    The Office of Project Management Oversight and Assessments (PMOA) performs External Independent Reviews (EIRs) to provide Project Management Executives (PMEs), senior leaders within the Department of Energy (DOE), and Congress with an unbiased assessment of whether a capital asset project can be executed within proposed scope, schedule and cost commitments, while also meeting its key performance parameters and ultimately fulfilling its associated mission need. The objectives of this EIR Standard Operating Procedures (SOP) document are to clarify EIR expectations and to facilitate EIR planning and execution by PMOA, its support contractors, DOE Program offices and project teams.

    The CONTAIN code was developed by Sandia National Laboratories under the sponsorship of the US Nuclear Regulatory Commission (NRC) to provide integrated analyses of containment phenomena. It is used to predict nuclear reactor containment loads, radiological source terms, and associated physical phenomena for a range of accident conditions encompassing both design-basis and severe accidents. The code`s targeted applications include support for containment-related experimental programs, light water and advanced light water reactor plant analysis, and analytical support for resolution of specific technical issues such as direct containment heating. The NRC decided that a broad technical review of the code should be performed by technical experts to determine its overall technical adequacy. For this purpose, a six-member CONTAIN Peer Review Committee was organized and a peer review as conducted. While the review was in progress, the NRC issued a draft ``Revised Severe Accident Code Strategy`` that incorporated revised design objectives and targeted applications for the CONTAIN code. The committee continued its effort to develop findings relative to the original NRC statement of design objectives and targeted applications. However, the revised CONTAIN design objectives and targeted applications. The Committee determined some improvements are warranted and provided recommendations in five code-related areas: (1) documentation, (2) user guidance, (3) modeling capability, (4) code assessment, and (5) technical assessment.

    This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

    Consolidated Nuclear Security (CNS) Pantex took the initiative to organize a Review Panel of subject matter experts to independently assess the adequacy of the Pantex Tripping Man Analysis methodology. The purpose of this report is to capture the details of the assessment including the scope, approach, results, and detailed Appendices. Along with the assessment of the analysis methodology, the panel evaluated the adequacy with which the methodology was applied as well as congruence with Department of Energy (DOE) standards 3009 and 3016. The approach included the review of relevant documentation, interactive discussion with Pantex staff, and the iterative process of evaluating critical lines of inquiry.

    The purpose of this task was to perform an Independent Validation Review to evaluate the successful implementation and effectiveness of Safety Basis controls, including new and revised controls, to support the implementation of a new DSA/TSR for B239. This task addresses Milestone 2 of FY10 PEP 7.6.6. As the first IVR ever conducted on a LLNL nuclear facility, it was designated a pilot project. The review follows the outline developed for Milestone 1 of the PEP, which is based on the DOE Draft Guide for Performance of Independent Verification Review of Safety Basis Controls. A formal Safety Basis procedure will be developed later, based on the lessons learned with this pilot project. Note, this review is termed a ''Validation'' in order to be consistent with the PEP definition and address issues historically raised about verification mechanisms at LLNL. Validation is intended to confirm that implementing mechanisms realistically establish the ability of TSR LCO, administrative control or safety management program to accomplish its intended safety function and that the controls are being implemented. This effort should not, however, be confused with a compliance assessment against all relevant DOE requirements and national standards. Nor is it used as a vehicle to question the derivation of controls already approved by LSO unless a given TSR statement simply cannot be implemented as stated.

    This independent review is the conclusion arrived at from data collection, document reviews, interviews and deliberation from December 2010 through April 2011 and the technical potential of Hydrogen Production Cost Estimate Using Biomass Gasification. The Panel reviewed the current H2A case (Version 2.12, Case 01D) for hydrogen production via biomass gasification and identified four principal components of hydrogen levelized cost: CapEx; feedstock costs; project financing structure; efficiency/hydrogen yield. The panel reexamined the assumptions around these components and arrived at new estimates and approaches that better reflect the current technology and business environments.

