    The authority to regulate public utilities is vested generally in the Public Service Commission of Indiana. The Commission is comprised of three members appointed by the governor. Commissioners are appointed for four-year terms. They must be free from any employment or pecuniary interest in any public utility. Indiana courts have stated that the Commission was created and vested with regulatory authority over public utilities in order to relieve these utilities from local regulation. Local governments do, however, have specific statutory authority to determine, by contract or ordinance, the quality and character of service to be provided by public utilities within the municipality. Local governments may also regulate the use of streets and other public property by public utilities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The term Trenton limestone is the stratigraphic designation for a unit in northern Indiana composed of both limestone and dolomite. The Trenton is Middle Ordovician (Champlainian) in age and related clearly to the position of the Cincinnati arch. The limestone is thickest in northern Indiana and thins toward the southeast. Isopach maps of the Trenton limestone and the Maquoketa group above it indicate that the Cincinnati arch did not exist as a positive structural influence to sedimentation until after Ordovician time. Preliminary results of an ongoing study of the Trenton reservoir suggest that second and tertiary recovery there will be limited. Because of the low density of drilling on the Trenton's north flank, however, large areas remain virtually untested; more structural or stratigraphic traps similar to those of the Urbana field could exist. A better definition of the distribution of the dolomite facies will lead to a more accurate assessment of the Trenton's potential.

    Prepared at the request of US Senator Birch Bayh, Chairman of the National Alcohol Fuels Commission, this study may be best utilized as a guidebook and resource manual to foster the development of a statewide fuel alcohol plan. It examines sectors in Indiana which will impact or be impacted upon by the fuel alcohol industry. The study describes fuel alcohol technologies that could be pertinent to Indiana and also looks closely at how such a fuel alcohol industry may affect the economic and policy development of the State. Finally, the study presents options for Indiana, taking into account the national context of the developing fuel alcohol industry which, unlike many others, will be highly decentralized and more under the control of the lifeblood of our society - the agricultural community.

    The PINTEX group studied proton-proton and proton-deuteron scattering and reactions between 100 and 500 MeV at the Indiana University Cyclotron Facility (IUCF). More than a dozen experiments made use of electron-cooled polarized proton or deuteron beams, orbiting in the 'Indiana Cooler' storage ring, and of a polarized atomic-beam target of hydrogen or deuterium in the path of the stored beam. The collaboration involved researchers from several midwestern universities, as well as a number of European institutions. The PINTEX program ended when the Indiana Cooler was shut down in August 2002. The website contains links to some of the numerical results, descriptions of experiments, and a complete list of publications resulting from PINTEX.

    Three conventional cores of the entire Trenton section were examined in detail by in-depth visual description, analysis of more than 250 thin sections, scanning electron microscopy, and x-ray diffraction. The cores are located in the northern half of Indiana where they span the major dolostone pinch-out that is the trap for the prolific Trenton oil and gas field. The Trenton Limestone is completely dolomitized in northern Indiana. Dolostone abundance decreases to the south where the dolostone is restricted to the upper few feet of the formation. Two major types of dolostone are recognized. The top 5-20 ft of the Trenton cores consists of medium crystalline nonporous xenotopic ferroan dolostone. Mesogenetic dewatering of the overlying Maquoketa shale is the proposed dolomitizing mechanisms for this ferroan dolostone cap. Below the ferroan dolostone cap in northern Indiana is coarsely crystalline dolostone, which consists of thin intercalated subfacies of porous idiotopic and nonporous xenotopic dolostone. This is the dominant dolostone type and is the reservoir in the Trenton field. The coarsely crystalline dolostone postdates the ferroan dolostone cap, chert nodule formation, and initial pressure solution. Therefore, this dolostone is considered to have formed relatively late in the diagenetic history of the Trenton under mesogenetic conditions.     The Department of Energy (DOE) proposes to authorize the Indiana School of Medicine to proceed with the detailed design, construction and equipping of the proposed Cancer Research Center (CRC). A grant was executed with the University on April 21, 1992. A four-story building with basement would be constructed on the proposed site over a 24-month period. The proposed project would bring together, in one building, three existing hematology/oncology basic research programs, with improved cost-effectiveness through the sharing of common resources. The proposed site is currently covered with asphaltic pavement and is used as a campus parking lot. The surrounding area is developed campus, characterized by buildings, walkways, with minimal lawns and plantings. The proposed site has no history of prior structures and no evidence of potential sources of prior contamination of the soil. Environmental impacts of construction would be limited to minor increases in traffic, and the typical noises associated with standard building construction. The proposed CRC project operation would involve the use radionuclides and various hazardous materials in conducting clinical studies. Storage, removal and disposal of hazardous wastes would be managed under existing University programs that comply with federal and state requirements. Radiological safety programs would be governed by Nuclear Regulatory Commission (NRC) license and applicable Environmental Protection Agency (EPA) regulations. There are no other NEPA reviews currently active which are in relationship to this proposed site. The proposed project is part of a Medical Campus master plan and is consistent with applicable local zoning and land use requirements.

    The Indiana Advanced Electric Vehicle Training and Education Consortium (I-AEVtec) is an educational partnership between six universities and colleges in Indiana focused on developing the education materials needed to support electric vehicle technology. The I-AEVtec has developed and delivered a number of degree and certificate programs that address various aspects of electric vehicle technology, including over 30 new or significantly modified courses to support these programs. These courses were shared on the SmartEnergyHub. The I-AEVtec program also had a significant outreach to the community with particular focus on K12 students. Finally, the evGrandPrix was established which is a university/college student electric go-kart race, where the students get hands-on experience in designing, building and racing electric vehicles. The evGrandPrix now includes student teams from across the US as well as from Europe and it is currently being held on Opening Day weekend for the Indy500 at the Indianapolis Motor Speedway.

