  2. Broadening Industry Governance to Include Nonproliferation

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    Public power has long been a cornerstone of consumer leverage in the electric industry. But its foundation consists of a much broader and deeper consumer authority. Understanding that authority - and present threats to it - is critical to restructuring of the electric industry as well as to the future of public power. The country has largely forgotten the role that local governments have played and continue to play in the development of the electric industry. Moreover, we risk losing sight of the options local governments may offer to protect consumers, to advance competition in the marketplace, and to enhance opportunities for technology and economic development. The future role of local government is one of the most important issues in the restructuring discussion. The basic authority of consumers rests at the local level. The resulting options consumers have to act as more than just respondents to private brokers and telemarketing calls are at the local level. And the ability for consumers to shape the marketplace and standards for what it will offer exists at the local level as well.

  9. Interest-free loans used by the Saudi government as a transfer mechanism of oil revenue to the private sector

    Prior to 1970 the Saudi Government faced severe socioeconomic problems two of which were: (1) the contribution of the private sector to the gross domestic product was low, and (2) the oil revenues were the main source of the national income. As the oil revenues rapidly increased between 1972 and 1981, the government used every means at its disposal to encourage the private sector. The goal was to diversify the sources of national income in order to decrease the dependency on oil revenues as the main source of national income. To achieve this the government has provided interest-free loans to the private sector which, along with the demand, increased the gross domestic fixed-capital formation of the private sector. This study theoretically explains the phenomenal expansion of the private sector. Three models were developed from the least to the most difficult. The main principle of the models is that the expansion of the private sector is stimulated because of the low cost of capital in Saudi Arabia. Since oil revenues (the main source of government expenditures) have decreased in recent years, questions have been raised concerning the ability of the private sector to support the economy. It is argued that the demand of national and international markets will increase in the future, thus allowing the private sector to expand further. Even though the cost of capital will increase, Saudi companies will be able to compete either nationally or internationally. In addition, the competitiveness of the Saudi capital market may increase which will, in turn, benefit the Saudi economy.

    The Government-University-Industry Research Roundtable was created just over a decade ago to provide a unique forum for dialogue among top government, university, and industry leaders in the national science and technology enterprise. The purpose is to facilitate personal working relationships and exchange of ideas about issues, problems, and promising opportunities facing those charged with developing and deploying science and technology resources. In 1996, Council meetings focused on the following: (1) the impact of information technology on the structure of research and educational organizations; (2) ways to improve communication between the science and engineering community and the public; and (3) new approaches both to measuring the results of research investments, and to communicating those metrics to non-technical decision-makers and to the public. Significant milestones were also achieved in four major projects, representing, impart, follow-up activity from previous Council Meeting discussions: (1) facilitating the Federal Demonstration Partnership, designed to maximize the efficiency of the federal research support system; (2) compiling results of a regional workshop on experiences in industry-university collaborative organization; (3) publishing the results of a study comparing the cost structures for research performed in the industrial, academic, and government laboratory sector; and (4) catalyzing, and participating in, a series of campus-based convocations on stresses being experienced in the research university environment.

    In his analysis of the oil industry-government relationship, the author examines the question of whether Big Oil is really bad and, if so, whether the government should leave it alone because it is unmanageable or regulate it for that reason. Responding to Robert Sherrill's The Oil Follies of 1970-1980 and its emphasis on conspiracy and betrayal, he focuses on the replacement of the Rule of Capture, which promoted the production of natural resources, with regulations restricting oil and gas production. He concludes that Big Government has not managed Big Oil well, but proposes an approach based on a series of workable projects instead of antitrust review. These initiatives could include efforts for horizontal and vertical divestiture, restrictions on tax divestiture, regulating cross-ownership, and a reworking of banking and tax laws.

    Government officials and the private sector have taken a renewed interest in supporting the development and commercialization of electric vehicles in the United States. The current electric vehicle renaissance is the result of three very important factors: the need to improve our environment, particularly our urban air quality; the need to enhance our energy security through increased use of domestically produced fuels; and the desire to increase our global economic competitiveness. In the past decade, research and development efforts related to electric vehicles (EVs) have increased dramatically in response to national imperatives to address the transportation sector`s contribution to air pollution and to our reliance on foreign oil. Also, it is recognized that development and expansion of a U.S. electric vehicle could contribute to an international competitive advantage and could assist in the conversion of traditionally defense-related industries to civilian applications.

    Bolivia is boldly embracing a free market philosophy that extends to liberalization of the country`s petroleum sector. Although petroleum industry privatization is being considered by several South American countries, only Argentina has so far completely opened its oil sector and fully privatized its state oil company. The Bolivian government`s own version of privatization, capitalization, is a groundbreaking attempt to attract massive investment from the private sector without leaving the government open to accusations of stripping the country`s assets for short term electoral gain. The paper discusses the government`s strategy to sell the state owned company either as a single unit or to split it into upstream and downstream units. Questions still to be resolved, international interest in the move, bolivian potential, and the gas supply infrastructure are also discussed.

