Exporting Alaskan North Slope crude oil: Benefits and costs

The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

COAL LOGISTICS. Tracking U.S. Coal Exports

COAL LOGISTICS has the capability to track coal from a U. S. mine or mining area to a foreign consumer`s receiving dock. The system contains substantial quantities of information about the types of coal available in different U. S. coalfields, present and potential inland transportation routes to tidewater piers, and shipping routes to and port capabilities in Italy, Japan, South Korea, Taiwan, and Thailand. It is designed to facilitate comparisons of coal quality and price at several stages of the export process, including delivered prices at a wide range of destinations. COAL LOGISTICS can be used to examine coal quality within or between any of 18 U. S. coalfields, including three in Alaska, or to compare alternative routes and associated service prices between coal-producing regions and ports-of-exit. It may be used to explore the possibilities of different ship sizes, marine routes, and foreign receiving terminals for coal exports. The system contains three types of information: records of coal quality, domestic coal transportation options, and descriptions of marine shipment routes. COAL LOGISTICS contains over 3100 proximate analyses of U. S. steam coals, usually supplemented by data for ash softening temperature and Hardgrove grindability; over 1100 proximate analyses for coals with metallurgical potential, usually including free swelling index values; 87 domestic coal transportation options: rail, barge, truck, and multi-mode routes that connect 18 coal regions with 15 U. S. ports and two Canadian terminals; and data on 22 Italian receiving ports for thermal and metallurgical coal and 24 coal receiving ports along the Asian Pacific Rim. An auxiliary program, CLINDEX, is included which is used to index the database files.

The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Initial focus is on the Russian Federation, Ukraine, india, China, and Pakistan. Separate self-contained sections have been developed for each of the countries to enable the user to readily access market-specific information and to support country-specific Departmental initiatives. For each country, the directory is organized to follow the project life cycle--from prefeasibility, feasibility, project finance, cofinancing, and trade finance, through to technical assistance and training. The Soviet uranium industry and exports of nuclear materials and services

The USSR has been offering Western countries, through long-term contracts, services in the processing and enrichment of uranium for their nuclear power industries since 1973. Although known for some time from Western sources, this was confirmed by Boris Semyenov, First Deputy Chairman of the USSR State Committee for the Utilization of Atomic Energy, in 1989. Other sources state that the first service contract was signed in 1971, with initial deliveries beginning in 1973, and that altogether, there are now about 10-12 long-term contracts with firms in various Western European countries that extend to the year 2000 or in some cases to 2010. Although these services are said to remain the mainstay of business with the capitalist countries of the West, the export of enriched uranium materials produced from domestic ore began in 1988. Clients include firms in both the US and Western Europe. Evidently, the severe balance-of-payments problems in Soviet foreign trade operations in recent years have led the Soviets to push alternatives to oil exports as much as possible, notably metals and minerals and chemicals and fertilizers, and this has now extended to the Soviet uranium industry. The paper discusses the USSR uranium industry, uranium mining, uranium enrichment, and plutonium production.

Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

Geothermal Energy Association supports the US geothermal industry in its efforts to bring more clean geothermal energy on-line throughout the world. Activities designed to accomplish this goal include: (1) developing and maintaining data bases, web pages, (2) commissioning of special studies and reports, (3) preparing, printing and distributing brochures and newsletters, (4) developing exhibits and displays, and participating in trade shows, (5) designing, producing and disseminating audio-video materials, (6) monitoring and coordinating programs carried out by US DOE and other Federal agencies, (7) holding workshops to facilitate communication between researchers and industry and to encourage their recognition of emerging markets for geothermal technology, (8) attending conferences, making speeches and presentation, and otherwise interacting with environmental and other renewable energy organizations and coalitions, (9) hosting events in Washington, DC and other appropriate locations to educate Federal, State and local representatives, environmental groups, the news media, and other about the status and potential of geothermal energy, (10) conducting member services such as the preparation and distribution of a member newsletter related to operating and maintaining s useful and viable association, and (11) performing similar kinds of activities designed to inform others about geothermal energy. The activities of the export promotion aim to assist industry in accomplishing the goal of successfully penetrating and developing energy in country with existing geothermal resources and a desire to develop them. Activities including in export promotion are: (1)needs analysis and assessment involve monitoring the progress of developing markets and projects overseas and working with US industry to determine what future activities by GEA would be of greatest assistance, (2) outreach includes the preparation and dissemination of brochures and videos for foreign professionals, officials and decision-makers as well as presentations of information of the geothermal technology and the capabilities of the US geothermal industry, (3) Market conditioning involves first, evaluating the market and challenges for conducting business successfully in a country followed by appropriate training or technical assistance, (4) Market developing includes activities conducted to assist industry in developing the market for sales of services and technology, including direct and reverse trade missions, support for industry to participate in conferences overseas to sell goods and services, and other activities.

