The Energy Policy Act of 1992 calls for a program to further the commercialization of renewable energy and energy efficient technologies for the industrial sector.. The primary objective of the Office of Industrial Technologies Chemical Industry Team is to work in partnership with the US chemical industry to maximize economic, energy, and environmental benefits through research and development of innovative technologies. This document was developed to inventory organizations within the federal government on current chemical industry-related research and development. While an amount of funding or number of projects specifically relating to chemical industry research and development was not defined in all organizations, identified were about 60 distinct organizations representing 7 cabinet-level departments and 4 independent agencies, with research efforts exceeding $3.5 billion in fiscal year 1995. Effort were found to range from less than $500 thousand per year at the Departments of Agriculture and the Interior to over $100 million per year at the Departments of Commerce, Defense, Energy, and Health and Human Services and the National Aeronautics and Space Administration. The total number of projects in these programs exceeded 10,000. This document is complete to the extent that agencies volunteered information. Additions, corrections, and changes are encouraged and will be incorporated in future revisions.

The Deactivation and Decommissioning Focus Area's (DDFA's) mission is to develop, demonstrate, and deploy improved deactivation and decommissioning (D&D) technologies. This mission requires that emphasis be continually placed on identifying technologies currently employed or under development in other nuclear as well as nonnuclear industries and government agencies. In support of DDFA efforts to clean up the U.S. Department of Energy's (DOE's) radiologically contaminated surplus facilities using technologies that improve worker safety, reduce costs, and accelerate cleanup schedules, a study was conducted to identify innovative technologies developed for use in nonnuclear arenas that are appropriate for D&D applications.

This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

This grant project was a major step toward completion of the Risk Based Data Management System (RBDMS) project. Additionally the project addresses the needs identified during the projects initial phases. By implementing this project, the following outcomes were sought: (1) State regulatory agencies implemented more formalized environmental risk management practices as they pertain to the production of oil and gas, and injection via Class II wells. (2) Enhancement of oil and gas production by implementing a management system supporting the saving of abandoned or idle wells located in areas with a relatively low environmental risk of endangering underground sources of drinking water (USDWs) in a particular state. (3) Verification that protection of USDWs is adequate and additional restrictions of requirements are not necessary in areas with a relatively low environmental risk. (4) Standardization of data and information maintained by state regulatory agencies and decrease the regulatory cost burden on producers operating in multiple states, and (5) Development of a system for electronic data transfer among operators and state regulatory agencies and reduction of overall operator reporting burdens.

  16. Public/private sector cooperation to promote industrial energy efficiency: Allied partners and the US Department of Energy

McKane, Aimee; Cockrill, Chris; Tutterow, Vestal; Radspieler, Anthony

    2003-05-18T23:59:59.000Z

Since 1996, the US Department of Energy's Office of Industrial Technologies (USDOE) has been involved in a unique voluntary collaboration with industry called the Allied Partner program. Initially developed under the Motor Challenge program, the partnership concept continues as a central element of USDOE's BestPractices, which in 2001 integrated all of USDOE's near-term industrial program offerings including those in motors, compressed air, pump, fan, process heating and steam systems. Partnerships are sought with end use industrial companies as well as equipment suppliers and manufacturers, utilities, consultants, and state agencies that have extensive existing relationships with industrial customers. Partners are neither paid nor charged a fee for participation. Since the inception of Allied Partners, the assumption has been that these relationships could serve as the foundation for conveying a system energy-efficiency message to many more industrial facilities than could be reached through a typical government-to-end-user program model. An independent evaluation of the Motor Challenge program, reported at the last EEMODS conference, attributed US $16.9 million or nearly 67 percent of the total annual program energy savings to the efforts of Allied Partners in the first three years of operation. A recent evaluation of the Compressed Air Challenger, which grew out of the former Motor Challenger program, attribute additional energy savings from compressed air training alone at US $12.1 million per year. Since the reorganization under BestPractices, the Allied Partner program has been reshaped to extend the impact of all BestPractices program activities. This new model is more ambitious than the former Motor Challenge program concerning the level of collaborative activities negotiated with Allied Partners. This paper describes in detail two new types of program initiatives involving Allied Partners: Qualified Specialist Training and Energy Events. The Qualified Specialist activity was conceived as a way of engaging the supply side of industry, consultants, and utilities to greatly increase use of decision making software developed by USDOE to assist industrial facilities in assessing the energy efficiency of their energy-using systems. To date, USDOE has launched Qualified Specialist training with member companies of the Hydraulic Institute (HI) and with distributors and consultants associated with the Compressed Air Challenge. These activities train and qualify industry professionals to use and to train customers to use USDOE's Pumping System Assessment Tool (PSAT) and AIRMaster + software programs, respectively. The industry experts provide a public benefit by greatly increasing customer access to the software and assessment techniques. Participating Specialists anticipate a business benefit by providing a valuable service to key customers that is associated with USDOE. The Energy Event concept was developed in 2001 in cooperation with the California Energy Commission in response to the state's energy crisis and has been extended to other geographic areas during 2002. The three California events, named ''Energy Solutions for California Industry,'' relied on Allied Partners to provide system-based solutions to industrial companies as both speakers and exhibitors. These one-day events developed a model for a serious solutions-oriented format that avoids the typical trade show atmosphere through strict exhibitor guidelines, careful screening of speaker topics, and reliance on case studies to illustrate cost- and energy-saving opportunities from applying a systems approach. Future plans to use this activity model are discussed as well as lessons learned from the California series.

