    Completed in 2011, Albright's new Science Center includes three independent student and faculty research labs in Biology, Chemistry/Biochemistry, and Physics (separate from teaching labs). Providing independent research facilities, they eliminate disruptions in classrooms and teaching labs, encourage and accommodate increased student interest, and stimulate advanced research. The DOE grant of $369,943 enabled Albright to equip these advanced labs for 21st century science research, with much instrumentation shared among departments. The specialty labs will enable Albright to expand its student-faculty research program to meet growing interest, help attract superior science students, maximize faculty expertise, and continue exceeding its already high rates of acceptance for students applying for postgraduate education or pharmaceutical research positions. Biology instrumentation/equipment supports coursework and independent and collaborative research by students and faculty. The digital shaker, CO{sub 2} and water bath incubators (for controlled cell growth), balance, and micropipettes support cellular biology research in the advanced cell biology course and student-faculty research into heavy metal induction of heat shock proteins in cultured mammalian cells and the development of PCR markers from different populations of the native tree, Franklinia. The gravity convection oven and lyophilizer support research into physical and chemical analysis of floodplain sediments used in assessment of riparian restoration efforts. The Bio-Rad thermocycler permits fast and accurate DNA amplification as part of research into genetic diversity in small mammal populations and how those populations are affected by land-use practices and environmental management. The Millipore water deionizing system and glassware washer provide general support of the independent research lab and ensure quality control of coursework and interdisciplinary research at the intersection of biology, chemistry, and toxicology. Grant purchases support faculty and students working in the areas of plant cellular biology, landscape ecology and wildlife management, wetland restoration, and ecotoxicology of aquatic invertebrates. Chemistry/BioChemistry instrumentation supports a wide range of research and teaching needs. The Dell quad core Xeon processors and Gaussian 09 support computational research efforts of two of our faculty. The computational work of one of these groups is part of close collaboration with one organic chemist and provides support info for the synthetic work of this professor and his students. Computational chemistry studies were also introduced into the physical chemistry laboratory course for junior chemistry concentrators. The AKTA plus system and superdex columns, Thermoscientific Sorvall RC-6 plus superspeed centrifuge, Nanodrop spectrometer, Eppendorf microfuge, Homogenizer and Pipetman pipetters were incorporated into a research project involving purification and characterization of a construct of beta 2-microglobulin by one of our biochemists. The vacuum system (glove box, stand, and pump) makes a significant contribution to the research of our inorganic chemist, the newest department member, working on research projects with four students. The glove box provides the means to carry out their synthetic work in an oxygenless atmosphere. Supporting basic research pursued by faculty and students, the remaining items (refrigerator/freezer units for flammable storage, freezer, refrigerated water bath, rotary evaporator system, vacuum oven, analytical and top-loading balances) were distributed between our biochemistry and chemistry research labs. The Nanodrop spectrometer, Sorvall centrifuge, and rotary evaporator system are used in several junior/senior lab courses in both biochemistry and chemistry. To date, 14 undergraduate research students have been involved in projects using the new instrumentation and equipment provided by this grant.     Petroleum Technology Advances Through Applied Research by Independent Oil Producers is a program of the National Oil Research Program, U.S. Department of Energy.     The Separations Process Research Unit (SPRU) complex located on the Knolls Atomic Power Laboratory (KAPL) site in Niskayuna, New York, was constructed in the late 1940s to research the chemical separation of plutonium and uranium (Figure A-1). SPRU operated as a laboratory scale research facility between February 1950 and October 1953. The research activities ceased following the successful development of the reduction oxidation and plutonium/uranium extraction processes. The oxidation and extraction processes were subsequently developed for large scale use by the Hanford and Savannah River sites (aRc 2008a). Decommissioning of the SPRU facilities began in October 1953 and continued through the 1990s.

    Programs have been established at Florida A & M University to attract minority students to research careers in mathematics and computational science. The primary goal of the program was to increase the number of such students studying computational science via an interactive multimedia learning environment One mechanism used for meeting this goal was the development of educational modules. This academic year program established within the mathematics department at Florida A&M University, introduced students to computational science projects using high-performance computers. Additional activities were conducted during the summer, these included workshops, meetings, and lectures. Through the exposure provided by this program to scientific ideas and research in computational science, it is likely that their successful applications of tools from this interdisciplinary field will be high.