This paper reports that the Commonwealth of Independent States' Kazakhstan republic is driving to achieve international export capability for its crude oil production. Latest official figures showed Kazakhstan producing 532,000 b/d, or a little more than 5% of the C.I.S. total of 10.292 million b/d. As part of its oil export campaign, Kazakhstan agreed with Oman to a joint venture pipeline to ship oil from Kazakh fields, including supergiant Tengiz, earmarked for further development by a Chevron Corp. joint venture. In addition, Kazakh leaders were scheduled to conduct 3 days of talks last week with Turkish officials covering construction of a crude oil pipeline to the Mediterranean Sea through Turkey.

Reformulated Gasoline Foreign Refinery Rules (Released in the STEO January 1998)

On August 27, 1997, the Environmental Protection Agency (EPA) promulgated revised the rules that allow foreign refiners to establish and use individual baselines, but it would not be mandatory (the optional use of an individual refinery baseline is not available to domestic refiners.) If a foreign refiner did not establish and use an individual baseline, the gasoline they export to the United States would be regulated through the importer, and subject to the importer's baseline (most likely the statutory baseline). Specific regulatory provisions are implemented to ensure that the option to use an individual baseline would not lead to adverse environmental impacts. This involves monitoring the average quality of imported gasoline, and if a specified benchmark is exceeded, remedial action would be taken by adjusting the requirements applicable to imported gasoline.

The concept of measurement quality assurance (MQA) as embodied in National Institute of Standards and Technology (NIST) programs is not generally used within European programs for testing or accreditation. Although the essential elements of quality control and quality assurance are in the European programs, the concept of testing the capability of the laboratory itself, in terms of its performance for the designated measurements, may not be included. Rather, the European programs use the concept of periodic calibration of laboratory reference standards against the next highest level of standards. Thus, they embody the concept of measurement traceability to appropriate primary standards. Within Europe a series of calibration accreditation programs has been established in the various countries tied together through a multilateral agreement. The radiation measurement programs are based on the International Organization for Standardization (ISO) 9000 series of standards. The purpose of this paper is to outline the overall operation of European Accreditation Programs in the radiation calibration and measurement areas. The operation of the radiation measurement programs of the National Measurement Accreditation Service (NAMAS) in the United Kingdom is described in detail along with other European programs. The manner in which these programs relate to individual dosimetry service programs is also described.

The Global Threat Reduction Initiative's (GTRI) Off-Site Source Recovery Project (OSRP), which is administered by the Los Alamos National Laboratory (LANL), removes excess, unwanted, abandoned, or orphan radioactive sealed sources that pose a potential threat to national security, public health, and safety. In total, GTRI/OSRP has been able to recover more than 25,000 excess and unwanted sealed sources from over 825 sites. In addition to transuranic sources, the GTRI/OSRP mission now includes recovery of beta/gamma emitting sources, which are of concern to both the U.S. government and the International Atomic Energy Agency (IAEA). This paper provides a synopsis of cooperative efforts in foreign countries to remove excess and unwanted sealed sources by discussing three topical areas: (1) The Regional Partnership with the International Atomic Energy Agency; (2) Challenges in repatriating sealed sources; and (3) Options for repatriating sealed sources.

This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

A review of the U.S. implementation of nuclear export and technology transfer controls is undertaken to assess whether the U.S. controls is undertaken to assess whether the U.S. controls meet the full scope of the international commitment toward non-proliferation controls. The international non-proliferation controls have been incorporated into CoCom, the Coordinating Committee of the multinational organization established to protect the mutual interests of the participating countries in the area of strategic export controls. However, this CoCom list is classified and each participating country implements these controls pursuant to its own laws. A comparison to the non-proliferation controls promulgated by the U.K. is used to verify that the U.S. controls are at least as comprehensive as the British controls.

