  11. Establishing Ergonomics in Industrially Developing Countries

    The introduction of ergonomics is an ongoing effort in industrially developing countries and will ultimately require an organized, programmatic approach spanning several countries and organizations. Our preliminary efforts with our partner countries of Viet Nam, Thailand, and Nicaragua have demonstrated that a one-time course is just the first step in a series of necessary events to provide skills and create an infrastructure that will have lasting impact for the host country. To facilitate that any sort of training has a lasting impact, it is recommended that host countries establish a 'contract' with class participants and the guest instructors for at least one follow-up visit so instructors can see the progress and support the participants in current and future efforts. With repeated exchanges, the class participants can become the 'in country experts' and the next generation of ergonomic trainers. Additionally, providing participants with an easy to use hazard assessment tool and methods for evaluating the financial impact of the project (cost/benefit analysis) will assist increase the likelihood of success and establish a foundation for future projects. In the future, developing trade and regionally/culturally specific 'ergonomics toolkits' can help promote broader implementation, especially where training resources may be limited.

Our participation in the Providence hearing was a very positive and useful experience. IECG will be unable to attend the San Francisco hearing for obvious reasons, though it is always a temptation. IECG appreciates the effort going into and the significance of the Review and will continue to observe and comment as appropriate. We have become increasingly concerned recently about whether the Federal Power Act and related statutes provide adequate authority for the federal government and related energy institutions ( NERC) to take the actions necessary to ensure the supply of energy to America on a reliable and low cost basis. The decision of the D.C. Circuit Court of Appeals invalidating FERC's Order 750 and the consequent challenges to Order 1000 on the same basis exemplify this difficulty. The states are generally without adequate powers and legal authority as well, save for several large states. The RTOs are an ongoing answer from FERC, but they also are limited by the Federal Power Act. We urge attention to this important issue.     A certificate of graduate studies in Biobased Industrial Products is to be established at Kansas State University (KSU) along with the development of a similar program at Pittsburg State University, Pittsburg, KS. At KSU, the program of study will be coordinated through the steering committee of the Agricultural Products Utilization Forum (APUF); the certificate of graduate studies will be awarded through the Graduate School of Kansas State University. This certificate will establish an interdisciplinary program of study that will: (1) ensure participating students receive a broad education in several disciplines related to Biobased Industrial Products, (2) provide a documented course of study for students preferring a freestanding certificate program, and (3) provide a paradigm shift in student awareness away from petroleum-based feedstocks to the utilization of renewable resources for fuels and chemical feedstocks. The academic program described herein will accomplish this goal by: (1) providing exposure to several academic disciplines key to Biobased Industrial Products; (2) improving university/industry collaboration through an external advisory board, distance learning opportunities, and student internships; (3) expanding the disciplines represented on the students' supervisory committee; (4) establishing a seminar series on Biobased Industrial Products that draws upon expert speakers representing several disciplines; and (5) increasing collaboration between disciplines. Numerous research programs emphasizing Biobased Industrial Products currently exist at KSU and PSU. The certificate of graduate studies, the emphasis on interdisciplinary collaboration within the students? thesis research, the proposed seminar series, and formation of an industrial advisory board will: (1) provide an interdisciplinary academic experience that spans several departments, four colleges, four research centers, and two universities; (2) tangibly promote collaboration between KSU

    After five years of commercial experience burning Orimulsion overseas, US utilities are now evaluating the new fuel as a serious alternative to oil. In their relentless drive to remain competitive, electric utilities with oil-fired generating units are searching for lower cost fuel alternatives. Because of high fuel prices, oil-fired units have low capacity factors. Only 23 out of 142 oil-capable units in the US had capacity factors greater than 50% in 1993; the average was a mere 24%. Utility consumption of fuel oil slid from over 600,000 barrels (bbl)/day in 1989 to less than 200,000 bbl/day last year. Orimulsion now fuels nearly 3,000 MW/yr worldwide. The UK`s PowerGen Ltd, currently the world`s largest consumer of Orimulsion, fires some 10-million bbl/yr at two 500-MW units at its Ince plant and three 120-MW units at its Richborough plant. Both plants formerly burned fuel oil, and have been using Orimulsion since 1991. Canada`s New Brunswick Power Corp has fired Orimulsion in two units at its Dalhousie plant since 1994 (Power, April 1995, p 27); one 105-MW unit was originally designed for fuel oil, the other 212-MW unit was designed for coal. Last year, Denmark`s SK Power converted its coal-fired, 700-MW Asnaes Unit 5 to Orimulsion firing. And in the US, Florida Power and Light Co. (FP and L) has signed a 20-yr fuel supply contract with Bitor America Corp (Boca Raton, Fla.), for two 800-MW units at the oil-fired Manatee plant, contingent on securing necessary permits. The Manatee installation (Power, September 1994, p 57) would be the first in the US to burn the fuel. Today, five years after Orimulsion begun to be used commercially, many of the lingering questions involving the new fuel`s handling, transportation, combustion, emissions control, spill control, and waste utilization have been settled. Several US utilities have expressed serious interest in the fuel as an alternative to oil.

