    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    In this article, the author reviews FERC's current procedures for undertaking competitive analysis. The current procedure for evaluating the competitive impact of transactions in the electric utility industry is described in Order 592, in particular Appendix A. These procedures effectively revised criteria that had been laid out in Commonwealth Edison and brought its merger policy in line with the EPAct and the provisions of Order 888. Order 592 was an attempt to provide more certainty and expedition in handling mergers. It established three criteria that had to be satisfied for a merger to be approved: Post-merger market power must be within acceptable thresholds or be satisfactorily mitigated, acceptable customer protections must be in place (to ensure that rates will not go up as a result of increased costs) and any adverse effect on regulation must be addressed. FERC states that its Order 592 Merger Policy Statement is based upon the Horizontal Merger Guidelines issued jointly by the Federal Trade Commission and the Antitrust Division Department of Justice (FTC/DOJ Merger Guidelines). While it borrows much of the language and basic concepts of the Merger Guidelines, FERC's procedures have been criticized as not following the methodology closely enough, leaving open the possibility of mistakes in market definition.

    To permit an economic evaluation of solar industrial process heat systems, a methodology was developed to determine the annual required revenue and the internal rate of return. First, a format is provided to estimate the solar system's installed cost, annual operating and maintenance expenses, and net annual solar energy delivered to the industrial process. Then an expression is presented that gives the annual required revenue and the price of solar energy. The economic attractiveness of the potential solar investment can be determined by comparing the price of solar energy with the price of fossil fuel, both expressed in levelized terms. This requires calculation of the internal rate of return on the solar investment or, in certain cases, the growth rate of return.

    This paper describes the successful effort to remove alkali metals, alkali metal residues, and piping and structures from retired non-radioactive test systems on the Hanford Site. These test systems were used between 1965 and 1982 to support the Fast Flux Test Facility and the Liquid Metal Fast Breeder Reactor Program. A considerable volume of sodium and sodium-potassium alloy (NaK) was successfully recycled to the commercial sector; structural material and electrical material such as wiring was also recycled. Innovative techniques were used to safely remove NaK and its residues from a test system that could not be gravity-drained. The work was done safely, with no environmental issues or significant schedule delays.

    The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Replacement of the systems allows for a new beginning with a clean slate and stronger data validation rules. A number of the systems being retired depend on hardware and software technologies that are no longer adequately supported in the market place. The IRM Application Software System Life Cycle Standards, HNF-PRO-2778, and the Data Systems Review Board (DSRB) define a system retirement process which involves the removal of an existing system from active support or use either by: ceasing its operation or support; or replacing it with a new system; or replacing it with an upgraded version of the existing system. It is important to note, that activities associated with the recovery of the system, once archived, relates to the ability for authorized personnel to gain access to the data and documentation baseline rather than to ensure the ability to reestablish an operational production system. The remainder of this document describes the planning for the removal of the identified systems from service at Hanford, The retirement requirements, planning schedules and costs are covered in the body of the document.

    A deep drilling research program titled 'An Industry/DOE Program to Develop and Benchmark Advanced Diamond Product Drill Bits and HP/HT Drilling Fluids to Significantly Improve Rates of Penetration' was conducted at TerraTek's Drilling and Completions Laboratory. Drilling tests were run to simulate deep drilling by using high bore pressures and high confining and overburden stresses. The purpose of this testing was to gain insight into practices that would improve rates of penetration and mechanical specific energy while drilling under high pressure conditions. Thirty-seven test series were run utilizing a variety of drilling parameters which allowed analysis of the performance of drill bits and drilling fluids. Five different drill bit types or styles were tested: four-bladed polycrystalline diamond compact (PDC), 7-bladed PDC in regular and long profile, roller-cone, and impregnated. There were three different rock types used to simulate deep formations: Mancos shale, Carthage marble, and Crab Orchard sandstone. The testing also analyzed various drilling fluids and the extent to which they improved drilling. The PDC drill bits provided the best performance overall. The impregnated and tungsten carbide insert roller-cone drill bits performed poorly under the conditions chosen. The cesium formate drilling fluid outperformed all other drilling muds when drilling in the Carthage marble and Mancos shale with PDC drill bits. The oil base drilling fluid with manganese tetroxide weighting material provided the best performance when drilling the Crab Orchard sandstone.

