    Based on extensive experience of the US Agency for International Development (USAID) with power sector liberalization in developing countries over the past decade, it has become clear that liberalization is a powerful tool for helping achieve sustainable and environmentally sound social and economic development. The basic driving forces for liberalization are: The need for additional energy to support sustainable economic and social development; the lack of public sector financial resources for system improvement; the inefficiency of existing power generation, transmission, distribution and end use; and the poor environmental performance of public sector power utilities. Power sector liberalization has brought the benefits of greater efficiency in the power sector, increased investment, more economic pricing, greater independence from political interference, increased competition and dampening of tariff increase, and better environmental protection. Care needs to be taken, however, to insure that progress in the areas of energy efficiency, renewable energy, and rural electrification are not compromised in the drive to liberalize. USAID firmly believes that power sector liberalization offers a fundamental opportunity to all countries to improve the sustainable supply and use of energy for productive purposes for this and future generations. All nations should seriously consider energy sector liberalization and one or more of the various approaches.

    To present findings of the Costa Rica Power Sector Efficiency Study to the Instituto Costarricense de Electridad, and to the Ministry of Energy, Natural Resources and Mining. To discuss the progress and plans for the Central American Rural Electrification Project with US Agency for International Development (USAID)/Regional Office Central American Program (ROCAP). I traveled to San Jose, Costa Rica to present the findings of the Costa Rica Power Sector Efficiency Study to our counterparts in the utility and the Ministry of Energy. Discussions were held with line level managers at Instituto Costarricensede Electricidad (ICE) and Ministry of Energy Mines and Natural Resources (MIRENEM), as well as a plan of action set for the final stage of the project. Discussions were held for a one day period with both the bilateral Agency for International Development (AID) and the regional AID mission regarding the need for a similar study in Guatemala and matters directly pertaining to the Central American Rural Electrification Study (CARES) project.

  12. Prospects for the power sector in nine developing countries

    Based on information drawn primarily from official planning documents issued by national governments and/or utilities, the authors examined the outlook for the power sector in the year 2000 in nine countries: China, India, Indonesia, Thailand, the Philippines, South Korea, Taiwan, Argentina and Mexico. They found that the implicit rates of average annual growth of installed electric power capacity between 1991 and 2001 range from a low of 3.3% per year in Argentina to a high of 13.2% per year in Indonesia. In absolute terms, China and India account for the vast majority of the growth. The plans call for a shift in the generating mix towards coal in six of the countries, and continued strong reliance on coal in China and India. The use of natural gas is expected to increase substantially in a number of the countries. The historic movement away from oil continues, although some countries are maintaining dual-fuel capabilities. Plans call for considerable growth of nuclear power in South Korea and China and modest increases in India and Taiwan. The feasibility of the official plans varies among the countries. Lack of public capital is leading towards greater reliance on private sector participation in power projects in many of the countries. Environmental issues are becoming a more significant constraint than in the past, particularly in the case of large-scale hydropower projects. The financial and environmental constraints are leading to a rising interest in methods of improving the efficiency of electricity supply and end use. The scale of such activities is growing in most of the study countries.

    India is a fast developing country. Some of the factors like population growth, industrialization, liberalization in economic policies, green revolution and awareness toward the environment, are increasing the electricity demand rapidly. As per the 14th Power Survey Report, an energy deficit of (+) 9% and peak demand deficit of (+) 18% have been estimated. Keeping in view the liberalization in economic policies, this deficit may be higher by the year 2000 AD. An estimation indicates that India is blessed with solar energy to the tune of 5 x 10{sup 15} kWh/yr. Being clean and inexhaustible source of energy, it can be used for large-scale power generation in the country. Keeping in view the present state-of-art technologies for STPG in MW range, best possible efforts are required to be made by all the concerned, to develop sustainable STPG technology of the future, specially for tropical regions. Standardization of vital equipment is an important aspect. There are a few required criteria like simple and robust technology, its transfer and adaptation in tropical climate conditions; high plant load factor without fossil-fired backup; availability of plant during evening peak and night hours; least use of fragile components, and capacity optimization for MW plants as per solar irradiance and environmental factors. In this paper, efforts have been made to compare the different STPG technologies. On the basis, of literature surveyed and studies carried out by the author, it may be stated that Central Receiver System technologies using molten salt and volumetric air receiver, along with molten salt and ceramic thermal storage respectively seems to be suitable and comparable in Indian context. Performance of SOLAR-TWO and PHOEBUS plants may be decisive.