  19. Mining industry and US government cooperative research: Lessons learned and benefits to mining industry

    Since 1994, various mines in the US have cooperated with research scientists at the Los Alamos and Lawrence Livermore National Laboratories to address issues related to verification of the Comprehensive Test Ban Treaty (CTBT). The CTBT requires that no country may conduct any nuclear explosion in the future. While the CTBT is a significant step toward reducing the global nuclear danger, verifying compliance with the treat requires that the monitoring system be able to detect, locate and identify much larger numbers of smaller amplitude seismic events than had been required previously. Large mining blasts conducted world-wide will be of sufficient amplitude to trigger the monitoring system at the lower threshold. It is therefore imperative that research into the range various blasting practices employed, the relationship of yield to seismic magnitude, and identification of anomalous blasting results be performed. This paper will describe a suite of experiments funded by the Department of Energy and conducted by the Los Alamos and Lawrence Livermore National Laboratories in cooperation with the US mining industry. Observations of cast blasting, underground long wall generated coal bumps, stoping, and explosively induced collapse of room and pillar panels will be presented. Results of these dual use experiments which are of interest to the mining community will be discussed. These include (1) variation of amplitude of seismic energy at various azimuths from cast blasts, (2) identification of the extent of back failure following explosive removal of pillars, and (3) the use of single fired shots for calibration of the monitoring system. The wealth of information and discovery described in this paper is a direct result of mutual cooperation between the US Government and the US Mining Industry.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. The EPRI model could also help to overcome information sharing and antitrust constraints. (DCK)

  1. Defense Programs benchmarking in Chicago, April 1994: Identifying best practices in the pollution prevention programs of selected private industries

    The Office of Defense Programs (DP) was the first US Department of Energy (DOE) Cognizant Secretarial Office (CSO) to attempt to benchmark private industries for best-in-class practices in the field of pollution prevention. Defense Programs` intent in this effort is to identify and bring to DOE field offices strategic and technological tools that have helped private companies minimize waste and prevent pollution. Defense Programs` premier benchmarking study focused on business practices and process improvements used to implement exceptional pollution prevention programs in four privately owned companies. The current interest in implementing partnerships information exchange, and technology transfer with the private sector prompted DP to continue to seek best practices in the area of pollution prevention through a second benchmarking endeavor in May 1994. This report presents the results of that effort. The decision was made to select host facilities that own processes similar to those at DOE plants and laboratories, that have programs that have been recognized on a local or national level, that have an interest in partnering with the Department on an information-sharing basis, and that are located in proximity to each other. The DP benchmarking team assessed the pollution prevention programs of five companies in the Chicago area--GE Plastics, Navistar, Northrop Corporation, Sundstrand and Caterpillar. At all facilities visited, Ozone Depleting Compounds (ODCs), hazardous wastes, releases under the Superfund Amendments and Reauthorization Act (SARA), waste water and non-hazardous wastes are being eliminated, replaced, reduced, recycled and reused whenever practicable.

    This report presents a summary of the 1-day workshop conducted at Ann Arbor, Michigan, on April 16, 1992, between the National Center for Manufacturing Sciences (NCMS) and the US Department of Energy Advanced Industrial Materials Program (DOE AIM). The workshop objectives were to: (1) encourage collaboration between DOE, the DOE national laboratories, and NCMS material manufacturers and (2) assist the DOE AIM program in targeting research and development (R D) more effectively. During the workshop, participants from industry and DOE laboratories were divided into three working groups. Representatives from the DOE national laboratories currently conducting major research programs for AIM were asked to be working group leaders. The groups developed recommendations for NCMS and AIM managers using a six-step process. As a result of the workshop, the groups identified problems of key concern to NCMS member companies and promising materials and processes to meet industry needs. Overall, the workshop found that the research agenda of DOE AIM should include working with suppliers to develop manufacturing technology. The agenda should not be solely driven by energy considerations, but rather it should be driven by industry needs. The role of DOE should be to ensure that energy-efficient technology is available to meet these needs.

    Each year the Geothermal Division of the US Department of Energy conducts an in-depth review of its entire geothermal R D program. The conference serves several purposes: a status report on current R D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal community. This year's conference, Program Review IX, was held in San Francisco on March 19--21, 1991. The theme of this review was The Geothermal Partnership -- Industry, Utilities, and Government Meeting the Challenges of the 90's.'' The importance of this partnership has increased markedly as demands for improved technology must be balanced with available research resources. By working cooperatively, the geothermal community, including industry, utilities, DOE, and other state and federal agencies, can more effectively address common research needs. The challenge currently facing the geothermal partnership is to strengthen the bonds that ultimately will enhance opportunities for future development of geothermal resources. Program Review IX consisted of eight sessions including an opening session. The seven technical sessions included presentations by the relevant field researchers covering DOE-sponsored R D in hydrothermal, hot dry rock, and geopressured energy and the progress associated with the Long Valley Exploratory Well. Individual papers have been cataloged separately.