    This document provides a risk evaluation of the 100 and 200 Area retired, surplus facilities on the Hanford Site. Also included are the related data that were compiled by the risk evaluation team during investigations performed on the facilities. Results are the product of a major effort performed in fiscal year 1993 to produce qualitative information that characterizes certain risks associated with these facilities. The retired facilities investigated for this evaluation are located in the 100 and 200 Areas of the 1,450-km{sup 2} (570-mi{sup 2}) Hanford Site. The Hanford Site is a semiarid tract of land in southeastern Washington State. The nearest population center is Richland, Washington, (population 32,000) 30-km (20 mi) southeast of the 200 Area. During walkdown investigations of these facilities, data on real and potential hazards that threatened human health or safety or created potential environmental release issues were identified by the risk evaluation team. Using these findings, the team categorized the identified hazards by facility and evaluated the risk associated with each hazard. The factors contributing to each risk, and the consequence and likelihood of harm associated with each hazard also are included in this evaluation.

In general, mobile phones have relatively short life time because the majority of users replace their mobile phones frequently. Retired mobile phones represent the most valuable electrical and electronic equipment (EEE) in the main waste stream because of such characteristics as large quantity, high reuse/recovery value and fast replacement frequency. Consequently, the huge amount of retired mobile phones in China calls for a sustainable management system. The generation estimation can provide fundamental information to construct the sustainable management system of retired mobile phones and other waste electrical and electronic equipment (WEEE). However, the reliable estimation result is difficult to get and verify. The priority aim of this paper is to provide proper estimation approach for the generation of retired mobile phones in China, by comparing some relevant methods. The results show that the sales and new method is in the highest priority in estimation of the retired mobile phones. The result of sales and new method shows that there are 47.92 million mobile phones retired in 2002, and it reached to 739.98 million in China in 2012. It presents an increasing tendency with some fluctuations clearly. Furthermore, some discussions on methodology, such as the selection of improper approach and error in the input data, are also conducted in order to improve generation estimation of retired mobile phones and other WEEE.

Construction was approved by the Nevada Division of Environmental Protection (NDEP) under the Approval of Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) for Corrective Action Unit (CAU) 111: Area 5 WMD Retired Mixed Waste Pits, Nevada National Security Site, Nevada, on January 6, 2011, pursuant to Subpart XII.8a of the Federal Facility Agreement and Consent Order. The project is located in Area 5 of the Radioactive Waste Management Complex (RWMC) at the Nevada National Security Site (NNSS), formerly known as the Nevada Test Site, located in southern Nevada, approximately 65 miles northwest of Las Vegas, Nevada, in Nye County. The project site, in Area 5, is located in a topographically closed basin approximately 14 additional miles north of Mercury Nevada, in the north-central part of Frenchman Flat. The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste. The 92-Acre Area encompasses the southern portion of the Area 5 RWMS, which has been designated for the first final closure operations. This area contains 13 Greater Confinement Disposal (GCD) boreholes, 16 narrow trenches, and 9 broader pits. With the exception of two active pits (P03 and P06), all trenches and pits in the 92-Acre Area had operational covers approximately 2.4 meters thick, at a minimum, in most areas when this project began.     Recent U.S. Environmental Protection Agency emissions regulations have resulted in lower emissions of particulate matter and oxides of nitrogen from heavy-duty diesel trucks. To accelerate fleet turnover the State of California in 2008 along with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) in 2006 passed regulations establishing timelines forcing the retirement of older diesel trucks. On-road emissions measurements of heavy-duty diesel trucks were collected over a three-year period, beginning in 2008, at a Port of Los Angeles location and an inland weigh station on the Riverside freeway (CA SR91). At the Port location the mean fleet age decreased from 12.7 years in April of 2008 to 2.5 years in May of 2010 with significant reductions in carbon monoxide (30%), oxides of nitrogen (48%) and infrared opacity (a measure of particulate matter, 54%). We also observed a 20-fold increase in ammonia emissions as a result of new, stoichiometrically combusted, liquefied natural gas powered trucks. These results compare with changes at our inland site where the average ages were 7.9 years in April of 2008 and 8.3 years in April of 2010, with only small reductions in oxides of nitrogen (10%) being statistically significant. Both locations have experienced significant increases in nitrogen dioxide emissions from new trucks equipped with diesel particle filters; raising the mean nitrogen dioxide to oxides of nitrogen ratios from less than 10% to more than 30% at the Riverside freeway location.

