  1. In-country and lending institution environmental requirements for thermal power plants in the Philippines and India

    Diverse environmental reviews and approvals are required by both Government and non-government organizations (NGOs) for licensing or permitting of major thermal power plants in Asia; specifically, India and Philippines. The number and type of approvals required for a specific project vary depending on site characteristics, fuel source, project-specific design and operating parameters as well as type of project financing. A model 400 MW coal-fired project located in Asia is presented to illustrate the various lender and host country environmental guidelines. A case study of the environmental reviews and approvals for Ogden Quezon Power, Inc. Project (Quezon Province, Republic of the Philippines) is also included. A list of acronyms is provided at the paper`s end. As independent power project (IPP) developers seek financing for these capital-intensive infrastructure projects, a number of international finance/lending institutions are likely to become involved. Each lender considers different environmental aspects of a project. This paper compares relevant environmental requirements of various lenders which finance IPPs and their interest in a project`s environmental review. Finally, the authors of this paper believe that the environmental review process can bring together many parties involved with IPP development, including local and central governments, non government organizations, various lenders (such as multilateral and export credit agencies) as well as project proponents. Environmental review provides input opportunity for interested and affected parties. Airing environmental issues in open forums such as public hearings or meetings helps ensure projects are not evaluated without public input.

    Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

    This paper reports that the Philippines' downstream sector is poised for sharp growth. Despite a slip in refined products demand in recent years, Philippines products demand will rebound sharply by 2000, East-West Center (EWC), Honolulu, predicts. Philippines planned refinery expansions are expected to meet that added demand, EWC Director Fereidun Fesharaki says. Like the rest of the Asia-Pacific region, product specifications are changing, but major refiners in the area expect to meet the changes without major case outlays. At the same time, Fesharaki says, push toward deregulation will further bolster the outlook for the Philippines downstream sector.

    The Philippines is the third largest producer of geothermal electricity after the US and Mexico. Geothermal exploration was started in 1962, and the first large commercial power plants came on-line in 1979 in two fields. By 1984, four geothermal fields had a combined installed capacity of 890 MWe and in 1992 these plants supplied about 20% of the country`s electric needs. Geothermal energy development was stimulated in the mid-1970s by the oil crisis and rapidly growing power demand, government support, available foreign funding, and a combination of private and government investment and technical expertise. However, no new geothermal capacity has been added since 1984, despite the growing demand for energy and the continuing uncertainty in the supply of crude oil. The Philippines` geothermal capacity is expected to expand by 270--1,100 MWe by the end of 1999. Factors that will affect the rate growth in this decade include suitable legislation, environmental requirements, financing, degree of private involvement, politics, inter-island electric grid connections, and viability of the remaining prospects.

    In 1976, significant quantities of oil were discovered offshore northwest of Palawan Island by a Philippine-American consortium led by Philippines-Cities Service Inc. This was the first commercial oil found in the Philippine Islands. Other exploration companies had decided that there was no commercial oil in the Philippines. They fell prey to a situation Wallace E. Pratt, who began his career in 1909 in the Philippines, later described: There are many instances where our knowledge, supported in some cases by elaborate and detailed studies has convinced us that no petroleum resources were present in areas which subsequently became sites of important oil fields. Some explorers are blinded by the negative implications of the same knowledge that successful explorers use to find important oil fields. The Palawan discoveries are examples of successful use of knowledge. Recognition that the Philippine Islands are a tectonic railroad siding may be the key to future exploration success. These islands are continental fragments, each with its own individual geologic characteristics, that have moved from elsewhere to their present positions along a major strike-slip zone. Play concepts can be developed in the Philippines for continental fragments in each of the three major present-day tectono-stratigraphic systems that are dominated by strike-slip, but include subduction and extension tectonics, with both carbonate and clastic sediments.

    This paper reports that Alcorn International Inc., Houston, has disclosed a test of another hefty oil flow off Philippines. Alcorn last month completed its third high flowing delineation well in the West Linapacan area off Palawan Island. Development of West Linapacan field will help boost lagging Philippines oil production, which fell 31% in 1991 from 1990 levels. Philippines Office of Energy Affairs (OEA) also outlined other aspects of the country's oil and gas activity in 1991. Recent drilling successes have redirected the country's focus north to the West Linapacan area from older Northwest Palawan oil fields. Meantime, two geophysical survey and exploration contracts (GSECs) were awarded in 1991, and two service contracts (SCs) were relinquished during the year. Several seismic program were completed last year, and in agreement between Australia and Philippines will yield added seismic data during the next 3 years.

    This paper reports on the discovery of a major oil field in the West Linapacan area, plus encouraging signs from the Calauit 1B, both offshore Palawan, that have prompted foreign and local firms to increase exploration activity, which should result in the drilling of 22 wells this year, compared to only seven during 1990. The West Linapacan well is reported to have potential recoverable reserves of 109 million bbl, and a consortium led by Alcorn (Production) Philippines plans a two-phase development of the discovery, beginning with two or three follow-up wells. These will be part of the seven additional wells the Office of Energy Affairs has approved for 1991 or early 1992. The OEA expects production from West Linapacan to start by 1992 at an initial rate of 15,000 to 20,000 bopd.

    This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    This paper reports that Alcorn International Inc., Houston, is producing about 16,500 b/d of oil from West Linapacan A field in the South China Sea off the Philippines. The field's current production alone is more than fivefold the Philippines' total average oil flow of 3,000 b/d in 1991. It's part of a string of oil and gas strikes off Palawan Island that has made the region one of the hottest exploration/development plays in the Asia-Pacific theater.

