    The EcoCAR Challenege is a competition that challenges participating students from across North America to re-engineer a vehicle donated by General Motors. With the goal of minimizing the vehicle's fuel consumption and emissions, while maintaining its utility, safety and performance, teams had to find the best combination of cutting-edge technologies to meet these objectives. In the final year, the vehicles ran through a series of safety and technical tests at GM's Proving Ground in Milford, Michigan very similar to those GM's own production vehicles undergo. As EcoCAR wraps up, it is only the beginning for the next chapter in the DOE's 23-year history of advanced vehicle technology competitions. In April, Assistant Secretary for Policy and International Affairs David Sandalow announced the launch of EcoCAR 2: Plugging into the Future http://www.ecocar2.org/index.html . We look forward to seeing the new and innovative designs that students bring to this challenge and know they will find a way to exceed even our highest expectations.

The independent review will focus on questions related to: (1) Adequacy of development of the technical base of understanding; (2) Status of development and availability of technology among the various alternatives; (3) Status and availability of the industrial infrastructure to support project design, equipment fabrication, facility construction, and process and program/project operation; (4) Adequacy of the design effort to provide a sound foundation to support execution of project; (5) Ability of the organization to fully integrate the system, and direct, manage, and control the execution of a complex major project.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    Establish U.S. energy independence within 15 years -- This is a enormous systems engineering challenge to thoroughly analyze the present mix of power generation, energy consumption in all sectors such as transportation, industrial, commercial and residential, and devise new technologies to assist the process to independence. At this level, all citizens will be affected, requiring not only effective technologies, but superior cost/benefit ratios and effective free market interactions. With U.S. energy independence, world markets will be influenced. It will be necessary to develop or modify new energy sources, possibly including storage, and adjust or modify energy consumption profiles. Figure 1 shows the expected transition from present-day energy consumption based on both domestic and imported energy. During the 15 year period, the U.S. transitions to energy independence, eliminating imports, and perhaps reduces total energy consumption due to increased efficiency. In the future, U.S. energy consumption is able to grow in accordance with national policies and enhanced domestic capabilities. At the present time, the primary energy import is hydrocarbon products -- primarily oil. Of that imported oil, most of it is used for transportation. In order to reduce the need for imported oil, the U.S. will need to revamp its energy supply and energy consumption mixes. This change in business and usage in the U.S. will require enonnous effort on the part of many organizations and individuals. Los Alamos National Laboratory (LANL) will take the technological lead on this grand challenge. Nearly all directorates, technical, planning and policy capabilities will be brought together and focused on this objective. A simplified chart of the interactions within LANL is shown in Figure 3. Given the enonnous undertaking of U.S. energy independence, the vast engineering, technological and science-based capabilities of LANL will work together performing systems engineering, applied research and development, while working with policy makers, taking into account environmental, free market, and climate issues and constraints.

This must be coupled to ubiquitous access to the ensemble of processing and storage resources across multiple Grid infrastructures. We are still facing significant challenges in meeting these expectations, especially in the underlying security, a sustainable and successful economic model, and smoothing the boundaries between administrative and technical domains.     Industry experience and studies conducted by the U.S. Nuclear Regulatory Commission (NRC) have shown that plants are susceptible to a variety of events that can challenge safety during shutdowns. While these events have neither posed nor indicated an undue risk to public health and safety, they do serve to underscore the importance of effective outage planning and control. The NUMARC 91-06 guidelines suggest that proper planning and execution of outage activities can reduce the likelihood and consequences of events, which ultimately enhances safety during shutdown. The Fermi 2, Independent Safety Engineering Group (ISEG) is charged with the independent safety review of the refueling outage plan and its implementation. The ISEG is responsible for performing a detailed and critical review of proposed outage plan prior to the start of the outage, maintaining surveillance of the adequacy and consistency of the {open_quotes}defense-in-depth{close_quotes} provided during the outage, reviewing the outage plan changes for potential vulnerabilities that could affect safety functions, and investigating selected events that emerge during the course of the outage.

    The first challenge faced in investigating the strong interaction from partially explored, where meson-cloud degrees of freedom dominate, to still unexplored distance scales, where the dressed-quark contributions are the dominating degrees of freedom, is to find an experiment that allows to measure observables that are probing this evolving nonperturbative QCD regime over the full range. Baryon spectroscopy can establish more sensitively, and in an almost model-independent way, nucleon excitation and non-resonant reaction amplitudes by complete measurements of pseudo-scalar meson photoproduction off nucleons. Elastic and transition form factors can then trace this evolution by measurements of elastic electron scattering and exclusive single-meson and double-pion electroproduction cross sections off the nucleon that will be extended to higher momentum transfers with the energy-upgraded CEBAF beam at JLab to study the dressed quark degrees of freedom, where their strong interaction is responsible for the ground and excited nucleon state formations. After establishing unprecedented high-precision data, the immanent next challenge is a high-quality analysis to extract these relevant electrocoupling parameters for various resonances that then can be compared to state of the art models and QCD-based calculations. Recent results demonstrate the status of the analysis and pinpoint further challenges, including those to establish QCD-based results directly from the experimental data.

    This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

Then I discuss how dispersion theory can be used to analyze the low energy structure of the {pi}{pi} scattering amplitude in a model independent manner. This leads to an exact formula for the mass and width of the lowest few resonances, in terms of observable quantities. As an application, I consider the pole position of the {sigma}, paying particular to error propagation in the numerical analysis.   10. Model-independent particle accelerator tuning

    We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme for uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the schemes ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerators transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.