    The Hanford Waste Vitrification Plant (HWVP) was initiated in June 1987. The HWVP is an essential element of the plan to end present interim storage practices for defense wastes and to provide for permanent disposal. The project start was justified, in part, on efficient technology and design information transfer from the prototype Defense Waste Processing Facility (DWPF). Development of other serial Hanford Waste Vitrification System (HWVS) elements, such as the waste retrieval system for the double-shell tanks (DSTs), and the pretreatment system to reduce the waste volume converted into glass, also was required to accomplish permanent waste disposal. In July 1991, at the time of this review, the HWVP was in the Title 2 design phase. The objective of this technical assessment is to determine whether the status of the technology development and engineering practice is sufficient to provide reasonable assurance that the HWVP and the balance of the HWVS system will operate in an efficient and cost-effective manner. The criteria used to facilitate a judgment of potential successful operation are: vitrification of high-level radioactive waste from specified DSTs on a reasonably continuous basis; and glass produced with physical and chemical properties formally acknowledge as being acceptable for disposal in a repository for high-level radioactive waste. The criteria were proposed specifically for the Independent Engineering Review to focus that assessment effort. They are not represented as the criteria by which the Department will judge the prudence of the Project. 78 refs., 10 figs., 12 tabs.

    The Department of Energy Portsmouth Paducah Project Office requested assistance from Department of Energy Office of Environmental Management (EM-22) to provide independent technical experts to evaluate past and ongoing remedial activities at the Portsmouth facility that were completed to address TCE contamination associated with the X-701B groundwater plume and to make recommendations for future efforts. The Independent Technical Review team was provided with a detailed and specific charter. The charter requested that the technical team first review the past and current activities completed for the X-701B groundwater remedy for trichloroethene (TCE) in accordance with a Decision Document that was issued by Ohio EPA on December 8, 2003 and a Work Plan that was approved by Ohio EPA on September 22, 2006. The remedy for X-701B divides the activities into four phases: Phase I - Initial Source Area Treatment, Phase II - Expanded Source Area Treatment, Phase III - Evaluation and Reporting, and Phase IV - Downgradient Remediation and Confirmation of Source Area Treatment. Phase I of the remedy was completed during FY2006, and DOE has now completed six oxidant injection events within Phase II. The Independent Technical Review team was asked to evaluate Phase II activities, including soil and groundwater results, and to determine whether or not the criteria that were defined in the Work Plan for the Phase II end point had been met. The following criteria are defined in the Work Plan as an acceptable Phase II end point: (1) Groundwater samples from the identified source area monitoring wells have concentrations below the Preliminary Remediation Goal (PRG) for TCE in groundwater, or (2) The remedy is no longer effective in removing TCE mass from the source area. In addition, the charter specifies that if the Review Team determines that the Phase II endpoint has not been reached, then the team should address the following issues: (1) If additional injection events are recommended, the team should identify the type of injection and target soil horizon for these injections; (2) Consider the feasibility of declaring Technical Impracticability and proceeding with the RCRA Cap for the X-701B; and (3) Provide a summary of other cost-effective technologies that could be implemented (especially for the lower Gallia). The Independent Technical Review team focused its evaluation solely on the X-701B source zone and contaminant plume. It did not review current or planned remedial activities at other plumes, waste areas, or landfills at the Portsmouth site, nor did it attempt to integrate such activities into its recommendations for X-701B. However, the ultimate selection of a remedy for X-701B by site personnel and regulators should take into account potentially synergistic efforts at other waste areas. Assessment of remedial alternatives in the context of site-wide management practices may reveal opportunities for leveraging and savings that would not otherwise be identified. For example, the cost of source-zone excavation or construction of a permeable reactive barrier at X-701B might be substantially reduced if contaminated soil could be buried on site at an existing or planned landfill. This allowance would improve the feasibility and competitiveness of both remedies. A comprehensive examination of ongoing and future environmental activities across the Portsmouth Gaseous Diffusion Plant is necessary to optimize the selection and timing of X-701B remediation with respect to cleanup efficiency, safety, and economics. A selected group of technical experts attended the technical workshop at the Portsmouth Gaseous Diffusion Plant from November 18 through 21, 2008. During the first day of the workshop, both contractor and DOE site personnel briefed the workshop participants and took them on a tour of the X-701B site. The initial briefing was attended by representatives of Ohio EPA who participated in the discussions.     In March 2005, the United States Coast Guard requested that Sandia National Laboratories provide a technical review and evaluation of the appropriateness and completeness of models, assumptions, analyses, and risk management options presented in the Cabrillo Port LNG Deepwater Port Independent Risk Assessment-Revision 1 (Cabrillo Port IRA). The goal of Sandia's technical evaluation of the Cabrillo Port IRA was to assist the Coast Guard in ensuring that the hazards to the public and property from a potential LNG spill during transfer, storage, and regasification operations were appropriately evaluated and estimated. Sandia was asked to review and evaluate the Cabrillo Port IRA results relative to the risk and safety analysis framework developed in the recent Sandia report, ''Guidance on Risk Analysis and Safety Implications of a Large Liquefied Natural Gas (LNG) Spill over Water''. That report provides a framework for assessing hazards and identifying approaches to minimize the consequences to people and property from an LNG spill over water. This report summarizes the results of the Sandia review of the Cabrillo Port IRA and supporting analyses. Based on our initial review, additional threat and hazard analyses, consequence modeling, and process safety considerations were suggested. The additional analyses recommended were conducted by the Cabrillo Port IRA authors in cooperation with Sandia and a technical review panel composed of representatives from the Coast Guard and the California State Lands Commission. The results from the additional analyses improved the understanding and confidence in the potential hazards and consequences to people and property from the proposed Cabrillo Port LNG Deepwater Port Project. The results of the Sandia review, the additional analyses and evaluations conducted, and the resolutions of suggested changes for inclusion in a final Cabrillo Port IRA are summarized in this report.

