    In support of national and subnational decision makers, the 21st Century Power Partnership regularly works with country partners to organize peer-to-peer consultations on critical issues. In March 2014, 21CPP collaborated with the Regulatory Assistance Project - India to host two peer-to-peer exchanges among experts from India, South Africa, Europe, and the United States to discuss the provision of ancillary services, particularly in the context of added variability and uncertainty from renewable energy.     Unocal Corporation has given the Indonesian Government notice of intent to proceed with a geothermal project to provide steam for a 110 megawatt electrical generating plant. The company has drilled 11 wells, and has confirmed reserves for more than 230 megawatts of generating capacity. Indonesia's state electric company, PLN, will build the power plant. Ansaldo, an Italian company, will supply equipment and manage the construction. With the notice of intent to proceed, Unocal Geothermal of Indonesia, Ltd. will begin drilling additional wells and build the field facilities necessary to provide steam to the power plant.

    The emergence of an independent Ukraine was one of the most important geopolitical results of the collapse of the former Soviet Union. It dramatically changed the geostrategic map of Europe, creating a critical strategic buffer between Russia and Europe, especially Eastern Europe. But two years after independence, Ukraine is in the midst of a severe political and economic crisis, and engaged in a series of elections that could have major and immediate consequences not only for Ukraine`s political future and security orientation, but for Western policy. Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

    As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy have covered Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry.     Energy consumption in Indonesia is growing fast in line with the development of national economy. During (1990 - 1993) the emission of CO{sub 2} gas coming from energy sector increased from 150 million tones to 200 million tones in 1993. Whereas, the total methane emission from the oil, gas and coal sub-sector reached 550 kilo tones in 1991 and increased to 670 kilo tones in 1994. This amount of CO{sub 2} and Methane from energy sector was 26% and 10 % respectively of the total emission of Indonesia. Based on the last two decades of Indonesia`s economic growth experience, as a developing country this high economic growth rate of Indonesia in the future will be kept until reaching the newly industrialized country level, which is more than 6% annually in the next decade. This high growth rate economic projection will also added the level of GHG emission in the future. As a developing country Indonesia is one of the fast growing countries. The GDP growth in the year 1995 was more than 7 percent, therefore growth rate of energy consumption in this country also rose following the economic growth.

    In the second long-term development plan, industry plays a significant role in economic growth. In Indonesia, industries grow very fast; such fast growth can adversely effect the environment. Exploitation of assets can mean depletion of natural resources and energy, which, if incorrectly managed, can endanger human life and the environment. The inefficient use of natural resources will accelerate their exhaustion and generate pollution, resulting in environmental damage and threats to economic development and human well being. In recent years, changes in the approach used to control pollution have been necessary because of the increasing seriousness of the problems. Initial environmental management strategies were based on a carrying capacity approach; the natural assimilative capacity accommodated the pollution load that was applied. The environmental management strategies adopted later included technologies applied to the end of the discharge point (so-called {open_quotes}end-of-pipe{close_quotes} treatments). Until now, environmental management strategies focused on end-of-pipe approaches that control pollutants after they are generated. These approaches concentrate on waste treatment and disposal to control pollution and environmental degradation. However, as industry develops, waste volumes continue to increase, thereby creating further environmental problems. In addition, the wastes produced tend to have more complex characteristics and are potentially more difficult to treat for a reasonable cost. There are often technical and financial obstacles to regulatory compliance if waste treatment is relied on as the only means of achieving environmental objectives. Consequently, the reactive end-of-pipe treatment approach has been changed to a proactive cleaner production approach. This approach is based on the concept of sustainable development and is designed to prevent pollution as well as to protect natural resources and the quality of the environment.