    Privatizing the power marketing administrations makes sense. Unless these federal administrations are sold, taxpayers will continue to subsidize power to the rich, and the PMAs will distort and hinder competition in the electric energy market. Employ this plan today and it will be possible to achieve benefits for all stakeholders. If there were a book entitled Privatization in The United States, it would be very thin indeed. It would be so partly because America did not participate as extensively as most countries in this century`s destructive experiment where governments produced goods that would be more efficiently produced by the private sector. Unfortunately, the book also would be thin because Americans have been less aggressive and imaginative than countries from Great Britain to Bolivia in withdrawing their national government from activities better suited to the private sector. One obvious target for immediate privatization is the federal electric power resources. This article proposes a politically viable plan to expand privatization in America by selling three of the federal government`s power marketing administrations. The PMAs, as they are known to the cognoscenti, market power generated by federally owned dams. Currently, the federal government is the nation`s largest producer and transmitter of electricity. While the government`s involvement in the electricity industry was once justified, these reasons no longer exist.

It required solving problems that many thought insoluble. It involved breaking the conventional commercial relations of the industry, turning it around, and putting it back together again as an entirely novel market created from first principles. The sale raised $17 billion for the government in equity and debt, and created 12 million shareholdings. The flotation of the distribution companies-the Regional Electricity Companies (RECs)-was one of the largest ever undertaken, and definitely the most complex. The entire restructuring and privatization took four years and cost on the order of $1 billion.

Privatization has been traditionally defined as the sale/transfer of state-owned (i.e. federal, state, county, city or public) assets to the private sector. Although there are numerous reasons for the privatization of state-owned assets, the primary reasons include the generation of a significant amount of cash to the state (Great Britain`s sale of electric power industry); capitalization of the formerly state-owned utility (sale of the utilities within many countries of the former Soviet Union); and state policy goals of eliminating monopolies, encouraging competition, and restructuring (Chile). Several year ago, the Department of Defense (DoD) and specifically the Department of Army (DoA) initiated its own `Privatization Process`. Coupled with shrinking budgets, workforce and funding resources from the Government, the Army was faced with antiquated utility infrastructure in need of significant upgrades and in some cases total replacements. Recognizing that the provision of utility services was not a core mission of the Army, DoA has encouraged its Installations throughout the country to consider the privatization of the Government-owned utility systems. In compliance with DoA policy, Forces Command (FORSCOM) has been at the forefront of the privatization process. To date, FORSCOM has initiated the process of analyzing the potential privatization of over 30 utility systems at 12 FORSCOM Installations located throughout the country.     Fuel cells (FCs) are considered essential future energy technologies by developed and developing economies alike. Several countries, including the United States, Japan, Germany, and South Korea have established publicly funded R&D and market transformation programs to develop viable domestic FC industries for both automotive and non-automotive applications. Important non-automotive applications include large scale and small scale distributed combined heat and electrical power, backup and uninterruptible power, material handling and auxiliary power units. The U.S. FC industry is in the early stages of development, and is working to establish sustainable markets in all these areas. To be successful, manufacturers must reduce costs, improve performance, and overcome market barriers to new technologies. U.S. policies are assisting via research and development, tax credits and government-only and government-assisted procurements. Over the past three years, the industry has made remarkable progress, bringing both stack and system costs down by more than a factor of two while improving durability and efficiency, thanks in part to government support. Today, FCs are still not yet able to compete in these markets without continued policy support. However, continuation or enhancement of current policies, such as the investment tax credit and government procurements, together with continued progress by the industry, appears likely to establish a viable domestic industry within the next decade.

    This report is a summary of the cooperative industry/government program to establish the viability of alternative blowing agents to chlorofluorocarbons (CFCs). The project was initiated in 1989 following two workshops that focused on needed research on thermal insulation blown with substitutes for CFC-11 and CFC-12. The project is directed by a steering committee of representatives of the sponsors and of Oak Ridge National Laboratory (ORNL). The purpose of the project is to determine if the performance of polyisocyanurate (PIR) roof insulation foam boards blown with alternate agents differs from the performance of boards blown with CFC-1. This report describes apparent thermal conductivity (k) results obtained from field and laboratory tests from 1989 to 1992 on a set of experimental PIR laminate boardstock produced to evaluate the viability of alternative hydrochlorofluorocarbons (HCFCs) as blowing agents. All boardstock was manufactured from similar formulations that were not optimized for thermal performance. Commercial broadstock made in the future may differ in performance from this set. The PIR boards were prepared with CFC-11, HCFC-123, HCFC-141b, and 50/50 and 65/35 blends of HCFC-123/HCFC-141b.