    An analysis of the response of American markets to supply crises in world oil markets is presented. It addresses four main issues: the efficiency of the operation of American oil markets during oil supply crises; the problems of both economic efficiency and social equity which arise during the American adaptation process; the propriety of the Federal government's past policy responses to these problems; and the relationship between perceptions of the problems caused by world oil crises and the real economic natures of these problems. Chapter 3 examines the responses of various groups of US oil firms to the alterations observed in world markets, while Chapter 4 presents a theoretical explanation for the price-lagging behavior exhibited by firms in the US oil industry.     The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) oversees numerous sites on the Nevada Test Site (NTS) and other locations in the State of Nevada that have been impacted by activities related to the development and testing of nuclear devices and by other activities. NNSA/NSO is responsible for protecting members of the public, including site workers, from harmful exposure to both chemical and radiological contaminants at these sites as they remediate these sites. The Nevada Division of Environmental Protection (NDEP) is the primary state agency responsible for protection of human health and the environment with respect to chemical and radiological wastes. In 1996 the DOE, U.S. Department of Defense, and the State of Nevada entered into an agreement known as the ''Federal Facility Agreement and Consent Order'' (FFACO) (1996). Appendix VI to the FFACO describes the strategy employed to plan, implement, and complete environmental corrective action activities at NTS and other locations in the state of Nevada. One of the categories of corrective action units (CAUs) is Industrial Sites, which consists of approximately 1,150 locations that may require some level of investigation and corrective action. To evaluate the need for the extent of corrective action at a particular site, NNSA/NSO assesses the potential impacts to receptors by comparing measurements of contaminant concentrations to risk-based (chemical) and dose-based (radionuclide) standards (action levels). Preliminary action levels (PALs) are established as part of the data quality objective (DQO) process, and are presented in one or more FFACO documents generated as part of the corrective action process.   17. An Approach to Industrial Stormwater Benchmarks: Establishing and Using Site-Specific Threshold Criteria at Lawrence Livermore National Laboratory

    Current regulatory schemes use generic or industrial sector specific benchmarks to evaluate the quality of industrial stormwater discharges. While benchmarks can be a useful tool for facility stormwater managers in evaluating the quality stormwater runoff, benchmarks typically do not take into account site-specific conditions, such as: soil chemistry, atmospheric deposition, seasonal changes in water source, and upstream land use. Failing to account for these factors may lead to unnecessary costs to trace a source of natural variation, or potentially missing a significant local water quality problem. Site-specific water quality thresholds, established upon the statistical evaluation of historic data take into account these factors, are a better tool for the direct evaluation of runoff quality, and a more cost-effective trigger to investigate anomalous results. Lawrence Livermore National Laboratory (LLNL), a federal facility, established stormwater monitoring programs to comply with the requirements of the industrial stormwater permit and Department of Energy orders, which require the evaluation of the impact of effluent discharges on the environment. LLNL recognized the need to create a tool to evaluate and manage stormwater quality that would allow analysts to identify trends in stormwater quality and recognize anomalous results so that trace-back and corrective actions could be initiated. LLNL created the site-specific water quality threshold tool to better understand the nature of the stormwater influent and effluent, to establish a technical basis for determining when facility operations might be impacting the quality of stormwater discharges, and to provide ''action levels'' to initiate follow-up to analytical results. The threshold criteria were based on a statistical analysis of the historic stormwater monitoring data and a review of relevant water quality objectives.

