    A conceptual management framework is developed and applied in a science and engineering organization located within a non-profit, public institution. The goal of this research is to select a set of projects whose combined contributions to the organization`s strategic interests satisfy sponsor desires and can be completed within existing time and resource constraints. The development of the rationale for project selection and implementation within the plutonium facility at Los Alamos National Laboratory is studied. This includes the integration of prioritization decision tools, optimization techniques, and advanced planning and scheduling tools. The Nuclear Materials Technology Division is the custodian of the plutonium facility, whose mission is to develop, demonstrate, and deploy technologies necessary to address the nation`s and world`s plutonium problems. This includes management of nuclear weapon stockpile components, stabilization of plutonium residues, clean-up of contaminated soils and facilities, support to non-proliferation and arms control initiatives, and the eventual disposition of surplus plutonium. In this study, projects are evaluated against selection criteria deemed to be of critical program importance. The Analytic Hierarchy Process is used to evaluate and rank the importance of the suite of candidate projects. Because individual projects may be of interest to a number of business sectors and sponsors, the approach must be capable of using funding sources in an integrated manner in order to meet overall facility and program strategies. Finally, project planning and scheduling tools are integrated into the decision network in order to ensure that appropriate resource leveling occurs and that the actual project selection takes into account the temporal relationships among available resources.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    This research program investigated and quantified the capability of direct electron beam destruction of volatile organic compounds and organic hazardous air pollutants in model industrial waste streams and calculated the energy savings that would be realized by the widespread adoption of the technology over traditional pollution control methods. Specifically, this research determined the quantity of electron beam dose required to remove 19 of the most important non-halogenated air pollutants from waste streams and constructed a technical and economic model for the implementation of the technology in key industries including petroleum refining, organic & solvent chemical production, food & beverage production, and forest & paper products manufacturing. Energy savings of 75 - 90% and green house gas reductions of 66 - 95% were calculated for the target market segments.

    The primary purpose of this study was to determine the benzene exposure potential of workers in the liquid petroleum pipeline industry and to assess the impact of compliance with the revised standard on this industry. In addition, exposure to ethylene dibromide (EDB), and ethylene dichloride (EDC), which have toxicological profiles similar to that of benzene and are routinely found in this industry, were evaluated and appropriate control protocols were recommended. Exposure potential to benzene in excess of the 0.5 ppm (8-hour TWA) OSHA action level was shown to be limited to three free product handling operations, and that this increased exposure potential was dependent on the length of time necessary to perform the operations. The incidence and magnitude of benzene overexposure was not severe and control could be accomplished with engineering methods, along with work practice controls and personal protective equipment. Through application of a risk assessment model it was shown that 14 excess leukemia deaths per one thousand workers could be expected in the employee population that routinely performs those operation having maximum benzene exposure potential. This compares to less than on excess leukemia death per one thousand workers in the total work population. The evaluation of EDB and EDC indicated that exposure potential to EDB was of greatest concern. Even though exposure could be limited through application of standard industrial hygiene methods, any control protocol short of total elimination of EDB from the product stream may be not sufficient to reduce exposure to accepted levels.

    This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling. Nonproliferation organizations, including nonproliferation programs that operate within a larger national security organization, are responsible for reducing the threat of nuclear, chemical and biological weapons. These organizations have an enduring mandate from the public and the international community not to fail in the completion of their mission for failure could have detrimental impacts on international security, public health and the environment. Moreover, the public expects nonproliferation organizations and programs to fulfill their mission, even when resources are limited. They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

Managers for industries and water agencies need to be aware of water conservation potential so they can help their organization realize the benefits. The literature search yielded six (6) articles on water conservation in the electroplating industry. There are three U.S. Environmental Protection Agency publications cited in the bibliography which describe many aspects of water conservation in the electrplating industry. The electroplating manufacturers examined in the study include plating shops engaged in all types of electroplating and metal finishing.

