    This report summarizes the environmental status of Ames Laboratory for calendar year 1996. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring programs. Ames Laboratory is located on the campus of Iowa State University (ISU) and occupies twelve buildings owned by the Department of Energy (DOE). The Laboratory also leases space in ISU owned buildings. Laboratory activities involve less than ten percent of the total chemical use and approximately one percent of the radioisotope use on the ISU campus. In 1996, the Office of Assurance and Assessment merged with the Environment, Safety and Health Group forming the Environment, Safety, Health and Assurance (ESH and A) office. In 1996, the Laboratory accumulated and disposed of wastes under US Environmental Protection Agency (EPA) issued generator numbers. Ames Laboratory submitted a Proposed Site Treatment Plan to EPA in December 1995. This plan complied with the Federal Facilities Compliance Act (FFCA). It was approved by EPA in January 1996. The consent agreement/consent order was issued in February 1996. Pollution awareness, waste minimization and recycling programs, implemented in 1990 and updated in 1994, continued through 1996. Included in these efforts were a waste white paper and green computer paper recycling program. Ames Laboratory also continued to recycle salvageable metal and used oil, and it recovered freon for recycling. All of the chemical and nearly all of the radiological legacy wastes were properly disposed by the end of 1996. Additional radiological legacy waste will be properly disposed during 1997.

    The goal of the Ames Expedited Site Characterization (ESC) project is to evaluate and promote both innovative technologies (IT) and state-of-the-practice technologies (SOPT) for site characterization and monitoring. In April and May 1994, the ESC project conducted site characterization, technology comparison, and stakeholder demonstration activities at a former manufactured gas plant (FMGP) owned by Iowa Electric Services (IES) Utilities, Inc., in Marshalltown, Iowa. Three areas of technology were fielded at the Marshalltown FMGP site: geophysical, analytical and data integration. The geophysical technologies are designed to assess the subsurface geological conditions so that the location, fate and transport of the target contaminants may be assessed and forecasted. The analytical technologies/methods are designed to detect and quantify the target contaminants. The data integration technology area consists of hardware and software systems designed to integrate all the site information compiled and collected into a conceptual site model on a daily basis at the site; this conceptual model then becomes the decision-support tool. Simultaneous fielding of different methods within each of the three areas of technology provided data for direct comparison of the technologies fielded, both SOPT and IT. This document reports the results of the site characterization, technology comparison, and ESC demonstration activities associated with the Marshalltown FMGP site. 124 figs., 27 tabs.

    A significantly updated version of the NASA Ames PAH IR Spectroscopic Database, the first major revision since its release in 2010, is presented. The current version, version 2.00, contains 700 computational and 75 experimental spectra compared, respectively, with 583 and 60 in the initial release. The spectra span the 2.5-4000 μm (4000-2.5 cm{sup -1}) range. New tools are available on the site that allow one to analyze spectra in the database and compare them with imported astronomical spectra as well as a suite of IDL object classes (a collection of programs utilizing IDL's object-oriented programming capabilities) that permit offline analysis called the AmesPAHdbIDLSuite. Most noteworthy among the additions are the extension of the computational spectroscopic database to include a number of significantly larger polycyclic aromatic hydrocarbons (PAHs), the ability to visualize the molecular atomic motions corresponding to each vibrational mode, and a new tool that allows one to perform a non-negative least-squares fit of an imported astronomical spectrum with PAH spectra in the computational database. Finally, a methodology is described in the Appendix, and implemented using the AmesPAHdbIDLSuite, that allows the user to enforce charge balance during the fitting procedure.

    This report presents the preliminary findings of the first phase of the environmental Survey of the United States Department of Energy's (DOE) Ames Laboratory, conducted April 18 through 22, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are being supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the Ames Laboratory. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at the Ames Laboratory, and interviews with site personnel. The Survey team developed a Sampling and Analysis (S A) Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The S A plan is being developed by the Idaho National Engineering Laboratory. When S A is completed, the results will be incorporated into the Ames Laboratory Environmental Survey findings for inclusion in the Environmental Survey Summary Report. 60 refs., 13 figs., 20 tabs.

    This report documents the Tiger Assessment of the Ames Laboratory (Ames), located in Ames, Iowa. Ames is operated for the US Department of Energy (DOE) by Iowa State University. The assessment was conducted from February 10 to March 5, 1992, under the auspices of the Office of Special Projects, Office of the Assistant Secretary of Environment, Safety and Health, Headquarters, DOE. The assessment was comprehensive, encompassing Environment, Safety, and Health (ES H) disciplines; management practices; and contractor and DOE self-assessments.     This strategic plan addresses information management for the Environmental Restoration (ER) Program at the Hanford Site. This Program leads the cleanup of the Hanford Site`s soil, groundwater, buried waste, and the decontamination and decommissioning of facilities. The vision that drives this strategic plan is to ensure that quality information is available to the people who need it, when they need it, at a convenient location, in a usable form, and at an acceptable cost. Although investments are being made in managing the vast amounts of information, which include data, records and documents associated with the Hanford Site`s production history and new cleanup mission, it is widely recognized that efforts to date have not accomplished the vision. Effective information management involves more than the compilation of massive amounts of electronic and non-electronic information. It also involves integrating information management into business processes that support user`s needs and decisionmaking. Only then can information management complement and enable environmental restoration priorities and practices, help identify environmental restoration requirements, and enable communication within the Environmental Restoration Program and between the Program and its stakeholders. Successfully accomplishing the Hanford Site mission requires an integrated approach to information management that crosses organizational boundaries, streamlines existing systems, and builds new systems that support the needs of the future. This plan outlines that approach.

