    Third-party contact with pipelines (typically caused by contact with a digging or drilling device) can result in mechanical damage to the pipe, in addition to coating damage that can initiate corrosion. Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil at periodic locations where pipeline access is available. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating changes the signal received at the receiving stations. In this project, the IACC monitoring method is being developed, tested, and demonstrated. Work performed to date includes a technology assessment, development of an IACC model to predict performance and assist with selection of signal operating parameters, and experimental measurements on a buried pipe at a test site. Initial results show that simulated contact can be detected. Future work will involve further refinement of the method and testing on operating pipelines.

Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring the pipeline and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method developed by Southwest Research Institute (SwRI) consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating (thus resulting in a signal path to ground) changes the signal received at the receiving stations. The IACC method was shown to be a viable method that can be used to continuously monitor pipelines for third-party contact. Electrical connections to the pipeline can be made through existing cathodic protection (CP) test points without the need to dig up the pipe. The instrumentation is relatively simple, consisting of (1) a transmitting station with a frequency-stable oscillator and amplifier and (2) a receiving station with a filter, lock-in amplifier, frequency-stable oscillator, and remote reporting device (e.g. cell phone system). Maximum distances between the transmitting and receiving stations are approximately 1.61 km (1 mile), although the length of pipeline monitored can be twice this using a single transmitter and one receiver on each side (since the signal travels in both directions). Certain conditions such as poor pipeline coatings or strong induced 60-Hz signals on the pipeline can degrade IACC performance, so localized testing should be performed to determine the suitability for an IACC installation at a given location. The method can be used with pipelines having active CP systems in place without causing interference with operation of the CP system. The most appropriate use of IACC is monitoring of localized high-consequence areas where there is a significant risk of third-party contact (e.g. construction activity). The method also lends itself to temporary, low-cost installation where there is a short-term need for monitoring.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

  5. Transformation of California's Residential Photovoltaics Market Through Third-Party Ownership

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

  10. Using Third-Party Inspectors in Building Energy Codes Enforcement in India

    India is experiencing fast income growth and urbanization, and this leads to unprecedented increases in demand for building energy services and resulting energy consumption. In response to rapid growth in building energy use, the Government of India issued the Energy Conservation Building Code (ECBC) in 2007, which is consistent with and based on the 2001 Energy Conservation Act. ECBC implementation has been voluntary since its enactment and a few states have started to make progress towards mandatory implementation. Rajasthan is the first state in India to adopt ECBC as a mandatory code. The State adopted ECBC with minor additions on March 28, 2011 through a stakeholder process; it became mandatory in Rajasthan on September 28, 2011. Tamil Nadu, Gujarat, and Andhra Pradesh have started to draft an implementation roadmap and build capacity for its implementation. The Bureau of Energy Efficiency (BEE) plans to encourage more states to adopt ECBC in the near future, including Haryana, Uttar Pradesh, Karnataka, Maharashtra, West Bengal, and Delhi. Since its inception, India has applied the code on a voluntary basis, but the Government of India is developing a strategy to mandate compliance. Implementing ECBC requires coordination between the Ministry of Power and the Ministry of Urban Development at the national level as well as interdepartmental coordination at the state level. One challenge is that the Urban Local Bodies (ULBs), the enforcement entities of building by-laws, lack capacity to implement ECBC effectively. For example, ULBs in some states might find the building permitting procedures to be too complex; in other cases, lack of awareness and technical knowledge on ECBC slows down the amendment of local building by-laws as well as ECBC implementation. The intent of this white paper is to share with Indian decision-makers code enforcement approaches: through code officials, third-party inspectors, or a hybrid approach. Given the limited capacity and human resources available in the state and local governments, involving third-party inspectors could rapidly expand the capacity for plan reviews and broad implementation. However, the procedures of involving third-parties need to be carefully designed in order to guarantee a fair process. For example, there should be multiple checks and certification requirements for third-party inspectors, and the government should have the final approval when third-party inspectors are used in a project. This paper discusses different approaches of involving third-parties in ECBC enforcement; the Indian states may choose the approaches that work best in their given circumstances.

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. This article, which is excerpted from a longer report, focuses specifically on just one subset of the non-residential PV market: systems hosted (and perhaps owned) by commercial, tax-paying entities. Tax-exempt entities (e.g., non-profits or municipalities) face unique issues and have different financing options at their disposal; readers interested in PV financing options for tax-exempt entities can find more information in the Bolinger report.

    In order to remain competitive, the U.S. independent oil industry will need rapid access to relevant data such as development histories, production data, rock samples, fluid samples, reservoir test data, advanced reservoir characterization, optimized drilling and completion technologies, interpreted geophysical (including seismic) data, and a source of funds derived from investors who can expect a return on their money. State geological surveys, attuned to the needs of local independents, can play a major role in meeting these increasing demands for data availability and data interpretation. Surveys can serve as neutral third parties to aid in collecting data not required to be reported to state governments. The interface between independents and surveys and between surveys and the technology developers and providers will produce technological leaps that may include: Improved reservoir imaging in a digital format that can be readily used by an independent`s PC-based system. Availability of data and information on analogous approaches to solutions of various drilling, completion, reservoir and production problems. Development of MWD technology that will allow comparison of real-time acquisition of reservoir rock and fluid data to geological and engineering analogs such as those developed by researchers at state geological surveys. The oil business is risk-based; the price of oil is determined in the world marketplace. At current levels of technology, well abandonments will increase at a deplorable rate between now and 2025. It is in the nation`s best interest from both the natural resource conservation and national energy policy standpoints to reduce the rate of well abandonments and improve recovery efficiency. This can be accomplished through a focused effort by both state and federal agencies addressing the technological needs of the independent industry.

