    The current regulations, as set forth by the United States Nuclear Regulatory Commission (NRC), to insure that light-water nuclear reactor pressure vessels (RPVs) maintain their structural integrity when subjected to planned normal reactor startup (heat-up) and shut-down (cool-down) transients are specified in Appendix G to 10 CFR Part 50, which incorporates by reference Appendix G to Section XI of the American Society of Mechanical Engineers (ASME) Code. The technical basis for these regulations are now recognized by the technical community as being conservative and some plants are finding it increasingly difficult to comply with the current regulations. Consequently, the nuclear industry has developed, and submitted to the ASME Code for approval, an alternative risk-informed methodology that reduces the conservatism and is consistent with the methods previously used to develop a risk-informed revision to the regulations for accidental transients such as pressurized thermal shock (PTS). The objective of the alternative methodology is to provide a relaxation to the current regulations which will provide more operational flexibility, particularly for reactor pressure vessels with relatively high irradiation levels and radiation sensitive materials, while continuing to provide reasonable assurance of adequate protection to public health and safety. The NRC and its contractor at Oak Ridge National Laboratory (ORNL) have recently performed an independent review of the industry proposed methodology. The NRC / ORNL review consisted of performing probabilistic fracture mechanics (PFM) analyses for a matrix of cool-down and heat-up rates, permutated over various reactor geometries and characteristics, each at multiple levels of embrittlement, including 60 effective full power years (EFPY) and beyond, for various postulated flaw characterizations.     Two federal district judges have recently opened the door for negligence suits aimed specifically an environmental consultants. In William Levy and Harper Realty, Inc. v. Versar, Inc., the respective courts allowed negligence-based claims to survive motions to dismiss, suggesting environmental consultants who fail to discover and/or disclose contamination on the properties they are investigating may be liable for considerable damages, including remediation costs and the economic losses suffered as a result of a claimant`s reliance on the environmental consultant`s work product. These cases poses great concern for environmental consultants. This paper will review these cases in detail, and other legal issues of concern to environmental consultants. It will also review the steps consultants can take to limit their liability, including obtaining errors and omissions insurance, using properly drafted environmental services agreements, properly training their employees, effectively communicating about risks with their clients, and other risk management techniques. In light of the exorbitant costs of environmental clean up, and the expansive breadth of liability imposed by federal environmental laws, consultants need to understand the potential causes of action that can be brought against them. Two federal district judges from Illinois have recently opened the door for negligence suits aimed specifically at environmental consultants, in William Levy and Harper Realty, Inc. v. Versar Inc. This paper will analyze the versar and Mobil Oil cases in detail. It will also explore other issues on professional liability generally of concern to environmental consultants. Finally, suggestion are briefly offered to guide environmental consultants as they embark on clean up activities, to reduce their potential liability to third parties.

    In 2005 the U.S. Nuclear Regulatory Commission (NRC) began to implement a new set of responsibilities under the Ronald W. Reagan National Defense Authorization Act (NDAA) of Fiscal Year 2005. Section 3116 of the NDAA requires the U.S. Department of Energy (DOE) to consult with the NRC for certain non-high level waste determinations and also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2005, the NRC staff began consulting with DOE and completed reviews of draft waste determinations for salt waste at the Savannah River Site. In 2006, a second review was completed on tank waste residuals including sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center Tank Farm at the Idaho National Laboratory. Monitoring Plans were developed for these activities and the NRC is actively monitoring disposal actions at both sites. NRC is currently in consultation with DOE on the F-Area Tank Farm closure and anticipates entering consultation on the H-Area Tank Farm at the Savannah River Site. This paper presents, from the NRC perspective, an overview of how the consultation and monitoring process has evolved since its conception in 2005. It addresses changes in methods and procedures used to collect and develop information used by the NRC in developing the technical evaluation report and monitoring plan under consultation and the implementation the plan under monitoring. It will address lessons learned and best practices developed throughout the process. The NDAA has presented significant challenges for the NRC and DOE. Past and current successes demonstrate that the NDAA can achieve its intended goal of facilitating tank closure at DOE legacy defense waste sites. The NRC believes many of the challenges in performing the WD reviews have been identified and addressed. Lessons learned have been collected and documented throughout the review process.     Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste (HLW) determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations to assess compliance with NRC regulations in 10 CFR Part 61, Subpart C. The NDAA applies to DOE activities that will remain within the States of South Carolina and Idaho. DOE has chosen to, under DOE Order 435.1, engage in consultation with NRC for similar activities in the State of Washington and New York, however, the NRC has no monitoring responsibilities. In 2007, the NRC developed a draft Final Report for Interim Use entitled, NUREG-1854: NRC Staff Guidance for Activities Related to U.S. Department of Energy Waste Determinations. Since the law was enacted, the DOE and NRC have consulted on three waste determinations within the affected States: (1) the Saltstone Disposal Facility at the Savannah River Site (SRS) within the State of South Carolina in 2005, (2) the INTEC Tank Farm at the Idaho National Laboratory within the State of Idaho in 2006, and (3) the F Tank Farm at SRS in 2011. After the end of consultation and issuance by DOE of the final waste determination, monitoring began at each of these sites, including the development of monitoring plans. In addition to the NDAA sites, DOE has requested NRC consultation support on both individual tanks and the entire C Tank Farm at the Hanford Nuclear Reservation in the State of Washington. DOE also requested consultation of waste determinations performed on the melter and related feed tanks at the West Valley site in New York that would be disposed offsite. In the next few years, NRC and DOE will consult on the last of the NDAA waste determinations for a while, the H Tank Farm waste determination at SRS.     Apparatus for remotely handling a device in an irradiated underwater environment includes a plurality of tubular sections interconnected end-to-end to form a handling structure, the bottom section being adapted for connection to the device. A support section is connected to the top tubular section and is adapted to be suspended from an overhead crane. Each section is flanged at its opposite ends. Axially retractable bolts in each bottom flange are threadedly engageable with holes in the top flange of an adjacent section, each bolt being biased to its retracted position and retained in place on the bottom flange. Guide pins on each top flange cooperate with mating holes on adjacent bottom flanges to guide movement of the parts to the proper interconnection orientation. Each section carries two hydraulic line segments provided with quick-connect/disconnect fittings at their opposite ends for connection to the segments of adjacent tubular sections upon interconnection thereof to form control lines which are connectable to the device and to an associated control console.

    These guidelines were designed to assist National Rural Electric Cooperative Association staff and consultants involved in the implementation of Sections 201 and 210 of the Public Utilities Regulatory Policies Act (PURPA). The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small power producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur. The chapters in these Guidelines contain both summary information, such as compliance checklists, and detailed information, such as cost rate calculations, on regulatory requirements, operational considerations, and rate considerations.     The second meeting of the Consultants on Coupled Processes Associated with Geological Disposal of Nuclear Waste occurred on January 15-16, 1985 at Lawrence Berkeley Laboratory (LBL). All the consultants were present except Dr. K. Kovari, who presented comments in writing afterward. This report contains a brief summary of the presentations and discussions from the meeting.     In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX.     It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

    This invention provides a transverse section radionuclide scanning system for high-sensitivity quantification of brain radioactivity in cross-section picture format in order to permit accurate assessment of regional brain function localized in three-dimensions. High sensitivity crucially depends on overcoming the heretofore known raster type scanning, which requires back and forth detector movement involving dead-time or partial enclosure of the scan field. Accordingly, this invention provides a detector array having no back and forth movement by interlaced detectors that enclose the scan field and rotate as an integral unit around one axis of rotation in a slip ring that continuously transmits the detector data by means of laser emitting diodes, with the advantages that increased amounts of data can be continuously collected, processed and displayed with increased sensitivity according to a suitable computer program.

