    Information is reported in sections entitled: radiation monitoring; Environmental Management Program; radiation and safety surveys; industrial safety and special projects; Office of Operational Safety; and training, lectures, publications, and professional activities. There were no external or internal exposures to personnel which exceeded the standards for radiation protection as defined in DOE Manual Chapter 0524. Only 35 employees received whole body dose equivalents of 10 mSv (1 rem) or greater. There were no releases of gaseous waste from the Laboratory which were of a level that required an incident report to DOE. There were no releases of liquid radioactive waste from the Laboratory which were of a level that required an incident report to DOE. The quantity of those radionuclides of primary concern in the Clinch River, based on the concentration measured at White Oak Dam and the dilution afforded by the Clinch River, averaged 0.16 percent of the concentration guide. The average background level at the Perimeter Air Monitoring (PAM) stations during 1980 was 9.0 ..mu..rad/h (0.090 ..mu..Gy/h). Soil samples were collected at all perimeter and remote monitoring stations and analyzed for eleven radionuclides including plutonium and uranium. Plutonium-239 content ranged from 0.37 Bq/kg (0.01 pCi/g) to 1.5 Bq/kg (0.04 pCi/g), and the uranium-235 content ranged from 0.7 Bq/kg (0.02 pCi/g) to 16 Bq/kg (0.43 pCi/g). Grass samples were collected at all perimeter and remote monitoring stations and analyzed for twelve radionuclides including plutonium and uranium. Plutonium-239 content ranged from 0.04 Bq/kg (0.001 pCi/g) to 0.07 Bq/kg (0.002 pCi/g), and the uranium-235 content ranged from 0.37 Bq/kg (0.01 pCi/g) to 12 Bq/kg (0.33 pCi/g).

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    In connection with personnel monitoring, there were no external or internal exposures to personnel which exceeded the standards for radiation protection as defined in DOE Manual Chapter 0524. Only 55 employees received whole-body dose equivalent of one rem or greater. The highest whole-body dose equivalent to an employee was 2.8 rem. The highest internal exposure was less than one-half of a maximum permissible dose for any calendar quarter. During 1979, 57 portable health physics instruments were added to the inventory and 75 retired. The total number in service on January 1, 1979, was 977. With regards to environmental monitoring, there were no releases of gaseous waste from the Laboratory which were of a level that required an incident report to DOE. There were no releases of liquid radioactive waste from the Laboratory which were of a level that required an incident report to DOE. Soil samples were collected at all perimeter and remote monitoring stations and analyzed for eleven radionuclides including plutonium and uranium. Plutonium-239 content ranged from 0.01 to 0.06 pCi/g, and the uranium-235 content ranged from 0.01 to 0.05 pCi/g. Grass samples were collected at all perimeter and remote monitoring stations and analyzed for twelve radionuclides including plutonium and uranium. Plutonium-239 content ranged from 0.001 to 0.010 pCi/g, and uranium-235 content ranged from 0.001 to 0.010 pCi/g. Two radiation incidents involving radioactive materials were recorded during 1979.     Industrial ecology (IE) is an emerging scientific field that views industrial activities and the environment as an interactive whole. The IE approach simultaneously optimizes activities with respect to cost, performance, and environmental impact. Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology. The report includes recommendations by industry on R&D needed to resolve current combustion-related problems. Both fundamental and applied R&D needs are presented. The report assesses combustion needs and suggests research ideas for seven major industries, which consume about 78% of all energy used by industry. Included are the glass, pulp and paper, refinery, steel, metal casting, chemicals, and aluminum industries.     The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    The lost foam casting process is sensitive to the properties of the EPS patterns used for the casting operation. In this project Industrial Analytics Corporation (IAC) has developed a new low voltage x-ray instrument for x-ray radiography of very low mass EPS patterns. IAC has also developed a transmitted visible light method for characterizing the properties of EPS patterns. The systems developed are also applicable to other low density materials including graphite foams.

    In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This Annual Report for FY 1995 contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Areas covered here are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    The Industrial Technologies Program (ITP) relies on analytical studies to identify large energy reduction opportunities in energy-intensive industries and uses these results to guide its R&D portfolio. The energy bandwidth illustrates the total energy-saving opportunity that exists in the industry if the current processes are improved by implementing more energy-efficient practices and by using advanced technologies. This bandwidth analysis report was conducted to assist the ITP Mining R&D program in identifying energy-saving opportunities in coal, metals, and mineral mining. These opportunities were analyzed in key mining processes of blasting, dewatering, drilling, digging, ventilation, materials handling, crushing, grinding, and separations.