    This life cycle assessment of Jatropha biodiesel production and use evaluates the net greenhouse gas (GHG) emission (not considering land-use change), net energy value (NEV), and net petroleum consumption impacts of substituting Jatropha biodiesel for conventional petroleum diesel in India. Several blends of biodiesel with petroleum diesel are evaluated for the rail freight, rail passenger, road freight, and road-passenger transport sectors that currently rely heavily on petroleum diesel. For the base case, Jatropha cultivation, processing, and use conditions that were analyzed, the use of B20 results in a net reduction in GHG emissions and petroleum consumption of 14% and 17%, respectively, and a NEV increase of 58% compared with the use of 100% petroleum diesel. While the road-passenger transport sector provides the greatest sustainability benefits per 1000 gross tonne kilometers, the road freight sector eventually provides the greatest absolute benefits owing to substantially higher projected utilization by year 2020. Nevertheless, introduction of biodiesel to the rail sector might present the fewest logistic and capital expenditure challenges in the near term. Sensitivity analyses confirmed that the sustainability benefits are maintained under multiple plausible cultivation, processing, and distribution scenarios. However, the sustainability of any individual Jatropha plantation will depend on site-specific conditions.

    This paper seeks to briefly characterize the evolving role of power sector regulation. Given current global dynamics, regulation of the power sector is undergoing dramatic changes. This transformation is being driven by various factors including technological advances and cost reductions in renewable energy, energy efficiency, and demand management; increasing air pollution and climate change concerns; and persistent pressure for ensuring sustainable economic development and increased access to energy services by the poor. These issues add to the already complex task of power sector regulation, of which the fundamental remit remains to objectively and transparently ensure least-cost service delivery at high quality. While no single regulatory task is trivial to undertake, it is the prioritization and harmonization of a multitude of objectives that exemplifies the essential challenge of power sector regulation. Evolving regulatory roles can be understood through the concept of existing objectives and an additional layer of emerging objectives. Following this categorization, we describe seven existing objectives of power sector regulators and nine emerging objectives, highlighting key challenges and outlining interdependencies. This essay serves as a preliminary installment in the Clean Energy Regulatory Initiative (CERI) series, and aims to lay the groundwork for subsequent reports and case studies that will explore these topics in more depth.

    Fuel prices in 2006 continued at record levels, with uranium continuing upward unabated and coal, SO{sub 2} emission allowances, and natural gas all softening. This softening did not continue for natural gas, however, whose prices rose, fell and rose again, first following weather influences and, by the second quarter of 2007, continuing at high levels without any support from fundamentals. This article reviews these trends and describes the remarkable increases in fuel expenses for power generation. By the end of 2005, natural gas claimed 55% of annual power sector fuel expenses, even though it was used for only 19% of electric generation. Although natural gas is enormously important to the power sector, the sector also is an important driver of the natural gas market-growing to over 28% of the market even as total use has declined. The article proceeds to discuss globalization, natural gas price risk, and technology developments. Forces of globalization are poised to affect the energy markets in new ways-new in not being only about oil. Of particular interest in the growth of intermodal traffic and its a little-understood impacts on rail traffic patterns and transportation costs, and expected rapidly expanding LNG imports toward the end of the decade. Two aspects of natural gas price risk are discussed: how understanding the use of gas in the power sector helps define price ceilings and floors for natural gas, and how the recent increase in the natural gas production after years of record drilling could alter the supply-demand balance for the better. The article cautions, however, that escalation in natural gas finding and development costs is countering the more positive developments that emerged during 2006. Regarding technology, the exploitation of unconventional natural gas was one highlight. So too was the queuing up of coal-fired power plants for the post-2010 period, a phenomenon that has come under great pressure with many consequences including increased

