Russia's energy policy: A framing comment  

SciTech Connect (OSTI)

A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models - the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector.

As part of its ongoing effort regarding the formation of smart grid policy, the Department of Energy issued a Request for Information in September of 2010 on the topic of “Addressing Policy and Logistical Challenges to Smart Grid Implementation.” The purpose was to solicit comments from interested stakeholders on policy and logistical challenges that confront smart grid implementation, and recommendations on how to best overcome those challenges.

A technique for dynamically sharing information includes executing a sharing policy indicating when to share a data object responsive to the occurrence of an event. The data object is created by formatting a data file to be shared with a receiving entity. The data object includes a file data portion and a sharing metadata portion. The data object is encrypted and then automatically transmitted to the receiving entity upon occurrence of the event. The sharing metadata portion includes metadata characterizing the data file and referenced in connection with the sharing policy to determine when to automatically transmit the data object to the receiving entity.

Understanding and Informing the Policy Environment: State-Level Renewable Fuels Standards

Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

Comment on"Air Emissions Due to Wind and Solar Power" and Supporting Information

Katzenstein and Apt investigate the important question of pollution emission reduction benefits from variable generation resources such as wind and solar. Their methodology, which couples an individual variable generator to a dedicated gas plant to produce a flat block of power is, however, inappropriate. For CO{sub 2}, the authors conclude that variable generators 'achieve {approx} 80% of the emission reductions expected if the power fluctuations caused no additional emissions.' They find even lower NO{sub x} emission reduction benefits with steam-injected gas turbines and a 2-4 times net increase in NO{sub x} emissions for systems with dry NO{sub x} control unless the ratio of energy from natural gas to variable plants is greater than 2:1. A more appropriate methodology, however, would find a significantly lower degradation of the emissions benefit than suggested by Katzenstein and Apt. As has been known for many years, models of large power system operations must take into account variable demand and the unit commitment and economic dispatch functions that are practiced every day by system operators. It is also well-known that every change in wind or solar power output does not need to be countered by an equal and opposite change in a dispatchable resource. The authors recognize that several of their assumptions to the contrary are incorrect and that their estimates therefore provide at best an upper bound to the emissions degradation caused by fluctuating output. Yet they still present the strong conclusion: 'Carbon dioxide emissions reductions are likely to be 75-80% of those presently assumed by policy makers. We have shown that the conventional method used to calculate emissions is inaccurate, particularly for NO{sub x} emissions.' The inherently problematic methodology used by the authors makes such strong conclusions suspect. Specifically, assuming that each variable plant requires a dedicated natural gas backup plant to create a flat block of power ignores the benefits of diversity. In real power systems, operators are required to balance only the net variations of all loads and all generators, not the output of individual loads or generators; doing otherwise would ensure an enormous amount of unnecessary investment and operating costs. As a result, detailed studies that aggregate the variability of all loads and generators to the system level find that the amount of operating reserves required to reliably integrate variable resources into the grid are on the order of 10% of the nameplate capacity of the variable generators, even when upto25%of gross demand is being met by variable generation. The authors implicit assumption that incremental operating reserves must be 100% of the nameplate capacity of the variable generation, and be available at all times to directly counter that variability, excludes the option of decommitting conventional units when the load net of variable generation is low. In real power systems, generation response to wind variation can typically be met by a combination of committed units, each operating at a relatively efficient point of their fuel curves. In the Supporting Information, we conceptually demonstrate that the CO{sub 2} and NO{sub x} efficiency penalty found by the authors can be significantly reduced by considering the unit commitment decision with just five plants. Real systems often have tens to hundreds of plants that can be committed and decommitted over various time frames. Ignoring the flexibility of the unit commitment decision therefore leads to unsupportable results. Anumber of analyses of the fuel savings and CO{sub 2} emission benefits of variable generation have considered realistic operating reserve requirements and unit commitment decisions in models that include the reduction in part load efficiency of conventional plants. The efficiency penalty due to the variability of wind in four studies considered by Gross et al. is negligible to 7%, for up to a 20% wind penetration level. In short, for moderate wind penetration levels, 'there is no evidence available to

