    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    The Fort Bidwell Indian Reservation (FBIR) is rich in renewable energy resources. Development of its geothermal resources has the potential to profoundly affect the energy and economic future of the FBIC. Geothermal energy can contribute to making the reservation energy self-sufficient and, potentially, an energy exporter. The feasibility study assessed the feasibility of installing a geothermal district heating system to provide low-cost, efficient heating of existing and planned residences, community buildings and water, using an existing geothermal well, FB-3.

    The references listed in this document represent the readily available literature about coal resources on or adjacent to the Navajo Indian Reservation. They were selected during the developmental phase of the Navajo Resource Information System (NRIS). The system contains a set of computerized data bases addressing various resource categories. The system was developed by the US Geological Survey in coordination with the Minerals Department, Navajo Nation. Funding support was provided by the Bureau of Indian Affairs. The list of approximately 70 references was selected from a reference data base entitled nref using those citations which contain coal in a keyword list attached to each citation. The main attempt was to list most of the literature published in the 1960's and 1970's for areas in, or adjacent to, the Navajo reservation.

    The Fort Berthold Indian Reservation, inhabited by the Arikara, Mandan and Hidatsa Tribes (now united to form the Three Affiliated Tribes) covers a total area of 1530 mi{sup 2} (980,000 acres). The Reservation is located approximately 15 miles east of the depocenter of the Williston basin, and to the southeast of a major structural feature and petroleum producing province, the Nesson anticline. Several published studies document the widespread existence of mature source rocks, favorable reservoir/caprock combinations, and production throughout the Reservation and surrounding areas indicating high potential for undiscovered oil and gas resources. This technical assessment was performed to better define the oil exploration opportunity, and stimulate exploration and development activities for the benefit of the Tribes. The need for this assessment is underscored by the fact that, despite its considerable potential, there is currently no meaningful production on the Reservation, and only 2% of it is currently leased. Of particular interest (and the focus of this study) is the area under the Lake Sakakawea (formed as result of the Garrison Dam). This 'reservoir taking' area, which has never been drilled, encompasses an area of 150,000 acres, and represents the largest contiguous acreage block under control of the Tribes. Furthermore, these lands are Tribal (non-allotted), hence leasing requirements are relatively simple. The opportunity for exploration success insofar as identifying potential leads under the lake is high. According to the Bureau of Land Management, there have been 591 tests for oil and gas on or immediately adjacent to the Reservation, resulting in a total of 392 producing wells and 179 plugged and abandoned wells, for a success ratio of 69%. Based on statistical probability alone, the opportunity for success is high.

Literature is the foundation of resource assessment and the absence of such a compilation for the Navajo Nation prompted the development of a reference data base entitled nref, which consists of over 1300 records. The following reference list of approximately 230 references was selected from those citations which contain oil, gas, or helium in a keyword list attached to each citation. References to general literature on oil, gas, or helium may also be present. The main attempt was to list most of the literature published in the 1960's and 1970's for areas in, or adjacent to, the Navajo Reservation. References published prior to this were included only if readily available or if they seemed to represent areas or topics not covered in later publications. 223 references.

    The Fort Peck Assiniboine and Sioux tribes in northeastern Montana are conducting a wind resource assessment at five sites on their reservation, in conjunction with the Bechtel Corp. Preliminary data collected in mid-1995 showed average wind speeds between 16.3 and 16.8 mph at four of the sites.

    Subsurface data is being collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview will be used to manage and interpret the data. All of the four 30 X 60 geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Writing of the map explanations has begun. Field investigations were nearly completed during this quarter; only minor field checks remain. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent.

    Historically, Hangman Creek produced Chinook salmon (Oncorhynchus tshawytscha) and Steelhead trout (Oncorhynchus mykiss) for the Upper Columbia Basin Tribes. One weir, located at the mouth of Hangman Creek was reported to catch 1,000 salmon a day for a period of 30 days a year (Scholz et al. 1985). The current town of Tekoa, Washington, near the state border with Idaho, was the location of one of the principle anadromous fisheries for the Coeur d'Alene Tribe (Scholz et al. 1985). The construction, in 1909, of Little Falls Dam, which was not equipped with a fish passage system, blocked anadromous fish access to the Hangman Watershed. The fisheries were further removed with the construction of Chief Joseph and Grand Coulee Dams. As a result, the Coeur d'Alene Indian Tribe was forced to rely more heavily on native fish stocks such as Redband trout (Oncorhynchus mykiss gairdneri), Westslope Cutthroat trout (O. clarki lewisii), Bull trout (Salvelinus confluentus) and other terrestrial wildlife. Historically, Redband and Cutthroat trout comprised a great deal of the Coeur d'Alene Tribe's diet (Power 1997).