    Much has been written about ceramic superconductors since their discovery in 1986. Most of this writing reports and describes scientific research. However, some authors have sought to put this research in context: to assess where the field stands, what might be technically feasible, what might be economically feasible, and what potential impacts ceramic superconductors will bring to the electric power sector. This report`s purpose is to make the results of already published assessments readily available. To that end, this report lists and provides abstracts for various technical and economic assessments related to applications of High-Temperature Superconductors (HTS) to the electric power sector. Those studies deemed most important are identified and summarized. These assessments were identified by two means. First, members of the Executive Committee identified some reports as worthy of consideration and forwarded them to Argonne National Laboratory. Twelve assessments were selected. Each of these is listed and summarized in the following section. Second, a bibliographic search was performed on five databases: INSPEC, NTIS, COMPENDEX, Energy Science & Technology, and Electric Power Database. The search consisted of first selecting all papers related to High Temperature Superconductors. Then papers related to SMES, cables, generators, motors, fault current limiters, or electric utilities were selected. When suitable variants of the above terms were included, this resulted in a selection of 493 citations. These citations were subjected to review by the authors. A number of citations were determined to be inappropriate (e.g. a number referred to digital transmission lines for electronics and communications applications). The reduced list consisted of 200 entries. Each of these citations, with an abstract, is presented in the following sections.

    The purpose of this report is to identify the potential for on-site power generation in the U.S. industrial sector with emphasis on nine industrial groups called the ''Industries of the Future'' (IOFs) by the U.S. Department of Energy (DOE). Through its Office of Industrial Technologies (OIT), the DOE has teamed with the IOFs to develop collaborative strategies for improving productivity, global competitiveness, energy usage and environmental performance. Total purchases for electricity and steam for the IOFs are in excess of $27 billion annually. Energy-related costs are very significant for these industries. The nine industrial groups are (1) Agriculture (SIC 1); (2) Forest products; (3) Lumber and wood products (SIC 24); (4) Paper and allied products (SIC 26); (5) Mining (SIC 11, 12, 14); (6) Glass (SIC 32); (7) Petroleum (SIC 29); (8) Chemicals (SIC 28); and (9) Metals (SIC 33): Steel, Aluminum, and Metal casting. Although not currently part of the IOF program, the food industry is included in this report because of its close relationship to the agricultural industry and its success with on-site power generation. On-site generation provides an alternative means to reduce energy costs, comply with environmental regulations, and ensure a reliable power supply. On-site generation can ease congestion in the local utility's electric grid. Electric market restructuring is exacerbating the price premium for peak electricity use and for reliability, creating considerable market interest in on-site generation.

    This study explores dynamics related to natural gas use at the national, sectoral, and regional levels, with an emphasis on the power sector. It relies on a data set from SNL Financial to analyze recent trends in the U.S. power sector at the regional level. The research aims to provide decision and policy makers with objective and credible information, data, and analysis that informs their discussions of a rapidly changing energy system landscape. This study also summarizes regional changes in natural gas demand within the power sector. The transition from coal to natural gas is occurring rapidly along the entire eastern portion of the country, but is relatively stagnant in the central and western regions. This uneven shift is occurring due to differences in fuel price costs, renewable energy targets, infrastructure constraints, historical approach to regulation, and other factors across states.