    This report presents an assessment of market, energy impact, and utility of the PetroTex Hydrocarbons, LLC., ReGen process for re-refining used lubricating oil to produce Group I, II, and III base oils, diesel fuel, and asphalt. PetroTex Hydrocarbons, LLC., has performed extensive pilot scale evaluations, computer simulations, and market studies of this process and is presently evaluating construction of a 23 million gallon per year industrial-scale plant. PetroTex has obtained a 30 acre site in the Texas Industries RailPark in Midlothian Texas. The environmental and civil engineering assessments of the site are completed, and the company has been granted a special use permit from the City of Midlothian and air emissions permits for the Texas Commission on Environmental Quality.

    The indistinguishability of independent single photons is presented by decomposing the single photon pulse into the mixed state of different transform limited pulses. The entanglement between single photons and outer environment or other photons induces the distribution of the center frequencies of those transform limited pulses and makes photons distinguishable. Only the single photons with the same transform limited form are indistinguishable. In details, the indistinguishability of single photons from the solid-state quantum emitter and spontaneous parametric down conversion is examined with two-photon Hong-Ou-Mandel interferometer. Moreover, experimental methods to enhance the indistinguishability are discussed, where the usage of spectral filter is highlighted.

    This Guide to Good Practices is written to enhance understanding of, and provide direction for, Independent Verification, Chapter X of Department of Energy (DOE) Order 5480.19, Conduct of Operations Requirements for DOE Facilities. The practices in this guide should be considered when planning or reviewing independent verification activities. Contractors are advised to adopt procedures that meet the intent of DOE Order 5480.19. Independent Verification is an element of an effective Conduct of Operations program. The complexity and array of activities performed in DOE facilities dictate the necessity for coordinated independent verification activities to promote safe and efficient operations.

    Are US independent oil producers an emerging voice that will catapult the country towards a new, comprehensive energy policy. Or, are they voices in a quiet wilderness of traditional oil supply at prices posted by the majors. Certainly the independents drill 85% of all new wells and produce 41% of the country's oil. But contemporary pricing practices, accompanied by growing energy interdependencies on a global scale, are realities many independents see at a foggy distance. Will they adopt the New Think of product-price values, as the OPEC countries did many years ago. This issue also presents the following data in tabular form: (1) changes in the number of US producing wells and new wells completed by state, 1985-1987; (2) ED refining netback data for the US Gulf and West Coasts, Rotterdam, and Singapore for late May 1988; and (3) ED fuel price/tax series for countries of the Eastern Hemisphere, May 1988 edition. 5 figures, 6 tables.

    A novel method for extracting multipole amplitudes in the nucleon resonance region from electroproduction data is presented. The method is based on statistical concepts and it relies heavily on Monte Carlo and simulation techniques; it produces precise identification and determination of the contributing multipole amplitudes in the resonance region and for the first time a rigorous determination of the associated experimental uncertainty. The results are demonstrated to be independent of any model bias. The method is applied in the reanalysis of the $Q^{2}=0.127 GeV^2/c^2$ Bates and Mainz $N\\to \\Delta$ data.

    Consolidated Nuclear Security (CNS) Pantex took the initiative to organize a Review Panel of subject matter experts to independently assess the adequacy of the Pantex Tripping Man Analysis methodology. The purpose of this report is to capture the details of the assessment including the scope, approach, results, and detailed Appendices. Along with the assessment of the analysis methodology, the panel evaluated the adequacy with which the methodology was applied as well as congruence with Department of Energy (DOE) standards 3009 and 3016. The approach included the review of relevant documentation, interactive discussion with Pantex staff, and the iterative process of evaluating critical lines of inquiry.

    The first part of this report reviews recent developments at the interface between lattice work on QCD with light dynamical quarks, effective field theory and low energy precision experiments. Then I discuss how dispersion theory can be used to analyze the low energy structure of the {pi}{pi} scattering amplitude in a model independent manner. This leads to an exact formula for the mass and width of the lowest few resonances, in terms of observable quantities. As an application, I consider the pole position of the {sigma}, paying particular to error propagation in the numerical analysis. The report is based on work done in collaboration with Irinel Caprini and Gilberto Colangelo.

