    A method for managing the charging and discharging of batteries wherein at least one battery is connected to a battery charger, the battery charger is connected to a power supply. A plurality of controllers in communication with one and another are provided, each of the controllers monitoring a subset of input variables. A set of charging constraints may then generated for each controller as a function of the subset of input variables. A set of objectives for each controller may also be generated. A preferred charge rate for each controller is generated as a function of either the set of objectives, the charging constraints, or both, using an algorithm that accounts for each of the preferred charge rates for each of the controllers and/or that does not violate any of the charging constraints. A current flow between the battery and the battery charger is then provided at the actual charge rate.

    Fuel cell systems will be applied as non-regenerative power source in HERMES and as regenerative power supply in future space stations. To support project development and engineering tasks flexible software is needed for simulation and analysis of such systems. A simulation program, called SANFU (System Analyzer for Fuel cells) for low temperature fuel cells has been developed, which supports a modular model construction. The current configuration of the program includes simulation of transient thermal boundary conditions, transient electrical interface data, several operating options and different control logics. For HERMES fuel cell system simulation three standard fuel cell configurations are currently being simulated: immobile electrolyte fuel cells, mobile electrolyte (KOH) fuel cells and solid polymer electrolyte fuel cells. Test results for different load cases and transient boundary conditions are quoted. The general design, input and output capabilities, future extensions and applications are discussed.

    An electrical machine includes a rotor with an inner rotor portion and an outer rotor portion, and a double-sided yokeless stator. The yokeless stator includes modular lamination stacks and is configured for radial magnetic flux flow. The double-sided yokeless stator is concentrically disposed between the inner rotor portion and the outer rotor portion of the electrical machine. Examples of particularly useful embodiments for the electrical machine include wind turbine generators, ship propulsion motors, switch reluctance machines and double-sided synchronous machines.

The analog input channels are digitized simultaneously at high speed with a relatively large number of on-board memory data points per channel. The module provides an automated calibration based upon a single voltage reference source. Low signal noise at such a high density and sample rate is accomplished by ensuring the A/D converters are clocked at the same point in the noise cycle each time so that synchronous noise sampling occurs. This sampling process, in conjunction with an automated calibration, yields signal noise levels well below the noise level present on the analog reference voltages.

    TURTLE is a computer program useful for determining many characteristics of a particle beam once an initial design has been achieved, Charged particle beams are usually designed by adjusting various beam line parameters to obtain desired values of certain elements of a transfer or beam matrix. Such beam line parameters may describe certain magnetic fields and their gradients, lengths and shapes of magnets, spacings between magnetic elements, or the initial beam accepted into the system. For such purposes one typically employs a matrix multiplication and fitting program such as TRANSPORT. TURTLE is designed to be used after TRANSPORT. For convenience of the user, the input formats of the two programs have been made compatible. The use of TURTLE should be restricted to beams with small phase space. The lumped element approximation, described below, precludes the inclusion of the effect of conventional local geometric aberrations (due to large phase space) or fourth and higher order. A reading of the discussion below will indicate clearly the exact uses and limitations of the approach taken in TURTLE.

    A method for analyzing the power losses of solar cells is presented, supplying a complete balance of the incident power, the optical, thermodynamic, and electrical power losses and the electrical output power. The involved quantities have the dimension of a power density (units: W/m{sup 2}), which permits their direct comparison. In order to avoid the over-representation of losses arising from the ultraviolet part of the solar spectrum, a method for the analysis of the electrical free energy losses is extended to include optical losses. This extended analysis does not focus on the incident solar power of, e.g., 1000 W/m{sup 2} and does not explicitly include the thermalization losses and losses due to the generation of entropy. Instead, the usable power, i.e., the free energy or electro-chemical potential of the electron-hole pairs is set as reference value, thereby, overcoming the ambiguities of the power balance. Both methods, the power balance and the free energy loss analysis, are carried out exemplarily for a monocrystalline p-type silicon metal wrap through solar cell with passivated emitter and rear (MWT-PERC) based on optical and electrical measurements and numerical modeling. The methods give interesting insights in photovoltaic (PV) energy conversion, provide quantitative analyses of all loss mechanisms, and supply the basis for the systematic technological improvement of the device.

