This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

Comparisons of four categories of waste recycling in China's paper industry based on physical input-output life-cycle assessment model

Black-Right-Pointing-Pointer Sensitivity analysis, uncertainties and policy implications are discussed. - Abstract: Waste recycling for paper production is an important component of waste management. This study constructs a physical input-output life-cycle assessment (PIO-LCA) model. The PIO-LCA model is used to investigate environmental impacts of four categories of waste recycling in China's paper industry: crop straws, bagasse, textile wastes and scrap paper. Crop straw recycling and wood utilization for paper production have small total intensity of environmental impacts. Moreover, environmental impacts reduction of crop straw recycling and wood utilization benefits the most from technology development. Thus, using crop straws and wood (including wood wastes) for paper production should be promoted. Technology development has small effects on environmental impacts reduction of bagasse recycling, textile waste recycling and scrap paper recycling. In addition, bagasse recycling and textile waste recycling have big total intensity of environmental impacts. Thus, the development of bagasse recycling and textile waste recycling should be properly limited. Other pathways for reusing bagasse and textile wastes should be explored and evaluated. Moreover, imports of scrap paper should be encouraged to reduce large indirect impacts of scrap paper recycling on domestic environment.

Category computation theory deals with a web-based systemic processing that underlies the morphic webs, which constitute the basis of categorial logical calculus. It is proven that, for these structures, algorithmically incompressible binary patterns can be morphically compressed, with respect to the local connectivities, in a binary morphic program. From the local connectivites, there emerges a global morphic connection that can be characterized by a low length binary string, leading to the identification of chaotic categorial dynamics, underlying the algorithmically random pattern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

Highest weight categories and Macdonald polynomials.

The aim of this paper is to introduce the categorical setup which helps us to relate the theory of Macdonald polynomials and the theory of Weyl modules for current Lie algebras discovered by V.\\,Chari and collaborators. We identify Macdonald pairing with the homological pairing on the ring of characters of the Lie algebra of currents $\\mathbf{g}\\otimes\\mathbb{C}[x,\\xi]$. We use this description in order to define complexes of modules whose Euler characteristic of characters coincide with Macdonald polynomials. We generalize this result to the case of graded Lie algebras with anti-involution. We show that whenever the BGG reciprocity holds for the corresponding category of modules then these complexes collapse to the modules concentrated in homological degree $0$. The latter modules generalizes the notion of Weyl modules for current Lie algebras and the notion of Verma modules in the BGG category $\\mathcal{O}$. We give different criterions of BGG reciprocity and apply them to the Lie algebra of currents $\\mathbf{g}\\otimes\\mathbb{C}[x]$ with $\\mathbf{g}$ semisimple.

For every A1-homotopy invariant (e.g. homotopy K-theory, etale K-theory and periodic cyclic homology), we construct a distinguished triangle expressing E(A/F) as the cone of the endomorphism E(F)-Id of E(A). In the particular case where F is the identity dg functor, this triangle splits and gives rise to the fundamental theorem. As a first application, we compute the A1-homotopy invariants of cluster (dg) categories in terms of the Coxeter matrix. As a second application, we compute the homotopy K-theory and periodic cyclic homology of the dg orbit categories associated to Fourier-Mukai autoequivalences.

This white paper suggests posing a "grand challenge" to the HEP instrumentation community, i.e. the aggressive development of additive manufacturing, also known as 3D-printing, for the production of particle detectors in collaboration with industry. This notion is an outcome of discussions within the instrumentation frontier group during the 2013 APS-DPF Snowmass summer study conducted by the U.S. HEP community. Improvements of current industrial 3D-printing capabilities by one to two orders of magnitude in terms of printing resolution, speed, and object size together with developing the ability to print composite materials could enable the production of any desired 3D detector structure directly from a digital model. Current industrial 3D-printing capabilities are briefly reviewed and contrasted with capabilities desired for printing detectors for particle physics, with micro-pattern gaseous detectors used as a first example. A significant impact on industrial technology could be expected if HEP were to partner with industry in taking on such a challenge.

In this paper we prove that Toen's derived enrichment of the model category of dg-categories defined by Tabuada, is computed by the dg-category of A-infinity functors. This approach was suggested by Kontsevich. We further put this construction into the framework of (infinity,2)-categories. Namely, we enhance the categories of dg and A-infinity categories, to (infinity,2)-categories. We prove that the (infinity,1)-truncation of to the (infinity,2)-category of dg-categories is a model for the simplicial localization at the model structure of Tabuada. As an application, we prove that the homotopy groups of the mapping space of endomorphisms at the identity functor in the (infinity,2)-category of A-infinity categories compute the Hochschild cohomology.