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    Energy use in the Mexican industrial sector experienced important changes in the last decade related to changes in the Mexican economy. In previous studies, we have shown that a real change in energy-intensity was the most important factor in the overall decline of energy use and CO2 emissions in the Mexican industrial sector. Real changes in energy intensity were explained by different factors, depending on the industrial sub-sector. In this paper, we analyze the factors that influenced energy use in the Mexican iron and steel industry, the largest energy consuming and energy-intensive industry in the country. To understand the trends in this industry we used a decomposition analysis based on physical indicators to decompose the changes in intra-sectoral structural changes and efficiency improvements. Also, we use a structure-efficiency analysis for international comparisons, considering industrial structure and the best available technology. In 1995, Mexican iron and steel industry consumed 17.7 percent of the industrial energy consumption. Between 1970 and 1995, the steel production has increased with an annual growth rate of 4.7 percent, while the specific energy consumption (SEC) has decreased from 28.4 to 23.8 GJ/tonne of crude steel. This reduction was due to energy efficiency improvements (disappearance of the open hearth production, increase of the share of the continuous casting) and to structural changes as well (increase of the share of scrap input in the steelmaking).

  10. Cancer mortality and residence near petrochemical industries in Taiwan

    An ecologic study design was used to investigate the relationship between cancer risks and residence in communities adjacent to petrochemical industrial counties (PICs). Directly age-adjusted mortality rates for cancer during 1982-1991 among 16 counties characterized by a heavy concentration of petrochemical industries were compared to rates among 16 matched counties with similar concentration of nonpetrochemical manufacturing industries, urbanization level, and demographic characteristics. An excess rate for liver cancer among males was found in the so-called PICs. The correlation could not be explained by confounding variables such as urbanization, socioeconomic class, or employment in nonpetrochemical industries. No other increased cancer risks were found to be associated with residence near petrochemical industries. 30 refs., 3 tabs.

    Friction and material wear occur throughout all industries and are involved in many processes within each industry. These conditions make assessing tribological activity overall in industry very complex and expensive. Therefore, a research strategy to obtain preliminary information on only the most significant industrial tribological sinks was defined. The industries examined were selected according to both the magnitude of overall energy consumption (particularly machine drive) and the known presence of significant tribological sinks. The six industries chosen are as follows: mining, agriculture, primary metals, chemicals/refining, food, and pulp and paper. They were reviewed to identify and characterize the major tribology sinks. It was concluded that wear losses are greater than friction losses, and that reducing wear rates would improve industrial productivity.

  16. Emulsified industrial oils recycling

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    Compared with the experience of the 1990s, rising energy prices in recent years have led to questions about expectations of growth in industrial output, particularly in energy-intensive industries. Given the higher price trends, a review of expected growth trends in selected industries was undertaken as part of the production of Annual Energy Outlook 2005 (AEO). In addition, projections for the industrial value of shipments, which were based on the Standard Industrial Classification (SIC) system in AEO2004, are based on the North American Industry Classification System (NAICS) in AEO2005. The change in industrial classification leads to lower historical growth rates for many industrial sectors. The impacts of these two changes are highlighted in this section for two of the largest energy-consuming industries in the U.S. industrial sector-bulk chemicals and pulp and paper.

  3. Measuring industrial energy efficiency: Physical volume versus economic value

    This report examines several different measures of industrial output for use in constructing estimates of industrial energy efficiency and discusses some reasons for differences between the measures. Estimates of volume-based measures of output, as well as 3 value-based measures of output (value of production, value of shipments, and value added), are evaluated for 15 separate 4-digit industries. Volatility, simple growth rate, and trend growth rate estimates are made for each industry and each measure of output. Correlations are made between the volume- and value-based measures of output. Historical energy use data are collected for 5 of the industries for making energy- intensity estimates. Growth rates in energy use, energy intensity, and correlations between volume- and value-based measures of energy intensity are computed. There is large variability in growth trend estimates both long term and from year to year. While there is a high correlation between volume- and value-based measures of output for a few industries, typically the correlation is low, and this is exacerbated for estimates of energy intensity. Analysis revealed reasons for these low correlations. It appears that substantial work must be done before reliable measures of trends in the energy efficiency of industry can be accurately characterized.

