    Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world?s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne?s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during ?The Dawn of the Nuclear Age?, a Director?s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne?s nuclear engineering programs throughout the 1980?s and ?90?s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi?s group under strict security conditions and the complete faith all in the group had in Fermi?s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi?s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950?s and ?60?s and contributing to many of the research ?firsts? that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne?s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne?s nuclear energy legacy to life for everyone in the auditorium.     Small buildings have been left behind in the energy efficiency marketplace because financial and technical resources have flowed to larger commercial buildings. DOE's Building Technologies Office works with the commercial building industry to accelerate the uptake of energy efficiency technologies and techniques in existing and new commercial buildings (DOE 2013). BTO recognizes the SBSP sector'spotential for significant energy savings and the need for investments in resources that are tailored to this sector's unique needs. The industry research and recommendations described in this report identify potential approaches and strategic priorities that BTO could explore over the next 3-5 years that will support the implementation of high-potential energy efficiency opportunities for thisimportant sector. DOE is uniquely positioned to provide national leadership, objective information, and innovative tools, technologies, and services to support cost-effective energy savings in the fragmented and complex SBSP sector. Properly deployed, the DOE effort could enhance and complement current energy efficiency approaches. Small portfolios are loosely and qualitatively defined asportfolios of buildings that include only a small number of small buildings. This distinction is important because the report targets portfolio owners and managers who generally do not have staff and other resources to track energy use and pursue energy efficiency solutions.

    Since 1976, the Industrial Assessment Centers (IACs), administered by the US Department of Energy, have supported small and medium-sized American manufacturers to reduce energy use and increase their productivity and competitiveness. The 24 IACs, located at premier engineering universities around the country (see below), send faculty and engineering students to local small and medium-sized manufacturers to provide no-cost assessments of energy use, process performance and waste and water flows. Under the direction of experienced professors, IAC engineering students analyze the manufacturer’s facilities, energy bills and energy, waste and water systems, including compressed air, motors/pumps, lighting, process heat and steam. The IACs then follow up with written energy-saving and productivity improvement recommendations, with estimates of related costs and payback periods.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of

    Second-Generation Pressurized Fluidized Bed Combustion (PFBC) plants provide a coal-fired, high-efficiency, combined-cycle system for the generation of electricity and steam. The plants use lime-based sorbents in PFB combustors to meet environmental air standards without back-end gas desulfurization equipment. The second-generation system is an improvement over earlier PFBC concepts because it can achieve gas temperatures of 2100{degrees}F and higher for improved cycle efficiency while maintaining the fluidized beds at 1600{degrees}F for enhanced sulfur capture and minimum alkali release. Second-generation PFBC systems are capable of supplying the electric and steam process needs of industrial plants. The basic second-generation system can be applied in different ways to meet a variety of process steam and electrical requirements. To evaluate the potential of these systems in the industrial market, conceptual designs have been developed for six second-generation PFBC plants. These plants cover a range of electrical outputs from 6.3 to 41.5 MWe and steam flows from 46,067 to 442,337 lb/h. Capital and operating costs have been estimated for these six plants and for equivalent (in size) conventional, coal-fired atmospheric fluidized bed combustion cogeneration plants. Economic analyses were conducted to compare the cost of steam for both the second-generation plants and the conventional plants.

    More than five years after Congress mandated controls for industrial and municipal stormwater discharges, many in the regulated community remain unclear about how the rules apply to them. The regulations' progress since the 1987 CWA amendments opened the door for their development often has been shaky and marked by setbacks. According to a federal appeals court decision issued last summer, that struggle is likely to continue. Although the original stormwater rules issued by EPA in November 1990 appeared to focus on heavy manufacturing facilities, as well as municipalities, the appellate court cleared a path that could draw light industrial plants and small construction sites within the regulations' domain. The rules in dispute bring under their umbrella any stormwater discharges associated with industrial activity to surface waters or municipal storm sewer systems. However, the regulations distinguish between facilities engaged in heavy industry and light, or enclosed industrial facilities, based on the probability that stormwater discharges will be contaminated and require regulation.

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    Improving the energy efficiency of industry is essential for maintaining the viability of domestic manufacturing, especially in a world economy where production is shifting to low-cost, less regulated developing countries. Numerous studies have shown the potential for significant cost-effective energy-savings in U.S. industries, but the realization of this potential is hindered by regulatory, information, workforce, and financial obstacles. This report evaluates seven federal policy options aimed at improving the energy efficiency of industry, grounded in an understanding of industrial decision-making and the barriers to efficiency improvements. Detailed analysis employs the Georgia Institute of Technology's version of the National Energy Modeling System and spreadsheet calculations, generating a series of benefit/cost metrics spanning private and public costs and energy bill savings, as well as air pollution benefits and the social cost of carbon. Two of the policies would address regulatory hurdles (Output-Based Emissions Standards and a federal Energy Portfolio Standard with Combined Heat and Power); three would help to fill information gaps and workforce training needs (the Superior Energy Performance program, Implementation Support Services, and a Small Firm Energy Management program); and two would tackle financial barriers (Tax Lien Financing and Energy-Efficient Industrial Motor Rebates). The social benefit-cost ratios of these policies appear to be highly favorable based on a range of plausible assumptions. Each of the seven policy options has an appropriate federal role, broad applicability across industries, utilizes readily available technologies, and all are administratively feasible.

