil in place) because of a high degree of vertical and lateral heterogeneity caused by depositional processes and post-depositional diagenetic modification. Detailed correlations of the Ramsey sandstone reservoirs in Geraldine Ford field suggest that lateral sandstone continuity is less than interpreted by previous studies. The degree of lateral heterogeneity in the reservoir sandstones suggests that they were deposited by eolian-derived turbidites. According to the eolian-derived turbidite model, sand dunes migrated across the exposed shelf to the shelf break during sea-level lowstands and provided well sorted sand for turbidity currents or grain flows into the deep basin.

    The Risk-Informed Safety Margin Characterization (RISMC) pathway is a set of activities defined under the U.S. Department of Energy (DOE) Light Water Reactor Sustainability Program. The overarching objective of RISMC is to support plant life-extension decision-making by providing a state-of-knowledge characterization of safety margins in key systems, structures, and components (SSCs). A technical challenge at the core of this effort is to establish the conceptual and technical feasibility of analyzing safety margin in a risk-informed way, which, unlike conventionally defined deterministic margin analysis, would be founded on probabilistic characterizations of uncertainty in SSC performance. In the context of probabilistic risk assessment (PRA) technology, there has arisen a general consensus about the distinctive roles of two types of uncertainty: aleatory and epistemic, where the former represents irreducible, random variability inherent in a system, whereas the latter represents a state of knowledge uncertainty on the part of the analyst about the system which is, in principle, reducible through further research. While there is often some ambiguity about how any one contributing uncertainty in an analysis should be classified, there has nevertheless emerged a broad consensus on the meanings of these uncertainty types in the PRA setting. However, while RISMC methodology shares some features with conventional PRA, it will nevertheless be a distinctive methodology set. Therefore, the paradigms for classification of uncertainty in the PRA setting may not fully port to the RISMC environment. Yet the notion of risk-informed margin is based on the characterization of uncertainty, and it is therefore critical to establish a common understanding of uncertainty in the RISMC setting.
