    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    The 1982 increase in revenues and net income for the top 100 electric utilities is misleading because the figure is distorted by the allowance for funds used during construction (AFUDC), which overstates the real dollar strength of most investor-owned utilities. A random sampling of profit and loss statements shows that companies heavily involved in plant construction can have AFUDC over 100% of net income. The average is 50% of utility earnings, while cash dividends run 75% of earnings. The problem is short-term, however, and will diminish as construction is completed. A summary of utility performance presents earnings growth statistics, sales data and comparisons, financial statistics, and income statistics and comparisons. A summary financial table lists the 100 utilities in alphabetical order. 7 tables. (DCK)

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

In this article, the author provides a legal and economic introduction to what the antitrust community means by market power and offers a primer on why market power is so central an issue in the electricity industry.     The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    In the electric power industry, fundamental changes are underway in Europe, America, Australia, New Zealand and, more recently, in Asia. Rooted in increased deregulation and competition, these changes are likely to radically alter the structure of the industry. Liberalization of electric power markets in the United Kingdom is, for the most part, complete. The generation market in the United States began opening to competition following the 1987 Public Utility Regulatory Policies Act (PURPA). The Energy Policy Act of 1992 set the stage for a much more dramatic change in the industry. The most far-reaching provision of the Act was its electricity title, which opened access to the electric transmission grid. With legal barriers now removed, the traditionally sheltered US electric utility market is becoming increasingly open to entry and competition. A number of important legislative, regulatory and governmental policy initiatives are underway in the Philippines that will have a profound effect on the electric power industry. In Thailand, the National Energy Planning Organization (NEPO) has undertaken a thorough investigation of industry restructuring. This paper summarizes recent international developments in the deregulation and liberalization of electricity markets in the U.K., U.S., Australia, and New Zealand. It focuses on the relevance of these experiences to development underway in the Philippines and Thailand, and presents alternative possible structures likely to emerge in these countries, drawing heavily on the authors' recent experiences in Thailand and the Philippines. The impact of these changes on the business environment for power generation and marketing will be discussed in detail, as will the opportunities these changes create for investment among private power producers.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

  17. Rural electric cooperatives and the cost structure of the electric power industry: A multiproduct analysis

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

    The electric power industry in the United States is undergoing a slow but nonetheless dramatic transformation. It is a transformation driven by technology, economics, and politics; one that will move the industry from its traditional mode of centralized system operations and regulated rates guaranteeing long-run cost recovery, to decentralized investment and operational decisionmaking and to customer access to true spot market prices. This transformation will revolutionize the technical, procedural, and informational requirements of the industry. A major milestone in this process occurred on December 20, 1995, when the California Public Utilities Commission (CPUC) approved its long-awaited electric utility industry restructuring decision. The decision directed the three major California investor-owned utilities to reorganize themselves by the beginning of 1998 into a supply pool, at the same time selling up to a half of their thermal generating plants. Generation will be bid into this pool and will be dispatched by an independent system operator. The dispatch could potentially involve bidders not only from California but from throughout western North America and include every conceivable generating technology and scale of operation. At the same time, large customers and aggregated customer groups will be able to contract independently for their supply and the utilities will be required to offer a real-time pricing tariff based on the pool price to all their customers, including residential. In related proceedings concerning competitive wholesale power markets, the Federal Energy Regulatory Commission (FERC) has recognized that real-time information flows between buyers and sellers are essential to efficient equitable market operation. The purpose of this meeting was to hold discussions on the information technologies that will be needed in the new, deregulated electric power industry.

    The introduction of retail wheeling is changing the roles of regulators and the courts. When states unbundle the vertically integrated investor-owned utility (IOU) into generation companies, transmission companies, and distribution companies, antitrust enforcement and policy setting by the state public utility/service commissions (PUCs) will be paramount. As was seen in the deregulation of the airline industry, vigorous enforcement of antitrust laws by the courts and proper policy setting by the regulators are the keys to a successful competitive market. Many of the problems raised in the airline deregulation movement came about due to laxity in correcting clear antitrust violations and anti-competitive conditions before they caused damage to the market. As retail wheeling rolls out, it is critical for state PUCs to become attuned to these issues and, most of all, to have staff trained in these disciplines. The advent of retail wheeling changes the application of the State Action Doctrine and, in turn, may dramatically alter the role of the state PUC--meaning antitrust law and regulatory oversight must step in to protect competitors and consumers from monopolistic abuse.

