    A fuel cell power plant, which utilizes a smart energy management and control (SEMaC) system, supplying the power need of laboratory based ''home'' has been purchased and installed. The ''home'' consists of two rooms, each approximately 250 sq. ft. Every appliance and power outlet is under the control of a host computer, running the SEMaC software package. It is possible to override the computer, in the event that an appliance or power outage is required. Detailed analysis and simulation of the fuel cell operated smart home has been performed. Two journal papers has been accepted for publication and another journal paper is under review. Three theses have been completed and three additional theses are in progress.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. PTTC's Board made a strategic decision to relocate the Headquarters (HQ) office from Washington, DC to Houston, Texas. Driving force behind relocation was to better connect with independent producers, but cost savings could also be realized. Relocation was accomplished in late December 2000, with the HQ office being fully operational by January 2001. Early indications are that the HQ relocation is, in fact, enabling better networking with senior executives of independents in the Houston oil community. New Board leadership, elected in March 2001, will continue to effectively guide PTTC.

The regional directors connect with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the Regional Lead Organizations. The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal, state, and industry funding to achieve important goals for all of these sectors. This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies. This technical progress report summarizes PTTC's accomplishments during FY00, which lays the groundwork for further growth in the future. At a time of many industry changes and market movements, the organization has built a reputation and expectation to address industry needs of getting information distributed quickly which can impact the bottom line immediately.

    To establish a Technology Transfer Resource Center (TRC) at Prairie View A&M University (PVAMU) to assist the Independent Oil Producers, in the state of Texas, (TIP) obtain and apply oil recovery technology to their operation. The University will conduct a field pilot project in cooperation with an Independent Producer to demonstrate how technology application improves the economic performance of a project. Experience gained from the project will be disseminated to other Independents. These activities will be coordinated with neighboring state Universities and private research entities active in technology transfer programs. The University`s goal is to stimulate Petroleum Engineering education and research at the university as a result of participating in these activities. The long term goal is to establish the first Petroleum Engineering Department at a Historically Black University.

    Petroleum Technology Advances Through Applied Research by Independent Oil Producers is a program of the National Oil Research Program, U.S. Department of Energy. Between 1995 and 1998, the program competitively selected and cost-shared twenty-two projects with small producers. The purpose was to involve small independent producers in testing technologies of interest to them that would advance (directly or indirectly) one or more of four national program objectives: (1) Extend the productive life of reservoirs; (2) Increase production and/or reserves; (3) Improve environmental performance; and (4) Broaden the exchange of technology information.

    A high beta plasma is produced in a plasma producing device of toroidal configuration by ohmic heating and auxiliary heating. The plasma pressure is continuously monitored and used in a control system to program the current in the poloidal field windings. Throughout the heating process, magnetic flux is conserved inside the plasma and the distortion of the flux surfaces drives a current in the plasma. As a consequence, the total current increases and the poloidal field windings are driven with an equal and opposing increasing current. The spatial distribution of the current in the poloidal field windings is determined by the plasma pressure. Plasma equilibrium is maintained thereby, and high temperature, high beta operation results.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. Networking opportunities that occur with a Houston Headquarters (HQ) location are increasing name awareness. Focused efforts by Executive Director Don Duttlinger to interact with large independents, national service companies and some majors are continuing to supplement the support base of the medium to smaller industry participants around the country. PTTC is now involved in many of the technology-related activities that occur in high oil and natural gas activity areas. Access to technology remains the driving force for those who do not have in-house research and development capabilities and look to the PTTC to provide services and options for increased efficiency. Looking forward to the future, the Board, Regional Lead Organization (RLO) Directors and HQ staff developed a 10-year vision outlining what PTTC needs to accomplish in supporting a national energy plan. This vision has been communicated to Department of Energy (DOE) staff and PTTC looks forward to continuing this successful federal-state-industry partnership. As part of this effort, several more examples of industry using information gained through PTTC activities to impact their bottom line were identified. Securing the industry pull on technology acceptance was the cornerstone of this directional plan.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers to make timely, informed technology decisions. Functioning as a cohesive national organization, PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 3 Satellite Offices that encompass all of the oil- and natural gas-producing regions in the U.S. Active volunteer leadership from the Board and regional Producer Advisory Groups keeps activities focused on producer's needs. Technical expertise and personal networks of national and regional staff enable PTTC to deliver focused, technology-related information in a manner that is cost and time effective for independents. The organization effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy with matching state and industry funding, forming a unique partnership. This final report summarizes PTTC's accomplishments. In this final fiscal year of the contract, activities exceeded prior annual activity levels by significant percentages. Strategic planning implemented during the year is focusing PTTC's attention on changes that will bear fruit in the future. Networking and connections are increasing PTTC's sphere of influence with both producers and the service sector. PTTC's reputation for unbiased bottom-line information stimulates cooperative ventures. In FY03 PTTC's regions held 169 workshops, drawing 8,616 attendees. There were nearly 25,000 reported contacts. This represents a 38% increase in attendance and 34% increase in contacts as compared to FY02 activity. Repeat attendance at regional workshops, a measure of customer satisfaction and value received, remained strong at 50%. 39% of participants in regional workshops respond ''Yes'' on feedback forms when asked if they are applying technologies based on knowledge gained through PTTC. This feedback confirms that producers are taking action with the