  2. Europe's last chance to restructure

    Looking back over the year, there has been remarkably little sign of restructuring in the chemical industry in view of the current financial crisis in most companies. But the apparent paralysis in terms of plant closures or ownership changes may be disguising much behind-the-scenes activity. But the pain threshold of companies is proving surprisingly high. Looking at ethylene plants, Shell's Peter Kwant notes that almost half the steam crackers operating in Europe are 20 years old or more. They amount to one-third of capacity, or twice current underutilization. No steps have been taken to close any unit. Meanwhile, five producers collectively will have introduced 2 million m.t./year of extra ethylene capacity between 1991 and 1994. One factor hampering closure is that 40% of ethylene capacity in Europe is at isolated sites not connected to either the Benelux/Germany ARG pipeline or a local network such as those in the UK or France. BP Chemicals chief Bryan Sanderson raised that point at a recent Wertheim Schroder/Chemical Week/Chem Systems conference in New York, arguing that steep price falls occur in times of demand slump because of the inelastic supply curve for monster chemical plants. The industry could manage cycles better, he suggests, if rather than closing its incremental capacity, small, flexible plants were available to open and close as demand warrants, thus flattening the supply curve. In addition, following the US example - where 90% of ethylene capacity is connected to pipeline system should be available in Europe, giving companies greater flexibility to take plants on- and offline. The latter solution, of course, would not work for Europe's 18 loss-making polyethylene (PE) producers, and here straight closures or merging of businesses are the only solution.

  3. Challenge for Mesozoic hydrocarbon exploration in the Eastern Indonesia

    The eastern part of Indonesia covers approximately 3 million square kilometers, 35 percent being landmass and 65 percent covered by ocean. Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision. Recent discoveries through Mesozoic section in Eastern Indonesia are: Roabiba-1 (1990) in Bintuni Basin-Irian Jaya (Kambelangan Formation); Loku- 1 (1990) in North Sula region (Pre-Tertiary sediments); Oseil-1 (1993/94) in Bula-Seram Basin (Jurassic Manusela Formation); Elang-1 (1 994); Kakaktua-1 (1994) and Laminaria-1 in North Bonaparte Basin (Upper Jurassic Sands).

    The eastern part of Indonesia covers approximately 3 million square kilometers, 35 percent being landmass and 65 percent covered by ocean. Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision. Recent discoveries through Mesozoic section in Eastern Indonesia are: Roabiba-1 (1990) in Bintuni Basin-Irian Jaya (Kambelangan Formation); Loku- 1 (1990) in North Sula region (Pre-Tertiary sediments); Oseil-1 (1993/94) in Bula-Seram Basin (Jurassic Manusela Formation); Elang-1 (1 994); Kakaktua-1 (1994) and Laminaria-1 in North Bonaparte Basin (Upper Jurassic Sands).

    Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    During the last few years we have witnessed in Europe the development of a new generation of wind turbines ranging from 1000-1500 kW size. They are presently being tested and they are scheduled to reach the market in late 1996 early 1997. The European Commission has played a key role by funding the research leading to the development of these turbines. The most visible initiative at present is the WEGA program - the development, together with Europe`s leading wind industry players of a new generation of turbines in the MW range.     This paper presents, from a financing aspect the broad issues involved in a plan to provide solar home systems (SHS) to provide rural electrification in several areas of rural Indonesia. The paper discusses the approaches being used to provide funding, develop awareness of the technology, and assure the success of the project. The plan involves the use of grant money to help with some of the initial costs of such systems, and thereby to encourage local financing on a terms rather than cash basis. There are needs for market development, and development of a business structure in the country to support this type of technology. Provided this plan can succeed, it may serve as a model for further efforts.

    Preliminary deformation model for the Indonesia’s National Seismic Hazard (NSH) map is constructed as the block rotation and strain accumulation function at the elastic half-space. Deformation due to rigid body motion is estimated by rotating six tectonic blocks in Indonesia. The interseismic deformation due to subduction is estimated by assuming coupling on subduction interface while deformation at active fault is calculated by assuming each of the fault‘s segment slips beneath a locking depth or in combination with creeping in a shallower part. This research shows that rigid body motion dominates the deformation pattern with magnitude more than 15 mm/year, except in the narrow area near subduction zones and active faults where significant deformation reach to 25 mm/year.

