Oculocutaneous albinism (OCA) is a group of autosomal recessive disorders characterized by deficient synthesis of melanin pigment. Type I (tyrosinase-deficient) OCA results from mutations of the tyrosinase gene (TYR gene) encoding tyrosinase, the enzyme that catalyzes the first two steps of melanin biosynthesis. Mutations of the TYR gene have been identified in a large number of patients, most of Caucasian ethnic origin, with various forms of type I OCA. The authors present an analysis of the TYR gene in eight Indo-Pakistani patients with type I OCA. The authors describe four novel TYR gene mutations and a fifth mutation previously observed in a Caucasian patient. 16 refs., 6 figs.

In 2012, India and Pakistan reaffirmed the Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons. Despite a history of mutual animosity and persistent conflict between the two countries, this agreement derives strength from a few successful nuclear confidence building measures that have stood the test of time. It also rests on the hope that the region would be spared a nuclear holocaust from an accidental nuclear weapon detonation that might be misconstrued as a deliberate use of a weapon by the other side. This study brings together two emerging strategic analysts from South Asia to explore measures to support the Agreement and further develop cooperation around this critical issue. This study briefly dwells upon the strategic landscape of nuclear South Asia with the respective nuclear force management structures, doctrines, and postures of India and Pakistan. It outlines the measures in place for the physical protection and safety of nuclear warheads, nuclear materials, and command and control mechanisms in the two countries, and it goes on to identify the prominent, emerging challenges posed by the introduction of new weapon technologies and modernization of the respective strategic forces. This is followed by an analysis of the agreement itself leading up to a proposed framework for cooperative measures that might enhance the spirit and implementation of the agreement.

Earth's Decelerating Tectonic Plates  

SciTech Connect (OSTI)

Space geodetic and oceanic magnetic anomaly constraints on tectonic plate motions are employed to determine a new global map of present-day rates of change of plate velocities. This map shows that Earth's largest plate, the Pacific, is presently decelerating along with several other plates in the Pacific and Indo-Atlantic hemispheres. These plate decelerations contribute to an overall, globally averaged slowdown in tectonic plate speeds. The map of plate decelerations provides new and unique constraints on the dynamics of time-dependent convection in Earth's mantle. We employ a recently developed convection model constrained by seismic, geodynamic and mineral physics data to show that time-dependent changes in mantle buoyancy forces can explain the deceleration of the major plates in the Pacific and Indo-Atlantic hemispheres.

The compound Sr{sub 2}B{sub 2}O{sub 5} has been synthesized by high temperature solution reaction. It crystallizes in the monoclinic space group P2{sub 1}/c with cell dimensions a = 7.719(4), b = 5.341(1), c = 11.873(2) {angstrom}, {beta} = 92.71(2){degree}, V = 488.9(3) {angstrom}{sup 3}, and Z = 4, D{sub calc} = 3.76 g/cm{sup 3}. The structure comprises SrO{sub 7} and SrO{sub 6} polyhedra and B{sub 2}O{sub 5} groups. The electronic structure has been calculated by the INDO/S method for this compound, and the dynamic refractive indices have been obtained in terms of INDO/SCI following combination with the sum-over-states method. The calculated energy gap is 4.26 eV between the upper valence band and lower conduction band, and the calculated average refractive index is 1.791 at a wavelength of 1.065 {micro}m. The charge transfers from O{sup 2{minus}} anion orbitals to Sr{sup 2+} cation orbitals make the significant contributions to linear polarizability in terms of analyses of atomic state density contributing to the valence and conduction bands.

Quantum-chemical investigation of the interaction of nitrogen and carbon monoxide molecules with the Lewis acid sites of aluminium oxide

Within the framework of the cluster approximation, using covalent and ionic models of Lewis acid sites of aluminumoxide, their electronic structure, as well as that of complexes of nitrogen and carbon monoxide molecules with them, was calculated. It was shown that the Lewis acid sites, representing a truncated tetrahedron, exhibit stronger electron-acceptor properties than the corresponding sites in the form of a truncated octahedron. For both molecules, the linear form of adsorption is energetically more profitable than the T-shaped form. The results obtained by the nonempirical SCF MO LCAO method in the STO-3GF basis and by semiempirical methods in CNDO/2 and INDO approximatations, are qualitatively the same.