    2007-07-01T23:59:59.000Z

More than fifteen years after the launch of programs in theU.K. and U.S., industry still offers one of the largest opportunities forenergy savings worldwide. The International Energy Agency (IEA) estimatesthe savings potential from cost-optimization of industrial motor-drivensystems alone at 7 percent of global electricity use. The U.S. Departmentof Energy (USDOE) Industrial Technologies Program estimates 7 percentsavings potential in total US industrial energy use through theapplication of proven best practice. Simple paybacks for these types ofprojects are frequently two years or less. The technology required toachieve these savings is widely available; the technical skills requiredto identify energy saving opportunities are known and transferable.Although programs like USDOE's Best Practices have been highlysuccessful, most plants, as supported by 2002 MECS data, remain eitherunaware or unmotivated to improve their energy efficiency--as evidencedby the 98 percent of US industrial facilities reporting to MECS say thatthey lack a full-time energy manager. With the renewed interest in energyefficiency worldwide and the emergence of carbon trading and newfinancial instruments such as white certificates1, there is a need tointroduce greater transparency into the way that industrial facilitiesidentify, develop, and document energy efficiency projects. Historically, industrial energy efficiency projects have been developed by plantengineers, frequently with assistance from consultants and/or supplierswith highly specialized technical skills. Under this scenario, implementation of energy efficiency improvements is dependent onindividuals. These individuals typically include "champions" within anindustrial facility or corporation, working in cooperation withconsultants or suppliers who have substantial knowledge based on years ofexperience. This approach is not easily understood by others without thisspecialized technical knowledge, penetrates the market fairly slowly, andhas no assurance of persistence, since champions may leave the company orbe reassigned after project completion. This paper presents an alternatescenario that builds on the body of expert knowledge concerning energymanagement best practices and the experience of industrial champions toengage industry in continuous energy efficiency improvement at thefacility rather than the individual level. Under this scenario, standardized methodologies for applying and validating energy managementbest practices in industrial facilities will be developed through aconsensus process involving both plant personnel and specializedconsultants and suppliers. The resulting protocols will describe aprocess or framework for conducting an energy savings assessment andverifying the results that will be transparent to policymakers, managers, and the financial community, and validated by a third-party organization.Additionally, a global dialogue is being initiated by the United NationsIndustrial Development Organization (UNIDO) concerning the development ofan international industrial energy management standard that would be ISOcompatible. The proposed scenario will combine the resulting standardwith the best practice protocols for specific energy systems (i.e.,steam, process heating, compressed air, pumping systems, etc.) to formthe foundation of a third party, performance-based certification programfor the overall industrial facility that is compatible with existingmanagement systems, including ISO 9001:2000, 14001:2004 and 6 Sigma. Thelong term goal of this voluntary, industry designed certification programis to develop a transparent, globally accepted system for validatingenergy efficiency projects and management practices. This system wouldcreate a verified record of energy savings with potential market valuethat could be recognized among sectors and countries.