    Zymomonas mobilis is undoubtedly one of the most unique bacterium within the microbial world. Known since 1912 under the names Termobacterium mobilis, Pseudomonas linderi, and Zymomonas mobilis, reviews on its uniqueness have been published in 1977 and 1988. The bacterium zymomonas mobilis not only exhibits an extraordinarily uniqueness in its biochemistry, but also in its growth behavior, energy production, and response to culture conditions, as well as cultivation techniques used. This uniqueness caused great interest in the scientific, biotechnological, and industrial worlds. Its ability to couple and uncouple energy production in favor of product formation, to respond to physical and chemical environment manipulation, as well as its restricted product formation, makes it an ideal microorganism for microbial process development. This review explores the advances made since 1987, together with new developments in the pure scientific and applied commercial areas. 362 refs.

    Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity,frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea).This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement, documentation, and continuousimprovement.

    Based on extended discussions during visits with 27 companies representing 13 different parts of the tribology industry (such as bearings, lubricants, coatings, powerplants), it is apparent that only a tiny fraction of the large sums publicly reported as R and D expenditures by industry are used to fund generic tribology research. For example, of the greater than $2 B expenditures reported for R and D in the lubricants sector for 1982, the estimated total for generic tribology research was $12 M. This was the largest expenditure in any sector of the tribology industry and one-third of the total of $36 M. In the automotive industry out of a reported expenditure of $4 B, the estimated generic tribology research was $3 M. In some segments of the tribology industry, for example coatings and filters, there were no expenditures on generic research. There was little tendency to improve the state of the art of the tribology industry through long-term investment in generic R and D in ways that would foster innovation and productivity of energy conservation technology. Expenditures were oriented to development of specific commercial and military products, or to basic research focused on unspecified far term results, although useful spin-off of military developments into commercial fields sometimes occurs. There was a broad consensus in the companies visited that existing research results were not always made easily accessible to potential users in industry. The implication was that industry might benefit more if a larger fraction of the funds were devoted to putting the research results into a form design and development engineers could more readily apply. The need for a more effective presentation of research results was expressed with greater urgency at the smaller companies, but there seemed to be a broad consensus on the need for improvement. Recommendations are given.

In preparation for this conference, Hydrocarbon Processing contacted executives of petrochemical/chemical industries and trade associations, seeking views on the state of the industry. The Asia-Pacific region is the center of new construction and expanded capacity and also a mixture of mature, developing and emerging petrochemical industries. Established countries must mold and grow with emerging economies as the newcomers access natural resources and develop their own petrochemical infrastructures. The following nation reports focus on product supply/demand trends, economic forecasts, new construction, etc. Space limitations prohibit publishing commentaries from all countries that have petrochemical/chemical capacity. Reports are published from the following countries: Australia, China, Japan, Korea, Malaysia, Philippines, Thailand, and Vietnam.

    ITP conducted a study on energy use and potential savings, or "bandwidth" study, in major steelmaking processes. Intended to provide a realistic estimate of the potential amount of energy that can be saved in an industrial process, the "bandwidth" refers to the difference between the amount of energy that would be consumed in a process using commercially available technology versus the minimum amount of energy needed to achieve those same results based on the 2nd law of thermodynamics. The Steel Industry Energy Bandwidth Study (PDF 133 KB) also estimates steel industry energy use in the year 2010, and uses that value as a basis for comparison against the minimum requirements. This energy savings opportunity for 2010 will aid focus on longer term R&D.