Photophysics and photochemistry of monothioanthraquinone

The green 10-thioxo-9(10H)-anthracenone, also known as monothioanthraquinone, exhibits striking spectral differences from that of the pale yellow anthraquinone. An n ..-->.. ..pi..* transition exists at 695 nm. No fluorescence is observed, but strong phosphorescence is detected with an emission maximum around 950 nm indicating efficient S/sub 1/ ..-->.. T/sub 1/ crossing. Theoretical calculations employing INDO, CNDO, and PPP methods on the singlet- and triplet-state energy levels are in excellent agreement with the experimentally observed ones. An experimental value of approx. 700 cm/sup -1/ was obtained for the lowest singlet-lowest triplet splitting. Laser flash photolysis in benzene produced a triplet transient with the difference absorption spectrum having maxima at 440 and 600 nm. The lifetime of the triplet transient is approx. 100 ns. The triplet transient is capable of hydrogen abstraction, thus supporting the theoretical calculations which show the lowest triplet state to be of n,..pi..* nature.

Analysis of P gene mutations in patients with type II (tyrosinase-positive) oculocutaneous albinism (OCA2)

OCA2 is an autosomal recessive disorder in which the biosynthesis of melanin pigment is greatly reduced in the skin, hair, and eyes. Recently, we showed that OCA2 results from mutations of the P gene, in chromosome segment 15q11-q13. In addition to OCA2, mutations of P account for OCA associated with the Prader-Willi syndrome and some cases of {open_quotes}autosomal recessive ocular albinism{close_quotes} (AROA). We have now studied 38 unrelated patients with various forms of OCA2 or AROA from a variety of different ethnic groups. None of these patients had detectable abnormalities of the tyrosinase (TYR) gene. Among 8 African-American patients with OCA2 we observed apparent locus homogeneity. We detected abnormalities of the P gene in all 8 patients, including 12 different mutations and deletions, most of which are unique to this group and none of which is predominant. In contrast, OCA2 in other populations appears to be genetically heterogeneous. Among 21 Caucasian patients we detected abnormalities of the P gene in only 8, comprising 9 different point mutations and deletions, some of which also occurred among the African-American patients. Among 3 Middle-Eastern, 3 Indo-Pakistani, and 3 Asian patients we detected mutations of the P gene in only one from each group. In a large Indo-Pakistani kindred with OCA2 we have excluded both the TYR and P genes on the basis of genetic linkage. The prevalence of mutations of the P gene thus appears to be much higher among African-Americans with OCA2 than among patients from other ethnic groups. The incidence of OCA2 in some parts of equatorial Africa is extremely high, as frequent as 1 per 1100, and the disease has been linked to P in South African Bantu. The eventual characterization of P gene mutations in Africans will be informative with regard to the origins of P gene mutations in African-American patients.

A NEW SYNTHETIC LIBRARY OF THE NEAR-INFRARED Ca II TRIPLET INDICES. I. INDEX DEFINITION, CALIBRATION, AND RELATIONS WITH STELLAR ATMOSPHERIC PARAMETERS