On Concrete Universals: A Modern Treatment using Category Theory

Today it would be considered "bad Platonic metaphysics" to think that among all the concrete instances of a property there could be a universal instance so that all instances had the property by virtue of participating in that concrete universal. Yet there is a mathematical theory, category theory, dating from the mid-20th century that shows how to precisely model concrete universals within the "Platonic Heaven" of mathematics. This paper, written for the philosophical logician, develops this category-theoretic treatment of concrete universals along with a new concept to abstractly model the functions of a brain.

Confusion about energy savings and economics is preventing many potentially beneficial applications for industrial heat pumps. The variety of heat pumps available and the lack of a standard rating system cause some of this confusion. The authors illustrate how a simple categorization based on coefficient of performance (COP) can compare the cost of recovering waste energy with heat pumps. After evaluating examples in which the cost of energy delivered was calculated based on estimates of capital cost, operating costs, and maintenance costs, they compare heat pumps from the various categories on the basis of economics. 6 references, 6 figures, 1 table.

The Uranium Industry Annual 1994 (UIA 1994) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing during that survey year. The UIA 1994 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. It contains data for the 10-year period 1985 through 1994 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data collected on the ``Uranium Industry Annual Survey`` (UIAS) provide a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Where aggregate data are presented in the UIA 1994, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data. A feature article, ``Comparison of Uranium Mill Tailings Reclamation in the United States and Canada,`` is included in the UIA 1994. Data on uranium raw materials activities including exploration activities and expenditures, EIA-estimated resources and reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities, including purchases of uranium and enrichment services, and uranium inventories, enrichment feed deliveries (actual and projected), and unfilled market requirements are shown in Chapter 2.

Thermal distribution systems are the ductwork, piping, or other means used to transport heat or cooling effect from the equipment in which the heat or cooling is produced to the building spaces in which it is used. The small buildings category is defined to include single-family residential and multifamily and commercial buildings with less than 10,000 ft{sup 2} floor area. The 1992 DOE-Industry Thermal Distribution Conference was conceived as the beginning of a process of information transfer between the DOE and the industries having a stake in thermal distribution systems, whereby the DOE can make the industry aware of its thinking and planned directions early enough for changes to be made, and whereby the industries represented can provide this input to the DOE on a timely and informed basis. In accordance with this, the objectives of the Conference were: To present--to a representative group of researchers and industry representative--the current industry thinking and DOE`s current directions for research in small-building thermal distribution. These accomplishments include the quasi-static load cycle testing of large shear wall elements, an extensive analysis of previous data to determine if equivalent linear analytical models can predict the response of damaged shear wall structures, and code committee activities. Many potentially beneficial applications for industrial heat pumps are not being pursued because of confusion regarding both energy savings and economics. Part of this confusion stems from the variety of heat pumps available and the fact that the measure of merit, the coefficient of performance (COP), is commonly defined in at least three different ways. In an attempt to circumvent this problem, a simple categorization was developed based on the commonly accepted COP definitions. Using this categorization, the cost of recovering waste energy with heat pumps was examined. Examples were evaluated in which the cost of energy delivered was calculated based on estimates of capital cost, operating costs, and maintenance costs. Heat pumps from the various categories were then compared on the basis of economics.

Design demonstrations for category B tank systems at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This document presents design demonstrations conducted of liquid low-level waste (LLLW) storage tank systems located at the Oak Ridge National Laboratory (ORNL). Demonstration of the design of these tank systems has been stipulated by the Federal Facility Agreement (FFA) between the US Environmental Protection Agency (EPA)-Region IV; the Tennessee Department of Environment and Conservation (TDEC); and the DOE. The FFA establishes four categories of tanks. These are: Category A -- New or replacement tank systems with secondary containment; Category B -- Existing tank systems with secondary containment; Category C -- Existing tank systems without secondary containment; Category D -- Existing tank systems without secondary containment that are removed from service. This document provides a design demonstration of the secondary containment and ancillary equipment of 11 tank systems listed in the FFA as Category B. The design demonstration for each tank is presented.

The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

Since its inception, the University of Florida Industrial Assessment Center has successfully completed close to 400 energy assessments of small to medium manufacturing facilities in Florida, southern Georgia and southern Alabama. Through these efforts, recommendations were made that would result in savings of about $5 million per year, with an implementation rate of 20-25%. Approximately 80 engineering students have worked for the UF-IAC, at least 10 of whom went on to work in energy related fields after graduation. Additionally, through the popular course in Industrial Energy Management, many students have graduated from the University of Florida with a strong understanding and support of energy conservation methods.