The determination of the rotor speed is based on one of the input power and the plurality of stator input currents. The determination of the value of the stator resistance is based on at least one of a horsepower rating and a combination of the plurality of stator input currents and the electrical input data. The electrical input data includes at least one of an input power and a plurality of stator input voltages.

    President Barack Obama signed into law the American Recovery and Reinvestment Act of 2009 (P.L.111-5). The $787 billion economic recovery package represents the largest and most ambitious effort to stimulate the economy in United States history. The Department of Energy (DOE) will be responsible for implementing over $38 billion of the $787 billion package.     A heat-to-electricity converter is disclosed which includes a radioactive heat source and a thermoelectric element of relatively short overall length capable of delivering a low voltage of the order of a few tenths of a volt. Such a thermoelectric element operates at a higher efficiency than longer higher-voltage elements; for example, elements producing 6 volts. In the generation of required power, thermoelectric element drives a solid-state converter which is controlled by input current rather than input voltage and operates efficiently for a high signal-plus-noise to signal ratio of current. The solid-state converter has the voltage gain necessary to deliver the required voltage at the low input of the thermoelectric element.

    The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

    A fundamental study on a laser-electric hybrid thruster was conducted, in which laser-induced plasmas were generated through laser beam irradiation on to a solid target and accelerated by electrical means instead of direct acceleration using only a laser beam. As two typical cases of the hybrid propulsion systems, a feasibility study on electrostatic acceleration mode and electromagnetic acceleration mode of the laser ablation plasma were conducted including thrust performance tests with a torsion-balance, ion current measurements, and ICCD camera observations. It was confirmed that the thrust performances could be improved with electric energy inputs.

    A method for generating a validated measurement of a process parameter at a point in time by using a plurality of individual sensor inputs from a scan of said sensors at said point in time. The sensor inputs from said scan are stored and a first validation pass is initiated by computing an initial average of all stored sensor inputs. Each sensor input is deviation checked by comparing each input including a preset tolerance against the initial average input. If the first deviation check is unsatisfactory, the sensor which produced the unsatisfactory input is flagged as suspect. It is then determined whether at least two of the inputs have not been flagged as suspect and are therefore considered good inputs. If two or more inputs are good, a second validation pass is initiated by computing a second average of all the good sensor inputs, and deviation checking the good inputs by comparing each good input including a present tolerance against the second average. If the second deviation check is satisfactory, the second average is displayed as the validated measurement and the suspect sensor as flagged as bad. A validation fault occurs if at least two inputs are not considered good, or if the second deviation check is not satisfactory. In the latter situation the inputs from each of all the sensors are compared against the last validated measurement and the value from the sensor input that deviates the least from the last valid measurement is displayed.

    In this report, we identify and define the key public-policy values, objectives, and actions that the US electricity industry currently meets. We also discuss the opportunities for meeting these objectives in a restructured industry that relies primarily on market forces rather than on government mandates. And we discuss those functions that governments might undertake, presumably because they will not be fully met by a restructured industry on its own. These discussions are based on a variety of inputs. The most important inputs came from participants in an April 1995 workshop on Public-Policy Responsibilities and Electric Industry Restructuring: Shaping the Research Agenda. Other sources of information and insights include the reviews of a draft of this report by workshop participants and others and the rapidly growing literature on electric-industry restructuring and its implications. One of the major concerns about the future of the electricity industry is the fate of numerous social and environmental programs supported by today`s electric utilities. Many people worry that a market-driven industry may not meet the public-policy objectives that electric utilities have met in the past. Examples of potentially at-risk programs include demand-side management (DSM), renewable energy, low-income weatherization, and fuel diversity. Workshop participants represented electric utilities, public utility commissions (PUCs), state energy offices, public-interest groups, other energy providers, and the research community.