Adopting the SPECTRUM package, which is a stellar spectral synthesis program, we have synthesized a comprehensive set of 2890 near-infrared (NIR) synthetic spectra with a resolution and wavelength sampling similar to the Sloan Digital Sky Survey (SDSS) and the forthcoming Large Sky Area Multi-Object Fiber Spectroscopic Telescope (LAMOST) spectra. During the synthesis, we applied the 'New grids of ATLAS9 Model Atmosphere' to develop a grid of local thermodynamic equilibrium model atmospheres for effective temperatures (T{sub eff}) ranging from 3500 to 7500 K, for surface gravities (log g) from 0.5 to 5.0 dex, for metallicities ([Fe/H]) from -4.0 to 0.5 dex, and for solar ([{alpha}/Fe] = 0.0 dex) and non-solar ([{alpha}/Fe] = +0.4 dex) abundances. This synthetic stellar library is composed of 1350 solar scaled abundance (SSA) and 1530 non-solar scaled abundance (NSSA) spectra, grounding on which we have defined a new set of NIR Ca II triplet indices and an index CaT as the sum of the three. These defined indices were automatically measured on every spectrum of the synthetic stellar library and calibrated with the indices computed on the observational spectra from the INDO-U.S. stellar library. In order to check the effect of {alpha}-element enhancement on the so-defined Ca II indices, we compared indices measured on the SSA spectra with those on the NSSA ones at the same trine of stellar parameters (T{sub eff}, log g, [Fe/H]); luckily, little influences of {alpha}-element enhancement were found. Furthermore, comparisons of our synthetic indices with the observational ones from measurements on the INDO-U.S. stellar library, the SDSS-DR7 and SDSS-DR8 spectroscopic survey are presented, respectively, for dwarfs and giants in specific. For dwarfs, our synthetic indices could well reproduce the behaviors of the observational indices versus stellar parameters, which verifies the validity of our index definitions for dwarfs. For giants, the consistency between our synthetic indices and the observational ones does not appear to be as good. However, a new synthetic library of NIR Ca II indices has been founded for deeper studies on the NIR wave band of stellar spectra, and this library is particularly appropriate for the SDSS and the forthcoming LAMOST stellar spectra. We have regressed the strength of the CaT index as a function of stellar parameters for both dwarfs and giants after a series of experimental investigations into relations of the indices with stellar parameters. For dwarfs, log g has little effect on the indices, while [Fe/H] and T{sub eff} play a role together. The leading factor is probably [Fe/H], which changes the strength of the indices by a positive trend. For giants, log g starts to influence the strength of the indices by a negative trend for the metal-poor, and even impact deeply for the metal-rich; besides, [Fe/H] and T{sub eff} still matter. In addition, we briefly discussed the major differences between our Ca II triplet indices and the CaHK doublet indices. Ultimately, a supplemental experiment was carried out to show that spectral noises do have effects on our set of NIR Ca II indices. However, the influence is not weak enough to be ignored if the signal-to-noise ratio falls below 20.

Use of ARM observations and numerical models to determine radiative and latent heating profiles of mesoscale convective systems for general circulation models

We examined cloud radar data in monsoon climates, using cloud radars at Darwin in the Australian monsoon, on a ship in the Bay of Bengal in the South Asian monsoon, and at Niamey in the West African monsoon. We followed on with a more in-depth study of the continental MCSs over West Africa. We investigated whether the West African anvil clouds connected with squall line MCSs passing over the Niamey ARM site could be simulated in a numerical model by comparing the observed anvil clouds to anvil structures generated by the Weather Research and Forecasting (WRF) mesoscale model at high resolution using six different ice-phase microphysical schemes. We carried out further simulations with a cloud-resolving model forced by sounding network budgets over the Niamey region and over the northern Australian region. We have devoted some of the effort of this project to examining how well satellite data can determine the global breadth of the anvil cloud measurements obtained at the ARM ground sites. We next considered whether satellite data could be objectively analyzed to so that their large global measurement sets can be systematically related to the ARM measurements. Further differences were detailed between the land and ocean MCS anvil clouds by examining the interior structure of the anvils with the satellite-detected the CloudSat Cloud Profiling Radar (CPR). The satellite survey of anvil clouds in the Indo-Pacific region was continued to determine the role of MCSs in producing the cloud pattern associated with the MJO.

US - India Partnership in Science and Technology, Environment and Health: Opportunities and Challenges

Today, the US – India strategic partnership is rooted in shared values and is broad in nature and scope, with our two countries working together on global and energy security, climate change and clean environment, life sciences and public health, economic prosperity and trade, and education. A key outcome of this partnership has been the signing of the historic Indo-US Civil Nuclear Deal. Science and technology (S&T) have always been important elements of this partnership, and US Secretary of State Condoleezza Rice and Indian S&T Minister Kapil Sibal signed an agreement on S&T Cooperation between the two countries in October 2005. In March 2006, recognizing the expanding role of S&T, President George Bush and Prime Minister Manmohan Singh formed a Bi-National S&T Commission and established a Joint S&T Endowment Fund focused on innovation, entrepreneurship and commercialization. In July 2009, US Secretary of State Hillary Clinton and Indian Foreign Minister Krishna signed the Endowment Agreement with a total equivalent funding of $30M (equal contribution from US and India). While these steps take our engagement to new heights, US-India collaboration in S&T is not new and has been ongoing for several decades, principally through agencies like NSF, NIH, EPA, DOE, NASA, NOAA, the PL480 US-India Fund, and the Indian Diaspora. However, acting as a damper, especially during the cold war days, this engagement has been plagued by sanctions and the resulting tensions and mistrust which continue to linger on even today. In this context, several ongoing activities in energy, space, climate change and education will be highlighted. Also, with the S&T and the Civil Nuclear Agreements and climate change as examples, the interplay of science, policy and politics will be discussed.

