  2. Broadening Industry Governance to Include Nonproliferation

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    The Government-University-Industry Research Roundtable was created just over a decade ago to provide a unique forum for dialogue among top government, university, and industry leaders in the national science and technology enterprise. The purpose is to facilitate personal working relationships and exchange of ideas about issues, problems, and promising opportunities facing those charged with developing and deploying science and technology resources. In 1996, Council meetings focused on the following: (1) the impact of information technology on the structure of research and educational organizations; (2) ways to improve communication between the science and engineering community and the public; and (3) new approaches both to measuring the results of research investments, and to communicating those metrics to non-technical decision-makers and to the public. Significant milestones were also achieved in four major projects, representing, impart, follow-up activity from previous Council Meeting discussions: (1) facilitating the Federal Demonstration Partnership, designed to maximize the efficiency of the federal research support system; (2) compiling results of a regional workshop on experiences in industry-university collaborative organization; (3) publishing the results of a study comparing the cost structures for research performed in the industrial, academic, and government laboratory sector; and (4) catalyzing, and participating in, a series of campus-based convocations on stresses being experienced in the research university environment.

    In his analysis of the oil industry-government relationship, the author examines the question of whether Big Oil is really bad and, if so, whether the government should leave it alone because it is unmanageable or regulate it for that reason. Responding to Robert Sherrill's The Oil Follies of 1970-1980 and its emphasis on conspiracy and betrayal, he focuses on the replacement of the Rule of Capture, which promoted the production of natural resources, with regulations restricting oil and gas production. He concludes that Big Government has not managed Big Oil well, but proposes an approach based on a series of workable projects instead of antitrust review. These initiatives could include efforts for horizontal and vertical divestiture, restrictions on tax divestiture, regulating cross-ownership, and a reworking of banking and tax laws.

    Public power has long been a cornerstone of consumer leverage in the electric industry. But its foundation consists of a much broader and deeper consumer authority. Understanding that authority - and present threats to it - is critical to restructuring of the electric industry as well as to the future of public power. The country has largely forgotten the role that local governments have played and continue to play in the development of the electric industry. Moreover, we risk losing sight of the options local governments may offer to protect consumers, to advance competition in the marketplace, and to enhance opportunities for technology and economic development. The future role of local government is one of the most important issues in the restructuring discussion. The basic authority of consumers rests at the local level. The resulting options consumers have to act as more than just respondents to private brokers and telemarketing calls are at the local level. And the ability for consumers to shape the marketplace and standards for what it will offer exists at the local level as well.

  13. Mining industry and US government cooperative research: Lessons learned and benefits to mining industry

    Since 1994, various mines in the US have cooperated with research scientists at the Los Alamos and Lawrence Livermore National Laboratories to address issues related to verification of the Comprehensive Test Ban Treaty (CTBT). The CTBT requires that no country may conduct any nuclear explosion in the future. While the CTBT is a significant step toward reducing the global nuclear danger, verifying compliance with the treat requires that the monitoring system be able to detect, locate and identify much larger numbers of smaller amplitude seismic events than had been required previously. Large mining blasts conducted world-wide will be of sufficient amplitude to trigger the monitoring system at the lower threshold. It is therefore imperative that research into the range various blasting practices employed, the relationship of yield to seismic magnitude, and identification of anomalous blasting results be performed. This paper will describe a suite of experiments funded by the Department of Energy and conducted by the Los Alamos and Lawrence Livermore National Laboratories in cooperation with the US mining industry. Observations of cast blasting, underground long wall generated coal bumps, stoping, and explosively induced collapse of room and pillar panels will be presented. Results of these dual use experiments which are of interest to the mining community will be discussed. These include (1) variation of amplitude of seismic energy at various azimuths from cast blasts, (2) identification of the extent of back failure following explosive removal of pillars, and (3) the use of single fired shots for calibration of the monitoring system. The wealth of information and discovery described in this paper is a direct result of mutual cooperation between the US Government and the US Mining Industry.

