National Residential Efficiency Measures Database Aimed at Reducing Risk for Residential Retrofit Industry (Fact Sheet)

This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three of PEARL program during the period of October 2002 to April 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The products tested are 20 models of screw-based compact fluorescent lamps (CFL) of various types and various wattages made or marketed by 12 different manufacturers, and ten models of residential lighting fixtures from eight different manufacturers.

The Northwest Power Planning Act authorizes the Bonneville Power Administration to acquire all necessary energy resources to serve Northwest utilities choosing to acquire power from the agency and to give conservation the highest priority in responding to the demand for electricity. To meet this mandate, the agency has established residential conservation programs for weatherizing existing homes, building new energy-efficient homes, and promoting energy-efficient appliances. Pacific Northwest Laboratory prepared this report to compare and contrast the environmental requirements and issues involving Bonneville's residential conservation programs. The key environmental concern confronting each of the programs with measures aimed at reducing air leakage rates in houses (both new and existing) is indoor air quality (IAQ). This report reviews the similarity and consistency of the programs' approach to IAQ, their impacts, program features, mitigation techniques, and new information about IAQ and other potential environmental issues confronting the programs. The information is intended for use in comparing and contrasting how environmental features mesh with other program features, checking consistency across programs and determining whether it makes sense for programs to be consistent, determining consistency between programs, and providing information to aid program planning in light of potential environmental issues and new information. 31 refs.

AVLIS industrial access program

This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

An innovative educational program for residential energy efficiency. Final report

Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

Energy Star Lighting Verification Program (Program for the Evaluation and Analysis of Residential Lighting)

The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three and Cycle Four of PEARL program during the period of April 2003 to October 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The parameter tested for Cycle three is lumen maintenance at 40% rated life, and parameters tested for Cycle Four are all parameters required in Energy Star specifications except lumen maintenance at 40% rated life.

The third section covers the explanation of a modeling framework where GHG emissions are projected according to a baseline scenario and alternative scenarios that account for the implementation of cleaner technology.

Calculating Energy Savings in High Performance Residential Buildings Programs: Preprint

Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

Berkeley Program Offers New Option for Financing Residential PV Systems

Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

Utility residential new construction programs: Going beyond the code. A report from the Database on Energy Efficiency Programs (DEEP) Project

Based on an evaluation of 10 residential new construction programs, primarily sponsored by investor-owned utilities in the United States, we find that many of these programs are in dire straits and are in danger of being discontinued because current inclusion of only direct program effects leads to the conclusion that they are not cost-effective. We believe that the cost-effectiveness of residential new construction programs can be improved by: (1) promoting technologies and advanced building design practices that significantly exceed state and federal standards; (2) reducing program marketing costs and developing more effective marketing strategies; (3) recognizing the role of these programs in increasing compliance with existing state building codes; and (4) allowing utilities to obtain an ``energy-savings credit`` from utility regulators for program spillover (market transformation) impacts. Utilities can also leverage their resources in seizing these opportunities by forming strong and trusting partnerships with the building community and with local and state government.

Behavior-based approaches have been a growing interest in the energy efficiency field over recent years and the use of residential energy feedback has garnered particular interest. By providing an increased level of detail, feedback can greatly increase a consumer's understanding of how energy is used in their home. This project reviewed the existing body of research on electricity feedback to identify parallel lessons for gas, discussed the benefits and challenges of different types of feedback, and identifying three feedback options that show strong potential for natural gas savings.

Progress made by industry toward attaining the voluntary 1980 energy efficiency improvement targets is reported. The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company. Energy Efficient Industrialized Housing Research Program

Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules. End-Use Load and Consumer Assessment Program: Analysis of residential refrigerator/freezer performance

The Bonneville Power Administration (Bonneville) is conducting a large end-use data acquisition program in an effort to understand how energy is utilized in buildings with permanent electric space heating equipment in the Pacific Northwest. The initial portion of effort, known as the End-Use Load and Consumer Assessment Program (ELCAP), was conducted for Bonneville by the Pacific Northwest Laboratory (PNL). The collection of detailed end-use data provided an opportunity to analyze the amount of energy consumed by both refrigerators and separate freezers units located in residential buildings. By obtaining this information, the uncertainty of long- term regional end-use forecasting can be improved and potential utility marketing programs for new appliances with a reduced overall energy demand can be identified. It was found that standby loads derived from hourly averages between 4 a.m. and 5 a.m. reflected the minimum consumption needed to maintain interior refrigerator temperatures at a steady-state condition. Next, an average 24-hour consumption that included cooling loads from door openings and cooling food items was also determined. Later, analyses were conducted to develop a model capable of predicting refrigerator standby loads and 24-hour consumption for comparison with national refrigerator label ratings. Data for 140 residential sites with a refrigeration end-use were screened to develop a sample of 119 residences with pure refrigeration for use in this analysis. WaterSense Program: Methodology for National Water Savings Analysis Model Indoor Residential Water Use