This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

Relating toy models of quantum computation: comprehension, complementarity and dagger mix autonomous categories

Toy models have been used to separate important features of quantum computation from the rich background of the standard Hilbert space model. Category theory, on the other hand, is a general tool to separate components of mathematical structures, and analyze one layer at a time. It seems natural to combine the two approaches, and several authors have already pursued this idea. We explore *categorical comprehension construction* as a tool for adding features to toy models. We use it to comprehend quantum propositions and probabilities within the basic model of finite-dimensional Hilbert spaces. We also analyze complementary quantum observables over the category of sets and relations. This leads into the realm of *test spaces*, a well-studied model. We present one of many possible extensions of this model, enabled by the comprehension construction. Conspicuously, all models obtained in this way carry the same categorical structure, *extending* the familiar dagger compact framework with the complementation operations. We call the obtained structure *dagger mix autonomous*, because it extends mix autonomous categories, popular in computer science, in a similar way like dagger compact structure extends compact categories. Dagger mix autonomous categories seem to arise quite naturally in quantum computation, as soon as complementarity is viewed as a part of the global structure.

The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

Atmospheric Radiation Measurement (ARM) Data from the ARM Specific Measurement Categories

The ARM Program gathers a wide variety of measurements from many different sources. Each day, the Data Archive stores and distributes large quantities of data collected from these sources. Scientists then use these data to research atmospheric radiation balance and cloud feedback processes, which are critical elements of global climate change. The huge archive of ARM data can be organized by measurement categories into six "collections:" Aerosols, Atmospheric Carbon, Atmospheric State, Cloud Properties, Radiometric, and Surface Properties. Clicking on one of the measurement categories leads to a page that breaks that category down into sub-categories. For example, "Aerosols" is broken down into Microphysical and Chemical Properties (with 9 subsets) and Optical and Radiative Properties (with 7 subsets). Each of the subset links, in turn, leads to detailed information pages and links to specific data streams. Users will be requested to create a password, but the data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

Demonstration of the design of the piping systems described in this report is stipulated by the Federal Facility Agreement (FFA) between the U.S. Environmental Protection Agency (EPA)-Region IV, the Tennessee Department of Environment and Conservation (TDEC), and the U.S. Department of Energy (DOE). This report provides a design demonstration of the secondary containment and ancillary equipment of 30 piping systems designated in the FFA as Category B (i.e., existing tank systems with secondary containment). Based on the findings of the Design Demonstrations for the Remaining 19 Category B Tank Systems, (DOE/OR/03-1150 & D2), three tank systems originally designated as Category B have been redesignated as Category C (i.e., existing tank systems without secondary containment). The design demonstrations were developed using information obtained from design drawings (as-built when available), construction specifications, and interviews with facility operators. Each design demonstration addresses system conformance to the requirements of the FFA (Appendix F, Section C). Deficiencies or restrictions regarding the ability to demonstrate that each of the containment systems conforms to FFA requirements are noted in the discussion of each piping system and presented in Table 2.0-1.

Symmetry, Compact Closure and Dagger Compactness for Categories of Convex Operational Models

In the categorical approach to the foundations of quantum theory, one begins with a symmetric monoidal category, the objects of which represent physical systems, and the morphisms of which represent physical processes. Usually, this category is taken to be at least compact closed, and more often, dagger compact, enforcing a certain self-duality, whereby preparation processes (roughly, states) are inter-convertible with processes of registration (roughly, measurement outcomes). This is in contrast to the more concrete "operational" approach, in which the states and measurement outcomes associated with a physical system are represented in terms of what we here call a "convex operational model": a certain dual pair of ordered linear spaces -- generally, {\\em not} isomorphic to one another. On the other hand, state spaces for which there is such an isomorphism, which we term {\\em weakly self-dual}, play an important role in reconstructions of various quantum-information theoretic protocols, including teleportation and ensemble steering. In this paper, we characterize compact closure of symmetric monoidal categories of convex operational models in two ways: as a statement about the existence of teleportation protocols, and as the principle that every process allowed by that theory can be realized as an instance of a remote evaluation protocol --- hence, as a form of classical probabilistic conditioning. In a large class of cases, which includes both the classical and quantum cases, the relevant compact closed categories are degenerate, in the weak sense that every object is its own dual. We characterize the dagger-compactness of such a category (with respect to the natural adjoint) in terms of the existence, for each system, of a {\\em symmetric} bipartite state, the associated conditioning map of which is an isomorphism.