    This report presents a summary of the 1-day workshop conducted at Ann Arbor, Michigan, on April 16, 1992, between the National Center for Manufacturing Sciences (NCMS) and the US Department of Energy Advanced Industrial Materials Program (DOE AIM). The workshop objectives were to: (1) encourage collaboration between DOE, the DOE national laboratories, and NCMS material manufacturers and (2) assist the DOE AIM program in targeting research and development (R D) more effectively. During the workshop, participants from industry and DOE laboratories were divided into three working groups. Representatives from the DOE national laboratories currently conducting major research programs for AIM were asked to be working group leaders. The groups developed recommendations for NCMS and AIM managers using a six-step process. As a result of the workshop, the groups identified problems of key concern to NCMS member companies and promising materials and processes to meet industry needs. Overall, the workshop found that the research agenda of DOE AIM should include working with suppliers to develop manufacturing technology. The agenda should not be solely driven by energy considerations, but rather it should be driven by industry needs. The role of DOE should be to ensure that energy-efficient technology is available to meet these needs.

    Government officials and the private sector have taken a renewed interest in supporting the development and commercialization of electric vehicles in the United States. The current electric vehicle renaissance is the result of three very important factors: the need to improve our environment, particularly our urban air quality; the need to enhance our energy security through increased use of domestically produced fuels; and the desire to increase our global economic competitiveness. In the past decade, research and development efforts related to electric vehicles (EVs) have increased dramatically in response to national imperatives to address the transportation sector`s contribution to air pollution and to our reliance on foreign oil. Also, it is recognized that development and expansion of a U.S. electric vehicle could contribute to an international competitive advantage and could assist in the conversion of traditionally defense-related industries to civilian applications.

    Each year the Geothermal Division of the US Department of Energy conducts an in-depth review of its entire geothermal R D program. The conference serves several purposes: a status report on current R D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal community. This year's conference, Program Review IX, was held in San Francisco on March 19--21, 1991. The theme of this review was The Geothermal Partnership -- Industry, Utilities, and Government Meeting the Challenges of the 90's.'' The importance of this partnership has increased markedly as demands for improved technology must be balanced with available research resources. By working cooperatively, the geothermal community, including industry, utilities, DOE, and other state and federal agencies, can more effectively address common research needs. The challenge currently facing the geothermal partnership is to strengthen the bonds that ultimately will enhance opportunities for future development of geothermal resources. Program Review IX consisted of eight sessions including an opening session. The seven technical sessions included presentations by the relevant field researchers covering DOE-sponsored R D in hydrothermal, hot dry rock, and geopressured energy and the progress associated with the Long Valley Exploratory Well. Individual papers have been cataloged separately.

    Silica sand for foundry use is inexpensive to purchase, readily transported and widely available. As a result, it is universally used. However, three factors are becoming increasingly significant as more environmental regulations are promulgated. First, the disposal of waste foundry sand has become an excessively burdensome cost. Second, the phase changes which occur in the silica structure on heating and cooling cause thermal breakdown of the sand into smaller unusable fractions. Third, silica is a relatively weak mineral. Alternatives to silica sand which can withstand the rigors of repetitive reuse must be seriously evaluated as a way to control production costs of the domestic metal casting industry. Chromite sands, olivine sands and carbon sands have each been successfully used to solve operating problems and thus have developed their specific niches in the foundry materials inventory. However, there are several other materials that are candidates for replacing silica sand, such as fused alumina, sintered bauxite and sintered oil well proppants. These media, and others that are generically similar, are manufactured for specific purposes. Compositions and shapes could be readily tailored for used in a metal casting environment of total recycling and materials conservation. This study examines materials that are readily available as alternatives to silica sand from a functionality perspective and a cost perspective. Some of the alternative materials are natural and others are synthetic and thus referring to them as ``sands`` has the potential to cause confusion; the generic term ``granular medium`` is used in this study to mean any material that could functionally substitute for silica sand in the foundry process.

    The major accomplishment of the past year in the Roundtable`s continuing work on issues of concern to the academic enterprise is the preparation of two documents - Science and Technology in the Academic Enterprise: Status, Trends, and Issues and Perspectives on Financing Academic Research Facilities: A Resource for Policy Formulation. The significance of these two publications is that they both organize a large amount of complex and often controversial material in a way that is useful for further discussions and, in some cases, action by the government and higher education communities. The test for the Roundtable now is whether it can stimulate these follow-on activities. The model in this regard is the Federal Demonstration Project, where the Roundtable stimulated specific government-university joint actions in streamlining research grant administration. All of these activities are described below in greater detail.