The U.S. Environmental Protection Agency (EPA) influences the market for plumbing fixtures and fittings by encouraging consumers to purchase products that carry the WaterSense label, which certifies those products as performing at low flow rates compared to unlabeled fixtures and fittings. As consumers decide to purchase water-efficient products, water consumption will decline nationwide. Decreased water consumption should prolong the operating life of water and wastewater treatment facilities.This report describes the method used to calculate national water savings attributable to EPA?s WaterSense program. A Microsoft Excel spreadsheet model, the National Water Savings (NWS) analysis model, accompanies this methodology report. Version 1.0 of the NWS model evaluates indoor residential water consumption. Two additional documents, a Users? Guide to the spreadsheet model and an Impacts Report, accompany the NWS model and this methodology document. Altogether, these four documents represent Phase One of this project. The Users? Guide leads policy makers through the spreadsheet options available for projecting the water savings that result from various policy scenarios. The Impacts Report shows national water savings that will result from differing degrees of market saturation of high-efficiency water-using products.This detailed methodology report describes the NWS analysis model, which examines the effects of WaterSense by tracking the shipments of products that WaterSense has designated as water-efficient. The model estimates market penetration of products that carry the WaterSense label. Market penetration is calculated for both existing and new construction. The NWS model estimates savings based on an accounting analysis of water-using products and of building stock. Estimates of future national water savings will help policy makers further direct the focus of WaterSense and calculate stakeholder impacts from the program.Calculating the total gallons of water the WaterSense program saves nationwide involves integrating two components, or modules, of the NWS model. Module 1 calculates the baseline national water consumption of typical fixtures, fittings, and appliances prior to the program (as described in Section 2.0 of this report). Module 2 develops trends in efficiency for water-using products both in the business-as-usual case and as a result of the program (Section 3.0). The NWS model combines the two modules to calculate total gallons saved by the WaterSense program (Section 4.0). Figure 1 illustrates the modules and the process involved in modeling for the NWS model analysis.The output of the NWS model provides the base case for each end use, as well as a prediction of total residential indoor water consumption during the next two decades. Based on the calculations described in Section 4.0, we can project a timeline of water savings attributable to the WaterSense program. The savings increase each year as the program results in the installation of greater numbers of efficient products, which come to compose more and more of the product stock in households throughout the United States.

In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This Annual Report for FY 1995 contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Areas covered here are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

The Advanced Industrial Materials (AIM) Program is a part of the Office of Industrial Technologies (OIT), Energy Efficiency and Renewable Energy, US Department of Energy (DOE). The mission of AIM is to support development and commercialization of new or improved materials to improve energy efficiency, productivity, product quality, and reduced waste in the major process industries. OIT has embarked on a fundamentally new way of working with industries--the Industries of the Future (IOF) strategy--concentrating on the major process industries that consume about 90% of the energy and generate about 90% of the waste in the industrial sector. These are the aluminum, chemical, forest products, glass, metalcasting, and steel industries. OIT has encouraged and assisted these industries in developing visions of what they will be like 20 or 30 years into the future, defining the drivers, technology needs, and barriers to realization of their visions. These visions provide a framework for development of technology roadmaps and implementation plans, some of which have been completed. The AIM Program supports IOF by conducting research and development on materials to solve problems identified in the roadmaps. This is done by National Laboratory/industry/university teams with the facilities and expertise needed to develop new and improved materials. Each project in the AIM Program has active industrial participation and support.

The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. This study program is part of the DOE Integrated Industry Cogeneration Program to optimize, evaluate, and demonstrate cogeneration systems, with direct participation of the industries most affected. One objective is to characterize five major energy-intensive industries with respect to their energy-use profiles. The industries are: petroleum refining and related industries, textile mill products, paper and allied products, chemicals and allied products, and food and kindred products. Another objective is to select optimum cogeneration systems for site-specific reference case plants in terms of maximum energy savings subject to given return on investment hurdle rates. Analyses were made that define the range of optimal cogeneration systems for each reference-case plant considering technology applicability, economic factors, and energy savings by type of fuel. This study also provides guidance to other parts of the program through information developed with regard to component development requirements, institutional and regulatory barriers, as well as fuel use and environmental considerations. Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