    The first combined cycle power station in the Philippines has gone into operation at National Power Corporation`s (NPC) Limay Bataan site, some 40 km west of Manila. The plant comprises two 300 MW blocks in 3+3+1 configuration, based on ABB Type GT11N gas turbines. It was built by a consortium of ABB, with their Japanese licensee Kawasaki Heavy Industries, and Marubeni Corporation. This paper discusses Philippine power production, design and operation of the Limay Bataan plant, and conversion of an existing turbine of the nuclear plant project that was abandoned earlier, into a combined cycle operation. 6 figs.

    With the turn of the century, people in remote areas still live without electricity. Conventional electrification will hardly reach the remaining 50% of the population of the Philippines in remote areas. With photovoltaic technology, the delivery of electricity to remote areas can be sustainable. Malalison island was chosen as a project site for electrification using photovoltaic technology. With the fragile balance of ecology and seasonal income in this island, the PV electrification proved to be a better option than conventional fossil based electrification. The Solar Battery Charging Station (SBCS) was used to suit the economic and geographical condition of the island. Results showed that the system can charge as many as three batteries in a day for an average fee of $0.54 per battery. Charging is measured by an ampere-hour counter to determine the exact amount of charge the battery received. The system was highly accepted by the local residents and the demand easily outgrew the system within four months. A technical, economic and social evaluation was done. A recovery period of seven years and five months is expected when competed with the conventional battery charging in the mainland. The technical, economic, institutional and social risks faced by the project were analyzed. Statistics showed that there is a potential of 920,000 households that can benefit from PV electrification in the Philippines. The data and experiences gained in this study are valuable in designing SBCS for remote unelectrified communities in the Philippines and other developing countries.

Sources looked at include solar, biomass, micro-hydroelectric, mini-hydroelectric, wind, mini-geothermal, and hybrid. A small power utilities group is being spun off the major utility, to provide a structure for developing rural electrification programs. In some instances, private companies have stepped forward, avoiding what is perceived as overwhelming beaurocracy, and installed systems with private financing. The paper provides information on survey work which has been done on resources, and the status of cooperative programs to develop renewable systems in the nation.

    Shell International Petroleum Co. Ltd. negotiated a farmout in 1990 from Occidental International Exploration and Production Co. for Block SC-38 in the South China Sea off Palawan, Philippines, following Oxy's discovery of gas in 1989 in a Miocene Nido limestone buildup. Under the terms of the farmout agreement, Shell became operator with a 50% share. Following the disappointing well North Iloc 1, Shell was successful in finding oil and gas in Malampaya 1. Water 700-1,000 m deep, remoteness, and adverse weather conditions have imposed major challenges for offshore operations. The paper describes the tectonic setting; the Nido limestone play; the Malampaya discovery; and Shell's appraisal studies.

The GODU gives Petron sufficient diesel oil desulfurization capacity to meet demand for lower-sulfur diesel in the country. The project places the refinery in a pacesetter position to comply with the Philippine government`s moves to reduce air pollution, especially in urban centers, by reducing the sulfur specification for diesel to 0.5 wt% in 1996 from 0.7 wt% at the start of the project. Performance tests and initial operations of the unit have revealed a desulfurization efficiency of 91% vs. a guaranteed efficiency of 90%. A feed sulfur content of 1.33 wt% is reduced to 0.12 wt% at normal operating conditions. Operating difficulties during start-up were minimized through use of a detailed prestartup check conducted during the early stages of construction work.

    Cophil Exploration Corp., a Filipino public company, spearheaded 1995 Philippine oil and gas exploration activity with the start of its gas delineation drilling operations in Libertad, northern Cebu. Cophil and its Australian partners, Coplex Resources NL and PacRim Energy NL, have set out to complete a seven well onshore drilling program within this block this year. The companies are testing two modest shallow gas plays, Libertad and Dalingding, and a small oil play, Maya, all in northern Cebu about 500 km southeast of Manila. Following a short discussion on the geology and exploration history of the Visayan basin, this article briefly summarizes Cophil`s ongoing Cebu onshore drilling program. Afterwards, discussion focuses on identified exploration opportunities in the basin`s offshore sector.

    The structure and tectonic history of the Sulu Sea are described on the basis of seismic reflection data combined with the findings of onshore and offshore geological studies, and the results of ODP Leg 124 drilling. Closing of a hypothetical Mesozoic proto-South China Sea associated with the formation of oceanic crustal splinters in the late Eocene followed by southward subduction and, in turn, progressive collision of the north Palawan continental terrane with the micro-continental Borneo plate since the middle Miocene, resulted in the formation of the structurally complex Sulu-Borneo collision belt. The latter comprises north Sabah, southern and central Palawan, and the northwest Sulu basin. Fracturing of the Borneo micro-continental plate into the Sulu and Cagayan ridges initiated the opening of the southeast Sulu basin during the late Oligocene through the early Miocene. Collision of the north Palawan continental terrane with Cagayan Ridge in the late early Miocene and oblique collision of these blocks with the central Philippines resulted in the still ongoing closing of the southeast Sulu basin since the middle or late Miocene. Closing of the southeast Sulu basin began with the formation of an oceanic crustal slab.

    Geological field investigations and /sup 40/Ar//sup 39/Ar ages from two basement complexes in southeast Luzon document the first known occurrences of pre-Late Cretaceous age rocks in the eastern Philippines. However, individual components within the two complexes vary in age from Late Jurassic (Caramoan basement complex) to Early Cretaceous and early Miocene (Camarines Norte-Calaguas Islands basement complex). These and other data show that southeast Luzon basement complexes are genetically diverse, and they indicate that the concept of an old, autochthonous basement in the Philippines is open to question. This supports the hypothesis that the Philippine Archipelago is an amalgamation of allochthonous Mesozoic and Cenozoic island-arc, ocean-basin, and continental fragments that were assembled during the Tertiary.