Econometric study of an oil-exporting country: the case of Iran

The main objective of this study is to contribute toward an analytical and empirical work on the oil-based developing economy of Iran. It focuses on the aggregate behavior of the Iranian economy through a simple linear econometric model. After a survey of the literature on the theoretical framework of macroeconomic models for the developing countries in general, and for the oil-exporting developing countries in particular, a linear econometric model for the Iranian economy if formulated and its logical and economic aspects are explained. The proposed model consists of basic consumption, production, foreign trade, and employment relationship. Results obtained from the estimation of the consumption functions seem to indicate that the aggregate Iranian consumption behavior can be best explained by Fiedman's Permanent Income Hypothesis. In general, the results of this study demonstrate that the links between different sectors of the Iranian economy are very weak and the import-substitution strategy of the government during the period of study failed to establish a genuine domestic industrial base and to reduce its dependence on foreign resources.

Impact of oil revenues on foreign policy: a comparative analysis of Iran and Kuwait, 1974-1978

This study compares the pattern of investment and expenditure of oil revenues to discern the existence of common and divergent elements in the policies of these Persian Gulf members of OPEC: one small Arab country, and one large non-Arab country with basic human and technical infrastructure. The study specifically surveys the utilization of oil revenues for the purchase of arms and technology, and for foreign aid programs. Externally, the economic upsurge during this period generated a new quasi-independent economic and political foreign policy. This quasi-independence is reflected, in part, by the ability to choose partners and allies without fearing financial reprisal from the major and super powers; by greater self reliance and greater freedom of action and the ability to impose their will; by their ability to exert integrative or disintegrative economic pressure on alliances and pursue conflict or cooperation with other nations; and finally by their potential ability to draw other states into regional conflicts and to influence the global balance of power. The study views oil as the overriding factor, among multiple operative factors in determinants of foreign policy in this strategically crucial region. Oil contributes not only as a substantial part of the gross national product, but also provides the bulk of the nation's export and foreign exchange revenues needed for import. As such, its influence dwarfs the importance of non-oil trade.

Techniques for Intravascular Foreign Body Retrieval

As endovascular therapies increase in frequency, the incidence of lost or embolized foreign bodies is increasing. The presence of an intravascular foreign body (IFB) is well recognized to have the potential to cause serious complications. IFB can embolize and impact critical sites such as the heart, with subsequent significant morbidity or mortality. Intravascular foreign bodies most commonly result from embolized central line fragments, but they can originate from many sources, both iatrogenic and noniatrogenic. The percutaneous approach in removing an IFB is widely perceived as the best way to retrieve endovascular foreign bodies. This minimally invasive approach has a high success rate with a low associated morbidity, and it avoids the complications related to open surgical approaches. We examined the characteristics, causes, and incidence of endovascular embolizations and reviewed the various described techniques that have been used to facilitate subsequent explantation of such materials.

This conference dealt with using the Great Lakes/St. Lawrence Seaway as an alternative to the East and Gulf Coasts for the exporting of coal to Europe and the potential for a piece of the European market for the subbituminous coals of Montana and Wyoming. The topics discussed included: government policies on coal exports; the coal reserves of Montana; cost of rail transport from Western mines to Lake Superior; the planning, design, and operation of the Superior Midwest Energy Terminal at Superior, Wisconsin; direct transfer of coal from self-unloading lakers to large ocean vessels; concept of total transportation from mines to users; disadvantage of a nine month season on the Great Lakes; costs of maritime transport of coal through the Great Lakes to Europe; facilities at the ice-free, deep water port at Sept Iles; the use of Western coals from an environmental and economic viewpoint; the properties of Western coal and factors affecting its use; the feasibility of a slurry pipeline from the Powder River Basin to Lake Superior; a systems analysis of the complete hydraulic transport of coal from the mine to users in Europe; the performance of the COJA mill-burner for the combustion of superfine coal; demand for steam coal in Western Europe; and the effect the New Source Performance Standards will have on the production and use of Western coal. RNA-exporting machine in action

A tiny motor tasked with one of nature's biggest jobs is now better understood. The molecular machinery that helps export messenger RNA from a cell's nucleus has been structurally mapped at the Advanced Light Source, a synchrotron located at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab). In this simulation, Gle1 (yellow) binds Dbp5 (green and blue-grey) causing Dbp5 to release RNA (orange). The movie begins with Dbp5 bound to RNA and then transitions to the Gle1-Dbp5 state, the step that jettisons RNA. Foreign offshore worker injuries in foreign waters: why a United States forum

When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. Congress has yet to resolve the issues, although a bill was proposed in 1980. 75 references. (DCK)