Office of Industrial Technologies: Summary of program results

Working in partnership with industry, the US Department of Energy`s (DOE`s) Office of Industrial Technologies (OIT) is helping reduce industrial energy use, emissions, and waste while boosting productivity. Operating within the Office of Energy Efficiency and Renewable Energy (EE), OIT conducts research, development, demonstration, and technology transfer efforts that are producing substantial, measurable benefits to industry. This document summarizes some of the impacts of OIT`s programs through 1997. OIT tracks energy savings as well as other benefits associated with the successfully commercialized technologies resulting from OIT-supported research partnerships. Specifically, a chart shows current and cumulative energy savings as well as cumulative reductions of various air pollutants including particulates, volatile organic compounds (VOCs), nitrogen oxides (NO{sub x}), sulfur oxides (SO{sub x}), and the greenhouse gas, carbon dioxide (CO{sub 2}). The bulk of the document consists of four appendices. Appendix 1 describes the technologies currently available commercially, along with their applications and benefits; Appendix 2 describes the OIT-supported emerging technologies that are likely to be commercialized within the next year or two; Appendix 3 describes OIT-sponsored technologies used in commercial applications in the past that are no longer tracked; and Appendix 4 describes the methodology used to assess and track OIT-supported technologies.

This is an initiative for accelerating the use of solar energy in the advanced materials manufacturing industry in the United States. The initiative will be based on government-industry collaborations that will develop the technology and help US industry compete in the rapidly expanding global advanced materials marketplace. Breakthroughs in solar technology over the last 5 years have created exceptional new tools for developing advanced materials. Concentrated sunlight from solar furnaces can produce intensities that approach those on the surface of the sun and can generate temperatures well over 2000{degrees}C. Very thin layers of illuminated surfaces can be driven to remarkably high temperatures in a fraction of a second. Concentrated solar energy can be delivered over large areas, allowing for rapid processing and high production rates. By using this technology, researchers are transforming low-cost raw materials into high-performance products. Solar synthesis of advanced materials uses bulk materials and energy more efficiently, lowers processing costs, and reduces the need for strategic materials -- all with a technology that does not harm the environment. The Solar Industrial Program has built a unique, world class solar furnace at NREL to help meet the growing need for applied research in advanced materials. Many new advanced materials processes have been successfully demonstrated in this facility, including the following: Metalorganic deposition, ceramic powders, diamond-like carbon materials, rapid heat treating, and cladding (hard coating).

Cyber Security Testing and Training Programs for Industrial Control Systems

Service providers rely on industrial control systems (ICS) to manage the flow of water at dams, open breakers on power grids, control ventilation and cooling in nuclear power plants, and more. In today's interconnected environment, this can present a serious cyber security challenge. To combat this growing challenge, government, private industry, and academia are working together to reduce cyber risks. The Idaho National Laboratory (INL) is a key contributor to the Department of Energy National SCADA Test Bed (NSTB) and the Department of Homeland Security (DHS) Control Systems Security Program (CSSP), both of which focus on improving the overall security posture of ICS in the national critical infrastructure. In support of the NSTB, INL hosts a dedicated SCADA testing facility which consists of multiple control systems supplied by leading national and international manufacturers. Within the test bed, INL researchers systematically examine control system components and work to identify vulnerabilities. In support of the CSSP, INL develops and conducts training courses which are designed to increase awareness and defensive capabilities for IT/Control System professionals. These trainings vary from web-based cyber security trainings for control systems engineers to more advanced hands-on training that culminates with a Red Team/ Blue Team exercise that is conducted within an actual control systems environment. INL also provides staffing and operational support to the DHS Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) Security Operations Center which responds to and analyzes control systems cyber incidents across the 18 US critical infrastructure sectors.

Plowshare Program - American Atomic Bomb Tests For Industrial Applications

The United States Atomic Energy Commission (AEC) established the Plowshare Program as a research and development activity to explore the technical and economic feasibility of using nuclear explosives for industrial applications. The reasoning was that the relatively inexpensive energy available from nuclear explosions could prove useful for a wide variety of peaceful purposes. The Plowshare Program began in 1958 and continued through 1975. Between December 1961 and May 1973, the United States conducted 27 Plowshare nuclear explosive tests comprising 35 individual detonations. Conceptually, industrial applications resulting from the use of nuclear explosives could be divided into two broad categories: 1) large-scale excavation and quarrying, where the energy from the explosion was used to break up and/or move rock; and 2) underground engineering, where the energy released from deeply buried nuclear explosives increased the permeability and porosity of the rock by massive breaking and fracturing. Medical surveillance and programs on industrial hygiene at RCRA facilities