    As part of the Department of Energy Advanced Fuel Cycle program, a series of fuels development irradiation tests have been performed in the Advanced Test Reactor (ATR) at the Idaho National Laboratory. These tests are providing excellent data for advanced fuels development. The program is focused on the transmutation of higher actinides which best can be accomplished in a sodium-cooled fast reactor. Because a fast test reactor is no longer available in the US, a special test vehicle is used to achieve near-prototypic fast reactor conditions (neutron spectra and temperature) for use in ATR (a water-cooled thermal reactor). As part of the testing program, there were many successful tests of advanced fuels including metals and ceramics. Recently however, there have been three experimental campaigns using metal fuels that experienced failure during irradiation. At the request of the program, an independent review committee was convened to review the post-test analyses performed by the fuels development team, to assess the conclusions of the team for the cause of the failures, to assess the adequacy and completeness of the analyses, to identify issues that were missed, and to make recommendations for improvements in the design and operation of future tests. Although there is some difference of opinion, the review committee largely agreed with the conclusions of the fuel development team regarding the cause of the failures. For the most part, the analyses that support the conclusions are sufficient.

    The DOE Office of Civilian Radioactive Waste Management (OCRWM) tasked Oak Ridge Institute for Science and Education (ORISE) with providing an independent expert review of the documented model and prediction results for net infiltration of water into the unsaturated zone at Yucca Mountain. The specific purpose of the model, as documented in the report MDL-NBS-HS-000023, Rev. 01, is “to provide a spatial representation, including epistemic and aleatory uncertainty, of the predicted mean annual net infiltration at the Yucca Mountain site ...” (p. 1-1) The expert review panel assembled by ORISE concluded that the model report does not provide a technically credible spatial representation of net infiltration at Yucca Mountain. Specifically, the ORISE Review Panel found that: • A critical lack of site-specific meteorological, surface, and subsurface information prevents verification of (i) the net infiltration estimates, (ii) the uncertainty estimates of parameters caused by their spatial variability, and (iii) the assumptions used by the modelers (ranges and distributions) for the characterization of parameters. The paucity of site-specific data used by the modeling team for model implementation and validation is a major deficiency in this effort. • The model does not incorporate at least one potentially important hydrologic process. Subsurface lateral flow is not accounted for by the model, and the assumption that the effect of subsurface lateral flow is negligible is not adequately justified. This issue is especially critical for the wetter climate periods. This omission may be one reason the model results appear to underestimate net infiltration beneath wash environments and therefore imprecisely represent the spatial variability of net infiltration. • While the model uses assumptions consistently, such as uniform soil depths and a constant vegetation rooting depth, such assumptions may not be appropriate for this net infiltration simulation because they oversimplify a complex landscape and associated hydrologic processes, especially since the model assumptions have not been adequately corroborated by field and laboratory observations at Yucca Mountain.

