    The Scotts Valley Band of Pomo Indians is located in Lake County in Northern California. Similar to the other five federally recognized Indian Tribes in Lake County participating in this project, Scotts Valley Band of Pomo Indians members are challenged by generally increasing energy costs and undeveloped local energy resources. Currently, Tribal decision makers lack sufficient information to make informed decisions about potential renewable energy resources. To meet this challenge efficiently, the Tribes have committed to the Lake County Tribal Energy Program, a multi Tribal program to be based at the Robinson Rancheria and including The Elem Indian Colony, Big Valley Rancheria, Middletown Rancheria, Habematolel Pomo of Upper Lake and the Scotts Valley Pomo Tribe. The mission of this program is to promote Tribal energy efficiency and create employment opportunities and economic opportunities on Tribal Lands through energy resource and energy efficiency development. This program will establish a comprehensive energy strategic plan for the Tribes based on Tribal specific plans that capture economic and environmental benefits while continuing to respect Tribal cultural practices and traditions. The goal is to understand current and future energy consumption and develop both regional and Tribe specific strategic energy plans, including action plans, to clearly identify the energy options for each Tribe.

    This report describes the second drilling phase, completed to a depth of 7588 feet in November 1991, of the Long Valley Exploratory Well near Mammoth Lakes, California. The well in Long Valley Caldera is planned to reach an ultimate depth of 20,000 feet or a bottomhole temperature of 500{degrees}C (whichever comes first). There will be four drilling phases, at least a year apart with scientific experiments in the wellbore between active drilling periods. Phase 1 drilling in 1989 was completed with 20 in. casing from surface to a depth of 2558 ft., and a 3.8 in. core hole was drilled below the shoe to a depth of 2754 in. Phase 2 included a 17-{1/2} in. hole out of the 20 in. shoe, with 13-3/8 in. casing to 6825 ft., and continuous wireline coring below that to 7588 ft. This document comprises a narrative log of the daily activities, the daily drilling reports, mud logger's reports, summary of drilling fluids used, and other miscellaneous records.

Writing of the map explanations has begun. Field investigations were nearly completed during this quarter; only minor field checks remain. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent.

Log tops and other data from about of the exploration wells in the area have been incorporated into the data base. All of the four 30? X 60? geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for all the quadrangles; Billings, Bridger; Hardin, and Lodge Grass. Final GIS edits are being made before being forwarded to the Bureau?s Publications Department. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

    Nevada Geothermal Power Company (NGP) was awarded DOE Award DE-EE0002834 in January 2010 to conduct sub-soil gas and fluid inclusion studies and slim well drilling at its Black Warrior Project (now known as North Valley) in Washoe and Churchill Counties, Nevada. The project was designed to apply highly detailed, precise, low-cost subsoil and down-hole gas geochemistry methods from the oil and gas industry to identify upflow zone drilling targets in an undeveloped geothermal prospect. NGP ran into multiple institutional barriers with the Black Warrior project relating to property access and extensive cultural survey requirement. NGP requested that the award be transferred to NGP’s Pumpernickel Valley project, due to the timing delay in obtaining permits, along with additional over-budget costs required. Project planning and permit applications were developed for both the original Black Warrior location and at Pumpernickel. This included obtaining proposals from contractors able to conduct required environmental and cultural surveying, designing the two-meter probe survey methodology and locations, and submitting Notices of Intent and liaising with the Bureau of Land Management to have the two-meter probe work approved. The award had an expiry date of April 30, 2013; however, due to the initial project delays at Black Warrior, and the move of the project from Black Warrior to Pumpernickel, NGP requested that the award deadline be extended. DOE was amenable to this, and worked with NGP to extend the deadline. However, following the loss of the Blue Mountain geothermal power plant in Nevada, NGP’s board of directors changed the company’s mandate to one of cash preservation. NGP was unable to move forward with field work on the Pumpernickel property, or any of its other properties, until additional funding was secured. NGP worked to bring in a project partner to form a joint venture on the property, or to buy the property. This was unsuccessful, and NGP notified the DOE on February 13, 2014 that it would not be able to complete the project objectives before the recovery act awards deadline and submitted a mutual termination request to the DOE which was accepted.