    This report discusses the development and demonstration of innovative combustion technologies that improve energy conservation and environmental practices in the US industrial sector. The report includes recommendations by industry on R&D needed to resolve current combustion-related problems. Both fundamental and applied R&D needs are presented. The report assesses combustion needs and suggests research ideas for seven major industries, which consume about 78% of all energy used by industry. Included are the glass, pulp and paper, refinery, steel, metal casting, chemicals, and aluminum industries. Information has been collected from manufacturers, industrial operators, trade organizations, and various funding organizations and has been supplemented with expertise at the Idaho National Engineering Laboratory to develop a list of suggested research and development needed for each of the seven industries.

    This set of conference papers deals with the combustion of hazardous wastes in boilers and industrial furnaces. The majority of the papers pertain specifically to cement industry kiln incinerators and focus on environmental issues. In particular, stack emission requirements currently enforced or under consideration by the U.S. EPA are emphasized. The papers were drawn from seven areas: (1) proposed Maximum Achievable Control Technology rule, (2) trial burn planning and experience, (3) management and beneficial use of materials, (4) inorganic emissions and continuous emission monitoring, (5) organic emissions, (6) boiler and industrial furnace operations, and (7) risk assessment and communication.

    Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    The objectives identified in requesting and utilizing this funding has been met. The goal was to establish a formal, multi-jurisdictional organization to: (1) ensure the policy objectives of the participating jurisdictions are addressed through increased tradability of the Renewable Energy Credits (RECs) from M-RETS and to eliminate the possibility that a single jurisdiction will be the sole arbiter of the operation of the system; (2) facilitate the establishment of REC standards including the attributes related to, the creation, trading, and interaction with other trading and tracking systems; and (3) have a centralized and established organization that will be responsible for the contracting and governance responsibilities of a multi-jurisdictional tracking system. The M-RETS Inc. Board ensures that the system remains policy neutral; that the attributes of generation are tracked in a way that allows the system users to easily identify and trade relevant RECs; that the system can add jurisdictions as needed or desired; and that the tracking system operate in such a way to allow for the greatest access possible for those participating in other tracking or trading systems by allowing those systems to negotiate with a single M-RETS entity for the import and export of RECs. M-RETS as an organizational body participates and often leads the discussions related to the standardization of RECs and increasing the tradability of M-RETS RECs. M-RETS is a founding member of the Environmental Trading Network of North America (ETNNA) and continues to take a leadership role in the development of processes to facilitate trading among tracking systems and to standardize REC definitions. The Board of Directors of M-RETS, Inc., the non-profit corporation, continues to hold telephone/internet Board meetings. Legal counsel continues working with the board and APX management on a new agreement with APX. The board expects to have an agreement and corresponding fee structure in place by January 2011. The Board has recently approved exports to three other tracking systems and is in discussions about imports to the system. Below are the tasks outlined in the request and attached you will find the relevant documentation.

    A vortex-dynamics-based model has been developed and used to study the importance of flame extinction by fluid dynamic strain that occurs in a pulse combustor. Results show that flame extinction by fluid dynamic stretch, which occurs during injection of the fresh charge, ensures the correct phase relation between the energy release and the resonant pressure wave. This phasing is required by Rayleigh`s criterion for stable combustion-driven oscillations. However, this model also showed that the vortex dynamics technique is not at a stage where design engineers can use it as a predictive tool, just as they would use experimental testing. This is in part because pulse combustor designs being developed today use three-dimensional geometries and complex operating conditions, whereas the vortex model simulates processes occurring only in the combustion chamber, and ignores the rest of the pulse combustor unit. Also, the model assumes two-dimensional flow, a simple combustor geometry, and premixed combustion. A successful in-house manufacturing design code must be able to perform a complete design study reliably, quickly and easily, and on computers that are readily available to industry. Instead, the insight gained from the vortex dynamics model is being incorporated into a computational tool to assist in pulse combustor design. This tool will be used by industrial engineers to design pulse combustors for specific applications. The design tool combines submodels for acoustics, injection and combustion, producing a pulse combustor model that dynamically couples the processes in the combustion chamber to the acoustic waves.

