    The report gives results of an environmental characterization of refuse-derived (RDF) semi-suspension burning technology at a facility in Hartford, Connecticut, that represents state-of-the-art technology, including a spray dryer/fabric filter flue-gas cleaning (FGC) system for each unit. Results were obtained for a variety of steam production rates, combustion conditions, flue gas temperatures, and acid gas removal efficiencies. All incoming wastes and residue streams were weighed, sampled, and analyzed. Key combustor and FGC system operating variables were monitored on a real time basis. A wide range of analyses for acid gases, trace organics, and heavy metals was carried out on gas emissions and all ash residue discharges.

    The Department of Energy is developing an estimate of the undeveloped hydro-power potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Connecticut.

  4. Information hiding in parallel programs

    A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    Mandatory recycling hit Connecticut in 1987, with a goal set at recycling 25% of the state's municipal solid waste. Once municipalities, haulers, and commercial operators were required to separate recyclables from garbage, no project moved forward to take the materials.     The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer?s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer?s natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio. The SpinTek Centrifugal Membrane System was a unique separation process introduced through the Agreement that is now being used at the Los Alamos National Laboratory. Based on the cost to the USDOE for both technologies and considering their usefulness in cleaning up contaminated sites, no other technologies developed through USDOE provide or have the propensity to provide as great a return on investment and impact on environmental remediation. These technologies alone make the $10.3 million USDOE investment in the WVU Cooperative Agreement a tremendous investment.

    Reliable instrumentation, information, and control (II&C) systems technologies are essential to ensuring safe and efficient operation of the U.S. light water reactor (LWR) fleet. These technologies affect every aspect of nuclear power plant (NPP) and balance-of-plant operations. In 1997, the National Research Council conducted a study concerning the challenges involved in modernization of digital instrumentation and control systems in NPPs. Their findings identified the need for new II&C technology integration.

    The primary objective of the study reported was to collect information concerning Residential Conservation Service (RCS) and similar residential audit programs to determine the implementation status of the RCS programs in various parts of the country as of December 1, 1981. Common experiences, problems, and treatment of RCS and other residential audit programs are briefly overviewed, and then the interview findings are discussed on a state-by-state basis for each of the eleven states contacted. The program structure and status are described for each state, including the nonregulated utility programs, unique features, and problems and impacts.     In the recent past, information resource management (IRM) was a neatly separable component of the overall DOE mission, concerned primarily with procuring and implementing automatic data processing (ADP) systems. As the DOE missions have shifted from producing product to managing processes, those clear lines have blurred. Today, IRM is firmly embedded in all aspects of the DOE mission. BCS Richland, Inc., (BCSR) provides IRM for the Hanford Site. The main focus in executing this mission is to meet customer goals by providing high-quality, timely, and cost-effective electronic communication, computing, and information services. Information resources provide the US Department of Energy, Richland Operations Office (RL) and the Hanford Site contractors the ability to generate, store, access, and communicate information quickly, reliably, and cost effectively. BCSR plans, implements, and operates electronic communication, computing and information management systems that enable effective operation of the Hanford Site. Five strategic initiatives to encompass the vision provide guidance and focus to the information technology (IT) direction for developing the BCSR program plan. These strategic initiatives are the program vision and are as follows: primary focus; fast response; accessible information; world class information management infrastructure; powerful desktop. The business directions that guide the development of the BCSR Program Plan are: (1) emphasize providing cost-effective and value-added communication, computing, and information systems products and services to the Site missions; (2) strengthen the alignment of products and services with Site projects and programs and eliminate duplications Sitewide; (3) focus on the effective resolution of critical Site information management (IM) issues.

    By working with builder partners on test homes, researchers from the U.S. Department of Energy's Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 "Performance House" was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the "Performance House" were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey of the former Bridgeport Brass Company facility, Seymour, Connecticut. The survey was performed in May 1992. The purpose of the survey was to determine if the facility had become contaminated with residuals containing radioactive materials during the work performed in the Ruffert building under government contract in the 1960s. The survey included a gamma scanning over a circumscribed area around the building, and gamma and beta-gamma scanning over all indoor surfaces as well as the collection of soil and other samples for radionuclide analyses. Results of the survey demonstrated radionuclide concentrations in indoor and outdoor samples, and radiation measurements over floor and wall surfaces, in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines. Elevated uranium concentrations outdoors were limited to several small, isolated spots. Radiation measurements exceeded guidelines indoors over numerous spots and areas inside the building, mainly in Rooms 1--6 that had been used in the early government work.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    The Contractor Information Meeting (October 14 to 17, 1979) was part of the FY-1979 effort of Task 4 of the Waste Isolation Safety Assessment Program (WISAP): Sorption/Desorption Analysis. The objectives of this task are to: evaluate sorption/desorption measurement methods and develop a standardized measurement procedure; produce a generic data bank of nuclide-geologic interactions using a wide variety of geologic media and groundwaters; perform statistical analysis and synthesis of these data; perform validation studies to compare short-term laboratory studies to long-term in situ behavior; develop a fundamental understanding of sorption/desorption processes; produce x-ray and gamma-emitting isotopes suitable for the study of actinides at tracer concentrations; disseminate resulting information to the international technical community; and provide input data support for repository safety assessment. Conference participants included those subcontracted to WISAP Task 4, representatives and independent subcontractors to the Office of Nuclear Waste Isolation, representatives from other waste disposal programs, and experts in the area of waste/geologic media interaction. Since the meeting, WISAP has been divided into two programs: Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) (modeling efforts) and Waste/Rock Interactions Technology (WRIT) (experimental work). The WRIT program encompasses the work conducted under Task 4. This report contains the information presented at the Task 4, Third Contractor Information Meeting.     The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    Under the implied authority of the Atomic Energy Act of 1954, as amended, radiological surveys and research work has been conducted to determine radiological conditions at former MED/AEC sites. As of this time, 31 sites in 13 states have been identified that require or may require remedial action. This volume is one of a series produced under contract with DOE, Office of Nuclear Waste Management, by POLITECH CORPORATION to develop a legislative and regulatory data base to assist the FUSRAP management in addressing the institutional and socioeconomic issues involved in carrying out the Remedial Action Program. This Information Handbook series contains information about all relevant government agencies at the Federal and state levels, the pertinent programs they administer, each affected state legislature, and current Federal and state legislative and regulatory initiatives. This volume is a compilation of information about the state of New Jersey.     The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    The Fourth Annual Participants' Information Meeting of the Department of Energy Low-Level Waste Management Program was held in Denver, Colorado, August 31 to September 2, 1982. The purpose of the meeting was to report and evaluate technology development funded by the program and to examine mechanisms for technology transfer. The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions. There were two group meetings to review the findings of the technical sessions. The meeting concluded with a plenary summary session in which the major findings of the meeting were addressed. All papers have been abstracted and indexed for the Energy Data Base.