    Current solar, atmospheric, and reactor neutrino data still allow oscillation scenarios where the squared mass differences are all close to 10^-3 eV^2, rather than being hierarchically separated. For solar neutrinos, this situation (realized in the upper part of the so-called large-mixing angle solution) implies adiabatic transitions which depend weakly on the neutrino energy and on the matter density, as well as on the ``atmospheric'' squared mass difference. In such a regime of ``quasi-energy-independent'' (QEI) transitions, intermediate between the more familiar ``Mikheyev-Smirnov-Wolfenstein'' (MSW) and energy-independent (EI) regimes, we first perform analytical calculations of the solar nu_e survival probability at first order in the matter density, beyond the usual hierarchical approximations. We then provide accurate, generalized expressions for the solar neutrino mixing angles in matter, which reduce to those valid in the MSW, QEI and EI regimes in appropriate limits. Finally, a representative QEI scenario is discussed in some detail.

    The purpose of this task was to perform an Independent Validation Review to evaluate the successful implementation and effectiveness of Safety Basis controls, including new and revised controls, to support the implementation of a new DSA/TSR for B239. This task addresses Milestone 2 of FY10 PEP 7.6.6. As the first IVR ever conducted on a LLNL nuclear facility, it was designated a pilot project. The review follows the outline developed for Milestone 1 of the PEP, which is based on the DOE Draft Guide for Performance of Independent Verification Review of Safety Basis Controls. A formal Safety Basis procedure will be developed later, based on the lessons learned with this pilot project. Note, this review is termed a ''Validation'' in order to be consistent with the PEP definition and address issues historically raised about verification mechanisms at LLNL. Validation is intended to confirm that implementing mechanisms realistically establish the ability of TSR LCO, administrative control or safety management program to accomplish its intended safety function and that the controls are being implemented. This effort should not, however, be confused with a compliance assessment against all relevant DOE requirements and national standards. Nor is it used as a vehicle to question the derivation of controls already approved by LSO unless a given TSR statement simply cannot be implemented as stated.

    We further develop an algorithmic and diagrammatic computational framework for very general exact renormalization groups, where the embedded regularisation scheme, parametrised by a general cutoff function and infinitely many higher point vertices, is left unspecified. Calculations proceed iteratively,by integrating by parts with respect to the effective cutoff, thus introducing effective propagators, and differentials of vertices that can be expanded using the flow equations; many cancellations occur on using the fact that the effective propagator is the inverse of the classical Wilsonian two-point vertex. We demonstrate the power of these methods by computing the beta function up to two loops in massless four dimensional scalar field theory, obtaining the expected universal coefficients, independent of the details of the regularisation scheme.

    In theory, quantum key distribution (QKD) provides information-theoretic security based on the laws of physics. Owing to the imperfections of real-life implementations, however, there is a big gap between the theory and practice of QKD, which has been recently exploited by several quantum hacking activities. To fill this gap, a novel approach, called measurement-device-independent QKD (mdiQKD), has been proposed. It can remove all side-channels from the measurement unit, arguably the most vulnerable part in QKD systems, thus offering a clear avenue towards secure QKD realisations. Here, we review the latest developments in the framework of mdiQKD, together with its assumptions, strengths and weaknesses.

    We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme formore »uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the scheme’s ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerator’s transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.« less

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. This paper takes two-dimensional steady heat transfer for example to reveal the effect of grid resolution on numerical results. The law of grid dependence is obtained and a simple mathematical formula is presented. The production acquired here can be used as the guidance in choosing grid density in numerical simulation and get exact grid independent value without using infinite fine grid. Through analyzing grid independent, we can find the minimum number of grid cells that is needed to get grid-independent results. Such strategy can save computational resource while ensure a rational computational result.

  1. Targeted Technology Transfer to US Independents

    The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors. Jerry Anderson became the Chairman of the PTTC Board of Directors and Chris Hall continues to serve on the Board. Workshop activity stabilized at 55-65 workshops per year averaging 3,100 attendees. FY14 represented the fifth year in a multi-year contract with the Department of Energy (DOE) for providing technology transfer services. This report summarizes activity and results during for five years, FY10 through FY14. In FY12 changes occurred in responsibilities of consultants serving HQ, because funding was reduced below the threshold level of $500,000 audits were no longer required and consultant time was reduced on the primary contract. Contracts for Permian Carbon Capture Utilization and Storage (CCUS) training, and providing tech transfer services to the Research Partnership to Secure Energy for America (RPSEA) provided work that enabled HQ to retain services of regular consultants. Both CCUS and RPSEA were five year contracts with PTTC, and providing services for these DOE funded contracts provided synergy for PTTC and the oil and gas industry. With further decreases in DOE funding the regions conducted workshops with no PTTC funding starting in June FY11. Since 2011 the number of workshops has declined from 79 in FY10 and FY11 to 49 in FY12, and risen to 54 in FY13 and 63 in FY14. The attendee's numbers dipped slightly below 3,000 per year in FY 10, FY12, and FY13, but rose to over 3,800 in FY 11 and 3105 in FY14. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to five regions to increase efficiency, and because no active RLO's would be maintained in the Central and Eastern Gulf Coast regions. RLO's for the regions are located at: Eastern - West Virginia University, (Illinois Geol. Survey., W. Michigan Univ. FY10-12); Midwest created in FY13 - Illinois Geological Survey, W. Michigan University; Midcontinent - University of Kansas, expanded to Houston, TX (2013-14); Rocky Mountain - Colorado School of Mines; Texas/SE New Mexico (FY10-FY11) - Bureau of Economic Geology, Univ. of Texas at Austin; West Coast - Conservation Committee of California O&G Producers.

