Opportunities and Challenges for Solar Minigrid Development in Rural India

The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18). At these rates, solar power is a cheaper alternative to diesel. An assessment of the macro-environment elements--including political, economic, environmental, social, and technological--was also performed to identify factors that may impact India?s energy development initiatives.

Identifying potential locations for solar photovoltaic (PV) and concentrating solar power (CSP) projects requires an understanding of the underlying solar resource. Under a bilateral partnership between the United States and India - the U.S.-India Energy Dialogue - the National Renewable Energy Laboratory has updated Indian solar data and maps using data provided by the Ministry of New and Renewable Energy (MNRE) and the National Institute for Solar Energy (NISE). This fact sheet overviews the updated maps and data, which help identify high-quality solar energy projects. This can help accelerate the deployment of solar energy in India.

Satellite-Based Solar Resource Data Sets for India 2002-2012

A new 10-km hourly solar resource product was created for India. This product was created using satellite radiances from the Meteosat series of satellites. The product contains global horizontal irradiances (GHI) and direct normal irradiances (DNI) for the period from 2002 to 2011. An additional solar resource data set covering the period from January 2012 to June 2012 was created solely for validation because this period overlaps ground measurements that were made available from the Indian Ministry of New and Renewable Energy's (MNRE's) National Institute for Solar Energy for five stations that are part of MNRE's solar resource network. These measurements were quality checked using the SERI QC software and used to validate the satellite product. A comparison of the satellite product to the ground measurements for the five stations shows good agreement. This report also presents a comparison of the new version of solar resource data to the previous version, which covered the period from 2002 to 2008.

Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

Disclosed is a system of sending and receiving gateways interconnects high speed data interfaces, e.g., HIPPI interfaces, through fiber optic links, e.g., a SONET network. An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway. 7 figs.

A system of sending and receiving gateways interconnects high speed data interfaces, e.g., HIPPI interfaces, through fiber optic links, e.g., a SONET network. An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway.

A preliminary analysis of VAX gateway performance data

A preliminary analysis was performed on data collected from the system monitor file of the VAX Gateway System. The intent of the study was to determine whether simple statistical techniques might be useful in tracking performance of this critical node in the Central Computing Network. The Neutron Science TeraGrid Gateway, a TeraGrid Science Gateway to Support the Spallation Neutron Source

The National Science Foundation's (NSF's) Extensible Terascale Facility (ETF), or TeraGrid [1] is entering its operational phase. An ETF science gateway effort is the Neutron Science TeraGrid Gateway (NSTG.) The Oak Ridge National Laboratory (ORNL) resource provider effort (ORNL-RP) during construction and now in operations is bridging a large scale experimental community and the TeraGrid as a large-scale national cyberinfrastructure. Of particular emphasis is collaboration with the Spallation Neutron Source (SNS) at ORNL. The U.S. Department of Energy's (DOE's) SNS [2] at ORNL will be commissioned in spring of 2006 as the world's brightest source of neutrons. Neutron science users can run experiments, generate datasets, perform data reduction, analysis, visualize results; collaborate with remotes users; and archive long term data in repositories with curation services. The ORNL-RP and the SNS data analysis group have spent 18 months developing and exploring user requirements, including the creation of prototypical services such as facility portal, data, and application execution services. We describe results from these efforts and discuss implications for science gateway creation. Finally, we show incorporation into implementation planning for the NSTG and SNS architectures. The plan is for a primarily portal-based user interaction supported by a service oriented architecture for functional implementation.

The U.S. Department of Energy released a GATEWAY Demonstration report on the longer-term performance of an LED lighting system that was installed on the I-35W Bridge in Minneapolis in September 2008 and represents one of the country’s oldest continuously operated exterior LED lighting installations. Prior to installation, two of the LED luminaires were tested, along with a third luminaire that was not installed on the bridge but was tested for 6,000 hours in a laboratory for comparison purposes.