    The Arun field was discovered by Mobil Oil Indonesia Inc. in late 1971 in its Bee block in the Aceh province on the north coast of Sumatra, Indonesia. Mobil's operations in this area are conducted under the terms of a production sharing agreement with Pertamina, the Indonesian state-owned oil and gas enterprise. The scope of operations covered by this paper is from production of gas and raw condensate in the field through stabilization and export of condensate and purification, liquefaction, and export of gas at the LNG plant at Blang Lancang, near Lho Seumawe (Sumatra) Indonesia. Mobil Oil Indonesia, Inc. is the field operator and P.T. Arun NGL Company operates the pipelines and LNG plant facilities. All the facilities which will be described are owned by Pertamina; P.T. Arun is owned by Pertamina, Mobil Oil Indonesia, and Japan Indonesia LNG company (JILCO). JILCO represents the five (5) original Japanese LNG purchasers. Brief descriptions are included of the geology, reservoir geometry, well producing characteristics, field producing and cycling facilities, and the treating, liquefaction and export facilities.

    Three AMIP-type 10 year simulations have been performed with climate versions of the AR-PEGE-IFS model in order to simulate the European climate. The first one uses the standard T42 truncation. The second one uses a high resolution T106 truncation. The horizontal resolution of the third one varies between about T200 over Europe and T21 over the southern Pacific. The winter time general circulation improves in the Atlantic sector as the resolution increases. This is true for the time-mean pattern and for the transient and low-frequency variability. In summer time and in the southern hemisphere, the 3 versions of the model produce reasonable climatologies. When restricted to the European continent, the model verification against the observed climatology shows a reduction of the biases in temperature and, to a lesser extent, in precipitation with the increase in resolution. The use of a variable resolution GCM is a valid alternative to model nesting. The model is too warm in winter and too cold in summer, too wet in northern Europe and too dry in southern Europe. 33 refs., 16 figs., 6 tabs.

In each country, there is a substantial need for new generating capacity, and each is exploring the idea of having nuclear energy supply a meaningful portion of this new capacity. Of the four countries, only Pakistan is currently a nuclear operator, and one vintage CANDU plant in operation and the Chashma unit under construction. Thailand and Indonesia have ambitious plans to have 12 reactors in service by the year 2015.

    Under Europe`s recent Directive on competition in electricity, Member States retain immense autonomy to set the competitive agenda within their borders. The result may well be a distinctly skewed - and far from open - trade in electricity, and little opportunity for even large customers to make a meaningful choice of suppliers. The final adoption last year by The European Council - effectively the legislative body of the European Community - of a regulatory measure requiring gradual liberalization of Europe`s electricity market is an event of more symbolic than real significance. During the seven years it has taken to negotiate and compromise upon a suitable legal framework for electricity market liberalization, the European market itself has moved on. Effective implementation of the newly adopted framework rules is unlikely to be a real catalyst for change in its own right, although it could still be an important force in shaping the direction of liberalization programs already underway at the national level. This article will examine the state of electricity market liberalization in what is now known as the European Union - the loose quasi-federal structure which subsists between the 15 Member States of the European Community (EC). It will focus in part upon the provisions of the new EC Directive on the creation of a single market for electricity, and in part upon the complex changes which are gradually transforming the European electricity market.

    The Workshop brought together experts from APEC economies to discuss important issues related to coal development, trade and consumption in the APEC region, with a focus on Indonesia. Papers ranged from broad regional coal-related issues to specific policy and contract terms. The host, Indonesia, was selected as the focus of the workshop because it: (a) has APEC`s fastest growing electricity sector, (b) is in the process of switching from oil based electricity generation to coal and natural gas-based generation, (c) is among the fastest growing coal exporters in APEC, and (d) has a contract system for coal development that has been widely accepted by foreign investors. In addition, Indonesia is in the process of revising its coal policies, and might benefit from the timely discussions in this workshop. The papers presented in the workshop spanned the coal chain from coal resources and reserves, conversion technologies, economics and markets, legal and policy issues, to community and cultural concerns. Participants represented government, industry and academic interests, and provided perspectives of coal and technology suppliers, consumers, energy policy makers and legal experts.

    With the rise in liquid level technology in Europe comes new standards for boiler operation. SMART technology for level probes and auxiliary equipment, means many European countries allow a boiler to operate completely unmanned (without operators) for up to 72 hours at a time. It is not just a level control system, but a total boiler control scheme. This incorporates level control, continuous TDS monitoring with blowdown, automatic timed bottom blowdown, feed water control, contamination detection systems for monitoring of incoming feed water, monitoring of exhaust stack temperatures, over pressure alarms and timed automatic blowdown of level pots. One of the main reasons for the development of the SMART equipment and the new boiler codes was to increase reliability of boiler operation. Surveys in Germany and England showed that almost 90 percent of boiler failures was due to operator error, this has almost been eliminated through the use of new equipment based on the new codes.

