    This report describes the activities, conclusions, and recommendations of the Workshop on Evaluation Systems for Renewable Energy Systems sponsored by the Agency for International Development and SERI, held 20-22 February 1980 in Golden, Colorado. The primary objectives of the workshop was to explore whether it was possible to establish common information elements that would describe the operation and impact of renewable energy projects in developing countries. The workshop provided a forum for development program managers to discuss the information they would like to receive about renewable energy projects and to determine whether common data could be agreed on to facilitate information exchange among development organizations. Such information could be shared among institutions and used to make informed judyments on the economic, technical, and social feasibility of the technologies. Because developing countries and foreign assistance agencies will be financing an increasing number of renewable energy projects, these organizations need information on the field experience of renewable energy technologies. The report describes the substance of the workshop discussions and includes the papers presented on information systems and technology evaluation and provides lists of important information elements generated by both the plenary sessions and the small working groups.

    Energy and environmental problems undermine the potential for sustained economic development and contribute to political and economic instability in the strategically important region surrounding the Caspian and Black Seas. Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas.     Uranium is present in the vadose zone at the Hanford Central Plateau and is of concern for protection of groundwater. The Deep Vadose Zone Treatability Test Plan for the Hanford Central Plateau identified gas-phase treatment and geochemical manipulation as potentially effective treatment approaches for uranium and technetium in the Hanford Central Plateau vadose zone. Based on laboratory evaluation, use of ammonia vapor was selected as the most promising uranium treatment candidate for further development and field testing. While laboratory tests have shown that ammonia treatment effectively reduces the mobility of uranium, additional information is needed to enable deployment of this technology for remediation. Of importance for field applications are aspects of the technology associated with effective distribution of ammonia to a targeted treatment zone, understanding the fate of injected ammonia and its impact on subsurface conditions, and identifying effective monitoring approaches. In addition, information is needed to select equipment and operational parameters for a field design. As part of development efforts for the ammonia technology for remediation of vadose zone uranium contamination, field scale-up issues were identified and have been addressed through a series of laboratory and modeling efforts. This report presents a conceptual description for field application of the ammonia treatment process, engineering calculations to support treatment design, ammonia transport information, field application monitoring approaches, and a discussion of processes affecting the fate of ammonia in the subsurface. The report compiles this information from previous publications and from recent research and development activities. The intent of this report is to provide technical information about these scale-up elements to support the design and operation of a field test for the ammonia treatment technology.

    The Control Systems Security Program and other programs within the Idaho National Laboratory have discovered a vulnerability common to control systems in all sectors that allows an attacker to penetrate most control systems, spoof the operator, and gain full control of targeted system elements. This vulnerability has been identified on several systems that have been evaluated at INL, and in each case a 100% success rate of completing the attack paths that lead to full system compromise was observed. Since these systems are employed in multiple critical infrastructure sectors, this vulnerability is deemed common to control systems in all sectors. Modern control systems architectures can be considered analogous to today's information networks, and as such are usually approached by attackers using a common attack methodology to penetrate deeper and deeper into the network. This approach often is composed of several phases, including gaining access to the control network, reconnaissance, profiling of vulnerabilities, launching attacks, escalating privilege, maintaining access, and obscuring or removing information that indicates that an intruder was on the system. With irrefutable proof that an external attack can lead to a compromise of a computing resource on the organization's business local area network (LAN), access to the control network is usually considered the first phase in the attack plan. Once the attacker gains access to the control network through direct connections and/or the business LAN, the second phase of reconnaissance begins with traffic analysis within the control domain. Thus, the communications between the workstations and the field device controllers can be monitored and evaluated, allowing an attacker to capture, analyze, and evaluate the commands sent among the control equipment. Through manipulation of the communication protocols of control systems (a process generally referred to as ''reverse engineering''), an attacker can then map out the control system processes and functions. With the detailed knowledge of how the control data functions, as well as what computers and devices communicate using this data, the attacker can use a well known Man-in-the-Middle attack to perform malicious operations virtually undetected. The control systems assessment teams have used this method to gather enough information about the system to craft an attack that intercepts and changes the information flow between the end devices (controllers) and the human machine interface (HMI and/or workstation). Using this attack, the cyber assessment team has been able to demonstrate complete manipulation of devices in control systems while simultaneously modifying the data flowing back to the operator's console to give false information of the state of the system (known as ''spoofing''). This is a very effective technique for a control system attack because it allows the attacker to manipulate the system and the operator's situational awareness of the perceived system status. The three main elements of this attack technique are: (1) network reconnaissance and data gathering, (2) reverse engineering, and (3) the Man-in-the-Middle attack. The details of this attack technique and the mitigation techniques are discussed.

    The purpose of this report is to describe the basis for and present the results of a value of information analysis (VOIA) for the Pahute Mesa underground test area of the Nevada Test Site (NTS), one of several areas of the Nevada Test Site used for underground nuclear testing in the past. The value of information analysis was used to evaluate and compare potential characterization options at the Pahute Mesa underground test area for site remediation purposes. Thirty six characterization options were evaluated, ranging from a single, inexpensive study using existing data and intended to address a single question or uncertainty, to a forty-million-dollar suite of activities designed to collect and analyze new information to address multiple uncertainties. The characterization options were compared and ranked based on how effective the experts though the information collection would be in reducing uncertainties, how this effected the distance to contaminant boundary, and the cost of the option.

    This report summarizes the results of a case study on the doctrine of a common tester platform, a concept of a standardized platform that can be applicable across the broad spectrum of testing requirements throughout the various stages of a weapons program, as well as across the various weapons programs. The common tester concept strives to define an affordable, next-generation design that will meet testing requirements with the flexibility to grow and expand; supporting the initial development stages of a weapons program through to the final production and surveillance stages. This report discusses a concept investing key leveraging technologies and operational concepts combined with prototype tester-development experiences and practical lessons learned gleaned from past weapons programs.