    The Philippines' master plan for energy makes cornerstones of energy standards for appliances, buildings, and motors in their energy efficiency effort. Significant progress has been made in implementing appliance standards for some products, but has lagged for others. This has been partly because the resources allocated have dictated a cautious deliberate approach. Products where there has been a lack of information about the respective markets have received lowest priority. Motors fall in this latter category. In their development of building codes, the Philippine government has also taken a cautious deliberate approach and is just now attending to the compliance of a commercial building energy performance standard that was enacted into law in 1994. This paper describes the results of recent new buildings and motor market assessments carried out in the Philippines, a survey of building energy code implementation in other countries, and how these products are being used to further implementation of energy standards in the Philippines. Lessons for other countries are drawn from this experience.

    The Philippine National Oil Company and Lawrence Berkeley Laboratory have conducted an informal cooperative project on the reservoir evaluation of the Palinpinon geothermal field in the Philippines. The work involved the development of various numerical models of the field in order to understand the observed data. A three-dimensional porous medium model of the reservoir has been developed that matches well the observed pressure declines and enthalpy transients of the wells. Submodels representing the reservoir as a fractured porous medium were developed for the analysis of chemical transport of chlorides within the reservoir and the movement of the cold water front away from injection wells. These models indicate that the effective porosity of the reservoir varies between 1 and 7% and the effective permeability between 1 and 45 millidarcies. The numerical models were used to predict the future performance of the Palinpinon reservoir using various possible exploitation scenarios. A limited number of make-up wells were allocated to each sector of the field. When all the make-up wells had been put on line, power production gradually began to decline. The model indicates that under the assumed conditions it will not be possible to maintain the planned power production of 112.5 MWe at Palinpinon I and 80 MWe at Palinpinon II for the next 30 years, but the decline in power output will be within acceptable normal operating capacities of the plants.

Frontier areas have become attractive for exploration in view of the continuing research studies resulting to increased database thereat. While Northwest Palawan continues to be the hub of action, frontier areas as well as the more risky deepwater acreages still generate interests, if one wishes to be an active player in a growing energy-hungry economy.

    Petroleum exploration in the Philippines has its roots in the Visayan Basin in the central Philippines. This is a Tertiary basin with up to 30,000 ft of sedimentary fill. With numerous surface oil and gas manifestations known as early as 1888, the area was the site of the first attempts to establish commercial petroleum production in the country. Over the past 100 years, more than 200 wells have been drilled in the basin. Several of these have yielded significant oil and gas shows. Production, albeit noncommercial in scale, has been demonstrated to be present in some places. A review of past exploration data reveals that many of the earlier efforts failed due to poorly located tests from both structural and stratigraphic standpoints. Poor drilling and completion technology and lack of funding compounded the problems of early explorationists. Because of this, the basin remains relatively underexplored. A recent assessment by COPLEX and E.F. Durkee and Associates demonstrates the presence of many untested prospects in the basin. These prospects may contain recoverable oil and gas potential on the order of 5 to 10 MMBO onshore and 25 to 100 MMBO offshore. With new exploration ideas, innovative development concepts, and the benefit of modern technology, commercial oil and gas production from the basin may yet be realized.

Reforestation activities are primarily net sinks of carbon specially the use of fast growing reforestation species. Estimates are given for the carbon-sequestering ability of some commonly used species.     The reintroduction of nuclear power in the Philippines is favored by several factors such as: the inclusion of nuclear energy in the energy sector of the science and technology agenda for national development (STAND); the Large gap between electricity demand and available local supply for the medium-term power development plan; the relatively lower health risks in nuclear power fuel cycle systems compared to the already acceptable power systems; the lower environmental impacts of nuclear power systems compared to fossil fuelled systems and the availability of a regulatory framework and trained personnel who could form a core for implementing a nuclear power program. The electricity supply gap of 9600 MW for the period 1993-2005 could be partly supplied by nuclear power. The findings of a recent study are described, as well as the issues that have to be addressed in the reintroduction of nuclear power.

  12. Reuse of secondhand TVs exported from Japan to the Philippines

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    The Dauin geothermal prospect, situated 5 km southeast of the Palinpinon I and II sectors, was drilled between 1982 and 1983 to test its viability for development. Drilling results indicated that DN-1 was drilled closer to the source region than DN-2 where permeability, temperature, and alteration mineralogy were generally unpromising. DN-1 encountered temperatures of at least 240{degrees}C and a neutral-pH fluid with reservoir chloride of 3000 mg/kg. In particular, the presence of sulphur in the DN-1 discharge provoked debates and many speculation on the nature of the fluid in the area. The area was re-evaluated in 1996 for the following reasons: (1) Renewed interests on other geothermal prospects within Negros Island from an economic point of view and the success of modular plant developments are Pal II and other areas in the Philippines; (2) Reinterpretation of the genesis of sulphur contained in the DN-1 discharge fluid; (3) Encouraging temperature, permeability and neutral-pH alterations at depth and the neutral character of DN-1 discharge fluid; and (4) Reinterpretation of the hydrological model from a geochemical and geological point of view. The study indicates good potential for modular power development.

  8. Earthquake design criteria for small hydro projects in the Philippines

    The definition of the seismic environment and seismic design criteria of more than twenty small hydro projects in the northern part of the island of Luzon in the Philippines took a special urgency on the wake of the Magnitude 7.7 earthquake that shook the island on July 17, 1990. The paper describes the approach followed to determine design shaking level criteria at each hydro site consistent with the seismic environment estimated at that same site. The approach consisted of three steps: (1) Seismicity: understanding the mechanisms and tectonic features susceptible to generate seismicity and estimating the associated seismicity levels, (2) Seismic Hazard: in the absence of an accurate historical record, using statistics to determine the expected level of ground shaking at a site during the operational 100-year design life of each Project, and (3) Criteria Selection: finally and most importantly, exercising judgment in estimating the final proposed level of shaking at each site. The resulting characteristics of estimated seismicity and seismic hazard and the proposed final earthquake design criteria are provided.