    In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

    Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. This report serves as the thirteenth quarterly technical progress report for the SWC. Key activities for this reporting period included: (1) hosting three fall technology transfer meetings in Wyoming, Texas, and Pennsylvania, (2) releasing the 2004 SWC request-for-proposal (RFP), and (3) initial planning of the SWC spring meeting in Golden Colorado for selecting the 2004 SWC projects. The Fall technology transfer meetings attracted 100+ attendees between the three workshops. The SWC membership which attended the Casper, Wyoming workshop was able to see several SWC-funded projects operating in the field at the Rocky Mountain Oilfield Testing Center. The SWC is nearing the end of its initial funding cycle. The Consortium has a solid membership foundation and a demonstrated ability to review and select projects that have relevancy to meet the needs of domestic stripper well operators.

    The Pennsylvania State University, under contract to the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), has established a national industry-driven Stripper Well Consortium (SWC) that is focused on improving the production performance of domestic petroleum and/or natural gas stripper wells. The consortium creates a partnership with the U.S. petroleum and natural gas industries and trade associations, state funding agencies, academia, and the National Energy Technology Laboratory. This report serves as the second topical report. The SWC has grown and diversified its membership during its first 24 months of existence. The Consortium is now focused on building strategic alliances with additional industrial, state, and federal entities to expand further the SWC membership base and transfer technologies as they are developed. In addition, the Consortium has successfully worked to attract state support to co-fund SWC projects. Penn State has entered a co-funding arrangement with the New York State Energy Development Authority (NYSERDA) which has provided $200,000 over the last two years to co-fund stripper well production-orientated projects that have relevance to New York state producers. During this reporting period, the Executive Council approved co-funding for 14 projects that have a total project value of $2,116,897. Since its inception, the SWC has approved cofunding for 27 projects that have a total project value of $3,632,109.84. The SWC has provided $2,242,701 in co-funding for these projects and programmatically maintains a cost share of 39%.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    The National Energy Conservation Policy Act of 1978 directs DOE to set targets for increased utilization of energy-saving recovered materials for certain industries. These targets are to be established at levels representing the maximum feasible increase in utilization of recovered materials that can be achieved progressively by January 1, 1987 and is consistent with technical and economic factors. A benefit to be derived from the increased use of recoverable materials is in energy savings, as state in the Act. Therefore, emhasis on different industries in the metals sector has been related to their energy consumption. The ferrous industry (iron and steel, ferrour foundries and ferralloys), as defined here, accounts for approximately 3%, and all others for the remaining 3%. Energy consumed in the lead and zinc segments is less than 1% each. Emphasis is placed on the ferrous scrap users, followed by the aluminum and copper industries. A bibliography with 209 citations is included.

The development of the methanol industry and methanol fuel in China is reviewed in this article. China is rich in coal but is short on oil and natural gas; unfortunately, transportation development will need more and more oil to provide the fuel. Methanol is becoming a dominant alternative fuel. China is showing the rest of the world how cleaner transportation fuels can be made from coal.

    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options, but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. During the past few years, DOE, the National Renewable Energy Laboratory (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard, AWEA Standard 9.1 - 2009, in December 2009. The Small Wind Certification Council (SWCC) and Intertek, North American SWT certification bodies, began accepting applications for certification to the AWEA standard in 2010. To reduce certification testing costs, DOE and NREL are providing financial and technical assistance for an initial round of tests at four SWT test sites, which were selected through a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A and M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontracts with DOE and NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing

    Improved efficiency of industrial systems (e.g., compressed air or steam) contributes to a manufacturing facility?s bottom line, improves reliability, and better utilizes assets. Despite these advantages, many industrial facilities continue to have unrealized system optimization potential. A barrier to realizing this potential is the lack of market definition for system energy efficiency assessment services, creating problems for both service providers in establishing market value for their services and for consumers in determining the relative quality of these system assessment services. On August 19, 2008, the American Society of Mechanical Engineers (ASME) issued four new draft Standards for trial use that are designed to raise the bar and define the market for these services. These draft Standards set the requirements for conducting an energy assessment at an industrial facility for four different system types: compressed air, process heating, pumping, and steam. The Standards address topics such as organizing and conducting assessments; analyzing the data collected; and reporting and documentation. This paper addresses both the issues and challenges in developing the Standards and the accompanying Guidance Documents, as well as the result of field testing by industrial facilities, consultants, and utilities during the trial use period that ended in January, 2009. These Standards will be revised and released by ASME for public review, and subsequently submitted for approval as American National Standards for publication in late 2009. Plans for a related activity to establish a professional-level program to certify practitioners in the area of system assessments, opportunities to integrate the ASME Standards with related work on industrial energy efficiency, as well as plans to expand the system assessment Standard portfolio are also discussed.

