    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    Within our fission model, the Coulomb and proximity potential model (CPPM) cluster formation probabilities are calculated for different clusters ranging from carbon to silicon for the parents in the trans-tin and trans- lead regions. It is found that in trans-tin region the 12^C, 16^O, 20^Ne and 24^Mg clusters have maximum cluster formation probability and lowest half lives as compared to other clusters. In trans-lead region the 14^C, 18, 20^O, 23^F, 24,26^Ne, 28,30^Mg and 34^Si clusters have the maximum cluster formation probability and minimum half life, which show that alpha like clusters are most probable for emission from trans-tin region while non-alpha clusters are probable from trans-lead region. These results stress the role of neutron proton symmetry and asymmetry of daughter nuclei in these two cases.

    This report presents alternative visions of the transition of light-duty vehicle transportation in the United States from petroleum to hydrogen power. It is a supporting document to the U.S. Department of Energy's Summary Report, "Analysis of the Transition to a Hydrogen Economy and the Potential Hydrogen Infrastructure Requirements" (U.S. DOE, 2007). Three alternative early transition scenarios were analyzed using a market simulation model called HyTrans. The HyTrans model simultaneously represents the behavior of fuel suppliers, vehicle manufacturers and consumers, explicitly recognizing the importance of fuel availability and the diversity of vehicle choices to consumers, and dependence of fuel supply on the existence of market demand. Competitive market outcomes are simulated by means of non-linear optimization of social surplus through the year 2050. The three scenarios specify different rates and geographical distributions of market penetration for hydrogen fuel cell vehicles from 2012 through 2025. Scenario 1 leads to 2 million vehicles on U.S. roads by 2025, while Scenarios 2 and 3 result in 5 million and 10 million FCVs in use by 2025, respectively. The HyTrans model "costs out" the transition scenarios and alternative policies for achieving them. It then tests whether the scenarios, together with the achievement of the DOE's technology goals for fuel cell vehicles and hydrogen infrastructure technologies could lead to a sustainable transition to hydrogen powered transportation. Given the achievement of DOE's ambitious technology goals, all three scenarios appear to lead to a sustainable transition to hydrogen. In the absence of early transition deployment effort, no transition is likely to begin before 2045. The cumulative costs of the transition scenarios to the government range from $8 billion to $45 billion, depending on the scenario, the policies adopted and the degree of cost-sharing with industry. In the absence of carbon constraining policies, the transition to hydrogen achieves about the same reduction in CO2 emissions as a transition to advanced gasoline-electric hybrid vehicles. With significant carbon policy, drastic reductions in well-to-wheel CO2 emissions are possible. Energy transition modeling is a newly evolving field and much remains to be done to improve the utility of models like HyTrans.

    When planetesimals begin to grow by coagulation, they first enter an epoch of runaway, during which the biggest bodies grow faster than all the others. The questions of how runaway ends and what comes next have not been answered satisfactorily. We show that runaway is followed by a new stage—the 'trans-Hill stage'—that commences when the bodies that dominate viscous stirring ('big bodies') become trans-Hill, i.e., when their Hill velocity matches the random speed of the small bodies they accrete. Subsequently, the small bodies' random speed grows in lockstep with the big bodies' sizes, such that the system remains in the trans-Hill state. Trans-Hill growth is crucial for determining the efficiency of growing big bodies, as well as their growth timescale and size spectrum. Trans-Hill growth has two sub-stages. In the earlier one, which occurs while the stirring bodies remain sufficiently small, the evolution is collisionless, i.e., collisional cooling among all bodies is irrelevant. The efficiency of forming big bodies in this collisionless sub-stage is very low, ?10? << 1, where ? ? 0.005(a/AU){sup –1} is the ratio between the physical size of a body and its Hill radius. Furthermore, the size spectrum is flat (equal mass per size decade, i.e., q = 4). This collisionless trans-Hill solution explains results from previous coagulation simulations for both the Kuiper Belt and the asteroid belt. The second trans-Hill sub-stage commences once the stirring bodies grow big enough (>?{sup –1} × the size of the accreted small bodies). After that time, collisional cooling among small bodies controls the evolution. The efficiency of forming big bodies rises and the size spectrum becomes more top heavy. Trans-Hill growth can terminate in one of two ways, depending on the sizes of the small bodies. First, mutual accretion of big bodies can become significant and conglomeration proceeds until half of the total mass is converted into big bodies. This mode of growth may explain the observed size distributions of small bodies in the solar system and is explored in our subsequent work. Second, if the big bodies' orbits become separated by their Hill radius, oligarchy commences. This mode likely precedes the formation of fully fledged planets.