    Visible symptoms of ozone injury were observed on 100% of the Eastern white pine trees (Pinus strobus) sampled in 1985 from permanent pine plots at Indiana Dunes National Lakeshore. Average injury was low and affected about 5% of the needle surface. Only 6% of the trees sampled had more than 10% injury. Fleck injury was the most common ozone symptom encountered, followed by tipburn and chlorotic mottle. Significant variation among plots existed in total ozone injury, chlorotic mottle, tipburn, and needle length. Symptoms of other injury types were observed on 9% of the needle surfaces of sampled trees.

    The magnitude of Indiana's available wind resource indicates that the development of wind power infrastructure has the potential to support millions of dollars of economic activity in the state. The Jobs and Economic Development Impact (JEDI) models, developed by the National Renewable Energy Laboratory, are tools used to estimate some of the economic impacts of energy projects at the state level. JEDI calculates results in the form of jobs, earnings, and economic output in three categories: project development and onsite labor, local revenue and supply chain, and induced impacts. According to this analysis, the first 1,000 MW of wind power development in Indiana (projects built between 2008 and 2011): supported employment totaling more than 4,400 full-time-equivalent jobs in Indiana during the construction periods; supports approximately 260 ongoing Indiana jobs; supported nearly $570 million in economic activity for Indiana during the construction periods; supported and continues to support nearly $40 million in annual Indiana economic activity during the operating periods; generates more than $8 million in annual property taxes; generates nearly $4 million annually in income for Indiana landowners who lease their land for wind energy projects.

    Long Lake, located between Lake Michigan and the Dune-complexes of Indiana Dunes, was formed during Pleistocene and Holocene epochs. The lake is currently being studied to understand the detailed hydrology. One of the objective of the study is to understand the hydrologic relationship between the lake and a water treatment holding pond to the northeast. Understanding the water movement between the two bodies of water, if any, would be very important in the management and protection of nature preserves in the area. Seepage measurement and minipiezometric tests indicate groundwater recharge from Long Lake. The groundwater recharge rate is approximately 1.40 to 22.28 x 10[sup [minus]4] m/day. An estimate of the amount of recharge of 7.0 x 10[sup 6] m[sup 3]/y may be significant in terms of groundwater recharge of the upper aquifer system of the Dunes area. The water chemistry of the two bodies of water appears to be similar, however, the pH of the holding pond is slightly alkaline (8.5) while that of Long Lake is less alkaline (7.7). There appears to be no direct contact between the two bodies of water (separated by approximately six meters of clay rich sediment). The geology of the area indicates a surficial aquifer underlying Long Lake. The lake should be regarded as a recharge area and should be protected from pollutants as the degradation of the lake would contaminate the underlying aquifer.

    CONC/11 is a computer program designed for calculating the performance of dish-type solar thermal collectors and power systems. It is intended to aid the system or collector designer in evaluating the performance to be expected with possible design alternatives. From design or test data on the characteristics of the various subsystems, CONC/11 calculates the efficiencies of the collector and the overall power system as functions of the receiver temperature for a specified insolation. If desired, CONC/11 will also determine the receiver aperture and the receiver temperature that will provide the highest efficiencies at a given insolation. The program handles both simple and compound concentrators. CONC/11 is written in Athena Extended Fortran (similar to Fortran 77) to operate primarily in an interactive mode on a Sperry 1100/81 computer. It could also be used on many small computers.

    Twenty-three oils produced from reservoirs within the Ordovician Galena Group (Trenton equivalent) and one oil from the Mississippian Ste. Genevieve Limestone in the Illinois and Indiana portions of the Illinois basin are characterized. Two end-member oil groups (1) and (2) and one intermediate group (1A) are identified using conventional carbon isotopic analysis of whole and fractionated oils, gas chromatography (GC) of saturated hydrocarbon fractions, isotope-ratio-monitoring gas chromatography/mass spectrometry (irm-GC/MS) of n-alkanes ranging from C{sub 15} to C{sub 25}, and gas chromatography/mass spectrometry (GC/MS) of the aromatic hydrocarbon fractions. Group 1 is characterized by high odd-carbon predominance in mid-chain n-alkanes (C{sub 15}-C{sub 19}), low abundance Of C{sub 20+}, n-alkanes, and an absence of pristane and phytane. Group IA is characterized by slightly lower odd-carbon predominance of mid-chain n-alkanes, greater abundance of C{sub 20+} n-alkanes compared to group 1, and no pristane and phytane. Conventional correlations of oil to source rock based on carbon isotopic-type curves and hopane (m/z 191) and sterane (m/z 217) distributions are of limited use in distinguishing Ordovician-reservoired oil groups and determining their origin. Oil to source rock correlations using the distribution and carbon isotopic composition of n-alkanes and the m/z 133 chromatograms of n-alkylarenes show that groups 1 and 1A originated from strata of the Upper Ordovician Galena Group. Group 2 either originated solely from the Upper Ordovician Maquoketa Group or from a mixture of oils generated from the Maquoketa Group and the Galena Group. The Mississippian-reservoired oil most likely originated from the Devonian New Albany Group.     An evaluation was made of potential asbestos exposure in the Federal Office Building located in Evansville, Indiana. Several surface samples revealed chrysotile and amosite fibers which indicated a history of past airborne asbestos at the site. The author concluded that a potential health hazard exists. It is recommended that the material be safely removed by a reliable contractor skilled in asbestos abatement. Interim precautionary measures are suggested to allow for building use until the asbestos is completely removed.