    A model-independent treatment of dark-matter particle elastic scattering has been developed, yielding the most general interaction for WIMP-nucleon low-energy scattering, and the resulting amplitude has been embedded into the nucleus, taking into account the selection rules imposed by parity and time-reversal. One finds that, in contrast to the usual spin-independent/spin-dependent (SI/SD) formulation, the resulting cross section contains six independent nuclear response functions, three of which are associated with possible velocity-dependent interactions. We find that current experiments are four orders of magnitude more sensitive to derivative couplings than is apparent in the standard SI/SD treatment, which necessarily associated such interactions withmore »cross sections proportional to v2T ~ 10??, where vT is the WIMP velocity relative to the center of mass of the nuclear target.« less

  12. Is Post Selection Physical: A Device Independent Outlook

    The basic motivation behind this work is to raise the question that whether post selection can be considered a valid physical transformation (on probability space) or not. We study the consequences of both answers set in a device (theory) independent framework, based only on observed statistics. We start with taking up post-selection as an assumption and model the same using independent devices governed by Boolean functions. We establish analogy between the post selection functions and the general probabilistic games in a two party binary input-output scenario. As an observation, we categorize all possible post-selection functions based on the effect on a uniform input probability distribution. We find that post-selection can transform simple no signaling probability distributions to signaling. Similarly, solving NP complete problems is easy independent of classical or quantum computation (in particular we prove that Post RP = NP). Finally, we demonstrate an instance of the violation of the pigeon hole principle independent of underlying theory. As result of our theory independent modeling we conclude that post-selection as an assumption adds power to the underlying theory. In particular, quantum mechanics benefits more with the post-selection assumption, only because it admits a more general set of allowed probabilities as compared to the local hidden variable model. Without the assumption we associate a device independent efficiency factor to quantify the cost of post selection. Our study shows that in the real world post-selection is not efficient enough to be of any advantage. But from an adversarial perspective it is still of significance. As an application, we obtain robust bounds on faking the bell violation in terms of minimum efficiency required using post selection.

    When calculating next-to-leading order QCD cross sections, divergences in intermediate steps of the calculation must be regularized. The final result is independent of the regularization scheme used, provided that it is unitary. In this paper we explore the relationship between regularization scheme independence and unitarity. We show how the regularization scheme dependence can be isolated in simple universal components, and how unitarity can be guaranteed for any regularization prescription that can consistently be introduced in one-loop amplitudes.     The Energy Independence and Security Act of 2007 was signed into law on December 19, 2007, and became Public Law 110-140. Provisions in EISA2007 that require funding appropriations to be implemented, whose impact is highly uncertain, or that require further specification by federal agencies or Congress are not included in Annual Energy Outlook 2008 (AEO). For example, the Energy Information Administration (EIA) does not try to anticipate policy responses to the many studies required by EISA2007, nor to predict the impact of research and development (R&D) funding authorizations included in the bill. Moreover, AEO2008 does not include any provision that addresses a level of detail beyond that modeled in the National Energy Modeling System (NEMS), which was used to develop the AEO2008 projections. AEO2008 addresses only those provisions in EISA2007 that establish specific tax credits, incentives, or standards.

    The authors provide experimental evidence showing that, during the restriction-enzyme digestion of DNA samples, some of the HaeIII-digested DNA fragments are small enough to prevent their reliable sizing on a Southern gel. As a result of such nondetectability of DNA fragments, individuals who show a single-band DNA profile at a VNTR locus may not necessarily be true homozygotes. In a population database, when the presence of such nondetectable alleles is ignored, they show that a pseudodependence of alleles within as well as across loci may occur. Using a known statistical method, under the hypothesis of independence of alleles within loci, they derive an efficient estimate of null allele frequency, which may be subsequently used for testing allelic independence within and across loci. The estimates of null allele frequencies, thus derived, are shown to agree with direct experimental data on the frequencies of HaeIII-null alleles. Incorporation of null alleles into the analysis of the forensic VNTR database suggests that the assumptions of allelic independence within and between loci are appropriate. In contrast, a failure to incorporate the occurrence of null alleles would provide a wrong inference regarding the independence of alleles within and between loci. 47 refs., 2 figs., 4 tabs.

    The decay $B^0\\to \\psi(2S) K^+\\pi^-$ is analyzed using $\\rm 3~fb^{-1}$ of $pp$ collision data collected with the LHCb detector. A model-independent description of the $\\psi(2S) \\pi$ mass spectrum is obtained, using as input the $K\\pi$ mass spectrum and angular distribution derived directly from data, without requiring a theoretical description of resonance shapes or their interference. The hypothesis that the $\\psi(2S)\\pi$ mass spectrum can be described in terms of $K\\pi$ reflections alone is rejected with more than 8$\\sigma$ significance. This provides confirmation, in a model-independent way, of the need for an additional resonant component in the mass region of the $Z(4430)^-$ exotic state.