    The National Energy Act, in general, and Section 210 of the Public Utilities Regulatory Policies Act (PURPA) of 1978 in particular, have dramatically stimulated increasing levels of independent non-utility power generation. As these levels of independent non-utility power generation increase, the electric utility is subjected to new and significant operational and financial impacts. One important concern is the net revenue impact on the utility which is the focus of the research discussed in this thesis and which is inextricably intertwined with the operational functions of the utility system. In general, non-utility generation, and specifically, cogeneration, impact utility revenues by affecting the structure and magnitude of the system load, the scheduling of utility generation, and the reliability of the composite system. These effects are examined by developing a comprehensive model non-utility independent power producing facilities, referenced as Small Power Producing Facilities, a cash-flow-based corporate model of the electric utility, a thermal plant based generation scheduling algorithm, and a system reliability evaluation. All of these components are integrated into an iterative closed loop solution algorithm to both assess and enhance the net revenue. In this solution algorithm, the spot pricing policy of the utility is the principal control mechanism in the process and the system reliability is the primary procedural constraint. A key issue in reducing the negative financial impact of non-utility generation is the possibility of shutting down utility generation units given sufficient magnitudes of non-utility generation in the system. A case study simulating the financial and system operations of the Georgia Power Company with representative cogeneration capacity and individual plant characteristics is analyzed in order to demonstrate the solution process.

    To date the existing wind turbine condition monitoring technologies and commercially available systems have not been fully accepted for improving wind turbine availability and reducing their operation and maintenance costs. One of the main reasons is that wind turbines are subject to constantly varying loads and operate at variable rotational speeds. As a consequence, the influences of turbine faults and the effects of varying load and speed are coupled together in wind turbine condition monitoring signals. So, there is an urgent need to either introduce some operational condition de-coupling procedures into the current wind turbine condition monitoring techniques or develop a new operational condition independent wind turbine condition monitoring technique to maintain high turbine availability and achieve the expected economic benefits from wind. The purpose of this paper is to develop such a technique. In the paper, three operational condition independent criteria are developed dedicated for monitoring the operation and health condition of wind turbine generators. All proposed criteria have been tested through both simulated and practical experiments. The experiments have shown that these criteria provide a solution for detecting both mechanical and electrical faults occurring in wind turbine generators.

    Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

Knocking down CD9 expression significantly inhibited in vitro endothelial cell migration and invasion induced by vascular endothelial growth factor (VEGF) or hepatocyte growth factor (HGF). Injecting CD9-specific small interfering RNA (siRNA-CD9) markedly inhibited HGF- or VEGF-induced subconjunctival angiogenesis in vivo. Both results revealed potent and stimulus-independent antiangiogenic effects of targeting CD9. Furthermore, intravitreous injections of siRNA-CD9 or anti-CD9 antibodies were therapeutically effective for laser-induced retinal and choroidal neovascularization in mice, a representative ocular angiogenic disease model. In terms of the mechanism, growth factor receptor and downstream signaling activation were not affected, whereas abnormal localization of integrins and membrane type-1 matrix metalloproteinase was observed during angiogenesis, by knocking down CD9 expression. Notably, knocking down CD9 expression did not induce death and mildly inhibited proliferation of quiescent endothelial cells under conditions without an angiogenic stimulus. Thus, CD9 does not directly affect growth factor-induced signal transduction, which is required in angiogenesis and normal vasculature, but is part of the angiogenesis machinery in endothelial cells during angiogenesis.     Management and disposal of produced water is one of the most important problems associated with oil and gas (O&G) production. O&G production operations generate large volumes of brine water along with the petroleum resource. Currently, produced water is treated as a waste and is not available for any beneficial purposes for the communities where oil and gas is produced. Produced water contains different contaminants that must be removed before it can be used for any beneficial surface applications. Arid areas like west Texas produce large amount of oil, but, at the same time, have a shortage of potable water. A multidisciplinary team headed by researchers from Texas A&M University has spent more than six years is developing advanced membrane filtration processes for treating oil field produced brines The government-industry cooperative joint venture has been managed by the Global Petroleum Research Institute (GPRI). The goal of the project has been to demonstrate that treatment of oil field waste water for re-use will reduce water handling costs by 50% or greater. Our work has included (1) integrating advanced materials into existing prototype units and (2) operating short and long-term field testing with full size process trains. Testing at A&M has allowed us to upgrade our existing units with improved pre-treatment oil removal techniques and new oil tolerant RO membranes. We have also been able to perform extended testing in 'field laboratories' to gather much needed extended run time data on filter salt rejection efficiency and plugging characteristics of the process train. The Program Report describes work to evaluate the technical and economical feasibility of treating produced water with a combination of different separation processes to obtain water of agricultural water quality standards.     More than 80% of the total steam injection process operating costs are for the production of steam and the operation of surface and subsurface equipment. The proper design and operation of the surface equipment is of critical importance to the success of any steam injection operation. However, the published monographs on thermal recovery have attached very little importance to this aspect of thermal oil recovery; hence, a definite need exists for a comprehensive manual that places emphasis on steam injection field practices and problems. This handbook is an attempt to fulfill this need. This handbook explores the concept behind steam injection processes and discusses the information required to evaluate, design, and implement these processes in the field. The emphasis is on operational aspects and those factors that affect the technology and economics of oil recovery by steam. The first four chapters describe the screening criteria, engineering, and economics of steam injection operation as well as discussion of the steam injection fundamentals. The next four chapters begin by considering the treatment of the water used to generate steam and discuss in considerable detail the design, operation and problems of steam generations, distribution and steam quality determination. The subsurface aspects of steamflood operations are addressed in chapters 9 through 12. These include thermal well completion and cementing practices, insulated tubulars, and lifting equipment. The next two chapters are devoted to subsurface operational problems encountered with the use of steam. Briefly described in chapters 15 and 16 are the steam injection process surface production facilities, problems and practices. Chapter 17 discusses the importance of monitoring in a steam injection project. The environmental laws and issues of importance to steam injection operation are outlined in chapter 18.

The Interstate Oil and Gas Compact Commission (IOGCC), headquartered in Oklahoma City, Oklahoma, is the principal investigator and the IOGCC has partnered with ALL Consulting, Inc., headquartered in Tulsa, Oklahoma, in this project. State agencies that also have partnered in the project are the Wyoming Oil and Gas Conservation Commission, the Montana Board of Oil and Gas Conservation, the Kansas Oil and Gas Conservation Division, the Oklahoma Oil and Gas Conservation Division and the Alaska Oil and Gas Conservation Commission. The objective is to characterize produced water quality and management practices for the handling, treating, and disposing of produced water from conventional oil and gas operations throughout the industry nationwide. Water produced from these operations varies greatly in quality and quantity and is often the single largest barrier to the economic viability of wells. The lack of data, coupled with renewed emphasis on domestic oil and gas development, has prompted many experts to speculate that the number of wells drilled over the next 20 years will approach 3 million, or near the number of current wells. This level of exploration and development undoubtedly will draw the attention of environmental communities, focusing their concerns on produced water management based on perceived potential impacts to fresh water resources. Therefore, it is imperative that produced water management practices be performed in a manner that best minimizes environmental impacts. This is being accomplished by compiling current best management practices for produced water from conventional oil and gas operations and to develop an analysis tool based on a geographic information system (GIS) to assist in the understanding of watershed-issued permits.     A method for producing a stable ceramic composition having a surface with a low friction coefficient and high wear resistance at high operating temperatures. A first deposition of a thin film of a metal ion is made upon the surface of the ceramic composition and then a first ion implantation of at least a portion of the metal ion is made into the near surface region of the composition. The implantation mixes the metal ion and the ceramic composition to form a near surface composite. The near surface composite is then oxidized sufficiently at high oxidizing temperatures to form an oxide gradient layer in the surface of the ceramic composition.