  10. Death Valley Lower Carbonate Aquifer Monitoring Program Wells Down gradient of the Proposed Yucca Mountain Nuclear Waste Repository

    Inyo County has participated in oversight activities associated with the Yucca Mountain Nuclear Waste Repository since 1987. The overall goal of these studies are the evaluation of far-field issues related to potential transport, by ground water, or radionuclides into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Our oversight and completed Cooperative Agreement research, and a number of other investigators research indicate that there is groundwater flow between the alluvial and carbonate aquifers both at Yucca Mountain and in Inyo County. In addition to the potential of radionuclide transport through the LCA, Czarnecki (1997), with the US Geological Survey, research indicate potential radionuclide transport through the shallower Tertiary-age aquifer materials with ultimate discharge into the Franklin Lake Playa in Inyo County. The specific purpose of this Cooperative Agreement drilling program was to acquire geological, subsurface geology, and hydrologic data to: (1) establish the existence of inter-basin flow between the Amargosa Basin and Death Valley Basin; (2) characterize groundwater flow paths in the LCA through Southern Funeral Mountain Range, and (3) Evaluation the hydraulic connection between the Yucca Mountain repository and the major springs in Death Valley through the LCA.

    Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

    In general, the Indian Summer Monsoon (ISM) as well as the and the tropical monsoon climate is influenced by a wide range of factors. Under various climate change scenarios, temperatures over land and into the mid troposphere are expected to increase, intensifying the summer pressure gradient differential between land and ocean and thus strengthening the ISM. However, increasing aerosol concentration, air pollution, and deforestation result in changes to surface albedo and insolation, potentially leading to low monsoon rainfall. Clear evidence points to increasing aerosol concentrations over the Indian subcontinent with time, and several hypotheses regarding the effect on monsoons have been offered. The Ganges Valley Aerosol Experiment (GVAX) field study aimed to provide critical data to address these hypotheses and contribute to developing better parameterizations for tropical clouds, convection, and aerosol-cloud interactions.     In 2011 and 2012, the Ganges Valley Aerosol Experiment (GVAX) began in the Ganges Valley region of India. The objective was to obtain measurements of clouds, precipitation, and complex aerosols to study their impact on cloud formation and monsoon activity in the region. During the Indian Ocean Experiment (INDOEX) field studies, aerosols from the Ganges Valley region were shown to affect cloud formation and monsoon activity over the Indian Ocean. The complex field study used the ARM Mobile Facility (AMF) to measure radiative, cloud, convection, and aerosol characteristics over the mainland. The resulting data set captured pre-monsoon to post-monsoon conditions to establish a comprehensive baseline for advancements in the study of the effects of atmospheric conditions of the Ganges Valley.