    The Common Geometry Module (CGM) is a code library which provides geometry functionality used for mesh generation and other applications. This functionality includes that commonly found in solid modeling engines, like geometry creation, query and modification; CGM also includes capabilities not commonly found in solid modeling engines, like geometry decomposition tools and support for shared material interfaces. CGM is built upon the ACIS solid modeling engine, but also includes geometry capability developed beside and onmore » top of ACIS. CGM can be used as-is to provide geometry functionality for codes needing this capability. However, CGM can also be extended using derived classes in C++, allowing the geometric model to serve as the basis for other applications, for example mesh generation. CGM is supported on Sun Solaris, SGI, HP, IBM, DEC, Linux and Windows NT platforms. CGM also indudes support for loading ACIS models on parallel computers, using MPI-based communication. Future plans for CGM are to port it to different solid modeling engines, including Pro/Engineer or SolidWorks.   1. A common language for computer security incidents

    Much of the computer security information regularly gathered and disseminated by individuals and organizations cannot currently be combined or compared because a common language has yet to emerge in the field of computer security. A common language consists of terms and taxonomies (principles of classification) which enable the gathering, exchange and comparison of information. This paper presents the results of a project to develop such a common language for computer security incidents. This project results from cooperation between the Security and Networking Research Group at the Sandia National Laboratories, Livermore, CA, and the CERT{reg_sign} Coordination Center at Carnegie Mellon University, Pittsburgh, PA. This Common Language Project was not an effort to develop a comprehensive dictionary of terms used in the field of computer security. Instead, the authors developed a minimum set of high-level terms, along with a structure indicating their relationship (a taxonomy), which can be used to classify and understand computer security incident information. They hope these high-level terms and their structure will gain wide acceptance, be useful, and most importantly, enable the exchange and comparison of computer security incident information. They anticipate, however, that individuals and organizations will continue to use their own terms, which may be more specific both in meaning and use. They designed the common language to enable these lower-level terms to be classified within the common language structure.

    Central Europe has experienced environmental degradation for hundreds of years. The proximity of countries, their shared resources, and transboundary movement of environmental pollution, create the potential for regional environmental strife. The goal of this project was to identify the sources and sinks of environmental pollution in Central Europe and evaluate the possible impact of transboundary movement of pollution on the countries of Central Europe. In meeting the objectives of identifying sources of contaminants, determining transboundary movement of contaminants, and assessing socio-economic implications, large quantities of disparate data were examined. To facilitate use of the data, the authors refined mapping procedures that enable processing information from virtually any map or spreadsheet data that can be geo-referenced. Because the procedure is freed from a priori constraints of scale that confound most Geographical Information Systems, they have the capacity to generate new projections and apply sophisticated statistical analyses to the data. The analysis indicates substantial environmental problems. While transboundary pollution issues may spawn conflict among the Central European countries and their neighbors, it appears that common environmental problems facing the entire region have had the effect of bringing the countries together, even though opportunities for deteriorating relationships may still arise.

A common cause event, or common mode failure, is a secondary cause that could contribute to the failure of more than one component and violates the assumption of independence. Analysis of such events is an integral part of system reliability and safety analysis. A significant common cause event is a secondary cause common tomore » all basic events in one or more minimal cut sets. Minimal cut sets containing events from components sharing a common location or a common link are called common cause candidates. Components share a common location if no barrier insulates any one of them from the secondary cause. A common link is a dependency among components which cannot be removed by a physical barrier (e.g.,a common energy source or common maintenance instructions).« less

    Recent decades have witnessed an ever-increasing range and volume of digital data. All elements of the pillars of science--whether observation, experiment, or theory and modeling--are being transformed by the continuous cycle of generation, dissemination, and use of factual information. This is even more so in terms of the re-using and re-purposing of digital scientific data beyond the original intent of the data collectors, often with dramatic results. We all know about the potential benefits and impacts of digital data, but we are also aware of the barriers, the challenges in maximizing the access, and use of such data. There is thus a need to think about how a data infrastructure can enhance capabilities for finding, using, and integrating information to accelerate discovery and innovation. How can we best implement an accessible, interoperable digital environment so that the data can be repeatedly used by a wide variety of users in different settings and with different applications? With this objective: to use the microbial communities and microbial data, literature, and the research materials themselves as a test case, the Board on Research Data and Information held an International Symposium on Designing the Microbial Research Commons at the National Academy of Sciences in Washington, DC on 8-9 October 2009. The symposium addressed topics such as models to lower the transaction costs and support access to and use of microbiological materials and digital resources from the perspective of publicly funded research, public-private interactions, and developing country concerns. The overall goal of the symposium was to stimulate more research and implementation of improved legal and institutional models for publicly funded research in microbiology.

    The Common Message Logging (CMLOG) system is an object-oriented and distributed system that not only allows applications and systems to log data (messages) of any type into a centralized database but also lets applications view incoming messages in real-time or retrieve stored data from the database according to selection rules. It consists of a concurrent Unix server that handles incoming logging or searching messages, a Motif browser that can view incoming messages in real-time or display stored data in the database, a client daemon that buffers and sends logging messages to the server, and libraries that can be used by applications to send data to or retrieve data from the database via the server. This paper presents the design and implementation of the CMLOG system meanwhile it will also address the issue of integration of CMLOG into existing control systems.

    A central focus solar energy system consists of one or more arrays of mirrors, a receiver for each array, a sun tracker, a sun tracker sun acquisition device and a control unit. Mirrors of the arrays are subjected to two-axis control by electromechanical devices actuated by sun-tracking error signals generated by the sun tracker. Mirrors are thus oriented so as to cause reflections of the direct rays of the sun from all mirrors in an array to converge on a receiver at a common focus. Fixed (Principal) axes of mirror rotation are parallel to the fixed (Principal) axis of rotation of the sun tracker sensor making orientation of the system independent of the earth's spin axis. The system includes a ''vernier'' or fine adjustment control for positioning mirrors that supplements sun tracker controls.