    The U.S. Department of Energy (DOE) Office of Industrial Technologies (OIT) established the Industries of the Future (IOF) program to increase energy efficiency, reduce waste production and to improve competitiveness, currently focusing on nine sectors. The IOF is a partnership strategy involving industry, the research community and the government, working together to identify technology needs, promote industrial partnerships and implement joint measures with all partners involved. The State Industries of the Future (SIOF) program delivers the accomplishments of the national Industries of the Future strategy to the local level, to expand the technology opportunities to a larger number of partners and reach smaller businesses and manufacturers that were not initially involved in the IOF effort. The state programs bring together industry, academia, and state agencies to address the important issues confronting industry in the state. These public-private coalitions facilitate industry solutions locally and enhance economic development. California has started a State Industries of the Future effort, in collaboration with the U.S. Department of Energy. The California Energy Commission (CEC) is leading the SIOF program in California, as part of many other programs to improve the energy efficiency and performance of industries in California. The California State IOF program aims to build a network of participants from industry, academia and government in four selected industrial sectors as a basis for the development of a strategic partnership for industrial energy efficient technology in the state. In California the IOF effort focuses petroleum refining, chemical processing, food processing and electronics. As part of this effort, the SIOF program will develop roadmaps for technology development for the selected sectors.     U.S. industry consumes approximately 37 percent of the nation's energy to produce 24 percent of the nation's GDP. Increasingly, industry is confronted with the challenge of moving toward a cleaner, more sustainable path of production and consumption, while increasing global competitiveness. Technology will be essential for meeting these challenges. At some point, businesses are faced with investment in new capital stock. At this decision point, new and emerging technologies compete for capital investment alongside more established or mature technologies. Understanding the dynamics of the decision-making process is important to perceive what drives technology change and the overall effect on industrial energy use. The assessment of emerging energy-efficient industrial technologies can be useful for: (1) identifying R&D projects; (2) identifying potential technologies for market transformation activities; (3) providing common information on technologies to a broad audience of policy-makers; and (4) offering new insights into technology development and energy efficiency potentials. With the support of PG&E Co., NYSERDA, DOE, EPA, NEEA, and the Iowa Energy Center, staff from LBNL and ACEEE produced this assessment of emerging energy-efficient industrial technologies. The goal was to collect information on a broad array of potentially significant emerging energy-efficient industrial technologies and carefully characterize a sub-group of approximately 50 key technologies. Our use of the term ''emerging'' denotes technologies that are both pre-commercial but near commercialization, and technologies that have already entered the market but have less than 5 percent of current market share. We also have chosen technologies that are energy-efficient (i.e., use less energy than existing technologies and practices to produce the same product), and may have additional ''non-energy benefits.'' Though our homes, stores, hospitals, and vehicles are located within our borders, elements of our goods-producing industries could potentially be moved offshore. Keeping U.S. industry competitive is essential to maintaining and growing the U.S. economy. This report begins with an overview of trends in industrial sector energy use. The next section of the report focuses on some of the largest and most energy-intensive industrial subsectors. The report also highlights several emerging technologies that could transform key segments of industry. Finally, the report presents policies, incentives, and drivers that can influence the competitiveness of U.S. industrial firms.

    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. Within the past few years, the DOE, National Renewable Energy Lab (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard (AWEA Standard 9.1 - 2009) in December 2009. The Small Wind Certification Council (SWCC), a North American certification body, began accepting applications for certification to the AWEA standard in February 2010. To reduce certification testing costs, DOE/NREL is providing financial and technical assistance for an initial round of tests at four SWT test sites which were selected via a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A&M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontract with DOE/NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification.