With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control.     Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

    Located in Uncasville, Connecticut, the Mohegan Tribe of Indians of Connecticut is in an area classified by EPA as ozone non-attainment. The air shed of the reservation receives trans-boundary ozone and its precursors from upwind non-Native American sources. Therefore, conservation, prevention, and mitigation of air pollution are important. Use of sustainable energy is preferred.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    With a capacity of more than 700 million barrels, the U.S. Strategic Petroleum Reserve (SPR) is the largest stockpile of government-owned emergency crude oil in the world. Established in the aftermath of the 1973-74 oil embargo, the SPR provides the President with a powerful response option should a disruption in commercial oil supplies threaten the U.S. economy. It is also the critical component for the United States to meet its International Energy Agency obligation to maintain emergency oil stocks, and provides a national defense fuel reserve.

    Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. The greater Green Bay area is east and adjacent to the reservation. A county line roughly splits the reservation in half; the west half is in Outagamie County and the east half is in Brown County. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Strategic Petroleum Reserve program was set into motion by the 1975 Energy Policy and Conservation Act (EPCA). By 1990, 590 million barrels of oil had been placed in storage. Salt domes along the Gulf Coast offered ideal storage. Both sweet'' and sour'' crude oil have been acquired using various purchase options. Drawdown, sale, and distribution of the oil would proceed according to guidelines set by EPCA in the event of a severe energy supply disruption. (SM)

    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    Habitat enhancement, protection and monitoring were the focus of the Resident Fisheries Program during 2008. Enhancement and protection included sloping, fencing and planting wetlands plugs at sites on Spring Creek (Head-waters). Many previously constructed instream structures (rock barbs and wing dams) were repaired throughout the Fort Hall Indian Reservation (Reservation). Physical sampling during 2008 included sediment and depth measurements (SADMS) in Spring Creek at the Car Removal site. SADMS, used to track changes in channel morphology and specifically track movements of silt through Bottoms stream systems were completed for 5 strata on Spring Creek. Water temperature and chemistry were monitored monthly on Spring Creek, Clear Creek, Diggie Creek, and Portneuf (Jimmy Drinks) and Blackfoot rivers. Fish population densities and biomass were sampled in five reservation streams which included nine sites. Sampling protocols were identical to methods used in past years. Numbers of fish in Spring Creek series remained relatively low, however, there was an increase of biomass overall since 1993. Salmonid fry densities were monitored near Broncho Bridge and were similar to 2006, and 2007, however, as in years past, high densities of macrophytes make it very difficult to see fry in addition to lack of field technicians. Mean catch rate by anglers on Bottoms streams stayed the same as 2007 at 1.5/hr. Numbers of fish larger than 18-inches caught by anglers increased from 2007 at .20 to .26/hr.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

  19. Confederated Tribes of the Colville Reservation- 2002 Project

    Colville Indian Power and Veneer (CIPV), a subsidiary of the Colville Tribal Enterprise Corporation (CTEC), generates 12 to 15 megawatts of renewable, biomass electric power using hog fuel from its own and nearby forest product operations. The electricity generated exceeds CIPV's and other tribal enterprise power needs by five to seven megawatts. The extra power is sold by CIPV into the grid. But the nearest existing substation is at such a distance that one megawatt is lost in transmission due to thermal line losses. These line losses amount to between $160,000 and $260,000 per year in lost revenue, depending upon transmission volume and market rates for electricity. The construction of a substation on reservation land to link into the local power grid will reduce transmission losses, increase the load that can be carried, and create another level of self-sufficiency for the tribe for their industrial power needs.

This report describes one of two prototype studies to update State-level reserve estimates. The CRDB data are intended for use in coal supply analyses and to support analyses of policy and legislative issues. They will be available to both Government and non-Government analysts.     The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    Nuclear power has a key role in meeting the energy demands of India. This can be sustained by ensuring robust technology for the back end of the fuel cycle. Considering the modest indigenous resources of U and a huge Th reserve, India has adopted a three stage Nuclear Power Programme (NPP) based on 'closed fuel cycle' approach. This option on 'Recovery and Recycle' serves twin objectives of ensuring adequate supply of nuclear fuel and also reducing the long term radio-toxicity of the wastes. Reprocessing of the spent fuel by Purex process is currently employed. High Level Liquid Waste (HLW) generated during reprocessing is vitrified and undergoes interim storage. Back-end technologies are constantly modified to address waste volume minimization and radio-toxicity reduction. Long-term management of HLW in Indian context would involve partitioning of long lived minor actinides and recovery of valuable fission products specifically cesium. Recovery of minor actinides from HLW and its recycle is highly desirable for the sustained growth of India's NPPs. In this context, programme for developing and deploying partitioning technologies on industrial scale is pursued. The partitioned elements could be either transmuted in Fast Reactors (FRs)/Accelerated Driven Systems (ADS) as an integral part of sustainable Indian NPP. (authors)

