Independent consultants met at Los Alamos, June 15 and 16, 1993, to review progress on the commissioning of the Integrated Test Stand (ITS) for DARHT and to provide DOE with technical input on readiness for construction of the first radiographic arm of DARHT. The consultants concluded that all milestones necessary for demonstrating the performance of the DARHT accelerator have been met and that the project is ready for construction to resume. The experimental program using ITS should be continued to quantify the comparison of experiment and theory, to test improvements on the injector insulator, and to better evaluate the interaction of the beam and the target.

Recognizing the value of getting public feedback about its hydro facilities, Montana Power Company is voluntarily going one step beyond FERC's prescribed three-stage consultation process during relicensing of its Missouri-Madison hydro project. Montana Power's attempt to get all the players in the game led the utility to add an extra step to FERC's three-step consultation process for relicensing a hydro project. The additional step gave the utility an opportunity to learn more about the needs and concerns of the public and resource agencies. Simultaneously, it allowed the public an opportunity to gain a better understanding of Montana Power, the project, relicensing, and hydroelectricity in general. The three steps of FERC's consultation process require the applicant to meet with agencies and the public; to perform studies and write a draft application; and to file a final application with FERC and the consulting agencies. The public is given a chance to make comments about the project at each stage of the process. Montana Power started the relicensing process for its Missouri-Madison Project (FERC No. 2188) in the summer of 1989. The license for the project will expire in November 1994. After completing the meetings with the agencies and the public in the first step, Montana Power decided to add an extra stage of consultation with the agencies and public before writing the draft application.

Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

Water related planning and design at energy firms are examined. By identifying production alternatives and specifying the cost of these alternatives under a variety of conditions, one gains insight into the future pattern of water use in the energy industry and the response of industry to water-related regulation. In Part II, the three principal decisions of industry that affect water allocation are reviewed: where to build plants, where to get water, and how much water to use. The cost of water use alternatives is reviewed. Part III presents empirical data to substantiate the inferences derived from engineering/economic analysis. The source of water, type of cooling system, and pattern of discharge for electric plants constructed during the 1970s or projected to come on line in this decade are reported. In the 1970s in the US, there was a trend away from once-through cooling toward use of evaporative cooling. Freshwater, as a source of supply, and discharge of effluent were standard practice. In the 1980s, almost all new capacity in the states and basins surveyed will use evaporative cooling. It is pointed out that a thorough understanding of industrial water use economics and water markets is a precursor to successful regulation.

Two Western groups - Shell and a consortium made up of Agip, Conoco, and Total - have offered to buy the refining operations of Chemopetrol Litvinov and Kaucuk Kralupy, both in the Czech republic. Meanwhile, Amoco, Neste, and PCD are looking at the possibility of acquiring some of the plastics plants at Litvinov. Amoco is interested in the polypropylene operations, Neste in polyethylene, and PCD in both. The two Czech firms are included in the second wave of privatization, which will begin in midyear. So far, there have been no offers for the 80,000-m.t./year polystyrene and 60,000-m.t./year styrene butadiene rubber operations belonging to Kralupy, although Atochem representatives recently visited the plants. Litvinov is carrying out revamping operations at its core unit, a 12-year-old, 450,000-m.t./year ethylene plant. The plant, currently running at 400,000 m.t./year, supplies downstream plants, Neratovice, and sells on the export markets. An existing ethylene pipeline between Litvinov and Bohlen in eastern Germany, which used to supply an average 100,000 m.t./year of ethylene to Bohen in exchange for naphtha, is virtually unused. One proposal involves reactivating this exchange to secure ethylene feedstock for plants in eastern Germany. According to some sources, a preliminary decision has been made to shut down the 100,000-m.t./year ethylene plant at Leuna and possibly to expand the Bohlen cracker by 100,000 m.t./year, to 400,000 m.t./year by the late 1990s.

We examine the statistical number of states, from which statistical entropy can be derived, and we show that it is an explicit function of the metric and thus observer dependent. We find a constraint on a transformation of the metric that preserves the number of states but does not preserve curvature. In showing exactly how curvature independence arises in the conventional definition of statistical entropy, we gain a precise understanding of the direction in which it needs to be redefined in the treatment of black hole entropy.