    PEM fuel cell technology is rapidly emerging as a viable propulsion alternative to the internal combustion engine. Fuel cells offer the advantages of low emissions, high efficiency, fuel flexibility, quiet and continuous operation, and modularity. Over the last decade, dramatic advances have been achieved in the performance and cost of PEM fuel cell technologies for automotive applications. However, significant technical barriers remain to making fuel cell propulsion systems viable alternatives to the internal combustion engine. This paper focuses on the progress achieved and remaining technical barriers while highlighting Government-industry R&D efforts that are accelerating fuel cell technology toward commercialization.

    The Deactivation and Decommissioning Focus Area's (DDFA's) mission is to develop, demonstrate, and deploy improved deactivation and decommissioning (D&D) technologies. This mission requires that emphasis be continually placed on identifying technologies currently employed or under development in other nuclear as well as nonnuclear industries and government agencies. In support of DDFA efforts to clean up the U.S. Department of Energy's (DOE's) radiologically contaminated surplus facilities using technologies that improve worker safety, reduce costs, and accelerate cleanup schedules, a study was conducted to identify innovative technologies developed for use in nonnuclear arenas that are appropriate for D&D applications.

  8. Potential industrial applications for composite phase-change materials as thermal energy storage media

    Considerable effort has been spent by the US Department of Energy and its contractors over the last few years to develop composite phase-change materials (CPCMs) for thermal energy storage (TES). This patented TES medium consists of a phase-change material (typically a salt or metal alloy) that is retained within the porous structure of a supporting material (typically a ceramic). The objectives of this study were to (1) introduce CPCMs to industries that may not otherwise be aware of them, (2) identify potentially attractive applications for CPCM in industry, (3) determine technical requirements that will affect the design of CPCM's for specific applications, and (4) generate interest among industrial firms for employing CPCM TES in their processes. The approach in this study was to examine a wide variety of industries using a series of screens to select those industries that would be most likely to adopt CPCM TES in their processes. The screens used in this study were process temperature, presence of time-varying energy flows, energy intensity of the industry, and economic growth prospects over the next 5 years. After identifying industries that passed all of the screens, representatives of each industry were interviewed by telephone to introduce them to CPCM TES, assess technical requirements for CPCM TES in their industry, and determine their interest in pursuing applications for CPCM TES. 11 refs., 4 tabs.

    Fuel cells (FCs) are considered essential future energy technologies by developed and developing economies alike. Several countries, including the United States, Japan, Germany, and South Korea have established publicly funded R&D and market transformation programs to develop viable domestic FC industries for both automotive and non-automotive applications. Important non-automotive applications include large scale and small scale distributed combined heat and electrical power, backup and uninterruptible power, material handling and auxiliary power units. The U.S. FC industry is in the early stages of development, and is working to establish sustainable markets in all these areas. To be successful, manufacturers must reduce costs, improve performance, and overcome market barriers to new technologies. U.S. policies are assisting via research and development, tax credits and government-only and government-assisted procurements. Over the past three years, the industry has made remarkable progress, bringing both stack and system costs down by more than a factor of two while improving durability and efficiency, thanks in part to government support. Today, FCs are still not yet able to compete in these markets without continued policy support. However, continuation or enhancement of current policies, such as the investment tax credit and government procurements, together with continued progress by the industry, appears likely to establish a viable domestic industry within the next decade.

    This report is a summary of the cooperative industry/government program to establish the viability of alternative blowing agents to chlorofluorocarbons (CFCs). The project was initiated in 1989 following two workshops that focused on needed research on thermal insulation blown with substitutes for CFC-11 and CFC-12. The project is directed by a steering committee of representatives of the sponsors and of Oak Ridge National Laboratory (ORNL). The purpose of the project is to determine if the performance of polyisocyanurate (PIR) roof insulation foam boards blown with alternate agents differs from the performance of boards blown with CFC-1. This report describes apparent thermal conductivity (k) results obtained from field and laboratory tests from 1989 to 1992 on a set of experimental PIR laminate boardstock produced to evaluate the viability of alternative hydrochlorofluorocarbons (HCFCs) as blowing agents. All boardstock was manufactured from similar formulations that were not optimized for thermal performance. Commercial broadstock made in the future may differ in performance from this set. The PIR boards were prepared with CFC-11, HCFC-123, HCFC-141b, and 50/50 and 65/35 blends of HCFC-123/HCFC-141b.