    This document presents the results of a survey of nondestructive testing (NDT) and related sensor technology research and development (R and D) at selected federal laboratories. Objective was to identify and characterize NDT activities that could be applied to improving energy efficiency and overall productivity in US manufacturing. Numerous federally supported R and D programs were identified in areas such as acoustic emissions, eddy current, radiography, computer tomography and ultrasonics.     Industrial operations in the United States account for some 37% of the nation's consumptions of energy. It has been estimated that this figure will increase to 50% by 1990 unless appropriate industrial energy conservation measures are adopted. However, such measures are difficult to implement in spite of the potential of various existing, emerging, and advanced technologies that can be applied to the problem. Specifically, the application of many industrial energy conservation measures entails high economic, technological, and institutional risks and uncertainties that constrain industries from adopting such measures. Accordingly, in 1975 the federal government started a program designed to mitigate these risks and uncertainties via government-industry partnership arrangements in the interests of national energy conservation. An important element of this program is the Industrial Energy Conservation Program in the Federal Department of Energy (DOE). In June 1980, DOE asked the National Materials Advisory Board, a unit of the National Academy of Sciences-National Research Council, to form a study committee to assess the effectiveness of the Industrial Energy Conservation Program. The committee concluded that federal support embodied in the DOE program, present and planned, is important to conserving additional industrial energy. However, the committee also concluded that the program needs various improvements in project selection and management and in transfer of results to industry. The committee's findings and recommendations and the results of the deliberation of the committee's three panels, a special report on heat and power, and a report on the visit by four members of the committee to Japan are presented.

    The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

These seven Industries of the Future (IOFs) – aluminum, chemicals, forest products, glass, metal casting, mining, and steel – rely on several other so-called “supporting industries” to supply materials and processes necessary to the products that the IOFs create.     In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This report contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Subject areas covered are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

Laser-based sensors can be attractive for relatively harsh environments where extractive sampling is difficult, inaccurate, or impractical. Tools developed primarily for laboratory research can often be adapted for the real world and applied to problems far from their original uses. Spectroscopic techniques, appropriately selected, have the potential to impact the bottom line of a number of industries and industrial processes. In this paper the authors discuss three such applications: a laser-based instrument for process control in steelmaking, a laser-induced breakdown method for hazardous metal detection in process streams, and a laser-based imaging sensor for evaluating surface cleanliness. Each has the potential to provide critical, process-related information in a real-time, continuous manner. These sensor techniques encompass process control applications and emissions monitoring for pollution prevention. They also span the range from a field-tested pre-commercial prototype to laboratory instrumentation. Finally, these sensors employ a wide range of sophistication in both the laser source and associated analytical spectroscopy. In the ultimate applications, however, many attributes of the sensors are in common, such as the need for robust operation and hardening for harsh industrial environments.

    This is an initiative for accelerating the use of solar energy in the advanced materials manufacturing industry in the United States. The initiative will be based on government-industry collaborations that will develop the technology and help US industry compete in the rapidly expanding global advanced materials marketplace. Breakthroughs in solar technology over the last 5 years have created exceptional new tools for developing advanced materials. Concentrated sunlight from solar furnaces can produce intensities that approach those on the surface of the sun and can generate temperatures well over 2000{degrees}C. Very thin layers of illuminated surfaces can be driven to remarkably high temperatures in a fraction of a second. Concentrated solar energy can be delivered over large areas, allowing for rapid processing and high production rates. By using this technology, researchers are transforming low-cost raw materials into high-performance products. Solar synthesis of advanced materials uses bulk materials and energy more efficiently, lowers processing costs, and reduces the need for strategic materials -- all with a technology that does not harm the environment. The Solar Industrial Program has built a unique, world class solar furnace at NREL to help meet the growing need for applied research in advanced materials. Many new advanced materials processes have been successfully demonstrated in this facility, including the following: Metalorganic deposition, ceramic powders, diamond-like carbon materials, rapid heat treating, and cladding (hard coating).

Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future.     A law restructuring the electric utility industry in Massachusetts became effective on November 25, 1997. The law will break up the existing utility monopolies into separate generation, distribution and transmission entities, and it will allow non-utility generators access to the retail end user market. The law contains many compromises aimed at protecting consumers, ensuring savings, protecting employees and protecting the environment. While it appears that the legislation recognizes the sanctity of independent power producer contracts with utilities, it attempts to provide both carrots and sticks to the utilities and the IPP generators to encourage renegotiations and buy-down of the contracts. Waste-to-energy contracts are technically exempted from some of the obligations to remediate. Waste-to-energy facilities are classified as renewable energy sources which may have positive effects on the value to waste-to-energy derived power. On November 25, 1997, the law restructuring the electric utility industry in Massachusetts became effective. The law will have two primary effects: (1) break up the existing utility monopolies into separate generation, distribution and transmission entities, and (2) allow non-utility generators access to the retail end-user market.