    The Ganges Valley region is one of the largest and most rapidly developing sections of the Indian subcontinent. The Ganges River, which provides the region with water needed for sustaining life, is fed primarily by snow and rainfall associated with Indian summer monsoons. Impacts of changes in precipitation patterns, temperature, and the flow of the snow-fed rivers can be immense. Recent satellite-based measurements have indicated that the upper Ganges Valley has some of the highest persistently observed aerosol optical depth values. The aerosol layer covers a vast region, extending across the Indo-Gangetic Plain to the Bay of Bengal during the winter and early spring of each year. The persistent winter fog in the region is already a cause of much concern, and several studies have been proposed to understand the economic, scientific, and societal dimensions of this problem. During the INDian Ocean EXperiment (INDOEX) field studies, aerosols from this region were shown to affect cloud formation and monsoon activity over the Indian Ocean. This is one of the few regions showing a trend toward increasing surface dimming and enhanced mid-tropospheric warming. Increasing air pollution over this region could modify the radiative balance through direct, indirect, and semi-indirect effects associated with aerosols. The consequences of aerosols and associated pollution for surface insolation over the Ganges Valley and monsoons, in particular, are not well understood. The proposed field study is designed for use of (1) the ARM Mobile Facility (AMF) to measure relevant radiative, cloud, convection, and aerosol optical characteristics over mainland India during an extended period of 912 months and (2) the G-1 aircraft and surface sites to measure relevant aerosol chemical, physical, and optical characteristics in the Ganges Valley during a period of 612 weeks. The aerosols in this region have complex sources, including burning of coal, biomass, and biofuels; automobile emissions; and dust. The extended AMF deployment will enable measurements under different regimes of the climate and aerosol abundancein the wet monsoon period with low aerosol loading; in the dry, hot summer with aerosols dispersed throughout the atmospheric column; and in the cool, dry winter with aerosols confined mostly to the boundary later and mid-troposphere. Each regime, in addition, has its own distinct radiative and atmospheric dynamic drivers. The aircraft operational phase will assist in characterizing the aerosols at times when they have been observed to be at the highest concentrations. A number of agencies in India will collaborate with the proposed field study and provide support in terms of planning, aircraft measurements, and surface sites. The high concentration of aerosols in the upper Ganges Valley, together with hypotheses involving several possible mechanisms with direct impacts on the hydrologic cycle of the region, gives us a unique opportunity to generate data sets that will be useful both in understanding the processes at work and in providing answers regarding the effects of aerosols on climate in a region where the perturbation is the highest.

    Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

    Borehole Mesa 31-1 (LASL C/T-1) is an 1899-m (6231-ft) deep well located in the northwestern part of the East Mesa Geothermal Field. Mesa 31-1 is the first Calibration/Test Well (C/T-1) in the Los Alamos Scientific Laboratory (LASL), Geothermal Log Interpretation Program. The purpose of this study is to provide a compilation of drillhole data, drill cuttings, well lithology, and formation petrology that will serve to support the use of well LASL C/T-1 as a calibration/test well for geothermal logging. In addition, reviews of fluid chemistry, stable isotope studies, isotopic and fluid inclusion geothermometry, and the temperature log data are presented. This study provides the basic data on the geology and hydrothermal alteration of the rocks in LASL C/T-1 as background for the interpretation of wireline logs.

    This document provides a base case description of the rural Clark County community of Indian Springs in anticipation of change associated with the proposed high-level nuclear waste repository at Yucca Mountain. As the community closest to the proposed site, Indian Springs may be seen by site characterization workers, as well as workers associated with later repository phases, as a logical place to live. This report develops and updates information relating to a broad spectrum of socioeconomic variables, thereby providing a `snapshot` or `base case` look at Indian Springs in early 1992. With this as a background, future repository-related developments may be analytically separated from changes brought about by other factors, thus allowing for the assessment of the magnitude of local changes associated with the proposed repository. Given the size of the community, changes that may be considered small in an absolute sense may have relatively large impacts at the local level. Indian Springs is, in many respects, a unique community and a community of contrasts. An unincorporated town, it is a small yet important enclave of workers on large federal projects and home to employees of small- scale businesses and services. It is a rural community, but it is also close to the urbanized Las Vega Valley. It is a desert community, but has good water resources. It is on flat terrain, but it is located within 20 miles of the tallest mountains in Nevada. It is a town in which various interest groups diverge on issues of local importance, but in a sense of community remains an important feature of life. Finally, it has a sociodemographic history of both surface transience and underlying stability. If local land becomes available, Indian Springs has some room for growth but must first consider the historical effects of growth on the town and its desired direction for the future.

    The present invention relates to a monitoring well which includes an enclosure defining a cavity and a water reservoir enclosed within the cavity and wherein the reservoir has an inlet and an outlet. The monitoring well further includes a porous housing borne by the enclosure and which defines a fluid chamber which is oriented in fluid communication with the outlet of the reservoir, and wherein the porous housing is positioned in an earthen soil location below-grade. A geophysical monitoring device is provided and mounted in sensing relation relative to the fluid chamber of the porous housing; and a coupler is selectively moveable relative to the outlet of reservoir to couple the porous housing and water reservoir in fluid communication. An actuator is coupled in force transmitting relation relative to the coupler to selectively position the coupler in a location to allow fluid communication between the reservoir and the fluid chamber defined by the porous housing.