  2. Independent Technical Review of the X-740 Groundwater Remedy, Portsmouth, Ohio: Technical Evaluation and Recommendations

    Two major remedial campaigns have been applied to a plume of trichloroethene (TCE) contaminated groundwater near the former X-740 facility at the Portsmouth Gaseous Diffusion Plant in Piketon Ohio. The two selected technologies, phytoremediation using a stand of hybrid poplar trees from 1999-2007 and in situ chemical oxidation using modified Fenton's Reagent from 2008-2009, have proven ineffective in achieving remedial action objectives (RAOs). The 'poor' performance of these technologies is a direct result of site specific conditions and the local contaminant hydrogeology. Key among these challenges is the highly heterogeneous subsurface geology with a thin contaminated aquifer zone (the Gallia) - the behavior of the contamination in the Gallia is currently dominated by slow release of TCE from the clay of the overlying Minford formation, from the sandstone of the underlying Berea formation, and from clayey layers within the Gallia itself. In response to the remediation challenges for the X-740 plume, the Portsmouth team (including the US Department of Energy (DOE), the site contractor (CDM), and the Ohio Environmental Protection Agency (OEPA)) is evaluating the feasibility of remediation at this site and identifying specific alternatives that are well matched to site conditions and that would maximize the potential for achieving RAOs. To support this evaluation, the DOE Office of Groundwater and Soil Remediation (EM-32) assembled a team of experts to serve as a resource and provide input and recommendations to Portsmouth. Despite the challenging site conditions and the failure of the previous two remediation campaigns to adequately move the site toward RAOs, the review team was unanimous in the conclusion that an effective combination of cost effective technologies can be identified. Further, the team expressed optimism that RAOs can be achieved if realistic timeframes are accepted by all parties. The initial efforts of the review team focused on reviewing the site history and data and organizing the information into a conceptual model and findings to assist in evaluating the potential of alternative remediation technologies. Examples of the key conceptual findings of the EM-32 review team were: (1) The Gallia represents the most practical target for deployment of in situ remediation treatment reagents - injection/extraction focused in this zone would provide maximum lateral impacts with minimal potential risk of failure or adverse collateral impacts. (2) The slow release of TCE from clay and sandstone into the Gallia represent a long term source of TCE that can re-contaminate the Gallia in the future - technologies that effectively treat the permeable portions of the Gallia, but do not leave residual treatment capacity in the system are unlikely to achieve long term remedial action objectives. CDM, the site contractor, provided important and useful information documenting the status and preliminary results of the on-site technology alternative evaluation. In the CDM evaluation, potential technologies were either retained (or screened out) in two preliminary evaluation phases and a detailed evaluation was performed on the five alternatives that were retained into the final 'detailed analysis' phase. The five alternatives that were included in the detailed analysis were: (1) hydraulic fracturing with EHC (a solid bioremediation amendment), (2) enhanced anaerobic bioremediation, (3) in situ chemical oxidation, (4) electrical resistance heating, and (5) reactive barriers. In several cases, two or three variants were separately evaluated. The review team found the CDM effort to be generally credible and reasonable. Thus, the review team focused on providing additional considerations and inputs to Portsmouth and on amending and refining the alternatives in ways that might improve performance and/or reduce costs.     The groundwater and soil in the vicinity of the C-400 Building at the Paducah Gaseous Diffusion Plant (PGDP), is contaminated with substantial quantities of industrial solvents, primarily trichoroethene (TCE). This solvent 'source' is recognized as a significant challenge and an important remediation target in the overall environmental cleanup strategy for PGDP. Thus, the cleanup of the C-400 TCE Source is a principal focus for the Department of Energy (DOE) and its contractors, and for PGDP regulators and stakeholders. Using a formal investigation, feasibility study and decision process, Electrical Resistance Heating (ERH) was selected for the treatment of the soil and groundwater in the vicinity of C-400. ERH was selected as an interim action to remove 'a significant portion of the contaminant mass of TCE at the C-400 Cleaning Building area through treatment' with the longer term goal of reducing 'the period the TCE concentration in groundwater remains above its Maximum Contaminant Level (MCL).' ERH is a thermal treatment that enhances the removal of TCE and related solvents from soil and groundwater. The heterogeneous conditions at PGDP, particularly the high permeability regional gravel aquifer (RGA), are challenging to ERH. Thus, a phased approach is being followed to implement this relatively expensive and complex remediation technology. Conceptually, the phased approach encourages safety and efficiency by providing a 'lessons learned' process and allowing appropriate adjustments to be identified and implemented prior to follow-on phase(s) of treatment. More specifically, early deployment targeted portions of the challenging RGA treatment zone with relatively little contamination reducing the risk of adverse collateral impacts from underperformance in terms of heating and capture. Because of the importance and scope of the C-400 TCE source remediation activities, DOE chartered an Independent Technical Review (ITR) in 2007 to assess the C-400 ERH plans prior to deployment and a second ITR to evaluate Phase I performance in September 2010. In this report, these ITR efforts are referenced as the '2007 ITR' and the 'current ITR', respectively. The 2007 ITR document (Looney et al., 2007) provided a detailed technical evaluation that remains relevant and this report builds on that analysis. The primary objective of the current ITR is to provide an expedited assessment of the available Phase I data to assist the PGDP team as they develop the lessons learned from Phase I and prepare plans for Phase II.

