    Unocal Corporation has given the Indonesian Government notice of intent to proceed with a geothermal project to provide steam for a 110 megawatt electrical generating plant. The company has drilled 11 wells, and has confirmed reserves for more than 230 megawatts of generating capacity. Indonesia's state electric company, PLN, will build the power plant. Ansaldo, an Italian company, will supply equipment and manage the construction. With the notice of intent to proceed, Unocal Geothermal of Indonesia, Ltd. will begin drilling additional wells and build the field facilities necessary to provide steam to the power plant.

    Energy consumption in Indonesia is growing fast in line with the development of national economy. During (1990 - 1993) the emission of CO{sub 2} gas coming from energy sector increased from 150 million tones to 200 million tones in 1993. Whereas, the total methane emission from the oil, gas and coal sub-sector reached 550 kilo tones in 1991 and increased to 670 kilo tones in 1994. This amount of CO{sub 2} and Methane from energy sector was 26% and 10 % respectively of the total emission of Indonesia. Based on the last two decades of Indonesia`s economic growth experience, as a developing country this high economic growth rate of Indonesia in the future will be kept until reaching the newly industrialized country level, which is more than 6% annually in the next decade. This high growth rate economic projection will also added the level of GHG emission in the future. As a developing country Indonesia is one of the fast growing countries. The GDP growth in the year 1995 was more than 7 percent, therefore growth rate of energy consumption in this country also rose following the economic growth.

    Twenty-eight geothermal areas in Kenya were evaluated and prioritized for development. The prioritization was based on the potential size, resource temperature, level of exploration risk, location, and exploration/development costs for each geothermal area. Suswa, Eburru and Arus are found to offer the best short-term prospects for successful private power development. It was found that cost per kill developed are significantly lower for the larger (50MW) than for smaller-sized (10 or 20 NW) projects. In addition to plant size, the cost per kill developed is seen to be a function of resource temperature, generation mode (binary or flash cycle) and transmission distance.

Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    In the second long-term development plan, industry plays a significant role in economic growth. In Indonesia, industries grow very fast; such fast growth can adversely effect the environment. Exploitation of assets can mean depletion of natural resources and energy, which, if incorrectly managed, can endanger human life and the environment. The inefficient use of natural resources will accelerate their exhaustion and generate pollution, resulting in environmental damage and threats to economic development and human well being. In recent years, changes in the approach used to control pollution have been necessary because of the increasing seriousness of the problems. Initial environmental management strategies were based on a carrying capacity approach; the natural assimilative capacity accommodated the pollution load that was applied. The environmental management strategies adopted later included technologies applied to the end of the discharge point (so-called {open_quotes}end-of-pipe{close_quotes} treatments). Until now, environmental management strategies focused on end-of-pipe approaches that control pollutants after they are generated. These approaches concentrate on waste treatment and disposal to control pollution and environmental degradation. However, as industry develops, waste volumes continue to increase, thereby creating further environmental problems. In addition, the wastes produced tend to have more complex characteristics and are potentially more difficult to treat for a reasonable cost. There are often technical and financial obstacles to regulatory compliance if waste treatment is relied on as the only means of achieving environmental objectives. Consequently, the reactive end-of-pipe treatment approach has been changed to a proactive cleaner production approach. This approach is based on the concept of sustainable development and is designed to prevent pollution as well as to protect natural resources and the quality of the environment.

Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision.     As part of the effort to understand the sources of carbon dioxide and other major greenhouse gases, the Tropical Forestry and Global Climate Change Research Network (F-7) was established. The countries taking part in the F-7 Network -- Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria and Thailand -- possess large tracts of tropical forests and together experience the bulk of large scale tropical deforestation. Integreation of work of indigenous researchers and institutions from the participating countries should allow for the gathering of on-site information into the more general and universally available base of knowledge. The information contained in this report represents the results of the first phase of the F-7 project, which had the explicit aim of providing quantitative data on forestry-related carbon emissions from India and China.

    This paper presents results of two recent World Bank efforts made in Kenya, Niger, and Cameroon to study the impact of two different renewable projects, one a Micro-Lights program involving about 500 lanterns and the second a survey of 410 households using solar electricity systems. The Micro-Lights program showed that users have distinct preferences in the style of the lamps, that they are willing to spend cash, and that they demand good quality. They may be initially satisfied, but rapidly want more from their purchases. The photoelectric system survey touched less than 1% of such households, and looked at user education, system size, satisfaction, expectations, age of system, appliances, and expectations.

    Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around

    As a result of NSG restrictions, India cannot import the natural uranium required to fuel its Pressurized Heavy Water Reactors (PHWRs); consequently, it is forced to rely on the expediency of domestic uranium production. However, domestic production from mines and byproduct sources has not kept pace with demand from commercial reactors. This shortage has been officially confirmed by the Indian Planning Commission’s Mid-Term Appraisal of the country’s current Five Year Plan. The report stresses that as a result of the uranium shortage, Indian PHWR load factors have been continually decreasing. The Uranium Corporation of India Ltd (UCIL) operates a number of underground mines in the Singhbhum Shear Zone of Jharkhand, and it is all processed at a single mill in Jaduguda. UCIL is attempting to aggrandize operations by establishing new mines and mills in other states, but the requisite permit-gathering and development time will defer production until at least 2009. A significant portion of India’s uranium comes from byproduct sources, but a number of these are derived from accumulated stores that are nearing exhaustion. A current maximum estimate of indigenous uranium production is 430t/yr (230t from mines and 200t from byproduct sources); whereas, the current uranium requirement for Indian PHWRs is 455t/yr (depending on plant capacity factor). This deficit is exacerbated by the additional requirements of the Indian weapons program. Present power generation capacity of Indian nuclear plants is 4350 MWe. The power generation target set by the Indian Department of Atomic Energy (DAE) is 20,000 MWe by the year 2020. It is expected that around half of this total will be provided by PHWRs using indigenously supplied uranium with the bulk of the remainder provided by breeder reactors or pressurized water reactors using imported low-enriched uranium.

    Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: • The strengths and weaknesses of Kenyan SEA public participation processes were identified. • Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. • Participant learning was observed despite process weaknesses. • Participant learning can lead to action for sustainability at the community level.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

The paper discusses the approaches being used to provide funding, develop awareness of the technology, and assure the success of the project. The plan involves the use of grant money to help with some of the initial costs of such systems, and thereby to encourage local financing on a terms rather than cash basis. There are needs for market development, and development of a business structure in the country to support this type of technology. Provided this plan can succeed, it may serve as a model for further efforts.

    Preliminary deformation model for the Indonesia’s National Seismic Hazard (NSH) map is constructed as the block rotation and strain accumulation function at the elastic half-space. Deformation due to rigid body motion is estimated by rotating six tectonic blocks in Indonesia. The interseismic deformation due to subduction is estimated by assuming coupling on subduction interface while deformation at active fault is calculated by assuming each of the fault‘s segment slips beneath a locking depth or in combination with creeping in a shallower part. This research shows that rigid body motion dominates the deformation pattern with magnitude more than 15 mm/year, except in the narrow area near subduction zones and active faults where significant deformation reach to 25 mm/year.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

    The Arun field was discovered by Mobil Oil Indonesia Inc. in late 1971 in its Bee block in the Aceh province on the north coast of Sumatra, Indonesia. Mobil's operations in this area are conducted under the terms of a production sharing agreement with Pertamina, the Indonesian state-owned oil and gas enterprise. The scope of operations covered by this paper is from production of gas and raw condensate in the field through stabilization and export of condensate and purification, liquefaction, and export of gas at the LNG plant at Blang Lancang, near Lho Seumawe (Sumatra) Indonesia. Mobil Oil Indonesia, Inc. is the field operator and P.T. Arun NGL Company operates the pipelines and LNG plant facilities. All the facilities which will be described are owned by Pertamina; P.T. Arun is owned by Pertamina, Mobil Oil Indonesia, and Japan Indonesia LNG company (JILCO). JILCO represents the five (5) original Japanese LNG purchasers.     Integrated economic models have been used to project both baseline and mitigation greenhouse gas emissions scenarios at the country and the global level. Results of these scenarios are typically presented at the sectoral level such as industry, transport, and buildings without further disaggregation. Recently, a keen interest has emerged on constructing bottom up scenarios where technical energy saving potentials can be displayed in detail (IEA, 2006b; IPCC, 2007; McKinsey, 2007). Analysts interested in particular technologies and policies, require detailed information to understand specific mitigation options in relation to business-as-usual trends. However, the limit of information available for developing countries often poses a problem. In this report, we have focus on analyzing energy use in India in greater detail. Results shown for the residential and transport sectors are taken from a previous report (de la Rue du Can, 2008). A complete picture of energy use with disaggregated levels is drawn to understand how energy is used in India and to offer the possibility to put in perspective the different sources of end use energy consumption. For each sector, drivers of energy and technology are indentified. Trends are then analyzed and used to project future growth. Results of this report provide valuable inputs to the elaboration of realistic energy efficiency scenarios.