    This report documents the Los Alamos results of the second assessment phase, independent assessment for TRAC-PF1. We documented the results of the developmental assessment for TRAC-PF1 in an earlier report. This report described calculations run with the released versions of TRAC-PF1. We analyzed separate-effects tests in the Semiscale facility to investigate natural-circulation and reflux cooling. We analyzed integral tests from the Semiscale and the Loss-of-Fluid Test facilities to explore the small- and intermediate-break loss-of-coolnt-accident (LOCA) capability and the non-LOCA capability. We also analyzed the loss-of-feedwater transient in the Crystal River plant. The results show reasonably good agreement with the data, but indicate that improvements are required for the critical-flow model and the interphasic-condensation model. 38 refs., 224 figs., 19 tabs.

    We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme formore » uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the scheme’s ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerator’s transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.« less

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. So. Cal. (past) 54 At the national level HQ went from an office in Houston to a virtual office in the Tulsa, Okla. area with AAPG providing any physical assets required. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally.     The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors. Jerry Anderson became the Chairman of the PTTC Board of Directors and Chris Hall continues to serve on the Board. Workshop activity stabilized at 55-65 workshops per year averaging 3,100 attendees. FY14 represented the fifth year in a multi-year contract with the Department of Energy (DOE) for providing technology transfer services. This report summarizes activity and results during for five years, FY10 through FY14. In FY12 changes occurred in responsibilities of consultants serving HQ, because funding was reduced below the threshold level of $500,000 audits were no longer required and consultant time was reduced on the primary contract. Contracts for Permian Carbon Capture Utilization and Storage (CCUS) training, and providing tech transfer services to the Research Partnership to Secure Energy for America (RPSEA) provided work that enabled HQ to retain services of regular consultants. Both CCUS and RPSEA were five year contracts with PTTC, and providing services for these DOE funded contracts provided synergy for PTTC and the oil and gas industry. With further decreases in DOE funding the regions conducted workshops with no PTTC funding starting in June FY11. Since 2011 the number of workshops has declined from 79 in FY10 and FY11 to 49 in FY12, and risen to 54 in FY13 and 63 in FY14. The attendee's numbers dipped slightly below 3,000 per year in FY 10, FY12, and FY13, but rose to over 3,800 in FY 11 and 3105 in FY14. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to five regions to increase efficiency, and because no active RLO's would be maintained in the Central and Eastern Gulf Coast regions. RLO's for the regions are located at: Eastern - West Virginia University, (Illinois Geol. Survey., W. Michigan Univ. FY10-12); Midwest created in FY13 - Illinois Geological Survey, W. Michigan University; Midcontinent - University of Kansas, expanded to Houston, TX (2013-14); Rocky Mountain - Colorado School of Mines; Texas/SE New Mexico (FY10-FY11) - Bureau of Economic Geology, Univ. of Texas at Austin; West Coast - Conservation Committee of California O&G Producers.

    Hyper-volume visualization is designed to provide simple and fully explanatory images that give comprehensive insights into the global structure of scalar fields of any dimension. The basic idea is to have a dimension independent viewing system that scales nicely with the geometric dimension of the dataset and that can be combined with classical approaches like isocontouring and animation of slices of n.D data. We completely abandon (for core simplicity) rendering techniques, such as hidden surface removal or lighting or radiosity, that enhance three dimensional realism and concentrate on the real-time display of images that highlight structural (topological) features of the nD dataset (holes, tunnels, cavities, depressions, extrema, etc). Hyper-volume visualization on the one hand is a generalization of direct parallel projection methods in volume rendering. To achieve efficiency (and real-time performance on a graphics workstation) we combine the advantages of (i) a hierarchical representations of the hyper-volume data for multiresolution display and (ii) generalized object space splatting combined with texture-mapped graphics hardware acceleration. The development of a system that implements display techniques for multidimensional datasets requires careful design of both algorithms and user interfaces that scale linearly with the dimension n of the input geometric space. This is a major challenge since straightforward generalizations of standard techniques that are suitable for display of 3D data yield exceedingly intricate interfaces. For example, a view manipulation graphical user interface is usually based on a rotation of the object about Cartesian rotation axes, with possibly unit quaternions internal representations for the rotation group. Unfortunately the number of independent rotation axes grows quadratically with dimension(three in 3D to six in 4D to ten in 5D to fifteen in 6D space). Going back to the basics of parallel projections, we develop an alternative scheme that is very simple to implement and immediately gives a view manipulation graphical user interface that scales linearly with the dimension. One can still utilize matrix or quaternion or higher dimensional rotational group representations, internally for calculations.The main results of our paper are thus both a multi-resolution direct rendering algorithm and scalable graphical user interface that provides insightfull global views of scalar fields in any dimension, while maintaining the fundamental characteristics of ease of use, and quick exploratory u

    This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

    The 2014 IEEE Visual Analytics Science and Technology (VAST) Challenge presented researchers with a single fictitious scenario: the disappearance of staff members of the GASTech oil and gas company on location on the island of Kronos. A group named the Protectors of Kronos (POK) was the prime suspect in the disappearance. Three mini-challenges and a grand challenge were offered. Mini-challenge 1 included multiple types of text data for participants to provide a timeline of key events and characterize the POK, mini-challenge 2 focused on individuals’ movement and financial data for participants to provide patterns of daily life, and mini-challenge 3 featured real-time streaming social media and emergency service data for participants to provide hostage and kidnapper information. The grand challenge asked the participants to integrate results and generate a synopsis of events. The VAST Challenge received 73 submissions from 13 countries