    Environmental issues resulting from planning new construction in urban areas requires understanding of geological processes at many steps in project development. Steps include: assessments of geological characteristics of the proposed construction site, building design features in light of the geological characteristics, development of the geology component of the EIR as well as any mitigations required, and writing special environmental geological concerns into specifications required of the contractor. The latter step may be exemplified in planning a new underground library being constructed in the center of the Berkeley Campus. The site is within 50 yards of a creek that has been restored such that fish now live in it whereas none could three years ago. Runoff from paved parking lots and walkways around existing buildings goes into storm drains that empty directly into the creek. Because they do, creek water is monitored for chemical and solid wastes as well as turbidity. Based on geological input, special project procedures were written to which the contractor must adhere during site preparation and construction. These include: all liquid wastes must be contained in impermeable containers, all hazardous wastes must be removed under state waste removal guidelines, dewatering procedures were developed to remove groundwater that flows through permeable sands and gravels from the creek bed into the construction site and must be followed, and soil flux into the creek must be prevented. Mitigation of soil flux includes watering areas of the site as soil is excavated. Watering must be monitored because the contractor tends to overwater which flushes soil down nearby storm drains into the creek. As well, soil control monitoring includes preventing the contractor from sweeping soil into the storm drains and flushing it into the creek. Geological input has proven valuable in addressing different environmental concerns.

    The goal of this project was to compare and contrast utility scale power plant characteristics used in data sets that support energy market models. Characteristics include both technology cost and technology performance projections to the year 2050. Cost parameters include installed capital costs and operation and maintenance (O&M) costs. Performance parameters include plant size, heat rate, capacity factor or availability factor, and plant lifetime. Conventional, renewable, and emerging electricity generating technologies were considered. Six data sets, each associated with a different model, were selected. Two of the data sets represent modeled results, not direct model inputs. These two data sets include cost and performance improvements that result from increased deployment as well as resulting capacity factors estimated from particular model runs; other data sets represent model input data. For the technologies contained in each data set, the levelized cost of energy (LCOE) was also evaluated, according to published cost, performance, and fuel assumptions.

    Monte Carlo analysis is a statistical simulation method that is often used to assess and quantify the outcome variance in complex environmental fate and effects models. Total outcome variance of these models is a function of (1) the uncertainty and/or variability associated with each model input and (2) the sensitivity of the model outcome to changes in the inputs. To propagate variance through a model using Monte Carlo techniques, each variable must be assigned a probability distribution. The validity of these distributions directly influences the accuracy and reliability of the model outcome. To efficiently allocate resources for constructing distributions one should first identify the most influential set of variables in the model. Although existing sensitivity and uncertainty analysis methods can provide a relative ranking of the importance of model inputs, they fail to identify the minimum set of stochastic inputs necessary to sufficiently characterize the outcome variance. In this paper, we describe and demonstrate a novel sensitivity/uncertainty analysis method for assessing the importance of each variable in a multimedia environmental fate model. Our analyses show that for a given scenario, a relatively small number of input variables influence the central tendency of the model and an even smaller set determines the shape of the outcome distribution. For each input, the level of influence depends on the scenario under consideration. This information is useful for developing site specific models and improving our understanding of the processes that have the greatest influence on the variance in outcomes from multimedia models.