    The purpose of this paper is to describe the challenges faced by Maine Yankee Atomic Power Company in making the transition from an operating nuclear power plant to an Independent Spent Fuel Storage Installation (ISFSI). Maine Yankee (MY) is a 900-megawatt Combustion Engineering pressurized water reactor whose architect engineer was Stone & Webster. Maine Yankee was put into commercial operation on December 28, 1972. It is located on an 820-acre site, on the shores of the Back River in Wiscasset, Maine about 40 miles northeast of Portland, Maine. During its operating life, it generated about 1.2 billion kilowatts of power, providing 25% of Maine's electric power needs and serving additional customers in New England. Maine Yankee's lifetime capacity factor was about 67% and it employed more than 450 people. The decision was made to shutdown Maine Yankee in August of 1997, based on economic reasons. Once this decision was made planning began on how to accomplish safe and cost effective decommissioning of the plant by 2004 while being responsive to the community and employees.

    California's restructured electricity markets opened on 1 April 1998. The former investor-owned utilities were functionally divided into generation, transmission, and distribution activities, all of their gas-fired generating capacity was divested, and the retail market was opened to competition. To ensure that small customers shared in the expected benefit of lower prices, the enabling legislation mandated a 10% rate cut for all customers, which was implemented in a simplistic way that fossilized 1996 tariff structures. Rising fuel and environmental compliance costs, together with a reduced ability to import electricity, numerous plant outages, and exercise of market power by generators drove up wholesale electricity prices steeply in 2000, while retail tariffs remained unchanged. One of the distribution/supply companies entered bankruptcy in April 2001, and another was insolvent. During this period, two sets of interruptible load programs were in place, longstanding ones organized as special tariffs by the distribution/supply companies and hastily established ones run directly by the California Independent System Operator (CAISO). The distribution/supply company programs were effective at reducing load during the summer of 2000, but because of the high frequency of outages required by a system on the brink of failure, customer response declined and many left the tariff. The CAISO programs failed to attract enough participation to make a significant difference to the California supply demand imbalance. The poor performance of direct load participation in California's markets reinforces the argument for accurate pricing of electricity as a stimulus to energy efficiency investment and as a constraint on market volatility.

  2. Demonstration of Integrated Biorefinery Operations for Producing Biofuels and Chemical / Material Products

    Lignol’s project involved the design, construction and operation of a 10% demonstration scale cellulosic ethanol biorefinery in Grand Junction Colorado in partnership with Suncor Energy. The preconstruction phase of the project was well underway when the collapse in energy prices coupled with a significant global economic downturn hit in the end 2008. Citing economic uncertainty, the project was suspended by Suncor. Lignol, with the support of the DOE continued to develop the project by considering relocating the biorefinery to sites that were more favorable in term of feedstock availability, existing infrastructure and potential partners Extended project development activities were conducted at three lead sites which offered certain key benefits to the overall biorefinery project. This work included feedstock availability studies, technical site assessment, engineering, plant design and pilot scale biorefining of feedstocks of interest. The project generated significant operational data on the bioconversion of woody feedstocks into cellulosic ethanol and lignin-based biochemicals. The project also highlighted the challenges faced by technology developers in attracting capital investment in first of kind renewable fuels solutions. The project was concluded on August 29 2011.