    Commercial-scale geothermal development in the Philippines began i n 1972 with the completion of the discovery well in the southeastern portion of Luzon Island. A second geothermal anomaly was discovered i n 1975 on the southern flank of Mt . Makiling, forty miles south of Manila. Both fields are being developed and operated by Philippine Geothermal, Inc. (PGI) , a wholly-owned subsidiary of Union Oil Company of California. Currently the Philippines ranks second worldwide in installed geothermal-powered electrical generation capacity with 443 MW and PGI has developed 440 PW of the 443 MW country total. Additional generation capacity is planned or under construction in both fields. Over 1.9 billion kilowatt-hours of electrical power have been produced to date. This represents a savings of approximately three million barrels of imported fuel oil for power generation.

    As a result of NSG restrictions, India cannot import the natural uranium required to fuel its Pressurized Heavy Water Reactors (PHWRs); consequently, it is forced to rely on the expediency of domestic uranium production. However, domestic production from mines and byproduct sources has not kept pace with demand from commercial reactors. This shortage has been officially confirmed by the Indian Planning Commissions Mid-Term Appraisal of the countrys current Five Year Plan. The report stresses that as a result of the uranium shortage, Indian PHWR load factors have been continually decreasing. The Uranium Corporation of India Ltd (UCIL) operates a number of underground mines in the Singhbhum Shear Zone of Jharkhand, and it is all processed at a single mill in Jaduguda. UCIL is attempting to aggrandize operations by establishing new mines and mills in other states, but the requisite permit-gathering and development time will defer production until at least 2009. A significant portion of Indias uranium comes from byproduct sources, but a number of these are derived from accumulated stores that are nearing exhaustion. A current maximum estimate of indigenous uranium production is 430t/yr (230t from mines and 200t from byproduct sources); whereas, the current uranium requirement for Indian PHWRs is 455t/yr (depending on plant capacity factor). This deficit is exacerbated by the additional requirements of the Indian weapons program. Present power generation capacity of Indian nuclear plants is 4350 MWe. The power generation target set by the Indian Department of Atomic Energy (DAE) is 20,000 MWe by the year 2020. It is expected that around half of this total will be provided by PHWRs using indigenously supplied uranium with the bulk of the remainder provided by breeder reactors or pressurized water reactors using imported low-enriched uranium.

    The Government of the Republic of the Philippines has invited new bids from international companies to explore for oil and gas in onshore and offshore sedimentary basins. To assist the private oil industry in the evaluation of the petroleum potential of these basins, the Government, with the assistance of a loan from the World Bank has completed a nation-wide basin evaluation program. The primary objective of the project is to further the goals of international energy development by aiding the Republic of the Philippines in the assessment of potential petroleum prospects within the areas imaged by radar. Secondary goals are to assist the Republic of the Philippines in utilizing state-of-the-art radar remote sensing technology for resource exploration, and to train key Philippines scientists in the use of imaging radar data. Geologic maps were prepared for each petroleum prospect region and are included in this report.     The Philippines has a rich potential for geothermal energy development, according to the assessment of opportunities for U.S. private investment in the sector. Areas covered in detail are the Philippines' geothermal resources, the legal structure of the geothermal industry, conditions acting as stimuli to geothermal power generation, and interest in private geothermal investment. Major finding are as follows. (1) The Philippine geothermal power industry is the world's second largest. (2) Geothermal resources are owned by the Government of the Philippines and a complex legal structure governs their exploitation. (3) Since the Philippines is poor in most energy resources (e.g., coal, oil, and gas), use of geothermal energy is necessary. (4) Despite legal and structural obstacles, various foreign private enterprises are interested in participating in geothermal development. Two possible options for U.S. investors are presented: a joint venture with the National Oil Company, and negotiation of a service contract, either alone or with a Philippine partner, for a concession on land administered by the Office of Energy Affairs.

    This study addresses the most significant issues of natural-resource management in the Philippines. These include the disappearence or degradation of forests; erosion and changes in hydrological regimes; the conversion of mangrove swamps to fishponds; degradation of coral reefs; and depletion of nearshore fisheries through overfishing and destructive techniques. The issues addressed concern the extent and rate of degradation of these resource stocks, the impact thereof on the national economy, and the scope for ameliorative measures through policy responses, management changes, and investments. The Government is responsible for management of public resources, which include over half of the land area of the Philippines as well as the coastal waters. Historically, public management has been less than optimal, as evidenced by an unsustainable rate of deforestation and the recent stagnation or decline in extractive fisheries.

    This paper reviews energy policy and energy-economy interactions in the Philippines since 1973 and presents projections of energy development and use to the year 2000. Dependent on imported oil for over 90 percent of its commercial energy requirements in 1973, the Philippines initiated one of the most aggressive energy development and conservation programs in the developing world. Energy and oil intensities of the economy were reduced, and domestic coal, hydroelectric, geothermal and biomass resources were developed to meet nearly half of commercial energy requirements by 1985. Low world oil prices and domestic political developments combined to reverse trends in the energy sector after 1985. Imported oil dependence grew again to 70 percent by 1992, and an electric power crisis became the focus of government energy policy. An innovative private power development program has helped reduce power shortages and is expected to account for the bulk of needed capacity expansion into the next century.

    Mathematical models of silica deposition are derived using the method of characteristics for the problem of variable rate injection into a well producing radially symmetric flow. Solutions are developed using the first order rate equation of silica deposition suggested by Rimstidt and Barnes (1980). The changes in porosity and permeability resulting from deposition are included in the models. The models developed are successfully applied in simulating the changes in injection capacity in some of the reinjection wells in Tongonan geothermal field, Philippines.