    This dissertation examines the nature of government business relations, as perceived by the owners and managers of the Sun Oil Company, a large integrated oil and gas producer, transporter, refiner, and marketer. Sun has had a long and profitable career in the oil industry, success which came despite a complex, often bitter relationship with government in its regulatory and antitrust capacity. The founding Pew family has historically been quite outspoken in its opposition to what they perceived to be the government's chronic, unwelcome intrusion into the affairs of business. Sun's almost one hundred year history can be readily divided into two distinct phases. The first, the period from 1938-1947, could best be characterized as the time when Sun Company officials fought bitterly against what they thought to be excessive government domination over their industry, fearing either the government's outright takeover, or its imposition of burdensome restrictions. After freeing themselves from the government's oppression, Sun management then set out to build a growing, profitable oil concern. From 1938 to the present, Sun has undertaken several transactions that have established the firm as a highly successful petroleum company, including a merger, an aborted takeover, and a successful acquisition. Sun's survival in an endeavor where many perish, either purchased or driven out, provides the focus of this dissertation.

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies.     The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

    The U.S. Department of Energy (DOE) launched the Contract Reform Initiative in 1994 in order to improve the effectiveness and effkiency of managing major projects and programs. The intent of this initiative is to help DOE harness both technical and market forces to reduce the overall cost of accomplishing DOE's program goals. The new approach transfers greater risk to private contractors in order to develop incentives that align contractor performance with DOE's objectives. In some cases, this goal can be achieved through public-private partnerships wherein the govermhent and the contractor share risks associated with a project in a way that optimizes its economics. Generally, this requires that project risks are allocated to the party best equipped to manage and/or underwrite them. While the merits of privatization are well documented, the question of how privatized services should be financed is often debated. Given the cost of private sector equity and debt, it is difficult to ignore the lure of the government's "risk free" cost of capital. However, the source of financing for a project is an integral part of its overall risk allocation, and therefore, participation by the government as a financing source could alter the allocation of risks in the project, diminishing the incentive structure. Since the government's participation in the project's financing often can be a requirement for financial feasibility, the dilemma of structuring a role for the government without undermining the success of the project is a common and difficult challenge faced by policymakers around the world. However, before reverting to a traditional procurement approach where the government enters into a cost-plus risk profile, the government should exhaust all options that keep the private entity at risk for important aspects of the project. Government participation in a project can include a broad range of options and can be applied with precision to bridge a gap in the project

    The primary aluminum and chlor-alkali industries together use nearly 13% of the electrical energy consumed by US industry. As part of its mission to promote energy conservation in basic US industries, the DOE surveys the present technological status of the major electrochemical industries and evaluates promising technological innovations that may lead to reduced energy requirements. This study provides technical and economic analyses in support of a government program of research and development in advanced electrolytic technology. Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology.     The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innovative contractual arrangements to outright divestiture of activities or assets. But all of these actions share common objectives: to remove the agency from those activities that are not inherently governmental functions or core business lines; to improve the management of remaining activities; to reduce the costs of doing business; and to shift greater performance and financial risk to the private sector. This report by the Privatization Working Group provides an indepth analysis of the major issues that surround privatization within the Department of Energy (DOE). The report divides privatization initiatives at the DOE into three major types: divestiture of functions, contracting out, and asset transfers. It includes the results of a survey of the entire DOE system that identifies more than 200 potential privatization opportunities. The report also includes 13 case studies that explore actual DOE privatization efforts over the past 2 years. Additionally, it summarizes the key legal authorities that govern each of the three types of privatization opportunities in the DOE. The report makes a series of recommendations and outlines accompanying actions that will help the DOE seize the opportunities presented by privatization and confront its challenges.

    The Philippines has a rich potential for geothermal energy development, according to the assessment of opportunities for U.S. private investment in the sector. Areas covered in detail are the Philippines' geothermal resources, the legal structure of the geothermal industry, conditions acting as stimuli to geothermal power generation, and interest in private geothermal investment. Major finding are as follows. (1) The Philippine geothermal power industry is the world's second largest. (2) Geothermal resources are owned by the Government of the Philippines and a complex legal structure governs their exploitation. (3) Since the Philippines is poor in most energy resources (e.g., coal, oil, and gas), use of geothermal energy is necessary. (4) Despite legal and structural obstacles, various foreign private enterprises are interested in participating in geothermal development. Two possible options for U.S. investors are presented: a joint venture with the National Oil Company, and negotiation of a service contract, either alone or with a Philippine partner, for a concession on land administered by the Office of Energy Affairs.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    The US Liquid Metal Fast Breeder Reactor program was an attempt by the Atomic Energy Commission to develop, in partnership with industry, a particular nuclear technology. Not only did the AEC provide subsidies and test facilities for the private sector, but the agency attempted to direct which technological options would be developed. The national laboratories, nuclear vendors, and electric utilities were not amenable to government direction. The resulting time delays and cost overruns stalled the program until the anti-nuclear movement arose and undermined the political consensus behind the program. As a result, a breeder demonstration plant has not yet been built in the United States. The analysis of this thesis suggests two conclusions. First, future government directed commercialization programs are unlikely to succeed. Second, breeder development should be slowed down until the political problems in the nuclear industry are solved.