  4. Immobilization of chloride-rich radioactive wastes produced by pyrochemical operations

    A a result of its former role as a producer of nuclear weapons components, the Rocky Flats Environmental Technology Site (RFETS), Golden, Colorado accumulated a variety of plutonium-contaminated materials. When the level of contamination exceeded a predetermined level (the economic discard limit), the materials were classified as residues rather than waste and were stored for later recovery of the plutonium. Although large quantities of residues were processed, others, primarily those more difficult to process, remain in storage at the site. It is planned for the residues with lower concentrations of plutonium to be disposed of as wastes at an appropriate disposal facility, probably the Waste Isolation Pilot Plant (WIPP). Because the plutonium concentration is too high or because the physical or chemical form would be difficult to get into a form acceptable to WIPP, it may not be possible to dispose of a portion of the residues at WIPP. The pyrochemical salts are among the residues that are difficult to dispose of. For a large percentage of the pyrochemical salts, safeguards controls are required, but WIPP was not designed to accommodate safeguards controls. A potential solution would be to immobilize the salts. These immobilized salts would contain substantially higher plutonium concentrations than is currently permissible but would be suitable for disposal at WIPP. This document presents the results of a review of three immobilization technologies to determine if mature technologies exist that would be suitable to immobilize pyrochemical salts: cement-based stabilization, low-temperature vitrification, and polymer encapsulation. The authors recommend that flow sheets and life-cycle costs be developed for cement-based and low-temperature glass immobilization.

    The Iowa Stored Energy Park was an innovative, 270 Megawatt, $400 million compressed air energy storage (CAES) project proposed for in-service near Des Moines, Iowa, in 2015. After eight years in development the project was terminated because of site geological limitations. However, much was learned in the development process regarding what it takes to do a utility-scale, bulk energy storage facility and coordinate it with regional renewable wind energy resources in an Independent System Operator (ISO) marketplace. Lessons include the costs and long-term economics of a CAES facility compared to conventional natural gas-fired generation alternatives; market, legislative, and contract issues related to enabling energy storage in an ISO market; the importance of due diligence in project management; and community relations and marketing for siting of large energy projects. Although many of the lessons relate to CAES applications in particular, most of the lessons learned are independent of site location or geology, or even the particular energy storage technology involved.

    TEPCO is implementing a number of water countermeasures to limit the releases and impacts of contaminated water to the surrounding environment. The diverse countermeasures work together in an integrated manner to provide different types, and several levels, of protection. In general, the strategy represents a comprehensive example of a “defense in depth” concept that is used for nuclear facilities around the world. One of the key countermeasures is a frozen soil barrier encircling the damaged reactor facilities. The frozen barrier is intended to limit the flow of water into the area and provide TEPCO the ability to reduce the amount of contaminated water that requires treatment and storage. The National Laboratory team supports the selection of artificial ground freezing and the incorporation of the frozen soil barrier in the contaminated water countermeasures -- the technical characteristics of a frozen barrier are relatively well suited to the Fukushima-specific conditions and the need for inflow reduction. Further, our independent review generally supports the TEPCO/Kajima design, installation strategy and operation plan.

    Since 2009, SNS has been producing neutrons with ion beam powers near 1 MW, which requires the extraction of ~50 mA H- ions from the ion source with a ~5% duty factor. The 50 mA are achieved after an initial dose of ~3 mg of Cs and heating the Cs collar to ~170 C. The 50 mA normally persist for the entire 4-week source service cycles. Fundamental processes are reviewed to elucidate the persistence of the SNS H- beams without a steady feed of Cs and why the Cs collar temperature may have to be kept near 170 C.