    The main theme of this series of articles is that ours is now a world-wide society, short on meeting needs for energy yet long on waste from our industrial, agricultural and human consumption processes. This is a study report about developments in the Philippines where waste management has been recognized and considered as an important practical source of energy. This is revealed by several reports of the number of biogas plants in operation in this country. According to the July 31, 1977 survey made by the Philippines Bureau of Animal Industries, 200 biogas plants were then installed and in operation of which 46 were government-owned and 154 privately-owned. More have been installed since then. This report presents some of the operating observations and developments from the joint engineering analyses project of the Philippines Bureau of Animal Industry, Man and the Biosphere Inter-Agency Committee on Ecological Studies, Bureau of Fisheries and Aquatic Resources and the National Institute of Science and Technology. The project's main objective was to show that establishing a biogas plant involves not only the production of a methane gas mixture but the integration of its other products as part of a system (i.e., using effluent water from the biogas digester for production of algae chlorell sp. for livestock and poultry feed, production of fish and fertilizing-irrigating of pasture and vegetable plots.). Housing development sewer systems with added biogas generators are also discussed.

    The Philippine geothermal energy development is now considered in a state of maturity. After more than 20 years of geothermal experience, the total geothermal installed capacity in the Philippines reached 1,455 MW (1996) or about 12% of the total installed power plant capacity. This also enabled the Philippines to become the second largest producer of geothermal energy in the world. The country`s track record in harnessing geothermal energy is considered a revelation, as it continues with its vision of {open_quotes}full steam ahead{close_quotes}, originally conceived when commercial geothermal operation started in 1973. It is thus proper and timely to refer to historical highlights and experiences in geothermal energy development for planning and implementation of the country`s geothermal energy program.

  18. Mitigation options for methane emissions from rice fields in the Philippines

    The contribution of Philippine rice production to global methane emission and breakthroughs in methane emission studies conducted in the country are presented in this paper. A significant impact in the reduction of GHG emissions from agriculture can be achieved if methane emissions from ricefields can be abated. This study presents the contribution of Philippine rice cultivation to global methane emission and breakthroughs in methane emission studies in the country which address the issue of mitigation. Using the derived emission factors from local measurements, rice cultivation contributes 566.6 Gg of methane emission in the Philippines. This value is 62% of the total methane emitted from the agriculture sector. The emission factors employed which are 78% of the IPCC value for irrigated rice and 95% for rainfed rice were derived from measurements with an automatic system taken during the growth duration in the respective ecosystems. Plots drained for 2 weeks at midtillering and before harvest gave a significant reduction in methane emission as opposed to continuously flooded plots and plots drained before harvest. The cultivar Magat reduced methane emission by 50% as compared to the check variety IR72. The application of ammonium sulfate instead of urea reduced methane emission by 10% to 34%. Addition of 6 t ha{sup {minus}1} phosphogypsum in combination with urea reduced emission by 74% as opposed to plots applied with urea alone. It is also from the results of such measurements that abatement strategies are based as regards to modifying treatments such as water management, fertilization, and choice of rice variety. It is not easy to identify and recommend mitigation strategies that will fit a particular cropping system. However, the identified mitigation options provide focus for the abatement of methane emission from ricefields.

    The Philippines entered into force the International Atomic Energy Agency (IAEA) Additional Protocol (AP) in February 2010. The Philippine Nuclear Research Institute (PNRI) is the government agency responsible for implementing the AP. In June 2010 the IAEA invited the U.S. Department of Energy (DOE) to help conduct a joint national training seminar on the AP. DOE presented to PNRI its AP international technical assistance program, administered by the International Nuclear Safeguards and Engagement Program (INSEP), which helps partner countries implement the AP. In coordination with the IAEA, DOE established this program in 2008 to complement IAEA AP seminars with long-term country-specific cooperation from the perspective of a Member State. The US version of the AP is the same version as that of non-nuclear weapon states except for the addition of a national security exclusion. Due to this, DOE cooperation with other countries enables the sharing of valuable lessons learned in implementing the AP. DOE/INSEP described to PNRI the various areas of cooperation it offers to interested countries, whether they are preparing for entry into force or already implementing the AP. Even countries that have entered the AP into force are sometimes not fully prepared to implement it well, and welcome cooperation to improve their implementation process. PNRI and DOE/INSEP subsequently agreed to cooperate in several areas to enhance the efficiency and effectiveness of the Philippines AP implementation. These areas include providing working-level training to PNRI staff and preparing an information document that details that training for future reference, assisting with the development of an outreach program and procedures for AP reporting and complementary access, and identifying Annex II equipment and non-nuclear materials whose export must be reported under the AP. DOE laboratory representatives, funded by INSEP, met again with PNRI in February 2011 to provide training for PNRI AP staff and investigate specific ways to improve implementation. Another meeting in July 2011 focused on preparations for outreach to industry and universities. In this paper PNRI describes current implementation of the AP in the Philippines, and both DOE/INSEP and PNRI provide their perspectives on their cooperation to enhance that implementation.

    After a geothermal well is completed, several tests and downhole measurements are conducted to help evaluate the subsurface fluid and reservoir properties intersected. From these tests, a conceptual model of the well can be developed by integrating data from the various parts of the field. This paper presents the completion techniques applied in geothermal wells, as well as the role of reservoir engineering science in delineating a field for development. Monitoring techniques and other reservoir engineering aspects of a field under exploitation are also discussed, with examples from the Philippines.