    The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

    Based on the continuity of foldbelts and the positions of intermountain continental nuclei and transcontinental megashears, a close Pangea fit is proposed for the central and north Atlantic borderlands. The Variscan arch segment missing between Brittany and Galicia in the Gulf of Gascony (Biscaye) can tentatively be identified with the Flemish Cap block off Newfoundland. At the same time the northwest African-Gondwana border (central Morocco) was located some 800 km farther to the west-northwest, as compared to its present position in southwestern Europe (Iberia). During the opening of the central and northern segments of the Atlantic Ocean (Jurassic and Cretaceous) and during the closure of the western Mediterranean basin, i.e., the thrust of Africa toward southern Europe (Tertiary), the European continental mass underwent deformation in the transtensive and transpressive modes, which reactivated parts of its inherited structural network. The trailing south European continental margin was partially dismembered into loosely bound continental blocks, to be assembled again during the subsequent Alpine orogenic cycle. These events can be compared with processes known in the northernmost and western segments of the North American continent. Mechanisms are proposed for the formation and deformation of inter- and intraplate basins by way of moderate shifts (wrenching) and slight rotations, the direction of which changed during the Mesozoic-Tertiary according to the global stress field. The above evolution and mechanisms had multiple and decisive effects on hydrocarbon generation, habitat, and accumulation.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    The European engineers take a different approach to designing cogeneration plants. Instead of building large gas turbines or combined cycle plants whose main target is to produce electricity and then trying to utilize as much heat as possible, European engineers target the replacement of the base heat supply of certain, small scale entities. By focusing on the annual heat demand graph, the basic layout for maximum utilization is determined. If a plant can use all or a majority of the electricity, the by-product, produced in this combined process, the perfect requirements are a given. Today cogeneration is one of the prime technologies available to achieve two valuable goals: efficient usage of limited resources and air pollution reduction. In every major European country there is a non-profit organization promoting the usage of cogeneration and acting as a platform for the various interests involved. These national institutions are members of Cogen Europe, a non-profit organization based in Brussels, Belgium, whose main focus is to promote cogeneration to a multinational level.

    As the world's fourth most populous nation, Indonesia faces enormous development pressures on its limited--but plentiful--resource base. Nongovernmental organizations (NGOs) are playing an important role in protecting Indonesia's environmental bounty through a unique institutional status. Indonesia's decade-old environmental protection legislation lays out specific responsibilities for NGOs, but the government also keeps an extremely tight watch over their activities, their funding sources, and their overseas strategizing with other NGOs. They are not permitted to participate in political or commercial activities. Indonesian NGOs enjoy a unique funding relationship with the private business community wherein they may even eventually campaign against a particular donor's environmental management practices. All this occurs within the political context of highly centralized, hierarchical government control coupled with anti-North/West leanings. That NGOs have survived to the point of even having standing in court is not unique globally, but certainly noteworthy in this near-fledgling democracy. In this paper, the author recalls his experience working on environmental management issues with Indonesian government officials, power utility staff, NGOs, and private environmental practitioners, and Western environmental consultants and advocates to analyze the short history of, prospects for, and mechanisms of NGO influence over Indonesian environmental policy making and implementation.

    Wind energy resources in Indonesia provide opportunities to improve the delivery of electricity consumption for small and medium scale applications particularly for rural and remote areas and will be developed as the part of national rural electrification programs. By proper selection of design, this kind of energy source has shown to be a technically proven and affordable means of providing electricity at those areas. The promotion of WECS technology have been initiated in Indonesia by establishing some pilot projects at selected areas while in commercialization efforts, several private companies are now being involved. Dissemination of WECS technology should be based on proper selection of WECS types including economic consideration and marketing programs; for obtaining this, manufacturing of some WECS components / parts have been initiating using available materials and components; while other components that`s still not producible in Indonesia will be produced by cooperation with industry. In addition, wind resource assessments will be extended sustainably in order to identify more potential areas and locations. 7 refs., 5 figs.