    We present a calibration-independent test of the accelerated expansion of the universe using supernova type Ia data. The test is also model-independent in the sense that no assumptions about the content of the universe or about the parameterization of the deceleration parameter are made and that it does not assume any dynamical equations of motion. Yet, the test assumes the universe and the distribution of supernovae to be statistically homogeneous and isotropic. A significant reduction of systematic effects, as compared to our previous, calibration-dependent test, is achieved. Accelerated expansion is detected at significant level (4.3 sigma in the 2007 Gold sample, 7.2 sigma in the 2008 Union sample) if the universe is spatially flat. This result depends, however, crucially on supernovae with a redshift smaller than 0.1, for which the assumption of statistical isotropy and homogeneity is less well established.

    We identify an explicit set of complete and independent Wilson loop invariants for 2+1 gravity on a three-manifold $M=\\R\\times\\Sigma^g$, with $\\Sigma^g$ a compact oriented Riemann surface of arbitrary genus $g$. In the derivation we make use of a global cross section of the $PSU(1,1)$-principal bundle over Teichm\\"uller space given in terms of Fenchel-Nielsen coordinates.

Canonical Hamiltonian treatment and Wheeler-DeWitt quantization of the latter model are briefly discussed.

    We study the Eguchi-Kawai reduction in the strong-coupling domain of gauge theories via the gravity dual of N=4 super-Yang-Mills on R{sup 3} x S{sup 1}. We show that D-branes geometrize volume independence in the center-symmetric vacuum and give supergravity predictions for the range of validity of reduced large-N models at strong coupling.

    We show that the difference cross sections in unpolarized semi-inclusive deep inelastic scattering e+N{yields}e+h+X and pp hadron production p+p{yields}h+X determine independently in a model independent way, in any order in QCD, the two fragmentation functions (FFs): D{sub u}{sup h-h} and D{sub d}{sup h-h}, h={pi}{sup {+-}}, K{sup {+-}} or a sum over charged hadrons. If both K{sup {+-}} and K{sub s}{sup 0} are measured, then e{sup +}e{sup -}{yields}K+X, e+N{yields}e+K+X, and p+p{yields}K+X present independent measurements of just one FF: D{sub u-d}{sup K{sup +}}{sup +K{sup -}}. The above results allow one to test the existing parametrizations, obtained with various different assumptions about the FFs, and to test the Q{sup 2} evolution and factorization.

  19. Background independent exact renormalization group for conformally reduced gravity

    Within the conformally reduced gravity model, where the metric is parametrised by a function $f(\\phi)$ of the conformal factor $\\phi$, we keep dependence on both the background and fluctuation fields, to local potential approximation and $\\mathcal{O}(\\partial^2)$ respectively, making no other approximation. Explicit appearances of the background metric are then dictated by realising a remnant diffeomorphism invariance. The standard non-perturbative Renormalization Group (RG) scale $k$ is inherently background dependent, which we show in general forbids the existence of RG fixed points with respect to $k$. By utilising transformations that follow from combining the flow equations with the modified split Ward identity, we uncover a unique background independent notion of RG scale, $\\hat k$. The corresponding RG flow equations are then not only explicitly background independent along the entire RG flow but also explicitly independent of the form of $f$. In general $f(\\phi)$ is forced to be scale dependent and needs to be renormalised, but if this is avoided then $k$-fixed points are allowed and furthermore they coincide with $\\hat k$-fixed points.

    We consider a 1-port, not necessarily linear, with a dependent source, appearing at the port. The control of the source is entirely internal for the 1-port. If this source is a parallel voltage source, then the equivalent circuit is an ideal independent voltage source, and if it is a series current source, then the equivalent circuit is an ideal independent current source. (As usual, "ideal" source is defined as a source whose proposed function is independent of the load.) In the simple LTI case, these results can be obtained, respectively, by either taking RTh zero in the Thevenin equivalent, or taking RN infinite in the Norton equivalent; however the very fact that the final circuits do not include any linear elements indicates the possibility of generalization to nonlinear 1-ports. Some limitations on the circuit's structure (functional dependencies in it) are required, and the clearness of these limitations, i.e. clearness of the conditions for the 1-port to be an ideal source for any load, is the aesthetical point.

    We study the question of complete gauge independence of the fermion pole mass by choosing a general class of gauge fixing which interpolates between the covariant, the axial and the Coulomb gauges for different values of the gauge fixing parameters. We derive the Nielsen identity describing the gauge parameter variation of the fermion two point function in this general class of gauges. Furthermore, we relate the denominator of the fermion propagator to the two point function. This then allows us to study directly the gauge parameter dependence of the denominator of the propa- gator using the Nielsen identity for the two point function. This leads to a simple proof that, when infrared divergences and mass shell singularities are not present at the pole, the fermion pole mass is gauge independent, in the complete sense, to all orders in perturbation theory. Namely, the pole is not only independent of the gauge fixing parameters, but has also the same value in both covariant and non-covariant gauges.