The Federal Energy Regulatory Commission (FERC) is analyzing the potential environmental impacts of a proposal to construct and operate natural gas liquefaction and export facilities at the existing Golden Pass liquefied natural gas terminal in Jefferson County, Texas. The proposal includes three new compressor stations in Jefferson and Orange Counties, Texas, and Calcasieu Parish, Louisiana; a new 3-mile long pipeline in Calcasieu Parish; and modifications to 11 existing interconnections with other pipeline systems. In 2013, FERC announced its intent to prepare an EA and conducted public scoping. (See DOE/EA-1971.) In June 2014, FERC announced that, due to changes in the project location and scope, it would prepare an EIS. DOE, Office of Fossil Energy – a cooperating agency in preparing the EIS – has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. Inspection of the Secretary of Energy`s foreign travel

On December 9, 1995, the Secretary of Energy requested that the Department`s Inspector General (IG) conduct a thorough examination of all Secretarial foreign travel from 1993 to December 1995 to include the purpose of each trip, the activities of each Federal participant in each trip, the funding of each trip, and claims for reimbursements for expenses by Federal trip participants. The Secretary also requested that the review include an assessment of travel authorization, voucher, traveler reimbursement, and auditing systems employed by the Department to identify steps that could be taken to reduce errors and improve accounting oversight. Additionally, the Secretary requested that the Inspector General conduct a thorough examination of the establishment and filling of the Department`s Ombudsman position. The Office of Inspector General (OIG) initiated a review into these matters and assigned primary responsibility for the review to the Office of Inspections. The purpose of this inspection was to conduct a thorough examination of the 16 Secretarial foreign trips from June 1993 to December 1995. This report focuses on the four trade missions because of their extent and cost. We examined a number of Departmental management systems and processes involved in planning and executing the 16 foreign trips. To determine the actual cost of the 16 trips, it was necessary to determine who participated in the trips and to identify the individual travel costs. We were required to perform extensive reviews of records and conduct a large number of interviews because the Department could not provide any specific documents that could accurately account for who actually participated on the 16 trips. Having identified who participated, it was then necessary to examine key aspects of the Department`s management systems. Our report contains 31 recommendations for corrective action.

Natural Gas Imports and Exports. Third Quarter Report 1999

The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and their planned in-service dates.

Foreign Energy Company Competitiveness: Background information

This report provides background information to the report Energy Company Competitiveness: Little to Do With Subsidies (DOE 1994). The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

Report to the United States Congress clean coal technology export markets and financing mechanisms

This report responds to a Congressional Conference Report that requests that $625,000 in funding provided will be used by the Department to identify potential markets for clean coal technologies in developing countries and countries with economies in transition from nonmarket economies and to identify existing, or new, financial mechanisms or financial support to be provided by the Federal government that will enhance the ability of US industry to participate in these markets. The Energy Information Administration (EIA) expects world coal consumption to increase by 30 percent between 1990 and 2010, from 5.1 to 6.5 billion short tons. Five regions stand out as major foreign markets for the export of US clean coal technologies: China; The Pacific Rim (other than China); South Asia (primarily India); Transitional Economies (Central Europe and the Newly Independent States); and Other Markets (the Americas and Southern Africa). Nearly two-thirds of the expected worldwide growth in coal utilization will occur in China, one quarter in the United States. EIA forecasts nearly a billion tons per year of additional coal consumption in China between 1990 and 2010, a virtual doubling of that country`s coal consumption. A 30-percent increase in coal consumption is projected in other developing countries over that same period. This increase in coal consumption will be accompanied by an increase in demand for technologies for burning coal cost-effectively, efficiently and cleanly. In the Pacific Rim and South Asia, rapid economic growth coupled with substantial indigenous coal supplies combine to create a large potential market for CCTS. In Central Europe and the Newly Independent States, the challenge will be to correct the damage of decades of environmental neglect without adding to already-considerable economic disruption. Though the situation varies, all these countries share the basic need to use indigenous low-quality coal cleanly and efficiently.