    The primary objectives of the project were to identify and evaluate existing processes for (1) using gas as a feedstock for production of marketable, value-added commodities, and (2) enriching contaminated gas to pipeline quality. The following gas conversion technologies were evaluated: (1) transformation to liquid fuels, (2) manufacture of methanol, (3) synthesis of mixed alcohols, and (4) conversion to ammonia and urea. All of these involved synthesis gas production prior to conversion to the desired end products. Most of the conversion technologies evaluated were found to be mature processes operating at a large scale. A drawback in all of the processes was the need to have a relatively pure feedstock, thereby requiring gas clean-up prior to conversion. Despite this requirement, the conversion technologies were preliminarily found to be marginally economic. However, the prohibitively high investment for a combined gas clean-up/conversion facility required that REI refocus the project to investigation of gas enrichment alternatives. Enrichment of a gas stream with only one contaminant is a relatively straightforward process (depending on the contaminant) using available technology. However, gob gas has a unique nature, being typically composed of from constituents. These components are: methane, nitrogen, oxygen, carbon dioxide and water vapor. Each of the four contaminants may be separated from the methane using existing technologies that have varying degrees of complexity and compatibility. However, the operating and cost effectiveness of the combined system is dependent on careful integration of the clean-up processes. REI is pursuing Phase 2 of this project for demonstration of a waste gas enrichment facility using the approach described above. This is expected to result in the validation of the commercial and technical viability of the facility, and the refinement of design parameters.

    This Final Environmental Impact Statement (FEIS) contains an assessment of the potential environmental impacts of the construction and operation of an Independent Spent Fuel Storage Installation (ISFSI) for the Three Mile Island Unit 2 (TMI-2) fuel debris at the Idaho National Engineering and Environmental laboratory (INEEL). US Department of Energy-Idaho Operations Office (DOE-ID) is proposing to design, construct, and operate at the Idaho Chemical Processing Plant (ICPP). The TMI-2 fuel debris would be removed from wet storage, transported to the ISFSI, and placed in storage modules on a concrete basemat. As part of its overall spent nuclear fuel (SNF) management program, the US DOE has prepared a final programmatic environmental impact statement (EIS) that provides an overview of the spent fuel management proposed for INEEL, including the construction and operation of the TMI-2 ISFSI. In addition, DOE-ID has prepared an environmental assessment (EA) to describe the environmental impacts associated with the stabilization of the storage pool and the construction/operation of the ISFSI at the ICPP. As provided in NRC`s NEPA procedures, a FEIS of another Federal agency may be adopted in whole or in part in accordance with the procedures outlined in 40 CFR 1506.3 of the regulations of the Council on Environmental Quality (CEQ). Under 40 CFR 1506.3(b), if the actions covered by the original EIS and the proposed action are substantially the same, the agency adopting another agency`s statement is not required to recirculate it except as a final statement. The NRC has determined that its proposed action is substantially the same as actions considered in DOE`s environmental documents referenced above and, therefore, has elected to adopt the DOE documents as the NRC FEIS.

The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles.     Ten Kanas oil reservoirs/leases were studied through geological and engineering analysis to assess the potential performance of chemical flooding to recover oil. Reservoirs/leases that have been efficiently waterflooded have the highest performance potential for chemical flooding. Laboratory work to identify efficient chemical systems and to test the oil recovery performance of the systems was the major effort of the project. Efficient chemical systems were identified for crude oils from nine of the reservoirs/leases. Oil recovery performance of the identified chemical systems in Berea sandstone rocks showed 90+ % recoveries of waterflood residual oil for seven crude oils. Oil recoveries increased with the amount of chemical injected. Recoveries were less in Indiana limestone cores. One formulation recovered 80% of the tertiary oil in the limestone rock. Geological studies for nine of the oil reservoirs are presented. Pleasant Prairie, Trembley, Vinland and Stewart Oilfields in Kansas were the most favorable of the studied reservoirs for a pilot chemical flood from geological considerations. Computer simulations of the performance of a laboratory coreflood were used to predict a field application of chemical flooding for the Trembley Oilfield. Estimates of field applications indicated chemical flooding is an economically viable technology for oil recovery.

Moreover, we demonstrate that the gauge invariant curvature perturbation and graviton on uniform field hypersurfaces in the Jordan frame are equal to their counterparts in the Einstein frame. These frame independent perturbations are therefore particularly useful in relating results in different frames at the perturbative level. On the other hand, the field perturbation and graviton on uniform curvature hypersurfaces in the Jordan and Einstein frame are non-linearly related, as are their corresponding actions and n-point functions.