    Pyrolytic products of smoked methamphetamine hydrochloride are well established. Among the various degradation products formed, trans-phenylpropene (trans-{beta}-methylstyrene) is structurally similar to styrene analogues known to be bioactivated by CYP enzymes. In human liver microsomes, trans-phenylpropene was converted to the epoxide trans-phenylpropylene oxide (trans-2-methyl-3-phenyloxirane) and cinnamyl alcohol. Incubation of trans-phenylpropene with microsomes in the presence of enzyme-specific P450 enzyme inhibitors indicated the involvement of CYP2E1, CYP1A2, and CYP3A4 enzymes. Both (R,R)-phenylpropylene oxide and (S,S)-phenylpropylene oxide were formed in human liver microsomal preparations. Enantiomers of trans-phenylpropylene oxide were stereoselectively and regioselectively conjugated in a Phase II drug metabolism reaction catalyzed by human liver cytosolic enzymes consisting of conjugation with glutathione. The structure of the phenylpropylene oxide-glutathione adduct is consistent with nucleophilic ring-opening by attack at the benzylic carbon. Exposure of cultured C6 glial cells to (S,S)-phenylpropylene oxide produced a cytotoxic response in a concentration-dependent manner based on cell degeneration and death.

    Trans-Planckian particles are elementary particles accelerated such that their energies surpass the Planck value. There are several reasons to believe that trans-Planckian particles do not represent independent degrees of freedom in Hilbert space, but they are controlled by the cis-Planckian particles. A way to learn more about the mechanisms at work here, is to study black hole horizons, starting from the scattering matrix Ansatz. By compactifying one of the three physical spacial dimensions, the scattering matrix Ansatz can be exploited more efficiently than before. The algebra of operators on a black hole horizon allows for a few distinct representations. It is found that this horizon can be seen as being built up from string bits with unit lengths, each of which being described by a representation of the SO(2,1) Lorentz group. We then demonstrate how the holographic principle works for this case, by constructing the operators corresponding to a field in space-time. The parameter t turns out to be quantized in Planckian units, divided by the period R of the compactified dimension.

    Benzene is used at large volumes in many different human activities. Hematotoxicity and cancer-causation as a result of benzene exposure was recognized many years ago, but the mechanisms involved remain unclear. Aberrant regulation of gap junction intercellular communication (GJIC) has been linked to both cancer induction and interference with normal hematopoietic development. We have previously suggested that inhibition of GJIC may play a role in benzene toxicity since benzene metabolites were found to block GJIC, the ring-opened trans,trans-muconaldehyde (MUC) being the most potent metabolite. In the present work we have studied the molecular mechanisms underlying the MUC-induced inhibition of gap junctional communication. We show that MUC induces cross-linking of the gap junction protein connexin43 and that this is likely to be responsible for the induced inhibition of GJIC, as well as the loss of connexin43 observed in Western blots. We also show that glutaraldehyde possesses similar effects as MUC, and we compare the effects to that of formaldehyde. The fact that glutaraldehyde and formaldehyde have been associated with induction of leukemia as well as disturbance of hematopoiesis, strengthens the possible link between the effect of MUC on gap junctions, and the toxic effects of benzene.