    This study characterizes theoretical and industry approaches to organizational capabilities management and ascertains whether there is a distinct ''best practice'' in this regard. We consider both physical capabilities, such as technical disciplines and infrastructure, and non-physical capabilities such as corporate culture and organizational procedures. We examine Resource-Based Theory (RBT), which is the predominant organizational management theory focused on capabilities. RBT seeks to explain the effect of capabilities on competitiveness, and thus provide a basis for investment/divestment decisions. We then analyze industry approaches described to us in interviews with representatives from Goodyear, 3M, Intel, Ford, NASA, Lockheed Martin, and Boeing. We found diversity amongst the industry capability management approaches. Although all organizations manage capabilities and consider them to some degree in their strategies, no two approaches that we observed were identical. Furthermore, we observed that theory is not a strong driver in this regard. No organization used the term ''Resource-Based Theory'', nor did any organization mention any other guiding theory or practice from the organizational management literature when explaining their capabilities management approaches. As such, we concluded that there is no single best practice for capabilities management. Nevertheless, we believe that RBT and the diverse industry experiences described herein can provide useful insights to support development of capabilities management approaches.

    IGATE-E is an energy analysis tool for industrial energy evaluation. The tool applies statistical modeling to multiple publicly available datasets and provides information at the geospatial resolution of zip code using bottom up approaches. Within each zip code, the current version of the tool estimates electrical energy consumption of manufacturing industries based on each type of industries using DOE s Industrial Assessment Center database (IAC-DB) and DOE s Energy Information Administration Manufacturing Energy Consumption Survey database (EIA-MECS DB), in addition to other commercially available databases such as the Manufacturing News database (MNI, Inc.). Ongoing and future work include adding modules for the predictions of fuel energy consumption streams, manufacturing process steps energy consumption, major energy intensive processes (EIPs) within each industry type among other metrics of interest. The tool provides validation against DOE s EIA-MECS state level energy estimations and permits several statistical examinations. IGATE-E is intended to be a decision support and planning tool to a wide spectrum of energy analysts, researchers, government organizations, private consultants, industry partners, and alike.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    In January of 1992 a team was put together to begin the process of assessing the industrial waste needs of the Tennessee Valley. The team consisted of representatives from the various TVA Resource Group organizations. This initial team recommended as a starting point in the process a two-phase market research effort. A second team was then commissioned to conduct the first phase of this market research effort. The first phase of that marketing effort is now complete. This report contains an analysis of the data obtained through interviews of more than 168 individuals representing a similar number of organizations. A total of 37 TVA Resource Group employees were involved in the contact process from various organizations. In addition, the appendices provide summaries of the data used in designing the process and the reports of the Contact Coordinators (who were responsible for a series of visits). As a result of the data analysis, the Review Team makes the following recommendations: 1. Publish this report and distribute to the new management within TVA Resource Group as well as to all those participating as contacts, visitors, and contact coordinators. 2. The Resource Group management team, or management teams within each of the respective organizations within Resource Group, appoint Phase 2 assessement teams for as many of the problem areas listed in Table III as seem appropriate. We further recommend that, where possible, cross-organizational teams be used to examine individual problem areas. 3. Make this report available within Generating and Customer Groups, especially to the Customer Service Centers. 4. Establish a process to continue follow up with each of the contacts made in this assessment.

    The introduction of ergonomics is an ongoing effort in industrially developing countries and will ultimately require an organized, programmatic approach spanning several countries and organizations. Our preliminary efforts with our partner countries of Viet Nam, Thailand, and Nicaragua have demonstrated that a one-time course is just the first step in a series of necessary events to provide skills and create an infrastructure that will have lasting impact for the host country. To facilitate that any sort of training has a lasting impact, it is recommended that host countries establish a 'contract' with class participants and the guest instructors for at least one follow-up visit so instructors can see the progress and support the participants in current and future efforts. With repeated exchanges, the class participants can become the 'in country experts' and the next generation of ergonomic trainers. Additionally, providing participants with an easy to use hazard assessment tool and methods for evaluating the financial impact of the project (cost/benefit analysis) will assist increase the likelihood of success and establish a foundation for future projects. In the future, developing trade and regionally/culturally specific 'ergonomics toolkits' can help promote broader implementation, especially where training resources may be limited.