  15. Working with Indian Tribal Nations. A guide for DOE employees

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members.     The purpose of this project was to determine the technical feasibility, economic viability, and potential impacts of installing and operating a wind power station and/or small hydroelectric generation plants on the Makah reservation. The long-term objective is to supply all or a portion of Tribe's electricity from local, renewable energy sources in order to reduce costs, provide local employment, and reduce power outages. An additional objective was for the Tribe to gain an understanding of the requirements, costs, and benefits of developing and operating such plants on the reservation. The Makah Indian Reservation, with a total land area of forty-seven square miles, is located on the northwestern tip of the Olympic Peninsula in Washington State. Four major watersheds drain the main Reservation areas and the average rainfall is over one hundred inches per year. The reservation's west side borders the Pacific Ocean, but mostly consists of rugged mountainous terrain between 500 and 1,900 feet in elevation. Approximately 1,200 tribal members live on the Reservation and there is an additional non-Indian residential population of about 300. Electric power is provided by the Clallam County PUD. The annual usage on the reservation is approximately 16,700 mWh. Project Work Wind Energy--Two anemometer suites of equipment were installed on the reservation and operated for a more than a year. An off-site reference station was identified and used to project long-term wind resource characteristics at the two stations. Transmission resources were identified and analyzed. A preliminary financial analysis of a hypothetical wind power station was prepared and used to gauge the economic viability of installation of a multi-megawatt wind power station. Small Hydroelectric--Two potential sites for micro/small-hydro were identified by analysis of previous water resource studies, topographical maps, and conversations with knowledgeable Makah personnel.     Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribe’s CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.

    The Demand Response Spinning Reserve project is a pioneeringdemonstration of how existing utility load-management assets can providean important electricity system reliability resource known as spinningreserve. Using aggregated demand-side resources to provide spinningreserve will give grid operators at the California Independent SystemOperator (CAISO) and Southern California Edison (SCE) a powerful, newtool to improve system reliability, prevent rolling blackouts, and lowersystem operating costs.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.

    This report is the third in series of ``U.S. Coal Reserves`` reports. As part of the Administration of the Energy Information Administration (EIA) program to provide information on coal, it presents detailed estimates of domestic coal reserves, which are basic to the analysis and forecasting of future coal supply. It also describes the data, methods, and assumptions used to develop such estimates and explain terminology related to recent data programs. In addition, the report provides technical documentation for specific revisions and adjustments to the demonstrated reserve base (DRB) of coal in the United States and for coal quality and reserve allocations. It makes the resulting data available for general use by the public. This report includes data on recoverable coal reserves located at active mines and on the estimated distribution of rank and sulfur content in those reserves. An analysis of the projected demand and depletion in recoverable reserves at active mines is used to evaluate the areas and magnitude of anticipated investment in new mining capacity.

This report combines the fourth quarter 1993 Quarterly Report with the 1993 Annual Report.     US oil companies are complying with Saudi Arabia's and Indonesia's request by not revealing the companies' shares of oil reserves, adding to supply uncertainties and increasing the power of the producing countries. The information blackout reduces the reserve estimates filed by Exxon, Mobil, Standard Oil of California, and Texaco with the Securities and Exchange Commission, which plans to deal with the reporting problem on a case-by-case basis. Unless the companies decide the information can be disclosed to DOE's Financial Reporting System, a legal battle will ensue. A summary of reserve reports indicates a trend in declining production relative to new discoveries as well. (DCK)

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties. For the depleted counties, only estimated economic resources were required or possible with the data available. 24 refs., 9 figs., 3 tabs.

    In 2012, Superstorm Sandy made landfall in the northeastern United States and caused heavy damage to two refineries and left more than 40 terminals in New York Harbor closed due to water damage and loss of power. This left some New York gas stations without fuel for as long as 30 days. As part of the Obama Administration’s ongoing response to the storm, the Department of Energy created the first federal regional refined product reserve, the Northeast Gasoline Supply Reserve.

    Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

    The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate. Databases on Microsoft Excel spreadsheets of operators, leases, and production were designed for use in conjunction with an evaluation spreadsheet for estimating the remaining hydrocarbons on the Estate.

  10. Army Reserve Comprehensive Water Efficiency Assessments

    The Army Reserve has partnered with the Pacific Northwest National Laboratory (PNNL) to develop comprehensive water assessments for numerous Army Reserve Centers in all five regions including the Pacific islands and Puerto Rico, and at Fort Buchanan and Fort Hunter Liggett. The objective of these assessments is to quantify water use at the site, and identify innovative water efficiency projects that can be implemented to help reduce water demand and increase efficiency. Several of these assessments have focused on a strategic plan for achieving net zero water to help meet the Army’s Net Zero Directive . The Army Reserve has also leveraged this approach as part of the energy conservation investment program (ECIP), energy savings performance contracts (ESPCs), and utility energy service contracts (UESCs). This article documents the process involved.

    The Augustine Band of Cahuilla Indians was awarded a grant through the Department of Energy First Steps program in June of 2006. The primary purpose of the grant was to enable the Tribe to develop energy conservation policies and a strategy for alternative energy resource development. All of the work contemplated by the grant agreement has been completed and the Tribe has begun implementing the resource development strategy through the construction of a 1.0 MW grid-connected photovoltaic system designed to offset a portion of the energy demand generated by current and projected land uses on the Tribe’s Reservation. Implementation of proposed energy conservation policies will proceed more deliberately as the Tribe acquires economic development experience sufficient to evaluate more systematically the interrelationships between conservation and its economic development goals.