The valley is a high basin situated approximately 2316 meters (7600 feet) above sea level which contains numerous warm water wells and springs. A known geothermal resource area (KGRA) is located in the east-central area of the valley. The main industry in the valley is agriculture, while the main industry in the surrounding mountains is lumber. Both of these industries can provide feedstock for the production of ethanol.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages will determine the demand, forecast future need and identify the differences in energy costs, narrowing the focus of the work and defining its scope. The Tribe's peak demand periods will help determine the scope of need for alternative energy sources. The Tribe's Energy Efficiency and Alternatives Analysis report included several system investigations which include fuel cells, wind turbines, solar panels, hydro electric, ground source heat pumps, bio mass, cogeneration & energy conservation and implementation for the existing properties. The energy analysis included site visits to collect and analyze historical energy usage and cost. The analysis also included the study of the building systems for the Elk Valley Casino, Elk Valley Rancheria administration complex, United Indian Health Service/Small Community Center complex and the Tribal Gaming Commission Offices. The analysis involved identifying modifications, performing an engineering economic analysis, preparation of a rank ordered list of modifications and preparation of a report to provide recommendations and actions for the Tribe to implement.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

  8. UMTRA project water sampling and analysis plan, Monument Valley, Arizona

    The Monument Valley Uranium Mill Tailings Remedial Action (UMTRA) Project site in Cane Valley is a former uranium mill that has undergone surface remediation in the form of tailings and contaminated materials removal. Contaminated materials from the Monument Valley (Arizona) UMTRA Project site have been transported to the Mexican Hat (Utah) UMTRA Project site for consolidation with the Mexican Hat tailings. Tailings removal was completed in February 1994. Three geologic units at the site contain water: the unconsolidated eolian and alluvial deposits (alluvial aquifer), the Shinarump Conglomerate (Shinarump Member), and the De Chelly Sandstone. Water quality analyses indicate the contaminant plume has migrated north of the site and is mainly in the alluvial aquifer. An upward hydraulic gradient in the De Chelly Sandstone provides some protection to that aquifer. This water sampling and analysis plan recommends sampling domestic wells, monitor wells, and surface water in April and September 1994. The purpose of sampling is to continue periodic monitoring for the surface program, evaluate changes to water quality for site characterization, and provide data for the baseline risk assessment. Samples taken in April will be representative of high ground water levels and samples taken in September will be representative of low ground water levels. Filtered and nonfiltered samples will be analyzed for plume indicator parameters and baseline risk assessment parameters.

    Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    This research was designed to provide an understanding of physical wind mechanisms within the complex terrain of the Great Valley of Eastern Tennessee to assess the impacts of regional air flow with regard to synoptic and mesoscale weather changes, wind direction shifts, and air quality. Meteorological data from 2008 2009 were analyzed from 13 meteorological sites along with associated upper level data. Up to 15 ancillary sites were used for reference. Two-step complete linkage and K-means cluster analyses, synoptic weather studies, and ambient meteorological comparisons were performed to generate hourly wind classifications. These wind regimes revealed seasonal variations of underlying physical wind mechanisms (forced channeled, vertically coupled, pressure-driven, and thermally-driven winds). Synoptic and ambient meteorological analysis (mixing depth, pressure gradient, pressure gradient ratio, atmospheric and surface stability) suggested up to 93% accuracy for the clustered results. Probabilistic prediction schemes of wind flow and wind class change were developed through characterization of flow change data and wind class succession. Data analysis revealed that wind flow in the Great Valley was dominated by forced channeled winds (45 67%) and vertically coupled flow (22 38%). Down-valley pressure-driven and thermally-driven winds also played significant roles (0 17% and 2 20%, respectively), usually accompanied by convergent wind patterns (15 20%) and large wind direction shifts, especially in the Central/Upper Great Valley. The behavior of most wind regimes was associated with detectable pressure differences between the Lower and Upper Great Valley. Mixing depth and synoptic pressure gradients were significant contributors to wind pattern behavior. Up to 15 wind classes and 10 sub-classes were identified in the Central Great Valley with 67 joined classes for the Great Valley at-large. Two-thirds of Great Valley at-large flow was defined by 12 classes. Winds flowed on-axis only 40% of the time. The Great Smoky Mountains helped create down-valley pressure-driven winds, downslope mountain breezes, and divergent air flow. The Cumberland Mountains and Plateau were associated with wind speed reductions in the Central Great Valley, Emory Gap Flow, weak thermally-driven winds, and northwesterly down sloping. Ridge-and-valley terrain enhanced wind direction reversals, pressure-driven winds, as well as locally and regionally produced thermally-driven flow.