    All-spin logic (ASL) is a novel approach for digital logic applications wherein spin is used as the state variable instead of charge. One of the challenges in realizing a practical ASL system is the need to ensure non-reciprocity, meaning the information flows from input to output, not vice versa. One approach described previously, is to introduce an asymmetric ground contact, and while this approach was shown to be effective, it remains unclear as to the optimal approach for achieving non-reciprocity in ASL. In this study, we quantitatively analyze techniques to achieve non-reciprocity in ASL devices, and we specifically compare the effect of using asymmetric ground position and dipole-coupled output/input isolation. For this analysis, we simulate the switching dynamics of multiple-stage logic devices with FePt and FePd perpendicular magnetic anisotropy materials using a combination of a matrix-based spin circuit model coupled to the Landau–Lifshitz–Gilbert equation. The dipole field is included in this model and can act as both a desirable means of coupling magnets and a source of noise. The dynamic energy consumption has been calculated for these schemes, as a function of input/output magnet separation, and the results show that using a scheme that electrically isolates logic stages produces superior non-reciprocity, thus allowing both improved scaling and reduced energy consumption.

It replaces previous documentation dated March 1994 and subsequent yearly update revisions. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This document serves four purposes. First, it is a reference document providing a detailed description of the model for reviewers and potential users of the EFD including energy experts at the Energy Information Administration (EIA), other Federal agencies, state energy agencies, private firms such as utilities and consulting firms, and non-profit groups such as consumer and environmental groups. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports.     The displacement or deferral of substation equipment is a key benefit associated with several technologies that are being developed with the support of the US Department of Energy`s Office of Utility Technologies. This could occur, for example, as a result of installing a distributed generating resource within an electricity distribution system. The objective of this study was to develop a model for preparing preliminary estimates of substation capital costs based on rudimentary conceptual design information. The model is intended to be used by energy systems analysts who need ``ballpark`` substation cost estimates to help establish the value of advanced utility technologies that result in the deferral or displacement of substation equipment. This cost-estimating model requires only minimal inputs. More detailed cost-estimating approaches are recommended when more detailed design information is available. The model was developed by collecting and evaluating approximately 20 sets of substation design and cost data from about 10 US sources, including federal power marketing agencies and private and public electric utilities. The model is principally based on data provided by one of these sources. Estimates prepared with the model were compared with estimated and actual costs for the data sets received from the other utilities. In general, good agreement (for conceptual level estimating) was found between estimates prepared with the cost-estimating model and those prepared by the individual utilities. Thus, the model was judged to be adequate for making preliminary estimates of typical substation costs for US utilities.

However, there are byproducts of electricity production that have an undesirable effect on the environment. Most of these are emissions introduced by the combustion of fossil fuels, which accounts for nearly 70 percent of the total electricity generated in the United States. The environmental impacts (or damages) caused by these emissions are labeled environmental ``externalities.`` Included in the generic term ``externality`` are benefits or costs resulting as an unintended byproduct of an economic activity that accrue to someone other than the parties involved in the activity.     A gantry crane at the Savannah River Technology Center was retrofitted with an Input Shaping controller. The controller intercepts the operator`s pendant commands and modifies them in real time so that the crane is moved without residual sway in the suspended load. Mechanical components on the crane were modified to make the crane suitable for the anti-sway algorithm. This paper will describe the required mechanical modifications to the crane, as well as, a new form of Input Shaping that was developed for use on the crane. Experimental results are presented which demonstrate the effectiveness of the new process. Several practical considerations will be discussed including a novel (patent pending) approach for making small, accurate moves without residual oscillations.

    A thermovoltaic energy conversion device and related method for converting thermal energy into an electrical potential. An interference filter is provided on a semiconductor thermovoltaic cell to pre-filter black body radiation. The semiconductor thermovoltaic cell includes a P/N junction supported on a substrate which converts incident thermal energy below the semiconductor junction band gap into electrical potential. The semiconductor substrate is doped to provide a plasma filter which reflects back energy having a wavelength which is above the band gap and which is ineffectively filtered by the interference filter, through the P/N junction to the source of radiation thereby avoiding parasitic absorption of the unusable portion of the thermal radiation energy.