    Dissolved constituents in seepage from fly-ash settling ponds bordering part of the Indiana Dunes National Lakeshore (the Lakeshore) have increased trace elements, and gross alpha and gross beta radioactivity in ground water and surface water downgradient from the settling ponds. Data suggest that concentrations of some dissolved trace elements may be greater beneath interdunal pond 2 than in the pond. The soil system downgradient from the settling ponds seems to have affected the concentrations of dissolved ions in the settling-pond seepage. Calcium concentrations were greater in ground water downgradient from the settling ponds than in the ponds. Where organic material was present downgradient from the settling ponds, concentrations of arsenic, fluoride, molybdenum, potassium, sulfate, and strontium were greater in the ground water than in the ponds. In contrast, the concentrations of cadmium, copper, nickel, aluminum, cobalt, lead, and zinc were less.

    One important environmental issue facing Northwest Indiana and park management at Indiana Dunes National Lakeshore (INOU) is the contamination of water, sediment and biota by persistent toxic substances. Aquatic plant communities were used to evaluate the water/organismal quality of the Grand Calumet Lagoons and two dunal ponds (pannes) at Gary, Indiana, which are partially located in the Miller Woods Unit of INDU. The lagoon is divided into several areas, the USX Lagoon is located between sections of a large industrial landfill (steel slag and other material). The Marquette Lagoon is located further away from the landfill and tends to be upgradient from the landfill. The West Panne (WP) is located next to the landfill, while the East Panne (EP) is separated from the landfill and the WP by a high dune ridge. Plant populations shift toward fewer submergent aquatics, with a higher abundance of tolerant taxa in the western section of the USX Lagoon. These differences are supported by cluster analysis. Heavy metals in root tissue of Scirpus americanus and other plant species from the pannes were significantly higher than those found in shoots. Shoot tissue metal levels in plants collected from the lagoons were higher than root tissue metal levels. The WP site has the most elevated tissue metal levels for most metals assayed, while the EP site shows similar contaminant levels. The plant distributions observed and tissue metal concentrations measured suggest that INDU`s aquatic plant community has been affected by the industrial landfill and that there exists a hydrological connection between the ponds.

    Leaking barrels of chemicals reacted and erupted into spontaneous fires and explosions at the Seymour Recycling Corporation in the 1970s. The poorly managed and overburdened hazardous waste storage and incineration facility polluted soil and ground water with solvents, acids, and heavy metals. With help from the Indiana Department of Environmental Management (IDEM) and the City of Seymour, cooperative efforts lead to an effective remediation of the site including: an immediate removal of drums, tanks and soil; a comprehensive ground water treatment system and extension of the municipal water supply to affected residents; and use of two innovative technologies, bioremediation and soil vapor extraction.

    The Grand Calumet Lagoons make up the eastern section of the Grand Calumet River (GCR), Indiana Harbor and Ship Canal and nearshore Lake Michigan Area of Concern (AOC). The GCR AOC is the only one of the 42 Great Lakes Areas of Concern identified by the International Joint Commission with all 14 designated uses classified as impaired. Included within the boundaries of the Indiana Dunes National Lakeshore (INDU), is the central section of the Grand Calumet Lagoons. A number of biotic and abiotic factors were tested to determine the effects of an industrial landfill that borders the lagoons to assess the potential impact on park resources. Analysis included water quality testing, assessments of macroinvertebrate, fish, algae and aquatic plant communities and contaminant concentrations in water, sediment and plant and fish tissue. Surface water testing found very few contaminants, but significantly higher nutrient levels were found in the water column closest to the landfill. Macroinvertebrate, aquatic plant and fish communities all showed significant impairment in relationship to their proximity to the landfill. Aquatic plant growth habit became limited next to the landfill with certain growth habits disappearing entirely. Aquatic plants collected close to the landfill had high concentrations of several heavy metals in their stems and shoots. Using the index of biotic integrity (IBI), fish community assessment indicated impairment in the areas adjacent to the landfill. Sediments tested at one site had over 12% polycyclic aromatic hydrocarbons (PAH) and carp (Cyprinus carpio) collected from this site had whole fish tissue concentrations over 1 mg/kg PAH.

    Earthquake activity in the Western Ohio-Indiana region has been monitored with a seismograph network consisting of nine stations located in west-central Ohio and four stations located in Indiana. Six local and regional earthquakes have been recorded from October 1990 to September 1992 with magnitudes ranging from 0.6 to 5.0. A total of 36 local and regional earthquakes have been recorded in the past 6-year period (October 1986 to September 1992). Overall a total of 78 local and regional earthquakes have been recorded since the network went into operation in 1977. There was a peak in seismicity in 1986, including the July 12, 1986 St. Marys` event (mb=4.5), followed by an anomalously low level of seismicity for about 2 years. The most unusual feature of the seismicity in the past.year is the occurrence of three earthquakes in Indiana. The locations of the felt earthquakes are scattered across central Indiana; an area that had been aseismic. Analysis of arrival time data accumulated over the past 14 years shows that the Anna region crustal structure is ``slower`` than the average mid-continent crustal structure. This implies that the proposed Keewenawan rift in the Anna region has a different structure than that of other Keewenawan rifts in the mid-continent.