Leaching studies for tin recovery from waste e-scrap

Printed circuit boards (PCBs) are the most essential components of all electrical and electronic equipments, which contain noteworthy quantity of metals, some of which are toxic to life and all of which are valuable resources. Therefore, recycling of PCBs is necessary for the safe disposal/utilization of these metals. Present paper is a part of developing Indo-Korean recycling technique consists of organic swelling pre-treatment technique for the liberation of thin layer of metallic sheet and the treatment of epoxy resin to remove/recover toxic soldering material. To optimize the parameters required for recovery of tin from waste PCBs, initially the bench scale studies were carried out using fresh solder (containing 52.6% Sn and 47.3% Pb) varying the acid concentration, temperature, mixing time and pulp density. The experimental data indicate that 95.79% of tin was leached out from solder material using 5.5 M HCl at fixed pulp density 50 g/L and temperature 90 Degree-Sign C in mixing time 165 min. Kinetic studies followed the chemical reaction controlled dense constant size cylindrical particles with activation energy of 117.68 kJ/mol. However, 97.79% of tin was found to be leached out from solder materials of liberated swelled epoxy resin using 4.5 M HCl at 90 Degree-Sign C, mixing time 60 min and pulp density 50 g/L. From the leach liquor of solder materials of epoxy resin, the precipitate of sodium stannate as value added product was obtained at pH 1.9. The Pb from the leach residue was removed by using 0.1 M nitric acid at 90 Degree-Sign C in mixing time 45 min and pulp density 10 g/L. The metal free epoxy resin could be disposed-of safely/used as filling material without affecting the environment.

Ganges Valley Aerosol Experiment: Science and Operations Plan

The Ganges Valley region is one of the largest and most rapidly developing sections of the Indian subcontinent. The Ganges River, which provides the region with water needed for sustaining life, is fed primarily by snow and rainfall associated with Indian summer monsoons. Impacts of changes in precipitation patterns, temperature, and the flow of the snow-fed rivers can be immense. Recent satellite-based measurements have indicated that the upper Ganges Valley has some of the highest persistently observed aerosol optical depth values. The aerosol layer covers a vast region, extending across the Indo-Gangetic Plain to the Bay of Bengal during the winter and early spring of each year. The persistent winter fog in the region is already a cause of much concern, and several studies have been proposed to understand the economic, scientific, and societal dimensions of this problem. During the INDian Ocean EXperiment (INDOEX) field studies, aerosols from this region were shown to affect cloud formation and monsoon activity over the Indian Ocean. This is one of the few regions showing a trend toward increasing surface dimming and enhanced mid-tropospheric warming. Increasing air pollution over this region could modify the radiative balance through direct, indirect, and semi-indirect effects associated with aerosols. The consequences of aerosols and associated pollution for surface insolation over the Ganges Valley and monsoons, in particular, are not well understood. The proposed field study is designed for use of (1) the ARM Mobile Facility (AMF) to measure relevant radiative, cloud, convection, and aerosol optical characteristics over mainland India during an extended period of 9–12 months and (2) the G-1 aircraft and surface sites to measure relevant aerosol chemical, physical, and optical characteristics in the Ganges Valley during a period of 6–12 weeks. The aerosols in this region have complex sources, including burning of coal, biomass, and biofuels; automobile emissions; and dust. The extended AMF deployment will enable measurements under different regimes of the climate and aerosol abundance—in the wet monsoon period with low aerosol loading; in the dry, hot summer with aerosols dispersed throughout the atmospheric column; and in the cool, dry winter with aerosols confined mostly to the boundary later and mid-troposphere. Each regime, in addition, has its own distinct radiative and atmospheric dynamic drivers. The aircraft operational phase will assist in characterizing the aerosols at times when they have been observed to be at the highest concentrations. A number of agencies in India will collaborate with the proposed field study and provide support in terms of planning, aircraft measurements, and surface sites. The high concentration of aerosols in the upper Ganges Valley, together with hypotheses involving several possible mechanisms with direct impacts on the hydrologic cycle of the region, gives us a unique opportunity to generate data sets that will be useful both in understanding the processes at work and in providing answers regarding the effects of aerosols on climate in a region where the perturbation is the highest.