The Japanese petrochemical industry in this period is interesting as it relates to technology transfer to Japan because: (1) It was an industry at the core of the heavy and chemical industries, which were an important pillar of Japan's industrial policy; (2) It was a new technical field with no past history; and (3) Unraveling of technology was successfully pursued, with the result that Japan became a petrochemical technology-exporting country in the 1960s.

    Industrial districts are highly characteristic of Italian industry structure, with energy implication due to both electrical and thermal energy demand. The present study represents an environmental methodology approach applied to an area in the Tuscany region characterized by the presence of a high net power output cogeneration plant connected to paper mill processes. The cogeneration unit is based on a innovative gas turbine characterized by low atmospheric environmental impact. Additional impact due to cogeneration plant installation was evaluated in comparison with pollutant concentration levels due to existent energy conversion processes, using atmospheric diffusional models. A comparison was also made with respect to pollutant concentration contribute due to ordinary road and highway traffic emissions existent in the area.

  2. Energy conservation and cost benefits in the dairy processing industry

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

    Safety Instrumented Systems (SIS) are widely used in U.S. Department of Energy's (DOE) nonreactor nuclear facilities for safety-critical applications. Although use of the SIS technology and computer-based digital controls, can improve performance and safety, it potentially introduces additional complexities, such as failure modes that are not readily detectable. Either automated actions or manual (operator) actions may be required to complete the safety instrumented function to place the process in a safe state or mitigate a hazard in response to an alarm or indication. DOE will issue a new standard, Application of Safety Instrumented Systems Used at DOE Nonreactor Nuclear Facilities, to provide guidance for the design, procurement, installation, testing, maintenance, operation, and quality assurance of SIS used in safety significant functions at DOE nonreactor nuclear facilities. The DOE standard focuses on utilizing the process industry consensus standard, American National Standards Institute/ International Society of Automation (ANSI/ISA) 84.00.01, Functional Safety: Safety Instrumented Systems for the Process Industry Sector, to support reliable SIS design throughout the DOE complex. SIS design must take into account human-machine interfaces and their limitations and follow good human factors engineering (HFE) practices. HFE encompasses many diverse areas (e.g., information display, user-system interaction, alarm management, operator response, control room design, and system maintainability), which affect all aspects of system development and modification. This paper presents how the HFE processes and principles apply throughout the SIS life cycle to support the design and use of SIS at DOE nonreactor nuclear facilities.

    The U.S. electric power industry is currently spending approximately $2 billion annually on demand-side management (DSM) programs, a substantial increase over just a few years ago. The level of DSM spending is expected to continue to grow in the foreseeable future, according to various industry surveys. Environmental benefits are among the chief assumed - and expected - benefits of DSM. In fact, the answer to how much cost-effective and achievable DSM is available depends, to some extent, on whether the value of environmental benefits of DSM is considered explicitly or implicitly. Several states now specifically require the environmental effect of alternative supply or demand options to be considered in utility resource-planning decisions. On the surface, it seems plausible that, assuming the current level of DSM is `good` for the environment, an even more aggressive level of DSM would be even better. Carrying this line of argument a step further would suggest that a highly aggressive DSM strategy, coupled with a heavy dose of nonpolluting renewable energy technologies, would eliminate the need for all new supply-side resources and be the closest thing to achieving nirvana - low-cost, environmentally benign electricity service - in utility resource planning. Those advocating such a strategy argue that is is not only justified from an environmental point of view, but also from an economic perspective, because it is the cheapest course of action to follow.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes. Many projects in this area have been successfully completed, and some have resulted in the development and implementation of new technologies (e.g., foam processing) for various process steps. Other projects have produced technical results that have later been utilized by the industry in other capacities (e.g., hyperfiltration).   17. Applying Best Practices to Florida Local Government Retrofit Programs

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multiyear field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15%-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. The new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