Randomness is an invaluable resource in today's life with a broad use reaching from numerical simulations through randomized algorithms to cryptography. However, on the classical level no true randomness is available and even the use of simple quantum devices in a prepare-measure setting suffers from lack of stability and controllability. This gave rise to a group of quantum protocols that provide randomness certified by classical statistical tests -- Device Independent Quantum Random Number Generators. In this paper we review the most relevant results in this field, which allow the production of almost perfect randomness with help of quantum devices, supplemented with an arbitrary weak source of additional randomness. This is in fact the best one could hope for to achieve, as with no starting randomness (corresponding to no free will in a different concept) even a quantum world would have a fully deterministic description.

Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor`s findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

New Embolization Microcoil Consisting of Firm and Flexible Segments: Preliminary Clinical Experience

Purpose. To describe the preliminary clinical experience with a new embolization microcoil. Methods. The microcoil was made of a platinum coil spring, and consisted of firm and flexible segments. The firm segment functioned as an anchor and the flexible segment was well compacted to occlude the arteries. No Dacron fiber was attached. Seventy-one new microcoils were placed via microcatheters in 28 visceral arteries of 17 patients. Two other types of microcoils with Dacron fibers were used together in 8 arteries. Results. Sixty-nine new microcoils were placed and compacted successfully. Two coils were misplaced; one was retrieved and the other was left in the migrated artery, which remained patent 5 months later. All 28 arteries were occluded, and the goals of intervention were achieved successfully in all 17 cases. Conclusion. The new microcoils anchored and compacted well in the arteries. The clinical feasibility of this coil design was confirmed. The additional use of other types of microcoils with Dacron fiber was necessary to obtain rapid occlusion in some cases.

Ashland is one of the largest independent refiners and a leading marketer of gasoline and other petroleum products in the U.S. The issues addressed in this report concern the use of ethanol as a gasoline extender and renewable oxygenate, and its use in Reformulated Gasolines (RFG). The impact of Clean Air Act requirements for 1995 and beyond on petroleum refiners and producers is discussed. New Abelian vector bosons can kinetically mix with the hypercharge gauge boson of the Standard Model. This letter computes the model independent limits on vector bosons with masses from 1 GeV to 1 TeV. The limits arise from the numerous e{sup +}e{sup -} experiments that have been performed in this energy range and bound the kinetic mixing by {epsilon} {approx}< 0.03 for most of the mass range studied, regardless of any additional interactions that the new vector boson may have.

Optical cavities are of central importance in numerous areas of physics, including precision measurement, cavity optomechanics and cavity quantum electrodynamics. The miniaturisation and scaling to large numbers of sites is of interest for many of these applications, in particular for quantum computation and simulation. Here we present the first scaled microcavity system which enables the creation of large numbers of highly uniform, tunable light-matter interfaces using ions, neutral atoms or solid-state qubits. The microcavities are created by means of silicon micro-fabrication, are coupled directly to optical fibres and can be independently tuned to the chosen frequency, paving the way for arbitrarily large networks of optical microcavities.

Quasi-energy-independent solar neutrino transitions

Current solar, atmospheric, and reactor neutrino data still allow oscillation scenarios where the squared mass differences are all close to 10^-3 eV^2, rather than being hierarchically separated. For solar neutrinos, this situation (realized in the upper part of the so-called large-mixing angle solution) implies adiabatic transitions which depend weakly on the neutrino energy and on the matter density, as well as on the ``atmospheric'' squared mass difference. In such a regime of ``quasi-energy-independent'' (QEI) transitions, intermediate between the more familiar ``Mikheyev-Smirnov-Wolfenstein'' (MSW) and energy-independent (EI) regimes, we first perform analytical calculations of the solar nu_e survival probability at first order in the matter density, beyond the usual hierarchical approximations. We then provide accurate, generalized expressions for the solar neutrino mixing angles in matter, which reduce to those valid in the MSW, QEI and EI regimes in appropriate limits. Finally, a representative QEI scenario is discussed in some detail.