    In January of 1994 an important new technology was brought on line to help in the monumental waste management and environmental restoration work at the Hanford Site. Cleanup at the Hanford Site depends on analytical chemistry information to identify contaminates, design and monitor cleanup processes, assure worker safety, evaluate progress, and prove completion. The new technology, a laboratory information management system (LIMS) called ``LABCORE,`` provides the latest systems to organize and communicate the analytical tasks: track work and samples; collect and process data, prepare reports, and store data in readily accessible electronic form.

    A complex geology lies beneath the Hanford Site of southeastern Washington State. Within this geology is a challenging large-scale environmental cleanup project. Geologic and contaminant transport information generated by several U.S. Department of Energy contractors must be documented in geologic graphics clearly, consistently, and accurately. These graphics must then be disseminated in formats readily acceptable by general graphics and document producing software applications. The guidelines presented in this document are intended to facilitate consistent, defensible, geologic graphics and digital data/graphics sharing among the various Hanford Site agencies and contractors.

  10. Value of Information Analysis Project Gnome Site, New Mexico

    The Project Gnome site in southeastern New Mexico was the location of an underground nuclear detonation in 1961 and a hydrologic tracer test using radionuclides in 1963. The tracer test is recognized as having greater radionuclide migration potential than the nuclear test because the tracer test radionuclides (tritium, 90Sr, 131I, and 137Cs) are in direct contact with the Culebra Dolomite aquifer, whereas the nuclear test is within a bedded salt formation. The tracer test is the topic here. Recognizing previous analyses of the fate of the Gnome tracer test contaminants (Pohll and Pohlmann, 1996; Pohlmann and Andricevic, 1994), and the existence of a large body of relevant investigations and analyses associated with the nearby Waste Isolation Pilot Plant (WIPP) site (summarized in US DOE, 2009), the Gnome Site Characterization Work Plan (U.S. DOE, 2002) called for a Data Decision Analysis to determine whether or not additional characterization data are needed prior to evaluating existing subsurface intrusion restrictions and determining long-term monitoring for the tracer test. Specifically, the Work Plan called for the analysis to weigh the potential reduction in uncertainty from additional data collection against the cost of such field efforts.

    The Weldon Spring Storage Site (WSSS), which includes both the chemical site and the quarry, became radioactively contaminated as the result of wastes that were being stored from operations to recover uranium from pitchblende ores in the 1940s and 1950s. The US Department of Energy (DOE) is considering various remedial action options for the WSSS. This report describes the results of geochemical investigations carried out at Oak Ridge National Laboratory (ORNL) to support these activities and to help quantify various remedial action options. Soil and groundwater samples were characterized, and uranium and radium sorption ratios were measured in site soil/groundwater systems by batch contact methodology. Soil samples from various locations around the raffinate pits were found to contain major amounts of silica, along with illite as the primary clay constituent. Particle sizes of the five soil samples were variable (50% distribution point ranging from 12 to 81 ..mu..m); the surface areas varied from 13 to 62 m/sup 2//g. Elemental analysis of the samples showed them to be typical of sandy clay and silty clay soils. Groundwater samples included solution from Pit 3 and well water from Well D. Anion analyses showed significant concentrations of sulfate and nitrate (>350 and >7000 mg/L, respectively) in the solution from Pit 3. These anions were also present in the well water, but in lower concentrations. Uranium sorption ratios for four of the soil samples contacted with the solution from Pit 3 were moderate to high (approx. 300 to approx. 1000 mL/g). The fifth sample had a ratio of only 12 mL/g. Radium sorption ratios for the five samples were moderate to high (approx. 600 to approx. 1000 mL/g). These values indicate that soil at the WSSS may show favorable retardation of uranium and radium in the groundwater. 13 references, 13 figures, 10 tables.

    The Niagara Falls Storage Site (NFSS) became radioactively contaminated as a result of wastes that were being stored from operations carried out to recover uranium from pitchblende ore in the 1940s and 1950s. The US Department of Energy (DOE) is considering various remedial action options for the NFSS. This report describes the results of geochemical investigations performed to help provide a quantitative evaluation of the effects of various options. NFSS soil and groundwater samples were characterized; and uranium and radium sorption ratios, as well as apparent concentration limit values, were measured in site soil/groundwater systems by employing batch contact methodology. The results suggest that any uranium which is in solution in the groundwater at the NFSS may be poorly retarded due to the low uranium sorption ratio values and high solubility measured. Further, appreciable concentrations of uranium in groundwater could be attained from soluble wastes. Release of uranium via groundwater migration could be a significant release pathway. Solubilized radium would be expected to be effectively retarded by soil at the NFSS as a result of the very high radium sorption ratios observed. The addition of iron oxyhydroxide to NFSS soils resulted in much higher uranium sorption ratios. Additional field testing of this potential remedial action additive could be desirable. 10 references.