India's Worsening Uranium Shortage

As a result of NSG restrictions, India cannot import the natural uranium required to fuel its Pressurized Heavy Water Reactors (PHWRs); consequently, it is forced to rely on the expediency of domestic uranium production. However, domestic production from mines and byproduct sources has not kept pace with demand from commercial reactors. This shortage has been officially confirmed by the Indian Planning Commission’s Mid-Term Appraisal of the country’s current Five Year Plan. The report stresses that as a result of the uranium shortage, Indian PHWR load factors have been continually decreasing. The Uranium Corporation of India Ltd (UCIL) operates a number of underground mines in the Singhbhum Shear Zone of Jharkhand, and it is all processed at a single mill in Jaduguda. UCIL is attempting to aggrandize operations by establishing new mines and mills in other states, but the requisite permit-gathering and development time will defer production until at least 2009. A significant portion of India’s uranium comes from byproduct sources, but a number of these are derived from accumulated stores that are nearing exhaustion. A current maximum estimate of indigenous uranium production is 430t/yr (230t from mines and 200t from byproduct sources); whereas, the current uranium requirement for Indian PHWRs is 455t/yr (depending on plant capacity factor). This deficit is exacerbated by the additional requirements of the Indian weapons program. Present power generation capacity of Indian nuclear plants is 4350 MWe. The power generation target set by the Indian Department of Atomic Energy (DAE) is 20,000 MWe by the year 2020. It is expected that around half of this total will be provided by PHWRs using indigenously supplied uranium with the bulk of the remainder provided by breeder reactors or pressurized water reactors using imported low-enriched uranium.

Carbon taxes and India

Using the Indian module of the Second Generation Model 9SGM, we explore a reference case and three scenarios in which greenhouse gas emissions were controlled. Two alternative policy instruments (carbon taxes and tradable permits) were analyzed to determine comparative costs of stabilizing emissions at (1) 1990 levels (the 1 X case), (2) two times the 1990 levels (the 2X case), and (3) three times the 1990 levels (the 3X case). The analysis takes into account India`s rapidly growing population and the abundance of coal and biomass relative to other fuels. We also explore the impacts of a global tradable permits market to stabilize global carbon emissions on the Indian economy under the following two emissions allowance allocation methods: (1) {open_quotes}Grandfathered emissions{close_quotes}: emissions allowances are allocated based on 1990 emissions. (2) {open_quotes}Equal per capita emissions{close_quotes}: emissions allowances are allocated based on share of global population. Tradable permits represent a lower cost method to stabilize Indian emissions than carbon taxes, i.e., global action would benefit India more than independent actions.

Baker-Barry Tunnel Lighting: Evaluation of a Potential GATEWAY Demonstrations Project

The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

India Energy Outlook: End Use Demand in India to 2020

Integrated economic models have been used to project both baseline and mitigation greenhouse gas emissions scenarios at the country and the global level. Results of these scenarios are typically presented at the sectoral level such as industry, transport, and buildings without further disaggregation. Recently, a keen interest has emerged on constructing bottom up scenarios where technical energy saving potentials can be displayed in detail (IEA, 2006b; IPCC, 2007; McKinsey, 2007). Analysts interested in particular technologies and policies, require detailed information to understand specific mitigation options in relation to business-as-usual trends. However, the limit of information available for developing countries often poses a problem. In this report, we have focus on analyzing energy use in India in greater detail. Results shown for the residential and transport sectors are taken from a previous report (de la Rue du Can, 2008). A complete picture of energy use with disaggregated levels is drawn to understand how energy is used in India and to offer the possibility to put in perspective the different sources of end use energy consumption. For each sector, drivers of energy and technology are indentified. Trends are then analyzed and used to project future growth. Results of this report provide valuable inputs to the elaboration of realistic energy efficiency scenarios.

CLEAN HYDROGEN TECHNOLOGY FOR 3-WHEEL TRANSPORTATION IN INDIA

Hydrogen is a clean burning, non-polluting transportation fuel. It is also a renewable energy carrier that can be produced from non-fossil fuel resources such as solar, wind and biomass. Utilizing hydrogen as an alternative fuel for vehicles will diversify the resources of energy, and reduce dependence on oil in the transportation sector. Additionally, clean burning hydrogen fuel will also alleviate air pollution that is a very severe problem in many parts of world, especially major metropolitan areas in developing countries, such as India and China. In our efforts to foster international collaborations in the research, development, and demonstration of hydrogen technologies, through a USAID/DOE cost-shared project, Energy Conversion Devices, Inc.,(www.ovonic.com) a leading materials and alternative energy company, in collaboration with Bajaj Auto Limited, India's largest three-wheeler taxi manufacturer, has successfully developed and demonstrated prototype hydrogen ICE three-wheelers in the United States and India. ECD's proprietary Ovonic solid-state hydrogen storage technology is utilized on-board to provide a means of compact, low pressure, and safe hydrogen fuel. These prototype hydrogen three-wheelers have demonstrated comparable performance to the original CNG version of the vehicle, achieving a driving range of 130 km. The hydrogen storage system capable of storing 1 kg hydrogen can be refilled to 80% of its capacity in about 15 minutes at a pressure of 300 psi. The prototype vehicles developed under this project have been showcased and made available for test rides to the public at exhibits such as the 16th NHA annual meeting in April 2005, Washington, DC, and the SIAM (Society of Indian Automotive Manufacturers) annual conference in August 2005, New Delhi, India. Passengers have included members of the automotive industry, founders of both ECD and Bajaj, members of the World Bank, the Indian Union Minister for Finance, the President of the Asia Development Bank, members of USAID, USDOE and many other individuals, all of whom have had praise for the vehicle and the technology. The progress made through this phase I work and the importance of hydrogen three-wheelers has also resulted in extensive press coverage by the news media around the world.