    The risk to human health from fragments of depleted uranium (DU) at Jefferson Proving Ground (JPG) was estimated using two types of ecosystem pathway models. A steady-state, model of the JPG area was developed to examine the effects of DU in soils, water, and vegetation on deer that were hunted and consumed by humans. The RESRAD code was also used to estimate the effects of farming the impact area and consuming the products derived from the farm. The steady-state model showed that minimal doses to humans are expected from consumption of deer that inhabit the impact area. Median values for doses to humans range from about 1 mrem ({plus_minus}2.4) to 0.04 mrem ({plus_minus}0.13) and translate to less than 1 {times} 10{sup {minus}6} detriments (excess cancers) in the population. Monte Carlo simulation of the steady-state model was used to derive the probability distributions from which the median values were drawn. Sensitivity analyses of the steady-state model showed that the amount of DU in airborne dust and, therefore, the amount of DU on the vegetation surface, controlled the amount of DU ingested by deer and by humans. Human doses from the RESRAD estimates ranged from less than 1 mrem/y to about 6.5 mrem/y in a hunting scenario and subsistence fanning scenario, respectively. The human doses exceeded the 100 mrem/y dose limit when drinking water for the farming scenario was obtained from the on-site aquifer that was presumably contaminated with DU. The two farming scenarios were unrealistic land uses because the additional risk to humans due to unexploded ordnance in the impact area was not figured into the risk estimate. The doses estimated with RESRAD translated to less than 1 {times} 10{sup {minus}6} detriments to about 1 {times} 10{sup {minus}3} detriments. The higher risks were associated only with the farming scenario in which drinking water was obtained on-site.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    Shale samples from four cores of the New Albany and Antrim Shales (Devonian) and from six cores of the Maquoketa Group (Ordovician), representing a broad geographic area of Indiana, have been analyzed for total organic carbon, total sulfur, pyrolysis yield (Rock-Eval), bitumen content, and illite crystallinity data. These data indicate that the New Albany, Antrim, and Maquoketa shales contain a sufficient quantity and quality of organic matter to be good petroleum source rocks. Bitumen ratios, Rock-Eval yields, gas chromatography of saturated hydrocarbons, and illite crystallinity data show that the Maquoketa shales have reached a higher level of thermal maturity than the New Albany and Antrim shales. The level of thermal maturity of the Maquoketa shales suggested a maximum burial depth considerably greater than the present depth.

EERU is engaged in the shakedown and field demonstration of protypical equipment and techniques developed under the direction and sponsorship of EPA's Hazardous Waste Engineering Research Laboratory (HWERL). In March 1983, EERU was requested by the EPA Region V On-Scene-Coordinator to provide an on-site water-treatment system at the Seymour Recycling Site, Seymour, Indiana, the largest uncontrolled waste site in the state. The system was to be on-site and operational by April 1983. A few of the limiting factors in choosing a system were speed of mobilization, plus short-term and intermittent use.

    The Seymour Recycling Corporation site (number 57 on the National Priorities List) is located approximately two miles southwest of Seymour, Indiana. From the very early 1970s to 1980, the site was operated as a processing center for waste chemicals. Distillation was the major method of product reclamation with as many as 11 columns operating simultaneously. Overall environmental monitoring has identified more than 70 contaminants on-site within soil and aquifer samples. The shallow and deep aquifers exhibit both on-site and off-site contamination. The existence of the surface clay cap and fencing to restrict access has removed direct contact as an exposure route for remaining on-site contaminants. The existence of the surface cap should also be preventing contaminant-laden dust from moving off-site.

    The smartDESKTOP Initiative at the Indiana Humanities Council received critical support in building and delivering a digital desktop for Indiana educators through the Department of Energy Grant DE-FG02-06ER64282. During the project period September 2006 through October of 2007, the number of Indiana educators with accounts on the smartDESKTOP more than tripled from under 2,000 to more than 7,000 accounts. An external review of the project conducted for the purposes of understanding the impact of the service in Indiana schools revealed that the majority of respondents felt that using the smartDESKTOP did reduce the time they spent managing paper. The same study revealed the challenges of implementing a digital desktop meant to help teachers leverage technology to improve their teaching and ultimately student learning. The most significant outcome of this project is that the Indiana Department of Education expressed interest in assuming responsibility for sustaining this project. The transition of the smartDESKTOP to the Indiana Department of Education was effective on November 1, 2007.

    Research documented in this report includes (1) refinement and standardization of regional stratigraphy across the 3-state study area in Illinois, Indiana, and Kentucky, (2) detailed core description and sedimentological interpretion of Knox cores from five wells in western Kentucky, and (3) a detailed calculation of carbon storage volumetrics for the Knox using three different methodologies. Seven regional cross sections document Knox formation distribution and thickness. Uniform stratigraphic nomenclature for all three states helps to resolve state-to-state differences that previously made it difficult to evaluate the Knox on a basin-wide scale. Correlations have also refined the interpretation of an important sandstone reservoir interval in southern Indiana and western Kentucky. This sandstone, a CO2 injection zone in the KGS 1 Blan well, is correlated with the New Richmond Sandstone of Illinois. This sandstone is over 350 ft (107 m) thick in parts of southern Indiana. It has excellent porosity and permeability at sufficient depths, and provides an additional sequestration target in the Knox. The New Richmond sandstone interval has higher predictability than vuggy and fractured carbonates, and will be easier to model and monitor CO2 movement after injection.

    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

  9. Preliminary survey report: control technology for formaldehyde emissions at Hoosier Panel, New Albany, Indiana

    An onsite visit was made to the Hoosier Panel Company, New Albany, Indiana to observe processes and controls in the veneering of wood panels. Most of the bonding of the veneer to the core was accomplished through use of a urea/formaldehyde resin and a hot press method. Some work was done using a cold-press process in which the glue was heated with radio-frequency radiation. Banding of the core with solid-wood edges prior to veneering also used an adhesive that may contain formaldehyde. At least five different recipes were used for panel glue, all of which involve the Perkins L-100 urea/formaldehyde resin. A canopy hood was installed over each press. There were six wall fans in the plate cooling rooms. Airflow across the glue room was also aided by auxiliary fans. Routine air sampling was not performed. A safety committee inspected the site monthly. The local exhaust ventilation hoods had an insufficient flow rate to capture vapors beyond the boundary of the canopy openings. The facility offered a unique approach to caul plate cooling which also provided a large quantity of the general ventilation airflow. The author recommends that the auxiliary fans might be better positioned to contribute more effectively to controlling exposures.