    The concentrator photovoltaic (CPV) industry is introducing multiple products into the marketplace, but, as yet, the; community has not embraced a unified method for assessing a nameplate rating. The choices of whether to use 850,; 900, or 1000 W/m2 for the direct-normal irradiance and whether to link the rating to ambient or cell temperature will; affect how CPV modules are rated and compared with other technologies. This paper explores the qualitative and; quantitative ramifications of these choices using data from two multi-junction CPV modules and two flat-plate; modules.

    California has a large number of small and medium sized industries which have a major impact on the demand growth of California utilities. Energy use in building services (lighting, HVAC, office equipment, computers, etc.). These industries constitute an important but largely neglected fraction of the total site energy use. The ratio of energy use in building service to the total site energy use is a function of the industrial activity, its size, and the climate at the site of the facility. Also, energy use in building services is more responsive to weather and occupant schedules than the traditional base-load'' industrial process energy. Industrial energy use is considered as a base-load'' by utility companies because it helps to increase the utilities' load factor. To increase this further, utilities often market energy at lower rates to industrial facilities. Presently, the energy use in the building services of the industrial sector is often clubbed together with industrial process load. Data on non-process industrial energy use are not readily available in the literature. In cases where the major portion of the energy is used in the building services (with daily and seasonal load profiles that in fact peak at the same time as systemwide load peaks), the utility may be selling below cost at peak power times. These cases frequently happen with electric utilities. 30 figs., 6 tabs.

    The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    This study program is part of the DOE Integrated Industry Cogeneration Program to optimize, evaluate, and demonstrate cogeneration systems, with direct participation of the industries most affected. One objective is to characterize five major energy-intensive industries with respect to their energy-use profiles. The industries are: petroleum refining and related industries, textile mill products, paper and allied products, chemicals and allied products, and food and kindred products. Another objective is to select optimum cogeneration systems for site-specific reference case plants in terms of maximum energy savings subject to given return on investment hurdle rates. Analyses were made that define the range of optimal cogeneration systems for each reference-case plant considering technology applicability, economic factors, and energy savings by type of fuel. This study also provides guidance to other parts of the program through information developed with regard to component development requirements, institutional and regulatory barriers, as well as fuel use and environmental considerations.     A 2.45 GHz microwave ion source for ion implanters has many good properties for industrial application, such as easy maintenance and long lifetime, and it should be compact for budget and space. But, it has a dc current supply for the solenoid and a rf generator for plasma generation. Usually, they are located on high voltage platform because they are electrically connected with beam extraction power supply. Using permanent magnet solenoid and multi-layer dc break, high voltage deck and high voltage isolation transformer can be eliminated, and the dose rate on targets can be controlled by pulse duty control with semiconductor high voltage switch. Because the beam optics does not change, beam transfer components, such as focusing elements and beam shutter, can be eliminated. It has shown the good performances in budget and space for industrial applications of ion beams.

Using the dissolved iron data, the concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the Ground Water Quality Rule Primary and Secondary Constituent Standards.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    Dependable and predictable energy production is the key to the long-term success of the PV industry. PV systems show over the lifetime of their exposure a gradual decline that depends on many different factors such as module technology, module type, mounting configuration, climate etc. When degradation rates are determined from continuous data the statistical uncertainty is easily calculated from the regression coefficients. However, total uncertainty that includes measurement uncertainty and instrumentation drift is far more difficult to determine. A Monte Carlo simulation approach was chosen to investigate a comprehensive uncertainty analysis. The most important effect for degradation rates is to avoid instrumentation that changes over time in the field. For instance, a drifting irradiance sensor, which can be achieved through regular calibration, can lead to a substantially erroneous degradation rates. However, the accuracy of the irradiance sensor has negligible impact on degradation rate uncertainty emphasizing that precision (relative accuracy) is more important than absolute accuracy.