The perovskite-type oxides can be synthesized for an extremely wide variety of combinations of chemical elements, allowing to design materials with suitable properties for sensing application. Lanthanum strontium ferrites, such as La{sub 0.7}Sr{sub 0.3}FeO{sub 3}, are suitable oxygen sensing materials with temperature-independence conductivity, but they have low chemical stability under reducing conditions. The addition of aluminum into the perovskite structure improves the material properties in order to develop suitable oxygen sensing probes for lean burn engine control systems. Perovskite-type oxides with formula (La{sub 0.7}Sr{sub 0.3})(Al{sub x}Fe{sub 1?x})O{sub 3} was synthesized by the citrate-nitrate combustion synthesis method. XRD analyses, show that it was synthesized a phase-pure powder belonging to the perovskite structure. Aluminum affects both the unit cell parameters, by shrinking the unit cell, and the powder morphology, by promoting the synthesis of particles with small crystallite size and large specific surface area. The partial substitution of iron with aluminum improves the chemical stability under reducing gas conditions and modulates the oxygen sensitivity by affecting the relative amount of Fe{sup 4+} and Fe{sup 3+}, as confirmed from TPR profiles. In the same time, the addition of aluminum does not affects the temperature-independent properties of lanthanum strontium ferrites. Indeed, the electrical measurements show that (La{sub 0.7}Sr{sub 0.3})(Al{sub x}Fe{sub 1?x})O{sub 3} perovskites have temperature-independence conductivity from 900 K.

    Purpose: The monitoring and management of radio frequency (RF) exposure is critical for ensuring magnetic resonance imaging (MRI) safety. Commercial MRI scanners can overestimate specific absorption rates (SAR) and improperly restrict clinical MRI scans or the application of new MRI sequences, while underestimation of SAR can lead to tissue heating and thermal injury. Accurate scanner-independent RF dosimetry is essential for measuring actual exposure when SAR is critical for ensuring regulatory compliance and MRI safety, for establishing RF exposure while evaluating interventional leads and devices, and for routine MRI quality assessment by medical physicists. However, at present there are no scanner-independent SAR dosimeters. Methods: An SAR dosimeter with an RF transducer comprises two orthogonal, rectangular copper loops and a spherical MRI phantom. The transducer is placed in the magnet bore and calibrated to approximate the resistive loading of the scanner's whole-body birdcage RF coil for human subjects in Philips, GE and Siemens 3 tesla (3T) MRI scanners. The transducer loop reactances are adjusted to minimize interference with the transmit RF field (B{sub 1}) at the MRI frequency. Power from the RF transducer is sampled with a high dynamic range power monitor and recorded on a computer. The deposited power is calibrated and tested on eight different MRI scanners. Whole-body absorbed power vs weight and body mass index (BMI) is measured directly on 26 subjects. Results: A single linear calibration curve sufficed for RF dosimetry at 127.8 MHz on three different Philips and three GE 3T MRI scanners. An RF dosimeter operating at 123.2 MHz on two Siemens 3T scanners required a separate transducer and a slightly different calibration curve. Measurement accuracy was ?3%. With the torso landmarked at the xiphoid, human adult whole?body absorbed power varied approximately linearly with patient weight and BMI. This indicates that whole-body torso SAR is on average independent of the imaging subject, albeit with fluctuations. Conclusions: Our 3T RF dosimeter and transducers accurately measure RF exposure in body-equivalent loads and provide scanner-independent assessments of whole-body RF power deposition for establishing safety compliance useful for MRI sequence and device testing.

    The design of a novel electron gun with an array of independently addressable cathode elements is presented. Issues relating to operation in a 6.5 Tesla axial magnetic field are discussed. Simulations with the TriComp [1] electromagnetic field code that were used to determine the space charge limited tube characteristic and to model focusing of the electron beam in the magnetic field are reviewed. Foil heating and stress calculations are discussed. The results of CYLTRAN [2] simulations yielding the energy spectrum of the electron beam and the current transmitted through the foil window are presented.

    Surfaces defined by a Bezier tetrahedron, and in particular quadric surfaces, are rendered on programmable graphics hardware. Pixels are rendered through triangular sides of the tetrahedra and locations on the shapes, as well as surface normals for lighting evaluations, are computed using pixel shader computations. Additionally, vertex shaders are used to aid interpolation over a small number of values as input to the pixel shaders. Through this, rendering of the surfaces is performed independently of viewing resolution, allowing for advanced level-of-detail management. By individually rendering tetrahedrally-defined surfaces which together form complex shapes, the complex shapes can be rendered in their entirety.

    We present a methodology for computing model independent perturbations in dark energy and modified gravity. This is done from the Lagrangian for perturbations, by showing how field content, symmetries, and physical principles are often sufficient ingredients for closing the set of perturbed fluid equations. The fluid equations close once ''equations of state for perturbations'' are identified: these are linear combinations of fluid and metric perturbations which construct gauge invariant entropy and anisotropic stress perturbations for broad classes of theories. Our main results are the proof of the equation of state for perturbations presented in a previous paper, and the development of the required calculational tools.