    Vapor phase carbon adsorption followed by spent carbon regeneration and catalytic oxidation were evaluated as methods for disposal of volatile organic compounds (VOCs) released from industrial wastewaters during treatment operations such as aeration, air-stripping and aerobic biodegradation. Adsorptive capacities and breakthrough characteristics for eight VOCs found in many hazardous landfill leachates and contaminated groundwater were compared for selection of the best adsorbent and optimum treatment conditions. Coconut shell-based activated carbons exhibited higher VOC loading capacities than coal-based carbons, fiber carbon, molecular sieve and zeolite. Steam and hot nitrogen were both effective for regeneration of the spent carbon. A small quantity of adsorbates left in the regenerated carbon did not result in immediate VOC breakthrough in the next cycle adsorption treatment. Catalytic oxidation was found to be an attractive alternative for VOC disposal. Using a new commercial catalyst developed for destruction of halogenated organic compounds, even stable VOCs such as trichloroethylene and tetrachloroethylene were completely destroyed at <350[degrees]C when oxidation was conducted at a space velocity of 17000/hr. 25 refs., 10 figs., 10 tabs.

    What are the standards for improving energy efficiency for industries such as petroleum refining, chemicals, and glass manufacture? How can different industries in emerging markets and developing accelerate the pace of improvements? This paper discusses several case studies and experiences relating to this subject emphasizing the use of energy efficiency benchmarks. Two important benchmarks are discussed. The first is based on a track record of outstanding performers in the related industry segment; the second benchmark is based on site specific factors. Using energy use reduction targets or benchmarks, projects have been implemented in Mexico, Poland, India, Venezuela, Brazil, China, Thailand, Malaysia, Republic of South Africa and Russia. Improvements identified through these projects include a variety of recommendations. The use of oxy-fuel and electric furnaces in the glass industry in Poland; reconfiguration of process heat recovery systems for refineries in China, Malaysia, and Russia; recycling and reuse of process wastewater in Republic of South Africa; cogeneration plant in Venezuela. The paper will discuss three case studies of efforts undertaken in emerging market countries to improve energy efficiency.

    The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

    Recent experiments showing scaling of the intrachromosomal contact probability, $P(s)\\sim s^{-1}$ with the genomic distance $s$, are interpreted to mean a self-similar fractal-like chromosome organization. However, scaling of $P(s)$ varies across organisms, requiring an explanation. We illustrate that dynamical arrest in a highly confined space as a discriminating marker for genome organization, by modeling chromosome inside a nucleus as a self-avoiding homopolymer confined to a sphere of varying sizes. Brownian dynamics simulations show that the chain dynamics slows down as the polymer volume fraction ($\\phi$) inside the confinement approaches a critical value $\\phi_c$. Using finite size scaling analysis, we determine $\\phi_c^{\\infty}\\approx 0.44$ for a sufficiently long polymer ($N\\gg 1$). Our study shows that the onset of glassy dynamics is the reason for the formation of segregated organization in human chromosomes ($N\\approx 3\\times 10^9$, $\\phi\\gtrsim\\phi_c^{\\infty}$), whereas chromosomes of budding yeast ($N\\approx 1.2\\times 10^7$, $\\phi<\\phi_c^{\\infty}$) are equilibrated with no clear signature of such organization.