    This dissertation examines the nature of government business relations, as perceived by the owners and managers of the Sun Oil Company, a large integrated oil and gas producer, transporter, refiner, and marketer. Sun has had a long and profitable career in the oil industry, success which came despite a complex, often bitter relationship with government in its regulatory and antitrust capacity. The founding Pew family has historically been quite outspoken in its opposition to what they perceived to be the government's chronic, unwelcome intrusion into the affairs of business. Sun's almost one hundred year history can be readily divided into two distinct phases. The first, the period from 1938-1947, could best be characterized as the time when Sun Company officials fought bitterly against what they thought to be excessive government domination over their industry, fearing either the government's outright takeover, or its imposition of burdensome restrictions. After freeing themselves from the government's oppression, Sun management then set out to build a growing, profitable oil concern. From 1938 to the present, Sun has undertaken several transactions that have established the firm as a highly successful petroleum company, including a merger, an aborted takeover, and a successful acquisition. Sun's survival in an endeavor where many perish, either purchased or driven out, provides the focus of this dissertation.

  14. Overview of the government/industry workshop on opportunities for new materials in pulp and paper processing

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     This workshop was held at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia, on July 11--12, 1995. The workshop sought to establish a foundation for continued dialogue between industry and the DOE to ensure that industry`s experiences, lessons learned, and recommendations are incorporated into D and D program policy, strategy, and plans. The mission of the D and D Focus Area is to develop improved technologies, processes and products, to characterize, deactivate, survey, maintain, decontaminate, dismantle, and dispose of DOE surplus structures, buildings, and contents. The target is a five-to-one return on investment through cost avoidance. The cornerstone of the D and D focus area activities is large-scale demonstration projects that actually decontaminate, decommission, and dispose of a building. The aim is to demonstrate innovative D and D technologies as part of an ongoing DOE D and D project. OTD would pay the incremental cost of demonstrating the innovative technologies. The goal is to have the first demonstration project completed within the next 2 years. The intent is to select projects, or a project, with visible impact so all of the stakeholders know that a building was removed, and demonstrate at a scale that is convincing to the customers in the EM program so they feel comfortable using it in subsequent D and D projects. The plan is to use a D and D integrating contractor who can then use the expertise in this project to use in jobs at other DOE sites.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado.     The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections.     The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    Savannah River National Laboratory (SRNL) received funding from DOE EM-21, Office of Cleanup Technologies, to develop the rotary microfilter for high level radioactive service. One aspect of this project evaluated alternative filter media to select one for the 2nd generation rotary microfilter being procured as a prefilter to a small column ion exchange process. The authors conducted screening tests on a variety of filter media and pore sizes using a stirred cell followed by pilot-scale testing on a more limited number of filter media and pore sizes with a three disk rotary microfilter. These tests used 5.6 molar sodium supernate, and sludge plus monosodium titanate (MST) solids. The conclusions from this work are: (1) The 0.1 {micro} nominal TruMem{reg_sign} ceramic and the Pall PMM M050 (0.5 {micro} nominal) stainless steel filter media produced the highest flux in rotary filter testing. (2) The Pall PMM M050 media produced the highest flux of the stainless steel media tested in rotary filter testing. (3) The Pall PMM M050 media met filtrate quality requirements for the rotary filter. (4) The 0.1 {micro} TruMem{reg_sign} and 0.1 {micro} Pall PMM media met filtrate quality requirements as well. (5) The Pall PMM M050 media produced comparable flux to the 0.1 {micro} TruMem{reg_sign} media, and proved more durable and easier to weld. Based on these test results, the authors recommend Pall PMM M050 filter media for the 2nd generation rotary microfilter.