    During the past year, the computer program CASIM has been placed in a common area from which copies can be obtained by a wide array of users. The impetus for this arrangement was the need to have a standard code that could be maintained and transported to other platforms. In addition, an historical record would be kept of each version as the program evolved. CASIM requires a series of parameters (input by the user) that describe the medium in which the cascade develops. Presently a total of 9 materials can be defined. Occasions arise when one needs to know the properties of materials (elements, compounds, and mixtures) that have not been defined. Because it is desirable to have a uniform set of values for all CASIM users, this note presents a methodology for obtaining the input parameters for an arbitrary material. They are read in by the Subroutine CASIM{underscore}PROG from the user supplied file CASIM.DAT.

The plurality of conductive interconnects may form horizontal and vertical cross-sectional patterns.     An electrically conductive cellulose composite includes a cellulose matrix and an electrically conductive carbonaceous material incorporated into the cellulose matrix. The electrical conductivity of the cellulose composite is at least 10 .mu.S/cm at 25.degree. C. The composite can be made by incorporating the electrically conductive carbonaceous material into a culture medium with a cellulose-producing organism, such as Gluconoacetobacter hansenii. The composites can be used to form electrodes, such as for use in membrane electrode assemblies for fuel cells.

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant.     The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    Department of Energy (DOE) accident analysis for establishing the required control sets for nuclear facility safety applies a series of simplifying, reasonably conservative assumptions regarding inputs and methodologies for quantifying dose consequences. Most of the analytical practices are conservative, have a technical basis, and are based on regulatory precedent. However, others are judgmental and based on older understanding of phenomenology. The latter type of practices can be found in modeling hypothetical releases into the atmosphere and the subsequent exposure. Often the judgments applied are not based on current technical understanding but on work that has been superseded. The objective of this paper is to review the technical basis for the major inputs and assumptions in the quantification of consequence estimates supporting DOE accident analysis, and to identify those that could be reassessed in light of current understanding of atmospheric dispersion and radiological exposure. Inputs and assumptions of interest include: Meteorological data basis; Breathing rate; and Inhalation dose conversion factor. A simple dose calculation is provided to show the relative difference achieved by improving the technical bases.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    This paper describes the development of end-use electricity projections and load curves that were developed for the Renewable Electricity (RE) Futures Study (hereafter RE Futures), which explored the prospect of higher percentages (30% - 90%) of total electricity generation that could be supplied by renewable sources in the United States. As input to RE Futures, two projections of electricity demand were produced representing reasonable upper and lower bounds of electricity demand out to 2050. The electric sector models used in RE Futures required underlying load profiles, so RE Futures also produced load profile data in two formats: 8760 hourly data for the year 2050 for the GridView model, and in 2-year increments for 17 time slices as input to the Regional Energy Deployment System (ReEDS) model. The process for developing demand projections and load profiles involved three steps: discussion regarding the scenario approach and general assumptions, literature reviews to determine readily available data, and development of the demand curves and load profiles.

    The Home Energy Saver (HES, http://HomeEnergySaver.lbl.gov) is an interactive web site designed to help residential consumers make decisions about energy use in their homes. This report describes the underlying methods and data for estimating energy consumption. Using engineering models, the site estimates energy consumption for six major categories (end uses); heating, cooling, water heating, major appliances, lighting, and miscellaneous equipment. The approach taken by the Home Energy Saver is to provide users with initial results based on a minimum of user input, allowing progressively greater control in specifying the characteristics of the house and energy consuming appliances. Outputs include energy consumption (by fuel and end use), energy-related emissions (carbon dioxide), energy bills (total and by fuel and end use), and energy saving recommendations. Real-world electricity tariffs are used for many locations, making the bill estimates even more accurate. Where information about the house is not available from the user, default values are used based on end-use surveys and engineering studies. An extensive body of qualitative decision-support information augments the analytical results.

