    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

    South America is a region which is free from nuclear weapons. However, this was not an inevitable development from the relationships among its countries. Indeed, regional rivalries between Brazil and Argentina, with military implications for both countries, lasted a long time. After WWII these countries took part in the race to obtain nuclear technologies and nuclear ambitions were part of the game. In the mid 1980s, the end of military dictatorships and the successful establishing of democratic institutions put an end to the race. Thus regional and national interests in addition to the establishment of democracies in Latin America have been responsible for the building of trust between the two countries. Meaningful international initiatives are once again needed in the framework of worldwide cooperation. This cooperation is better developed when democratic regimes are in place.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. These individual studies were conducted fro Argentina, Brazil, Mexico and Venezuela in Latin America.

    Brazil is a country of vast natural resources, including numerous uranium deposits. In support of the country`s nuclear power program, Brazil has developed the most active uranium industry in South America. Brazil has one operating reactor (Angra 1, a 626-MWe PWR), and two under construction. The country`s economic challenges have slowed the progress of its nuclear program. At present, the Pocos de Caldas district is the only active uranium production. In 1990, the Cercado open-pit mine produced approximately 45 metric tons (MT) U{sub 3}O{sub 8} (100 thousand pounds). Brazil`s state-owned uranium production and processing company, Uranio do Brasil, announced it has decided to begin shifting its production from the high-cost and nearly depleted deposits at Pocos de Caldas, to lower-cost reserves at Lagoa Real. Production at Lagoa Real is schedules to begin by 1993. In addition to these two districts, Brazil has many other known uranium deposits, and as a whole, it is estimated that Brazil has over 275,000 MT U{sub 3}O{sub 8} (600 million pounds U{sub 3}O{sub 8}) in reserves.

The candidate sites in the Southern Hemisphere include two locations in Argentina, one in San Antonio de los Cobres (Salta Province, Lat. 24:02:42 S, Long. 66:14:06 W, at 3600 m.a.s.l) and another one in El Leoncito (San Juan Province, Lat. 31:41:49 S, Long. 69:16:21 W, at 2600 m.a.s.l). Here we describe the two sites and the instrumentation that has been deployed to characterize them. We summarize the geographic, atmospheric and climatic data that have been collected for both of them.

    We have searched for possible sites in Argentina for the installation of large air Cherenkov telescope arrays and water Cherenkov systems. At present seven candidates are identified at altitudes from 2500 to 4500 m. The highest sites are located at the Northwest of the country, in La Puna. Sites at 2500 and 3100 m are located in the West at El Leoncito Observatory, with excellent infrastructure. A description of these candidate sites is presented with emphasis on infrastructure and climatology.

    We analyse the all-sky Leiden/Argentina/Bonn HI survey, where we identify shells belonging to the Milky Way. We used an identification method based on the search of continuous regions of a low brightness temperature that are compatible with given properties of HI shells. We found 333 shells in the whole Galaxy. The size distribution of shells in the outer Galaxy is fitted by a power law with the coefficient of 2.6 corresponding to the index 1.8 in the distribution of energy sources. Their surface density decreases exponentially with a scale length of 2.8 kpc. The surface density of shells with radii >= 100 pc in the solar neighbourhood is around 4 per kpc^2 and the 2D porosity is approximately 0.7.

    In 1922 the University of Buenos Aires (UBA) Council approved a motion to send an invitation to Albert Einstein to visit Argentina and give a course of lectures on his theory of relativity. The motion was proposed by Jorge Duclout (1856-1927), who had been educated at the Eidgenossische Technische Hochschule, Zurich (ETH). This proposal was the culmination of a series of initiatives of various Argentine intellectuals interested in the theory of relativity. In a very short time Dr. Mauricio Nirenstein (1877-1935), then the university's administrative secretary, fulfilled all the requirements for the university's invitation to be endorsed and delivered to the sage in Berlin. The visit took place three years later, in March-April 1925. The Argentine press received Einstein with great interest and respect; his early exchanges covered a wide range of topics, including international politics and Jewish matters. Naturally, the journalists were more eager to hear from the eminent pacifist than from the incomprehensible physicist. However, after his initial openness with the press, the situation changed and Einstein restricted his public discourse to topics on theoretical physics, avoiding some controversial political, religious, or philosophical matters that he had freely touched upon in earlier interviews..     Veins of solid bitumen (asphaltite) have been commerically exploited in the Neuquen basin, Argentina, for over 100 yr. Veins are up to 5 m wide and several kilometers in length, over a region of 15,000 km{sup 2}. These veins were emplaced in fractures both parallel and at high angles to bedding, in close proximity to their source rocks in the Vaca Muetra and Agrio formation (Late Jurassic-Early Cretaceous). Two or more phases of bitumen emplacement can be recognized in several localities; structures bearing viscous oil are younger than structures having solid bitumen. Bitumen emplacement was vigorous and caused brecciation and spalling of the host rocks. The bitumen was also viscous, and supports rock debris ranging in size from sand grains up to meter-scale slabs. Brecciation, bedding-parallel injection, and wall rock impregnation suggest high fluid pressures during emplacement. High fluid pressure may have been engendered by substantial hydrocarbon generation from rich source rocks in a low-permeability sequence, and probably caused the fractures into which the bitumen migrated. The bedding-parallel veins facilitated decollement during thrusting that took place during and after bitumen emplacement. The timing of emplacement relative to thrusting and oil migration constrains bitumen emplacement to the Eocene-Oligocene.