The purpose of this task was to perform an Independent Validation Review to evaluate the successful implementation and effectiveness of Safety Basis controls, including new and revised controls, to support the implementation of a new DSA/TSR for B239. This task addresses Milestone 2 of FY10 PEP 7.6.6. As the first IVR ever conducted on a LLNL nuclear facility, it was designated a pilot project. The review follows the outline developed for Milestone 1 of the PEP, which is based on the DOE Draft Guide for Performance of Independent Verification Review of Safety Basis Controls. A formal Safety Basis procedure will be developed later, based on the lessons learned with this pilot project. Note, this review is termed a ''Validation'' in order to be consistent with the PEP definition and address issues historically raised about verification mechanisms at LLNL. Validation is intended to confirm that implementing mechanisms realistically establish the ability of TSR LCO, administrative control or safety management program to accomplish its intended safety function and that the controls are being implemented. This effort should not, however, be confused with a compliance assessment against all relevant DOE requirements and national standards. Nor is it used as a vehicle to question the derivation of controls already approved by LSO unless a given TSR statement simply cannot be implemented as stated.

This paper discusses how many oil field service and supply (OFSS) firms now have the opportunity to enter the Soviet Union. Their technology can help reverse production declines in existing fields and improve long-term prospects for newly discovered reverses. The Soviet Union is in the throes of its third oil crisis in 15 years. The U.S.S.R.'s first oil crisis was triggered by the unexpected decline of production from the Volga fields in 1977. Its second crisis was set off when West Siberian production faltered in 1985-1988, combined with a fall in oil prices which reduced the hard currency earnings needed to pay for imports of Western technology. In the past, rapid shifts of internal investment funds into the oil sector and selected imports of critical Western oil field technology saved the day. Today, the situation requires a fundamental change because only a massive influx of Western capital, experience, services, and technology offers any hope of reversing the latest decline in Soviet oil production, which began in 1988.

TARGETED TECHNOLOGY TRANSFER TO US INDEPENDENTS

The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers with timely, informed technology decisions during Fiscal Year 2004 (FY04). PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 2 satellite offices. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and other cooperative outreach efforts. PTTC's Headquarters (HQ) staff receives direction from a National Board of Directors predominantly comprised of American natural gas and oil producers to plan and manage the overall technology transfer program. PTTC HQ implements a comprehensive communications program by interconnecting the talents of the National Board, 10 Regional Producer Advisory Groups (PAG) and the RLOs with industry across the U.S. PTTC effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, namely the Strategic Center for Natural Gas and Oil with state and industry contributions to share application of upstream technologies. Ultimately, these efforts factor in to provide a safe, secure and reliable energy supply for American consumers. This integrated resource base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results regarding domestic production figures. PTTC is increasingly recognized as a critical resource for information and access to technologies by providing direct contact with research, development and demonstration (RD&D) results. A key to the program is demonstrating proven technologies that can be applied broadly and rapidly. This technical progress report summarizes PTTC's accomplishments during FY04. Activities remained at high levels. Board and staff interaction has defined strategic thrusts to further outreach. Networking, involvement in technical activities and an active exhibit schedule are increasing PTTC's sphere of influence with both producers and the service sector. PTTC's reputation for unbiased bottom line information stimulates cooperative ventures with other organizations. Efforts to build the contact database and a growing E-mail Technology Alert service are expanding PTTC's audience.

Survey of commercial firms with mixed-waste treatability study capability

According to the data developed for the Proposed Site Treatment Plans, the US Department of Energy (DOE) mixed low-level and mixed transuranic waste inventory was estimated at 230,000 m{sup 3} and embodied in approximately 2,000 waste streams. Many of these streams are unique and may require new technologies to facilitate compliance with Resource Conservation and Recovery Act disposal requirements. Because most waste streams are unique, a demonstration of the selected technologies is justified. Evaluation of commercially available or innovative technologies in a treatability study is a cost-effective method of providing a demonstration of the technology and supporting decisions on technology selection. This paper summarizes a document being prepared by the Mixed Waste Focus Area of the DOE Office of Science and Technology (EM-50). The document will provide DOE waste managers with a list of commercial firms (and universities) that have mixed-waste treatability study capabilities and with the specifics regarding the technologies available at those facilities. In addition, the document will provide a short summary of key points of the relevant regulations affecting treatability studies and will compile recommendations for successfully conducting an off-site treatability study. Interim results of the supplier survey are tabulated in this paper. The tabulation demonstrates that treatment technologies in 17 of the US Environmental Protection Agency`s technology categories are available at commercial facilities. These technologies include straightforward application of standard technologies, such as pyrolysis, as well as proprietary technologies developed specifically for mixed waste. The paper also discusses the key points of the management of commercial mixed-waste treatability studies.