Nuclear programs in India and Pakistan

India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

Reliability analysis of solar photovoltaic system using hourly mean solar radiation data  

SciTech Connect (OSTI)

This paper presents the hourly mean solar radiation and standard deviation as inputs to simulate the solar radiation over a year. Monte Carlo simulation (MCS) technique is applied and MATLAB program is developed for reliability analysis of small isolated power system using solar photovoltaic (SPV). This paper is distributed in two parts. Firstly various solar radiation prediction methods along with hourly mean solar radiation (HMSR) method are compared. The comparison is carried on the basis of predicted electrical power generation with actual power generated by SPV system. Estimation of solar photovoltaic power using HMSR method is close to the actual power generated by SPV system. The deviation in monsoon months is due to the cloud cover. In later part of the paper various reliability indices are obtained by HMSR method using MCS technique. Load model used is IEEE-RTS. Reliability indices, additional load hours (ALH) and additional power (AP) reduces exponentially with increase in load indicates that a SPV source will offset maximum fuel when all of its generated energy is utilized. Fuel saving calculation is also investigated. Case studies are presented for Sagardeep Island in West Bengal state of India. (author)

Solar Neutrinos

Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

Solar neutrinos and the solar composition problem

Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

India's baseline plan for nuclear energy self-sufficiency.

India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was developed under constrained trade conditions, as a basis for understanding changes in India's path as a result of the opening of nuclear commerce. Note that this treatise is based upon publicly available information. No attempt is made to judge whether India can meet specified goals either in scope or schedule. In fact, the reader is warned a priori that India's delivery of stated goals has often fallen short or taken a significantly longer period to accomplish. It has been evident since the early days of nuclear power that India's natural resources would determine the direction of its civil nuclear power program. It's modest uranium but vast thorium reserves dictated that the country's primary objective would be thorium utilization. Estimates of India's natural deposits vary appreciably, but its uranium reserves are known to be extremely limited, totaling approximately 80,000 tons, on the order of 1% of the world's deposits; and nominally one-third of this ore is of very low uranium concentration. However, India's roughly 300,000 tons of thorium reserves account for approximately 30% of the world's total. Confronted with this reality, the future of India's nuclear power industry is strongly dependent on the development of a thorium-based nuclear fuel cycle as the only way to insure a stable, sustainable, and autonomous program. The path to India's nuclear energy self-sufficiency was first outlined in a seminal paper by Drs. H. J. Bhabha and N. B. Prasad presented at the Second United Nations Conference on the Peaceful Uses of Atomic Energy in 1958. The paper described a three stage plan for a sustainable nuclear energy program consistent with India's limited uranium but abundant thorium natural resources. In the first stage, natural uranium would be used to fuel graphite or heavy water moderated reactors. Plutonium extracted from the spent fuel of these thermal reactors would drive fast reactors in the second stage that would contain thorium blankets for breeding uranium-233 (U-233). In the final stage, this U-233 would fuel thorium burning reactors that would breed and fission U-233 in situ. This three stage blueprint still reigns as the core of India's civil nuclear power program. India's progress in the development of nuclear power, however, has been impacted by its isolation from the international nuclear community for its development of nuclear weapons and consequent refusal to sign the Nuclear Nonproliferation Treaty (NPT). Initially, India was engaged in numerous cooperative research programs with foreign countries; for example, under the 'Atoms for Peace' program, India acquired the Cirus reactor, a 40 MWt research reactor from Canada moderated with heavy water from the United States. India was also actively engaged in negotiations for the NPT. But, on May 18, 1974, India conducted a 'peaceful nuclear explosion' at Pokharan using plutonium produced by the Cirus reactor, abruptly ending the era of international collaboration. India then refused to sign the NPT, which it viewed as discriminatory since it would be required to join as a non-nuclear weapons state. As a result of India's actions, the Nuclear Suppliers Group (NSG) was created in 1975 to establish guidelines 'to apply to nuclear transfers for peaceful purposes to help ensure that such transfers would not be diverted to unsafeguarded nuclear fuel cycle or nuclear explosive activities. These nuclear export controls have forced India to be largely self-sufficient in all nuclear-related technologies.