    Extensive temperature readings were obtained to determine suitable OTEC power plant sites in the Philippines. An analysis of temperature profiles reveals that surface seawater is in the range of 25 to 29{degree}C throughout the year while seawater at 500 to 700 m depth remains at a low temperature of 8 to 4{degree}C, respectively. In this article, 14 suitable sites within the Philippine seas are suggested. Conceptual designs for a 5-MW onland-type and a 25-MW floating-type OTEC power plant are proposed. Optimum conditions are determined and plant specifications are computed. Cost estimates show that a floating-type 25-MW OTEC power plant can generate electricity at a busbar power cost of 5.33 to 7.57 cents/kW {times} h while an onshore type 5-MW plant can generate electricity at a busbar cost of 14.71 to 18.09 cents/kW {times} h.

    The National Power Corporation (NAPCOR) of Philippines has requested the Trade and Development Program (TDP) to fund a study to evaluate the technical and economic feasibility of converting its existing oil and coal fired power plants to natural gas. The decision to undertake the study resulted from preliminary information on a large gas find off the coast of Palawan island. However, a second exploration well has come up dry. Now, the conversion of the existing power plants to natural gas seems very questionable. Even if the proven gas reserves prove to be commercially viable, the gas will not be available until 1998 or later for utilization. At that time several of NAPCOR's plants would have aged further, the political and economic situation in Philippines could have altered significantly, possibly improved, private power companies might be able to use the gas more efficiently by building state-of-the-art combined cycle power plants which will make more economic sense than converting existing old boilers to natural gas. In addition, most of the existing power equipment was manufactured by Japanese and/or European firms. It makes sense for NAPCOR to solicit services from these firms if it decides to go ahead with the implementation of the power plant conversion project. The potential for any follow on work for U.S. businesses is minimal to zero in the thermal conversion project. Therefore, at this time, TDP funding for the feasibility would be premature and not recommended.

    Energy efficiency standards for buildings have been adopted in over forty countries. This policy mechanism is pursued by governments as a means of increasing energy efficiency in the buildings sector, which typically accounts for about a third of most nations' energy consumption and half of their electricity consumption. This study reports on experience with implementation of energy standards for commercial buildings in a number of countries and U.S. states. It is conducted from the perspective of providing useful input to the Government of the Philippines' (GOP) current effort at implementing their building energy standard. While the impetus for this work is technical assistance to the Philippines, the intent is to shed light on the broader issues attending implementation of building energy standards that would be applicable there and elsewhere. The background on the GOP building energy standard is presented, followed by the objectives for the study, the approach used to collect and analyze information about other jurisdictions' implementation experience, results, and conclusions and recommendations.

    The Bulalo geothermal field, located in Laguna province, Philippines, supplies 12% of the electricity on the island of Luzon. The first 110 MWe power plant was on line May 1979; current 330 MWe (gross) installed capacity was reached in 1984. Since then, the field has operated at an average plant factor of 76%. The National Power Corporation plans to add 40 MWe base load and 40 MWe standby in 1995. A numerical simulation model for the Bulalo field has been created that matches historic pressure changes, enthalpy and steam flash trends and cumulative steam production. Gravity modeling provided independent verification of mass balances and time rate of change of liquid desaturation in the rock matrix. Gravity modeling, in conjunction with reservoir simulation provides a means of predicting matrix dry out and the time to limiting conditions for sustainable levelized steam deliverability and power generation.

  14. Tax reform and energy in the Philippines economy: A general equilibrium computation

    This paper examines how energy tax cuts, offset with income tax increases, affect production, consumption, and total welfare in the Philippines economy. Our results show that energy tax cuts expand the energy and nonmetal mining sectors, but decrease output in the manufacturing, agricultural, and metal mining sectors. Consumption of all goods and services combined increases as the amount of energy tax reduction increases. Our welfare results, however, are mixed. While the welfare of the mid- and high-income levels increases, that of the lowest income level decreases. These results are robust with respect to changes in the elasticity of substitution in energy production as well as the elasticity of substitution in consumer demand. From the standpoint of economic efficiency, a policy such as this would enhance growth and aggregate income. From an equity standpoint, however, this policy is highly regressive in spite of the fact that the richest households pay proportionately more to finance the energy tax reduction. 18 refs., 10 tabs.

  15. Hazard assessment in geothermal exploration: The case of Mt. Parker, Southern Philippines

    Hazard assessment of the Mt. Parker geothermal prospect, conducted in parallel with the surface exploration from 1992 to 1994, was undertaken to determine the long-term suitability of the prospect for development. By comparison with other acidic magmatic-hydrothermal systems in the Philippines, the geochemical data indicated minimal input of acidic magmatic fluids into Mt. Parker`s hydrothermal system. This system was regarded to be a neutral-pH and high-enthalpy chloride reservoir with temperature of at least 200-250{degrees}C. These favorable geochemical indications contrasted sharply with the C-14 and volcanological data indicating a shallow magmatic body with a potential for future eruption. This hazard led PNOC EDC to discontinue the survey and abandon the prospect by late 1994. On September 6, 1995, a flashflood of non-volcanic origin from the caldera lake killed nearly 100 people on the volcano`s northwestern flank.

