    The influence of recirculating warm plume air on the performance of mechanical-draft cooling towers is investigated analytically, numerically and experimentally. It is shown that the amount of recirculation that occurs is a function of the flow and the thermal and geometric characteristics of the tower. The presence of a wind wall tends to reduce the mount of recirculation. An equation is presented with which the performance effectiveness due to recirculation can be evaluated approximately for a mechanical-draft cooling tower.

    A review of general techniques and specific methods useful in the optimization of solar heating and cooling systems is undertaken. A discussion of the state-of-the-art and the principal problems in both the simplified thermal performance analysis and economic analysis portions of the optimization problem are presented. Sample economic analyses are performed using several widely used economic criteria. The predicted thermal results of one typical, widely used simplified method is compared to detailed simulation results. A methodology for and the results of a sensitivity study of key economic parameters in the life cycle cost method are presented. Finally, a simple graphical optimization technique based on the life cycle cost method is proposed.

  5. Collision--induced absorption in dense atmospheres of cool stars

    In the atmosphere of the Sun the major interaction between the matter and the radiation is through light absorption by ions (predominantly the negative ion of hydrogen atoms), neutral atoms and a small amount of polar molecules. The majority of stars in the universe are, however, cooler and denser than our Sun, and for a large fraction of these, the above absorption processes are very weak. Here, collision-induced absorption (CIA) becomes the dominant opacity source. The radiation is absorbed during very short mutual passages ('collisions') of two non-polar molecules (and/or atoms), while their electric charge distributions are temporarily distorted which gives rise to a transient dipole moment. We present here a review of the present-day knowledge about the impact of collision-induced absorption processes on the structure and the spectrum of such stars.

    Fouling of the film fill in cooling towers is becoming an increasingly serious problem in the Utility Industry. This paper discusses Florida Power Corporation's experience with fouling of film type fill in two mechanical draft and two natural draft towers. The two mechanical draft towers were placed in service as helper towers at the Anclote Plant in 1981. The two natural draft towers went into service at the Crystal River North Site in 1982 and 1984 for closed cycle cooling. All the towers are on salt water systems.

    The laser-induced blackbody-assisted rotational cooling of a linear polyatomic ion, C{sub 2}H{sub 2}{sup +}, in its {sup 2}? ground electronic state in the presence of the blackbody radiation field at 300 K and 77 K is investigated theoretically using a rate-equations model. Although pure rotational transitions are forbidden in this non-polar species, the ?{sub 5} cis-bending mode is infrared active and the (1-0) band of this mode strongly overlaps the 300 K blackbody spectrum. Hence the lifetimes of state-selected rotational levels are found to be short compared to the typical timescale of ion trapping experiments. The ?{sub 5} (1-0) transition is split by the Renner-Teller coupling of vibrational and electronic angular momentum, and by the spin-orbit coupling, into six principal components and these effects are included in the calculations. In this paper, a rotational-cooling scheme is proposed that involves simultaneous pumping of a set of closely spaced Q-branch transitions on the {sup 2}?{sub 5/2} ? {sup 2}?{sub 3/2} band together with two Q-branch lines in the {sup 2}?{sup +} ? {sup 2}?{sub 1/2} band. It is shown that this should lead to >70% of total population in the lowest rotational level at 300 K and over 99% at 77 K. In principle, the multiple Q-branch lines could be pumped with just two broad-band (??? = 0.4–3 cm{sup ?1}) infrared lasers.

    A containment cooling system utilizes a naturally induced air flow and a gravity flow of water over the containment shell which encloses a reactor core to cool reactor core decay heat in two stages. When core decay heat is greatest, the water and air flow combine to provide adequate evaporative cooling as heat from within the containment is transferred to the water flowing over the same. The water is heated by heat transfer and then evaporated and removed by the air flow. After an initial period of about three to four days when core decay heat is greatest, air flow alone is sufficient to cool the containment.

    The railplug is a plasma ignitor capable of injecting a high energy plasma jet into a combustion chamber of an internal combustion engine or continuous combustion system. An improved railplug is provided which has dual coaxial chambers (either internal or external to the center electrode) that provide for forced convective cooling of the electrodes using the normal pressure changes occurring in an internal combustion engine. This convective cooling reduces the temperature of the hot spot associated with the plasma initiation point, particularly in coaxial railplug configurations, and extends the useful life of the railplug. The convective cooling technique may also be employed in a railplug having parallel dual rails using dual, coaxial chambers.

Formulation and encoding of complete coupled neutronics/thermal-hydraulics models for the analysis of spatially-dependent local core instabilities.     A nuclear reactor with provisions for selectively cooling the fuel elements is described. The reactor has a plurality of tubes extending throughout. Cylindrical fuel elements are disposed within the tubes and the coolant flows through the tubes and around the fuel elements. The fuel elements within the central portion of the reactor are provided with roughened surfaces of material. The fuel elements in the end portions of the tubes within the reactor are provlded with low conduction jackets and the fuel elements in the region between the central portion and the end portions are provided with smooth surfaces of high heat conduction material.