    A graph shows how Indonesia's prices for regular and premium leaded gasolines and diesel fuel compare to the world average price, in US dollars per gallon: USA $0.28 lower for regular leaded gasoline, $0.30 lower for premium leaded, and $0.48 lower for diesel. Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere. Also, beginning with this issue, Energy Detente will appear only in English rather than both English and Spanish, as heretofore.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.

    The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant.     ITP conducted a study on energy use and potential savings, or "bandwidth" study, in major steelmaking processes. Intended to provide a realistic estimate of the potential amount of energy that can be saved in an industrial process, the "bandwidth" refers to the difference between the amount of energy that would be consumed in a process using commercially available technology versus the minimum amount of energy needed to achieve those same results based on the 2nd law of thermodynamics. The Steel Industry Energy Bandwidth Study (PDF133 KB) also estimates steel industry energy use in the year 2010, and uses that value as a basis for comparison against the minimum requirements. This energy savings opportunity for 2010 will aid focus on longer term R&D.

    This document presents a strategy for a comprehensive program plan that is applicable to the Combustion Equipment Program of the DOE Office of Industrial Technologies (the program). The program seeks to develop improved heating equipment and advanced control techniques which, by improvements in combustion and beat transfer, will increase energy-use efficiency and productivity in industrial processes and allow the preferred use of abundant, low grade and waste domestic fuels. While the plan development strategy endeavors to be consistent with the programmatic goals and policies of the office, it is primarily governed by the needs and concerns of the US heating equipment industry. The program, by nature, focuses on energy intensive industrial processes. According to the DOE Manufacturing Energy Consumption Survey (MECS), the industrial sector in the US consumed about 21 quads of energy in 1988 in the form of coal, petroleum, natural gas and electricity. This energy was used as fuels for industrial boilers and furnaces, for agricultural uses, for construction, as feedstocks for chemicals and plastics, and for steel, mining, motors, engines and other industrial use over 75 percent of this energy was consumed to provide heat and power for manufacturing industries. The largest consumers of fuel energy were the primary metals, chemical and allied products, paper and allied products, and stone, clay and glass industry groups which accounted for about 60% of the total fuel energy consumed by the US manufacturing sector.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    Energy use in the Mexican industrial sector experienced important changes in the last decade related to changes in the Mexican economy. In previous studies, we have shown that a real change in energy-intensity was the most important factor in the overall decline of energy use and CO2 emissions in the Mexican industrial sector. Real changes in energy intensity were explained by different factors, depending on the industrial sub-sector. In this paper, we analyze the factors that influenced energy use in the Mexican iron and steel industry, the largest energy consuming and energy-intensive industry in the country. To understand the trends in this industry we used a decomposition analysis based on physical indicators to decompose the changes in intra-sectoral structural changes and efficiency improvements. Also, we use a structure-efficiency analysis for international comparisons, considering industrial structure and the best available technology. In 1995, Mexican iron and steel industry consumed 17.7 percent of the industrial energy consumption. Between 1970 and 1995, the steel production has increased with an annual growth rate of 4.7 percent, while the specific energy consumption (SEC) has decreased from 28.4 to 23.8 GJ/tonne of crude steel. This reduction was due to energy efficiency improvements (disappearance of the open hearth production, increase of the share of the continuous casting) and to structural changes as well (increase of the share of scrap input in the steelmaking).

    Because of extensive federal oversight and state regulation of the utility area, few antitrust cases have been brought concerning the electric power industry. The limited prior case law that exists in this area nonetheless provides valuable guidance regarding how the antitrust laws will protect consumers and, therefore, competition in the electric power industry. This article will discuss the primary antitrust doctrines likely to be utilized to protect competition in this industry.

    In a concerted effort to promote the fair consideration of LP-gas as an alternative fuel nationwide, a number of prominent corporations and individuals have established a new group called the LP-Gas Clean Fuels Coalition (Irvine, Calif.). This paper discusses how the coalition will spearhead the industry's efforts to encourage favorable clean-air legislation and regulations through the gathering and dissemination of accurate information from all industry sources. Coalition members believe that LP-gas is not being equitably considered in the current Congressional push to legislate clean alternative fuels.

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.