    A turbine airfoil usable in a turbine engine and formed from at least an outboard section and an inboard section such that an inner end of the outboard section is attached to an outer end of the inboard section. The outboard section may be configured to provide a tip having adequate thickness and may extend radially inward from the tip with a generally constant cross-sectional area. The inboard section may be configured with a tapered cross-sectional area to support the outboard section.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses.     Version 00 The Electron Photon Interaction Cross Sections, EPICS, provides the atomic data needed to perform coupled Electron-Photon transport calculations, to produce accurate macroscopic results, such as energy deposit and dose. Atomic data is provided for elements, Z = 1 to 100, over the energy range 10 eV to 100 GeV; note that nuclear data, such as photo-nuclear, and data for compounds, are not included. All data is in a simple computer independent text formatmore » that is standard and presented to a high precision that can be easily read by computer codes written in any computer language, e.g., C, C++, and FORTRAN. EPICS includes four separate data bases that are designed to be used in combination, these include, • The Evaluated Electron Data Library (EEDL), to describe the interaction of electrons with matter. • The Evaluated Photon Data Library (EPDL), to describe the interaction of photons with matter. • The Evaluated Atomic Data Library (EADL), to describe the emission of electrons and photons back to neutrality following an ionizing event, caused by either electron or photon interactions. • The Evaluated Excitation Data Library (EXDL), to describe the excitation of atoms due to photon interaction. All of these are available in the Extended ENDL format (ENDLX) in which the evaluations were originally performed.     The Yucca Mountain site in Nevada is one of three candidate sites for the first geologic repository for radioactive waste. On May 28, 1986, it was recommended for detailed study in a program of site characterization. This site characterization plan (SCP) has been prepared in acordance with the requirements of the Nuclear Waste Policy Act to summarize the information collected to date about the geologic conditions at the site;to describe the conceptual designs for the repository and the waste package and to present the plans for obtaining the geologic information necessary to demonstrate the suitability of the site for a repository, to design the repository and the waste package, to prepare an environmental impact statement, and to obtain from the US Nuclear Regulatory Commission (NRC) an authorization to construct the repository. This introduction begins with a brief section on the process for siting and eveloping a repository, followed by a discussion of the pertinent legislation and regulations. A description of site characterization is presented next;it describes the facilities to be constructed for the site characterization program and explains the principal activities to be conducted during the program.     The workshop was held to discuss the status of marketing ocean energy information and to develop an understanding of information needs and how to satisfy them. Presentations were made by the Solar Energy Research Institute (SERI) staff and media consultants about the effective use of audio-visual and print products, the mass media, and audience needs. Industry and government representatives reported on current efforts in each of their communication programs and outlined future plans. Four target audiences (DOE contractors, researchers, influencers, and general public) were discussed with respect to developing priorities for projects to enhance the commercialization of ocean energy technology.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities.     the National Historic Preservation Act (NHPA). Under Section 368, Congress divided the United States into two groups of states: the 11 contiguous western states and the remaining states. Direction for energy transportation corridor analysis and selection in the 11 western states was addressed in Section 368(a) of EPAct, while direction for energy transportation corridor analysis and selection in all other states was addressed under Section 368(b) of EPAct. It was clearly the priority of Congress to conduct corridor location studies and designation first on federal lands in the western states. Under Section 368(a), the Agencies produced a programmatic environmental impact statement (EIS), Designation of Energy Corridors on Federal Land in the 11 Western States (DOE and DOI 2008), that was used in part as the basis for designating more than 6,000 mi (9,656 km) of energy transportation corridors on federal land in 11 western states. Under Section 368(a) of EPAct, Congress clearly stated the Agencies needed to (1) designate energy transportation corridors on federal land, (2) conduct the necessary environmental review of the designated corridors, and (3) incorporate the designated corridors into the appropriate land use plans. Congressional direction under Section 368(b) of EPAct differs from that provided under Section 368(a). Specifically, Section 368(b) requires the secretaries of the Agencies, in consultation with the Federal Energy Regulatory Commission (FERC), affected utility industries, and other interested persons, to jointly: (1) Identify corridors for oil, gas, and hydrogen pipelines and electricity transmission and distribution facilities on federal land in states other than the 11 western states identified under Section 368(a) of EPAct, and (2) Schedule prompt action to identify, designate, and incorporate the corridors into the applicable land use plans.     The First Community Consultation on the Responsible Collection and Use of Samples for Genetic Research was held in Bethesda, Maryland, on September 25-26, 2000. The consultation was convened by the National Institute of General Medical Sciences (NIGMS) of the National Institutes of Health (NIH). Approximately 120 individuals participated in the consultation, half from a broad range of communities and populations, and half from government. The participants shared their views and concerns about population- and community-based genetic research, expanding the focus of the meeting from the collection and use of blood or other tissue samples for genetic research to broader issues and concerns about the conduct of genetic research in general with populations and communities.