  16. Status of national CO{sub 2}-mitigation projects and initiatives in the Philippine energy sector

    The Philippines has a huge energy requirement for the next 30 years in order to achieve its economic growth target. Based on an expected annual GDP growth rate of 6.9 percent, the Philippines total energy requirement is estimated to increase at an average of 6.6 percent annually from 1996 to 2025. Gross energy demand shall increase from 219.0 million barrels of fuel oil equivalent (MMBFOE) in 1996 to 552.4 MMBFOE in 2010 and 1,392.6 MMBFOE by 2025. These energy demand levels shall be driven primarily by the substantial increase in fuel requirements for power generation whose share of total energy requirement is 28.3 percent in 1996, 48.0 percent in 2010 and 55.0 percent in 2025. With the expected increase in energy demand, there will necessarily be adverse impacts on the environment. Energy projects and their supporting systems - from fuel extraction and storage to distribution - can and will be major contributors not only to local but also to regional and global environmental pollution and degradation. International experiences and trends in greenhouse gas (GHG) emissions inventory have shown that the energy sector has always been the dominant source of carbon dioxide (CO{sub 2}) - the principal contributor to global climate change. The energy sector`s CO{sub 2} emissions come primarily from fossil fuels combustion. Since energy use is the dominant source of CO{sub 2} emissions, efforts should therefore be concentrated on designing a mitigation strategy in this sector.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

  3. A macro environmental risk assessment methodology for establishing priorities among risks to human health and the environment in the Philippines

    A macro environmental risk assessment (ERA) methodology was developed for the Philippine Department of Environment and Natural Resources (DENR) as part of the US Agency for International Development Industrial Environmental Management Project. The DENR allocates its limited resources to mitigate those environmental problems that pose the greatest threat to human health and the environment. The National Regional Industry Prioritization Strategy (NRIPS) methodology was developed as a risk assessment tool to establish a national ranking of industrial facilities. The ranking establishes regional and national priorities, based on risk factors, that DENR can use to determine the most effective allocation of its limited resources. NRIPS is a systematic framework that examines the potential risk to human health and the environment from hazardous substances released from a facility, and, in doing so, generates a relative numerical score that represents that risk. More than 3,300 facilities throughout the Philippines were evaluated successfully with the NRIPS.

    As part of the effort to understand the sources of carbon dioxide and other major greenhouse gases, the Tropical Forestry and Global Climate Change Research Network (F-7) was established. The countries taking part in the F-7 Network -- Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria and Thailand -- possess large tracts of tropical forests and together experience the bulk of large scale tropical deforestation. Integreation of work of indigenous researchers and institutions from the participating countries should allow for the gathering of on-site information into the more general and universally available base of knowledge. The information contained in this report represents the results of the first phase of the F-7 project, which had the explicit aim of providing quantitative data on forestry-related carbon emissions from India and China.

    Integrated economic models have been used to project both baseline and mitigation greenhouse gas emissions scenarios at the country and the global level. Results of these scenarios are typically presented at the sectoral level such as industry, transport, and buildings without further disaggregation. Recently, a keen interest has emerged on constructing bottom up scenarios where technical energy saving potentials can be displayed in detail (IEA, 2006b; IPCC, 2007; McKinsey, 2007). Analysts interested in particular technologies and policies, require detailed information to understand specific mitigation options in relation to business-as-usual trends. However, the limit of information available for developing countries often poses a problem. In this report, we have focus on analyzing energy use in India in greater detail. Results shown for the residential and transport sectors are taken from a previous report (de la Rue du Can, 2008). A complete picture of energy use with disaggregated levels is drawn to understand how energy is used in India and to offer the possibility to put in perspective the different sources of end use energy consumption. For each sector, drivers of energy and technology are indentified. Trends are then analyzed and used to project future growth. Results of this report provide valuable inputs to the elaboration of realistic energy efficiency scenarios.

    The environmental impact statement (EIS) system of the Philippines is reviewed, identifying progress made in its effective implementation since 1986. Improvement in coverage is noted and real commitment to good environmental impact assessment (EIA) practice is found in those responsible for the EIS system. Project proponents show a modest acceptance of the system. Major problems remaining are: (1) the EIS system is seen as a bureaucratic requirement needed to obtain project approvals; (2) political interference determines the outcome of some environmental reviews; (3) questionable practices by public servants serve to discredit the system; and (4) the treatment of projects in environmentally critical areas is less than satisfactory. Based on the principle that it is essential to establish a credible process seen to work effectively by the public, politicians, the government bureaucracy, and proponents, suggestions for improvement are made. They deal with the treatment of EISs for projects already under construction, EIA training courses, and simple adjustments to the EIS system to focus it on the most important projects.

    India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

    Gas chemistry from 28 wells complement water chemistry and physical data in developing a reservoir model for the Bacon-Manito geothermal project (BMGP), Philippines. Reservoir temperature, THSH, and steam fraction, y, are calculated or extrapolated from the grid defined by the Fischer-Tropsch (FT) and H2-H2S (HSH) gas equilibria reactions. A correction is made for H2 that is lost due to preferential partitioning into the vapor phase and the reequilibration of H2S after steam loss.

    The Strategic Power Utilities Group (SPUG) of the National Power Corporation (NPC) in the Philippines owns and operates about 100 power plants, mostly fueled by diesel, ranging in energy production from about 15 kilowatt-hours (kWh)/day to 106,000 kWh/day. Reducing the consumption of diesel fuel in these plants, along with the associated financial losses, is a priority for SPUG. The purpose of this study is to estimate the potential fuel and cost savings that might be achieved by retrofitting hybrid power systems to these existing diesel plants. As used in this report, the term ''hybrid system'' refers to any combination of wind turbine generators (WTGs), photovoltaic (PV) modules, lead-acid batteries, and an AC/DC power converter (either an electronic inverter or a rotary converter), in addition to the existing diesel gensets. The resources available for this study did not permit a detailed design analysis for each of the plants. Instead, the following five-step process was used: (1) Tabulate some important characteristics of all the plants. (2) Group the plants into categories (six classes) with similar characteristics. (3) For each class of system, identify one plant that is representative of the class. (4) For each representative plant, perform a moderately detailed prefeasibility analysis of design options. (5) Summarize and interpret the results. The analysis of each representative plant involved the use of time-series computer simulation models to estimate the fuel usage, maintenance expenses, and cash flow resulting from various designs, and to search the domain of possible designs for the one leading to the lowest life-cycle cost. Cost items that would be unaffected by the retrofit, such as operator salaries and the capital cost of existing equipment, were not included in the analysis. Thus, the results are reported as levelized cost of energy (COE) savings: the difference between the cost of the existing diesel-only system and that of an optimized hybrid system, expressed in units of U.S. dollars per kWh (US$/kWh) of energy production. This analysis is one phase of a study entitled ''Analysis of Renewable Energy Retrofit Options to Existing Diesel Mini-Grids,'' funded by the Asia-Pacific Economic Cooperation (APEC) and the U.S. Department of Energy (DOE), and performed jointly by NPC, the U.S. National Renewable Energy Laboratory (NREL), and Sustainable Energy Solutions in New York, New York (Morris et al. 1998).     Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