  18. Applying Best Practices to Florida Local Government Retrofit Programs

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

  19. Applying a Modified Triad Approach to Investigate Wastewater lines

    Approximately 20 miles of wastewater lines are below grade at an active military Base. This piping network feeds or fed domestic or industrial wastewater treatment plants on the Base. Past wastewater line investigations indicated potential contaminant releases to soil and groundwater. Further environmental assessment was recommended to characterize the lines because of possible releases. A Remedial Investigation (RI) using random sampling or use of sampling points spaced at predetermined distances along the entire length of the wastewater lines, however, would be inefficient and cost prohibitive. To accomplish RI goals efficiently and within budget, a modified Triad approach was used to design a defensible sampling and analysis plan and perform the investigation. The RI task was successfully executed and resulted in a reduced fieldwork schedule, and sampling and analytical costs. Results indicated that no major releases occurred at the biased sampling points. It was reasonably extrapolated that since releases did not occur at the most likely locations, then the entire length of a particular wastewater line segment was unlikely to have contaminated soil or groundwater and was recommended for no further action. A determination of no further action was recommended for the majority of the waste lines after completing the investigation. The modified Triad approach was successful and a similar approach could be applied to investigate wastewater lines on other United States Department of Defense or Department of Energy facilities.     The objective of this report is to develop a vision of the future steelmaking industry including its general characteristics and technologies. In addition, the technical obstacles and research and development opportunities for commercialization of these technologies are identified. The report is being prepared by the Sloan Steel Industry Competitiveness Study with extensive input from the industry. Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.

    Progress made by industry toward attaining the voluntary 1980 energy efficiency improvement targets is reported. The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company.     This study performs an integrated assessment of new technology adoption in the steel industry. New coke, iron, and steel production technologies are discussed, and their economic and environmental characteristics are compared. Based upon detailed plant level data on cost and physical input-output relations by process, this study develops a simple mathematical optimization model of steel process choice. This model is then expanded to a life cycle context, accounting for environmental emissions generated during the production and transportation of energy and material inputs into steelmaking. This life-cycle optimization model provides a basis for evaluating the environmental impacts of existing and new iron and steel technologies. Five different plant configurations are examined, from conventional integrated steel production to completely scrap-based operations. Two cost criteria are used to evaluate technology choice: private and social cost, with the latter including the environmental damages associated with emissions. While scrap-based technologies clearly generate lower emissions in mass terms, their emissions of sulfur dioxide and nitrogen oxides are significantly higher. Using conventional damage cost estimates reported in the literature suggests that the social costs associated with scrap-based steel production are slightly higher than with integrated steel production. This suggests that adopting a life-cycle viewpoint can substantially affect environmental assessment of new technologies. Finally, this study also examines the impacts of carbon taxes on steel production costs and technology choice.

    The objective of the program is to study the integration issues which must be resolved to realize the market potential of ocean thermal energy conversion (OTEC) power for the aluminum industry. The study established, as a baseline, an OTEC plant with an electrical output of 100 MWe which would power an aluminum reduction plant. The reduction plant would have a nominal annual output of about 60,000 metric tons of aluminum metal. Three modes of operation were studied, viz: 1. A reduction plant on shore and a floating OTEC power plant moored offshore supplying energy by cable. 2. A reduction plant on shore and a floating OTEC power plant at sea supplying energy by means of an ''energy bridge.'' 3. A floating reduction plant on the same platform as the OTEC power plant. For the floating OTEC/aluminum plantship, three reduction processes were examined. 1. The conventional Hall process with prebaked anodes. 2. The drained cathode Hall cell process. 3. The aluminum chloride reduction process.

    I come to this geothermal business with over 30 years of experience in the power generation industry. I have earned my spurs (so to speak) in the electric utility, nuclear power, coal and the gas-fired cogeneration power businesses. I have been employed by Oxbow Power for the past seven years and for the past 18 months I have been based in Reno and responsible for the operation, maintenance and management of Oxbow`s domestic power projects which include three geothermal and two gas-fired facilities. The Oxbow Power Group (consisting principally of Oxbow Power Corporation, Oxbow Geothermal Corporation, Oxbow Power of Beowawe, Oxbow Power International and Oxbow Power Services, Inc.) is based in West Palm Beach, Florida, and has regional offices in Reno, Hong Kong and Manila to support on-line geothermal projects in Nevada, other domestic power projects and a geothermal plant under construction in the Philippines. Oxbow Power employs approximately 30 professionals in the development and management of power projects and over 100 supervisors and technicians in the operation and maintenance of power facilities. Current ownership in independent power projects total 340 MW in the United States and 47 MW under construction in the Philippines. Oxbow is currently negotiating additional projects in several Asian and Central American countries.