    Hume, M.

    1985-05-13T23:59:59.000Z

An Environmental Protection Agency (EPA) proposal requiring scrubber standards for industrial energy users will force industry to invest in the costly pollution control equipment used mostly by utilities today. The New Source Performance Standards (NSPS) for sulfur dioxide emissions will require either scrubbing or fluidized-bed combustion regardless of the fuel's sulfur content. Protests from the Council of Industrial Boiler Owners that this is an unfair burden on non-utility boilers note that scrubbing is more costly for smaller boilers, and that it could impede air quality improvement by discouraging the replacement of old boilers. EPA contests these claims.

    2005-09-01T23:59:59.000Z

The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

IGATE-E is an energy analysis tool for industrial energy evaluation. The tool applies statistical modeling to multiple publicly available datasets and provides information at the geospatial resolution of zip code using bottom up approaches. Within each zip code, the current version of the tool estimates electrical energy consumption of manufacturing industries based on each type of industries using DOE s Industrial Assessment Center database (IAC-DB) and DOE s Energy Information Administration Manufacturing Energy Consumption Survey database (EIA-MECS DB), in addition to other commercially available databases such as the Manufacturing News database (MNI, Inc.). Ongoing and future work include adding modules for the predictions of fuel energy consumption streams, manufacturing process steps energy consumption, major energy intensive processes (EIPs) within each industry type among other metrics of interest. The tool provides validation against DOE s EIA-MECS state level energy estimations and permits several statistical examinations. IGATE-E is intended to be a decision support and planning tool to a wide spectrum of energy analysts, researchers, government organizations, private consultants, industry partners, and alike.

The US Department of Energy`s Defense Programs face unprecedented challenges of stewardship for an aging nuclear stockpile, cessation of nuclear testing, reduced federal budgets, and a smaller manufacturing complex. Partnerships with industry are essential in developing technology, modernizing the manufacturing complex, and maintaining the safety and reliability of the nation`s nuclear capability. The past decade of federal support for industrial partnerships has promoted benefits to US industrial competitiveness. Recent shifts in government policy have re-emphasized the importance of industrial partnerships in accomplishing agency missions. Nevertheless, abundant opportunities exist for dual-benefit, mission-driven partnerships between the national laboratories and industry. Experience at Los Alamos National Laboratory with this transition is presented.

As society becomes more and more sensitive to the environment, and energy supplies become more scarce, the application of solar energy is expanding into new areas. The industrial sector is one of the most difficult for solar energy to impact because of its technical diversity and economic requirements. However, the opportunities are still abundant. The Department of Energy's Solar Industrial Program is dedicated to advancing the applications of solar energy in this sector. Research and technology development activities are currently focused in three areas: solar process heat, advanced materials manufacturing, and destruction of chemical wastes. The Solar Energy Research Institute manages these activities for DOE with close interactions with other federal agencies, private industry, and universities. 7 figs.

The purpose of this directory is to provide a basis for market development activities through a location listing of key trade associations, trade periodicals, and key firms for three target groups. Potential industrial users and potential IPH system designers were identified as the prime targets for market development activities. The bulk of the directory is a listing of these two groups. The third group, solar IPH equipment manufacturers, was included to provide an information source for potential industrial users and potential IPH system designers. Trade associates and their publications are listed for selected four-digit Standard Industrial Code (SIC) industries. Since industries requiring relatively lower temperature process heat probably will comprise most of the near-term market for solar IPH systems, the 80 SIC's included in this chapter have process temperature requirements less than 350/sup 0/F. Some key statistics and a location list of the largest plants (according to number of employees) in each state are included for 15 of the 80 SIC's. Architectural/engineering and consulting firms are listed which are known to have solar experience. Professional associated and periodicals to which information on solar IPH sytstems may be directed also are included. Solar equipment manufacturers and their associations are listed. The listing is based on the SERI Solar Energy Information Data Base (SEIDB).

    SciTech Connect (OSTI)

    Epps, T.N.