Inspection of the Department`s export licensing process for dual-use and munitions commodities

The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

Potential impacts of tighter Forest Service log export restrictions

Federal law restricts the export of unprocessed timber cut from national forests in the western half of the United States. Also, purchasers of national forest timber are restricted from substituting timber harvested from federal lands for privately owned timber that they export. GAO reviewed the magnitude of and the potential impacts from extending the substitution restriction to cover third parties who subsequently acquire Forest Service timber from the original purchasers - an export industry practice commonly referred to as third-party substitution. According to the Forest Service and timber industry associations, third-party substitution approximates 100 million board feet annually in the western United States. They said that if the practice were banned, some companies could acquire national forest timber at lower prices because of decreased demand and competition, and the lower prices would result in less government revenues. Also, a ban could disrupt traditional log markets and business practices. The Forest Service believes it could not enforce a ban on third-party substitution without additional legal authority and staff.

Oil exports, structural change, and economic development in Iran  

SciTech Connect (OSTI)

Within the broad Chenery-Kuznets framework, using structural change as a major indicator of economic development, this study investigates the direction and magnitude and broad features of structural change in Iran, and the role of oil production and exports in that change. Although the study covers a larger horizon, the analysis is focused on the period 1955 through 1977. A similar but less-detailed investigation is conducted for Algeria, Indonesia, and Venezuela also, and a cross-country, comparative perspective is generated. The study shows that, in general, the structural changes in Iran have either been weak (for example, in production and employment), or they are contrary to what the model would predict (for instance in trade). The pattern of structural change observed in Iran, therefore, does not indicate any significant economic development even though per capita income increased five-fold over the period 1955 through 1977. In short, oil does not appear to have been an engine of economic development in Iran. The situation appears broadly similar for the other three countries. Based on these findings, the study offers some suggestions concerning the future economic strategies that should enhance very considerably the contribution that oil industry can make toward Iran's economic development, and should thus accelerate the pace of economic development. These suggestions may be useful to other oil-exporting countries as well.

The National Coal Technology Data Center (NCTDC) at the Pittsburgh Energy Technology Center is currently addressing the recognized need for technical and scientific information on international coal characteristics and coal conversion technologies adopted in foreign countries. At NCTDC, the present database on domestic coals and coal conversion technologies is being supplemented with data on international coals through the development of a comprehensive international database on foreign coals and coal conversion technologies. DOE plans to utilize this information to develop strategic planning and policy options and assist the private sector in determining the utility of its products and services in the international market place. Russia’s Natural Gas Export Potential up to 2050

Recent increases in natural gas reserve estimates and advances in shale gas technology make natural gas a fuel with good prospects to serve a bridge to a low-carbon world. Russia is an important energy supplier as it holds the world largest natural gas reserves and it is the world’s largest exporter of natural gas. Energy was one of the driving forces of Russia’s recent economic recovery from the economic collapse of 1990s. These prospects have changed drastically with a global recession and the collapse of oil and gas prices from their peaks of 2008. An additional factor is an ongoing surge in a liquefied natural gas (LNG) capacity and a development of Central Asia’s and the Middle East gas supplies that can compete with Russian gas in its traditional (European) and potential (Asian) markets. To study the long-term prospects for Russian natural gas, we employ the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the world economy. While we consider the updated reserve estimates for all world regions, in this paper we focus on the results for Russian natural gas trade. The role of natural gas is explored in the context of several policy assumptions: with no greenhouse gas mitigation policy and scenarios of emissions targets in developed countries. Export of commodities, encouraged by both the private sector and the Federal Government, helps to improve our position in the global economy and is in the national interest of the US. However, exports of commodities or technologies, without regard to whether they may significantly contribute to the military potential of individual countries or combination of countries or enhance the proliferation of weapons of mass destruction, may adversely affect the national security of the US. The Federal Government, therefore, implements several laws, Executive Orders, and regulations to control the export of certain commodities and technologies. These commodities and technologies require a license for export. Some of the controlled items are designated as ''dual-use,'' that is, commodities and technologies that have both civilian and military application. Some dual-use commodities are designated as ''nuclear dual-use''--items controlled for nuclear nonproliferation purposes. Another group of controlled commodities is designated as munitions, which are goods and technologies that have solely military uses. The Department of Energy (Energy) conducts reviews of export license applications for nuclear dual-use items and certain munitions. On August 26, 1998, the Chairman of the Senate Committee on Governmental Affairs requested that the Inspectors General from the Departments of Commerce, Defense, Energy, State, and Treasury, and the Central Intelligence Agency (CIA), update and expand on a 1993 interagency review conducted by the Inspectors General of the Departments of Commerce, Defense, Energy, and State of the export licensing processes for dual-use and munitions commodities.