    The introduction of digital instrumentation and control into reactor safety systems creates a heightened concern about common-mode failure. This paper discusses the concern and methods to cope with the concern. Common-mode failures have been a ``fact-of-life`` in existing systems. The informal introduction of defense-in-depth and diversity (D-in-D&D)-coupled with the fact that hardware common-mode failures are often distributed in time-has allowed systems to deal with past common-mode failures. However, identical software operating in identical redundant systems presents the potential for simultaneous failure. Consequently, the use of digital systems raises the concern about common-mode failure to a new level. A more methodical approach to mitigating common-mode failure is needed to address these concerns. Purposeful introduction of D-in-D&D has been used as a defense against common-mode failure in reactor protection systems. At least two diverse systems are provided to mitigate any potential initiating event. Additionally, diverse displays and controls are provided to allow the operator to monitor plant status and manually initiate engineered safety features. A special form of conimon-mode failure analysis called ``defense-in-depth and diversity analysis`` has been developed to identify possible conimon-mode failure vulnerabilities in digital systems. An overview of this analysis technique is provided.

    This paper is a result of ongoing activity carried out by Probability Applications for Common Mode Events (PACME) Task Force under the Reliability Risk and Probability Applications (RRPA) Subcommittee. The paper is intended to constitute a valid source of information and references about dealing with common-mode outages in power systems reliability analysis. This effort involves reviewing published literature and presenting state-of-the-art research and practical applications in the area of common-mode outages. Evaluation of available outage statistics show that there is a definite need for collective effort from academia and industry to not only recommended procedures for data collection and monitoring but also to provide appropriate mathematical models to assess such events.

    Exploration in central and southern Africa continued to expand during 1980. The greatest concentration of activity was in Nigeria. However, there was considerable increase in the level of exploratory work in Cameroon and Congo. Significant new finds have been made in Ivory Coast. Geological and geophysical activity was carried out in 18 of the countries, with those in the western part having the largest share. Seismic work involved 225 party months of operation. Most of this time was spent on land, but marine operations accounted for 73,389 km of new control. Gravity and magnetic data were recorded during the marine surveys, and several large aeromagnetic projects were undertaken to obtain a total of 164,498 line km of data. Exploratory and development drilling accounted for a total of 304 wells and 2,605,044 ft (794,212 m) of hole. The 92 exploratory wells that were drilled resulted in 47 oil and gas discoveries. In development drilling 89% of the 212 wells were successful. At the end of the year, 27 exploratory wells were underway, and 34 development wells were being drilled for a total of 61. Oil production from the countries that this review covers was 918,747,009 bbl in 1980, a drop of about 9% from the previous year. Countries showing a decline in production were Nigeria, Gabon, Cabinda, and Zaire. Increases were recorded in Cameroon, Congo, and Ghana. A new country was added to the list of producers when production from the Belier field in Ivory Coast came on stream. 33 figures, 15 tables.

    This paper describes a common-view disciplined oscillator (CVDO) that locks to a reference time scale through the use of common-view global positioning system (GPS) satellite measurements. The CVDO employs a proportional-integral-derivative controller that obtains near real-time common-view GPS measurements from the internet and provides steering corrections to a local oscillator. A CVDO can be locked to any time scale that makes real-time common-view data available and can serve as a high-accuracy, self-calibrating frequency and time standard. Measurement results are presented where a CVDO is locked to UTC(NIST), the coordinated universal time scale maintained at the National Institute of Standards and Technology in Boulder, Colorado.

    Since 1972 Niagara Mohawk Power Co. has established a utility corridor, installing 503 miles of buried gas mains and electric cables in a common trench. Their guidelines for common trenching included (1) the developer's responsibility for providing a subdivision map showing the location of each sidewalk, lot, and roadway, (2) an easement strip paralleling the front lot (street) line that is to be cleared and graded by the developer before construction is started, (3) an electric planning department to prepare detailed construction drawings, coordinate plans with other utilities, determine the responsibility for trenching and backfilling, and determine that all the necessary easements have been secured, and (4) construction specifications varying the width and depth of the trench with the number and type of utilties occupying the joint trench. Advantages of the common trench program comprise reduced exposure to digups, communication and concern for each utility's facility, water and sewer construction installed before the common trench, and cost sharing that would reduce each facility's construction and restoration costs.

    The coefficient of thermal expansion (CTE) of common electronic encapsulating polymers were measured over the temperature range of /minus/ 50/degree/C to approximately 120/degree/C. CTE's are presented for these systems as continuous functions of temperature in contrast to previous measurements. Comparison between the historical '' property chart'' CTE's and those obtained in this study are made when possible. The procedures used in this study are presented in detail so that, unlike the property chart, users will fully understand the accuracy and limitations of these values. 27 figs., 5 tabs.

    The present status and future plans of the physics program of Central Exclusive Production (CEP) at RHIC are described. The measurements are based on the detection of the forward protons from the Double Pomeron Exchange (DPE) process in the Roman Pot system and of the recoil system of charged particles from the DPE process measured in the STAR experiments Time Projection Chamber (TPC). The data described here were taken using polarized proton-proton collisions at ps = 200 GeV. The preliminary spectra of two pion and four pion invariant mass reconstructed by STAR TPC in central region of pseudo-rapidity |#17;| < 1, are presented. Near future plans to take data with the current system at center-of-mass energy ps = 200 GeV and plans to upgrade the forward proton tagging sys- tem are presented. Also a possible addition of the Roman Pots to the sPHENIX detector is discussed.

    With Run II of the Fermilab Tevatron well underway, many computing challenges inherent to analyzing large volumes of data produced in particle physics research need to be met. We present the computing model within CDF designed to address the physics needs of the collaboration. Particular emphasis is placed on current development of a large O(1000) processor PC cluster at Fermilab serving as the Central Analysis Farm for CDF. Future plans leading toward distributed computing and GRID within CDF are also discussed.