    1984-06-01T23:59:59.000Z

There has been evidence of ineffective programs for certifying nondestructive examination (NDE) personnel who conduct periodic inservice examinations in nuclear power plants under ASME Section XI Code requirements. This was brought to the attention of a group from the electric utility industry, the Electric Power Research Institute (EPRI), some NDE consultants and representatives from the American Society of Mechanical Engineers (ASME) by the Nuclear Regulatory Commission (NRC) in a May, 1982 meeting in Bethesda, Maryland. One problem pointed out by the NRC was the lack of a clear definition of qualification requirements for certification of NDE personnel who conduct ASME Section XI Inservice Inspection work in nuclear power plants. The NRC requested that the nuclear industry resolve this problem by formulating definitive qualification requirements for personnel certification that could be made an industry requirement. In June, 1982 the EPRI NDE Subcommittee held a general meeting for utility representatives to discuss the results of the May, 1982 meeting to develop a plan for industry response to the issue. The consensus was that an Ad Hoc Committee of utility representatives be convened to develop a document outlining qualification requirements for vertification of NDE personnel. The Ad Hoc Committee was formally convened on September 29, 1982.

The Industrial Model generates mid-term (up to the year 2010) forecasts of industrial sector energy demand as a component of the NEMS integrated forecasting system. From the NEMS system, the Industrial Model receives fuel prices, employment data, and the value of output of industrial activity. Based on the values of these variables, the Industrial Model passes back to the NEMS system estimates of consumption by fuel types.

    SciTech Connect (OSTI)

    Gabris, T.

    1982-04-01T23:59:59.000Z

The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

Through these efforts, recommendations were made that would result in savings of about $5 million per year, with an implementation rate of 20-25%. Approximately 80 engineering students have worked for the UF-IAC, at least 10 of whom went on to work in energy related fields after graduation. Additionally, through the popular course in Industrial Energy Management, many students have graduated from the University of Florida with a strong understanding and support of energy conservation methods.

    1980-01-01T23:59:59.000Z

Health protection concerns (including industrial hygiene, safety, and occupational medicine) must be evaluated to insure that development of the oil shale industry proceeds without significant risk to the health of the workers involved. These concerns need to be identified in the early stages of developing this industry. To provide a basis for discussing potential health protection concerns related to oil shale, it is necessary to briefly discuss the magnitude and characteristics of this resource; the alternate proposed technologies; and the unit operations which make up the operating system. This subject has been detailed in many publications, among them reports prepared for the Environmental Protection Agency. This discussion will be limited to providing sufficient background to put industrial hygiene and other health protection concerns in perspective, and will include a brief description of typical technologies under consideration. It will not provide a detailed description of these technologies, or attempt to cover all the alternate technologies which may be applied to the development of oil shale. However, a basis for considering potential health protection problems associated with development of this industry will be established.

    Veil, J.A.

    1997-05-01T23:59:59.000Z

In January 1996, the U.S. Environmental Protection Agency (EPA) released a policy statement endorsing effluent trading in watersheds, hoping to spur additional interest in the subject. The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

    2009-09-15T23:59:59.000Z

This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design.

    1989-08-01T23:59:59.000Z

The goal of environmental management is to reduce environmental pollution and minimize risks associated with a facility's production, operations and maintenance. An environmental management program oversees the environmental functions within an agency, generally providing guidance and technical support throughout the entire organization. An environmental audit program is a critical component of an agency's ongoing environmental management program. Auditing increasingly is being used as a systematic method for verifying compliance with applicable statutes and regulations, evaluating the effectiveness of environmental management systems already in place, and identifying unregulated risks present at a facility. In essence, environmental auditing provides the data for a facility or agency to prepare a report card to ensure that the goals and objectives of their ongoing environmental program are achieved. The Environmental Protection Agency (EPA) defines environmental auditing as a systematic, documented, periodic and objective review of facility operations and practices related to meeting environmental requirements. In addition, EPA policy encourages all Federal agencies to develop auditing programs and offers technical assistance to help Federal agencies design audit programs. The guidance document is one means by which EPA is following through on its commitment to provide such assistance to other Federal agencies.