    India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was developed under constrained trade conditions, as a basis for understanding changes in India's path as a result of the opening of nuclear commerce. Note that this treatise is based upon publicly available information. No attempt is made to judge whether India can meet specified goals either in scope or schedule. In fact, the reader is warned a priori that India's delivery of stated goals has often fallen short or taken a significantly longer period to accomplish. It has been evident since the early days of nuclear power that India's natural resources would determine the direction of its civil nuclear power program. It's modest uranium but vast thorium reserves dictated that the country's primary objective would be thorium utilization. Estimates of India's natural deposits vary appreciably, but its uranium reserves are known to be extremely limited, totaling approximately 80,000 tons, on the order of 1% of the world's deposits; and nominally one-third of this ore is of very low uranium concentration. However, India's roughly 300,000 tons of thorium reserves account for approximately 30% of the world's total. Confronted with this reality, the future of India's nuclear power industry is strongly dependent on the development of a thorium-based nuclear fuel cycle as the only way to insure a stable, sustainable, and autonomous program. The path to India's nuclear energy self-sufficiency was first outlined in a seminal paper by Drs. H. J. Bhabha and N. B. Prasad presented at the Second United Nations Conference on the Peaceful Uses of Atomic Energy in 1958. The paper described a three stage plan for a sustainable nuclear energy program consistent with India's limited uranium but abundant thorium natural resources. In the first stage, natural uranium would be used to fuel graphite or heavy water moderated reactors. Plutonium extracted from the spent fuel of these thermal reactors would drive fast reactors in the second stage that would contain thorium blankets for breeding uranium-233 (U-233). In the final stage, this U-233 would fuel thorium burning reactors that would breed and fission U-233 in situ. This three stage blueprint still reigns as the core of India's civil nuclear power program. India's progress in the development of nuclear power, however, has been impacted by its isolation from the international nuclear community for its development of nuclear weapons and consequent refusal to sign the Nuclear Nonproliferation Treaty (NPT). Initially, India was engaged in numerous cooperative research programs with foreign countries; for example, under the 'Atoms for Peace' program, India acquired the Cirus reactor, a 40 MWt research reactor from Canada moderated with heavy water from the United States. India was also actively engaged in negotiations for the NPT. But, on May 18, 1974, India conducted a 'peaceful nuclear explosion' at Pokharan using plutonium produced by the Cirus reactor, abruptly ending the era of international collaboration. India then refused to sign the NPT, which it viewed as discriminatory since it would be required to join as a non-nuclear weapons state. As a result of India's actions, the Nuclear Suppliers Group (NSG) was created in 1975 to establish guidelines 'to apply to nuclear transfers for peaceful purposes to help ensure that such transfers would not be diverted to unsafeguarded nuclear fuel cycle or nuclear explosive activities. These nuclear export controls have forced India to be largely self-sufficient in all nuclear-related technologies.

    The role of forestry projects in carbon conservation andsequestration is receiving much attention because of their role in themitigation of climate change. The main objective of the study is toanalyze the potential of the Upper Magat Watershed for a carbonsequestration project. The three main development components of theproject are forest conservation, tree plantations, and agroforestry farmdevelopment. At Year 30, the watershed can attain a net carbon benefit of19.5 M tC at a cost of US$ 34.5 M. The potential leakage of the projectis estimated using historical experience in technology adoption inwatershed areas in the Philippines and a high adoption rate. Two leakagescenarios were used: baseline and project leakage scenarios. Most of theleakage occurs in the first 10 years of the project as displacement oflivelihood occurs during this time. The carbon lost via leakage isestimated to be 3.7 M tC in the historical adoption scenario, and 8.1 MtC under the enhanced adoption scenario.

    The integration of the informal sector into municipal solid waste management is a challenge many developing countries face. In Iloilo City, Philippines around 220 tons of municipal solid waste are collected every day and disposed at a 10 ha large dumpsite. In order to improve the local waste management system the Local Government decided to develop a new Waste Management Center with integrated landfill. However, the proposed area is adjacent to the presently used dumpsite where more than 300 waste pickers dwell and depend on waste picking as their source of livelihood. The Local Government recognized the hidden threat imposed by the waste picker's presence for this development project and proposed various measures to integrate the informal sector into the municipal solid waste management (MSWM) program. As a key intervention a Waste Workers Association, called USWAG Calahunan Livelihood Association Inc. (UCLA) was initiated and registered as a formal business enterprise in May 2009. Up to date, UCLA counts 240 members who commit to follow certain rules and to work within a team that jointly recovers wasted materials. As a cooperative they are empowered to explore new livelihood options such as the recovery of Alternative Fuels for commercial (cement industry) and household use, production of compost and making of handicrafts out of used packages. These activities do not only provide alternative livelihood for them but also lessen the generation of leachate and Greenhouse Gases (GHG) emissions from waste disposal, whereby the life time of the proposed new sanitary landfill can be extended likewise.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.