    The Lengguru foldbelt, an area 300 km (180 mi) long with a maximum width of 100 km (60 mi), is near the western end of the island of New Guinea. Sedimentary rocks of the belt include Mesozoic marine sandstone and shale, Tertiary deep-water limestone, Tertiary shelf limestone, and upper Miocene to Pleistocene detritus. The slab of folded platform sedimentary rocks making up the Lengguru foldbelt was originally at the northern margin of the Australian continent and was thrust southwestward over the undeformed continental crust of the western part of New Guinea. The slab was also rotated clockwise by about 30/sup 0/ about a pivot at its northern end. During rotation, thrusting and decollement within the foldbelt caused a repetition by stacking of the stratigraphic section, and the belt was dragged along transcurrent faults to the south. This foldbelt is of interest for oil exploration because of proximity to the Salawati and Bintuni oil fields on the westernmost tip of the island.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons. This paper focuses on how CFE adapted to changes in the military-political situation in Europe which occurred after 1990 and failed to adapt to others. Suggestions are offered on how it might be changed to make it more relevant under these changed conditions.

The above information indicates that well ULB-01 will produce a mass flow at least 40 tonnes per hour, which will ensure a 3 MW (E) Ulumbu mini geothermal power plant.

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system. Technical assistance will be provided to enhance the skills ofPGN and the Ministry of Mines and Energy, and a Gas Technology Unit similar to the Institute of Gas Technology will be established at Indonesia's Research and Development Center for Oil and Gas (LEMIGAS) in Jakarta. 14 refs., 3 figs., 11 tabs.

    The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

    Central Europe has experienced environmental degradation for hundreds of years. The proximity of countries, their shared resources, and transboundary movement of environmental pollution, create the potential for regional environmental strife. The goal of this project was to identify the sources and sinks of environmental pollution in Central Europe and evaluate the possible impact of transboundary movement of pollution on the countries of Central Europe. In meeting the objectives of identifying sources of contaminants, determining transboundary movement of contaminants, and assessing socio-economic implications, large quantities of disparate data were examined. To facilitate use of the data, the authors refined mapping procedures that enable processing information from virtually any map or spreadsheet data that can be geo-referenced. Because the procedure is freed from a priori constraints of scale that confound most Geographical Information Systems, they have the capacity to generate new projections and apply sophisticated statistical analyses to the data. The analysis indicates substantial environmental problems. While transboundary pollution issues may spawn conflict among the Central European countries and their neighbors, it appears that common environmental problems facing the entire region have had the effect of bringing the countries together, even though opportunities for deteriorating relationships may still arise.

    This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

    Compared with its neighbors, Indonesia, rich in oil and natural gas resources, has been slow to develop its petrochemical industry. This is partly because of the government`s past policy of not providing financial incentives for major investments and, conforming with the trend toward free trade in Southeast Asia, not protecting new industries with tariffs. Change is under way, however. With a large population and rapid economic growth forecast, Indonesian and foreign investors realize petrochemicals constitute an opportunity too good to miss. Two new steam cracker projects have recently been announced, while numerous downstream petrochemical plants were confirmed during 1996. Meanwhile, the government has demonstrated during the past year that it is willing to intervene to support new producers with tariffs if necessary.

  5. Diesel plant retrofitting options to enhance decentralized electricity supply in Indonesia

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

    Many have come to realise that an increasing demand for and supply of energy is a necessity to support national development. Conservation efforts also contribute, by the more efficient use of energy and by avoiding its unnecessary use. However, some are of the opinion that conservation would be able to add to the supply of energy, but this viewpoint still requires further consideration. In Indonesia, the energy consumption since 1970 has been continually increasing with an average rate of 10.6%/year in support of the development in all sectors. In the case of electric energy for the whole of Indonesia, in the year 1990/1991 the installed capacity was 9275 MW in the State Electricity Company (PLN) network with an electrical consumption during that year amounting to 34.0 TWh. The increase of consumption during the last two years amounted to 17.5% and 17.9%/year. Over this period the share of supply of electricity has consistently increased. Specifically for the island of Java, which accounts for 80% of all of the Indonesian electricity consumptions, the installed capacity by PLN in the year 1990/1991 was 6363 MW (the same amount of capacity also exists outside PLN), and increased by 17%/year during it last three years. The actual and projected figures at Oven. It is worth noting that, for example, the projected installed capacity for 2003-04 is now 31.8 GW, which is far higher than the previous projection for 2010-11 of only 25.5 GW. In view of this the government has decided to conduct feasibility studies of the nuclear option, with the goal of fulfilling the deficit or gap in supply where other options are likely to reach their limitations.