    In response to a request from the Corporate Medical Consultant to Thomson Consumer Electronics (SIC-3673), Marion, Indiana, a study was undertaken of an illness outbreak in workers at the facility. There were about 1900 workers at the facility, which produced television picture tubes. Production occurred over three shifts, 6 days a week. Charcoal tube sampling indicated the presence of acetone (67641) n-amyl-acetate (628637), n-butyl-acetate (123864), isoamyl-acetate (123922), toluene (108883), 1,1,1-trichloroethane (71556), and trichloroethylene (79016). No contaminants were detected in the bag samples of air collected from the in/house compressed air system. One or more symptoms were reported by 593 (82%) of the workers. Those most commonly reported included headache (68%), sore throat (53%), fatigue (51%), eye irritation (50%), itchy skin (47%), irritated nose (45%), dizziness (45%), unusual taste in mouth (45%), unusual smell (41%) and cough. The authors conclude that symptoms were consistent with stress related health complaints in occupational settings. Concentrations of chemicals measured in the facility would not be expected to produce the effects seen in the outbreak. The authors recommend that trichloroethylene degreasing units be replaced with equipment which uses a less toxic degreasing agent. The facility should hire a full time industrial hygienist.

  13. Stand characteristics and productivity potential of Indiana surface mines reclaimed under SMCRA

    The Surface Mining Control and Reclamation Act of 1977 (SMCRA) addresses a wide range of environmental concerns. However, its impacts on forest stand development and productive potential have only recently been investigated. We surveyed the vegetation and forest productivity on 22 surface mine sites throughout the coal-bearing region of Indiana that were reclaimed to forest cover under the provisions of SMCRA 7-14 years prior to sampling. Black locust (Robinia pseudoacacia) and green ash (Fraxinus pennsylvanica) were the most widely occurring tree species. Tall fescue and goldenrod were the most widely occurring nonarborescent species. Median site index (base age 50 for black oak) was 30 ft. Although satisfying forest cover stocking requirements for bond release, these reclaimed surface mines almost always displayed a level of productivity far below those of native forests typical of this region. Reclamation techniques differing from those used on these study sites are needed to restore forest productivity to surface-mined lands while still complying with SMCRA.

  16. Instrumentation and Beam Dynamics Study of Advanced Electron-Photon Facility in Indiana University

    The Advanced eLectron-PHoton fAcility (ALPHA) is a compact electron accelerator under construction and being commissioned at the Indiana University Center for Exploration of Energy and Matter (CEEM). In this thesis, we have studied the refurbished Cooler Injector Synchrotron (CIS) RF cavity using both the transmission line model and SUPERFISH simulation. Both low power and high power RF measurements have been carried out to characterize the cavity. Considering the performance limit of ferrite, we have designed a new ferrite loaded, co-axial quarter wave like cavity with similar structure but a more suitable ferrite material. We have also designed a traveling wave stripline kicker for fast extraction by POISSON and Microwave Studio. The strips geometry is trimmed to maximize the uniformity of the kicking field and match the impedance of the power cables. The time response simulation shows the kicker is fast enough for machine operation. The pulsed power supply requirement has also been specified. For the beam diagnosis in the longitudinal direction, we use a wideband Wall Gap Monitor (WGM) served in CIS. With proper shielding and amplification to get good WGM signal, we have characterized the injected and extracted beam signal in single pass commissioning, and also verified the debunching effect of the ALPHA storage ring. A modulation-demodulation signal processing method is developed to measure the current and longitudinal profile of injected beam. By scanning the dipole strength in the injection line, we have reconstructed the tomography of the longitudinal phase space of the LINAC beam. In the accumulation mode, ALPHA will be operated under a low energy and high current condition, where intra beam scattering (IBS) becomes a dominant effect on the beam emittance. A self consistent simulation, including IBS effect, gas scattering and linear coupling, has been carried out to calculate the emittance of the stored beam.

    The Seymour Recycling Corporation (SRC) site, encompassing a fourteen-acre area, is approximately two miles southwest of Seymour, Indiana. SRC and its corporate predecessor, Seymour Manufacturing Company, processed, stored, and incinerated chemical wastes at the site from about 1970 to early 1980. The facility was closed when SRC failed to comply with a 1978 agreement with the State of Indiana to cease receiving wastes and to institute better waste-management practices. In 1980, several thousand drums were removed from the site by two potentially responsible parties (PRPs). In 1981, the U.S. EPA removed chemicals from tanks at the site and disposed of those wastes offsite. A 1982 Consent Decree with potential PRPs resulted in the removal, between December 1982 and January 1984, of approximately 50,000 drums, 100 storage tanks and the first foot of contaminated soil from about 75 percent of the site's surface. A Record of Decision, signed in September 1986, evaluated the stabilization of the ground water plume emanating from the site and selected the implementation of a plume stabilization system to extract, treat and discharge ground water to a waste water treatment plant.