    Working in partnership with industry, the US Department of Energy`s (DOE`s) Office of Industrial Technologies (OIT) is helping reduce industrial energy use, emissions, and waste while boosting productivity. Operating within the Office of Energy Efficiency and Renewable Energy (EE), OIT conducts research, development, demonstration, and technology transfer efforts that are producing substantial, measurable benefits to industry. This document summarizes some of the impacts of OIT`s programs through 1997. OIT tracks energy savings as well as other benefits associated with the successfully commercialized technologies resulting from OIT-supported research partnerships. Specifically, a chart shows current and cumulative energy savings as well as cumulative reductions of various air pollutants including particulates, volatile organic compounds (VOCs), nitrogen oxides (NO{sub x}), sulfur oxides (SO{sub x}), and the greenhouse gas, carbon dioxide (CO{sub 2}). The bulk of the document consists of four appendices. These seven Industries of the Future (IOFs) – aluminum, chemicals, forest products, glass, metal casting, mining, and steel – rely on several other so-called “supporting industries” to supply materials and processes necessary to the products that the IOFs create. The supporting industries, in many cases, also provide great opportunities for realizing energy efficiency gains in IOF processes.

The heterojunction may be of various types, including a planar heterojunction, a bulk heterojunction, a mixed heterojunction, and a hybrid planar-mixed heterojunction.

    Purely organic materials with negative and near-zero dielectric permittivity can be easily fabricated. Here we develop a theory of nonlinear non-steady-state organic plasmonics with strong laser pulses. The bistability response of the electron-vibrational model of organic materials in the condensed phase has been demonstrated. Non-steady-state organic plasmonics enable us to obtain near-zero dielectric permittivity during a short time. We have proposed to use non-steady-state organic plasmonics for the enhancement of intersite dipolar energy-transfer interaction in the quantum dot wire that influences on electron transport through nanojunctions. Such interactions can compensate Coulomb repulsions for particular conditions. We propose the exciton control of Coulomb blocking in the quantum dot wire based on the non-steady-state near-zero dielectric permittivity of the organic host medium.

    Argentina occupies a somewhat unusual position among the world`s nuclear nations, in that, while possessing a rather diverse nuclear industry, it has managed to remain largely outside the system of international controls, and is not a signatory of the Nuclear Non-Proliferation Treaty. Argentina currently has two operating reactors, Atucha Unit 1 (335-MWe PHWR) and Embalse (600-MWe CANDU), with another under unit, Atucha Unit 2 (698-MWe PHWR) under construction. Commercial nuclear development is primarily under the control of the Comision Nacional de Energia Atomica (CNEA), which also manages a modest uranium production industry. Fuel cycle facilities, notably an enrichment plant at Pilcaniyeu and a pilot reprocessing plant at Ezeiza, are under development.

    The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

    Biomonitoring often is used as a method for estimating the dose to an individual. Therefore, a parameter of measurement, or biomarkers must be identified. The purpose of this paper is to give an overview of biomonitoring protocols for metals used in the photovoltaics industry. Special attention is given to areas that often are skimmed over, to gain insights into some of the problems that may arise when these tasks are carried out. Biological monitoring can be used to determine current human exposures to chemicals, as well as to detect past exposures, and the effects that these exposures may have on human health. It is used in conjunction with environmental monitoring to describe more completely worker`s exposures to, and absorption of, chemicals in the workplace. Biological specimens (e.g., blood, hair or urine) are analyzed for chemical agents, metabolites, or for some specific effect on the person (Lowry 1994). Biomonitoring can assess a workers exposure to industrial chemicals by all routes including skin absorption and ingestion. Although the methodology still is in its infancy, in cases where the procedures have been developed, it can be an invaluable component of an ongoing program of industrial hygiene monitoring. Like any technology, there are limitations to its effectiveness because of a lack of knowledge, contamination of specimens, and the introduction of errors.

    An experiment was conducted comparing the effectiveness of individual versus group electronic brainstorming in addressing real-world 'wickedly difficult' challenges. Previous laboratory research has engaged small groups of students in answering questions irrelevant to an industrial setting. The current experiment extended this research to larger, real-world employee groups engaged in addressing organization-relevant challenges. Within the present experiment, the data demonstrated that individuals performed at least as well as groups in terms of number of ideas produced and significantly (p < .02) outperformed groups in terms of the quality of those ideas (as measured along the dimensions of originality, feasibility, and effectiveness).