The HWVP PSAR was prepared pursuant to the requirements for safety analyses contained in US Department of Energy (DOE) Orders 4700.1, Project Management System (DOE 1987); 5480.5, Safety of Nuclear Facilities (DOE 1986a); 5481.lB, Safety Analysis and Review System (DOE 1986b) which was superseded by DOE order 5480-23, Nuclear Safety Analysis Reports, for nuclear facilities effective April 30, 1992 (DOE 1992); and 6430.lA, General Design Criteria (DOE 1989). The WHC procedures that, in large part, implement these DOE requirements are contained in WHC-CM-4-46, Nonreactor Facility Safety Analysis Manual. This manual describes the overall WHC safety analysis process in terms of requirements for safety analyses, responsibilities of the various contributing organizations, and required reviews and approvals.

    If, despite risks to workers and these potential impacts, stakeholders decide that P4 wastes need to be excavated and treated, the Review Team determined that a number of the ETTs examined warrant further consideration for the treatment of P4 waste that has been characterized (for example, P4 waste present in the historical ponds). Nevertheless, concerns about the health and safety of site investigation workers using then-available investigation approaches prevented the collection of subsurface samples containing P4 from large areas of the site (e.g., the railroad swale, the vadose zone beneath the Furnace Building, and the abandoned railcars), As a result, the contaminant CSM in those particular areas was not refined enough to allow the Review Team to draw conclusions about using some of the ETTs to treat P4 waste in those areas. The readiness of an ETT for implementation varies depending on many factors, including stakeholder input, permitting, and remedial action construction requirements. Technologies that could be ready for use in the near term (within 1 year) include the following: mechanical excavation, containment technologies, off-site incineration, and drying and mechanical mixing under a tent structure. Technologies that could be ready for use in the mid-term (1 to 2 years) include cutter suction dredging, thermal-hydraulic dredging, and underground pipeline cleaning technologies. Technologies requiring a longer lead time (2 to 5 years) include on-site incineration, a land disposal restriction waste treatment system, an Albright & Wilson batch mud still, post-treatment on-site disposal, and post-treatment off-site disposal.