Requirements stipulated by the Agreement require WVU to submit Technical Progress reports on a quarterly basis. This report contains the efforts of the fourteen research projects comprising the Agreement for the period April 1 to June 30, 1995. During this period three new projects have been funded by the Agreement.     By working with builder partners on test homes, researchers from the U.S. Department of Energys Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 Performance House was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the Performance House were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    This document was prepared by PNNL within the framework of Project 19 of the European Union Chemical Biological Radiological and Nuclear Risk Mitigation Centres of Excellence Initiative entitled, ''Development of procedures and guidelines to create and improve secure information management systems and data exchange mechanisms for CBRN materials under regulatory control.'' It provides management and workers at CBRN facilities, parent organization managers responsible for those facilities, and regulatory agencies (governmental and nongovernmental) with guidance on the best practices for protecting information security. The security mitigation approaches presented in this document were chosen because they present generally accepted guidance in an easy-to-understand manner, making it easier for facility personnel to grasp key concepts and envision how security controls could be implemented by the facility. This guidance is presented from a risk management perspective.

    From the mid-1950s until mid-2000, the Combustion Engineering, Inc. (CE) site in Windsor, Connecticut (Figure A-1) was involved in the research, development, engineering, production, and servicing of nuclear fuels, systems, and services. The site is currently undergoing decommissioning that will lead to license termination and unrestricted release in accordance with the requirements of the License Termination Rule in 10 CFR Part 20, Subpart E. Asea Brown Boveri Incorporated (ABB) has been decommissioning the CE site since 2001.

    CDIAC provides data management support for the Global Coastal Carbon Data Project. The coastal regions data are very important for the understanding of carbon cycle on the continental margins. The Coastal Project data include the bottle (discrete) and surface (underway) carbon-related measurements from coastal research cruises, the data from time series cruises, and coastal moorings. The data from US East Coast, US West Coast, and European Coastal areas are available. CDIAC provides a map interface with vessel or platform names. Clicking on the name brings up information about the vessel or the scientific platform, the kinds of measurements collected and the timeframe, links to project pages, when available, and the links to the data files themselves.

    The US contains numerous hazardous waste sites. Many sites are on private land near operating units of various companies. An effort is being made to determine the conditions under which such sites can be remediated voluntarily. The objective of the project will be to first assess the interest and willingness of industry in the Kanawha River Valley, WV to participate in discussions that would lead toward voluntary cleanup activities. The second will be to implement the activities agreed upon by the interested parties. The project will first involve individual discussions with the industrial, government, and other organized groups in the area. These discussions will help determine the feasibility of organizing voluntary efforts. If the discussions indicate that conditions may be favorable for developing individual or group voluntary cleanup projects, a working group will be convened to establish the environmental goals of the project as well as the technical approach for achieving those goals. The projects for the 1996 WVU Cooperative Agreement are categorized into three task focus areas: Task 1.0 Contaminant Plume Containment and Remediation, Task 2.0 Cross Cutting Innovative Technologies, and Task 3.0 Small Business Support Program. Summaries of the accomplishments for the subtasks reporting under these categories during the third quarter, 1 July 96 through 30 September 96, are presented.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC. A U.S. program of technical assistance to the OPCW for its verification responsibilities may be created as part of U.S. policy objectives after EIF of the CWC. In the summary below, comments by participants are presented in Square Brackets Some of the same points arose several times during the discussions; they are grouped together under the most pertinent heading.

  17. Evidence for old crust in the provenance of the Trap Falls Formation, southwestern Connecticut

    The Trap Fall Formation is a multiply deformed, amphibolite facies metasedimentary sequence in southwestern Connecticut. It contains interlayered pelitic schists and lesser quartzites, and may represent turbidites. The major element compositions of 3 schists are compatible with a shale protolith. Their aluminous nature (CIA = 68--70) suggests a weathering history in the source, but may in part be a result of metamorphic processes. High SiO[sub 2] (85--91%) and Zr (305--370 ppm) concentrations in the quartzites are consistent with a significant component of recycled sediment in the source. A single abraded detrital zircon from a quartzite gives a concordant U-Pb age of 1,009 [plus minus] 6 Ma and suggests a source in Grenville-aged crust. E[sub Nd] at 450 Ma of [minus] 9.2 for one schist sample is also consistent with older crust. REE patterns for 2 pelitic schists and a quartzite (Fig.) are parallel to PAAS (post-Archean average shale). Thus the authors suggest that recycled sediment derived from older cratonic sources dominates the source for the Trap Falls Formation. Models for the tectonic setting of deposition should be consistent with these observations.