    The Wind River Valley, on the west slope of the Cascade Range, is a northwest-trending drainage that joins the Columbia River near Carson, Washington. The region has been heavily dissected by fluvial and glacial erosion. Ridges have sharp crests and deep subsidiary valleys typical of a mature topography, with a total relief of as much as 900 m. The region is vegetated by fir and hemlock, as well as dense, brushy ground-cover and undergrowth. The lower 8 km of the valley is privately owned and moderately populated. The upper reaches lies within the Gifford Pinchot National Forest, and include several campgrounds and day parks, the Carson National Fish Hatchery, and the Wind River Ranger Station and Wind River Nursery of the US Forest Service. Logging activity is light due to the rugged terrain, and consequently, most valley slopes are not accessible by vehicle. The realization that a potential for significant geothermal resources exists in the Wind River area was brought about by earlier exploration activities. Geologic mapping and interpretation was needed to facilitate further exploration of the resource by providing a knowledge of possible geologic controls on the geothermal system. This report presents the detailed geology of the lower Wind River valley with emphasis on those factors that bear significantly on development of a geothermal resource.

    Kate Spring field was opened by Marathon Oil Company at the 1 Kate Spring well in December 1985. Because of poor market conditions and production problems, the well was not produced and the field was not confirmed until the Evans 1 Taylor well was completed in October 1987. As of August 1990, five wells have produced over 575,000 bbl of oil and have the capacity to flow at rates of several hundred to several thousand barrels per day. The oil is 10-12{degrees} API and is saturated with gas. The oil is used for road asphalt which limits its marketability. Production is from landslide blocks of Paleozoic and lower Tertiary strata that were emplaced in Miocene-Pliocene time, during the structural development of the Railroad Valley basin. The slide blocks are overlain by valley fill and probably correspond to similar blocks encountered within the valley fill at Eagle Springs field, adjacent to the north. The pay is at a depth of 4,500 ft. Kate Spring is a part of the fault-block bench that contains Eagle Springs field and is situated on the east flank of the Railroad Valley graben. There is east-west closure on the structure of the field, but the north end of the field has not been defined. The accumulation is sealed by the unconformity at the slide block-valley fill contact. The nature of the reservoir implies that the production is controlled by fractures and precludes useful extrapolation of any measurable matrix porosity. Based on volumetric calculations, the field will probably produce 2-3 million bbl of oil.