    SciTech Connect (OSTI)

    2004-06-01T23:59:59.000Z

The U.S. Department of Energy (DOE) Office of Industrial Technologies (OIT) established the Industries of the Future (IOF) program to increase energy efficiency, reduce waste production and to improve competitiveness, currently focusing on nine sectors. The IOF is a partnership strategy involving industry, the research community and the government, working together to identify technology needs, promote industrial partnerships and implement joint measures with all partners involved. The State Industries of the Future (SIOF) program delivers the accomplishments of the national Industries of the Future strategy to the local level, to expand the technology opportunities to a larger number of partners and reach smaller businesses and manufacturers that were not initially involved in the IOF effort. The state programs bring together industry, academia, and state agencies to address the important issues confronting industry in the state. These public-private coalitions facilitate industry solutions locally and enhance economic development. California has started a State Industries of the Future effort, in collaboration with the U.S. Department of Energy. The California Energy Commission (CEC) is leading the SIOF program in California, as part of many other programs to improve the energy efficiency and performance of industries in California. The California State IOF program aims to build a network of participants from industry, academia and government in four selected industrial sectors as a basis for the development of a strategic partnership for industrial energy efficient technology in the state. In California the IOF effort focuses petroleum refining, chemical processing, food processing and electronics. As part of this effort, the SIOF program will develop roadmaps for technology development for the selected sectors. On the basis of the roadmap, the program will develop successful projects with co-funding from state and federal government, and promote industry-specific energy-efficiency. An important element of the SIOF-program is the preparation of R&D roadmaps for each of the selected industries. The roadmap will help to identify priority needs for the participating industries to meet their energy challenges. The roadmap effort builds on the roadmaps developed by DOE, and on the conditions specific for the industry in California. Key to the successful preparation of a roadmap in the selected industries is the development of a profile of the industries. The profile provides a basis for the participants in the roadmap-effort, especially as the structure of the industries in California can be different than in the nation. The sector profiles describe the current economic and energy situation of these industries in California, the processes and energy uses, and the potential future developments in each industry. The profiles are an integral part of the roadmap, to help working group partners to evaluate the industry's R&D needs for their industry in California. In this report, we focus on the chemicals industry. The industry is an important economic factor in the state, providing over 82,300 jobs directly, and more in indirect employment. Value of shipments in 2001 was just under $25.7 Billion, or 6% of all manufacturing in California. There are over 1,500 chemical plants in California, of which 52% are pharmaceutical companies. Many companies operate chemical plants in California. The industry consumes 8% of the electricity and 5% of the natural gas in California. In this report, we start with a description of the chemical industry in the United States and California. This is followed by a discussion of the energy consumption and energy intensity of the Californian chemical industry. Chapter 3 focuses on the main sub-sectors. For each of the sub-sectors a general process description is provided in Chapter 4. Based on this analysis, in Chapter 5, we discuss potential technology developments that can contribute to further improving the energy efficiency in chemical plants, with a focus on the situation in California.

    1990-06-01T23:59:59.000Z

The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

The objective of this report is to review and update the 1988 report by J. E. Sinor Consultants Inc., Industrial Market Assessment of the Products of Mild Gasification, and to more fully present market opportunities for two char-based products from the mild gasification process (MGP): Formcoke for the iron and steel industry, and activated carbon for wastewater cleanup and flue gas scrubbing. Please refer to the original report for additional details. In the past, coal conversion projects have and liquids produced, and the value of the residual char was limited to its fuel value. Some projects had limited success until gas and oil competition overwhelmed them. The strategy adopted for this assessment is to seek first a premium value for the char in a market that has advantages over gas and oil, and then to find the highest values possible for gases, liquids, and tars, either on-site or sold into existing markets. During the intervening years since the 1988 report, there have been many changes in the national economy, industrial production, international competition, and environmental regulations. The Clean Air Act Amendments of 1990 (CAAA) will have a large impact on industry. There is considerable uncertainty about how the Act will be implemented, but it specifically addresses coke-oven batteries. This may encourage industry to consider formcoke produced via mild gasification as a low-pollution substitute for conventional coke. The chemistry and technology of coke making steel were reviewed in the 1988 market assessment and will not be repeated here. The CAAA require additional pollution control measures for most industrial facilities, but this creates new opportunities for the mild gasification process.