The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. India's Fertilizer Industry: Productivity and Energy Efficiency

Historical estimates of productivity growth in India's fertilizer sector vary from indicating an improvement to a decline in the sector's productivity. The variance may be traced to the time period of study, source of data for analysis, and type of indices and econometric specifications used for reporting productivity growth. Our analysis shows that in the twenty year period, 1973 to 1993, productivity in the fertilizer sector increased by 2.3% per annum. An econometric analysis reveals that technical progress in India's fertilizer sector has been biased towards the use of energy, while it has been capital and labor saving. The increase in productivity took place during the era of total control when a retention price system and distribution control was in effect. With liberalization of the fertilizer sector and reduction of subsidies productivity declined substantially since the early 1990s. Industrial policies and fiscal incentives still play a major role in the Indian fertilizer sect or. As substantial energy savings and carbon reduction potential exists, energy policies can help overcome barriers to the adoption of these measures in giving proper incentives and correcting distorted prices.

Demand side management in India: Opportunities and challenges

India`s electricity demand has been growing by more than 8% per year over the last decade. However, despite the fact that more than 70% of its 130 million households do not have access to electricity, demand for electricity has outstripped supply resulting in frequent blackouts and routine brownouts. India`s per capita consumption of electricity is about 240 KWh compared to about 500 KWh in other developing countries and 7,000 KWh in developed nations. According to the Fifteenth Power Survey by Indian Ministry of Energy, per capita energy consumption is projected to grow at about 5.5% per year until 2020, when India`s population is projected to reach 1.2 billion people. Based on these projections, India will need a generating capacity of 450,000 MW in 2020, compared to the current capacity of about 80,000 MW. Considering rising costs, limited fuel supply, and shortages of capital for power plant construction, it is unlikely that projected capacity will be realized. The only viable option would be to utilize available power through intensive energy efficiency improvements and load management.

The Atomic Energy Regulatory Board (AERB) of India was established as an independent regulatory authority charged with regulating radiation protection and nuclear safety. This article reviews the current state of India`s nuclear power reactor program and discusses the makeup of functions of the AERB, including the preparation of issuance of safety codes, guides, and other standards, with special recent emphasis on pressurized-heavy-water reactors (PHWRs). The AERB`s relationship to nuclear plant owners is discussed, as are the inspection and control functions the AERB performs, both for the construction and operation of nuclear plants and the licensing of operating personnel. 8 refs., 2 figs.

Combined with over 3,240 MW of wind, variable generation renewables comprise nearly 18% of the electric-generating capacity in the state. A new historic 10-kilometer (km) gridded solar radiation data set capturing hourly insolation values for 2002-2011 is available for India. We apply an established method for downscaling hourly irradiance data to one-minute irradiance data at potential PV power production locations for one year, 2006. The objective of this report is to characterize the intra-hour variability of existing and planned photovoltaic solar power generation in the state of Gujarat (a total of 1.9 gigawatts direct current (GWDC)), and of five possible expansion scenarios of solar generation that reflect a range of geographic diversity (each scenario totals 500-1,000 MW of additional solar capacity). The report statistically analyzes one year's worth of power variability data, applied to both the baseline and expansion scenarios, to evaluate diurnal and seasonal power fluctuations, different timescales of variability (e.g., from one to 15 minutes), the magnitude of variability (both total megawatts and relative to installed solar capacity), and the extent to which the variability can be anticipated in advance. Helioseismology has allowed us to study the structure of the Sun in unprecedented detail. One of the triumphs of the theory of stellar evolution was that helioseismic studies had shown that the structure of solar models is very similar to that of the Sun. However, this agreement has been spoiled by recent revisions of the solar heavy-element abundances. Heavy element abundances determine the opacity of the stellar material and hence, are an important input to stellar model calculations. The models with the new, low abundances do not satisfy helioseismic constraints. We review here how heavy-element abundances affect solar models, how these models are tested with helioseismology, and the impact of the new abundances on standard solar models. We also discuss the attempts made to improve the agreement of the low-abundance models with the Sun and discuss how helioseismology is being used to determine the solar heavy-element abundance. A review of current literature shows that attempts to improve agreement between solar models with low heavy-element abundances and seismic inference have been unsuccessful so far. The low-metallicity models that have the least disagreement with seismic data require changing all input physics to stellar models beyond their acceptable ranges. Seismic determinations of the solar heavy-element abundance yield results that are consistent with the older, higher values of the solar abundance, and hence, no major changes to the inputs to solar models are required to make higher-metallicity solar models consistent with helioseismic data.