    Consistency of trans-unification RG evolution is used to discuss the domain of definition of the NMSO(10)GUT. We compute the 1-loop RGE $\\beta$ functions,simplifying generic Martin-Vaughn formulae using constraints of gauge invariance and superpotential structure. We also calculate the 2 loop contributions to the gauge coupling and gaugino mass and indicate how to get full 2 loop results for all couplings. Our method overcomes combinatorial barriers that frustrate computer algebra based attempts to calculate SO(10) $\\beta$ functions involving large irreps. Use of the RGEs identifies a perturbative domain $Q emergence} $M_E emerges from the strong UV dynamics associated with the Landau poles in gauge and Yukawa couplings. Due to the strength of the RG flows the Landau Polar regime for gauge and Yukawa couplings begins at a scale $\\Lambda_E $ just above $M_E$ and the interpretation of the NMSGUT as an effective theory cut off by $\\Lambda_E $ is well motivated. The large number ($N_X$) of superheavy fields makes it plausible that the observed Planck scale arises ($M_{Pl}\\sim \\sqrt{N_X} M_{GUT} $) from the wave function renormalization of the metric due to GUT scale massive fluctuations but is well separated from it. SO(10) IR flows facilitate small gaugino masses and generation of negative Non Universal Higgs masses squared needed by fully realistic NMSGUT fits of low energy data. Running the simple canonical theory emergent at $M_E$ through $M_X$ down to the electroweak scale enables tests of candidate scenarios such as supergravity based NMSGUT with canonical kinetic terms and NMSGUT based dynamical Yukawa Unification.

    The low-inclination component of the Classical Kuiper Belt is host to a population of extremely widely separated binaries. These systems are similar to other trans-Neptunian binaries (TNBs) in that the primary and secondary components of each system are of roughly equal size. We have performed an astrometric monitoring campaign of a sample of seven wide-separation, long-period TNBs and present the first-ever well-characterized mutual orbits for each system. The sample contains the most eccentric (2006 CH{sub 69}, e{sub m} = 0.9) and the most widely separated, weakly bound (2001 QW{sub 322}, a/R{sub H} {approx_equal} 0.22) binary minor planets known, and also contains the system with lowest-measured mass of any TNB (2000 CF{sub 105}, M{sub sys} {approx_equal} 1.85 Multiplication-Sign 10{sup 17} kg). Four systems orbit in a prograde sense, and three in a retrograde sense. They have a different mutual inclination distribution compared to all other TNBs, preferring low mutual-inclination orbits. These systems have geometric r-band albedos in the range of 0.09-0.3, consistent with radiometric albedo estimates for larger solitary low-inclination Classical Kuiper Belt objects, and we limit the plausible distribution of albedos in this region of the Kuiper Belt. We find that gravitational collapse binary formation models produce an orbital distribution similar to that currently observed, which along with a confluence of other factors supports formation of the cold Classical Kuiper Belt in situ through relatively rapid gravitational collapse rather than slow hierarchical accretion. We show that these binary systems are sensitive to disruption via collisions, and their existence suggests that the size distribution of TNOs at small sizes remains relatively shallow.

    Trans-Neptunian objects (TNOs) are remnants of a collisionally and dynamically evolved planetesimal disk in the outer solar system. This complex structure, known as the trans-Neptunian belt (or Edgeworth-Kuiper belt), can reveal important clues about disk properties, planet formation, and other evolutionary processes. In contrast to the predictions of accretion theory, TNOs exhibit surprisingly large eccentricities, e, and inclinations, i, which can be grouped into distinct dynamical classes. Several models have addressed the origin and orbital evolution of TNOs, but none have reproduced detailed observations, e.g., all dynamical classes and peculiar objects, or provided insightful predictions. Based on extensive simulations of planetesimal disks with the presence of the four giant planets and massive planetesimals, we propose that the orbital history of an outer planet with tenths of Earth's mass can explain the trans-Neptunian belt orbital structure. This massive body was likely scattered by one of the giant planets, which then stirred the primordial planetesimal disk to the levels observed at 40-50 AU and truncated it at about 48 AU before planet migration. The outer planet later acquired an inclined stable orbit (>100 AU; 20-40 deg) because of a resonant interaction with Neptune (an r:1 or r:2 resonance possibly coupled with the Kozai mechanism), guaranteeing the stability of the trans-Neptunian belt. Our model consistently reproduces the main features of each dynamical class with unprecedented detail; it also satisfies other constraints such as the current small total mass of the trans-Neptunian belt and Neptune's current orbit at 30.1 AU. We also provide observationally testable predictions.