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

The U.S. Department of Energy (DOE), Office of River Protection (ORP) is responsible for management and completion of the River Protection Project (RPP) mission, which comprises both the Hanford Site tank farms and the Waste Treatment and Immobilization Plant (WTP). The RPP mission is to store, retrieve and treat Hanford's tank waste; store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities in a safe, environmentally compliant, cost-effective and energy-effective manner.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    The Hanford Site was established in 1943 as one of the three original Manhattan Project locations involved in the development of atomic weapons. It continued as a defense production center until 1988, when its mission changed to environmental restoration and remediation. The Hanford Site is changing its business strategy and in doing so, is reinventing government. This new development has been significantly influenced by a number of external sources. These include: the change in mission, reduced security requirements, new found partnerships, fiscal budgets, the Tri-Party agreement and stakeholder involvement. Tight budgets and the high cost of cleanup require that the site develop and implement innovative cost saving approaches to its mission. Costeffective progress is necessary to help assure continued funding by Congress.

The Office of Industrial Technologies is working with seven energy-intensive industries to develop R&D roadmaps that will facilitate cooperative government-industry efforts to achieve energy-efficient, environmentally-acceptable, sustainable industries of the future. The forest products industry is one of the industries with which OIT is working to develop an R&D roadmap. The Advanced Industrial Materials (AIM) Program of the Office of Industrial Technologies sponsors long-term, directed research on materials that will enable industry to develop and utilize more energy-efficient, sustainable processes and technologies.     The thermodynamics of irreversible processes (TTIP) is used to derive governing equations and phenomenological equations for transport processes and chemical reactions in water-saturated semipermeable media. TTIP is based on three fundamental postulates. The first postulate, the assumption of local equilibrium, allows the formulation of balance equations for entropy. These equations are the bases for the derivation of governing equations for the thermodynamic variables, temperature, pressure, and composition. The governing equations involve vector fluxes of heat and mass and scalar rates of chemical reactions; in accordance with the second postulate of TTIP, these fluxes and rates are related, respectively, to all scalar driving forces (gradients of thermodynamic variables) acting within the system. The third postulate of TTIP states equality (the Onsager reciprocal relations) between certain of the phenomenological coefficients relating forces and fluxes. The description by TTIP of a system undergoing irreversible processes allows consideration of coupled transport processes such as thermal osmosis, chemical osmosis, and ultrafiltration. The coupled processes can make significant contributions to flows of mass and energy in slightly permeable, permselective geological materials such as clays and shales.

OIT funds research, development, and demonstration (RD&D) efforts and transfers the resulting technology and knowledge to industry. This document describes OIT`s program, including the new Industries of the Future (IOF) initiative and the strategic activities that are part of the IOF process. It also describes the energy, economic, and environmental characteristics of the materials and process industries that consume nearly 80% of all energy used by manufacturing in the United States. OIT-supported RD&D activities relating to these industries are described, and quantitative estimates of the potential benefits of many OIT-supported technologies for industry are also provided.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology.     Highly crosslinked monolithic porous polymer materials for chromatographic applications. By using solvent compositions that provide not only for polymerization of acrylate monomers in such a fashion that a porous polymer network is formed prior to phase separation but also for exchanging the polymerization solvent for a running buffer using electroosmotic flow, the need for high pressure purging is eliminated. The polymer materials have been shown to be an effective capillary electrochromatographic separations medium at lower field strengths than conventional polymer media. Further, because of their highly crosslinked nature these polymer materials are structurally stable in a wide range of organic and aqueous solvents and over a pH range of 2-12.