    Industry experience and studies conducted by the U.S. Nuclear Regulatory Commission (NRC) have shown that plants are susceptible to a variety of events that can challenge safety during shutdowns. While these events have neither posed nor indicated an undue risk to public health and safety, they do serve to underscore the importance of effective outage planning and control. The NUMARC 91-06 guidelines suggest that proper planning and execution of outage activities can reduce the likelihood and consequences of events, which ultimately enhances safety during shutdown. The Fermi 2, Independent Safety Engineering Group (ISEG) is charged with the independent safety review of the refueling outage plan and its implementation. The ISEG is responsible for performing a detailed and critical review of proposed outage plan prior to the start of the outage, maintaining surveillance of the adequacy and consistency of the {open_quotes}defense-in-depth{close_quotes} provided during the outage, reviewing the outage plan changes for potential vulnerabilities that could affect safety functions, and investigating selected events that emerge during the course of the outage.

    Extracting information from unstructured text has become an important research area in recent years due to the large amount of text now electronically available. This status report describes the findings and work done during the second year of a two-year Laboratory Directed Research and Development Project. Building on the first-year`s work of identifying important entities, this report details techniques used to group words into semantic categories and to output templates containing selective document content. Using word profiles and category clustering derived during a training run, the time-consuming knowledge-building task can be avoided. Though the output still lacks in completeness when compared to systems with domain-specific knowledge bases, the results do look promising. The two approaches are compatible and could complement each other within the same system. Domain-independent approaches retain appeal as a system that adapts and learns will soon outpace a system with any amount of a priori knowledge.

    Completed in 2011, Albright's new Science Center includes three independent student and faculty research labs in Biology, Chemistry/Biochemistry, and Physics (separate from teaching labs). Providing independent research facilities, they eliminate disruptions in classrooms and teaching labs, encourage and accommodate increased student interest, and stimulate advanced research. The DOE grant of $369,943 enabled Albright to equip these advanced labs for 21st century science research, with much instrumentation shared among departments. The specialty labs will enable Albright to expand its student-faculty research program to meet growing interest, help attract superior science students, maximize faculty expertise, and continue exceeding its already high rates of acceptance for students applying for postgraduate education or pharmaceutical research positions. Biology instrumentation/equipment supports coursework and independent and collaborative research by students and faculty. The digital shaker, CO{sub 2} and water bath incubators (for controlled cell growth), balance, and micropipettes support cellular biology research in the advanced cell biology course and student-faculty research into heavy metal induction of heat shock proteins in cultured mammalian cells and the development of PCR markers from different populations of the native tree, Franklinia. The gravity convection oven and lyophilizer support research into physical and chemical analysis of floodplain sediments used in assessment of riparian restoration efforts. The Bio-Rad thermocycler permits fast and accurate DNA amplification as part of research into genetic diversity in small mammal populations and how those populations are affected by land-use practices and environmental management. The Millipore water deionizing system and glassware washer provide general support of the independent research lab and ensure quality control of coursework and interdisciplinary research at the intersection of biology, chemistry, and toxicology. Grant purchases support faculty and students working in the areas of plant cellular biology, landscape ecology and wildlife management, wetland restoration, and ecotoxicology of aquatic invertebrates. Chemistry/BioChemistry instrumentation supports a wide range of research and teaching needs. The Dell quad core Xeon processors and Gaussian 09 support computational research efforts of two of our faculty. The computational work of one of these groups is part of close collaboration with one organic chemist and provides support info for the synthetic work of this professor and his students. Computational chemistry studies were also introduced into the physical chemistry laboratory course for junior chemistry concentrators. The AKTA plus system and superdex columns, Thermoscientific Sorvall RC-6 plus superspeed centrifuge, Nanodrop spectrometer, Eppendorf microfuge, Homogenizer and Pipetman pipetters were incorporated into a research project involving purification and characterization of a construct of beta 2-microglobulin by one of our biochemists. The vacuum system (glove box, stand, and pump) makes a significant contribution to the research of our inorganic chemist, the newest department member, working on research projects with four students. The glove box provides the means to carry out their synthetic work in an oxygenless atmosphere. Supporting basic research pursued by faculty and students, the remaining items (refrigerator/freezer units for flammable storage, freezer, refrigerated water bath, rotary evaporator system, vacuum oven, analytical and top-loading balances) were distributed between our biochemistry and chemistry research labs. The Nanodrop spectrometer, Sorvall centrifuge, and rotary evaporator system are used in several junior/senior lab courses in both biochemistry and chemistry. To date, 14 undergraduate research students have been involved in projects using the new instrumentation and equipment provided by this grant.     We analyze the implications of the microlocal spectrum/Hadamard condition for states in a (linear) quantum field theory on a globally hyperbolic spacetime $M$ in the context of a (distributional) initial value formulation. More specifically, we work in a $3+1$-split $M\\cong\\mathbb{R}\\times\\Sigma$ and give a bound, independent of the spacetime metric, on the wave front sets of the initial data for a quasi-free Hadamard state in the quantum field theory defined by a normally hyperbolic differential operator $P$ acting in a vector bundle $E\\stackrel{\\pi}{\\rightarrow}M$. This aims at a possible way to apply the concept of Hadamard states within approaches to quantum field theory/gravity relying on a Hamiltonian formulation, potentially without a (classical) background metric $g$.