    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    Policy makers should seek to get the structure right ex ante as antitrust may not be effective ex post. It will be important to deal effectively with information asymmetries and to minimize transaction costs. The electric services industry is experiencing a period of rapid change, entrepreneurship, innovation and increased competition. The introduction of direct-access retail competition, for example, is becoming increasingly feasible because of the path-breaking activities of England, Norway, Chile and California. While the basic model of a reformed electric services industry has begun to come into a sharper focus, the techniques and methods that policy makers and regulators will need to use in evaluating electric restructuring plans are less well understood. If regulators and their staffs only use the traditional analytical tools, they could fail to analyze fully the transaction cost implications of alternative market, industry and corporate structures. An appreciation of the implications of the new institutional economics (NIE), of which transaction cost economics (TCE) is an important subset, can provide valuable insights. The new institutional economics: (1) holds that institutions matter and are susceptible to analysis..., (2) is different from but not hostile to orthodoxy, and (3) is an interdisciplinary combination of law, economics, and organization in which economics is the first among equals. This paper surveys several of the analytical tools of the new institutional economics, with an emphasis on the tools that are most relevant to the design of the market, industry and corporate structure of a restructured electric services industry. This article applies ME and TCE tools but does not attempt to provide a comprehensive survey of the issues involved in electric restructuring. Rather, it illustrates how regulators can use the tools of NIE/TCE to evaluate and solve the difficult practical problems that electric restructuring presents.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D. For the readers convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix E along with the standard conversion factors used.     Improving the energy efficiency of industry is essential for maintaining the viability of domestic manufacturing, especially in a world economy where production is shifting to low-cost, less regulated developing countries. Numerous studies have shown the potential for significant cost-effective energy-savings in U.S. industries, but the realization of this potential is hindered by regulatory, information, workforce, and financial obstacles. This report evaluates seven federal policy options aimed at improving the energy efficiency of industry, grounded in an understanding of industrial decision-making and the barriers to efficiency improvements. Detailed analysis employs the Georgia Institute of Technology's version of the National Energy Modeling System and spreadsheet calculations, generating a series of benefit/cost metrics spanning private and public costs and energy bill savings, as well as air pollution benefits and the social cost of carbon. Two of the policies would address regulatory hurdles (Output-Based Emissions Standards and a federal Energy Portfolio Standard with Combined Heat and Power); three would help to fill information gaps and workforce training needs (the Superior Energy Performance program, Implementation Support Services, and a Small Firm Energy Management program); and two would tackle financial barriers (Tax Lien Financing and Energy-Efficient Industrial Motor Rebates). The social benefit-cost ratios of these policies appear to be highly favorable based on a range of plausible assumptions. Each of the seven policy options has an appropriate federal role, broad applicability across industries, utilizes readily available technologies, and all are administratively feasible.

    The LANL Institutional Computing Program (IC) will host an information session about the current state of unclassified Institutional Computing at Los Alamos, exciting plans for the future, and the current call for proposals for science and engineering projects requiring computing. Program representatives will give short presentations and field questions about the call for proposals and future planned machines, and discuss technical support available to existing and future projects. Los Alamos has started making a serious institutional investment in open computing available to our science projects, and that investment is expected to increase even more.