The invited speakers were primarily women in early career stage (~4-8 years) with a few senior women and men as invited speakers or session chairs. Included in each day was a Poster Session for graduate students and a lunch in which the turn out was strong and the posters presented encouraged much of dialogue with the invited speakers, guests and others attending the ACS meeting and wanted to discuss the student???????????????¢????????????????????????????????s research and meet with the speakers. Most all speakers and participants were very positive about the sessions and expressed that the funding to cover some expenses made it possible for them to attend the conference and the poster session luncheon.     ORAU conducted confirmatory survey activities within the NRL at the University during the week of May 7, 2012. The survey activities included visual inspections/ assessments, surface activity measurements, and volumetric concrete sampling activities. During the course of the confirmatory activities, ORAU noted several issues with the survey-for-release activities performed at the University. Issues included inconsistencies with: survey unit classifications were not designated according to Multi-Agency Radiation Survey and Site Investigation Manual guidance; survey instrument calibrations were not representative of the radionuclides of concern; calculations for instrumentation detection capabilities did not align with the release criteria discussed in the licensee’s survey guidance documents; total surface activity measurements were in excess of the release criteria; and Co-60 and Eu-152 concentrations in the confirmatory concrete samples were above their respective guidelines. Based on the significant programmatic issues identified, ORAU cannot independently conclude that the NRL satisfied the requirements and limits for release of materials without radiological restrictions.

CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: Development and Pilot of a New Advanced Welding Curriculum, Program Enhancement of Non-Destructive Examination (NDE) Technology, Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, Project Management and Reporting.     The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

    This project consisted of fundamental and applied research of advanced in-situ particle-beam interactions with surfaces/interfaces to discover novel materials able to tolerate intense conditions at the plasma-material interface (PMI) in future fusion burning plasma devices. The project established a novel facility that is capable of not only characterizing new fusion nanomaterials but, more importantly probing and manipulating materials at the nanoscale while performing subsequent single-effect in-situ testing of their performance under simulated environments in fusion PMI.

    The Separations Process Research Unit (SPRU) complex located on the Knolls Atomic Power Laboratory (KAPL) site in Niskayuna, New York, was constructed in the late 1940s to research the chemical separation of plutonium and uranium (Figure A-1). SPRU operated as a laboratory scale research facility between February 1950 and October 1953. The research activities ceased following the successful development of the reduction oxidation and plutonium/uranium extraction processes. The oxidation and extraction processes were subsequently developed for large scale use by the Hanford and Savannah River sites (aRc 2008a). Decommissioning of the SPRU facilities began in October 1953 and continued through the 1990s.

    Purpose: Radiation oncology trainees must consider an array of variables when deciding upon an academic or private practice career path. This prospective evaluation of the 2004 graduating radiation oncology trainees, evaluates such variables and provides additional descriptive data. Methods: A survey that included 15 questions (one subjective, eleven categorical, and 3 continuous variables) was mailed to the 144 graduating radiation oncology trainees in United States programs in January of 2004. Questions were designed to gather information regarding factors that may have influenced career path choices. The responses were anonymous, and no identifying information was sought. Survey data were collated and analyzed for differences in both categorical and continuous variables as they related to choice of academic or private practice career path. Results: Sixty seven (47%) of the surveys were returned. Forty-five percent of respondents indicated pursuit of an academic career. All respondents participated in research during training with 73% participating in research publication authorship. Post graduate year-3 was the median in which career path was chosen, and 20% thought that a fellowship position was 'perhaps' necessary to secure an academic position. Thirty percent of the respondents revealed that the timing of the American Board of Radiology examination influenced their career path decision. Eighteen variables were offered as possibly influencing career path choice within the survey, and the top five identified by those seeking an academic path were: (1) colleagues, (2) clinical research, (3) teaching, (4) geography, (5) and support staff. For those seeking private practice, the top choices were: (1) lifestyle, (2) practice environment, (3) patient care, (4) geography, (5) colleagues. Female gender (p = 0.064), oral meeting presentation (p = 0.053), and international meeting presentation (p 0.066) were the variables most significantly associated with pursuing an academic career path. The following variables were ranked significantly differently in hierarchy (p < 0.05) by those seeking an academic versus private practice path with respect to having influence on the career decision: lifestyle, income, case-mix, autonomy, ability to sub-specialize, basic research, clinical research, teaching, patient care, board structure, practice environment, and mentoring. Conclusion: These data offer descriptive information regarding variables that lead to radiation oncology trainee career path decisions. Such information may be of use in modification of training programs to meet future personnel and programmatic needs within the specialty.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    The U.S. Support Program to IAEA Safeguards (USSP) has funded more than 25 Junior Professional Officer (JPO) positions in the IAEA Department of Safeguards since 2005. JPOs are college graduates with zero to two years’ work experience who work alongside experienced IAEA staff members for one to two years and assist with basic, yet essential work while obtaining valuable experience. They contribute to equipment development, testing, integration, open source information collection and analysis, and software and database development. This paper will study the trends in career progression for the JPOs who have completed assignments with the IAEA in the Department of Safeguards. Brookhaven National Laboratory, in its role in managing the USSP, has compiled information that can be analyzed for this purpose.