    A linear structure is excited at multiple points with a stationary normal random process. The response of the structure is measured at multiple outputs. If the autospectral densities of the inputs are specified, the phase relationships between the inputs are derived that will minimize or maximize the trace of the autospectral density matrix of the outputs. If the autospectral densities of the outputs are specified, the phase relationships between the outputs that will minimize or maximize the trace of the input autospectral density matrix are derived. It is shown that other phase relationships and ordinary coherence less than one willmore » result in a trace intermediate between these extremes. Least favorable response and some classes of critical response are special cases of the development. It is shown that the derivation for stationary random waveforms can also be applied to nonstationary random, transients, and deterministic waveforms.« less

    One of the major factor in commercialization of Stirling engine is mass productivity, and the heat input system including tubular heater is one of the obstacles to mass production because of its complexity in shape and difficulty in manufacturing, which resulted from using oxidation-resistant, low-creep alloys which are not easy to machine and weld. Therefore a heater heat exchanger which is very simple in shape and easy to make has been devised, and a burner system appropriate to this heater also has been developed. In this paper specially devised heat input system which includes a heater shell shaped like U-cup and a flame tube located in the heater shell is analyzed in point of heat transfer processes to find optimum heat transfer. To enhance the heat transfer from the flame tube to the heater shell wall, it is required that the flame tube diameter be enlarged as close to the heater shell diameter as possible, and the flame tube temperature be raised as high as possible. But the enlargement of the flame tube diameter should be restricted by the state of combustion affected by hydraulic resistance of combustion gas, and the boost of the flame tube temperature should be considered carefully in the aspects of the flame tube`s service life.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    An indicator, system and method of indicating electric drive usability in a hybrid electric vehicle. A tachometer is used that includes a display having an all-electric drive portion and a hybrid drive portion. The all-electric drive portion and the hybrid drive portion share a first boundary which indicates a minimum electric drive usability and a beginning of hybrid drive operation of the vehicle. The indicated level of electric drive usability is derived from at least one of a percent battery discharge, a percent maximum torque provided by the electric drive, and a percent electric drive to hybrid drive operating cost for the hybrid electric vehicle.

    The Electric Sales and Revenue is prepared by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. Previous publications presented data on typical electric bills at specified consumption levels as well as sales, revenues, and average revenue. The sales, revenue, and average revenue per kilowatthour provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1990. The electric revenue reported by each electric utility includes the revenue billed for the amount of kilowatthours sold, revenue from income, unemployment and other State and local taxes, energy or demand charges, consumer services charges, environmental surcharges, franchise fees, fuel adjustments, and other miscellaneous charges. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. The sales of electricity, associated revenue, and average revenue per kilowatthour provided in this report are presented at the national, Census division, State, and electric utility levels.

The laser also utilizes means including hot electrodes located at opposite ends of the plasma tube for electrically exciting the metal vapor and heating its interior to a sufficiently high temperature to cause the metal contained therein to vaporize and for subjecting the vapor to an electrical discharge excitation in order to lase.     A heat producing, fluid cooled assembly that includes a housing made of liquid-impermeable material, which defines a fluid inlet and a fluid outlet and an opening. Also included is an electrical package having a set of semiconductor electrical devices supported on a substrate and the second major surface is a heat sink adapted to express heat generated from the electrical apparatus and wherein the second major surface defines a rim that is fit to the opening. Further, the housing is constructed so that as fluid travels from the fluid inlet to the fluid outlet it is constrained to flow past the opening thereby placing the fluid in contact with the heat sink.

The hollow rotor includes a first end portion defining a fluid inlet, a second end portion defining a fluid outlet; the fluid inlet, the fluid outlet, and the flow channel of the stator being configured to allow passage of a fluid from the fluid inlet to the fluid outlet via the flow channel; and wherein the hollow rotor is characterized by a largest cross-sectional area of hollow rotor, and wherein the flow channel is characterized by a smallest cross-sectional area of the flow channel, wherein the smallest cross-sectional area of the flow channel is at least about 25% of the largest cross-sectional area of the hollow rotor.