    The DOE Hydrogen Program is supporting research, development, and demonstration activities to overcome the barriers to the integration of hydrogen into the Nation`s energy infrastructure. Much work is required to gain acceptance of hydrogen energy system concepts and to develop them for implementation. A systems analysis database has been created that includes a formal documentation of technology characterization profiles and cost and performance information. Through a systematic and quantitative approach, system developers can understand and address important issues and thereby assure effective and timely commercial implementation. This project builds upon and expands the previously developed and tested pathway model and provides the basis for a consistent and objective analysis of all hydrogen energy concepts considered by the DOE Hydrogen Program Manager. This project can greatly accelerate the development of a system by minimizing the risk of costly design evolutions, and by stimulating discussions, feedback, and coordination of key players and allows them to assess the analysis, evaluate the trade-offs, and to address any emerging problem areas. Specific analytical studies will result in the validation of the competitive feasibility of the proposed system and identify system development needs. Systems that are investigated include hydrogen bromine electrolysis, municipal solid waste gasification, electro-farming (biomass gasifier and PEM fuel cell), wind/hydrogen hybrid system for remote sites, home electrolysis and alternate infrastructure options, renewable-based electrolysis to fuel PEM fuel cell vehicle fleet, and geothermal energy used to produce hydrogen. These systems are compared to conventional and benchmark technologies. Interim results and findings are presented. Independent analyses emphasize quality, integrity, objectivity, a long-term perspective, corporate memory, and the merging of technical, economic, operational, and programmatic expertise.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections.     The Hanford Waste Vitrification Plant (HWVP) was initiated in June 1987. The HWVP is an essential element of the plan to end present interim storage practices for defense wastes and to provide for permanent disposal. The project start was justified, in part, on efficient technology and design information transfer from the prototype Defense Waste Processing Facility (DWPF). Development of other serial Hanford Waste Vitrification System (HWVS) elements, such as the waste retrieval system for the double-shell tanks (DSTs), and the pretreatment system to reduce the waste volume converted into glass, also was required to accomplish permanent waste disposal. In July 1991, at the time of this review, the HWVP was in the Title 2 design phase. The objective of this technical assessment is to determine whether the status of the technology development and engineering practice is sufficient to provide reasonable assurance that the HWVP and the balance of the HWVS system will operate in an efficient and cost-effective manner. The criteria used to facilitate a judgment of potential successful operation are: vitrification of high-level radioactive waste from specified DSTs on a reasonably continuous basis; and glass produced with physical and chemical properties formally acknowledge as being acceptable for disposal in a repository for high-level radioactive waste. The criteria were proposed specifically for the Independent Engineering Review to focus that assessment effort.     The results from laboratory tests and test firing were quite encouraging. It was concluded that: (1) the beta densitometer is a feasible device for the measurement of density as a function of time in the shock wave from a nuclear explosion. It is limited to pressure levels of 6 or 8 psi for bombs in the range of 50 kt, but is capable of higher-pressure levels on larger bombs where the interference from gamma rays is less serious; (2) dust-loading behind the shock wave is a major perturbation to the ideal hydrodynamics and can change the density by as large a factor as the shock itself; (3) the rise time at distances of 7,500 feet on Easy Shot was sharp within a resolution of approximately 0.2 msec; and (4) the field calibration used on Operation Greenhouse appeared reasonably accurate and was worthy of subsequent development.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers with timely, informed technology decisions during Fiscal Year 2004 (FY04). PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 2 satellite offices. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and other cooperative outreach efforts. PTTC's Headquarters (HQ) staff receives direction from a National Board of Directors predominantly comprised of American natural gas and oil producers to plan and manage the overall technology transfer program. PTTC HQ implements a comprehensive communications program by interconnecting the talents of the National Board, 10 Regional Producer Advisory Groups (PAG) and the RLOs with industry across the U.S. PTTC effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, namely the Strategic Center for Natural Gas and Oil with state and industry contributions to share application of upstream technologies. Ultimately, these efforts factor in to provide a safe, secure and reliable energy supply for American consumers. This integrated resource base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results regarding domestic production figures. PTTC is increasingly recognized as a critical resource for information and access to technologies by providing direct contact with research, development and demonstration (RD&D) results.     The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors.     This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