Uranium production in the United States has declined dramatically from a peak of 43.7 million pounds U{sub 3}O{sub 8} (16.8 thousand metric tons uranium (U)) in 1980 to 3.1 million pounds U{sub 3}O{sub 8} (1.2 thousand metric tons U) in 1993. This decline is attributed to the world uranium market experiencing oversupply and intense competition. Large inventories of uranium accumulated when optimistic forecasts for growth in nuclear power generation were not realized. The other factor which is affecting U.S. uranium production is that some other countries, notably Australia and Canada, possess higher quality uranium reserves that can be mined at lower costs than those of the United States. Realizing its competitive advantage, Canada was the world`s largest producer in 1993 with an output of 23.9 million pounds U{sub 3}O{sub 8} (9.2 thousand metric tons U). The U.S. uranium industry, responding to over a decade of declining market prices, has downsized and adopted less costly and more efficient production methods. The main result has been a suspension of production from conventional mines and mills. Since mid-1992, only nonconventional production facilities, chiefly in situ leach (ISL) mining and byproduct recovery, have operated in the United States. In contrast, nonconventional sources provided only 13 percent of the uranium produced in 1980. ISL mining has developed into the most cost efficient and environmentally acceptable method for producing uranium in the United States. The process, also known as solution mining, differs from conventional mining in that solutions are used to recover uranium from the ground without excavating the ore and generating associated solid waste. This article describes the current ISL Yang technology and its regulatory approval process, and provides an analysis of the factors favoring ISL mining over conventional methods in a declining uranium market.

Area source emissions of particulate matter (TSP), sulfur dioxide (SO2), oxides of nitrogen (NOx), reactive volatile organic compounds (VOCs), and carbon monoxide (CO) are estimated annually by the U.S. EPA. Area sources include all mobile sources and any stationary sources that are too small, difficult, or numerous to be inventoried as point sources. A missing or unaccounted for source category is one that does not explicitly appear on the National Emissions Data System (NEDS) area source category list or the State Implementation Plan (SIP) area source category list in Chapter 4 of Procedures for the Preparation of Emissions Inventory for Precursors of Ozone (EPA-450/4-88-021, December 1988). A partial list of missing or unaccounted for categories identified by the project includes: roofing activities; airport, rail yard, and marine support activities; charbroiling; automobile fires; paving or traffic paints; road and highway construction; and wineries.

Learning Scene Categories from High Resolution Satellite Image for Aerial Video Analysis

Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

In the categorical approach to the foundations of quantum theory, one begins with a symmetric monoidal category, the objects of which represent physical systems, and the morphisms of which represent physical processes. Usually, this category is taken to be at least compact closed, and more often, dagger compact, enforcing a certain self-duality, whereby preparation processes (roughly, states) are inter-convertible with processes of registration (roughly, measurement outcomes). This is in contrast to the more concrete "operational" approach, in which the states and measurement outcomes associated with a physical system are represented in terms of what we here call a "convex operational model": a certain dual pair of ordered linear spaces -- generally, {\\em not} isomorphic to one another. The United States Atomic Energy Commission (AEC) established the Plowshare Program as a research and development activity to explore the technical and economic feasibility of using nuclear explosives for industrial applications. The reasoning was that the relatively inexpensive energy available from nuclear explosions could prove useful for a wide variety of peaceful purposes. The Plowshare Program began in 1958 and continued through 1975. Between December 1961 and May 1973, the United States conducted 27 Plowshare nuclear explosive tests comprising 35 individual detonations. Conceptually, industrial applications resulting from the use of nuclear explosives could be divided into two broad categories: 1) large-scale excavation and quarrying, where the energy from the explosion was used to break up and/or move rock; and 2) underground engineering, where the energy released from deeply buried nuclear explosives increased the permeability and porosity of the rock by massive breaking and fracturing. Possible excavation applications included: canals, harbors, highway and railroad cuts through mountains, open pit mining, construction of dams, and other quarry and construction-related projects. Underground nuclear explosion applications included: stimulation of natural gas production, preparation of leachable ore bodies for in situ leaching, creation of underground zones of fractured oil shale for in situ retorting, and formation of underground natural gas and petroleum storage reservoirs.