    The report is the Final Construction Quality Assurance (CQA) Report for the 92-Acrew Evapotranspiration Cover, Area 5 Waste Management Division Retired Mixed Waste Pits, Nevada National Security Site, Nevada, for the period of January 20, 2011, to January 31, 2012 The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste. The 92-Acre Area encompasses the southern portion of the Area 5 RWMS, which has been designated for the first final closure operations. This area contains 13 Greater Confinement Disposal (GCD) boreholes, 16 narrow trenches, and 9 broader pits. With the exception of two active pits (P03 and P06), all trenches and pits in the 92-Acre Area had operational covers approximately 2.4 meters thick, at a minimum, in most areas when this project began. The units within the 92-Acre Area are grouped into the following six informal categories based on physical location, waste types and regulatory requirements: (1) Pit 3 Mixed Waste Disposal Unit (MWDU); (2) Corrective Action Unit (CAU) 111; (3) CAU 207; (4) Low-level waste disposal units; (5) Asbestiform low-level waste disposal units; and (6) One transuranic (TRU) waste trench.

    As photovoltaic (PV) penetration of the power grid increases, it becomes vital to know how decreased power output may affect cost over time. In order to predict power delivery, the decline or degradation rates must be determined accurately. For non-spectrally corrected data several complete seasonal cycles (typically 3-5 years) are required to obtain reasonably accurate degradation rates. In a rapidly evolving industry such a time span is often unacceptable and the need exists to determine degradation rates accurately in a shorter period of time. Occurrence of outliers and data shifts are two examples of analytical problems leading to greater uncertainty and therefore to longer observation times. In this paper we compare three methodologies of data analysis for robustness in the presence of outliers, data shifts and shorter measurement time periods.

    ITP conducted a study on energy use and potential savings, or "bandwidth" study, in major steelmaking processes. Intended to provide a realistic estimate of the potential amount of energy that can be saved in an industrial process, the "bandwidth" refers to the difference between the amount of energy that would be consumed in a process using commercially available technology versus the minimum amount of energy needed to achieve those same results based on the 2nd law of thermodynamics. The Steel Industry Energy Bandwidth Study (PDF133 KB) also estimates steel industry energy use in the year 2010, and uses that value as a basis for comparison against the minimum requirements. This energy savings opportunity for 2010 will aid focus on longer term R&D.

In preparation for this conference, Hydrocarbon Processing contacted executives of petrochemical/chemical industries and trade associations, seeking views on the state of the industry. The Asia-Pacific region is the center of new construction and expanded capacity and also a mixture of mature, developing and emerging petrochemical industries. Established countries must mold and grow with emerging economies as the newcomers access natural resources and develop their own petrochemical infrastructures. A brief review of prior studies of realization rates prefaces this study of rates from an engineering audit tool, NEAT, (developed for the Department of Energy`s Low-Income Weatherization Assistance Program) used in a New York state utility`s low-income program. Estimates of metered and predicted savings are compared for 49 homes taken from a data base of homes that participated in the first year of the utility`s program. Average realization rates ranging from 57% to 69% result, depending on the data quality. Detailed examinations of two houses using an alternate engineering method, the DOE-2 computer program (considered an industry standard), seem to indicate that the low realization rates mainly result from factors other than inaccuracies in the audit`s internal algorithms. Causes of the low realization rates are examined, showing that the strongest single factor linked to the low rates in this study is the use of secondary heating fuels that supplement the primary heating fuel. This study, like the other similar studies, concludes that engineering estimates are valuable tools in determining ranked lists of cost-effective weatherization measures, but may not be accurate substitutes for measured results in evaluating program performance.

    This Closure Report (CR) presents information supporting closure of the 92-Acre Area, which includes Corrective Action Unit (CAU) 111, 'Area 5 WMD Retired Mixed Waste Pits.' This CR provides documentation supporting the completed corrective actions and confirmation that the closure objectives were met. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) (FFACO, 1996 [as amended March 2010]). Closure activities began in January 2011 and were completed in January 2012. Closure activities were conducted according to Revision 1 of the Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) for the 92-Acre Area and CAU 111 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2010). The following closure activities were performed: (1) Construct an engineered evapotranspiration cover over the boreholes, trenches, and pits in the 92-Acre Area; (2) Install use restriction (UR) warning signs, concrete monuments, and subsidence survey monuments; and (3) Establish vegetation on the covers. UR documentation is included as Appendix C of this report. The post-closure plan is presented in detail in Revision 1 of the CADD/CAP for the 92-Acre Area and CAU 111, and the requirements are summarized in Section 5.2 of this document. When the next request for modification of Resource Conservation and Recovery Act Permit NEV HW0101 is submitted to the Nevada Division of Environmental Protection (NDEP), the requirements for post-closure monitoring of the 92-Acre Area will be included. NNSA/NSO requests the following: (1) A Notice of Completion from NDEP to NNSA/NSO for closure of CAU 111; and (2) The transfer of CAU 111 from Appendix III to Appendix IV, Closed Corrective Action Units, of the FFACO.