    The Earth's climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27[degree]C, but never 31[degree]C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    cDNAs encoding (+)-bornyl diphosphate synthase, 1,8-cineole synthase and (+)-sabinene synthase from common sage (Salvia officinalis) have been isolated and sequenced, and the corresponding amino acid sequences has been determined. Accordingly, isolated DNA sequences (SEQ ID No:1; SEQ ID No:3 and SEQ ID No:5) are provided which code for the expression of (+)-bornyl diphosphate synthase (SEQ ID No:2), 1,8-cineole synthase (SEQ ID No:4) and (+)-sabinene synthase SEQ ID No:6), respectively, from sage (Salvia officinalis). In other aspects, replicable recombinant cloning vehicles are provided which code for (+)-bornyl diphosphate synthase, 1,8-cineole synthase or (+)-sabinene synthase, or for a base sequence sufficiently complementary to at least a portion of (+)-bornyl diphosphate synthase, 1,8-cineole synthase or (+)-sabinene synthase DNA or RNA to enable hybridization therewith. In yet other aspects, modified host cells are provided that have been transformed, transfected, infected and/or injected with a recombinant cloning vehicle and/or DNA sequence encoding (+)-bornyl diphosphate synthase, 1,8-cineole synthase or (+)-sabinene synthase. Thus, systems and methods are provided for the recombinant expression of the aforementioned recombinant monoterpene synthases that may be used to facilitate their production, isolation and purification in significant amounts. Recombinant (+)-bornyl diphosphate synthase, 1,8-cineole synthase and (+)-sabinene synthase may be used to obtain expression or enhanced expression of (+)-bornyl diphosphate synthase, 1,8-cineole synthase and (+)-sabinene synthase in plants in order to enhance the production of monoterpenoids, or may be otherwise employed for the regulation or expression of (+)-bornyl diphosphate synthase, 1,8-cineole synthase and (+)-sabinene synthase, or the production of their products.

    The US ITER Project Office (USIPO) is responsible for the ITER central solenoid (CS) contribution to the ITER project. The Central Solenoid Insert (CSI) project will allow ITER validation the appropriate lengths of the conductors to be used in the full-scale CS coils under relevant conditions. The ITER Program plans to build and test a CSI to verify the performance of the CS conductor. The CSI is a one-layer solenoid with an inner diameter of 1.48 m and a height of 4.45 m between electric terminal ends. The coil weight with the terminals is approximately 820 kg without insulation. The major goal of the CSI is to measure the temperature margin of the CS under the ITER direct current (DC) operating conditions, including determining sensitivity to load cycles. Performance of the joints, ramp rate sensitivity, and stability against thermal or electromagnetic disturbances, electrical insulation, losses, and instrumentation are addressed separately and therefore are not major goals in this project. However, losses and joint performance will be tested during the CSI testing campaign. The USIPO will build the CSI that will be tested at the Central Solenoid Model Coil (CSMC) Test Facility at the Japan Atomic Energy Agency (JAEA), Naka, Japan. The industrial vendors (the Suppliers) will report to the USIPO (the Company). All approvals to proceed will be issued by the Company, which in some cases, as specified in this document, will also require the approval of the ITER Organization. Responsibilities and obligations will be covered by respective contracts between the USIPO, called Company interchangeably, and the industrial Prime Contractors, called Suppliers. Different stages of work may be performed by more than one Prime Contractor, as described in this specification. Technical requirements of the contract between the Company and the Prime Contractor will be covered by the Fabrication Specifications developed by the Prime Contractor based on this document and approved by the Company and ITER. The Fabrication Specifications may reflect some national requirements and regulations that are not fully provided here. This document presents the ITER CSI specifications.

    This Corrective Action Plan provides methods for implementing the approved corrective action alternative as provided in the Corrective Action Decision Document for the Central Nevada Test Area (CNTA), Corrective Action Unit (CAU) 417 (DOE/NV, 1999). The CNTA is located in the Hot Creek Valley in Nye County, Nevada, approximately 137 kilometers (85 miles) northeast of Tonopah, Nevada. The CNTA consists of three separate land withdrawal areas commonly referred to as UC-1, UC-3, and UC-4, all of which are accessible to the public. CAU 417 consists of 34 Corrective Action Sites (CASs). Results of the investigation activities completed in 1998 are presented in Appendix D of the Corrective Action Decision Document (DOE/NV, 1999). According to the results, the only Constituent of Concern at the CNTA is total petroleum hydrocarbons (TPH). Of the 34 CASs, corrective action was proposed for 16 sites in 13 CASs. In fiscal year 1999, a Phase I Work Plan was prepared for the construction of a cover on the UC-4 Mud Pit C to gather information on cover constructibility and to perform site management activities. With Nevada Division of Environmental Protection concurrence, the Phase I field activities began in August 1999. A multi-layered cover using a Geosynthetic Clay Liner as an infiltration barrier was constructed over the UC-4 Mud Pit. Some TPH impacted material was relocated, concrete monuments were installed at nine sites, signs warning of site conditions were posted at seven sites, and subsidence markers were installed on the UC-4 Mud Pit C cover. Results from the field activities indicated that the UC-4 Mud Pit C cover design was constructable and could be used at the UC-1 Central Mud Pit (CMP). However, because of the size of the UC-1 CMP this design would be extremely costly. An alternative cover design, a vegetated cover, is proposed for the UC-1 CMP.

    An improved tower-mounted central solar energy receiver for heating air drawn through the receiver by an induced draft fan is described. A number of vertically oriented, energy absorbing, fin-shaped slats are radially arranged in a number of concentric cylindrical arrays on top of the tower coaxially surrounding a pipe having air holes through which the fan draws air which is heated by the slats which receive the solar radiation from a heliostat field. A number of vertically oriented and wedge-shaped columns are radially arranged in a number of concentric cylindrical clusters surrounding the slat arrays. The columns have two mirror-reflecting sides to reflect radiation into the slat arrays and one energy absorbing side to reduce reradiation and reflection from the slat arrays.

    The most common type of photovoltaic installation in residential applications is the centralized architecture, but the performance of a centralized architecture is adversely affected when it is subject to partial shading effects due to clouds or surrounding obstacles, such as trees. An alternative modular approach can be implemented using several power converters with partial throughput power processing capability. This paper presents a detailed study of these two architectures for the same throughput power level and compares the overall efficiencies using a set of rapidly changing real solar irradiance data collected by the Solar Radiation Research Laboratory at the National Renewable Energy Laboratory.

