    Connecticut recently launched a statewide residential energy labeling program that will make energy efficiency labels ubiquitous across the state. Using the Energy Department’s Home Energy Score, EnergizeCT’s Home Energy Solutions program will provide an energy efficiency score and recommend efficiency improvements to residents across the state. Similar to a vehicle’s miles-per-gallon rating, the Home Energy Score helps homeowners and homebuyers determine a home’s expected energy use. It also provides recommendations for improving energy efficiency.

    The report gives results of an environmental characterization of refuse-derived (RDF) semi-suspension burning technology at a facility in Hartford, Connecticut, that represents state-of-the-art technology, including a spray dryer/fabric filter flue-gas cleaning (FGC) system for each unit. Results were obtained for a variety of steam production rates, combustion conditions, flue gas temperatures, and acid gas removal efficiencies. All incoming wastes and residue streams were weighed, sampled, and analyzed. Key combustor and FGC system operating variables were monitored on a real time basis. A wide range of analyses for acid gases, trace organics, and heavy metals was carried out on gas emissions and all ash residue discharges.

    The Department of Energy is developing an estimate of the undeveloped hydro-power potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Connecticut.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

    Mandatory recycling hit Connecticut in 1987, with a goal set at recycling 25% of the state's municipal solid waste. Once municipalities, haulers, and commercial operators were required to separate recyclables from garbage, no project moved forward to take the materials. CRRA already had 44 municipalities using its Mid-Connecticut waste-to-energy facility. The quickest way to accommodate these towns was to move aggressively forward to develop a Mid-Connecticut materials recycling facility and bring the recyclables in.

    Connecticut Yankee was designed and built according to code B31.1 of the American National Standards Institute for pressure piping and began commercial operations in 1968, 2 yr prior to 10CFR50 Appendix B of the Code of Federal Regulations. Therefore, at the time of commercial operation, the entire plant, except for several major primary plant components, met the current criteria for commercial grade items (CGIs). When spare parts were needed, 10CFR50 Appendix B and 10CFR21 requirements had to be backfitted onto suppliers who had not agreed to these requirements when supplying the original equipment. The problem of identifying original equipment manufacturers that would or would not accept these additional requirements was compounded at Connecticut Yankee by three related problems that also became apparent at approximately the same time: (1) The accuracy of the material, equipment, parts list (Q-list) was being questioned. (2) The use of existing spare parts bought without additional current quality assurance requirements and the adequacy of the existing inventory to support plant operations were being questioned. (3) The general industry concerns over use of GCIs in safety-related applications needed to be resolved. Connecticut Yankee management recognized the need to address each of these problems. Three specific actions were taken: (1) A Q-list upgrade program was funded. (2) A spare parts bill of materials (BOM) project was funded. (3) Connecticut Yankee's engineering department dedicated several engineers to address procurement issues and specifically to develop a CGI program.

    The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer�s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer�s natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Connecticut. The profile is the result of a survey of Nuclear Regulatory Commission licensees in Connecticut. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources.     By working with builder partners on test homes, researchers from the U.S. Department of Energy's Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 "Performance House" was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the "Performance House" were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey of the former Bridgeport Brass Company facility, Seymour, Connecticut. The survey was performed in May 1992. The purpose of the survey was to determine if the facility had become contaminated with residuals containing radioactive materials during the work performed in the Ruffert building under government contract in the 1960s. The survey included a gamma scanning over a circumscribed area around the building, and gamma and beta-gamma scanning over all indoor surfaces as well as the collection of soil and other samples for radionuclide analyses. Results of the survey demonstrated radionuclide concentrations in indoor and outdoor samples, and radiation measurements over floor and wall surfaces, in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines. Elevated uranium concentrations outdoors were limited to several small, isolated spots. Radiation measurements exceeded guidelines indoors over numerous spots and areas inside the building, mainly in Rooms 1--6 that had been used in the early government work.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    One of the United States Support Program's (USSP) priorities for 2008 is to support the International Atomic Energy Agency's (IAEA) development of an integrated and efficient safeguards information infrastructure, including reliable and maintainable information systems, and effective tools and resources to collect and analyze safeguards-relevant information. The USSP has provided funding in support of this priority for the ISIS Re-engineering Project (IRP), and for human resources support to the design and definition of the enhanced information analysis architecture project (nVision). Assistance for several other information technology efforts is provided. This paper will report on the various ongoing support measures undertaken by the USSP to support the IAEA's information technology enhancements and will provide some insights into activities that the USSP may support in the future.

    The Third Annual Participants Information Meeting of the Low-Level Waste Management Program was held in New Orleans, Louisiana, November 4-6, 1981 The specific purpose was to bring together appropriate representatives of industry, USNRC, program management, participating field offices, and contractors to: (1) exchange information and analyze program needs, and (2) involve participants in planning, developing and implementing technology for low-level waste management. One hundred seven registrants participated in the meeting.     The Albany 1/sup 0/ x 2/sup 0/ Quadrangle, Massachusetts, New York, Connecticut, Vermont, and New Hampshire, was evaluated to a depth of 1500 m for uranium favorability using National Uranium Resource Evaluation criteria. Areas of favorable geology and aeroradioactivity anomalies were examined and sampled. Most Triassic and Jurassic sediments in the Connecticut Basin, in the central part of the quadrangle, were found to be favorable for sandstone uranium deposits. Some Precambrian units in the southern Green Mountains of Vermont were found favorable for uranium deposits in veins in metamorphic rocks.