    For trans-uranium elements, stable atomic isobars do not exist. In order to provide isobaric reference ions for the mass measurement of trans-uranium elements, an electrospray ion source (ESI) was combined with an rf-carpet to collect molecular ions efficiently. The rf-carpet allows for simplification of the pumping system to transport ions from the ESI to a precision mass analyzer. Molecular ions appropriate for isobaric references of trans-uranium elements were extracted from the rf-carpet and analyzed by a multi-reflection time-of-flight mass spectrograph (MRTOF-MS) with a resolving power of $\\rm{R_m} \\gtrsim100,000$.

    The cis and trans isomers of bis-(triethoxysilyl)-2-butene were polymerized by the sol-gel method under various conditions. The trans isomer formed gels under all conditions. The cis isomer formed gels only under basic conditions. Under acidic conditions it formed soluble resins of molecular weight ranging from 88,000 to 180,000 Daltons. Solid state and solution {sup 29}Si NMR revealed that the trans isomer formed condensed gels, and that the resins formed by the cis isomer contained cyclic monomers and/or ordered oligomers.

    The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections.     Trans-relativistic shocks that accompany some supernovae (SNe) produce X-ray burst emissions as they break out in the dense circumstellar medium around the progenitors. This phenomenon is sometimes associated with peculiar low-luminosity gamma-ray bursts (LL GRBs). Here, we investigate the high-energy neutrino and gamma-ray counterparts of such a class of SNe. Just beyond the shock breakout radius, particle acceleration in the collisionless shock starts to operate in the presence of breakout photons. We show that protons may be accelerated to sufficiently high energies and produce high-energy neutrinos and gamma rays via the photomeson interaction. These neutrinos and gamma rays may be detectable from {approx}< 10 Mpc away by IceCube/KM3Net as multi-TeV transients almost simultaneously with the X-ray breakout, and even from {approx}< 100 Mpc away with follow-up observations by the Cherenkov Telescope Array using a wide-field sky monitor like Swift as a trigger. A statistical technique using a stacking approach could also be possible for the detection, with the aid of the SN optical/infrared counterparts. Such multi-messenger observations offer the possibility to probe the transition of trans-relativistic shocks from radiation-mediated to collisionless ones, and would also constrain the mechanisms of particle acceleration and emission in LL GRBs.

    We present results from a Monte Carlo simulation of a parallel collisionless shock undergoing particle acceleration. Our simulation, which contains parameterized scattering and a particular thermal leakage injection model, calculates the feedback between accelerated particles ahead of the shock, which influence the shock precursor and 'smooth' the shock, and thermal particle injection. We show that there is a transition between nonrelativistic shocks, where the acceleration efficiency can be extremely high and the nonlinear compression ratio can be substantially greater than the Rankine-Hugoniot value, and fully relativistic shocks, where diffusive shock acceleration is less efficient and the compression ratio remains at the Rankine-Hugoniot value. This transition occurs in the trans-relativistic regime and, for the particular parameters we use, occurs around a shock Lorentz factor ?{sub 0} = 1.5. We also find that nonlinear shock smoothing dramatically reduces the acceleration efficiency presumed to occur with large-angle scattering in ultra-relativistic shocks. Our ability to seamlessly treat the transition from ultra-relativistic to trans-relativistic to nonrelativistic shocks may be important for evolving relativistic systems, such as gamma-ray bursts and Type Ibc supernovae. We expect a substantial evolution of shock accelerated spectra during this transition from soft early on to much harder when the blast-wave shock becomes nonrelativistic.