    The luminosity monitors for the high luminosity regions in the LHC have been operating to monitor and optimize the luminosity since 2009. The device is a gas ionization chamber inside the neutral particle absorber 140 m from the interaction point and monitors showers produced by high energy neutral particles from the collisions. It has the ability to resolve the bunch-by-bunch luminosity as well as to survive the extreme level of radiation in the nominal LHC operation. We present operational results of the device during proton and lead ion operations in 2010 and make comparisons with measurements of experiments. The Large Hadron Collider (LHC) at CERN can accelerate proton and lead ion beams to 7 TeV and 547 TeV and produce collisions of these particles. Luminosity measures performance of the LHC and is particularly important for experiments in high luminosity interaction points (IPs), ATLAS (IP1) and CMS (IP5). To monitor and optimize the luminosities of these IPs, BRAN (Beam RAte Neutral) detectors [1, 2] have been installed and operating since the beginning of the 2009 operation [3]. A neutral particle absorber (TAN) protects the D2 separation dipole from high energy forward neutral particles produced in the collisions [4]. These neutral particles produce electromagnetic and hadronic showers inside the TAN and their energy flux is proportional to the collision rate and hence to the luminosity. The BRAN detector is an Argon gas ionization chamber installed inside the TANs on both sides of the IP1 and IP5 and monitors the relative changes in the luminosity by detecting the ionization due to these showers. When the number of collisions per bunch crossing (multiplicity) is small, the shower rate inside the TAN is also proportional to the luminosity. Hence, the detector is designed to operate by measuring either the shower rate (counting mode for low and intermediate luminosities) or the average shower flux (pulse height mode for high luminosities).     As part of its restructuring efforts in the electric utility industry, the Federal Energy Regulatory Commission (FERC) has encouraged voluntary corporate unbundling in an effort to promote a competitive electric market, recently proposing to define the minimal and desired characteristics of a regional transmission organization (RTO). The promotion of competition requires certain features in a transmission system, which include inter alia, (1) independent operation; (2) efficient pricing of congestion; (3) congestion management; (4) provision of ancillary services; (5) elimination of pancaked transmission rates; (6) appropriate transmission pricing; and (7) price transparency. A promising type of corporate unbundling that can provide these features is an independent transmission company (ITC).

    A method for producing neutrons is described in which there is employed a confinement zone defined between longitudinally spaced localized gradient regions of an elongated magnetic field. Changed particles and neutralizing electrons, more specifically deuterons and tritons and neutralizng electrons, are injected into the confinement field from ion sources located outside the field. The rotational energy of the parrticles is increased at the gradients by imposing an oscillating transverse electrical field thereacross. The imposition of such oscillating transverse electrical fields improves the reflection capability of such gradient fielda so that the reactive particles are retained more effectively within the zone. With the attainment of appropriate densities of plasma particles and provided that such particles are at a sufficiently high temperature, neutron-producing reactions ensue and large quantities of neutrons emerge from the containment zone. The device includes the combination of a cloud chamber having the interior illuminated and a portion thereof transparent to light rays and x'rays, a controlled source of x rays spaced therefrom, photographic recording disposed laterally of the linear path intermediate the source and the chamber portion in oblique angularity in aspect to the path.     The Gulf Badger process converts natural gas directly to hydrocarbon liquids by a catalytic chemical route. Fischer-Tropsch process--which is a carbon monoxide polymerization/ hydrogenation process--is used. Because the process is exothermal, heat removal by either tubular fixed bed, fluidized bed, or slurry are considered. A wax build up of high molecular weight material is removed by hydro-stripping two-bed system. The demonstration plant flow diagram shows the process to be: natural gas is compressed, recycled with CO/sub 2/, sulfur is removed in a zinc oxide drum, CO is removed in amine scrubbers, H/sub 2//CO ratio is adjusted to produce a hydrogen rich stream, and stabilization and distribution follow. A monitoring system using computers is part of the demonstration unit.