    A set of seismic trace data is collected in an input data set that is first Fourier transformed in its entirety into the frequency domain. A normalized wavefield is obtained for each trace of the input data set in the frequency domain. Normalization is done with respect to the frequency response of a reference trace selected from the set of seismic trace data. The normalized wavefield is source independent, complex, and dimensionless. The normalized wavefield is shown to be uniquely defined as the normalized impulse response, provided that a certain condition is met for the source. This property allows construction of the inversion algorithm disclosed herein, without any source or source coupling information. The algorithm minimizes the error between data normalized wavefield and the model normalized wavefield. The methodology is applicable to any 3-D seismic problem, and damping may be easily included in the process.

    We present a new two-body finite-range and momentum-dependent but density-independent effective interaction, which can be interpreted as a regularized zero-range force. We show that no three-body or density-dependent terms are needed for a correct description of saturation properties in infinite matter, that is, on the level of low-energy density functional, the physical three-body effects can be efficiently absorbed in effective two-body terms. The new interaction gives a very satisfying equation of state of nuclear matter and opens up extremely interesting perspectives for the mean-field and beyond-mean-field descriptions of atomic nuclei.

    Recent analysis of well-tempered metadynamics (WTmetaD) showed that it converges without mollification artifacts in the bias potential. Here we explore how metadynamics heals mollification artifacts, how healing impacts convergence time, and whether alternative temperings may be used to improve efficiency. We introduce "$\\mu$-tempered" metadynamics as a simple tempering scheme, inspired by a related mollified adaptive biasing potential (mABP), that results in artifact independent convergence of the free energy estimate. We use a toy model to examine the role of artifacts in WTmetaD and solvated alanine dipeptide to compare the well-tempered and $\\mu$-tempered frameworks demonstrating fast convergence for hill widths as large as $60^{\\circ}$ for $\\mu$TmetaD.

  2. On Five Independent Phenomena Sharing a Common Cause

    Over the past century a succession of five different independent astronomical phenomena have been discovered, each appearing to be the result of a common underlying cause that also produces an unaccounted-for acceleration that is: quite small, centrally directed in the system exhibiting each phenomenon, non-gravitational, distance independent, and apparently of a common magnitude. The present paper analyzes the phenomena and proposes the underlying common cause, a common solution to the problem that they present. Four of the phenomena, in the order of their discovery are: 1 - In 1933, the indication by galactic rotation curves that there is such an acceleration present and acting in galaxies but with no observable cause [hence the postulating of "Dark Matter"]. Here the acceleration is directed toward the galactic center, the dominant factor in the mechanics of galaxy rotation. 2 - In 1998, the Pioneer Anomaly in which the acceleration is directed toward the Sun, the dominant factor in the mechanics of the Pioneer spacecrafts' motion. 3 - In 2008, the Flybys Anomaly for which the acceleration is directed toward the center of the Earth, the dominant factor in the mechanics of the flyby motion [as presented in the paper following]. 4 - Also in 2008, confirmed in 2010, the Dark Flow anomaly for which the acceleration is directed toward the central origin of the overall universe, the dominant factor in the mechanics of the overall universe, where the Big Bang and expansion began [as presented in the paper following]. The earliest of all is 5 - Hubble's discovery of Redshifts of the light from various distant astral bodies.

    The authors present a search for the radiative leptonic decay B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma}, where {ell} = e, {mu}, using a data sample of 465 million B{bar B} pairs collected by the BABAR experiment. In this analysis, they fully reconstruct the hadronic decay of one of the B mesons in {Upsilon}(4S) {yields} B{sup +}B{sup -} decays, then search for evidence of B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma} in the rest of the event. They observe no significant evidence of signal decays and report model-independent branching fraction upper limits of {Beta}(B{sup +} {yields} e{sup +}{nu}{sub e}{gamma}) < 17 x 10{sup -6}, {Beta}(B{sup +} {yields} {mu}{sup +}{nu}{sub {mu}}{gamma}) < 24 x 10{sup -6}, and {Beta}(B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma}) < 15.6 x 10{sup -6} ({ell} = e or {mu}), all at the 90% confidence level.

    The Hanford Waste Vitrification Plant (HWVP) was initiated in June 1987. The HWVP is an essential element of the plan to end present interim storage practices for defense wastes and to provide for permanent disposal. The project start was justified, in part, on efficient technology and design information transfer from the prototype Defense Waste Processing Facility (DWPF). Development of other serial Hanford Waste Vitrification System (HWVS) elements, such as the waste retrieval system for the double-shell tanks (DSTs), and the pretreatment system to reduce the waste volume converted into glass, also was required to accomplish permanent waste disposal. In July 1991, at the time of this review, the HWVP was in the Title 2 design phase. The objective of this technical assessment is to determine whether the status of the technology development and engineering practice is sufficient to provide reasonable assurance that the HWVP and the balance of the HWVS system will operate in an efficient and cost-effective manner. The criteria used to facilitate a judgment of potential successful operation are: vitrification of high-level radioactive waste from specified DSTs on a reasonably continuous basis; and glass produced with physical and chemical properties formally acknowledge as being acceptable for disposal in a repository for high-level radioactive waste. The criteria were proposed specifically for the Independent Engineering Review to focus that assessment effort. They are not represented as the criteria by which the Department will judge the prudence of the Project. 78 refs., 10 figs., 12 tabs.