    A vortex-dynamics-based model has been developed and used to study the importance of flame extinction by fluid dynamic strain that occurs in a pulse combustor. Results show that flame extinction by fluid dynamic stretch, which occurs during injection of the fresh charge, ensures the correct phase relation between the energy release and the resonant pressure wave. This phasing is required by Rayleigh`s criterion for stable combustion-driven oscillations. However, this model also showed that the vortex dynamics technique is not at a stage where design engineers can use it as a predictive tool, just as they would use experimental testing. This is in part because pulse combustor designs being developed today use three-dimensional geometries and complex operating conditions, whereas the vortex model simulates processes occurring only in the combustion chamber, and ignores the rest of the pulse combustor unit. Also, the model assumes two-dimensional flow, a simple combustor geometry, and premixed combustion. A successful in-house manufacturing design code must be able to perform a complete design study reliably, quickly and easily, and on computers that are readily available to industry. Instead, the insight gained from the vortex dynamics model is being incorporated into a computational tool to assist in pulse combustor design. This tool will be used by industrial engineers to design pulse combustors for specific applications. The design tool combines submodels for acoustics, injection and combustion, producing a pulse combustor model that dynamically couples the processes in the combustion chamber to the acoustic waves.

    Self- and nitrogen-broadened line shape data for the Pe(11) line of the ?? + ?? band of acetylene, recorded using a frequency comb-stabilized laser spectrometer, have been analyzed using the Hartmann–Tran profile (HTP) line shape model in a multispectrum fitting. In total, the data included measurements recorded at temperatures between 125 K and 296 K and at pressures between 4 and 760 Torr. New, sub-Doppler, frequency comb-referenced measurements of the positions of multiple underlying hot band lines have also been made. These underlying lines significantly affect the Pe(11) line profile at temperatures above 240 K and poorly known frequencies previouslymore »introduced errors into the line shape analyses. The behavior of the HTP model was compared to the quadratic speed dependent Voigt profile (QSDVP) expressed in the frequency and time domains. A parameter uncertainty analysis was carried out using a Monte Carlo method based on the estimated pressure, transmittance and frequency measurement errors. From the analyses, the Pe(11) line strength was estimated to be 1.2014(50) × 10-20 in cm.molecules?¹ units at 296 K with the standard deviation in parenthesis. For analyzing these data, we found that a reduced form of the HTP, equivalent to the QSDVP, was most appropriate because the additional parameters included in the full HTP were not well determined. As a supplement to this work, expressions for analytic derivatives and a lineshape fitting code written in Matlab for the HTP are available.« less

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    The transformation of cis- and trans-2,3-dimethyloxiranes on a Pd/SiO{sub 2} catalyst, leading to the formation of 2-butanone and 2-butanol, was studied in hydrogen and deuterium atmosphere. The effect of hydrogen and deuterium atmosphere. The effect of hydrogen pressure (1.3-100 kPa) and temperature (323-423 K) on the reaction rate was also measured. The transformation of the two stereoisomers involves different mechanisms. In the case of the cis-isomer, hydrogen participates in the cleavage of the C-O bond and different surface species belong to the two products. In the case of the trans-isomer, ring opening by hydrogen (the formation of 2-butanol) is less significant and the main reaction is intramolecular migration leading to the formation of 2-butanone. Considering the geometry of the adsorbed species, cis-2,3-dimethyloxirane is most probably adsorbed on the surface of the Pd catalyst in a planar manner, while the adsorption of the trans-isomer is intermediate between edgewise and planar adsorption model. 18 refs., 3 figs., 3 tabs.