  2. The methanol industry`s missed opportunities

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

The UIA 1996 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. Data on uranium raw materials activities for 1987 through 1996 including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2006, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, uranium imports and exports, and uranium inventories are shown in Chapter 2.     This Institutional Plan for Argonne National Laboratory contains central elements of Argonne`s strategic plan. Chapter II of this document discusses the Laboratory`s mission and core competencies. Chapter III presents the Science and Technology Strategic Plan, which summarizes key features of the external environment, presents Argonne`s vision, and describes how the Laboratory`s strategic goals and objectives map onto and support DOE`s four business lines. The balance of the chapter comprises the science and technology area plans, organized by the four DOE business lines. Chapter IV describes the Laboratory`s ten major initiatives, which cover a broad spectrum of science and technology. Our proposal for an Exotic Beam Facility aims at, among other things, increased understanding of the processes of nuclear synthesis during and shortly after the Big Bang. Our Advanced Transportation Technology initiative involves working with US industry to develop cost-effective technologies to improve the fuel efficiency and reduce the emissions of transportation systems. The Laboratory`s plans for the future depend significantly on the success of its major initiatives. Chapter V presents our Operations and Infrastructure Strategic Plan. The main body of the chapter comprises strategic plans for human resources; environmental protection, safety, and health; site and facilities; and information management. The chapter concludes with a discussion of the business and management practices that Argonne is adopting to improve the quality and cost-effectiveness of its operations. The structure and content of this document depart from those of the Institutional Plan in previous years. Emphasis here is on directions for the future; coverage of ongoing activities is less detailed. We hope that this streamlined plan is more direct and accessible.

TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    This study program is part of the DOE Integrated Industry Cogeneration Program to optimize, evaluate, and demonstrate cogeneration systems, with direct participation of the industries most affected. One objective is to characterize five major energy-intensive industries with respect to their energy-use profiles. The industries are: petroleum refining and related industries, textile mill products, paper and allied products, chemicals and allied products, and food and kindred products. Another objective is to select optimum cogeneration systems for site-specific reference case plants in terms of maximum energy savings subject to given return on investment hurdle rates. Analyses were made that define the range of optimal cogeneration systems for each reference-case plant considering technology applicability, economic factors, and energy savings by type of fuel. This study also provides guidance to other parts of the program through information developed with regard to component development requirements, institutional and regulatory barriers, as well as fuel use and environmental considerations.     As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

  5. Emulsified industrial oils recycling

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

In this project Industrial Analytics Corporation (IAC) has developed a new low voltage x-ray instrument for x-ray radiography of very low mass EPS patterns. IAC has also developed a transmitted visible light method for characterizing the properties of EPS patterns. The systems developed are also applicable to other low density materials including graphite foams.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular.     This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

    In this project, a university-wide, academic center has been established entitled ?Institute for Advanced Materials and Renewable Energy?. In this institute, a comprehensive materials characterization facility has been established by co-locating several existing characterization equipment and acquiring several state of the art instrumentation such as field emission transmission electron microscope, scanning electron microscope, high resolution X-ray diffractometer, Particle Size Distribution/Zeta Potential measurement system, and Ultra-microtome for TEM specimen. In addition, a renewable energy conversion and storage research facility was also established by acquiring instrumentation such as UV-Vis absorption spectroscopy, Atomic Layer Deposition reactor, Solar light simulator, oxygen-free glove box, potentiostat/galvanostats and other miscellaneous items. The institute is staffed with three full-time staff members (one senior research technologist, a senior PhD level research scientist and a junior research scientist) to enable proper use of the techniques. About thirty faculty, fifty graduate students and several researchers access the facilities on a routine basis. Several industry R&D organizations (SudChemie, Optical Dynamics and Hexion) utilize the facility. The established ?Institute for Advanced Materials? at UofL has three main objectives: (a) enable a focused research effort leading to the rapid discovery of new materials and processes for advancing alternate energy conversion and storage technologies; (b) enable offering of several laboratory courses on advanced materials science and engineering; and (c) develop university-industry partnerships based on the advanced materials research. The Institute?s efforts were guided by an advisory board comprising eminent researchers from outside KY. Initial research efforts were focused on the discovery of new materials and processes for solar cells and Li ion battery electrodes. Initial sets of results helped PIs to secure a successful EPSCoR cluster implementation grant by teaming with additional researchers from UK. In addition to research efforts, the project enabled several other outcomes: (a) helped recruit a junior faculty member (Dr. Moises Carreon) and establish a lab focused on meso-porous materials toward separation and catalysis; (b) enabled offering of three new, graduate level courses (Materials characterization using spectroscopy and microscopy; Electron and x-ray diffraction; and renewable energy systems); and (c) mentoring of a junior faculty members (Dr. Gerold Willing).

    Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability. The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools. The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz. Because the Institute focuses on low level files systems and storage systems, its role in improving SciDAC systems was one of supporting application middleware such as data management and system-level performance tuning. In retrospect, the Petascale Data Storage Institute’s most innovative and impactful contribution is the Parallel Log-structured File System (PLFS). Published in SC09, PLFS is middleware that operates in MPI-IO or embedded in FUSE for non-MPI applications. Its function is to decouple concurrently written files into a per-process log file, whose impact (the contents of the single file that the parallel application was concurrently writing) is determined on later reading, rather than during its writing. PLFS is transparent to the parallel application, offering a POSIX or MPI-IO interface, and it shows an order of magnitude speedup to the Chombo benchmark and two orders of magnitude to the FLASH benchmark. Moreover, LANL production applications see speedups of 5X to 28X, so PLFS has been put into production at LANL. Originally conceived and prototyped in a PDSI collaboration between LANL and CMU, it has grown to engage many other PDSI institutes, international partners like AWE, and has a large team at EMC supporting and enhancing it. PLFS is open sourced with a BSD license on sourceforge. Post PDSI funding comes from NNSA and industry sources. Moreover, PLFS has spin out half a dozen or more papers, partnered on research with multiple schools and vendors, and has projects to transparently 1) dis- tribute metadata over independent metadata servers, 2) exploit drastically non-POSIX Hadoop storage for HPC POSIX applications, 3) compress checkpoints on the fly, 4) batch delayed writes for write speed, 5) compress read-back indexes and parallelize their redistribution, 6) double-buffer writes in NAND Flash storage to decouple host blocking during checkpoint from disk write time in the storage system, 7) pack small files into a smaller number of bigger containers. There are two large scale open source Linux software projects that PDSI significantly incubated, though neither were initated in PDSI. These are 1) Ceph, a UCSC parallel object storage research project that has continued to be a vehicle for research, and has become a released part of Linux, and 2) Parallel NFS (pNFS) a portion of the IETF’s NFSv4.1 that brings the core data parallelism found in Lustre, PanFS, PVFS, and Ceph to the industry standard NFS, with released code in Linux 3.0, and its vendor offerings, with products from NetApp, EMC, BlueArc and RedHat. Both are fundamentally supported and advanced by vendor companies now, but were critcally transferred from research demonstration to viable product with funding from PDSI, in part. At this point Lustre remains the primary path to scalable IO in Exascale systems, but both Ceph and pNFS are viable alternatives with different fundamental advantages. Finally, research community building was a big success for PDSI. Through the HECFSIO workshops and HECURA project with NSF PDSI stimulated and helped to steer leveraged funding of over $25M. Through the Petascale (now Parallel) Data Storage Workshop series, www.pdsw.org, colocated with SCxy each year, PDSI created and incubated five offerings of this high-attendance workshop. The workshop has gone on without PDSI support with two more highly successfully workshops, rewriting its organizational structure to be community managed. More than 70 peer reviewed papers have been presented at PDSW workshops.

  14. Methods to estimate stranded commitments for a restructuring US electricity industry

    Estimates of stranded commitments for US investor-owned electric utilities range widely, from as little as $20 billion to as much as $500 billion (more than double the shareholder equity in US utilities). These potential losses are a consequence of the above-market book values for some utility-owned power plants, long-term power-purchase contracts, deferred income taxes, regulatory assets, and public-policy programs. Because of the wide range of estimates and the potentially large dollar amounts involved, state and federal regulators need a clear understanding of the methods used to calculate these estimates. In addition, they may want simple methods that they can use to check the reasonableness of the estimates that utilities and other parties present in regulatory proceedings. This report explains various top-down and bottom-up methods to calculate stranded commitments. The purpose of this analysis is to help regulators and others understand the implications of different analytical approaches to estimating stranded-commitment amounts. Top-down methods, because they use the utility as the unit of analysis, are simple to apply and to understand. However, their aggregate nature makes it difficult to determine what specific assets and liabilities affect their estimates. Bottom-up methods use the individual asset (e.g., power plant) or liability (e.g., power-purchase contract, fuel-supply contract, and deferred income taxes) as the unit of analysis. These methods have substantial data and computational requirements.