    TRUST84 solves for transient and steady-state flow in variably saturated deformable media in one, two, or three dimensions. It can handle porous media, fractured media, or fractured-porous media. Boundary conditions may be an arbitrary function of time. Sources or sinks may be a function of time or of potential. The theoretical model considers a general three-dimensional field of flow in conjunction with a one-dimensional vertical deformation field. The governing equation expresses the conservation of fluid mass in an elemental volume that has a constant volume of solids. Deformation of the porous medium may be nonelastic. Permeability and the compressibility coefficients may be nonlinearly related to effective stress. Relationships between permeability and saturation with pore water pressure in the unsaturated zone may be characterized by hysteresis. The relation between pore pressure change and effective stress change may be a function of saturation. The basic calculational model of the conductive heat transfer code TRUMP is applied in TRUST84 to the flow of fluids in porous media. The model combines an integrated finite difference algorithm for numerically solving the governing equation with a mixed explicit-implicit iterative scheme in which the explicit changes in potential are first computed for all elements in the system, after which implicit corrections are made only for those elements for which the stable time-step is less than the time-step being used. Time-step sizes are automatically controlled to optimize the number of iterations, to control maximum change to potential during a time-step, and to obtain desired output information. Time derivatives, estimated on the basis of system behavior during the two previous time-steps, are used to start the iteration process and to evaluate nonlinear coefficients. Both heterogeneity and anisotropy can be handled.

    An examination is made of the incentives which influence the decisions by local governments to adopt energy-efficiency programs, either unilaterally or in partnership with the Federal government. It is found that there is significant potential for improved energy efficiency in urban residential, commercial, and industrial buildings and that exploiting these opportunities is in the interest of both Federal and local governments. Unless there is a unique combination of strong local leadership, a tradition of resource management, and external energy shocks, communities are unlikely to realize this potential. Conflicting demands, traditional perceptions, and lack of funding pose a major barrier to a strong unilateral commitment by local governments. A Federal-local partnership built upon and complementary to existing efforts in areas such as housing, social welfare, and economic development offers an excellent opportunity to realize the inherent potential of local energy-efficiency programs. At the local level, energy is not perceived as an isolated issue, but one which is part of a number of problems arising from the continuing increase in energy prices.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    Composite media, systems, and devices for substantially removing, or otherwise processing, one or more constituents of a fluid stream. The composite media comprise a plurality of beads, each having a matrix substantially comprising polyacrylonitrile (PAN) and supporting one or more active components which are effective in removing, by various mechanisms, one or more constituents from a fluid stream. Due to the porosity and large surface area of the beads, a high level of contact is achieved between composite media of the present invention and the fluid stream being processed. Further, the homogeneity of the beads facilitates use of the beads in high volume applications where it is desired to effectively process a large volume of flow per unit of time.

    The present invention provides a magnetic recording media incorporating Zn containing layers in close proximity to a magnetic layer to provide media having increased coercivity and lower noise. The Zn containing layer can be incorporated in a rotating, translating or stationary recording media to operate in conjunction with magnetic transducing heads for recording and reading of magnetic data, as well as other applications. The magnetic recording medium of the invention preferably includes a Co or Co alloy film magnetic layer, underlayer structures to promote epitaxial crystalline structure in the magnetic layer, and a Zn containing layer to promote isolation between the magnetic grains. The medium can further include seed layers, underlayers, intermediate layers, and overlayers. The process of manufacture includes promoting diffusion of Zn to the magnetic layer grain boundaries.

    The primary aluminum and chlor-alkali industries together use nearly 13% of the electrical energy consumed by US industry. As part of its mission to promote energy conservation in basic US industries, the DOE surveys the present technological status of the major electrochemical industries and evaluates promising technological innovations that may lead to reduced energy requirements. This study provides technical and economic analyses in support of a government program of research and development in advanced electrolytic technology. This program is intended to supplement the development efforts directed toward energy savings by private industry. Sections II and III of this report cover aluminum and chlorine production processes only, since these two industries represent over 90% of the electrical energy requirements of all electrolytic industries in the United States. Section IV examines barriers to accelerated research and development by the electrolytic industries, and makes suggestions for government actions to overcome these barriers.

    The Uranium Industry Annual 1994 (UIA 1994) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing during that survey year. The UIA 1994 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. It contains data for the 10-year period 1985 through 1994 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data collected on the ``Uranium Industry Annual Survey`` (UIAS) provide a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Where aggregate data are presented in the UIA 1994, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data. A feature article, ``Comparison of Uranium Mill Tailings Reclamation in the United States and Canada,`` is included in the UIA 1994. Data on uranium raw materials activities including exploration activities and expenditures, EIA-estimated resources and reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities, including purchases of uranium and enrichment services, and uranium inventories, enrichment feed deliveries (actual and projected), and unfilled market requirements are shown in Chapter 2.

This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies.