    Contaminated groundwater associated with Building 100 at the Young-Rainey Science, Technology, and Research Center, formerly the DOE Pinellas plant, is the primary remedial challenge that remains to be addressed at the site. Currently, Building 100 is an active industrial facility that is now owned and operated by the Pinellas county government. Groundwater samples collected from monitoring wells recently installed near the southern boundary of the site suggest that contaminated groundwater has migrated off the plant site. In response to the challenges presented by the Building 100 plume, the Office of Legacy Management (LM) requested assistance from the DOE Office of Groundwater and Soil Remediation (EM-32) to provide a review team to make technical recommendations so that they can efficiently and effectively address characterization and remediation of the plume. The review team was unanimous in the conclusion that a dynamic strategy that combines a phased implementation of direct push samplers, sensors, and tools can be used to better delineate the extent of contamination, control plume migration, and rapidly remediate the contaminated groundwater at the site. The initial efforts of the team focused on reviewing the site history and data, organizing the information into a conceptual model, identifying appropriate technologies, and recommending an integrated strategy. The current groundwater data from the site indicate a two-lobed plume extending to the east and south. To the east vinyl chloride is the primary contaminant of concern, to the south, vinyl chloride and cis1, 2-DCE are the primary contaminants. The limited data that are available suggest that reductive dechlorination of the TCE is already occurring but is not sufficient to prevent offsite migration of low concentrations of TCE daughter products. The team recommends that DOE pursue a strategy that builds on the natural cleansing capacity of the subsurface with reductive methods including biostimulation and/or bioaugmentation to provide a sustainable remediation system within the flow path of the plume. Additional data will be required to implement this approach and will include: (1) Better delineation of the nature and extent of contamination; (2) Demonstration the plume is currently stable or shrinking; and (3) Demonstration the full reductive dechlorination is occurring. The technical team recommends that DOE use a phased approach to identify residual contamination and to provide rapid installation of remedies. Matrices of characterization and remediation sensors, technologies, and tools were developed by the team in order to match the specific conditions and requirements of the site. The team provides a specific example of remedy that includes the incorporation of a dynamic characterization strategy moving from minimally invasive to more aggressive field techniques, the consideration of multiple complementary remediation approaches based on a spatiotemporally phased approach keyed to the different demands of different parts of the plume, and the integration and sequencing of the characterization and remediation activities.

    The U. S. Department of Energy (DOE) is currently developing a Proposed Plan (PP) for remediation of designated sources of chlorinated solvents that contribute contamination to the Southwest (SW) Groundwater Plume at the Paducah Gaseous Diffusion Plant (PGDP), in Paducah, KY. The principal contaminants in the SW Plume are trichloroethene (TCE) and other volatile organic compounds (VOCs); these industrial solvents were used and disposed in various facilities and locations at PGDP. In the SW plume area, residual TCE sources are primarily in the fine-grained sediments of the Upper Continental Recharge System (UCRS), a partially saturated zone that delivers contaminants downward into the coarse-grained Regional Gravel Aquifer (RGA). The RGA serves as the significant lateral groundwater transport pathway for the plume. In the SW Plume area, the four main contributing TCE source units are: (1) Solid Waste Management Unit (SWMU) 1 / Oil Landfarm; (2) C-720 Building TCE Northeast Spill Site (SWMU 211A); (3) C-720 Building TCE Southeast Spill Site (SWMU 211B); and (4) C-747 Contaminated Burial Yard (SWMU 4). The PP presents the Preferred Alternatives for remediation of VOCs in the UCRS at the Oil Landfarm and the C-720 Building spill sites. The basis for the PP is documented in a Focused Feasibility Study (FFS) (DOE, 2011) and a Site Investigation Report (SI) (DOE, 2007). The SW plume is currently within the boundaries of PGDP (i.e., does not extend off-site). Nonetheless, reasonable mitigation of the multiple contaminant sources contributing to the SW plume is one of the necessary components identified in the PGDP End State Vision (DOE, 2005). Because of the importance of the proposed actions DOE assembled an Independent Technical Review (ITR) team to provide input and assistance in finalizing the PP.

