    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nation`s first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitat`s Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

    This bill was introduced into the US House of Representatives on March 7, 1991 to amend the Internal Revenue Code of 1954 to provide a refundable income tax credit for the recycling of hazardous wastes. A credit of 2 cents is allowed for each pound of qualified hazardous waste recycled during the taxable year. To qualify as hazardous the waste must be listed by the EPA under section 3001 of the Solid Waste Act and is a waste product generated by the taxpayer in a trade or business.

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

    The report complies with Section 1091 of the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 which requires that the HUD Secretary report to the Congress on a recommended policy for addressing radon contamination in specified housing. The housing specified in the Act is virtually all rental housing predominantly for low-income and moderate-income households. Almost all of it is multifamily housing: row houses, walk-up apartment buildings, or high-rise buildings. There is inadequate information on the extent to which excessive concentrations of radon occur above the first floor of multistory buildings and on the variation in radon concentrations in attached houses in the same row. HUD's recommended policy is in the four topic areas specified in the Act: research, education, testing, and mitigation.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    Community housing developers produce affordable housing and jobs for many residents of low-income neighborhoods through the rehabilitation of existing single and multi-family buildings. Typically operating as small, not-for-profits or community-based organizations, the vast numbers of community housing developers creates high coordinating costs of operating jointly to acquire the shared learning needed to implement new techniques, such as those involving energy efficiency. This paper presents a model of technology adoption that suggests that new profitable technologies will be adopted only with low probability and that strategic interaction between potential adopters further reduces the likelihood of adoption. These features result from the ability of potential adopters to postpone the bearing the costs of adoption of new technologies and their ability to share the knowledge of others who have adopted new technologies. These features are particularly characteristic of community housing developers.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

A survey of over 100 public housing authorities (PHAs) across the country indicated that there is a high level of interest in developing low-cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two PHAs to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation 10 ten housing units. Total source energy consumption savings was estimated at 6%-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. At typical housing unit turnover rates, these measures could impact hundreds of thousands of units per year nationally.

  10. Energy-efficient housing alternatives: a predictive model of factors affecting household perceptions

    The major purpose of this investigation was to assess the impact of household socio-economic factors, dwelling characteristics, energy conservation behavior, and energy attitudes on the perceptions of energy-efficient housing alternatives. Perceptions of passive solar, active solar, earth sheltered, and retrofitted housing were examined. Data used were from the Southern Regional Research Project, S-141, Housing for Low and Moderate Income Families. Responses from 1804 households living in seven southern states were analyzed. A conceptual model was proposed to test the hypothesized relationships which were examined by path analysis. Perceptions of energy efficient housing alternatives were found to be a function of selected household and dwelling characteristics, energy attitude, household economic factors, and household conservation behavior. Age and education of the respondent, family size, housing-income ratio, utility income ratio, energy attitude, and size of the dwelling unit were found to have direct and indirect effects on perceptions of energy-efficient housing alternatives. Energy conservation behavior made a significant direct impact with behavioral energy conservation changes having the most profound influence. Conservation behavior was influenced by selected household and dwelling characteristics, energy attitude, and household economic factors.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Since 2010, the U.S. Department of Energys Building America has sponsored research at PNNL to investigate cost-effective, energy-saving home-building technologies and to demonstrate how high-performance homes can deliver lower utility bills, increased comfort, and improved indoor air quality, while maintaining accessibility for low-income homeowners.     Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    Since the late 1990s, the Department of Energy's Idaho National Laboratory (INL) has worked with the US Department of Housing and Urban Development (HUD), the Manufactured Housing Institute (MHI), the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and an industry committee to measure the response of manufactured housing to both artificial and natural wind loads and to develop a computational desktop tool to optimize the structural performance of manufactured housing to HUD Code loads. MHTool is the result of an 8-year intensive testing and verification effort using single and double section homes. MHTool is the first fully integrated structural analysis software package specifically designed for manufactured housing. To use MHTool, industry design engineers will enter information (geometries, materials, connection types, etc.) describing the structure of a manufactured home, creating a base model. Windows, doors, and interior walls can be added to the initial design. Engineers will input the loads required by the HUD Code (wind, snow loads, interior live loads, etc.) and run an embedded finite element solver to find walls or connections where stresses are either excessive or very low. The designer could, for example, substitute a less expensive and easier to install connection in areas with very low stress, then re-run the analysis for verification. If forces and stresses are still within HUD Code requirements, construction costs would be saved without sacrificing quality. Manufacturers can easily change geometries or component properties to optimize designs of various floor plans then submit MHTool input and output in place of calculations for DAPIA review. No change in the regulatory process is anticipated. MHTool, while not yet complete, is now ready for demonstration. The pre-BETA version (Build-16) was displayed at the 2005 National Congress & Expo for Manufactured & Modular Housing. Additional base models and an extensive material library need to be developed. Output displays and listings will need to be expanded and model checking capability added. When completed, MHTool will ultimately lead to new manufactured housing designs that meet or exceed the HUD Code for quality, durability, and safety while reducing labor and materials. This will reduce cost and increase home ownership for the traditional manufactured housing market of first time or low-income buyers. MHTool uses the freeware solver Felt modified specifically for manufactured housing by researchers at Washington State University and INL. Input data, material properties, and results verification are based on full scale testing conducted by INL and others. See Section 7 for a collection of references.