    Oil production from Alaskan North Slope oil fields has steadily declined. In the near future, ANS crude oil production will decline to such a level (200,000 to 400,000 bbl/day) that maintaining economic operation of the Trans-Alaska Pipeline System (TAPS) will require pumping alternative products through the system. Heavy oil deposits in the West Sak and Ugnu formations are a potential resource, although transporting these products involves addressing important sedimentation issues. One possibility is the use of Gas-to-Liquid (GTL) technology. Estimated recoverable gas reserves of 38 trillion cubic feet (TCF) on the North Slope of Alaska can be converted to liquid with GTL technology and combined with the heavy oils for a product suitable for pipeline transport. Issues that could affect transport of this such products through TAPS include pumpability of GTL and crude oil blends, cold restart of the pipeline following a prolonged winter shutdown, and solids deposition inside the pipeline. This study examined several key fluid properties of GTL, crude oil and four selected blends under TAPS operating conditions. Key measurements included Reid Vapor Pressure, density and viscosity, PVT properties, and solids deposition. Results showed that gel strength is not a significant factor for the ratios of GTL-crude oil blend mixtures (1:1; 1:2; 1:3; 1:4) tested under TAPS cold re-start conditions at temperatures above - 20 F, although Bingham fluid flow characteristics exhibited by the blends at low temperatures indicate high pumping power requirements following prolonged shutdown. Solids deposition is a major concern for all studied blends. For the commingled flow profile studied, decreased throughput can result in increased and more rapid solid deposition along the pipe wall, resulting in more frequent pigging of the pipeline or, if left unchecked, pipeline corrosion.

    What are the standards for improving energy efficiency for industries such as petroleum refining, chemicals, and glass manufacture? How can different industries in emerging markets and developing accelerate the pace of improvements? This paper discusses several case studies and experiences relating to this subject emphasizing the use of energy efficiency benchmarks. Two important benchmarks are discussed. The first is based on a track record of outstanding performers in the related industry segment; the second benchmark is based on site specific factors. Using energy use reduction targets or benchmarks, projects have been implemented in Mexico, Poland, India, Venezuela, Brazil, China, Thailand, Malaysia, Republic of South Africa and Russia. Improvements identified through these projects include a variety of recommendations. The use of oxy-fuel and electric furnaces in the glass industry in Poland; reconfiguration of process heat recovery systems for refineries in China, Malaysia, and Russia; recycling and reuse of process wastewater in Republic of South Africa; cogeneration plant in Venezuela. The paper will discuss three case studies of efforts undertaken in emerging market countries to improve energy efficiency.

    The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

    Argentina occupies a somewhat unusual position among the world`s nuclear nations, in that, while possessing a rather diverse nuclear industry, it has managed to remain largely outside the system of international controls, and is not a signatory of the Nuclear Non-Proliferation Treaty. Argentina currently has two operating reactors, Atucha Unit 1 (335-MWe PHWR) and Embalse (600-MWe CANDU), with another under unit, Atucha Unit 2 (698-MWe PHWR) under construction. Commercial nuclear development is primarily under the control of the Comision Nacional de Energia Atomica (CNEA), which also manages a modest uranium production industry. Fuel cycle facilities, notably an enrichment plant at Pilcaniyeu and a pilot reprocessing plant at Ezeiza, are under development.