Aside from project sustainable impacts, the overall enabling environment is the key feature determining performance and success of an integrated and affordable solid waste system. This paper describes a project-specific approach to assess typical success or failure factors. A questionnaire-based assessment method covers issues of: (i) social mobilisation and acceptance (social element), (ii) stakeholder, legal and institutional arrangements comprising roles, responsibilities and management functions (institutional element); (iii) financial and operational requirements, as well as cost recovery mechanisms (economic element). The Gianyar Waste Recovery Project in Bali, Indonesia was analysed using this integrated assessment method. The results clearly identified chief characteristics, key factors to consider when planning country wide replication but also major barriers and obstacles which must be overcome to ensure project sustainability. The Gianyar project consists of a composting unit processing 60 tons of municipal waste per day from 500,000 inhabitants, including manual waste segregation and subsequent composting of the biodegradable organic fraction.

    In January 1986, the Soviet Union's Mikhail Gorbachev proposed elimination of all nuclear weapons by the year 2000. In April of that year, Mr. Gorbachev proposed substantial reductions of conventional weapons in Europe, from the Atlantic Ocean to the Ural Mountains, including reductions in operational-tactical nuclear weapons. In May 1986, the North Atlantic Treaty Organization (NATO) responded with the Brussels Declaration on Conventional Arms Control,'' which indicated readiness to open East/West discussions on establishing a mandate for negotiating conventional arms control throughout Europe. The Group of 23,'' which met in Vienna beginning in February 1987, concluded the meeting in January 1989 with a mandate for the Conventional Armed Forced in Europe (CFE) negotiations. On 6 March 1989, CFE talks began, and these talks have continued through six rounds (as of April 1990). Although US President George Bush, on 30 May 1989, called for agreement within six months to a year, and the Malta meeting of December 1989 called for completion of a CFE agreement by the end of 1990, much remains to be negotiated. This report provides three types of information. First, treaty provisions brought to the table by both sides are compared. Second, on the basis of these provisions, problem areas for each of the provision elements are postulated and possible scenarios for resolving these problem areas are developed. Third, the scenarios are used as requirements for tasks assigned program elements for possible US implementation of a CFE treaty. As progress is achieved during the negotiations, this report could be updated, as necessary, in each of the areas to provide a continuing systematic basis for program implementation and technology development. 8 refs.

    Rehabilitation of degraded forest land throughimplementation of carbon sink projects can increase terrestrial carbonstock. However, carbon emissions outside the project boundary, which iscommonly referred to as leakage, may reduce or negate the sequestrationbenefits. This study assessed leakage from carbon sink projects thatcould potentially be implemented in the study area comprised of elevensub-districts in the Batanghari District, Jambi Province, Sumatra,Indonesia. The study estimates the probability of a given land use/coverbeing converted into other uses/cover, by applying a logit model. Thepredictor variables were: proximity to the center of the land use area,distance to transportation channel (road or river), area of agriculturalland, unemployment (number of job seekers), job opportunities, populationdensity and income. Leakage was estimated by analyzing with and withoutcarbon sink projects scenarios. Most of the predictors were estimated asbeing significant in their contribution to land use cover change. Theresults of the analysis show that leakage in the study area can be largeenough to more than offset the project's carbon sequestration benefitsduring the period 2002-2012. However, leakage results are very sensitiveto changes of carbon density of the land uses in the study area. Byreducing C-density of lowland and hill forest by about 10 percent for thebaseline scenario, the leakage becomes positive. Further data collectionand refinement is therefore required. Nevertheless, this study hasdemonstrated that regional analysis is a useful approach to assessleakage.