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry.     UV curing is a green technology that is largely underutilized because UV radiation sources like Hg Lamps are unreliable and difficult to use. High Power UV LEDs are now efficient enough to replace Hg Lamps, and offer significantly improved performance relative to Hg Lamps. In this study, a modular, scalable high power UV LED curing system was designed and tested, performing well in industrial coating evaluations. In order to achieve mechanical form factors similar to commercial Hg Lamp systems, a new patent pending design was employed enabling high irradiance at long working distances. While high power UV LEDs are currently only available at longer UVA wavelengths, rapid progress on UVC LEDs and the development of new formulations designed specifically for use with UV LED sources will converge to drive more rapid adoption of UV curing technology. An assessment of the environmental impact of replacing Hg Lamp systems with UV LED systems was performed. Since UV curing is used in only a small portion of the industrial printing, painting and coating markets, the ease of use of UV LED systems should increase the use of UV curing technology. Even a small penetration of the significant number of industrial applications still using oven curing and drying will lead to significant reductions in energy consumption and reductions in the emission of green house gases and solvent emissions.

    This paper describes the cement and concrete industry, and provides data on energy use and carbon dioxide emissions. The potential impact of an energy tax on the industry is briefly assessed. Opportunities identified for reducing carbon dioxide emissions include improved energy efficiency, alternative fuels, and alternative materials. The key factor in determining CO{sub 2} emissions is the level of domestic production. The projected improvement in energy efficiency and the relatively slow growth in domestic shipments indicate that CO{sub 2} emissions in 2000 should be about 5% above the 1990 target. However, due to the cyclical nature of cement demand, emissions will probably be above target levels during peak demand and below target levels during demand troughs. 7 figs., 2 tabs.

    California has a large number of small and medium sized industries which have a major impact on the demand growth of California utilities. Energy use in building services (lighting, HVAC, office equipment, computers, etc.). These industries constitute an important but largely neglected fraction of the total site energy use. The ratio of energy use in building service to the total site energy use is a function of the industrial activity, its size, and the climate at the site of the facility. Also, energy use in building services is more responsive to weather and occupant schedules than the traditional base-load'' industrial process energy. Industrial energy use is considered as a base-load'' by utility companies because it helps to increase the utilities' load factor. To increase this further, utilities often market energy at lower rates to industrial facilities. Presently, the energy use in the building services of the industrial sector is often clubbed together with industrial process load. Data on non-process industrial energy use are not readily available in the literature. In cases where the major portion of the energy is used in the building services (with daily and seasonal load profiles that in fact peak at the same time as systemwide load peaks), the utility may be selling below cost at peak power times. These cases frequently happen with electric utilities. 30 figs., 6 tabs.

    The ninth annual Arthur Andersen Oil and Gas Industry Outlook Survey of company executives` forecasts for the US exploration and production industry were presented last month at the 17th Annual Energy Symposium. The consulting firm surveyed the chief financial officers of more than 350 US E and P companies, with 92 companies responding, including 8 majors, 9 large and 75 small independents. Overall, top E and P company executives predict 1997 to be a healthy year for the oil and gas industry. The paper discusses demand and supply, oil and gas prices, capital spending, employment, rig counts and availability, problems and opportunities.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    In the world of power project development there is a market for smaller scale cogeneration projects in the range of 1MW to 10MW. In the European Union alone, this range will account for about $25 Billion in value over the next 10 years. By adding the potential that exists in Eastern Europe, the numbers are even more impressive. In Europe, only about 7 percent of needed electrical power is currently produced through cogeneration installations; this is expected to change to around 15 percent by the year 2000. Less than one year ago, two equipment manufacturers formed Dutch Power Partners (DPP) to focus on the market for industrial cogeneration throughout Europe.

    The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    One of the most difficult hurdles facing small project developers is obtaining financing. Many major banks and institutional investors are unwilling to become involved in projects valued at less than $25 million. To gain the interest of small project investors, developers will want to present a well-considered plan and an attractive rate of return. Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    Various studies in different countries have shown that significant energy-efficiency improvement opportunities exist in the industrial sector, many of which are cost-effective. These energy-efficiency options include both cross-cutting as well as sector-specific measures. However, industrial plants are not always aware of energy-efficiency improvement potentials. Conducting an energy audit is one of the first steps in identifying these potentials. Even so, many plants do not have the capacity to conduct an effective energy audit. In some countries, government policies and programs aim to assist industry to improve competitiveness through increased energy efficiency. However, usually only limited technical and financial resources for improving energy efficiency are available, especially for small and medium-sized enterprises. Information on energy auditing and practices should, therefore, be prepared and disseminated to industrial plants. This guidebook provides guidelines for energy auditors regarding the key elements for preparing for an energy audit, conducting an inventory and measuring energy use, analyzing energy bills, benchmarking, analyzing energy use patterns, identifying energy-efficiency opportunities, conducting cost-benefit analysis, preparing energy audit reports, and undertaking post-audit activities. The purpose of this guidebook is to assist energy auditors and engineers in the plant to conduct a well-structured and effective energy audit.

    This report examines a number of hardware circuit design issues associated with implementing certain functions in FPGA and ASIC technologies. Here we show circuit designs for AES and SHA-1 that have an extremely small hardware footprint, yet show reasonably good performance characteristics as compared to the state of the art designs found in the literature. Our AES performance numbers are fueled by an optimized composite field S-box design for the Stratix chipset. Our SHA-1 designs use register packing and feedback functionalities of the Stratix LE, which reduce the logic element usage by as much as 72% as compared to other SHA-1 designs.