Targeted Technology Transfer to US Independents

The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally. Grid independent is associated with the accuracy or even rationality of numerical results. This paper takes two-dimensional steady heat transfer for example to reveal the effect of grid resolution on numerical results. The law of grid dependence is obtained and a simple mathematical formula is presented. The production acquired here can be used as the guidance in choosing grid density in numerical simulation and get exact grid independent value without using infinite fine grid. Through analyzing grid independent, we can find the minimum number of grid cells that is needed to get grid-independent results. Such strategy can save computational resource while ensure a rational computational result.

We discuss the interference in the two-particle distribution of the electrons emitted from two independent superconductors. It is clarified that, while the interference appearing in the antibunching correlation is due to the Hanbury Brown and Twiss effect, that in the positive correlation due to superconductivity is intrinsically different and is nothing but the first-order interference of Cooper pairs emitted from different sources. This allows us to extend the usual prepare-and-measure protocol to its entanglement-based formulation. The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. However, we show that there exists the possibility that Bell inequality is still valid even if MI is relaxed. Certifying the entanglement of quantum states with Bell inequalities allows one to guarantee the security of quantum information protocols independently of imperfections in the measuring devices. Here we present a similar procedure for witnessing entangled measurements, which play a central role in many quantum information tasks. Our procedure is termed semi-device-independent, as it uses uncharacterized quantum preparations of fixed Hilbert space dimension. Using a photonic setup, we experimentally certify an entangled measurement using measurement statistics only. We also apply our techniques to certify unentangled but nevertheless inherently quantum measurements.

NRC Consultation and Monitoring at the Savannah River Site: Focusing Reviews of Two Different Disposal Actions - 12181

Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2011, the NRC staff reviewed DOE performance assessments for tank closure at the F-Tank Farm (FTF) Facility and salt waste disposal at the Saltstone Disposal Facility (SDF) at the Savannah River Site (SRS) as part of consultation and monitoring, respectively. Differences in inventories, waste forms, and key barriers led to different areas of focus in the NRC reviews of these two activities at the SRS. Because of the key role of chemically reducing grouts in both applications, the evaluation of chemical barriers was significant to both reviews. However, radionuclide solubility in precipitated metal oxides is expected to play a significant role in FTF performance whereas release of several key radionuclides from the SDF is controlled by sorption or precipitation within the cementitious wasteform itself. Similarly, both reviews included an evaluation of physical barriers to flow, but differences in the physical configurations of the waste led to differences in the reviews. For example, NRC's review of the FTF focused on the modeled degradation of carbon steel tank liners while the staff's review of the SDF performance included a detailed evaluation of the physical degradation of the saltstone wasteform and infiltration-limiting closure cap. Because of the long time periods considered (i.e., tens of thousands of years), the NRC reviews of both facilities included detailed evaluation of the engineered chemical and physical barriers. The NRC staff reviews of residual waste disposal in the FTF and salt waste disposal in the SDF focused on physical barriers to flow and chemical barriers to radionuclide release from the waste. Because the waste inventory and concentration at both sites is sufficient to generate unacceptable doses to an off-site member of the public or inadvertent intruder in the absence of engineered barriers, the NRC staff review focused on the engineering features DOE plans to put in place to limit radionuclide release. At the FTF, DOE expects that peak doses are delayed beyond a 10,000 year performance period by a combination of (1) the flow-limiting effect of the steel tank liner and (2) chemical conditions created by the stabilizing grout overlying the waste that limit the solubility of key radionuclides for tens of thousands of years. At the SDF, DOE expects that flow will be significantly limited by water shedding along the closure cap lower drainage layer and that radionuclide release will be further limited by radionuclide precipitation or sorption within the high pH, chemically reducing conditions created within the saltstone waste form. Because the performance of both facilities depends on the performance of engineered barriers for thousands of years, the reviews included a detailed evaluation of the expected long-term behavior of these barriers. As previously discussed, NRC staff reviews of DOE waste determinations during consultation are designed to evaluate the three NDAA criteria, whereas the review of an updated PA during monitoring only addresses whether the NRC staff has reasonable assurance that the planned disposal action will meet the performance objectives of 10 CFR Part 61. The NRC staff review of the Waste Determination for the FTF did not include conclusions about whether the planned disposal of residual waste at the FTF would meet the NDAA criteria because of the substantial uncertainties in the degree of waste removal DOE would achieve and other technical uncertainties. The main product of the NRC staff review of the planned FTF disposal action is the recommendation that DOE should conduct waste release experiments to increase support for key modeling assumptions related to: (1) the evolution of pH and Eh in the grouted tank syst