    Connecticut Yankee Atomic Power Company has developed the capability of measuring the stroke times of AC and DC solenoid valves. This allows the station to measure the stroke time of any solenoid valve in the plant, even those valves which do not have valve stem position indicators. Connecticut Yankee has adapted the ITI MOVATS Checkmate 3 system, using a signal input from a Bruel and Kjaer (B&K) Model 4382 acoustic accelerometer and the Schaumberg Campbell Associates (SCA) Model SCA-1148 dual sensor, which is a combined accelerometer and gaussmeter.

    The Contractor Information Meeting (October 14 to 17, 1979) was part of the FY-1979 effort of Task 4 of the Waste Isolation Safety Assessment Program (WISAP): Sorption/Desorption Analysis. The objectives of this task are to: evaluate sorption/desorption measurement methods and develop a standardized measurement procedure; produce a generic data bank of nuclide-geologic interactions using a wide variety of geologic media and groundwaters; perform statistical analysis and synthesis of these data; perform validation studies to compare short-term laboratory studies to long-term in situ behavior; develop a fundamental understanding of sorption/desorption processes; produce x-ray and gamma-emitting isotopes suitable for the study of actinides at tracer concentrations; disseminate resulting information to the international technical community; and provide input data support for repository safety assessment. Conference participants included those subcontracted to WISAP Task 4, representatives and independent subcontractors to the Office of Nuclear Waste Isolation, representatives from other waste disposal programs, and experts in the area of waste/geologic media interaction. Since the meeting, WISAP has been divided into two programs: Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) (modeling efforts) and Waste/Rock Interactions Technology (WRIT) (experimental work). The WRIT program encompasses the work conducted under Task 4. This report contains the information presented at the Task 4, Third Contractor Information Meeting. Technical Reports from the subcontractors, as well as Pacific Northwest Laboratory (PNL), are provided along with transcripts of the question-and-answer sessions. The agenda and abstracts of the presentations are also included. Appendix A is a list of the participants. Appendix B gives an overview of the WRIT program and details the WRIT work breakdown structure for 1980.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    The Fourth Annual Participants' Information Meeting of the Department of Energy Low-Level Waste Management Program was held in Denver, Colorado, August 31 to September 2, 1982. The purpose of the meeting was to report and evaluate technology development funded by the program and to examine mechanisms for technology transfer. The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions. There were two group meetings to review the findings of the technical sessions. The meeting concluded with a plenary summary session in which the major findings of the meeting were addressed. All papers have been abstracted and indexed for the Energy Data Base.

    By working with builder partners on test homes, researchers from the U.S. Department of Energys Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 Performance House was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the Performance House were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

  6. Developing a low-level radioactive waste disposal facility in Connecticut: Update on progress and new directions

    Connecticut is a member of the Northeast Interstate Low-Level Radioactive Waste Management Compact (Northeast LLRW Compact). The other member of the Northeast LLRW Compact is New Jersey. The Northeast Interstate Low-Level Radioactive Waste Commission (Northeast Compact Commission), the Northeast LLRW Compact`s governing body, has designated both Connecticut and New Jersey as host states for disposal facilities. The Northeast Compact Commission has recommended that, for purposes of planning for each state`s facility, the siting agency for the state should use projected volumes and characteristics of the LLW generated in its own state. In 1987 Connecticut enacted legislation that assigns major responsibilities for developing a LLW disposal facility in Connecticut to the Connecticut Hazardous Waste Management Service (CHWMS). The CHWMS is required to: prepare and revise, as necessary, a LLW Management Plan for the state; select a site for a LLW disposal facility; select a disposal technology to be used at the site; select a firm to obtain the necessary approvals for the facility and to develop and operate it; and serve as the custodial agency for the facility. This paper discusses progress in developing a facility.

The prototype fuel cell bus was manufactured by Van Hool and ISE Corp. and features an electric hybrid drive system with a UTC Power PureMotion 120 Fuel Cell Power System and ZEBRA batteries for energy storage. The fuel cell bus started operation in April 2007, and evaluation results through October 2009 are provided in this report.

    West Virginia University (WVU) and the US DOE Morgantown Energy Technology Center (METC) entered into a Cooperative Agreement on August 29, 1992 entitled ``Decontamination Systems Information and Research Programs.`` Stipulated within the Agreement is the requirement that WVU submit to METC a series of Technical Progress Reports on a quarterly basis. This report comprises the first Quarterly Technical Progress Report for Year 2 of the Agreement. This report reflects the progress and/or efforts performed on the sixteen (16) technical projects encompassed by the Year 2 Agreement for the period of January 1 through March 31, 1994.     The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light & Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be ``fuel- blind``). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.