    The California Climate Action Registry (''Registry'') was initially established in 2000 under Senate Bill 1771, and clarifying legislation (Senate Bill 527) was passed in September 2001. The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) has been asked to provide technical assistance to the California Energy Commission (CEC) in establishing methods for calculating average and marginal electricity emissions factors, both historic and current, as well as statewide and for sub-regions. This study is exploratory in nature. It illustrates the use of three possible approaches and is not a rigorous estimation of actual emissions factors. While the Registry will ultimately cover emissions of all greenhouse gases (GHGs), presently it is focusing on carbon dioxide (CO2). Thus, this study only considers CO2, which is by far the largest GHG emitted in the power sector. Associating CO2 emissions with electricity consumption encounters three major complications. First, electricity can be generated from a number of different primary energy sources, many of which are large sources of CO2 emissions (e.g., coal combustion) while others result in virtually no CO{sub 2} emissions (e.g., hydro). Second, the mix of generation resources used to meet loads may vary at different times of day or in different seasons. Third, electrical energy is transported over long distances by complex transmission and distribution systems, so the generation sources related to electricity usage can be difficult to trace and may occur far from the jurisdiction in which that energy is consumed. In other words, the emissions resulting from electricity consumption vary considerably depending on when and where it is used since this affects the generation sources providing the power. There is no practical way to identify where or how all the electricity used by a certain customer was generated, but by reviewing public sources of data the total emission burden of a customer's electricity

    Over the course of this coming century, global electricity use is expected to grow at least five fold and if stringent greenhouse gas emissions controls are in place the growth could be more than seven fold from current levels. Given that the electric power sector represents the second largest anthropogenic use of water and given growing concerns about the nature and extent of future water scarcity driven by population growth and a changing climate, significant concern has been expressed about the electricity sector’s use of water going forward. In this paper, the authors demonstrate that an often overlooked but absolutely critical issue that needs to be taken into account in discussions about the sustainability of the electric sector’s water use going forward is the tremendous turn over in electricity capital stock that will occur over the course of this century; i.e., in the scenarios examined here more than 80% of global electricity production in the year 2050 is from facilities that have not yet been built. The authors show that because of the large scale changes in the global electricity system, the water withdrawal intensity of electricity production is likely to drop precipitously with the result being relatively constant water withdrawals over the course of the century even in the face of the large growth in electricity usage. The ability to cost effectively reduce the water intensity of power plants with carbon dioxide capture and storage systems in particular is key to constraining overall global water use.

The 1986 ratification of the European Single Act was intended to create a European internal market, where circulation of people, capital, goods, and services would reach the highest possible liberalization. In 1988, in the document The Energy Internal Market, the European Union (EU) commission stressed the need for creation of an internal energy market--free of obstacles--to increase security of supply, to reduce costs, and to strengthen the competitiveness of the European economic system.     The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

    On the high plains, a wind-electric stock water pumping system produces a significant amount of excess power over the winter months due to intense winds and the decreased water consumption by cattle. The University of Wyoming is developing a multi-tasking system to utilize this excess energy to resistively heat a small sector of the stock tank at its demonstration/experimental site. This paper outlines the detailed heat transfer analysis that predicted drinking water temperature and icing conditions. It also outlines the optimization criteria and the power produced by the Bergey 1500 wind electric system. Results show that heating a smaller insulated tank inserted into the larger tank would raise the drinking water temperature by a maximum of 6.7 {degrees}C and eliminate icing conditions. The returns associated with the additional cattle weight gain, as a result of the consumption of warmer water, showed that system modification costs would be recovered the first year. 12 refs., 11 figs., 2 tabs.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    In this paper, we examine the changes in ambient ozone concentrations simulated by the Community Multiscale Air Quality (CMAQ) model for summer 2002 under three different nitrogen oxides (NOx) emission scenarios. Two emission scenarios represent best estimates of 2002 and 2004 emissions; they allow assessment of the impact of the NOx emissions reductions imposed on the utility sector by the NOx State Implementation Plan (SIP) Call. The third scenario represents a hypothetical rendering of what NOx emissions would have been in 2002 if no emission controls had been imposed on the utility sector. Examination of the modeled median and 95th percentile daily maximum 8-hr average ozone concentrations reveals that median ozone levels estimated for the 2004 emission scenario were less than those modeled for 2002 in the region most affected by the NOx SIP Call. Comparison of the 'no-control' with the '2002' scenario revealed that ozone concentrations would have been much higher in much of the eastern United States if the utility sector had not implemented NOx emission controls; exceptions occurred in the immediate vicinity of major point sources where increased NO titration tends to lower ozone levels. 13 refs., 8 figs., 2 tabs.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