    The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

    Biomonitoring often is used as a method for estimating the dose to an individual. Therefore, a parameter of measurement, or biomarkers must be identified. The purpose of this paper is to give an overview of biomonitoring protocols for metals used in the photovoltaics industry. Special attention is given to areas that often are skimmed over, to gain insights into some of the problems that may arise when these tasks are carried out. Biological monitoring can be used to determine current human exposures to chemicals, as well as to detect past exposures, and the effects that these exposures may have on human health. It is used in conjunction with environmental monitoring to describe more completely worker`s exposures to, and absorption of, chemicals in the workplace. Biological specimens (e.g., blood, hair or urine) are analyzed for chemical agents, metabolites, or for some specific effect on the person (Lowry 1994). Biomonitoring can assess a workers exposure to industrial chemicals by all routes including skin absorption and ingestion. Although the methodology still is in its infancy, in cases where the procedures have been developed, it can be an invaluable component of an ongoing program of industrial hygiene monitoring. Like any technology, there are limitations to its effectiveness because of a lack of knowledge, contamination of specimens, and the introduction of errors.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    This document specifies the functional and performance requirements to be used in the development of the conceptual design of a high temperature gas-cooled reactor (HTGR) based plant supplying energy to a typical industrial facility. These requirements were developed from collaboration with industry and HTGR suppliers over the preceding three years to identify the energy needs of industrial processes for which the HTGR technology is technically and economically viable. The functional and performance requirements specified herein are an effective representation of the industrial sector energy needs and an effective basis for developing a conceptual design of the plant that will serve the broadest range of industrial applications.

    Venezuela's consumption energy of comes from three primary sources: hydroelectricity, liquid hydrocarbons and natural gas. In 1986, the energy consumption in the internal market was 95.5 thousand cubic meters per day of oil equivalent, of which 32% was natural gas, 46% liquid hydrocarbons and 22% hydroelectricity. The Venezuelan energy policy established natural gas usage after hydroelectricity, as a substitute of liquid hydrocarbons, in order to increase exports of these. This policy permits a solid development of the natural gas industry, which is covered in this paper.

    The electroplating industry utilizes numerous recovery-and-recycle techniques to return a portion or all of the process chemical to the origin. The most commonly practiced pollution prevention option in electroplating is the utilization of drag-out rinses. The typical plater will first evaluate the efficacy of drag-out rinsing; will determine if a viable, less polluting or nonpolluting substitute exists; and will make those changes before investing in recovery-and-recycle equipment. This chapter focuses on the equipment and chemical processes available for a pollution prevention program in electroplating.

    The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.

    The industrial sector accounts for 40% of global energy use. In 1995, developing countries used an estimated 48 EJ for industrial production, over one-third of world total industrial primary energy use (Price et al., 1998). Industrial output and energy use in developing countries is dominated by China, India, and Brazil. China alone accounts for about 30 EJ (National Bureau of Statistics, 1999), or about 23% of world industrial energy use. China's industrial sector is extremely energy-intensive and accounted for almost 75% of the country's total energy use in 1997. Industrial energy use in China grew an average of 6.6% per year, from 14 EJ in 1985 to 30 EJ in 1997 (Sinton et al., 1996; National Bureau of Statistics, 1999). This growth is more than three times faster than the average growth that took place in the world during the past two decades. The industrial sector can be divided into light and heavy industry, reflecting the relative energy-intensity of the manufacturing processes. In China, about 80% of the energy used in the industrial sector is consumed by heavy industry. Of this, the largest energy-consuming industries are chemicals, ferrous metals, and building materials (Sinton et al., 1996). This paper presents the results of international comparisons of production levels and energy use in six energy-intensive subsectors: iron and steel, aluminum, cement, petroleum refining, ammonia, and ethylene. The sectoral analysis results indicate that energy requirements to produce a unit of raw material in China are often higher than industrialized countries for most of the products analyzed in this paper, reflecting a significant potential to continue to improve energy efficiency in heavy industry.

It is intended to serve as a briefing document for those wishing to obtain background information and also to serve as a starting point from which more detailed and refined studies may be undertaken. In doing so, the report presents a qualitative and quantitative description of the industrial process heat market in the US, provides a summary discussion of cogeneration experience to date, and outlines the existing institutional and financial framework for cogeneration. The intent is to give the reader an understanding of the current situation and experience in this area. The cogeneration area in particular is an evolving one because of regulations and tax laws, which are still in the process of being developed and interpreted. The report presents the latest developments in regulatory and legislative activities which are associated with that technology. Finally, the report presents a brief description of the three HTGR systems under study during the current fiscal year and describes the specific market characteristics which each application is designed to serve.