  19. Shallow ground-water flow, water levels, and quality of water, 1980-84, Cowles Unit, Indiana Dunes National Lakeshore

    The Cowles Unit of Indiana Dunes National Lakeshore in Porter County, northwest Indiana, contains a broad dune-beach complex along the southern shoreline of Lake Michigan and a large wetland, called the Great Marsh, that occupies the lowland between the shoreline dunes and an older dune-beach complex farther inland. Water levels and water quality in the surficial aquifer were monitored from 1977 to 1984 near settling ponds on adjacent industrial property at the western end of the Cowles Unit. Since 1980, when the settling pond bottoms were sealed, these intradunal lowlands contained standing water only during periods of high snowmelt or rainfall. Water level declines following the cessation of seepage ranged from 6 feet at the eastern-most settling pond to nearly 14 feet at the western-most pond. No general pattern of water table decline was observed in the Great Marsh or in the shoreline dune complex at distances > 3,000 ft east or north of the settling ponds. Since the settling ponds were sealed, the concentration of boron has decreased while concentrations of cadmium, arsenic, zinc, and molybdenum in shallow ground-water downgradient of the ponds show no definite trends in time. Arsenic, boron and molybdenum have remained at concentrations above those of shallow groundwater in areas unaffected by settling pond seepage. 11 refs., 10 figs., 1 tab.

The survey was conducted to determine compliance with Indiana Administrative Code, Title 325--Air Pollution Control Board, Articles 5 and 6. Results indicate that boilers 3 and 5 to met particulate standards while exhausting through the bypass stack.

    Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

  6. Establishing a Comprehensive Wind Energy Program

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

  7. Development of 230-kV high-pressure, gas-filled, pipe-type cable system: Model test program phase

    The objective of this project was the development of a 230 kV high-pressure gas-filled (HPGF) pipe-type cable employing paper or laminate of paper-polypropylene-paper (PPP) insulation pressurized with N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas. Heretofore, HPGF pipe-type cables have been restricted to 138 kV ratings due to technical difficulties in achieving higher voltage ratings. In view of the high cost of manufacturing and testing a large number of full size cables, cable models with 2 mm (80 mils) and 2.5 mm (100 mils) wall thicknesses of insulation enclosed in a test fixture capable of withstanding a test pressure of 2070 kPa (300 psig) and high electrical stresses were employed for dissipation factor versus voltage measurements and for ac and impulse breakdown tests at rated and emergency operating temperatures. In addition, a 36 cm (14 in) full wall cable model enclosed in a pressure vessel was utilized for transient pressure response tests. The results of this investigation attest tot he technical feasibility of the design and manufacture of a 230 kV HPGF pipe-type cable employing paper or PPP insulation pressurized with 100% N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas for operation under normal and 100 hour emergency conditions at conductor temperatures of 85{degree} and 105{degree}C, respectively. The manufacture of a full size PPP insulated cable pressurized with a blend of 15% SF{sub 6}/85% N{sub 2} gas employing pre-impregnated PPP insulating tapes and an annular conductor based on the design stresses defined in this report is recommended for laboratory evaluation and extended life tests. 11 refs., 45 figs., 11 tabs.

    The 35-acre Fort Wayne site (FW) is a former municipal landfill/waste disposal facility located along the Maumee River just east of the city of Fort Wayne, Allen County, Indiana. Two onsite areas are designated as wetlands. In addition, the site lies within a 100-year flood plain. The site accepted residential and industrial wastes from 1967 to 1976. From May 1967 to August 1970, FW was issued a county permit for public disposal of garbage and rubbish. Wastes were incinerated and the residual ash disposed of onsite. In 1970, FW changed its name to National Recycling Corporation. All solid waste was to be processed through the plant. It was torn down in 1985. Inspection reports indicated that deposited refuse included: industrial and liquid wastes, municipal wastes, garbage, paper, and wood. The site consists of two characteristically different areas reflecting its historical use: the eastern half of the site was used as the municipal/general refuse landfill (approximately 15 acres), and the western half of the site (approximately 5 acres) was used for disposal of industrial wastes, building debris, barrels of unidentified wastes, and residual ash from earlier incineration operations. Presently, soil and ground water are contaminated with 43 chemicals of concern including: metals, organics, PCBs, PAHs, phenols, and VOCs. The selected remedial action for the site is included.

    The objective of the project is to develop the technology capable of capturing all carbon monoxide and carbon dioxide from natural gas fueled Solid Oxide Fuel Cell (SOFC) system. In addition, the technology to electrochemically oxidize any remaining carbon monoxide to carbon dioxide will be developed. Success of this R&D program would allow for the generation of electrical power and thermal power from a fossil fuel driven SOFC system without the carbon emissions resulting from any other fossil fueled power generationg system.

    At the request of HQ SAC/SGPB, compliance testing (particulate emissions) of coal-fired boilers 3 and 4 in the Grissom AFB central heating plant was performed on 18-23 Nov 1987. The survey was conducted to determine compliance with Indiana Administrative Code, Title 325--Air Pollution Control Board, Articles 5 and 6. Results indicate Boiler 3 met particulate standards while exhausting through the bypass stack, but failed to meet standards when exhausting through the scrubber stack. Boiler 4 met particulate standards when exhausting through both the bypass the scrubber stacks.

    At the request of HQ, SAC/SGPB source compliance testing (particulate and visible emissions) of boilers 3, 4, and 5 in the Grissom AFB Central Heating Plant was accomplished 29 Jan-15 Feb 89. The survey was conducted to determine compliance with regards to Indiana Administrative Code, Title 325 - Air Pollution Control Board, Article 5, Opacity Regulations, and Article 6, Particulate Regulations. Boiler 3 was tested through scrubber B, Boiler 4 through scrubber A, and Boiler 5 through scrubber B and the bypass stack. Results indicate that each boiler met applicable visible and particulate emission standards.