  15. Analysis of Open Automated Demand Response Deployments in California and Guidelines to Transition to Industry Standards

    This report reviews the Open Automated Demand Response (OpenADR) deployments within the territories serviced by California?s investor-owned utilities (IOUs) and the transition from the OpenADR 1.0 specification to the formal standard?OpenADR 2.0. As demand response service providers and customers start adopting OpenADR 2.0, it is necessary to ensure that the existing Automated Demand Response (AutoDR) infrastructure investment continues to be useful and takes advantage of the formal standard and its many benefits. This study focused on OpenADR deployments and systems used by the California IOUs and included a summary of the OpenADR deployment from the U.S. Department of Energy-funded demonstration conducted by the Sacramento Municipal Utility District (SMUD). Lawrence Berkeley National Laboratory collected and analyzed data about OpenADR 1.0 deployments, categorized architectures, developed a data model mapping to understand the technical compatibility of each version, and compared the capabilities and features of the two specifications. The findings, for the first time, provided evidence of the total enabled load shed and average first cost for system enablement in the IOU and SMUD service territories. The OpenADR 2.0a profile specification semantically supports AutoDR system architectures and data propagation with a testing and certification program that promotes interoperability, scaled deployments by multiple vendors, and provides additional features that support future services.

Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAP’s current investment time horizon. Attachment I is the public DOE statement describing the present approach of their SMR Program.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

Specifically, the application of many industrial energy conservation measures entails high economic, technological, and institutional risks and uncertainties that constrain industries from adopting such measures. Accordingly, in 1975 the federal government started a program designed to mitigate these risks and uncertainties via government-industry partnership arrangements in the interests of national energy conservation. An important element of this program is the Industrial Energy Conservation Program in the Federal Department of Energy (DOE). In June 1980, DOE asked the National Materials Advisory Board, a unit of the National Academy of Sciences-National Research Council, to form a study committee to assess the effectiveness of the Industrial Energy Conservation Program. The committee concluded that federal support embodied in the DOE program, present and planned, is important to conserving additional industrial energy. However, the committee also concluded that the program needs various improvements in project selection and management and in transfer of results to industry. The committee's findings and recommendations and the results of the deliberation of the committee's three panels, a special report on heat and power, and a report on the visit by four members of the committee to Japan are presented.

    In this plan, Oak Ridge National Laboratory (ORNL) continues to be committed to scientific and technological research that is based on technical excellence and innovation and that provides a foundation for and a stimulus to broader and more sustained economic growth. DOE is being asked to assist in establishing a new program for Laboratory cooperation with industry, beginning with an initial focus on materials science. The current Institutional Plan thus projects growth in the materials science area as well as in other basic physical science areas and suggests a new initiative designed to extend the various technology transfer activities and to make them more effective by using ORNL as the trial Laboratory for some of these different approaches. This Institutional Plan projects a stable future for ORNL, with only modest amounts of growth in selected areas of research for the FY 1984-FY 1989 planning cycle. Summaries of the overall picture of the proposed budget and personnel levels for the current planning cycle are included. Scientific programs, laboratory resource development, and private sector interactions are discussed.

    The Industrial Technologies Program (ITP) relies on analytical studies to identify large energy reduction opportunities in energy-intensive industries and uses these results to guide its R&D portfolio. The energy bandwidth illustrates the total energy-saving opportunity that exists in the industry if the current processes are improved by implementing more energy-efficient practices and by using advanced technologies. This bandwidth analysis report was conducted to assist the ITP Mining R&D program in identifying energy-saving opportunities in coal, metals, and mineral mining. These opportunities were analyzed in key mining processes of blasting, dewatering, drilling, digging, ventilation, materials handling, crushing, grinding, and separations.