Energy Concepts has developed an absorption-augmented system as a cost-effective means of achieving more cooling capacity with a substantial reduction in energy consumption and greenhouse gas emissions for industrial refrigeration. It cuts fuel consumption by 30% by combining an internal combustion engine with a mechanical compression refrigeration system and an absorption refrigeration system. The absorption system is powered by engine waste heat. Conventional industrial refrigeration uses mechanical vapor compression, powered by electric motors, which results in higher energy costs. By the year 2010, the new system could cut fuel consumption by 19 trillion Btu and greenhouse emissions by more than 1 million tons per year.

The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

The Sectored Clean-up Work Plan (SCWP) replaces the Housekeeping Category Corrective Action Unit Work Plan and provides a strategy to be used for conducting housekeeping activities using a sectored clean-up approach. This work plan provides a process by which one or more existing housekeeping category Corrective Action Sites (CASS) from the Federal Facility Agreement and Consent Order and/or non-FFACO designated waste site(s) are grouped into a sector for simultaneous remediation and cleanup. This increases effectiveness and efficiencies in labor, materials, equipment, cost, and time. This plan is an effort by the U.S. Department of Energy to expedite work in a more organized and efficient approach. The objectives of this plan are to: Group housekeeping FFACO CASS and non-FFACO housekeeping sites into sectors and remediate during the same field visit; Provide consistent documentation on FFACO CAS and non-FFACO clean-up activities; Perform similar activities under one approved document; Remediate areas inside the Deactivation and Decommissioning facilities and compounds in a campaign-style remediation; and Increase efficiencies and cost-effectiveness, accelerate cleanups, reduce mobilization, demobilization, and remediation costs.

Biomonitoring for the photovoltaics industry

Biomonitoring often is used as a method for estimating the dose to an individual. Therefore, a parameter of measurement, or biomarkers must be identified. The purpose of this paper is to give an overview of biomonitoring protocols for metals used in the photovoltaics industry. Special attention is given to areas that often are skimmed over, to gain insights into some of the problems that may arise when these tasks are carried out. Biological monitoring can be used to determine current human exposures to chemicals, as well as to detect past exposures, and the effects that these exposures may have on human health. It is used in conjunction with environmental monitoring to describe more completely worker`s exposures to, and absorption of, chemicals in the workplace. Biological specimens (e.g., blood, hair or urine) are analyzed for chemical agents, metabolites, or for some specific effect on the person (Lowry 1994). Biomonitoring can assess a workers exposure to industrial chemicals by all routes including skin absorption and ingestion. Although the methodology still is in its infancy, in cases where the procedures have been developed, it can be an invaluable component of an ongoing program of industrial hygiene monitoring. Like any technology, there are limitations to its effectiveness because of a lack of knowledge, contamination of specimens, and the introduction of errors.

Accrediting industrial safety training programs

There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

Assessing long-term performance of Category 3 waste cement grouts for radionuclide encasement requires knowledge of the radionuclide-cement interactions and mechanisms of retention (i.e. sorption or precipitation). This understanding will enable accurate prediction of radionuclide fate when the waste forms come in contact with groundwater. A set of diffusion experiments using carbonated and non-carbonated concrete-soil half cells was conducted under unsaturated conditions (4% and 7% by wt moisture content). Spiked concrete half-cell specimens were prepared with and without colloidal metallic iron addition and were carbonated using supercritical carbon dioxide. Spikes of I and Re were added to achieve measurable diffusion profile in the soil part of the half-cell. In addition, properties of concrete materials likely to influence radionuclide migration such as carbonation were evaluated in an effort to correlate these properties with the release of iodine and rhenium.

The paper deals with the development of the Japanese petrochemical industry from the 1950s through the 1960s solely from the standpoint of the process of technology transplantation. The Japanese petrochemical industry in this period is interesting as it relates to technology transfer to Japan because: (1) It was an industry at the core of the heavy and chemical industries, which were an important pillar of Japan's industrial policy; (2) It was a new technical field with no past history; and (3) Unraveling of technology was successfully pursued, with the result that Japan became a petrochemical technology-exporting country in the 1960s.

Venezuela's consumption energy of comes from three primary sources: hydroelectricity, liquid hydrocarbons and natural gas. In 1986, the energy consumption in the internal market was 95.5 thousand cubic meters per day of oil equivalent, of which 32% was natural gas, 46% liquid hydrocarbons and 22% hydroelectricity. The Venezuelan energy policy established natural gas usage after hydroelectricity, as a substitute of liquid hydrocarbons, in order to increase exports of these. This policy permits a solid development of the natural gas industry, which is covered in this paper.

The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.