This report is a survey of the U.S. Pellet Industry, its current capacity, economic drivers, and projected demand for biomass pellets to meet future energy consumption needs. Energy consumption in the US is projected to require an ever increasing portion of renewable energy sources including biofuels, among which are wood, and agrictulrual biomass. Goals set by federal agencies will drive an ever increasing demand for biomass. The EIA projections estimate that renewable energy produced by 2035 will be roughly 10% of all US energy consumption. Further analysis of the biofuels consumption in the US shows that of the renewable energy sources excluding biofuels, nearly 30% are wood or biomass waste. This equates to roughly 2% of the total energy consumption in the US coming from biomass in 2009, and the projections for 2035 show a strong increase in this amount. As of 2009, biomass energy production equates to roughly 2-2.5 quadrillion Btu. The EIA projections also show coal as providing 21% of energy consumed. If biomass is blended at 20% to co-fire coal plants, this will result in an additional 4 quadrillion Btu of biomass consumption. The EISA goals aim to produce 16 billion gal/year of cellulosic biofuels, and the US military has set goals for biofuels production. The Air Force has proposed to replace 50% of its domestic fuel requirements with alternative fuels from renewable sources by 2016. The Navy has likewise set a goal to provide 50% of its energy requirements from alternative sources. The Department of Energy has set similarly ambitious goals. The DOE goal is to replace 40% of 2004 gasoline use with biofuels. This equates to roughly 60 billion gal/year, of which, 45 billion gal/year would be produced from lignocellulosic resources. This would require 530 million dry tons of herbaceous and woody lignocellulosic biomass per year.

  11. Facilitating Oil Industry Access to Federal Lands through Interagency Data Sharing

    SciTech Connect (OSTI)

    Paul Jehn; Ben Grunewald

    2007-05-31T23:59:59.000Z

Much of the environmental and technical data useful to the oil and gas industry and regulatory agencies is now contained in disparate state and federal databases. Delays in coordinating permit approvals between federal and state agencies translate into increased operational costs and stresses for the oil and gas industry. Making federal lease stipulation and area restriction data available on state agency Web sites will streamline a potential lessors review of available leases, encourage more active bidding on unleased federal lands, and give third-party operators independent access to data who otherwise may not have access to lease restrictions and other environmental data. As a requirement of the Energy Policy Conservation Act (EPCA), the Bureau of Land Management (BLM) is in the process of inventorying oil and natural gas resources beneath onshore federal lands and the extent and nature of any stipulation, restrictions, or impediments to the development of these resources. The EPCA Phase 1 Inventory resulted in a collection of GIS coverage files organized according to numerous lease stipulation reference codes. Meanwhile, state agencies also collect millions of data elements concerning oil and gas operations. Much of the oil and gas data nationwide is catalogued in the Ground Water Protection Council's (GWPC's) successfully completed Risk Based Data Management System (RBDMS). The GWPC and the states of Colorado, New Mexico, Utah, and Montana are implementing a pilot project where BLM lease stipulation data and RBDMS data will be displayed in a GIS format on the Internet. This increased access to data will increase bid activity, help expedite permitting, and encourage exploration on federal lands. Linking environmental, lease stipulation and resource inventory assessment data and making a GIS interface for the data available to industry and other agencies via the internet represents an important step in the GWPC strategy for all oil and gas regulatory e-commerce. The next step beyond mere data sharing for facilitating the permitting process is to make it possible for industry to file those permit applications electronically. This process will involve the use of common XML schemas.

    2006-01-01T23:59:59.000Z

This paper addresses the industrial applications of electron accelerators for modifying the physical, chemical or biological properties of materials and commercial products by treatment with ionizing radiation. Many beneficial effects can be obtained with these methods, which are known as radiation processing. The earliest practical applications occurred during the 1950s, and the business of radiation processing has been expanding since that time. The most prevalent applications are the modification of many different plastic and rubber products and the sterilization of single-use medical devices. Emerging applications are the pasteurization and preservation of foods and the treatment of toxic industrial wastes. Industrial accelerators can now provide electron energies greater than 10 MeV and average beam powers as high as 700 kW. The availability of high-energy, high-power electron beams is stimulating interest in the use of X-rays (bremsstrahlung) as an alternative to gamma rays from radioactive nuclides.