    We propose a stylized model of a problem-solving organization whose internal communication structure is given by a fixed network. Problems arrive randomly anywhere in this network and must find their way to their respective specialized solvers by relying on local information alone. The organization handles multiple problems simultaneously. For this reason, the process may be subject to congestion. We provide a characterization of the threshold of collapse of the network and of the stock of floating problems (or average delay) that prevails below that threshold. We build upon this characterization to address a design problem: the determination of what kind of network architecture optimizes performance for any given problem arrival rate. We conclude that, for low arrival rates, the optimal network is very polarized (i.e. star-like or centralized), whereas it is largely homogeneous (or decentralized) for high arrival rates. These observations are in line with a common transformation experienced by information-intensive organizations as their work flow has risen in recent years.

    Common carp Cyprinus carpio is a widespread invasive species that can become highly abundant and impose deleterious ecosystem effects. Thus, aquatic resource managers are interested in controlling common carp populations. Control of invasive common carp populations is difficult, due in part to the inherent uncertainty of how populations respond to exploitation. To understand how common carp populations respond to exploitation, we evaluated common carp population dynamics (recruitment, growth, and mortality) in three natural lakes in eastern South Dakota. Common carp exhibited similar population dynamics across these three systems that were characterized by consistent recruitment (ages 3 to 15 years present), fast growth (K = 0.37 to 0.59), and low mortality (A = 1 to 7%). We then modeled the effects of commercial exploitation on size structure, abundance, and egg production to determine its utility as a management tool to control populations. All three populations responded similarly to exploitation simulations with a 575-mm length restriction, representing commercial gear selectivity. Simulated common carp size structure modestly declined (9 to 37%) in all simulations. Abundance of common carp declined dramatically (28 to 56%) at low levels of exploitation (0 to 20%) but exploitation >40% had little additive effect and populations were only reduced by 49 to 79% despite high exploitation (>90%). Maximum lifetime egg production was reduced from 77 to 89% at a moderate level of exploitation (40%), indicating the potential for recruitment overfishing. Exploitation further reduced common carp size structure, abundance, and egg production when simulations were not size selective. Our results provide insights to how common carp populations may respond to exploitation. Although commercial exploitation may be able to partially control populations, an integrated removal approach that removes all sizes of common carp has a greater chance of controlling population abundance and reducing perturbations induced by this invasive species.

    Several major conceptual design studies of solar central receiver systems and components have been completed in the last year. The results of these studies are used to compare the projected cost of electric power generation using central receiver systems with that of more conventional power generation. The cost estimate for a molten salt central receiver system is given. Levelized busbar energy cost is shown as a function of annual capacity factor indicating the fraction of the cost due to each of the subsystems. The estimated levelized busbar energy cost for a central receiver (70 to 90 mills per kilowatt hour) is compared with the levelized busbar energy cost for a new coal fired Rankine cycle plant.     This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

  13. Wind Energy Resource Assessment of the Caribbean and Central America

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    Demand response has been recognized as an essential element of the smart grid. Frequency response, regulation and contingency reserve functions performed traditionally by generation resources are now starting to involve demand side resources. Additional benefits from demand response include peak reduction and load shifting, which will defer new infrastructure investment and improve generator operation efficiency. Technical approaches designed to realize these functionalities can be categorized into centralized control and decentralized control, depending on where the response decision is made. This paper discusses these two control philosophies and compares their relative advantages and disadvantages in terms of delay time, predictability, complexity, and reliability. A distribution system model with detailed household loads and controls is built to demonstrate the characteristics of the two approaches. The conclusion is that the promptness and reliability of decentralized control should be combined with the predictability and simplicity of centralized control to achieve the best performance of the smart grid.

The ExHuME Monte Carlo generator was written to simulate central exclusive processes and is described and explored. A comparison to di-jet observations made by the D0 detector at the Tevatron, Fermilab between January and June 2004 is made and the distributions found support the predictions of ExHuME.

Ex as noted herein, final closure of the landfill was completed in accordance with the Y-12 Centralized Sanitary Landfill 11 Closure/Post Closure Plan, Revision 2, submitted by the US Department of Energy (DOE) to the Tennessee Department of Environment and Conservation (TDEC) on April 14, 1992, and approved by TDEC on May 27, 1994 (the ``Closure Plan``). minor modification to the Closure Plan allowing partial closure of the Y-12 Centralized Sanitary Landfill II (Phase 1) was approved by TDEC on August 3, 1994. The Phase I portion of the closure for the subject landfill was completed on March 25, 1995. A closure certification report entitled Certification Report for Partial Closure of Y-12 Centralized Sanitary Landfill II was submitted to Lockheed Martin Energy Systems, Inc., (LMES) on March 28, 1995.     Purpose: To determine the benefit of radiation therapy (RT) in resolution of neurologic symptoms and deficits and whether the type of RT fields influences central nervous system (CNS) control in adults with CNS leukemia. Methods and Materials: A total of 163 adults from 1996 to 2012 were retrospectively analyzed. Potential associations between use of radiation and outcome were investigated by univariate and multivariate analysis. Results: The median survival time was 3.8 months after RT. Common presenting symptoms were headache in 79 patients (49%), cranial nerve VII deficit in 46 (28%), and cranial nerve II deficit in 44 (27%). RT was delivered to the base of skull in 48 patients (29%), to the whole brain (WB) in 67 (41%), and to the craniospinal axis (CS) in 48 (29%). Among 149 patients with a total of 233 deficits, resolution was observed in 34 deficits (15%), improvement in 126 deficits (54%), stability in 34 deficits (15%), and progression in 39 deficits (17%). The 12-month CNS progression-free survival was 77% among those receiving CS/WB and 51% among those receiving base of skull RT (P=.02). On multivariate analysis, patients who did not undergo stem cell transplantation after RT and base of skull RT were associated with worse CNS progression-free survival. Conclusions: Improvement or resolution of symptoms occurred in two thirds of deficits after RT. Comprehensive radiation to the WB or CS seems to offer a better outcome, especially in isolated CNS involvement.