    Environmental samples were collected to evaluate employee exposures to airborne concentrations of nitrogen dioxide, nitric oxide, sulfur dioxide, coal dust, fly ash, crystalline silica, and inorganic metals. In addition, gas leaks from the boilers were evaluated. While the majority of personal samples were below current criteria, a health hazard did exist for some employees exposed to sulfur dioxide, coal dust, and crystalline silica. Highest concentrations were obtained on samples worn by electrical and maintenance personnel and employees working on the positive pressure boiler (unit 4). In addition, the potential exists for employee exposure to boiler gases due to boiler leaks. Respiratory symptoms of cough, phlegm production, and wheezing were twice the expected rate for this group of workers. If preventive maintenance and engineering measures are employed, the occurrence of continued group health effects will likely be reduced. Recommendations are made in the body of the full report for an improved respiratory protection program, reducing leaks from boiler units, and for periodic environmental monitoring of the employees.

    To evaluate worker exposure to boiler gases and coal dust, NIOSH conducted a combined environmental and medical evaluation at the Culley facility in August 1981. Environmental samples were collected to evaluate employee exposure to airborne concentrations of nitrogen dioxide, nitric oxide, sulfur dioxide, coal dust, fly ash, crystalline silica, and asbestos. In addition, boiler gas leaks were evaluated. While the majority of personal samples were below current criteria, a health hazard did exist for some employees exposed to sulfur dioxide. In addition, a potential for exposure to boiler gases exists due to boiler leaks. Respiratory symptoms of cough, phlegm production, and wheezing were twice the expected rate for this group of workers. The X-ray data revealed four cases of pneumoconiosis in the Culley workers. The relative youth and the low seniority of this workforce may explain the absence of group PFT reductions. If preventive engineering measures are employed, the occurrence of continued group health effects will likely be reduced. Recommendations are made for an improved respiratory protection program, reducing leaks from process equipment, and for periodic environmental monitoring of the employees.

    Based on action by the U.S. Congress, the U.S. Department of Energy (DOE) has funding available to support a proposal by the Iroquois Bio-energy Company (IBEC), an Indiana limited liability company, to construct a fuel ethanol plant in Jasper County, Indiana (the proposed plant). Congress has acknowledged the merit of this project by providing specific funding through DOE. Consequently, DOE proposes to provide partial funding to IBEC to subsidize the design and construction of the proposed plant (the Proposed Action). In accordance with DOE and National Environmental Policy Act (NEPA) implementing regulations, DOE is required to evaluate the potential environmental impacts of DOE facilities, operations, and related funding decisions. The proposal to use Federal funds to support the project requires DOE to address NEPA requirements and related environmental documentation and permitting requirements. In compliance with NEPA (42 U.S.C. {section} 4321 et seq.) and DOE's NEPA implementing regulations (10 CFR section 1021.330) and procedures, this environmental assessment (EA) examines the potential environmental impacts of DOE's Proposed Action and a No Action Alternative.

    The main purpose of the Coordinated Infrastructure for Fault Tolerance in Systems initiative has been to conduct research with a goal of providing end-to-end fault tolerance on a systemwide basis for applications and other system software. While fault tolerance has been an integral part of most high-performance computing (HPC) system software developed over the past decade, it has been treated mostly as a collection of isolated stovepipes. Visibility and response to faults has typically been limited to the particular hardware and software subsystems in which they are initially observed. Little fault information is shared across subsystems, allowing little flexibility or control on a system-wide basis, making it practically impossible to provide cohesive end-to-end fault tolerance in support of scientific applications. As an example, consider faults such as communication link failures that can be seen by a network library but are not directly visible to the job scheduler, or consider faults related to node failures that can be detected by system monitoring software but are not inherently visible to the resource manager. If information about such faults could be shared by the network libraries or monitoring software, then other system software, such as a resource manager or job scheduler, could ensure that failed nodes or failed network links were excluded from further job allocations and that further diagnosis could be performed. As a founding member and one of the lead developers of the Open MPI project, our efforts over the course of this project have been focused on making Open MPI more robust to failures by supporting various fault tolerance techniques, and using fault information exchange and coordination between MPI and the HPC system software stack from the application, numeric libraries, and programming language runtime to other common system components such as jobs schedulers, resource managers, and monitoring tools.

    Initiated in 1991; the Dish/Stirling Joint Venture Program (DSJVP) is a 5-year, $17.2 million joint venture which is funded by Cummins Power Generation, Inc. (CPG) of Columbus, Indiana and the United States Department of Energy`s (DOE) Solar Thermal and Biomass Power Division. Sandia National Laboratories administers and provides technical management for this contract on the DOE`s behalf. In January, 1995; CPG advanced to Phase 3 of this three-phase contract. The objective of the DSJVP is to develop and commercialize a 7-kW. Dish/Stirling System for remote power markets by 1997. In this paper, the technical status of the major subsystems which comprise the CPG 7-kW{sub e} Dish/Stirling System is presented. These subsystems include the solar concentrator, heat pipe receiver, engine/alternator, power conditioning, and automatic controls.

    In response to a confidential employee request, an investigation was begun into possible hazardous working conditions at the quick basic oxygen process (Q-BOP) shop at USS/USX Gary Works (SIC-3312), Gary, Indiana. The company was an integrated steel manufacturer where three major steel making processes were performed. Air contaminants, noise, heat stress, and ergonomic problems had been reported. Exposures to metals and sulfur-dioxide (7446095) were monitored. Confidential interviews were conducted with workers. The authors conclude that Q-BOP shop workers were potentially exposed to airborne irritants, noise, heat, and ergonomic risk factors. The authors recommend that measures be taken to reduce exposures, and to improve the health and safety of the workers.