    It is already known that tomography has a great impact for analyzing and mapping unknown objects based on inversion, travel time as well as waveform inversion. Therefore, tomography has used in wide area, not only in medical but also in petroleum as well as mining. Recently, tomography method is being applied in several mining industries. A case study of tomography imaging has been carried out in DOZ ( Deep Ore Zone ) block caving mine, Tembagapura, Papua. Many researchers are undergoing to investigate the properties of DOZ cave not only outside but also inside which is unknown. Tomography takes a part for determining this objective.The sources are natural from the seismic events that caused by mining induced seismicity and rocks deformation activity, therefore it is called as passive seismic. These microseismic travel time data are processed by Simultaneous Iterative Reconstruction Technique (SIRT). The result of the inversion can be used for DOZ cave monitoring. These information must be used for identifying weak zone inside the cave. In addition, these results of tomography can be used to determine DOZ and cave information to support mine activity in PT. Freeport Indonesia.

    This paper discusses financing options available for energy (power/steam) projects in East Central Europe. It is intended to be an overview and practical guide to such options in today`s environment. A survey is made of the principal multilateral and other financial institutions providing funding and/or credit support in the region. These include the European Bank for Reconstruction and Development, the World Bank, the International Finance Corporation, the export credit agencies, and the commercial banks. Specific guarantee and other support mechanisms which some of these institutions provide are covered, including the latest developments. In addition to loan financing, potential sources of equity financing are discussed. Next, a description of the credit rating process by such institutions as Standard and Poor`s, and an example of a successful rating effort in the Czech Republic, lead into a discussion of accessing foreign and domestic bond markets to finance energy projects in the region.

    Cogeneration, the utilization of heat created while producing electricity from fossil fuels, is by no means a new technology. In 1926, 71 years ago, a brochure from MAN in Germany showed a heat recovery system for diesel engines. Despite the fact that cogeneration has existed for a long time, it took half a century and the first so called ``oil crisis'' in the 1970's for societies to become aware of limited energy resources. Environmental groups gave cogeneration an additional boost in the 1980's. Additionally, governments in the Western European Nations attracted cogeneration investors by not only providing subsidies and tax breaks but also regulating electricity prices. Although there has been much growth in the cogeneration market in the past years, the industry has still not reached its peak in Europe. A variety of studies have shown that there is still significant growth potential in the future: WWF (World Wildlife Fund) published a study in 1996 suggesting a target of 330 Twh of generation will be produced through cogeneration by the year 2005, a tripling of current generation. Due to the EU's belief that cogeneration is an optimal form of generation, it has developed a cogeneration strategy. As part of this strategy, the EC is promoting cogeneration so that it accounts for 20% of all European generation by the year 2010. These factors would give a variety of companies such as equipment suppliers, investment companies, utilities, consultants and energy brokers a wide range of opportunities in Europe. Detailed information and some hints will be given as to how to participate in this fast growing industry. Ways to overcome obstacles in those markets will be shown as well as the pros and cons of different entry strategies.

    Since 1967, at least six ash utilization symposiums have been held in the United States, with papers presented by several European authors on the utilization of coal by-products in Eastern Europe. There is currently over 80,000 megawatts of installed coal-fired capacity available in that region. Unfortunately, of the 117,778,000 tonnes of fly ash, bottom ash, and slag produced in Eastern Europe in 1989, only 13% was utilized. This paper outlines the research and levels and kinds of coal by-product utilization taking place in Eastern Europe since the late 1960s.

    This paper uses a numerical model to examine the long-run impact of a radical liberalization of the West-European natural gas markets. We study profit maximizing Cournot producers facing an ideal third party access regime for gas transport. producers sell gas weather to large users in the manufacturing industry and to gas-fired thermal power plants, or to loval distribution companies. We first examine the case where no traders exploit arbitrage possibilities and some producers have limited access to the markets. In this equilibrium net prices differ across markets. These differences disappear in the second case where traders are introduced. The third case focuses on a complete European market for natural gas in which traders exploit all arbitrage possibilities and all producers can sell gas in all markets. We also study the impact on the complete European market of changes in costs for production, transport, and distribution. Finally, welfare implications from a liberalization of the West-European natural gas markets are discussed. We argue that a radical liberalization could increase economic welfare in Western Europe by 15% to 20% in the long run. 35 refs., 9 tabs.