Gas reservoirs have been found in 9 different geologic ages: Sinian, Cambrian, Ordovician, Carboniferous, Permian, Triassic, Jurassic, Tertiary, and Quaternary.     This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (WRU-I-0160-01, formerly LA 000160 01), for the wastewater reuse site at the Idaho National Laboratory Site’s Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from November 1, 2012 through October 31, 2013. The report contains the following information: • Facility and system description • Permit required effluent monitoring data and loading rates • Groundwater monitoring data • Status of special compliance conditions • Discussion of the facility’s environmental impacts During the 2013 reporting year, an estimated 9.64 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 17 million gallons per year. The concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the applicable Idaho Department of Environmental Quality’s groundwater quality standard levels.

    A compact pulse-rate divider circuit affording low impedance output and high input pulse repetition rates is described. The circuit features a single secondary emission tube having a capacitor interposed between its dynode and its control grid. An output pulse is produced at the anode of the tube each time an incoming pulse at the control grid drives the tube above cutoff and the duration of each output pulse corresponds to the charging time of the capacitor. Pulses incoming during the time the grid bias established by the discharging capacitor is sufficiently negative that the pulses are unable to drive the tube above cutoff do not produce output pulses at the anode; these pulses are lost and a dividing action is thus produced by the circuit. The time constant of the discharge path may be vanied to vary in turn the division ratio of the circuit; the time constant of the charging circuit may be varied to vary the width of the output pulses.     The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    As of 1981, China was producing some 474.4 billion CF (12.74 billion m/sup 3/)/yr of natural gas from over 60 gas fields, 40 of them in Sichuan Province. The Sichuan gas lies in fractures and solution cavities in limestone and dolomite formations that generally require stimulation. After desulfurization, the gas is used by the steel and chemical industries and for residential heating. Recent discoveries in other areas of China include the Guxinzhuang field in the Bohai-North China basin, where geological conditions favor large gas pools, and the Sebei fields in Qaidam basin, northwest China.

  5. Deregulation-restructuring: Evidence for individual industries

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

  7. Electric industry restructuring in Massachusetts

    A law restructuring the electric utility industry in Massachusetts became effective on November 25, 1997. The law will break up the existing utility monopolies into separate generation, distribution and transmission entities, and it will allow non-utility generators access to the retail end user market. The law contains many compromises aimed at protecting consumers, ensuring savings, protecting employees and protecting the environment. While it appears that the legislation recognizes the sanctity of independent power producer contracts with utilities, it attempts to provide both carrots and sticks to the utilities and the IPP generators to encourage renegotiations and buy-down of the contracts. Waste-to-energy contracts are technically exempted from some of the obligations to remediate. Waste-to-energy facilities are classified as renewable energy sources which may have positive effects on the value to waste-to-energy derived power. On November 25, 1997, the law restructuring the electric utility industry in Massachusetts became effective. The law will have two primary effects: (1) break up the existing utility monopolies into separate generation, distribution and transmission entities, and (2) allow non-utility generators access to the retail end-user market.

    This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

  15. Why industry demand-side management programs should be self-directed

    U.S. industry believes in DSM. But it does not believe in the way DSM is being implemented, with its emphasis on mandatory utility surcharge/rebate programs. Self-directed industrial DSM programs would be better for industry - and for utilities as well. Industrial demand-side management, as it is currently practiced, relies heavily on command-and-control-style programs. The authors believe that all parties would benefit if utilities and state public service commissions encouraged the implementation of [open quotes]self-directed[close quotes] industrial DSM programs as an alternative to these mandatory surcharge/rebate-type programs. Here the authors outline industrial experience with existing demand-side management programs, and offer alternative approaches for DSM in large manufacturing facilities. Self-directed industrial programs have numerous advantages over mandatory utility-funded and sponsored DSM programs. Self-directed programs allow an industrial facility to use its own funds to meet its own specific goals, whether they are set on the basis of demand reduction, energy use reduction, spending levels for DSM and environmental activities, or some combination of these or other readily measurable criteria. This flexibility fosters a higher level of cost effectiveness, a more focused and effective approach for optimizing energy usage, larger emission reductions per dollar of expenditure, and more competitive industrial electric rates.