U.S. energy independence in 15 years

Establish U.S. energy independence within 15 years -- This is a enormous systems engineering challenge to thoroughly analyze the present mix of power generation, energy consumption in all sectors such as transportation, industrial, commercial and residential, and devise new technologies to assist the process to independence. At this level, all citizens will be affected, requiring not only effective technologies, but superior cost/benefit ratios and effective free market interactions. With U.S. energy independence, world markets will be influenced. It will be necessary to develop or modify new energy sources, possibly including storage, and adjust or modify energy consumption profiles. Figure 1 shows the expected transition from present-day energy consumption based on both domestic and imported energy. During the 15 year period, the U.S. transitions to energy independence, eliminating imports, and perhaps reduces total energy consumption due to increased efficiency. In the future, U.S. energy consumption is able to grow in accordance with national policies and enhanced domestic capabilities. At the present time, the primary energy import is hydrocarbon products -- primarily oil. Of that imported oil, most of it is used for transportation. In order to reduce the need for imported oil, the U.S. will need to revamp its energy supply and energy consumption mixes. This change in business and usage in the U.S. will require enonnous effort on the part of many organizations and individuals. Los Alamos National Laboratory (LANL) will take the technological lead on this grand challenge. Nearly all directorates, technical, planning and policy capabilities will be brought together and focused on this objective. A simplified chart of the interactions within LANL is shown in Figure 3. Given the enonnous undertaking of U.S. energy independence, the vast engineering, technological and science-based capabilities of LANL will work together performing systems engineering, applied research and development, while working with policy makers, taking into account environmental, free market, and climate issues and constraints.

Robustness and device independence of verifiable blind quantum computing

Recent advances in theoretical and experimental quantum computing brings us closer to scalable quantum computing devices. This lead researchers to develop protocols for verifying the correct functionality of quantum operations. In this paper we address key challenges to make quantum verification protocols applicable to experimental implementations. We prove the robustness of the single server verification protocol of Fitzsimons and Kashefi (2012) which is based on universal blind quantum computing. The robustness of this protocol makes possible its composition with the device-independent protocol of Reichardt, Unger and Vazirani (2013). The new composite protocol inherits the device independence from Reichardt, Unger and Vazirani protocol while it leads to a lower round complexity for the verification of entangled quantum servers scenario. Finally, we give a fault tolerant version of the Fitzsimons and Kashefi protocol which suggests that the composite protocol can also be made fault tolerant.

Device-Independent Quantum Cryptography for Continuous Variables

We present the first device-independent quantum cryptography protocol for continuous variables. Our scheme is based on the Gottesman-Kitaev-Preskill encoding scheme whereby a qubit is embedded in the infinite-dimensional space of a quantum harmonic oscillator. The novel application of discrete-variable device-independent quantum key distribution to this encoding enables a continuous-variable analogue. Since the security of this protocol is based on discrete-variables we inherit by default security against collective attacks and, under certain memoryless assumptions, coherent attacks. We find that our protocol is valid over the same distances as its discrete-variable counterpart, except that we are able to take advantage of high efficiency commercially available detectors where, for the most part, only homodyne detection is required. This offers the potential of removing the difficulty in closing the loopholes associated with Bell inequalities.