    This workshop was held at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia, on July 11--12, 1995. The workshop sought to establish a foundation for continued dialogue between industry and the DOE to ensure that industry`s experiences, lessons learned, and recommendations are incorporated into D and D program policy, strategy, and plans. The mission of the D and D Focus Area is to develop improved technologies, processes and products, to characterize, deactivate, survey, maintain, decontaminate, dismantle, and dispose of DOE surplus structures, buildings, and contents. The target is a five-to-one return on investment through cost avoidance. The cornerstone of the D and D focus area activities is large-scale demonstration projects that actually decontaminate, decommission, and dispose of a building. The aim is to demonstrate innovative D and D technologies as part of an ongoing DOE D and D project. OTD would pay the incremental cost of demonstrating the innovative technologies. The goal is to have the first demonstration project completed within the next 2 years. The intent is to select projects, or a project, with visible impact so all of the stakeholders know that a building was removed, and demonstrate at a scale that is convincing to the customers in the EM program so they feel comfortable using it in subsequent D and D projects. The plan is to use a D and D integrating contractor who can then use the expertise in this project to use in jobs at other DOE sites.

    This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energy’s Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sector’s support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sector’s investments in energy R&D since the mid 1970s. The broad outlines of the US private sector’s support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sector’s support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred.     Buyers are lining up for Argentina's two big state-controlled petrochemical groups, Buenos Aires-based Petroquimica General Mosconi (PGM) and Petroquimica Bahia Blance (PBB). However, feedstock supply contracts with government-owned oil group Yacientos Petroliferos Fiscales (YPG) and gas group Gas del Estado hold the key to both sales. Shell Compania Argentina Petroleo SA (CAPSA), Perez Companc, and Global Petroleum have already bought PGM tender documentation. Shell says it will bid for PGM if the feedstock contract with YPF is acceptable. In addition to price and volume, Shell says the length is critical; it wants a 15-year deal, but would settle for 11. YPF initially sought a five-year contract. PGM, which produces 300,000 m.t./year of aromatics, plus oxo alcohols, methanol, and methyl tert-butyl ether, has sales of $150 million/year.

    IGATE-E is an energy analysis tool for industrial energy evaluation. The tool applies statistical modeling to multiple publicly available datasets and provides information at the geospatial resolution of zip code using bottom up approaches. Within each zip code, the current version of the tool estimates electrical energy consumption of manufacturing industries based on each type of industries using DOE s Industrial Assessment Center database (IAC-DB) and DOE s Energy Information Administration Manufacturing Energy Consumption Survey database (EIA-MECS DB), in addition to other commercially available databases such as the Manufacturing News database (MNI, Inc.). Ongoing and future work include adding modules for the predictions of fuel energy consumption streams, manufacturing process steps energy consumption, major energy intensive processes (EIPs) within each industry type among other metrics of interest. The tool provides validation against DOE s EIA-MECS state level energy estimations and permits several statistical examinations. IGATE-E is intended to be a decision support and planning tool to a wide spectrum of energy analysts, researchers, government organizations, private consultants, industry partners, and alike.

    The objective of this report is to help focus the federal programs in biomass energy, by identifying the status and objectives of private sector activity in the biomass field as of mid-1979. In addition, the industry's perceptions of government activities are characterized. Findings and conclusions are based principally on confidential interviews with executives in 95 companies. These included forest products companies, agricultural products companies, equipment manufacturers, electric and gas utilities petroleum refiners and distributors, research and engineering firms, and trade organizations, as listed in Exhibit 1. Interview findings have been supplemented by research of recent literature. The study focused on four key questions: (1) what is the composition of the biomass industry; (2) what are the companies doing; (3) what are their objectives and strategies; and (4) what are the implications for government policy. This executive summary provides highlights of the key findings and conclusions. The summary discussion is presented in seven parts: (1) overview of the biomass field; (2) structure of the biomass industry today; (3) corporate activities in biomass-related areas; (4) motivations for these activities; (5) industry's outlook on the future for energy-from-biomass; (6) industry's view of government activities; and (7) implications for Federal policy.