    Abstract: Energy is a key requirement for a healthy, productive life and a major driver of the emissions leading to an increasingly warm planet. The implications of a doubling and redoubling of per capita incomes over the remainder of this century for energy use are a critical input into understanding the magnitude of the carbon management problem. A substantial controversy about how the Special Report on Emssions Scenarios (SRES) measured income and the potential implications of how income was measured for long term levels of energy use is revisited again in the McKibbin, Pearce and Stegman article appearing elsewhere in this issue. The recent release of a new set of purchasing power estimates of national income, and the preparations for creating new scenarios to support the IPCCs fifth assessment highlight the importance of the issues which have arisen surrounding income and energy use. Comparing the 1993 and 2005 ICP results on Purchasing Power Parity (PPP) based measures of income reveals that not only do the 2005 ICP estimates share the same issue of common growth rates for real income as measured by PPP and US $, but the lack of coherence in the estimates of PPP incomes, especially for developing countries raises yet another obstacle to resolving the best way to measure income. Further, the common use of an income term to mediate energy demand (as in the Kaya identity) obscures an underlying reality about per capita energy demands, leading to unreasonable estimates of the impact of changing income measures and of the recent high GDP growth rates in India and China. Significant new research is required to create both a reasonable set of GDP growth rates and long term levels of energy use.

    Vacuum samples were collected from 1025 randomly selected urban Canadian homes to investigate bioaccessible Pb (Pb{sub S}) concentrations in settled house dust. Results indicate a polymodal frequency distribution, consisting of three lognormally distributed subpopulations defined as 'urban background' (geomean 58 {micro}g g{sup -1}), 'elevated' (geomean 447 {micro}g g{sup -1}), and 'anomalous' (geomean 1730 {micro}g g{sup -1}). Dust Pb{sub S} concentrations in 924 homes (90%) fall into the 'urban background' category. The elevated and anomalous subpopulations predominantly consist of older homes located in central core areas of cities. The influence of house age is evidenced by a moderate correlation between house age and dust Pb{sub S} content (R{sup 2} = 0.34; n = 1025; p < 0.01), but it is notable that more than 10% of homes in the elevated/anomalous category were built after 1980. Conversely, the benefit of home remediation is evidenced by the large number of homes (33%) in the background category that were built before 1960. The dominant dust Pb species determined using X-ray Absorption Spectroscopy were as follows: Pb carbonate, Pb hydroxyl carbonate, Pb sulfate, Pb chromate, Pb oxide, Pb citrate, Pb metal, Pb adsorbed to Fe- and Al-oxyhydroxides, and Pb adsorbed to humate. Pb bioaccessibility estimated from solid phase speciation predicts Pb bioaccessibility measured using a simulated gastric extraction (R{sup 2} = 0.85; n = 12; p < 0.0001). The trend toward increased Pb bioaccessibility in the elevated and anomalous subpopulations (75% {+-} 18% and 81% {+-} 8%, respectively) compared to background (63% {+-} 18%) is explained by the higher proportion of bioaccessible compounds used as pigments in older paints (Pb carbonate and Pb hydroxyl carbonate). This population-based study provides a nationally representative urban baseline for applications in human health risk assessment and risk management.

Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between.     More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility. The final hazard category determination is based on a comparative evaluation of the consequence basis for the Category 3 threshold quantities to the calculated consequences for credible releases The basis for the Category 3 threshold quantities is 10 rem-equivalent man at 30 meters (98 feet) (DOE 1992, DOE 1997). The calculated 12 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, are 3.50 rem and 1.32 rem, respectively, which based upon the original hazard categorization criteria (DOE 1992) classified the Liquid Effluent Retention Facility as a Radiological Facility. Comparison of the calculated 24 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, 7.00 rem and 2.64 rem respectively, confirmed the Liquid Effluent Retention Facility classification as a Radiological Facility under the current hazard categorization criteria (DOE 1997). Both result in dose consequence values less than the allowable, 10 rem, meeting the requirements for categorizing the Liquid Effluent Retention Facility as a Radiological Facility.

  11. Impacts of the Weatherization Assistance Program in Fuel-Oil Heated Houses

    In 1990, the U.S. Department of Energy (DOE) initiated a national evaluation of its low-income Weatherization Assistance Program. This report, which is one of five parts of that evaluation, evaluates the energy savings and cost-effectiveness of the Program as it had been applied to single-family houses heated primarily by fuel-oil. The study was based upon a representative sample (41 local weatherization agencies, 222 weatherized and 115 control houses) from the nine northeastern states during 1991 and 1992 program years. Dwelling-specific and agency-level data on measures installed, costs, and service delivery procedures were collected from the sampled agencies. Space-heating fuel-oil consumption, indoor temperature, and outdoor temperature were monitored at each house. Dwelling characteristics, air-leakage measurements, space-heating system steady-state efficiency measurements, safety inspections, and occupant questionnaires were also collected or performed at each monitored house. We estimate that the Program weatherized a total of 23,400 single-family fuel-oil heated houses in the nine northeastern states during program years 1991 and 1992. Annual fuel-oil savings were calculated using regression techniques to normalize the savings to standard weather conditions. For the northeast region, annual net fuel-oil savings averaged 160 gallons per house, or 17.7% of pre-weatherization consumption. Although indoor temperatures changed in individual houses following weatherization, there was no average change and no significant difference as compared to the control houses; thus, there was no overall indoor temperature takeback effect influencing fuel-oil savings. The weatherization work was performed cost effectively in these houses from the Program perspective, which included both installation costs and overhead and management costs but did not include non-energy benefits (such as employment and environmental). Total average costs were $1819 per house ($1192 for installation labor and materials, and $627 for overhead and management), and the benefit-to-cost ratio was 1.48. A general trend toward higher-than-average fuel-oil savings was observed in houses with high pre-weatherization fuel-oil consumption. Program savings could likely be increased by targeting higher energy consumers for weatherization, although equity issues would have to be considered. Weatherization measures associated with higher-than-average savings were use of a blower door for air-sealing, attic and wall insulation, and replacement space-heating systems. Space-heating system tune-ups were not particularly effective at improving the steady-state efficiency of systems, although other benefits such as improved seasonal efficiency, and system safety and reliability may have resulted. The Program should investigate methods of improving the selection and/or application of space-heating system tune-ups and actively promote improved tune-up procedures that have been developed as a primary technology transfer activity. Houses were more air-tight following weatherization, but still leakier than what is achievable. Additional technology transfer effort is recommended to increase the use of blower doors considering that only half the weatherized houses used a blower door during air sealing. A guidebook developed by a committee of experts and covering a full range of blower-door topics might be a useful technology transfer and training document. Weatherization appeared to make occupants feel better about their house and house environment.

    Todays categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individuals risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components. (4) The state of computer use in the industry is described and a prototype design tool is discussed. (5) Side by side testing of industrialized housing systems is discussed.

  13. Barriers and incentives to the adoption of innovative, energy-efficient housing: Passive and active solar and earth-sheltered

    The purpose of this study was to determine intermediaries perceptions of barriers and incentives to innovative, energy-efficient housing in Iowa. Data were collected by two surveys. The questionnaire for the first survey collected data from 102 communities. The second questionnaire surveyed housing intermediaries drawn from the 102 communities included in the first survey. The sample consisted of 481 builders, building inspectors, realtors, lenders, and solar suppliers. Intermediary groups differed in their perceptions of barriers and incentives to innovative, energy-efficient housing. Significant differences were found among the intermediaries for whether state-mandated solar standards would reduce the risk of inspection of solar-energy houses and whether risky resale potential acts as a barrier to building solar energy housing. The major barriers were the first costs associated with building active solar and earth-sheltered housing and the lack of skills among subcontractors to build these types. There was not significant relationship between rate of adoption among communities and their location in the state. There was, however, a significant relationship between category of building official and rate of adoption among communities.