Writedowns, soft gas markets trim profits of OGJ independents' group

A widely expected rise in 1990 profits stemming from a runup in oil prices did not happen for the group of 50 U.S. independent oil and gas companies the Oil and Gas Journal tracks. Instead, a string of special charges spurred big losses for a number of companies. In addition, an unexpectedly weak natural gas market also helped dampen upstream earnings for independents with reserves portfolios dominated by gas. As a result, overall profits for the OGJ group of independents slipped 2.3% in 1990 from 1989 levels. That occurred despite the group's increase of 13% in revenues, largely on the strength of oil production and prices climbing 16% and 25%, respectively. The group's gas production rose 8%, while gas prices remained flat. A few companies heavily skewed to oil saw profits about double year to year. However, the squeeze on revenues and profits from lower gas prices often more than offset increased gas production for many of the companies dependent on gas sales for most of their revenues. The situation was even worse for companies that shut in gas rather than sell it at less than replacement costs, thereby slicing, gas sales volumes as well. The depressed North American gas market has lasted into 1991, and oil prices have fallen from second half 1990 highs. Industry expectations are that oil prices overall will be lower in 1991 than they were last year, so it falls generally to increased gas prices and production in the second half to buoy profits enough to keep pace with 1990 levels. Prospects in 1991 are for big asset writedowns and plunging profits for U.S. independents if oil prices fall much below current levels and gas prices don't rally in the second half.

Nonlocal independent pixel approximation: Direct and inverse problems

The independent pixel approximation (IPA), which treats radiative properties of each pixel independently by using standard plane-parallel calculations preserves scale-invariance found in the analyses of the horizontal variability of liquid water in marine stratocumulus clouds. Several studies, however, report a violation of scale-invariance in LANDSAT cloud radiance fields that are much smoother than cloud structure on small scales. This shows a limitation of IPA on small scales: it is unable to simulate the smooth small-scale behavior that is due to the horizontal photon transport. This paper introduces a nonlocal independent pixel approximation (NIPA) that extends the IPA by incorporating empirically the smoothing effects of horizontal interpixel fluxes through a convolution product of the IPA and an approximate Green function for radiative transfer. The authors also address the inverse problem of cloud optical depth retrieval from satellite data, showing how NIPA can be used to overcome the limitations of current IPA-based methods at small scales.

If this source is a parallel voltage source, then the equivalent circuit is an ideal independent voltage source, and if it is a series current source, then the equivalent circuit is an ideal independent current source. (As usual, "ideal" source is defined as a source whose proposed function is independent of the load.) In the simple LTI case, these results can be obtained, respectively, by either taking RTh zero in the Thevenin equivalent, or taking RN infinite in the Norton equivalent; however the very fact that the final circuits do not include any linear elements indicates the possibility of generalization to nonlinear 1-ports. Some limitations on the circuit's structure (functional dependencies in it) are required, and the clearness of these limitations, i.e. clearness of the conditions for the 1-port to be an ideal source for any load, is the aesthetical point.

Effective time-independent analysis for quantum kicked systems

We present a mapping of potentially chaotic time-dependent quantum kicked systems to an equivalent effective time-independent scenario, whereby the system is rendered integrable. The time-evolution is factorized into an initial kick, followed by an evolution dictated by a time-independent Hamiltonian and a final kick. This method is applied to the kicked top model. The effective time-independent Hamiltonian thus obtained, does not suffer from spurious divergences encountered if the traditional Baker-Cambell-Hausdorff treatment is used. The quasienergy spectrum of the Floquet operator is found to be in excellent agreement with the energy levels of the effective Hamiltonian for a wide range of system parameters. The density of states for the effective system exhibits sharp peak-like features, pointing towards quantum criticality. The dynamics in the classical limit of the integrable effective Hamiltonian shows remarkable agreement with the non-integrable map corresponding to the actual time-dependent system in the non-chaotic regime. This suggests that the effective Hamiltonian serves as a substitute for the actual system in the non-chaotic regime at both the quantum and classical level.