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties.     The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

    Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects at very attractive interest rates and long terms. While small allocation sizes have deterred some local governments from pursuing issuances, state agencies in Massachusetts have partnered with local governments to aggregate QECBs to support a range of public and private projects. In most states, QECBs have been utilized primarily to fund energy conservation projects for public entities, but Massachusetts has facilitated over $10 million of private activity QECB issuances to support three privately-owned renewable energy projects—with more projects in the pipeline.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado.     Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

  6. Inventory optimization in the US petroleum industry: empirical analysis and implications for energy emergency policy

    This paper starts from the observation that the rapid increases in the price of crude oil during two of the last three supply disruptions can be attributed in part to increased private inventory demand stimulated by expectations of still higher prices (and hence speculative profits) in the future. To examine this phenomenon, we develop an optimizing model of inventory behavior in the petroleum industry and test it on United States data. Government intervention in any future disruption is likely to take the form of releases from the Strategic Petroleum Reserve (SPR). Given that the SPR accounts for but a small fraction of US oil inventories, the reaction of the private sector is critical in evaluating its impact. We incorporate inventory behavior in a small, empirically-estimated model of the world oil market, which is then linked to a short-run macro-econometric model of the US. We employ the linked energy-economy models to simulate a disruption and the effects of using the SPR on oil prices and private inventory behavior. Our simulations support the view that substantial inventory accumulation accompanies a supply disruption. In the debate over whether the SPR is potentially a potent or impotent resource in an emergency, we lean toward potency. We found that public releases were not absorbed in private stockpiles; indeed, their dampening price effects served, albeit slightly, to discourage speculative stock build. 20 references, 3 figures, 6 tables.

The IOF is a partnership strategy involving industry, the research community and the government, working together to identify technology needs, promote industrial partnerships and implement joint measures with all partners involved. The State Industries of the Future (SIOF) program delivers the accomplishments of the national Industries of the Future strategy to the local level, to expand the technology opportunities to a larger number of partners and reach smaller businesses and manufacturers that were not initially involved in the IOF effort. The state programs bring together industry, academia, and state agencies to address the important issues confronting industry in the state. These public-private coalitions facilitate industry solutions locally and enhance economic development. California has started a State Industries of the Future effort, in collaboration with the U.S. Department of Energy. The California Energy Commission (CEC) is leading the SIOF program in California, as part of many other programs to improve the energy efficiency and performance of industries in California. The California State IOF program aims to build a network of participants from industry, academia and government in four selected industrial sectors as a basis for the development of a strategic partnership for industrial energy efficient technology in the state.     Unlike the oil industry, Russian gas is dominated by an officially sanctioned monopoly--Joint Stock Society (RAO) Gazprom. The company produces, transports, and exports most of the gas in Russia, the world leader in gas reserves. Two major challenges confront Gazprom as it adapts to existence as a private concern. One is financing of a major pipeline to Europe for export of gas produced in fields under development in the Yamal Peninsula. The other is collection of debts owed it by customers, both in and outside of Russia, for past gas deliveries. While it grapples with those challenges and the strains of operating a huge gas production and transportation system, Gazprom also must deal with questions about whether it should continue as a monopoly--questions not likely to be answered until Russia`s political situation is more certain than it is now.     Service providers rely on industrial control systems (ICS) to manage the flow of water at dams, open breakers on power grids, control ventilation and cooling in nuclear power plants, and more. In today's interconnected environment, this can present a serious cyber security challenge. To combat this growing challenge, government, private industry, and academia are working together to reduce cyber risks. The Idaho National Laboratory (INL) is a key contributor to the Department of Energy National SCADA Test Bed (NSTB) and the Department of Homeland Security (DHS) Control Systems Security Program (CSSP), both of which focus on improving the overall security posture of ICS in the national critical infrastructure. In support of the NSTB, INL hosts a dedicated SCADA testing facility which consists of multiple control systems supplied by leading national and international manufacturers. Within the test bed, INL researchers systematically examine control system components and work to identify vulnerabilities. In support of the CSSP, INL develops and conducts training courses which are designed to increase awareness and defensive capabilities for IT/Control System professionals. These trainings vary from web-based cyber security trainings for control systems engineers to more advanced hands-on training that culminates with a Red Team/ Blue Team exercise that is conducted within an actual control systems environment. INL also provides staffing and operational support to the DHS Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) Security Operations Center which responds to and analyzes control systems cyber incidents across the 18 US critical infrastructure sectors.

    Learning is a task that generalizes many of the analyses that are applied to collections of data, and in particular, collections of sensitive individual information. Hence, it is natural to ask what can be learned while preserving individual privacy. [Kasiviswanathan, Lee, Nissim, Raskhodnikova, and Smith; FOCS 2008] initiated such a discussion. They formalized the notion of private learning, as a combination of PAC learning and differential privacy, and investigated what concept classes can be learned privately. Somewhat surprisingly, they showed that, ignoring time complexity, every PAC learning task could be performed privately with polynomially many samples, and in many natural cases this could even be done in polynomial time. While these results seem to equate non-private and private learning, there is still a significant gap: the sample complexity of (non-private) PAC learning is crisply characterized in terms of the VC-dimension of the concept class, whereas this relationship is lost in the constructions of private learners, which exhibit, generally, a higher sample complexity. Looking into this gap, we examine several private learning tasks and give tight bounds on their sample complexity. In particular, we show strong separations between sample complexities of proper and improper private learners (such separation does not exist for non-private learners), and between sample complexities of efficient and inefficient proper private learners. Our results show that VC-dimension is not the right measure for characterizing the sample complexity of proper private learning. We also examine the task of private data release (as initiated by [Blum, Ligett, and Roth; STOC 2008]), and give new lower bounds on the sample complexity. Our results show that the logarithmic dependence on size of the instance space is essential for private data release.