A short Id2 protein fragment containing the nuclear export signal forms amyloid-like fibrils

The negative regulator of DNA-binding/cell-differentiation Id2 is a small protein containing a central helix-loop-helix (HLH) motif and a C-terminal nuclear export signal (NES). Whereas the former is essential for Id2 dimerization and nuclear localization, the latter is responsible for the transport of Id2 from the nucleus to the cytoplasm. Whereas the isolated Id2 HLH motif is highly helical, large C-terminal Id2 fragments including the NES sequence are either unordered or aggregation-prone. To study the conformational properties of the isolated NES region, we synthesized the Id2 segment 103-124. The latter was insoluble in water and only temporarily soluble in water/alcohol mixtures, where it formed quickly precipitating {beta}-sheets. Introduction of a positively charged N-terminal tail prevented aggressive precipitation and led to aggregates consisting of long fibrils that bound thioflavin T. These results show an interesting structural aspect of the Id2 NES region, which might be of significance for both protein folding and function.

Several E. coli endogenous, cytoplasmic proteins that are known clients of the chaperonin GroEL were overexpressed to examine the fate of accumulated unfolded polypeptides. Substantial fractions of about half of the proteins formed insoluble aggregates, consistent with the hypothesis that these proteins were produced at rates or in amounts that exceeded the protein-folding capacity of GroEL. In addition, large fractions of three overexpressed GroEL client proteins were localized in an extra-cytoplasmic, osmotically-sensitive compartment, suggesting they had initially accumulated in the cytoplasm as soluble unfolded polypeptides and thus were able to access a protein export pathway. Consistent with this model, an intrinsically unfoldable, hydrophilic, non-secretory polypeptide was quantitatively exported from the E. coli cytoplasm into an osmotically-sensitive compartment. Our results support the conclusion that a soluble, unfolded conformation alone may be sufficient to direct non-secretory polypeptides into a protein export pathway for signal peptide-independent translocation across the inner membrane, and that export rather than degradation by cytoplasmic proteases is the preferred fate for newly-synthesized, soluble, unfolded polypeptides that accumulate in the cytoplasm. The stable folded conformation of exported GroEL client proteins further suggests that the requirement for GroEL may be conditional on protein folding in the molecularly-crowded environment of the cytoplasm.

Broadening Industry Governance to Include Nonproliferation

As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

Percutaneous extraction techniques are an established method for removing endovascular foreign bodies. Generally, the foreign body to be removed is radiopaque (i.e., catheter and guidewire fragments, vena cava filters, embolization coils, endovascular stents). We propose an application of these techniques to remove a radiolucent foreign body (i.e., pigtail cover) by means of a combination of different imaging techniques (fluoroscopy, digital subtraction angiography, ultrasound, and computed axial tomography).

These spent fuel materials are returned to the Department of Energy (DOE) and placed in storage in the L-area spent fuel basin at the Savannah River Site (SRS). International technology catalogue: Foreign technologies to support the environmental restoration and waste management needs of the DOE complex

This document represents a summary of 27 foreign-based environmental restoration and waste management technologies that have been screened and technically evaluated for application to the cleanup problems of the Department of Energy (DOE) nuclear weapons complex. The evaluation of these technologies was initiated in 1992 and completed in 1995 under the DOE`s International Technology Coordination Program of the Office of Technology Development. A methodology was developed for conducting a country-by-country survey of several regions of the world where specific environmental technology capabilities and market potential were investigated. The countries that were selected from a rank-ordering process for the survey included: then West Germany, the Netherlands, France, Japan, Taiwan, the Czech and Slovak Republics, and the Former Soviet Union. The notably innovative foreign technologies included in this document were screened initially from a list of several hundred, and then evaluated based on criteria that examined for level of maturity, suitability to the DOE needs, and for potential cost effective application at a DOE site. Each of the selected foreign technologies that were evaluated in this effort for DOE application were subsequently matched with site-specific environmental problem units across the DOE complex using the Technology Needs Assessment CROSSWALK Report. For ease of tracking these technologies to site problem units, and to facilitate their input into the DOE EnviroTRADE Information System, they were categorized into the following three areas: (1) characterization, monitoring and sensors, (2) waste treatment and separations, and (3) waste containment. Technical data profiles regarding these technologies include title and description, performance information, development status, key regulatory considerations, intellectual property rights, institute and contact personnel, and references.

The impact of trade costs on rare earth exports : a stochastic frontier estimation approach.

The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.