To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions. The US Department of Energy (DOE), prepared a draft Supplement Analysis (SA) for Continued Operation of Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNL-L), in accordance with DOE`s requirements for implementation of the National Environmental Policy Act of 1969 (NEPA) (10 Code of Federal Regulations [CFR] Part 1021.314). It considers whether the Final Environmental Impact Statement and Environmental Impact Report for Continued Operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore (1992 EIS/EIR) should be supplement3ed, whether a new environmental impact statement (EIS) should be prepared, or no further NEPA documentation is required. The SA examines the current project and program plans and proposals for LLNL and SNL-L, operations to identify new or modified projects or operations or new information for the period from 1998 to 2002 that was not considered in the 1992 EIS/EIR. When such changes, modifications, and information are identified, they are examined to determine whether they could be considered substantial or significant in reference to the 1992 proposed action and the 1993 Record of Decision (ROD). DOE released the draft SA to the public to obtain stakeholder comments and to consider those comments in the preparation of the final SA. DOE distributed copies of the draft SA to those who were known to have an interest in LLNL or SNL-L activities in addition to those who requested a copy. In response to comments received, DOE prepared this Comment Response Document.

Information technology and innovative drainage management practices for selenium load reduction from irrigated agriculture to provide stakeholder assurances and meet contaminant mass loading policy objectives

Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapoconcentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success. The paper provides a retrospective on the contentious planning process and offers suggestions as to how the technical and institutional issues could have been resolved faster through early adoption of some of the core principles of sound EDSS design.

On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

Policy Overview and Options for Maximizing the Role of Policy in Geothermal Electricity Development

Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

Low-income energy policy in a restructuring electricity industry: an assessment of federal options

This report identifies both the low-income energy services historically provided in the electricity industry and those services that may be affected by industry restructuring. It identifies policies that are being proposed or could be developed to address low- income electricity services in a restructured industry. It discusses potential federal policy options and identifies key policy and implementation issues that arise when considering these potential federal initiatives. To understand recent policy development at the state level, we reviewed restructuring proposals from eight states and the accompanying testimony and comments filed in restructuring proceedings in these states.

There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES – WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL – LESS RISKY – MORE PRODUCTIVE – MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising – gives more chance of positive results. And, to anyone who can do the math – millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive – and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him – if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit. The results include the identification of connections between state policies and renewable energy development, as well as a discussion placing state policy efforts in context with other factors that influence the development of renewable energy (e.g. federal policy, resource availability, technology cost, public acceptance).

During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specialty publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIACs staff also provides technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC during the period October 1, 1991 to September 30, 1992. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. As analysis and description of the preparation and distribution of numeric data packages, computer model packages, technical reports, newsletters, fact sheets, specialty publications, and reprints is provided. Comments and descriptions of CDIAC`s information management systems, professional networking, and special bilateral agreements are also described.

I live in Hollis NH, a small, town with a long tradition of putting land into conservation easements that might become a utility corridor for an unnecessary fracked gas pipeline. While I understand the need for more natural gas in NE, due to what has become a lopsided reliance on gas for electricity generation due to current low prices, I do not believe this over-reliance nor the rush to built excessive permanent infrastructure to supply it, is wise for the long term energy policies and systems of our country.

Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. Quadrennial Energy Review: The health of the people of our nation is a major vulnerability that must be addressed in any energy policy. Pollution produced by generating energy impacts our overall health. To encourage healthful sources of energy we have to make sure that the true costs of energy are paid up front. This means not allowing energy development that produces dangerous pollutants. Coal burning causes asthma and mercury poisoning and contributes to climate change that is not priced into energy generated by coal. Allowing liability exemptions to energy producers hides true costs. Nuclear power producers must be accountable for any radiation sickness that resulting from their operations. Fracking must not be exempted from safe drinking water regulations. Even more significant for oil and gas production, hazardous wastes (including methane) generated by exploration and production must be regulated under the Resource Conservation and Recovery Act (RCRA). (Pertinent to this, please enter into the Quadrennial Energy Review proceedings the attached first three pages of an article about RCRA. Removing exemptions like these will allow clean forms of energy to predominate to the overall benefit of us all.