Some special areas where much progress in industrial hygiene and safety has been made in the past few years are; training, personal protective equipment, uniforms, personal monitoring, area monitoring, and medical surveillance. Before one can begin to construct programs for worker protection, some knowledge of potential exposures must be gained. The best place to start is the Waste Analysis Plan, and the list of wastes that a particular site is authorized to receive. Waste Codes are listed within a facility`s Part A and Part B permits. Actual facility receipt of wastes are well documented within Load Records and other documentation. A facility`s training program forms the heart of a health and safety program. Every TSD facility should have developed a matrix of job titles and required training. Every facility must also make a commitment to providing a wide range of personal protective equipment, including a wide array of disposables. Some facilities will benefit from the occasional use of the newer respirator quantitative fit-testing devices. All facilities are urged to rent or borrow this type of equipment periodically. Quantitative respirator fit-testers are capable of revealing important deficiencies in a respirator program. Providing uniforms is a newer means of protecting workers. The use of uniforms is an effective means for addressing the idea of carry-home-waste. The use of disposables including boots, must be integrated into a Uniform Program if the program is to be effective. In addition, employees must strictly understand that uniforms must not leave the facility at any time, including lunch time.

This report evaluates the experience with implementing programs promoting energy efficiency in new residential and commercial construction. This investigation was guided by our perspective on how programs address the barriers to widespread adoption of energy-efficient design and better end-use technologies in new buildings. We considered four types of barriers: lack of information, high initial costs, degree of technological development, and perceived risk. Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

The U.S. Department of Energy (DOE) Office of Industrial Technologies (OIT) established the Industries of the Future (IOF) program to increase energy efficiency, reduce waste production and to improve competitiveness, currently focusing on nine sectors. The IOF is a partnership strategy involving industry, the research community and the government, working together to identify technology needs, promote industrial partnerships and implement joint measures with all partners involved. The State Industries of the Future (SIOF) program delivers the accomplishments of the national Industries of the Future strategy to the local level, to expand the technology opportunities to a larger number of partners and reach smaller businesses and manufacturers that were not initially involved in the IOF effort. The state programs bring together industry, academia, and state agencies to address the important issues confronting industry in the state. These public-private coalitions facilitate industry solutions locally and enhance economic development. California has started a State Industries of the Future effort, in collaboration with the U.S. Department of Energy. The California Energy Commission (CEC) is leading the SIOF program in California, as part of many other programs to improve the energy efficiency and performance of industries in California. The California State IOF program aims to build a network of participants from industry, academia and government in four selected industrial sectors as a basis for the development of a strategic partnership for industrial energy efficient technology in the state. In California the IOF effort focuses petroleum refining, chemical processing, food processing and electronics. As part of this effort, the SIOF program will develop roadmaps for technology development for the selected sectors. On the basis of the roadmap, the program will develop successful projects with co-funding from state and federal government, and promote industry-specific energy-efficiency. An important element of the SIOF-program is the preparation of R&D roadmaps for each of the selected industries. The roadmap will help to identify priority needs for the participating industries to meet their energy challenges. The roadmap effort builds on the roadmaps developed by DOE, and on the conditions specific for the industry in California. Key to the successful preparation of a roadmap in the selected industries is the development of a profile of the industries. The profile provides a basis for the participants in the roadmap-effort, especially as the structure of the industries in California can be different than in the nation. The sector profiles describe the current economic and energy situation of these industries in California, the processes and energy uses, and the potential future developments in each industry. The profiles are an integral part of the roadmap, to help working group partners to evaluate the industry's R&D needs for their industry in California. In this report, we focus on the chemicals industry. The industry is an important economic factor in the state, providing over 82,300 jobs directly, and more in indirect employment. Value of shipments in 2001 was just under $25.7 Billion, or 6% of all manufacturing in California. There are over 1,500 chemical plants in California, of which 52% are pharmaceutical companies. Many companies operate chemical plants in California. The industry consumes 8% of the electricity and 5% of the natural gas in California. In this report, we start with a description of the chemical industry in the United States and California. This is followed by a discussion of the energy consumption and energy intensity of the Californian chemical industry. Chapter 3 focuses on the main sub-sectors. For each of the sub-sectors a general process description is provided in Chapter 4. Based on this analysis, in Chapter 5, we discuss potential technology developments that can contribute to further improving the energy efficiency in chemical plants, with a focus on the situation in California.