Development of a farm-firm modelling system for evaluation of herbaceous energy crops. Final project report

A complete analysis is performed to simulate biomass production incorporated into a realistic whole farm situation, including or replacing a typical crop mix. Representative farms are constructed to accommodate such simulation. Four management systems are simulated for each firm, with each simulation depicting a different crop mix and/or use of different farming technologies and production methods. The first simulation was a base farm plan in which the operator would maintain the historical crop mix for the area, participate in all price support programs, and not participate in either a conservative reserve or a biomass production program. In the second simulation, the operator would again maintain the historical crop mix, would not participate in a conservation reserve or biomass production program, and would be ineligible to participate in any price support system. The third simulation introduced the Conservation Reserve Program (CRP) and included participation in all price support programs. The fourth simulation introduced a biomass crop production enterprise (switchgrass) as an alternative to enrolling highly erodible cropland in the CRP and allowed participation in price support programs. Simulations were made for three farms, two in West Tennessee and on in South Georgia. Results indicate that erosion is likely to be reduced more by the diversion of cropland to permanent vegetative cover on farms similar to the more highly erodible West Tennessee farms than on the less erodible Tift County, Georgia farm. Equivalent reductions in erosion rates result from entering highly erodible cropland in the CRP and from production of switchgrass as a biomass energy crop. Both switchgrass and CRP farm plans result in decreased net returns from the base plan, although the biomass farm plans are, in general, more profitable than the CRP plans.

Constraints on Energy Independent Solutions of the Solar Neutrino Problem

We analyze the latest published solar neutrino data assuming an arbitrary neutrino oscillation/conversion mechanism suppresses the electron neutrino flux from the Sun independent of energy. For oscillations/transitions into active (sterile) neutrinos such mechanisms are ruled out at 99.96 (99.9997) % C.L. assuming the standard solar model by Bahcall and Pinnsoneault '95 correctly predicts all solar neutrino fluxes within their estimated uncertainties. Even if one allows for $^8{\\rm B}$ and $^7{\\rm Be}$ solar neutrino fluxes that are vastly different from the ones in contemporary standard solar models these mechanisms are strongly disfavored by the data.

Environment-independent decoherence rate in classically chaotic systems

We study the decoherence of a one-particle system, whose classical correpondent is chaotic, when it evolves coupled to a weak quenched environment. This is done by analytical evaluation of the Loschmidt Echo, (i.e. the revival of a localized density excitation upon reversal of its time evolution), in presence of the perturbation. We predict an exponential decay for the Loschmidt Echo with a (decoherence) rate which is asymptotically given by the mean Lyapunov exponent of the classical system, and therefore independent of the perturbation strength, within a given range of strengths. Our results are consistent with recent experiments of Polarization Echoes in nuclear magnetic resonance and preliminary numerical simulations.

An RF dosimeter for independent SAR measurement in MRI scanners

Purpose: The monitoring and management of radio frequency (RF) exposure is critical for ensuring magnetic resonance imaging (MRI) safety. Commercial MRI scanners can overestimate specific absorption rates (SAR) and improperly restrict clinical MRI scans or the application of new MRI sequences, while underestimation of SAR can lead to tissue heating and thermal injury. Accurate scanner-independent RF dosimetry is essential for measuring actual exposure when SAR is critical for ensuring regulatory compliance and MRI safety, for establishing RF exposure while evaluating interventional leads and devices, and for routine MRI quality assessment by medical physicists. However, at present there are no scanner-independent SAR dosimeters. Methods: An SAR dosimeter with an RF transducer comprises two orthogonal, rectangular copper loops and a spherical MRI phantom. The transducer is placed in the magnet bore and calibrated to approximate the resistive loading of the scanner's whole-body birdcage RF coil for human subjects in Philips, GE and Siemens 3 tesla (3T) MRI scanners. The transducer loop reactances are adjusted to minimize interference with the transmit RF field (B{sub 1}) at the MRI frequency. Power from the RF transducer is sampled with a high dynamic range power monitor and recorded on a computer. The deposited power is calibrated and tested on eight different MRI scanners. Whole-body absorbed power vs weight and body mass index (BMI) is measured directly on 26 subjects. Results: A single linear calibration curve sufficed for RF dosimetry at 127.8 MHz on three different Philips and three GE 3T MRI scanners. An RF dosimeter operating at 123.2 MHz on two Siemens 3T scanners required a separate transducer and a slightly different calibration curve. Measurement accuracy was ?3%. With the torso landmarked at the xiphoid, human adult whole?body absorbed power varied approximately linearly with patient weight and BMI. This indicates that whole-body torso SAR is on average independent of the imaging subject, albeit with fluctuations. Conclusions: Our 3T RF dosimeter and transducers accurately measure RF exposure in body-equivalent loads and provide scanner-independent assessments of whole-body RF power deposition for establishing safety compliance useful for MRI sequence and device testing.