    The Colorado Geological Survey, has been engaged in assessing the nature and extent of Colorado's geothermal resources. The program has included geologic and hydrogeologic reconnaissance, and geophysical and geochemical surveys. In the Animas Valley, in southwestern Colorado, two groups of thermal springs exist: Pinkerton Springs to the north, and Tripp-Trimble-Stratten Springs about 5 miles (8.1 Km) south of Pinkerton. The geothermal resources of the Animas Valley were studied. Due to terrain problems in the narrow valley, a soil mercury survey was conducted only at Tripp-Trimble Stratten, while an electrical D.C. resistivity survey was limited to the vicinity of Pinkerton. Although higher mercury values tended to be near a previously mapped fault, the small extent of the survey ruled out conclusive results. Consistent low resistivity zones interpreted from the geophysical data were mapped as faults near Pinkerton, and compared well with aerial photo work and spring locations. This new information was added to reconnaissance geology and hydrogeology to provide several clues regarding the geothermal potential of the valley. Hydrothermal minerals found in faults in the study area are very similar to ore mined in a very young mountain range, nearby. Groundwater would not need to circulate very deeply along faults to attain the estimated subsurface temperatures present in the valley. The water chemistry of each area is unique. Although previously incompletely manned, faulting in the area is extensive. The geothermal resources in the Animas Valley are fault controlled. Pinkerton and Tripp-Trimble-Stratten are probably not directly connected systems, but may have the same source at distance. Recharge to the geothermal system comes from the needle and La Plata Mountains, and the latter may also be a heat source. Movement of the thermal water is probably primarily horizontal, via the Leadville Limestone aquifer.

    The stimulation of geothermal production wells presents some new and challenging problems. Formation temperatures in the 275 to 550/sup 0/F range can be expected and the behavior of fracturing fluids and fracture proppants at these temperatures in a hostile brine environment must be carefully evaluated in laboratory tests. To avoid possible damage to the producing horizon of the formation, the high-temperature chemical compatibility between the in situ materials and the fracturing fluids, fluid loss additives, and proppants must be verified. In geothermal wells, the necessary stimulation techniques are required to be capable of initiating and maintaining the flow of very large amounts of fluid. This necessity for high flow rates represents a significant departure from conventional oil field stimulation. The objective of well stimulation is to initiate and maintain additional fluid production from existing wells at a lower cost than either drilling new replacement wells or multiply redrilling existing wells. The economics of well stimulation will be vastly enhanced when proven stimulation techniques can be implemented as part of the well completion (while the drilling rig is still over the hole) on all new wells exhibiting some form of flow impairment. Results from 7 stimulation tests are presented and planned tests are described.

    Numerous laboratory tests on Cotton Valley core samples have been conducted that compare Ottawa sand and sintered bauxite in terms of their ability to perform as a propping agent under varying closure stresses. Computer simulation has also been used as an aid in selecting the optimum proppant type and pack configuration for a given fracture treatment. However, in spite of the information obtained from these sources, there remains some uncertainty as to the value of closure stress at which a high strength proppant should be incorporated into the fracture treatment design. Data obtained from Cotton Valley wells indicates that the producing rate was significantly reduced beyond the normal decline when a certain closure stress was reached. An examination of offset wells that experienced a lesser closure stress or were fractured with bauxite reveals that this abnormal decline is not present. This comparison indicates the fracture conductivity, and consequently the producing rate, were significantly altered as a result of sand crushing.

    The U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA), Nevada Site Office (NSO), Environmental Restoration Soils Activity has authorized the Desert Research Institute (DRI) to conduct field assessments of potential sediment transport of contaminated soil from Corrective Action Unit (CAU) 366, Area 11 Plutonium Valley Dispersion Sites Contamination Area (CA) during precipitation runoff events. Field measurements at the T-4 Atmospheric Test Site (CAU 370) suggest that radionuclide-contaminated soils may have migrated along a shallow ephemeral drainage that traverses the site (NNSA/NSO, 2009). (It is not entirely clear how contaminated soils got into their present location at the T-4 Site, but flow to the channel has been redirected and the contamination does not appear to be migrating at present.) Aerial surveys in selected portions of the Nevada National Security Site (NNSS) also suggest that radionuclide-contaminated soils may be migrating along ephemeral channels in Areas 3, 8, 11, 18, and 25 (Colton, 1999). In Area 11, several low-level airborne surveys of the Plutonium Valley Dispersion Sites (CAU 366) show plumes of Americium 241 (Am-241) extending along ephemeral channels (Figure 1, marker numbers 5 and 6) below Corrective Action Site (CAS) 11-23-03 (marker number 3) and CAS 11 23-04 (marker number 4) (Colton, 1999). Plutonium Valley in Area 11 of the NNSS was selected for the study because of the aerial survey evidence suggesting downstream transport of radionuclide-contaminated soil. The aerial survey (Figure 1) shows a well defined finger of elevated radioactivity (marker number 5) extending to the southwest from the southernmost detonation site (marker number 4). This finger of contamination overlies a drainage channel mapped on the topographic base map used for presentation of the survey data suggesting surface runoff as a likely cause of the contaminated area. Additionally, instrumenting sites strongly suspected of conveying soil from areas of surface contamination offers the most efficient means to confirm that surface runoff may transport radioactive contamination as a result of ambient precipitation/runoff events. Closure plans being developed for the CAUs on the NNSS may include post-closure monitoring for possible release of radioactive contaminants. Determining the potential for transport of radionuclide-contaminated soils under ambient meteorological conditions will facilitate an appropriate closure design and post-closure monitoring program.

    Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 1.1 million tons of tailings at the Monument Valley site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II through IV). Cost estimates for the four options range from about $6,600,000 for stabilization in-place, to about $15,900,000 for disposal at a distance of about 15 mi. Three principal alternatives for reprocessing the Monument Valley tailings were examined: heap leaching; Treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovery is economically unattractive.

    Penrose Well Temperatures Geothermal waters have been encountered in several wells near Penrose in Fremont County, Colorado. Most of the wells were drilled for oil and gas exploration and, in a few cases, production. This ESRI point shapefile utilizes data from 95 wells in and around the Penrose area provided by the Colorado Oil and Gas Conservation Commission (COGCC) database at http://cogcc.state.co.us/ . Temperature data from the database were used to calculate a temperature gradient for each well. This information was then used to estimate temperatures at various depths. In one embodiment, the transducer is a tensiometer transducer and in other described embodiments, another type transducer is used in addition to a tensiometer.

    The U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, radioactive contaminated soil, equipment, and materials associated with the former uranium ore processing at UMTRA Project sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to minimize further contamination of ground water. Surface cleanup at the Monument Valley UMTRA Project site near Cane Valley, Arizona, was completed in 1994. The Ground Water Project evaluates the nature and extent of ground water contamination that resulted from the uranium ore processing activities. The Ground Water Project is in its beginning stages. Human health may be at risk from exposure to ground water contaminated by uranium ore processing. Exposure could occur by drinking water pumped out of a hypothetical well drilled in the contaminated areas. Adverse ecological and agricultural effects may also result from exposure to contaminated ground water. For example, livestock should not be watered with contaminated ground water. A risk assessment describes a source of contamination, how that contamination reaches people and the environment, the amount of contamination to which people or the ecological environment may be exposed, and the health or ecological effects that could result from that exposure. This risk assessment is a site-specific document that will be used to evaluate current and potential future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site investigations will be used to determine a compliance strategy to comply with the UMTRA ground water standards.

    The Anchorage, Alaska Roundtable on Tribal Energy Policy convened at 10:00 a.m., Thursday April 15th, at the downtown Anchorage Hilton. The meeting was held by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy). Tracey LeBeau, Director of the Office of Indian Energy, and Pilar Thomas, Deputy Director-Policy of the Office of Indian Energy, represented DOE. Approximately twenty-seven people attended the meeting, including representatives of three native Alaskan villages, four Alaskan tribal corporations representing more than 40 tribal governments, as well as representatives from tribal associations and conferences. Interested state, federal, and non-profit representatives also were present. A full list of attendees is at the end of this summary. The meeting was facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute).

    Minute durable plate-like thermal indicators are employed for precision measuring static and dynamic temperatures of well drilling fluids. The indicators are small enough and sufficiently durable to be circulated in the well with drilling fluids during the drilling operation. The indicators include a heat resistant indicating layer, a coacting meltable solid component and a retainer body which serves to unitize each indicator and which may carry permanent indicator identifying indicia. The indicators are recovered from the drilling fluid at ground level by known techniques.