Lawrence Berkeley National Lab, Ames National Lab, Argonne National Lab, Idaho National Lab, Los Alamos National Lab, the National Renewable Energy Lab, Oak Ridge National Lab, Pacific Northwest National Lab, and Sandia National Labs seek to build an agile biomanufacturing platform for biological approaches to produce advanced biofuels, renewable chemicals, and materials that represent low greenhouse gas alternatives to molecules currently derived from petroleum. The labs envision a distributed Agile Biomanufacturing consortium that includes a Foundry to productionize the design-build-test-learn cycle for engineering biology while incorporating process integration, predictable scaling, and techno-economic analyses and life cycle assessments for bioprocess design. The DOE National Laboratories have built deep and unique capabilities that can be brought to bear to build powerful infrastructure and scientific engineering activities that will render design and implementation of new bio-based products scalable, predictable, and more cost-effective. An agile biomanufacturing platform will enable companies, national labs, and universities to develop biological processes efficiently and with reduced risk to create products with better performance than their predecessors.

    The safe, reliable, and economic operation of the nation’s nuclear power reactor fleet has always been a top priority for the United States’ nuclear industry. Continual improvement of technology, including advanced materials and nuclear fuels, remains central to the industry’s success. Decades of research combined with continual operation have produced steady advancements in technology and have yielded an extensive base of data, experience, and knowledge on light water reactor (LWR) fuel performance under both normal and accident conditions. One of the current missions of the U.S. Department of Energy’s (DOE) Office of Nuclear Energy (NE) is to develop nuclear fuels and claddings with enhanced accident tolerance for use in the current fleet of commercial LWRs or in reactor concepts with design certifications (GEN-III+). Accident tolerance became a focus within advanced LWR research upon direction from Congress following the 2011 Great East Japan Earthquake, resulting tsunami, and subsequent damage to the Fukushima Daiichi nuclear power plant complex. The overall goal of ATF development is to identify alternative fuel system technologies to further enhance the safety, competitiveness and economics of commercial nuclear power. Enhanced accident tolerant fuels would endure loss of active cooling in the reactor core for a considerably longer period of time than the current fuel system while maintaining or improving performance during normal operations. The U.S. DOE is supporting multiple teams to investigate a number of technologies that may improve fuel system response and behavior in accident conditions, with team leadership provided by DOE national laboratories, universities, and the nuclear industry. Concepts under consideration offer both evolutionary and revolutionary changes to the current nuclear fuel system. Mature concepts will be tested in the Advanced Test Reactor at Idaho National Laboratory beginning in Summer 2014 with additional concepts being readied for insertion in fiscal year 2015. This paper provides a brief summary of the proposed evaluation process that would be used to evaluate and prioritize the candidate accident tolerant fuel concepts currently under development.

    Representatives from industry, national laboratories, and the DOE met to review the status of the DOE-sponsored Computer-Aided Catalyst Design (CACD) program and to assess current industrial needs in CACD. Of the 40 participants at the workshop, nearly half were from industry representing 12 companies--Arco Chemical, Amoco Chemical, Biosym, Dow, DuPont, Exxon, Ford, General Motors, Mobil, Monsanto, W.R. Grace and Union Carbide--that included nine of the largest chemical producers in the U.S. representing $61 billion in chemical sales in 1993. An overview of developments in catalyst modeling at the national laboratories was presented, and current CACD-related activities at each of the companies were described by the industrial participants. The CACD program is addressing important industry needs and is having a significant impact despite the current limited scope and budget. The industrial participants urged the program to continue to target specific areas and to encourage collaborative work among the national labs. Industrial participants expressed strong interest in increased interactions with CACD activities at the national labs, where competencies in theory, modeling, and simulation complement the traditional strengths of catalysis expertise in industry. The chemical, refining and automotive industries face continual economic and environmental pressures for now or improved catalytic processes that are more efficient and produce fewer undesirable byproducts. CACD is viewed as an effective means to enhance experimental catalysis research. The industrial participants attested to the importance of developing and applying catalysis modeling capabilities. The companies represented at the meeting had varying degrees of activity in this area, and many already had significant interactions with national labs. As potential users of this technology, they strongly endorsed the work in the CACD program in the development of modeling capabilities.