    India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

    The Workshop brought together experts from APEC economies to discuss important issues related to coal development, trade and consumption in the APEC region, with a focus on Indonesia. Papers ranged from broad regional coal-related issues to specific policy and contract terms. The host, Indonesia, was selected as the focus of the workshop because it: (a) has APEC`s fastest growing electricity sector, (b) is in the process of switching from oil based electricity generation to coal and natural gas-based generation, (c) is among the fastest growing coal exporters in APEC, and (d) has a contract system for coal development that has been widely accepted by foreign investors. In addition, Indonesia is in the process of revising its coal policies, and might benefit from the timely discussions in this workshop. The papers presented in the workshop spanned the coal chain from coal resources and reserves, conversion technologies, economics and markets, legal and policy issues, to community and cultural concerns. Participants represented government, industry and academic interests, and provided perspectives of coal and technology suppliers, consumers, energy policy makers and legal experts.

    Flashlights that use LED technology have quickly emerged as the dominant source of portable lighting in Kenya. While flashlights do not normally provide a substitute for kerosene and other highly inefficient fuels, they are an important early manifestation of LED lighting in the developing world that can serve as a platform - or deterrent - to the diffusion of the technology into the broader off-grid lighting market. The lead acid batteries embedded in flashlights also represent an important source of hazardous waste, and flashlight durability is thus an important determinant of the rate of waste disposal. Low-cost LED flashlights with prices from $1 to $4 are now widely available in shops and markets throughout Kenya. The increased penetration of LED technology in the flashlight market is significant, as over half of all Kenyan households report owning a flashlight (Kamfor, 2002). While this shift from conventional incandescent technology to modern LEDs may appear to be a promising development, end users that our research team interviewed expressed a number of complaints about the quality and performance of these new flashlights. This raises concerns about the interests of low-income flashlight users, and it may also indicate the onset of a broader market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007). The quality of low-cost LED flashlights can contribute to market spoiling because these products appear to represent the first contact that most Kenyans have with LED technology. In this report, our team uses interviews with 46 end users of flashlights to collect information about their experiences, perceptions, and preferences. We focus especially on highlighting common complaints from respondents about the flashlights that they have used, as well as on noting the features that they indicated were important when evaluating the quality of a flashlight.     Environmental impact assessment (EIA) was first introduced in India based on the Environmental Protection Act (EPA), 1986. But formally it came in to effect, when Ministry of Environment and Forest (MoEF) has passed a major legislative measure under EPA in January 1994 for Environmental Clearance (EC) known as EIA Notification, 1994. Subsequently, EIA processes have been strengthened by MoEF by a series of amendments. The current practice is adhering to EIA Notification, 2006 and its amendments. The pieces of evidence collected and analysis in the present assessment suggest that, despite a sound legislative, administrative and procedural set-up EIA has not yet evolved satisfactorily in India. An appraisal of the EIA system against systematic evaluation criteria, based on discussions with various stakeholders, EIA expert committee members, approval authorities, project proponents, NGOs and consulting professionals, reveals various drawbacks of the EIA system. These mainly include; inadequate capacity of EIA approval authorities, deficiencies in screening and scoping, poor quality EIA reports, inadequate public participation and weak monitoring. Overall, EIA is used presently as a project justification tool rather than as a project planning tool to contribute to achieving sustainable development. While shortcomings are challenging, Government of India is showing a high degree of commitment. The EIA system in the country is undergoing progressive refinements by steadily removing the constraints.     As the world's fourth most populous nation, Indonesia faces enormous development pressures on its limited--but plentiful--resource base. Nongovernmental organizations (NGOs) are playing an important role in protecting Indonesia's environmental bounty through a unique institutional status. Indonesia's decade-old environmental protection legislation lays out specific responsibilities for NGOs, but the government also keeps an extremely tight watch over their activities, their funding sources, and their overseas strategizing with other NGOs. They are not permitted to participate in political or commercial activities. Indonesian NGOs enjoy a unique funding relationship with the private business community wherein they may even eventually campaign against a particular donor's environmental management practices. All this occurs within the political context of highly centralized, hierarchical government control coupled with anti-North/West leanings. That NGOs have survived to the point of even having standing in court is not unique globally, but certainly noteworthy in this near-fledgling democracy. In this paper, the author recalls his experience working on environmental management issues with Indonesian government officials, power utility staff, NGOs, and private environmental practitioners, and Western environmental consultants and advocates to analyze the short history of, prospects for, and mechanisms of NGO influence over Indonesian environmental policy making and implementation.

    Wind energy resources in Indonesia provide opportunities to improve the delivery of electricity consumption for small and medium scale applications particularly for rural and remote areas and will be developed as the part of national rural electrification programs. By proper selection of design, this kind of energy source has shown to be a technically proven and affordable means of providing electricity at those areas. The promotion of WECS technology have been initiated in Indonesia by establishing some pilot projects at selected areas while in commercialization efforts, several private companies are now being involved. Dissemination of WECS technology should be based on proper selection of WECS types including economic consideration and marketing programs; for obtaining this, manufacturing of some WECS components / parts have been initiating using available materials and components; while other components that`s still not producible in Indonesia will be produced by cooperation with industry. In addition, wind resource assessments will be extended sustainably in order to identify more potential areas and locations. 7 refs., 5 figs.