    Biosurveillance is a critical area in the intelligence community for real-time detection of disease outbreaks. Identifying epidemics enables analysts to detect and monitor disease outbreaks that might be spread from natural causes or from possible biological warfare attacks. Containing these events and disseminating alerts requires the ability to rapidly find, classify and track harmful biological signatures. In this paper, we describe a novel visual paradigm to conduct biosurveillance using an Infectious Disease Weather Map. Our system provides a visual common ground in which users can view, explore and discover emerging concepts and correlations such as symptoms, syndromes, pathogens, and geographic locations.

    A heliostat reflector assembly for a solar central receiver system comprises a light-weight, readily assemblable frame which supports a sheet of stretchable reflective material and includes mechanism for selectively applying tension to and positioning the sheet to stretch it to optical flatness. The frame is mounted on and supported by a pipe pedestal assembly that, in turn, is installed in the ground. The frame is controllably driven in a predetermined way by a light-weight drive system so as to be angularly adjustable in both elevation and azimuth to track the sun and efficiently continuously reflect the sun's rays to a focal zone, i.e. central receiver, which forms part of a solar energy utilization system, such as a solar energy fueled electrical power generation system. The frame may include a built-in system for testing for optical flatness of the reflector. The preferable geometric configuration of the reflector is octagonal; however, it may be other shapes, such as hexagonal, pentagonal or square. Several different embodiments of means for tensioning and positioning the reflector to achieve optical flatness are disclosed. The reflector assembly is based on the stretch frame concept which provides an extremely light-weight, simple, low-cost reflector assembly that may be driven for positioning and tracking by a light-weight, inexpensive drive system.

    The Earth`s climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27{degree}C, but never 31{degree}C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    Peripherally inserted central catheters (PICC) are used for a variety of infusion therapies. They are indicated in patients requiring long-term venous access. Incorrect positioning of the insertion of a PICC line is one of the known complications when inserting the device in clinical practice. Radiographers once performing imaging will commonly check if the tip of a PICC has entered the superior vena cava. This case study will report on a lesser known incorrect placement of a PICC line into the azygous vein and how this can be detected on radiographic imaging. This outcome for the patient can be detrimental as it has an increased risk of perforation, thrombus, and fistula formation.

    The Central Facilities Area (CFA) located in Butte County, Idaho at Idaho National Laboratory (INL) has an existing wastewater system to collect and treat sanitary wastewater and non contact cooling water from the facility. The existing treatment facility consists of three cells: Cell 1 has a surface area of 1.7 acres, Cell 2 has a surface area of 10.3 acres, and Cell 3 has a surface area of 0.5 acres. If flows exceed the evaporative capacity of the cells, wastewater is discharged to a 73.5 acre land application site that utilizes a center pivot irrigation sprinkler system. The purpose of this current study is to update the analysis and conclusions of the December 2013 study. In this current study, the new seepage rate and influent flow rate data have been used to update the calculations, model, and analysis.

    Pacific Northwest National Laboratory (PNNL) has recently recorded the infrared (IR) and far-infrared (sometimes called the terahertz, THz) spectral signatures of four common explosives, in the condensed phase. The signatures of RDX, PETN, TNT and Tetryl were recorded both in the infrared and the THz domains, using Fourier transform infrared (FTIR) spectroscopy. Samples consisted of thin films and were made by depositing and subsequent evaporation of an acetone-explosive mixture. The complete spectrum spanned the range from 4,000 to 8 cm-1 at 2.0 cm-1 spectral resolution. Preliminary results in the infrared agree with those of previous workers, while the THz signatures are one order of magnitude weaker than the strongest IR bands.

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     Experience in other industries has shown that digital technology can provide substantial benefits in terms of performance and reliability. However, the U.S. nuclear power industry has been slow to adopt the technology extensively in its instrumentation and control (I&C) applications because of inhibiting factors such as regulatory uncertainty, insufficient technological experience base, implementation complexity, limited availability of nuclear-qualified products and vendors, and inadequate definition of modernization cost recapture. Although there have been examples of digital technology usage in the nuclear power industry, challenges to the qualification of digital technology for high-integrity nuclear power plant (NPP) applications have severely constrained more widespread progress in achieving the benefits that are possible through the transition to digital. The U.S. Department of Energy (DOE) Office of Nuclear Energy (NE) established the Advanced Sensors and Instrumentation (ASI) technology area under the Nuclear Energy Enabling Technologies (NEET) Program to coordinate the instrumentation and controls (I&C) research across DOE NE and to identify and lead efforts to address common needs. As part of the NEET ASI research program, the Digital Technology Qualification project was established. Under this project, the Oak Ridge National Laboratory (ORNL) is leading the investigation into mitigation of digital common-cause failure (CCF) vulnerabilities for nuclear-qualified applications. This technical report documents updated and expanded findings from research activities by ORNL. Specifically, the report describes CCF experience in the nuclear and nonnuclear industries, identifies the state of the practice for CCF mitigation through key examples, and presents conclusions from the determination of knowledge gaps.

    The Accelerators and Class II Facilities Division (ACFD) of the Canadian Nuclear Safety Commission (CNSC), is responsible for the oversight of radiotherapy facilities containing Class II prescribed equipment in Canada. Over the past several years, ACFD has been performing compliance inspections of Class II nuclear facilities across the country (medical and otherwise), and in that time, has issued several hundred corrective actions to licensees due to non-compliance with regulatory requirements. Recently, a study was done to determine the most common regulatory non-compliances. The purpose of this poster presentation is to disseminate information to the licensee community about the nature of these non-compliances, and how they can be avoided by licensees in the future.