The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles.     Industry experience and studies conducted by the U.S. Nuclear Regulatory Commission (NRC) have shown that plants are susceptible to a variety of events that can challenge safety during shutdowns. While these events have neither posed nor indicated an undue risk to public health and safety, they do serve to underscore the importance of effective outage planning and control. The NUMARC 91-06 guidelines suggest that proper planning and execution of outage activities can reduce the likelihood and consequences of events, which ultimately enhances safety during shutdown. The Fermi 2, Independent Safety Engineering Group (ISEG) is charged with the independent safety review of the refueling outage plan and its implementation. The ISEG is responsible for performing a detailed and critical review of proposed outage plan prior to the start of the outage, maintaining surveillance of the adequacy and consistency of the {open_quotes}defense-in-depth{close_quotes} provided during the outage, reviewing the outage plan changes for potential vulnerabilities that could affect safety functions, and investigating selected events that emerge during the course of the outage.

    The design of a novel electron gun with an array of independently addressable cathode elements is presented. Issues relating to operation in a 6.5 Tesla axial magnetic field are discussed. Simulations with the TriComp [1] electromagnetic field code that were used to determine the space charge limited tube characteristic and to model focusing of the electron beam in the magnetic field are reviewed. Foil heating and stress calculations are discussed. The results of CYLTRAN [2] simulations yielding the energy spectrum of the electron beam and the current transmitted through the foil window are presented.

    The US Department of Energy (DOE) is planning to make critical decisions during fiscal year (FY) 1998 regarding privatization contracts for the treatment of Hanford tank waste. Specifically, DOE, Richland Operations Office (RL), will make decisions related to proceeding with Phase 1 Privatization. In support of these decisions, the management and integration (M+I) contractor must be able to meet the requirements to support the Phase 1 privatization contractors. As part of the assessment of the Tank Waste Retrieval (TWR) Readiness-To-Proceed (RTP), an independent review of their process and products was required by the RL letter of August 8, 1997. The Independent Review Team reviewed the adequacy of the planning that has been done by the M+I contractor to validate that, if the plans are carried out, there is reasonable assurance of success. Overall, the RTP Independent Review Team concluded that, if the planning by the M+I contractor team is carried out with adequate funding, there is reasonable assurance that the M+I contractor will be able to deliver waste to the privatization contractor for the duration of Phase 1. This conclusion was based on addressing the recommendations contained in the Independent Review Team`s Final Report and in the individual Criteria and Review Approach (CRA) forms completed during the assessment. The purpose of this report is to formally document the independent assessment and the RTP team responses to the Independent Review Team recommendations. It also provides closure logics for selected recommendations from a Lockheed Martin Hanford Corporation (LMHC) internal assessment of the Technical Basis Review (TBR) packages. This report contains the RTP recommendation closure process (Section 2.0); the closure tables (Section 3.0) which provide traceability between each review team recommendation and its corresponding Project Hanford Management Contract closure logic; and two attachments that formally document the Independent Review Team Final Report and the Internal Assessment Final Report.

  14. Estimating Annual Precipitation in the Fenner Basin of the Eastern Mojave Desert, California

    Metropolitan Water District (MWD) of southern California and Cadiz Inc. investigated the feasibility of storing Colorado River water in groundwater aquifers of the eastern Mojave Desert as a future drought mitigation strategy. This culminated in the public release of the Cadiz Groundwater Storage and Dry-Year Supply program Draft EIR, which included pilot percolation studies, groundwater modeling, and precipitation/runoff analysis in the Fenner groundwater basin, which overlies the proposed storage site. The project proposes to store and withdrawal Colorado River water over a 50-year period, but will not exceed the natural replenishment rates of the groundwater basin. Several independent analyses were conducted to estimate the rates of natural groundwater replenishment to the Fenner Groundwater Basin which was included in the Draft EIR. The US Geologic Survey, Water Resources Division (WRD) officially submitted comments during public review and concluded that the natural groundwater replenishment rates calculated for the Draft EIR were too high. In the WRD review, they provided a much lower recharge calculation based on a Maxey-Eakin estimation approach. This approach estimates annual precipitation over an entire basin as a function of elevation, followed by calibration against annual recharge rates. Previous attempts to create precipitation-elevation functions in western Nevada have been difficult and result in large uncertainty. In the WRD data analysis, the effect of geographic scale on the precipitation-elevation function was overlooked. This contributed to an erroneous Maxey-Eakin recharge estimate.