    This paper presents a conceptual approach for private sector treatment of mixed low-level radioactive waste generated by the US Department of Energy and commercial industries. This approach focuses on MLLW treatment technologies and capacities available through the private sector in the near term. Wastestream characterization data for 108 MLLW streams at the Idaho National Engineering Laboratory (INEL) were collected and combined with similar data for MLLWs generated through commercial practices. These data were then provided to private treatment facilities and vendors to determine if, and to what extent, they could successfully treat these wastes. Data obtained from this project have provided an initial assessment of private sector capability and capacity to treat a variety of MLLW streams. This information will help formulate plans for future treatment of these and similar wastestreams at DOE facilities. This paper presents details of the MLLW data-gathering efforts used in this research, private sector assessment methods employed, and results of this assessment. Advantages of private sector treatment, as well as barriers to its present use, are also addressed.

    Electrical power is an indispensable tool in the industrialization of a developing country. An efficient, reliable source of electricity is a key factor in the establishment of a wide range of industries, and the supply of energy must keep pace with the increasing demand which economic growth creates in order for that growth to be sustained. As one of the most successful of all developing countries, Korea has registered impressive economic growth over the last decade, and it could be said that the rapid growth of the Korean economy would not have been possible without corresponding growth in the supply of electric power. Power producers in Korea, and elsewhere in Asia, are to be commended for successfully meeting the challenge of providing the necessary power to spur what some call an economic miracle. The future continues to hold great potential for participants in the electrical power industry, but a number of important challenges must be met in order for that potential to be fully realized. Demand for electricity continues to grow at a staggering rate, while concerns over the environmental impact of power generating facilities must not be ignored. As it becomes increasingly difficult to finance the rapid, and increasingly larger-scale expansion of the power industry through internal sources, the government must find resources to meet the growing demand at least cost. This will lead to important opportunities for the private sector. It is important, therefore, for those interested in participating in the power production industry and taking advantage of the newly emerging opportunities that lie in the Korean market, and elsewhere in Asia, to discuss the relevant issues and become informed of the specific conditions of each market.

Today I will talk about one important part of Sandia`s historical record--the laboratory notebook. I will start with some brief background on Sandia National Laboratories, including the Laboratories` mission and an example of how the gold in one lab notebook helped to give a picture of Sandia`s early history. Next, I will talk about the use of notebooks at Sandia Labs, how they represent technology developed at Sandia, and include noteworthy examples of how patent information has been collected, used, and released to the public. Then, I will discuss how the National Competitiveness Technology Transfer Act of 1989 authorized technology transfer initiatives and the exclusive use of patented information, resulting in many golden opportunities for the national laboratories to work with private industry to further technology. I will briefly discuss laboratory notebook retention schedules and mention a new initiative to better utilize Laboratory notebooks.     The Oak Ridge National Laboratory recently completed work on a report commissioned by the US Congress from the Department of Energy entitled A Compendium of Options for Government Policy to Encourage Private Sector Responses to Potential Climate Change'' (US DOE 1989). Four classes of incentives (regulatory, fiscal, informational, and RD D) were surveyed in the context of greenhouse-related activities in five economic sectors as depicted in Figure 1. As the example shows, for each activity general policies and specific options were considered. The paper presented here does not summarize the DOE study but identifies some of the lessons ORNL staff learned during the study about policies to deal with potential global warming. 21 refs., 1 fig.

    The US Department of Energy's Office of Industrial Technologies (OIT) conducts R D activities which focus on the objectives of improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial energy conservation. The Office also conducts programs to reduce waste generation, increase recycling efforts, and improve the use of wastes as process feedstocks. An active program of technology transfer and education supports these activities and encourages adoption of new technologies. To accomplish these objectives OIT cooperates with the private sector to identify its technological needs and to share R D efforts. R D is conducted to the point that a new technology is shown to work and that it can be transferred to the private sector end-users.     The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    Ecuador continues to grapple with efforts to privatize its petroleum sector a year after disclosing its plans to withdraw from the Organization of Petroleum Exporting Countries. One of OPEC's smallest members, Ecuador last year said it would leave the group in March 1993, citing high membership costs and minimal benefits. Industry observers also noted at the time Ecuador's plans to sharply boost production this century might run afoul of its OPEC quota. Political controversy is stalling efforts to implement a new reform oriented hydrocarbon law in Ecuador that would open the country's petroleum sector to greater participation by foreign companies and privatize state petroleum companies, including Petroleos del Ecuador (Petroecuador). That comes even as foreign contractors' participation in Ecuador's upstream sector are making a significant contribution to boosting the country's oil production, which had remained flat for a number of years.     The Department of Energy (DOE), Office of Environmental Management (EM) continues to pursue cost-effective, environmental cleanup of the weapons complex sites with a concomitant emphasis on deployment of innovative technologies as a means to this end. The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