  16. Solar synthesis of advanced materials: A solar industrial program initiative

    This is an initiative for accelerating the use of solar energy in the advanced materials manufacturing industry in the United States. The initiative will be based on government-industry collaborations that will develop the technology and help US industry compete in the rapidly expanding global advanced materials marketplace. Breakthroughs in solar technology over the last 5 years have created exceptional new tools for developing advanced materials. Concentrated sunlight from solar furnaces can produce intensities that approach those on the surface of the sun and can generate temperatures well over 2000{degrees}C. Very thin layers of illuminated surfaces can be driven to remarkably high temperatures in a fraction of a second. Concentrated solar energy can be delivered over large areas, allowing for rapid processing and high production rates. By using this technology, researchers are transforming low-cost raw materials into high-performance products. Solar synthesis of advanced materials uses bulk materials and energy more efficiently, lowers processing costs, and reduces the need for strategic materials -- all with a technology that does not harm the environment. The Solar Industrial Program has built a unique, world class solar furnace at NREL to help meet the growing need for applied research in advanced materials. Many new advanced materials processes have been successfully demonstrated in this facility, including the following: Metalorganic deposition, ceramic powders, diamond-like carbon materials, rapid heat treating, and cladding (hard coating).

    When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes. Many projects in this area have been successfully completed, and some have resulted in the development and implementation of new technologies (e.g., foam processing) for various process steps. Other projects have produced technical results that have later been utilized by the industry in other capacities (e.g., hyperfiltration). Several projects at various stages of development are currently underway. This brochure describes the Office of Industrial Programs' R and D activities relevant to the textile industry. Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology.     This report traces key financial trends in the US energy industry for the first quarter of 1994. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s, Earnings Digest. Return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area. These data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations.

    The electric power industry in the United States is undergoing a slow but nonetheless dramatic transformation. It is a transformation driven by technology, economics, and politics; one that will move the industry from its traditional mode of centralized system operations and regulated rates guaranteeing long-run cost recovery, to decentralized investment and operational decisionmaking and to customer access to true spot market prices. This transformation will revolutionize the technical, procedural, and informational requirements of the industry. A major milestone in this process occurred on December 20, 1995, when the California Public Utilities Commission (CPUC) approved its long-awaited electric utility industry restructuring decision. The decision directed the three major California investor-owned utilities to reorganize themselves by the beginning of 1998 into a supply pool, at the same time selling up to a half of their thermal generating plants. Generation will be bid into this pool and will be dispatched by an independent system operator. The dispatch could potentially involve bidders not only from California but from throughout western North America and include every conceivable generating technology and scale of operation. At the same time, large customers and aggregated customer groups will be able to contract independently for their supply and the utilities will be required to offer a real-time pricing tariff based on the pool price to all their customers, including residential. In related proceedings concerning competitive wholesale power markets, the Federal Energy Regulatory Commission (FERC) has recognized that real-time information flows between buyers and sellers are essential to efficient equitable market operation. The purpose of this meeting was to hold discussions on the information technologies that will be needed in the new, deregulated electric power industry.

    Probabilistic safety methods are being used in several industries, including chemical, manufacturing, and energy. When performing reliability studies or using probabilistic safety approaches, a basic need arises for input data on failure rates of the mechanical, electrical, instrumentation and control, and other components that comprise the engineering systems in the facility. Some companies have many types of data stored and can retrieve these in-house data for such uses. Other companies hire consultants to perform safety assessments; the consulting firms often use their own data bases. For those analysts who do not have either of those options available, this paper presents some data sources that are retrievable from the literature. These data sources have been evaluated with a basic rating of usefulness for analysis work, and each has a description of what data can be found in the citation that can be used to support assessments in industry. The accessibility of data documents via the internet is also described.

    The objective of this report is to develop a vision of the future steelmaking industry including its general characteristics and technologies. In addition, the technical obstacles and research and development opportunities for commercialization of these technologies are identified. The report is being prepared by the Sloan Steel Industry Competitiveness Study with extensive input from the industry. Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.