    We have developed a new thin-window, n-type, low-resistivity, spiral silicon drift detector (SDD) array - to be used as an extraterrestrial X-ray spectrometer (in varying environments) for NASA. To achieve low-energy response, a thin SDD entrance window was produced using a previously developed method. These thin-window devices were also produced on lower resistivity, thinner, n-type, silicon material, effectively ensuring their radiation hardness in anticipation of operation in potentially harsh radiation environments (such as found around the Jupiter system). Using the Indiana University Cyclotron Facility beam line RERS1, we irradiated a set of suitable diodes up to 5 Mrad and the latest iteration of our ASICs up to 12 Mrad. Then we irradiated two hybrid detectors consisting of newly, such-produced in-house (BNL) SDD chips bonded with ASICs with doses of 0.25 Mrad and 1 Mrad. Also we irradiated another hybrid detector consisting of previously produced (by KETEK) on n-type, high-resistivity SDD chip bonded with BNL's ASICs with a dose of 1 Mrad. The measurement results of radiated diodes (up to 5 Mrad), ASICs (up to 12 Mrad) and hybrid detectors (up to 1 Mrad) are presented here.

    Thirteen witnesses representing the private and public sectors testified at a Seymour, Indiana hearing on hazardous materials at the Seymour Recycling facility and efforts to clean up the site. The facility began operations in 1968, and was closed down in February of 1980; the Environmental Protection Agency (EPA) had discovered during 1978 that the company was not disposing of its chemical wastes properly. Local concerns focused on why the EPA efforts slowed noticeably in the spring of 1981 and whether the site qualifies for superfund financing. Spokesmen from EPA argued that the slowdown was due to inaction at the state level, but state representatives countered that the problem was a lack of state funds to match federal funding. Other witnesses pursued health and safety issues and the efforts Seymour citizens have made to gain relief. (DCK)

In the HEATKAU code, a new approach has been proposed to evaluate the decay heat power after a fission burst of a fissile nuclide for short cooling time.more » This method is based on the numerical solution of coupled linear differential equations that describe decays and buildups of the minor fission products (MFPs) nuclides. HEATKAU is written entirely in the MATLAB programming environment.     Cylinders containing depleted uranium hexafluoride (UF{sub 6}) in storage at the Department of Energy (DOE) gaseous diffusion plants, managed by Martin Marietta Energy Systems, Inc., are being evaluated to determine their expected storage life. Cylinders evaluated recently have been in storage service for 30 to 40 years. In the present environment, the remaining life for these storage cylinders is estimated to be 30 years or greater. The group of cylinders involved in recent tests will continue to be monitored on a periodic basis, and other storage cylinders will be observed as on a statistical sample population. The program has been extended to all types of large capacity UF{sub 6} cylinders.

    An accelerator complex that can produce ultra-intense beams of muons presents many opportunities to explore new physics. A facility of this type is unique in that, in a relatively straightforward way, it can present a physics program that can be staged and thus move forward incrementally, addressing exciting new physics at each step. At the request of the US Department of Energy's Office of High Energy Physics, the Neutrino Factory and Muon Collider Collaboration (NFMCC) and the Fermilab Muon Collider Task Force (MCTF) have recently submitted a proposal to create a Muon Accelerator Program that will have, as a primary goal, to deliver a Design Feasibility Study for an energy-frontier Muon Collider by the end of a 7 year R&D program. This paper presents a description of a Muon Collider facility and gives an overview of the proposal.

    Osaka Gas Co. has been developing a planar type SOFC (OG type SOFC) which has a suitable structure for stacking. Murata Mfg. Co. has begun to develop the OG type SOFC stack through joint program since 1993. Figure 1 shows OG type cell structure. Because each cell is sustained by cell holders acting air manifold, the load of upper cell is not put on the lower cells. Single cell is composed of 3-layered membrane and LaCrO{sub 3} separator. 5 single cells are mounted on the cell holder, connected with Ni felt electrically, and bonded by glassy material sealant. We call the 5-cell stack a unit. Stacking 13 units, we succeeded 870 W generation in 1993. But the power density was low, 0.11 Wcm{sup -2} because of crack in the electrolyte and gas leakage at some cells.

    Large amounts of liquid radioactive waste have existed in the U.S. and Russia since the 1950's as a result of the Cold War. Comprehensive action to treat and dispose of waste products has been lacking due to insufficient funding, ineffective technologies or no proven technologies, low priority by governments among others. Today the U.S. and Russian governments seek new, more reliable methods to treat liquid waste, in particular the legacy waste streams. A primary objective of waste generators and regulators is to find economical and proven technologies that can provide long-term stability for repository storage. In 2001, the V.G. Khlopin Radium Institute (Khlopin), St. Petersburg, Russia, and Pacific Nuclear Solutions (PNS), Indianapolis, Indiana, began extensive research and test programs to determine the validity of polymer technology for the absorption and immobilization of standard and complex waste streams. Over 60 liquid compositions have been tested including extensive irradiation tests to verify polymer stability and possible degradation. With conclusive scientific evidence of the polymer's effectiveness in treating liquid waste, both parties have decided to enter the Russian market and offer the solidification technology to nuclear sites for waste treatment and disposal. In conjunction with these efforts, the U.S. Department of Energy (DOE) will join Khlopin and PNS to explore opportunities for direct application of the polymers at predetermined sites and to conduct research for new product development. Under DOE's 'Initiatives for Proliferation Prevention'(IPP) program, funding will be provided to the Russian participants over a three year period to implement the program plan. This paper will present details of U.S. DOE's IPP program, the project structure and its objectives both short and long-term, training programs for scientists, polymer tests and applications for LLW, ILW and HLW, and new product development initiatives.     PCN is a system for developing and executing parallel programs. It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and C that allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. In includes both tutorial and reference material. It also presents the basic concepts that underly PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous FTP from Argonne National Laboratory in the directory pub/pcn at info.mcs.anl.gov (c.f. Appendix A).