When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This report contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Subject areas covered are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

For the past 10 years the Advanced Industrial Materials (AIM) has supported development of new and improved materials to enable U.S. industry to improve energy efficiency, increase productivity, and reduce waste. It has been a National Laboratory based program, with work currently under way at Oak Ridge National Laboratory, Los Alamos National Laboratory, and Sandia National Laboratories, in collaboration with industrial and university partners. With the advent of the Industries of the Future (IOF) strategy within the Office of Industrial Technologies (OIT) and the scheduled completion of the Continuous Fiber Ceramic Composites (CFCC) Program in FY 2002, an integrated materials program is being developed in OIT. So this represents the last summary of AIM research and development. The new program, Industrial Materials for the Future (IMF), will be competitive in operation, with solicitations for proposals for development of materials in accordance with the IOF Technology Roadmaps, followed by merit review and funding of the best proposals. Industry will take the lead in ''industry-specific'' research and development, in cooperation with National Laboratories, as needed. National Laboratories and universities will take the lead in maintaining a base technology program, for the purpose of maintaining a continuing flow of new materials technologies. The AIM and CFCC Programs will be replaced by the IMF program over a three year period, so that in FY 2004, all research and development will be in response to industry solicitations and Laboratory/university calls. The Program Manager believes that AIM has been an extremely successful program, thanks to the Laboratory investigators and their partners. For 10 years, the program has increased industrial participation from very little to nearly 100 percent. The CFCC Program, similarly, has been successful in advancing the knowledge of processing and property development in these materials, though much still can be done in advancing their uses in industry. It is hoped that the Industrial Materials for the Future Program will be equally successful, not only in solving industry's short-term, immediate needs, but also in maintaining a materials technology base that will lead to longer-range materials and processing developments. The projects summarized here will be carried to successful conclusions over the next 3 years and the current Laboratories in AIM and CFCC will be joined by other Laboratories, universities, and new industrial partners. The Program Manager expresses his profound appreciation for the very fine work done for OIT during the last 10 years.

During 1995, the Department of Energy`s Solar Industrial (SI) Program worked to bring the benefits of solar energy to America`s industrial sector. Scientists and engineers within the program continued the basic research, applied engineering, and economic analyses that have been at the heart of the Program`s success since its inception in 1989. In 1995, all three of the SI Program`s primary areas of research and development--solar detoxification, advanced solar processes, and solar process heat--succeeded in increasing the contribution made by renewable and energy-efficient technologies to American industry`s sustainable energy future. The Solar Detoxification Program develops solar-based pollution control technologies for destroying hazardous environmental contaminants. The Advanced Solar Processes Program investigates industrial uses of highly concentrated solar energy. The Solar Process Heat Program conducts the investigations and analyses that help energy planners determine when solar heating technologies--like those that produce industrial-scale quantities of hot water, hot air, and steam--can be applied cost effectively. The remainder of this report highlights the research and development conducted within in each of these subprograms during 1995.

Advanced Industrial Materials (AIM) Program: Compilation of project summaries and significant accomplishments, FY 1997

The mission of the Advanced Industrial Materials (AIM) Program is to support development and commercialization of new or improved materials to improve energy efficiency, productivity, product quality, and reduced waste in the major process industries. A fundamentally new way of working with industries--the Industries of the Future (IOF) strategy--concentrates on the major process industries that consume about 90% of the energy and generate about 90% of the waste in the industrial sector. These are the aluminum, chemical, forest products, glass, metalcasting, and steel industries. OIT has encouraged and assisted these industries in developing visions of what they will be like 20 or 30 years into the future, defining the drivers, technology needs, and barriers to realization of their visions. These visions provide a framework for development of technology roadmaps and implementation plans. The AIM Program supports IOF by conducting research and development on materials to solve problems identified in the roadmaps. This is done by National Laboratory/industry/university teams with the facilities and expertise needed to develop new and improved materials. Each project in the AIM Program has active industrial participation and support. Assessments of materials needs and opportunities in the process industries are an on-going effort within the program. These assessments are being used for program planning and priority setting, followed by support of work to satisfy those needs. All the industries have identified materials as critical, particularly for high-temperature strength, corrosion resistance, and wear resistance. Also important from the energy efficiency viewpoint are membranes, catalytic membranes, and reactors for separations, both for processing and waste reduction. AIM focuses, therefore, on high-temperature materials, corrosion resistant materials, wear resistant materials, strong polymers, coatings, and membrane materials for industrial applications.