This independent review is the conclusion arrived at from data collection, document reviews, interviews and deliberation from December 2010 through April 2011 and the technical potential of Hydrogen Production Cost Estimate Using Biomass Gasification. The Panel reviewed the current H2A case (Version 2.12, Case 01D) for hydrogen production via biomass gasification and identified four principal components of hydrogen levelized cost: CapEx; feedstock costs; project financing structure; efficiency/hydrogen yield. The panel reexamined the assumptions around these components and arrived at new estimates and approaches that better reflect the current technology and business environments.

Independent trapping and manipulation of microparticles using dexterous acoustic tweezers

An electronically controlled acoustic tweezer was used to demonstrate two acoustic manipulation phenomena: superposition of Bessel functions to allow independent manipulation of multiple particles and the use of higher-order Bessel functions to trap particles in larger regions than is possible with first-order traps. The acoustic tweezers consist of a circular 64-element ultrasonic array operating at 2.35?MHz which generates ultrasonic pressure fields in a millimeter-scale fluid-filled chamber. The manipulation capabilities were demonstrated experimentally with 45 and 90-?m-diameter polystyrene spheres. These capabilities bring the dexterity of acoustic tweezers substantially closer to that of optical tweezers.

Resolution-independent surface rendering using programmable graphics hardware

Surfaces defined by a Bezier tetrahedron, and in particular quadric surfaces, are rendered on programmable graphics hardware. Pixels are rendered through triangular sides of the tetrahedra and locations on the shapes, as well as surface normals for lighting evaluations, are computed using pixel shader computations. Additionally, vertex shaders are used to aid interpolation over a small number of values as input to the pixel shaders. Through this, rendering of the surfaces is performed independently of viewing resolution, allowing for advanced level-of-detail management. By individually rendering tetrahedrally-defined surfaces which together form complex shapes, the complex shapes can be rendered in their entirety.

Experimental device-independent verification of quantum steering

Bell nonlocality between distant quantum systems---i.e., joint correlations which violate a Bell inequality---can be verified without trusting the measurement devices used, nor those performing the measurements. This leads to unconditionally secure protocols for quantum information tasks such as cryptographic key distribution. However, complete verification of Bell nonlocality requires high detection efficiencies, and is not robust to the typical transmission losses that occur in long distance applications. In contrast, quantum steering, a weaker form of quantum correlation, can be verified for arbitrarily low detection efficiencies and high losses. The cost is that current steering-verification protocols require complete trust in one of the measurement devices and its operator, allowing only one-sided secure key distribution. We present device-independent steering protocols that remove this need for trust, even when Bell nonlocality is not present. We experimentally demonstrate this principle for singlet states and states that do not violate a Bell inequality.

Circumscribing late dark matter decays model-independently

A number of theories, spanning a wide range of mass scales, predict dark matter candidates that have lifetimes much longer than the age of the Universe, yet may produce a significant flux of gamma rays in their decays today. We constrain such late-decaying dark matter scenarios model-independently by utilizing gamma-ray line emission limits from the Galactic Center region obtained with the SPI spectrometer on INTEGRAL, and the determination of the isotropic diffuse photon background by SPI, COMPTEL, and EGRET observations. We show that no more than {approx}5% of the unexplained MeV background can be produced by late dark matter decays either in the Galactic halo or cosmological sources.

A model technology transfer program for independent operators

In August 1992, the Energy Research Center (ERC) at the University of Kansas was awarded a contract by the US Department of Energy (DOE) to develop a technology transfer regional model. This report describes the development and testing of the Kansas Technology Transfer Model (KTTM) which is to be utilized as a regional model for the development of other technology transfer programs for independent operators throughout oil-producing regions in the US. It describes the linkage of the regional model with a proposed national technology transfer plan, an evaluation technique for improving and assessing the model, and the methodology which makes it adaptable on a regional basis. The report also describes management concepts helpful in managing a technology transfer program.