    With India's transportation sector relying heavily on imported petroleum-based fuels, the Planning Commission of India and the Indian government recommended the increased use of blended biodiesel in transportation fleets, identifying Jatropha as a potentially important biomass feedstock. The Indian Oil Corporation and Indian Railways are collaborating to increase the use of biodiesel blends in Indian locomotives with blends of up to B20, aiming to reduce GHG emissions and decrease petroleum consumption. To help evaluate the potential for Jatropha-based biodiesel in achieving sustainability and energy security goals, this study examines the life cycle, net GHG emission, net energy ratio, and petroleum displacement impacts of integrating Jatropha-based biodiesel into locomotive operations in India. In addition, this study identifies the parameters that have the greatest impact on the sustainability of the system.

    This study used a state-of-the-art planning model called SWITCH for the electric power system to investigate the evolution of the power systems of California and western North America from present-day to 2050 in the context of deep decarbonization of the economy. Researchers concluded that drastic power system carbon emission reductions were feasible by 2050 under a wide range of possible futures. The average cost of power in 2050 would range between $149 to $232 per megawatt hour across scenarios, a 21 to 88 percent increase relative to a business-as-usual scenario, and a 38 to 115 percent increase relative to the present-day cost of power. The power system would need to undergo sweeping change to rapidly decarbonize. Between present-day and 2030 the evolution of the Western Electricity Coordinating Council power system was dominated by implementing aggressive energy efficiency measures, installing renewable energy and gas-fired generation facilities and retiring coal-fired generation. Deploying wind, solar and geothermal power in the 2040 timeframe reduced power system emissions by displacing gas-fired generation. This trend continued for wind and solar in the 2050 timeframe but was accompanied by large amounts of new storage and long-distance high-voltage transmission capacity. Electricity storage was used primarily to move solar energy from the daytime into the night to charge electric vehicles and meet demand from electrified heating. Transmission capacity over the California border increased by 40 - 220 percent by 2050, implying that transmission siting, permitting, and regional cooperation will become increasingly important. California remained a net electricity importer in all scenarios investigated. Wind and solar power were key elements in power system decarbonization in 2050 if no new nuclear capacity was built.     A study on the economy of Taiwan, with special reference to the energy sector, revealed the following: Taiwan's rapid export-driven economic growth in the 1970s and 1980s has earned them the rank of ''Newly Industrialized Countries.'' Coal reserves measure less than 1 billion tons, and annual output has declined to below 2 million tons per year. Marginal amounts of crude are produced. Natural gas resources have been exploited both on- and offshore, through production amounts to little more than 1 billion cubic meters per year. Domestic hydrocarbon production is forecast to decline. Taiwan prssesses an estimated 5300 mW of exploitable hydropower capacity, of which 2564 mW had been installed by 1986. Taiwan has undertaken a massive program of nuclear power construction in response to the rapid rise in oil prices during the 1970s. Energy demand has risen an average of 9.0 percent per year since 1954, while real GNP has grown 8.6 percent per year. Sine 1980, oil has provided a lower share of total energy demand. Oil demand for transport has continued to grow rapidly. Declining production of domestic natural gas has led Taiwan to initiate LNG imports from Indonesia beginning in 1990. Coal has regained some of its earlier importance in Taiwan's energy structure. With declining domestic production, imports now provide nearly 90 percent of total coal demand. Taiwan is basically self-sufficient in refining capacity. Energy demand is expected to grow 5.4 percent per year through the yeat 2000. With declining output of domestic resources, energy dependency on imports will rise from its current 90 percent level. Government policy recognizes this external dependency and has directed it efforts at diversification of suppliers. 18 refs., 11 figs., 40 tabs.