    The terminations of the Central Solenoid (CS) modules are connected to the bus extensions by joints located outside the CS in the gap between the CS and Torodial Field (TF) assemblies. These joints have very strict space limitations. Low resistance is a common requirement for all ITER joints. In addition, the CS bus joints will experience and must be designed to withstand significant variation in the magnetic field of several tenths of a Tesla per second during initiation of plasma. The joint resistance is specified to be less than 4 nOhm. The joints also have to be soldered in the field and designed with the possibility to be installed and dismantled in order to allow cold testing in the cold test facility. We have developed coaxial joints that meet these requirements and have demonstrated the feasibility to fabricate and assemble them in the vertical configuration. We introduced a coupling cylinder with superconducting strands soldered to the surface of the cable that can be installed in the ITER assembly hall and at the Cold Test Facility. This cylinder serves as a transition area between the CS module and the bus extension. We made two racetrack samples and tested four bus joints in our Joint Test Apparatus. Resistance of the bus joints was measured by a decay method and by a microvoltmeter; the value of the current was measured by the Hall probes. This measurement method was verified in the previous tests. The resistance of the joints varied insignificantly from 1.5 to 2 nOhm. One of the challenges associated with a soldered joint is the inability to use corrosive chemicals that are difficult to clean. This paper describes our development work on cable preparation, chrome removal, compaction, soldering, and final assembly and presents the test results.

The existing treatment facility consists of three cells: Cell #1 has a surface area of 1.7 acres, Cell #2 has a surface area of 10.3 acres, and Cell #3 has a surface area of 0.5 acres. If flows exceed the evaporative capacity of the cells, wastewater is discharged to a 73.5-acre land application site that uses a center-pivot irrigation sprinkler system. As flows at CFA have decreased in recent years, the amount of wastewater discharged to the land application site has decreased from 13.64 million gallons in 2004 to no discharge in 2012 and 2013. In addition to the decreasing need for land application, approximately 7.7 MG of supplemental water was added to the system in 2013 to maintain a water level and prevent the clay soil liners in the cells from drying out and “cracking.” The Idaho National Laboratory is concerned that the sewage lagoons and land application site may be oversized for current and future flows. A further concern is the sustainability of the large volumes of supplemental water that are added to the system according to current operational practices. Therefore, this study was initiated to evaluate the system capacity, operational practices, and potential improvement alternatives, as warranted.

    This renewal application for a Recycled Water Reuse Permit is being submitted in accordance with the Idaho Administrative Procedures Act 58.01.17 “Recycled Water Rules” and the Municipal Wastewater Reuse Permit LA-000141-03 for continuing the operation of the Central Facilities Area Sewage Treatment Plant located at the Idaho National Laboratory. The permit expires March 16, 2015. The permit requires a renewal application to be submitted six months prior to the expiration date of the existing permit. For the Central Facilities Area Sewage Treatment Plant, the renewal application must be submitted by September 16, 2014. The information in this application is consistent with the Idaho Department of Environmental Quality’s Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater and discussions with Idaho Department of Environmental Quality personnel.

  14. 2D Seismic Reflection Data across Central Illinois

    In a continuing collaboration with the Midwest Geologic Sequestration Consortium (MGSC) on the Evaluation of the Carbon Sequestration Potential of the Cambro-Ordovician Strata of the Illinois and Michigan Basins project, Schlumberger Carbon Services and WesternGeco acquired two-dimensional (2D) seismic data in the Illinois Basin. This work included the design, acquisition and processing of approximately 125 miles of (2D) seismic reflection surveys running west to east in the central Illinois Basin. Schlumberger Carbon Services and WesternGeco oversaw the management of the field operations (including a pre-shoot planning, mobilization, acquisition and de-mobilization of the field personnel and equipment), procurement of the necessary permits to conduct the survey, post-shoot closure, processing of the raw data, and provided expert consultation as needed in the interpretation of the delivered product. Three 2D seismic lines were acquired across central Illinois during November and December 2010 and January 2011. Traversing the Illinois Basin, this 2D seismic survey was designed to image the stratigraphy of the Cambro-Ordovician sections and also to discern the basement topography. Prior to this survey, there were no regionally extensive 2D seismic data spanning this section of the Illinois Basin. Between the NW side of Morgan County and northwestern border of Douglas County, these seismic lines ran through very rural portions of the state. Starting in Morgan County, Line 101 was the longest at 93 miles in length and ended NE of Decatur, Illinois. Line 501 ran W-E from the Illinois Basin – Decatur Project (IBDP) site to northwestern Douglas County and was 25 miles in length. Line 601 was the shortest and ran N-S past the IBDP site and connected lines 101 and 501. All three lines are correlated to well logs at the IBDP site. Originally processed in 2011, the 2D seismic profiles exhibited a degradation of signal quality below ~400 millisecond (ms) which made interpretation of the Mt. Simon and Knox sections difficult. The data quality also gradually decreased moving westward across the state. To meet evolving project objectives, in 2012 the seismic data was re-processed using different techniques to enhance the signal quality thereby rendering a more coherent seismic profile for interpreters. It is believed that the seismic degradation could be caused by shallow natural gas deposits and Quaternary sediments (which include abandoned river and stream channels, former ponds, and swamps with peat deposits) that may have complicated or changed the seismic wavelet. Where previously limited by seismic coverage, the seismic profiles have provided valuable subsurface information across central Illinois. Some of the interpretations based on this survey included, but are not limited to: - Stratigraphy generally gently dips to the east from Morgan to Douglas County. - The Knox Supergroup roughly maintains its thickness. There is little evidence for faulting in the Knox. However, at least one resolvable fault penetrates the entire Knox section. - The Eau Claire Formation, the primary seal for the Mt. Simon Sandstone, appears to be continuous across the entire seismic profile. - The Mt. Simon Sandstone thins towards the western edge of the basin. As a result, the highly porous lowermost Mt. Simon section is absent in the western part of the state. - Overall basement dip is from west to east. - Basement topography shows evidence of basement highs with on-lapping patterns by Mt. Simon sediments. - There is evidence of faults within the lower Mt. Simon Sandstone and basement rock that are contemporaneous with Mt. Simon Sandstone deposition. These faults are not active and do not penetrate the Eau Claire Shale. It is believed that these faults are associated with a possible failed rifting event 750 to 560 million years ago during the breakup of the supercontinent Rodinia.