    India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

    India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was developed under constrained trade conditions, as a basis for understanding changes in India's path as a result of the opening of nuclear commerce. Note that this treatise is based upon publicly available information. No attempt is made to judge whether India can meet specified goals either in scope or schedule. In fact, the reader is warned a priori that India's delivery of stated goals has often fallen short or taken a significantly longer period to accomplish. It has been evident since the early days of nuclear power that India's natural resources would determine the direction of its civil nuclear power program. It's modest uranium but vast thorium reserves dictated that the country's primary objective would be thorium utilization. Estimates of India's natural deposits vary appreciably, but its uranium reserves are known to be extremely limited, totaling approximately 80,000 tons, on the order of 1% of the world's deposits; and nominally one-third of this ore is of very low uranium concentration. However, India's roughly 300,000 tons of thorium reserves account for approximately 30% of the world's total. Confronted with this reality, the future of India's nuclear power industry is strongly dependent on the development of a thorium-based nuclear fuel cycle as the only way to insure a stable, sustainable, and autonomous program.   20. Use Patterns of LED Flashlights in Kenya and a One-Year Cost Analysis of Flashlight Ownership

    Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns. Two deep exploratory wells drilling drilled by PLN confirmed the existence of the resources. The well measurement carried out during drilling and after completion of the well indicated that the major permeable zone at around 680 m depth and that this zone is a steam cap zone, which is likely to produce high enthalpy steam. The above information indicates that well ULB-01 will produce a mass flow at least 40 tonnes per hour, which will ensure a 3 MW (E) Ulumbu mini geothermal power plant.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

  6. A program to develop the domestic natural gas industry in Indonesia: Case history of two World Bank projects

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system. Technical assistance will be provided to enhance the skills ofPGN and the Ministry of Mines and Energy, and a Gas Technology Unit similar to the Institute of Gas Technology will be established at Indonesia's Research and Development Center for Oil and Gas (LEMIGAS) in Jakarta. 14 refs., 3 figs., 11 tabs.

  7. India's Fertilizer Industry: Productivity and Energy Efficiency

    Historical estimates of productivity growth in India's fertilizer sector vary from indicating an improvement to a decline in the sector's productivity. The variance may be traced to the time period of study, source of data for analysis, and type of indices and econometric specifications used for reporting productivity growth. Our analysis shows that in the twenty year period, 1973 to 1993, productivity in the fertilizer sector increased by 2.3% per annum. An econometric analysis reveals that technical progress in India's fertilizer sector has been biased towards the use of energy, while it has been capital and labor saving. The increase in productivity took place during the era of total control when a retention price system and distribution control was in effect. With liberalization of the fertilizer sector and reduction of subsidies productivity declined substantially since the early 1990s. Industrial policies and fiscal incentives still play a major role in the Indian fertilizer sect or. As substantial energy savings and carbon reduction potential exists, energy policies can help overcome barriers to the adoption of these measures in giving proper incentives and correcting distorted prices.

    India`s government wants to energize its economy and provide adequate service to industry and its nearly one billion people, but the long term need for fundamental reform remains largely at the state level. The electric power industry in India has grown from approximately 1,300 MW at national independence in 1947 to approximately 80,000 MW today; its population is some 940 million. By contrast, the six New England states, with a combined population of about 13 million, have approximately 25,000 MW of installed capacity. However one describes it, by the standards of an industrialized society India has great need to develop its electricity sector. Unfortunately, India also has limited financial resources. For example, per capita income (gross domestic product) in 1994 was roughly $300, or $1,300 in purchasing power equivalent, as compared with close to $26,000 in the United States. It is widely recognized that, despite much progress in India in the creation of important new institutions and economic liberalization, the electricity sector is in difficult straits. The intent of this article is to address some of the problematic issues associated with the power sector in India and the changes that appear to be required to remedy them. The focus of the article is on the need to restructure and fundamentally reform the power sector. The paper will describe some of the key elements of such a program. The author focuses in part on the state of Orissa, on India`s east coast, which has initiated a major reform program and is an interesting example of the magnitude and complexity of the required effort.

    As privatization and liberalization proceed in India--the world`s second largest growth market for electricity--sensible experimentation by the states on the rules of the game is vital. This article provides an overview of the principal challenges confronting US utilities interested in investing in distribution in India as well as a summary of two mechanisms developed to facilitate private investment.