    This paper presents the approach taken to analyze the radiological consequences of a postulated main steam line break event, with one or more tube ruptures, for the Palo Verde Nuclear Generating Station. The analysis was required to support the restart of PVNGS Unit 2 following the steam generator tube rupture event on March 14, 1993 and to justify continued operation of Units 1 and 3. During the post-event evaluation, the NRC expressed concern that Unit 2 could have been operating with degraded tubes and that similar conditions could exist in Units 1 and 3. The NRC therefore directed that a safety assessment be performed to evaluate a worst case scenario in which a non-isolable main steam line break occurs inducing one or more tube failures in the faulted steam generator. This assessment was to use the generic approach described in NUREG 1477, Voltage-Based Interim Plugging Criteria for Steam Generator Tubes - Task Group Report. An analysis based on the NUREG approach was performed but produced unacceptable results for off-site and control room thyroid doses. The NUREG methodology, however, does not account for plant thermal-hydraulic transient effects, system performance, or operator actions which could be credited to mitigate dose consequences. To deal with these issues, a more detailed analysis methodology was developed using a modified version of the Combustion Engineering Plant Analysis Code, which examines the dose consequences for a main steam line break transient with induced tube failures for a spectrum equivalent to 1 to 4 double ended guillotine U-tube breaks. By incorporating transient plant system responses and operator actions, the analysis demonstrates that the off-site and control room does consequences for a MSLBGTR can be reduced to acceptable limits. This analysis, in combination with other corrective and recovery actions, provided sufficient justification for continued operation of PVNGS Units 1 and 3, and for the subsequent restart of Unit 2.

    A data center cooling system may include heat transfer equipment to cool a liquid coolant without vapor compression refrigeration, and the liquid coolant is used on a liquid cooled information technology equipment rack housed in the data center. The system may also include a controller-apparatus to regulate the liquid coolant flow to the liquid cooled information technology equipment rack through a range of liquid coolant flow values based upon information technology equipment temperature thresholds.

Disclosed is a cooling water distribution system for introducing cooling water by gravity uniformly over the outer surface of a steel containment vessel using an interconnected series of radial guide elements, a plurality of circumferential collector elements and collector boxes to collect and feed the cooling water into distribution channels extending along the curved surface of the steel containment vessel. The cooling water is uniformly distributed over the curved surface by a plurality of weirs in the distribution channels.

    A practical obstacle for stochastic cooling in high-energy colliders like RHIC is the large amount of power needed for the cooling system. Based on the coasting-beam Fokker-Planck (F-P) equation, we analytically derived the optimum cooling rate and cooling power for a beam of uniform distribution and a cooling system of linear gain function. The results indicate that the usual back-of-envelope formula over-estimated the cooling power by a factor of the mixing factor M. On the other hand, the scaling laws derived from the coasting-beam Fokker-Planck approach agree with those derived from the bunched-beam Fokker-Planck approach if the peak beam intensity is used as the effective coasting-beam intensity. A longitudinal stochastic cooling system of 4-8 GHz bandwidth in RHIC can effectively counteract intrabeam scattering, preventing the beam from escaping the RF bucket becoming debunched around the ring.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

The closed-loop cooling system (39) includes a heat exchanger (40) disposed in the flow path of the compressed air (24) between the outlet of the compressor section (12) and the inlet of the combustor (14). A cooling fluid (50) may be driven by a pump (52) located outside of the engine casing (53) or a pump (54) mounted on the rotor shaft (17). The cooling circuit (39) may include an orifice (60) for causing the cooling fluid (50) to change from a liquid state to a gaseous state, thereby increasing the heat transfer capacity of the cooling circuit (39).

    A semiconductor cooling arrangement wherein a semiconductor is affixed to a thermally and electrically conducting carrier such as by brazing. The coefficient of thermal expansion of the semiconductor and carrier are closely matched to one another so that during operation they will not be overstressed mechanically due to thermal cycling. Electrical connection is made to the semiconductor and carrier, and a porous metal heat exchanger is thermally connected to the carrier. The heat exchanger is positioned within an electrically insulating cooling assembly having cooling oil flowing therethrough. The arrangement is particularly well adapted for the cooling of high power switching elements in a power bridge.

    Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

    Cooling intense high-energy hadron beams remains a major challenge in modern accelerator physics. Synchrotron radiation is still too feeble, while the efficiency of two other cooling methods, stochastic and electron, falls rapidly either at high bunch intensities (i.e. stochastic of protons) or at high energies (e-cooling). In this talk a specific scheme of a unique cooling technique, Coherent Electron Cooling, will be discussed. The idea of coherent electron cooling using electron beam instabilities was suggested by Derbenev in the early 1980s, but the scheme presented in this talk, with cooling times under an hour for 7 TeV protons in the LHC, would be possible only with present-day accelerator technology. This talk will discuss the principles and the main limitations of the Coherent Electron Cooling process. The talk will describe the main system components, based on a high-gain free electron laser driven by an energy recovery linac, and will present some numerical examples for ions and protons in RHIC and the LHC and for electron-hadron options for these colliders. BNL plans a demonstration of the idea in the near future.

    Cooling of proton and ion beams is essential for achieving high luminosities (up to above 1034 cm-2s-1) for MEIC, a Medium energy Electron-Ion Collider envisioned at JLab [1] for advanced nuclear science research. In the present conceptual design, we utilize the conventional election cooling method and adopted a multi-staged cooling scheme for reduction of and maintaining low beam emittances [2,3,4]. Two electron cooling facilities are required to support the scheme: one is a low energy (up to 2 MeV) DC cooler installed in the MEIC ion pre-booster (with the proton kinetic energy up to 3 GeV); the other is amore » high electron energy (up to 55 MeV) cooler in the collider ring (with the proton kinetic energy from 25 to 100 GeV). The high energy cooler, which is based on the ERL technology and a circulator ring, utilizes a bunched electron beam to cool bunched proton or ion beams. To complete the MEIC cooling concept and a technical design of the ERL cooler as well as to develop supporting technologies, an R&D program has been initiated at Jefferson Lab and significant progresses have been made since then.     The Warren-Alquist Act of 1974 requires the California Energy Commission to adopt and periodically update energy-conservation standards for new residential buildings. The Act also requires the CEC to adopt performance standards for new buildings. With increased energy costs, the CEC staff proposed to update the current energy-conservation standards and they are a hybrid of performance and prescriptive requirements. The proposed standards do not cover hotels, motels, or buildings over 3 stories high. The purpose of an environmental impact report (EIR) is to provide public agencies and the public in general with detailed information about the effects a proposed project is likely to have on the environment, to list ways in which the significant effects of such a project might be minimized, and to indicate alternatives to the project. The contents of this Draft EIR includes: a project description; a description of the environmental setting, impacts, and mitigation measures; a discussion of alternatives; and an indication of growth-inducing impacts.     We analyze the temperature relaxation phenomena of systems in contact with a thermal reservoir that undergoes a non-Markovian diffusion process. From a generalized Langevin equation, we show that the temperature is governed by a law of cooling of the Newton’s law type in which the relaxation time depends on the velocity autocorrelation and is then characterized by the memory function. The analysis of the temperature decay reveals the existence of an anomalous cooling in which the temperature may oscillate. Despite this anomalous behavior, we show that the variation of entropy remains always positive in accordance with the second law of thermodynamics.

    Electron cooling of the ion beams is one critical R&D to achieve high luminosities in JLab's MEIC proposal. In the present MEIC design, a multi-staged cooling scheme is adapted, which includes DC electron cooling in the booster ring and bunched beam electron cooling in the collider ring at both the injection energy and the collision energy. We explored the feasibility of using both magnetized and non-magnetized electron beam for cooling, and concluded that a magnetized electron beam is necessary. Electron cooling simulation results for the newly updated MEIC design is also presented.

    This design is intended to replace the current mirror setup being used for the NorthStar Moly 99 project in order to monitor the target coupon. The existing setup has limited movement for camera alignment and is difficult to align properly. This proposed conceptual design for a water cooled mirror will allow for greater thermal transfer between the mirror and the water block. It will also improve positioning of the mirror by using flexible vacuum hosing and a ball head joint capable of a wide range of motion. Incorporating this design into the target monitoring system will provide more efficient cooling of the mirror which will improve the amount of diffraction caused by the heating of the mirror. The process of aligning the mirror for accurate position will be greatly improved by increasing the range of motion by offering six degrees of freedom.

    An often overlooked key to satisfactory operation and longevity of any mechanical device is proper operation and maintenance in accordance with the manufacturer`s written instructions. Absorption chillers, although they use a different technology than the more familiar vapor compression cycle to produce chilled water, operate successfully in a variety of applications if operated and maintained properly. Maintenance procedures may be more frequent than those required for vapor compression chillers, but they are also typically less complex. The goal of this article is to describe the basic operation of an absorption chiller to provide an understanding of the relatively simple tasks required to keep the machine operating at maximum efficiency for its design life and beyond. A good starting point is definitions. Gas cooling equipment is generally defined as alternative energy, non-electric cooling products. This includes absorption chillers, engine-drive chillers and packaged desiccant units, among others. Natural gas combustion drives the equipment.