This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. (b) Draft research directives. (c) Send directive to the analyst. (d) Coordinate two independent reviews of the draft report. (e) Ensure reviewer comments are addressed within the final report. (2) 162 Analyze/Interpret Data - Implement the independent aspects of the project. (3) 122 Provide Technical Review - Implement the review process for the analysts. (4) 132 Produce Annual Report - FY06 annual progress report with Pisces Disseminate (5) 161 Disseminate Raw/Summary Data and Results - Post technical products on the ITAP web site. (6) 185-Produce Pisces Status Report - Provide periodic status reports to BPA. (7) 119 Manage and Administer Projects - project/contract administration.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally.     Establish U.S. energy independence within 15 years -- This is a enormous systems engineering challenge to thoroughly analyze the present mix of power generation, energy consumption in all sectors such as transportation, industrial, commercial and residential, and devise new technologies to assist the process to independence. At this level, all citizens will be affected, requiring not only effective technologies, but superior cost/benefit ratios and effective free market interactions. With U.S. energy independence, world markets will be influenced. It will be necessary to develop or modify new energy sources, possibly including storage, and adjust or modify energy consumption profiles. Figure 1 shows the expected transition from present-day energy consumption based on both domestic and imported energy. During the 15 year period, the U.S. transitions to energy independence, eliminating imports, and perhaps reduces total energy consumption due to increased efficiency. In the future, U.S. energy consumption is able to grow in accordance with national policies and enhanced domestic capabilities. At the present time, the primary energy import is hydrocarbon products -- primarily oil. Of that imported oil, most of it is used for transportation. In order to reduce the need for imported oil, the U.S. will need to revamp its energy supply and energy consumption mixes. This change in business and usage in the U.S. will require enonnous effort on the part of many organizations and individuals. Los Alamos National Laboratory (LANL) will take the technological lead on this grand challenge. Nearly all directorates, technical, planning and policy capabilities will be brought together and focused on this objective. A simplified chart of the interactions within LANL is shown in Figure 3. Given the enonnous undertaking of U.S. energy independence, the vast engineering, technological and science-based capabilities of LANL will work together performing systems engineering, applied research and development, while working with policy makers, taking into account environmental, free market, and climate issues and constraints.

    Extracting information from unstructured text has become an important research area in recent years due to the large amount of text now electronically available. This status report describes the findings and work done during the second year of a two-year Laboratory Directed Research and Development Project. Building on the first-year`s work of identifying important entities, this report details techniques used to group words into semantic categories and to output templates containing selective document content. Using word profiles and category clustering derived during a training run, the time-consuming knowledge-building task can be avoided. Though the output still lacks in completeness when compared to systems with domain-specific knowledge bases, the results do look promising. The two approaches are compatible and could complement each other within the same system. Domain-independent approaches retain appeal as a system that adapts and learns will soon outpace a system with any amount of a priori knowledge.