    Applying current guidance and practices for common-cause failure (CCF) mitigation to digital instrumentation and control (I&C) systems has proven problematic, and the regulatory environment has been unpredictable. The potential for CCF vulnerability inhibits I&C modernization, thereby challenging the long-term sustainability of existing plants. For new plants and advanced reactor concepts, concern about CCF vulnerability in highly integrated digital I&C systems imposes a design burden that results in higher costs and increased complexity. The regulatory uncertainty in determining which mitigation strategies will be acceptable (e.g., what diversity is needed and how much is sufficient) drives designers to adopt complicated, costly solutions devised for existing plants. To address the conditions that constrain the transition to digital I&C technology by the US nuclear industry, crosscutting research is needed to resolve uncertainty, demonstrate necessary characteristics, and establish an objective basis for qualification of digital technology for nuclear power plant (NPP) I&C applications. To fulfill this research need, Oak Ridge National Laboratory is investigating mitigation of CCF vulnerability for nuclear-qualified applications. The outcome of this research is expected to contribute to a fundamentally sound, comprehensive basis to qualify digital technology for nuclear power applications. This report documents the development of a CCF taxonomy. The basis for the CCF taxonomy was generated by determining consistent terminology and establishing a classification approach. The terminology is based on definitions from standards, guides, and relevant nuclear power industry technical reports. The classification approach is derived from identified classification schemes focused on I&C systems and key characteristics, including failure modes. The CCF taxonomy provides the basis for a systematic organization of key systems aspects relevant to analyzing the potential for CCF vulnerability and the suitability of mitigation techniques. Development of an effective CCF taxonomy will help to provide a framework for establishing the objective analysis and assessment capabilities desired to facilitate rigorous identification of fault types and triggers that are the fundamental elements of CCF.

    Most companies have found that of the 14 OSHA PSM elements, Mechanical Integrity (MI) presents the greatest implementation challenge. Although maintenance departments have successfully installed, repaired, and replaced plant equipment for decades, many of these same maintenance departments have struggled with OSHA`s PSM requirements. One major challenge is prioritizing resources. Opportunities to improve will always exist; however, it is often difficult to effectively allocate money and manpower. Another challenge is simply getting organized. The MI program should be supported by appropriate, useful procedures; but given the multifaceted and ever-changing nature of maintenance, what procedures should be written? How detailed should be procedures be? With nearly 3 years of PSM enforcement complete, an analysis of OSHA`s MI citation helps to provide insight to these challenges. This paper presents ideas for implementing MI in a manner that meets OSHA`s expectations while contributing to safe, effective maintenance in PSM-covered processes. In particular, the paper presents ideas for developing MI programs that effectively prioritize company resources, with appropriate inspection/test/preventive maintenance and quality assurance (QA) activities. This paper also presents ideas for developing a list of mechanical integrity procedures to address OSHA`s requirements as well as the type of information to include in those procedures. 10 refs., 3 tabs.

A natural way of viewing these complex high dimensional data sets is to examine and analyze the large-scale features and then to focus on the interesting details. Since the wide range of experiments and unknown complexity of the underlying system contribute to the heterogeneity of biological data, we develop a new method by proposing an extension of Robust Principal Component Analysis (RPCA), which models common variations across multiple experiments as the lowrank component and anomalies across these experiments as the sparse component. We show that the proposed method is able to find distinct subtypes and classify data sets in a robust way without any prior knowledge by separating these common responses and abnormal responses. Thus, the proposed method provides us a new representation of these data sets which has the potential to help users acquire new insight from data.« less

    Executive Summary The Interagency Biological Restoration Demonstration—a program jointly funded by the Department of Defense's Defense Threat Reduction Agency and the Department of Homeland Security's (DHS's) Science and Technology Directorate—is developing policies, methods, plans, and applied technologies to restore large urban areas, critical infrastructures, and Department of Defense installations following the intentional release of a biological agent (anthrax) by terrorists. There is a perception that there should be a common system that can share information both vertically and horizontally amongst participating organizations as well as support analyses. A key question is: "How far away from this are we?" As part of this program, Pacific Northwest National Laboratory conducted research to identify the current information technology tools that would be used by organizations in the greater Seattle urban area in such a scenario, to define criteria for use in evaluating information technology tools, and to identify current gaps. Researchers interviewed 28 individuals representing 25 agencies in civilian and military organizations to identify the tools they currently use to capture data needed to support operations and decision making. The organizations can be grouped into five broad categories: defense (Department of Defense), environmental/ecological (Environmental Protection Agency/Ecology), public health and medical services, emergency management, and critical infrastructure. The types of information that would be communicated in a biological terrorism incident include critical infrastructure and resource status, safety and protection information, laboratory test results, and general emergency information. The most commonly used tools are WebEOC (web-enabled crisis information management systems with real-time information sharing), mass notification software, resource tracking software, and NW WARN (web-based information to protect critical infrastructure systems). It appears that the current information management tools are used primarily for information gathering and sharing—not decision making. Respondents identified the following criteria for a future software system. It is easy to learn, updates information in real time, works with all agencies, is secure, uses a visualization or geographic information system feature, enables varying permission levels, flows information from one stage to another, works with other databases, feeds decision support tools, is compliant with appropriate standards, and is reasonably priced. Current tools have security issues, lack visual/mapping functions and critical infrastructure status, and do not integrate with other tools. It is clear that there is a need for an integrated, common operating system. The system would need to be accessible by all the organizations that would have a role in managing an anthrax incident to enable regional decision making. The most useful tool would feature a GIS visualization that would allow for a common operating picture that is updated in real time. To capitalize on information gained from the interviews, the following activities are recommended: • Rate emergency management decision tools against the criteria specified by the interviewees. • Identify and analyze other current activities focused on information sharing in the greater Seattle urban area. • Identify and analyze information sharing systems/tools used in other regions.

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.