    How the process models developed at BNL are used to analyze industrial energy use is described and illustrated. Following a brief overview of the industry modeling program, the general methodology of process modeling is discussed. The discussion highlights the important concepts, contents, inputs, and outputs of a typical process model. A model of the US pulp and paper industry is then discussed as a specific application of process modeling methodology. Case study results from the pulp and paper model illustrate how process models can be used to analyze a variety of issues. Applications addressed with the case study results include projections of energy demand, conservation technology assessment, energy-related tax policies, and sensitivity analysis. A subsequent discussion of these results supports the conclusion that industry process models are versatile and powerful tools for energy end-use modeling and conservation analysis. Information on the current status of industry models at BNL is tabulated.

    This report provides information on the energy savings, costs, and carbon dioxide emissions reductions associated with implementation of a number of technologies and measures applicable to the cement industry. The technologies and measures include both state-of-the-art measures that are currently in use in cement enterprises worldwide as well as advanced measures that are either only in limited use or are near commercialization. This report focuses mainly on retrofit measures using commercially available technologies, but many of these technologies are applicable for new plants as well. Where possible, for each technology or measure, costs and energy savings per tonne of cement produced are estimated and then carbon dioxide emissions reductions are calculated based on the fuels used at the process step to which the technology or measure is applied. The analysis of cement kiln energy-efficiency opportunities is divided into technologies and measures that are applicable to the different stages of production and various kiln types used in China: raw materials (and fuel) preparation; clinker making (applicable to all kilns, rotary kilns only, vertical shaft kilns only); and finish grinding; as well as plant wide measures and product and feedstock changes that will reduce energy consumption for clinker making. Table 1 lists all measures in this report by process to which they apply, including plant wide measures and product or feedstock changes. Tables 2 through 8 provide the following information for each technology: fuel and electricity savings per tonne of cement; annual operating and capital costs per tonne of cement or estimated payback period; and, carbon dioxide emissions reductions for each measure applied to the production of cement. This information was originally collected for a report on the U.S. cement industry (Worrell and Galitsky, 2004) and a report on opportunities for China's cement kilns (Price and Galitsky, in press). The information provided in this report is based on publicly-available reports, journal articles, and case studies from applications of technologies around the world.

The majority of the papers pertain specifically to cement industry kiln incinerators and focus on environmental issues.     Through a research study funded by the Department of Energy, Smart Grid solutions company ENBALA Power Networks along with the Oak Ridge National Laboratory (ORNL) have geospatially quantified the potential flexibility within industrial loads to leverage their inherent process storage to help support the management of the electricity grid. The study found that there is an excess of 12 GW of demand-side load flexibility available in a select list of top industrial facilities in the United States. Future studies will expand on this quantity of flexibility as more in-depth analysis of different industries is conducted and demonstrations are completed.

    The US Army Training and Doctrine Command is currently developing, in cooperation with Los Alamos National Laboratory, a Corps level combat simulation to support military analytical studies. This model emphasizes high resolution modeling of the command and control processes, with particular attention to architectural considerations that enable extension of the model. A planned future extension is the inclusion of an computer based planning capability for command echelons that can be dynamical invoked during the execution of then model. Command and control is the process through which the activities of military forces are directed, coordinated, and controlled to achieve the stated mission. To perform command and control the commander must understand the mission, perform terrain analysis, understand his own situation and capabilities as well as the enemy situation and his probable actions. To support computer based planning, data structures must be available to support the computer's ability to understand'' the mission, terrain, own capabilities, and enemy situation. The availability of digitized terrain makes it feasible to apply artificial intelligence technologies to emulate the terrain analysis process, producing data structures for uses in planning. The work derived thus for to support the understanding of terrain is the topic of this paper. 13 refs., 5 figs., 6 tabs.

  20. Natural gas industry's response to transaction costs

    Legislators and regulators have historically viewed the organizational features in the natural gas industry as noncompetitive. Challenging recent suggestions that the contractual arrangements in the industry are in violation of antitrust statutes, the author states that the methods of organization such as long-term contracts, take-or-pay provisions, and most-favored nation clauses are competitive responses to the costs of transacting in the natural gas industry. These arrangements lower transaction costs by mitigating the opportunistic behavior that can potentially arise in long-term relations involving specialized assets. If policymakers want to enable cost reductions in the industry to reduce the price burden felt by users of gas, an accompaniment of price decontrol by overall deregulation is in order.