    The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors. Jerry Anderson became the Chairman of the PTTC Board of Directors and Chris Hall continues to serve on the Board. Workshop activity stabilized at 55-65 workshops per year averaging 3,100 attendees. FY14 represented the fifth year in a multi-year contract with the Department of Energy (DOE) for providing technology transfer services. This report summarizes activity and results during for five years, FY10 through FY14. In FY12 changes occurred in responsibilities of consultants serving HQ, because funding was reduced below the threshold level of $500,000 audits were no longer required and consultant time was reduced on the primary contract. Contracts for Permian Carbon Capture Utilization and Storage (CCUS) training, and providing tech transfer services to the Research Partnership to Secure Energy for America (RPSEA) provided work that enabled HQ to retain services of regular consultants. Both CCUS and RPSEA were five year contracts with PTTC, and providing services for these DOE funded contracts provided synergy for PTTC and the oil and gas industry. With further decreases in DOE funding the regions conducted workshops with no PTTC funding starting in June FY11. Since 2011 the number of workshops has declined from 79 in FY10 and FY11 to 49 in FY12, and risen to 54 in FY13 and 63 in FY14. The attendee's numbers dipped slightly below 3,000 per year in FY 10, FY12, and FY13, but rose to over 3,800 in FY 11 and 3105 in FY14. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to five regions to increase efficiency, and because no active RLO's would be maintained in the Central and Eastern Gulf Coast regions. RLO's for the regions are located at: Eastern - West Virginia University, (Illinois Geol. Survey., W. Michigan Univ. FY10-12); Midwest created in FY13 - Illinois Geological Survey, W.     This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

    The first part of this report reviews recent developments at the interface between lattice work on QCD with light dynamical quarks, effective field theory and low energy precision experiments. Then I discuss how dispersion theory can be used to analyze the low energy structure of the {pi}{pi} scattering amplitude in a model independent manner. This leads to an exact formula for the mass and width of the lowest few resonances, in terms of observable quantities. As an application, I consider the pole position of the {sigma}, paying particular to error propagation in the numerical analysis. The report is based on work done in collaboration with Irinel Caprini and Gilberto Colangelo.

    Consolidated Nuclear Security (CNS) Pantex took the initiative to organize a Review Panel of subject matter experts to independently assess the adequacy of the Pantex Tripping Man Analysis methodology. The purpose of this report is to capture the details of the assessment including the scope, approach, results, and detailed Appendices. Along with the assessment of the analysis methodology, the panel evaluated the adequacy with which the methodology was applied as well as congruence with Department of Energy (DOE) standards 3009 and 3016. The approach included the review of relevant documentation, interactive discussion with Pantex staff, and the iterative process of evaluating critical lines of inquiry.

    We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme for uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the schemes ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerators transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.

    This case study describes a unique vocational program at Lancaster County Career Technology Center in Mount Joy, PA, where high school students are gaining hands-on construction experience in building high performance homes with help from Building America team, Home Innovation Research Labs. This collaboration resulted in the Green Home 3, the third in a series of high performance homes for Apprentice Green. As one of LCCTC’s key educational strategies for gaining practical experience, students are involved in building real houses that incorporate state-of-the-art energy efficiency and green technologies. With two homes already completed, the Green Home 3 achieved a 44% whole-house energy savings over the Building America New Construction B10 Benchmark, DOE Zero Energy Ready Home (formerly Challenge Home) certification, and National Green Building Standard Gold-level certification.

    This report documents the Los Alamos results of the second assessment phase, independent assessment for TRAC-PF1. We documented the results of the developmental assessment for TRAC-PF1 in an earlier report. This report described calculations run with the released versions of TRAC-PF1. We analyzed separate-effects tests in the Semiscale facility to investigate natural-circulation and reflux cooling. We analyzed integral tests from the Semiscale and the Loss-of-Fluid Test facilities to explore the small- and intermediate-break loss-of-coolnt-accident (LOCA) capability and the non-LOCA capability. We also analyzed the loss-of-feedwater transient in the Crystal River plant. The results show reasonably good agreement with the data, but indicate that improvements are required for the critical-flow model and the interphasic-condensation model. 38 refs., 224 figs., 19 tabs.