The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme for uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the schemes ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerators transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally.     The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors. Jerry Anderson became the Chairman of the PTTC Board of Directors and Chris Hall continues to serve on the Board. Workshop activity stabilized at 55-65 workshops per year averaging 3,100 attendees. FY14 represented the fifth year in a multi-year contract with the Department of Energy (DOE) for providing technology transfer services. This report summarizes activity and results during for five years, FY10 through FY14. In FY12 changes occurred in responsibilities of consultants serving HQ, because funding was reduced below the threshold level of $500,000 audits were no longer required and consultant time was reduced on the primary contract. Contracts for Permian Carbon Capture Utilization and Storage (CCUS) training, and providing tech transfer services to the Research Partnership to Secure Energy for America (RPSEA) provided work that enabled HQ to retain services of regular consultants. Both CCUS and RPSEA were five year contracts with PTTC, and providing services for these DOE funded contracts provided synergy for PTTC and the oil and gas industry. With further decreases in DOE funding the regions conducted workshops with no PTTC funding starting in June FY11. Since 2011 the number of workshops has declined from 79 in FY10 and FY11 to 49 in FY12, and risen to 54 in FY13 and 63 in FY14. The attendee's numbers dipped slightly below 3,000 per year in FY 10, FY12, and FY13, but rose to over 3,800 in FY 11 and 3105 in FY14. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to five regions to increase efficiency, and because no active RLO's would be maintained in the Central and Eastern Gulf Coast regions. RLO's for the regions are located at: Eastern - West Virginia University, (Illinois Geol. Survey., W. Michigan Univ. FY10-12); Midwest created in FY13 - Illinois Geological Survey, W. Michigan University; Midcontinent - University of Kansas, expanded to Houston, TX (2013-14); Rocky Mountain - Colorado School of Mines; Texas/SE New Mexico (FY10-FY11) - Bureau of Economic Geology, Univ. of Texas at Austin; West Coast - Conservation Committee of California O&G Producers.

  1. Independent dose per monitor unit review of eight U.S.A. proton treatment facilities

    Purpose: Compare the dose per monitor unit at different proton treatment facilities using three different dosimetry methods. Methods: Measurements of dose per monitor unit were performed by a single group at eight facilities using 11 test beams and up to six different clinical portal treatment sites. These measurements were compared to the facility reported dose per monitor unit values. Results: Agreement between the measured and reported doses was similar using any of the three dosimetry methods. Use of the ICRU 59 N{sub D,w} based method gave results approximately 3% higher than both the ICRU 59 N{sub X} and ICRU 78 (TRS-398) N{sub D,w} based methods. Conclusions: Any single dosimetry method could be used for multi-institution trials with similar conformity between facilities. A multi-institutional trial could support facilities using both the ICRU 59 N{sub X} based and ICRU 78 (TRS-398) N{sub D,w} based methods but use of the ICRU 59 N{sub D,w} based method should not be allowed simultaneously with the other two until the difference is resolved.

    The Plutonium Facility, designated PF-4, is located in Technical Area 55 at the Los Alamos National Laboratory (LANL). The facility is a one-story rectangular structure above a complete basement; the building was constructed of cast-in-place reinforced concrete, with small interior frames of structural steel. The plan dimensions of the building are 265’×284’. The overall height of the building varies between 39’-0” at the north and south ends, and 40’-6” at the center ridge. The programmatic work performed in the building is vital to our national security and its functions and storage purposes are not replicated elsewhere in the United States Department of Energy (DOE).