  14. Deregulation-restructuring: Evidence for individual industries

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    After months of delays, the sale of Petroleos del Peru SA (Petroperu) was postponed earlier this year until after the elections, which saw Peru`s incumbent President Alberto Fujimori reelected. In June, Fujimori appointed Amado Yataco Minister of Energy and Mines. Yataco, also serving as president of the privatization commission Copri, said a decision on the sale of Petroperu would be made quickly, perhaps by July 28, ahead of this report`s presstime. The uncertain status of Petroperu has not, however, slowed activity in Peru`s petroleum sector. The paper first discusses privatization plans and Petroperu`s budget, then describes exploration and development activities in the supergiant Camisea gas/condensate fields in the central southern jungle.     As an example of private sector initiatives in energy conservation, Prudential's energy management program is highlighted. In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    Government policy is one of the most important factors in engaging the private sector in providing universal access to electricity. In particular, the private sector is well positioned to provide decentralized electricity products and services. While policy uncertainty and regulatory barriers can keep enterprises and investors from engaging in the market, targeted policies can create opportunities to leverage private investment and skills to expand electricity access. However, creating a sustainable market requires policies beyond traditional electricity regulation. The report reviews the range of policy issues that impact the development and expansion of a market for decentralized electricity services from establishing an enabling policy environment to catalyzing finance, building human capacity, and integrating energy access with development programs. The case studies in this report show that robust policy frameworks--addressing a wide range of market issues--can lead to rapid transformation in energy access.     The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    Seventy years ago Justice Oliver Wendell Homes wrote in an Opinion of the United States Supreme Court that{open_quotes}...while property may be regulated to a certain extent, if regulation goes too far it will be recognized as a taking.{close_quotes} Pennsylvania Coal Co. v. Mahon, 260 U.S. 393 (1992) The Fifth Amendment of the United States Constitution provides that private property shall not be {open_quotes}taken for public use, without just compensation{close_quotes}. After lying dormant for half a century, the {open_quotes}takings{close_quotes} clause of the United States constitution is being invoked to challenge environmental regulations throughout the country. In essence, property owners are saying that if the government wants to regulate to protect wetlands, wildlife habitat and other natural resources it must pay just compensation to the property owners for the restrictions imposed upon the use of their land. During the past ten years, the U.S. Supreme Court has decided several takings cases. While the judicial branch of government has become increasingly active in takings cases, the U.S. Congress and State legislatures have also been extremely active in efforts to protect private property rights. Typically, these legislative requires a takings impact analysis by the government to determine if its actions are likely to result in the compensable taking of private property or require compensation if property values are reduced by a certain percentage. This paper reviews the judicial standards that have been established for reviewing taking claims and sets forth a framework for analyzing when a regulation goes {open_quotes}too far{close_quotes} so as to require payment of compensation.

    America has the technological capacity to change its energy future. There is no reason, for example, why our nation must continue following a path of rising oil imports when billions of barrels of crude oil remain in domestic oil fields. There is no reason why we cannot continue to use our abundant supplies of high-value, low-cost coal when we have the scientific know-how to remove virtually all of its pollutants and reduce greenhouse gas emissions. There is no reason why we cannot turn increasingly to clean-burning natural gas and tap the huge supplies we know exist within our borders. We remain a nation rich in the fuels that have powered economic growth. Today 85 percent of the energy we use to heat our homes and businesses, generate our electricity, and fuel our vehicles comes from coal, petroleum and natural gas. As we move toward a new century, the contributions of these fuels will grow. By 2015, the United States is likely to require nearly 20 percent more energy than it uses today, and fossil fuels are projected to supply almost 88 percent of the energy Americans will consume. We have the scientific know-how to continue using our fossil fuel wealth without fear of environmental damage or skyrocketing costs. The key is technology - developing cutting edge concepts that are beyond the private sector's current capabilities. Some of the most important innovations in America's energy industry are the results of investments in the Federal government's fossil energy research and development programs. Today, our air and water are cleaner, our economy is stronger, and our industries are more competitive in the global market because these programs have produced results. This booklet summarizes many of these achievements. It is not a comprehensive list by any means. Still, it provides solid evidence that the taxpayers' investment in government fossil energy research has paid real and measurable dividends.