Solar opacities constrained by solar neutrinos and solar oscillations

This review discusses the current situation for opacities at the solar center, the solar surface, and for the few million kelvin temperatures that occur below the convection zone. The solar center conditions are important because they are crucial for the neutrino production, which continues to be predicted about 4 times that observed. The main extinction effects there are free-free photon absorption in the electric fields of the hydrogen, helium and the CNO atoms, free electron scattering of photons, and the bound-free and bound-bound absorption of photons by iron atoms with two electrons in the 1s bound level. An assumption that the iron is condensed-out below the convection zone, and the opacity in the central regions is thereby reduced, results in about a 25 percent reduction in the central opacity but only a 5 percent reduction at the base of the convection zone. Furthermore, the p-mode solar oscillations are changed with this assumption, and do not fit the observed ones as well as for standard models. A discussion of the large effective opacity reduction by weakly interacting massive particles also results in poor agreement with observed p-mode oscillation frequencies. The much larger opacities for the solar surface layers from the Los Alamos Astrophysical Opacity Library instead of the widely used Cox and Tabor values show small improvements in oscillation frequency predictions, but the largest effect is in the discussion of p-mode stability. Solar oscillation frequencies can serve as an opacity experiment for the temperatures and densities, respectively, of a few million kelvin and between 0.1 and 10 g/cm/sup 3/. Current oscillation frequency calculations indicate that possibly the Opacity Library values need an increase of typically 15 percent just at the bottom of the convection zone at 3 /times/ 10/sup 6/K. 41 refs., 15 figs., 1 tab.

The Solar Argon Abundance

The solar argon abundance cannot be directly derived by spectroscopic observations of the solar photosphere. The solar Ar abundance is evaluated from solar wind measurements, nucleosynthetic arguments, observations of B stars, HII regions, planetary nebulae, and noble gas abundances measured in Jupiter's atmosphere. These data lead to a recommended argon abundance of N(Ar) = 91,200(+/-)23,700 (on a scale where Si = 10^6 atoms). The recommended abundance for the solar photosphere (on a scale where log N(H) = 12) is A(Ar)photo = 6.50(+/-)0.10, and taking element settling into account, the solar system (protosolar) abundance is A(Ar)solsys = 6.57(+/-)0.10.

Several investigations of FGK stars in the solar neighborhood have suggested that thin-disk stars with an iron abundance similar to the Sun appear to show higher abundances of other elements, such as silicon, titanium, or nickel. Offsets could arise if the samples contain stars with ages, mean galactocentric distances, or kinematics, that differ on average from the solar values. They could also arise due to systematic errors in the abundance determinations, if the samples contain stars that are different from the Sun regarding their atmospheric parameters. We re-examine this issue by studying a sample of 80 nearby stars with solar-like colors and luminosities. Among these solar "analogs", the objects with solar iron abundances exhibit solar abundances of carbon, silicon, calcium, titanium and nickel.

Solar Decathlon 2005 is a U.S. Department of Energy and National Renewable Energy Laboratory competition involving 19 colleges and universities from the United States, Canada, and Spain. These teams will compete to design, build, and demonstrate solar homes. In fall 2005, teams will transport their competition solar houses to Washington, D.C., where they will construct a solar village on the National Mall. Geochemical Prospecting of Hydrocarbons in Frontier Basins of India* By

India has 26 sedimentary basins with a basinal area of approximately 1.8x 10 6 km 2 (excluding deep waters), out of which seven are producing basins and two have proven potential. Exploration efforts in other basins, called “frontier basins ” are in progress. These basins are characterized by varied geology, age, tectonics, and depositional environments. Hydrocarbon shows in many of these basins are known, and in few basins oil and gas have flowed in commercial /non-commercial quantities. Within the framework of India Hydrocarbon Vision – 2025 and New Exploration Licensing Policy, there is a continuous increase in area under active exploration. The asset management concept with multi-disciplinary teams has created a demand for synergic application of risk-reduction technologies, including surface geochemical surveys. National Geophysical Research Institute (NGRI), Hyderabad, India has initiated/planned surface geochemical surveys composed of gas chromatographic and carbon isotopic analyses in few of the frontier basins of India. The adsorbed soil gas data in one of the basins (Saurashtra basin, Gujarat) has shown varied concentrations of CH4 to C4H10. The C1 concentration varies between 3 to 766 ppb and ??C2+, 1 to 543 ppb. This basin has thin soil cover and the Mesozoic sediments (probable source rocks) are overlain by thick cover of Deccan Traps. The scope and perspective of geochemical surveys in frontier basins of India are presented here.

Sustainable solar thermal power generation (STPG) technologies in Indian context

India is a fast developing country. Some of the factors like population growth, industrialization, liberalization in economic policies, green revolution and awareness toward the environment, are increasing the electricity demand rapidly. As per the 14th Power Survey Report, an energy deficit of (+) 9% and peak demand deficit of (+) 18% have been estimated. Keeping in view the liberalization in economic policies, this deficit may be higher by the year 2000 AD. An estimation indicates that India is blessed with solar energy to the tune of 5 x 10{sup 15} kWh/yr. Being clean and inexhaustible source of energy, it can be used for large-scale power generation in the country. Keeping in view the present state-of-art technologies for STPG in MW range, best possible efforts are required to be made by all the concerned, to develop sustainable STPG technology of the future, specially for tropical regions. Standardization of vital equipment is an important aspect. There are a few required criteria like simple and robust technology, its transfer and adaptation in tropical climate conditions; high plant load factor without fossil-fired backup; availability of plant during evening peak and night hours; least use of fragile components, and capacity optimization for MW plants as per solar irradiance and environmental factors. In this paper, efforts have been made to compare the different STPG technologies. On the basis, of literature surveyed and studies carried out by the author, it may be stated that Central Receiver System technologies using molten salt and volumetric air receiver, along with molten salt and ceramic thermal storage respectively seems to be suitable and comparable in Indian context. Performance of SOLAR-TWO and PHOEBUS plants may be decisive.

Reassessing Wind Potential Estimates for India: Economic and Policy Implications

We assess developable on-shore wind potential in India at three different hub-heights and under two sensitivity scenarios – one with no farmland included, the other with all farmland included. Under the “no farmland included” case, the total wind potential in India ranges from 748 GW at 80m hub-height to 976 GW at 120m hub-height. Under the “all farmland included” case, the potential with a minimum capacity factor of 20 percent ranges from 984 GW to 1,549 GW. High quality wind energy sites, at 80m hub-height with a minimum capacity factor of 25 percent, have a potential between 253 GW (no farmland included) and 306 GW (all farmland included). Our estimates are more than 15 times the current official estimate of wind energy potential in India (estimated at 50m hub height) and are about one tenth of the official estimate of the wind energy potential in the US.

DDT residues in human milk samples from Delhi, India

The widespread use of DDT in India has resulted in increased levels of the insecticide in the ecosystem and, therefore, the potential possible health hazards has been voiced. DDT-residues excreted in milk have been reported from different parts of the world; however, very few reports did appear from India. In fact, there is no report on DDT-content in human milk from Delhi area where higher levels of DDT and BHC in human adipose tissues and blood have already been reported. Higher bioaccumulation of DDT might reflect the higher excretion of residues in milk. The authors have, therefore, attempted a systematic study to monitor DDT-residues in human milk samples collected from various hospitals of Delhi (India).

This report assesses relationships between private power development in India and environmental protection in that country. The central question is whether private firms generating and distributing electricity in developing countries will do a better or a worse job in environmental protection, as a part of their overall corporate responsibility, than public-sector institutions. After reviewing the fundamental question, why it is asked, and the context in which it operates in the nation of India, this report continues with an analysis of available information, quantitative and qualitative, that can help to resolve the issues in the particular case of India. Finally, it ends with conclusions from the analysis and recommendations for reducing remaining uncertainties in the future.

Abstract. Solar activity, together with human activity, is considered a possible factor for the global warming observed in the last century. However, in the last decades solar activity has remained more or less constant while surface air temperature has continued to increase, which is interpreted as an evidence that in this period human activity is the main factor for global warming. We show that the index commonly used for quantifying long-term changes in solar activity, the sunspot number, accounts for only one part of solar activity and using this index leads to the underestimation of the role of solar activity in the global warming in the recent decades. A more suitable index is the geomagnetic activity which reflects all solar activity, and it is highly correlated to global temperature variations in the whole period for which we have data.