    In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.

    The volume fractions of vacua in an eternally inflating multiverse are described by a coarse-grain rate equation, which accounts for volume expansion and vacuum transitions via bubble formation. We generalize the rate equation to account for bubble collisions, including the possibility of classical transitions. Classical transitions can modify the details of the hierarchical structure among the volume fractions, with potential implications for the staggering and Boltzmann-brain issues. Whether or not our vacuum is likely to have been established by a classical transition depends on the detailed relationships among transition rates in the landscape.

    A lubrication pump coupled to the engine is sized such that the it can supply the engine with a predetermined flow volume as soon as the engine reaches a peak torque engine speed. In engines that operate predominately at speeds above the peak torque engine speed, the lubrication pump is often producing lubrication fluid in excess of the predetermined flow volume that is bypassed back to a lubrication fluid source. This arguably results in wasted power. In order to more efficiently lubricate an engine, a lubrication circuit includes a lubrication pump and a variable delivery pump. The lubrication pump is operably coupled to the engine, and the variable delivery pump is in communication with a pump output controller that is operable to vary a lubrication fluid output from the variable delivery pump as a function of at least one of engine speed and lubrication flow volume or system pressure. Thus, the lubrication pump can be sized to produce the predetermined flow volume at a speed range at which the engine predominately operates while the variable delivery pump can supplement lubrication fluid delivery from the lubrication pump at engine speeds below the predominant engine speed range.

    Detailed models of Procyon A based on new asteroseismic measurements by Eggenberger et al (2004) have been computed using the Geneva evolution code including shellular rotation and atomic diffusion. By combining all non-asteroseismic observables now available for Procyon A with these seismological data, we find that the observed mean large spacing of 55.5 +- 0.5 uHz favours a mass of 1.497 M_sol for Procyon A. We also determine the following global parameters of Procyon A: an age of t=1.72 +- 0.30 Gyr, an initial helium mass fraction Y_i=0.290 +- 0.010, a nearly solar initial metallicity (Z/X)_i=0.0234 +- 0.0015 and a mixing-length parameter alpha=1.75 +- 0.40. Moreover, we show that the effects of rotation on the inner structure of the star may be revealed by asteroseismic observations if frequencies can be determined with a high precision. Existing seismological data of Procyon A are unfortunately not accurate enough to really test these differences in the input physics of our models.

    We present an observational program we started in 1999, to systematically obtain mid-resolution spectra of late-type stars, to study in particular chromospheric activity. In particular, we found cyclic activity in four dM stars, including Prox-Cen. We directly derived the conversion factor that translates the known S index to flux in the Ca II cores, and extend its calibration to a wider spectral range. We investigated the relation between the activity measurements in the calcium and hydrogen lines, and found that the usual correlation observed is the product of the dependence of each flux on stellar color, and it is not always preserved when simultaneous observations of a particular star are considered. We also used our observations to model the chromospheres of stars of different spectral types and activity levels, and found that the integrated chromospheric radiative losses, normalized to the surface luminosity, show a unique trend for G and K dwarfs when plotted against the S index.

The article further includes at least one row or other pattern of passage holes. Each passage hole includes an inlet bore extending through the substrate from the inlet at the inner surface to a passage hole-exit proximate to the outer surface, with the inlet bore terminating in a chevron outlet adjacent the hole-exit. The chevron outlet includes a pair of wing troughs having a common surface region between them. The common surface region includes a valley which is adjacent the hole-exit; and a plateau adjacent the valley. The article can be an airfoil. Related methods for preparing the passage holes are also described.

    A new segregation criterion based on the inelastic Enskog kinetic equation is derived to show the transition between the Brazil-nut effect (BNE) and the reverse Brazil-nut effect (RBNE) by varying the different parameters of the system. In contrast to previous theoretical attempts the approach is not limited to the near-elastic case, takes into account the influence of both thermal gradients and gravity and applies for moderate densities. The form of the phase-diagrams for the BNE/RBNE transition depends sensitively on the value of gravity relative to the thermal gradient, so that it is possible to switch between both states for given values of the mass and size ratios, the coefficients of restitution and the solid volume fraction. In particular, the influence of collisional dissipation on segregation becomes more important when the thermal gradient dominates over gravity than in the opposite limit. The present analysis extends previous results derived in the dilute limit case and is consistent with the findings of some recent experimental results.

    Methods of producing a metal oxide are disclosed. The method comprises dissolving a metal salt in a reaction solvent to form a metal salt/reaction solvent solution. The metal salt is converted to a metal oxide and a caustic solution is added to the metal oxide/reaction solvent solution to adjust the pH of the metal oxide/reaction solvent solution to less than approximately 7.0. The metal oxide is precipitated and recovered. A method of producing adsorption media including the metal oxide is also disclosed, as is a precursor of an active component including particles of a metal oxide.

    One or more thin film solar cells in which the intrinsic layer of substantially amorphous semiconductor alloy material thereof includes at least a first band gap portion and a narrower band gap portion. The band gap of the intrinsic layer is spatially graded through a portion of the bulk thickness, said graded portion including a region removed from the intrinsic layer-dopant layer interfaces. The band gap of the intrinsic layer is always less than the band gap of the doped layers. The gradation of the intrinsic layer is effected such that the open circuit voltage and/or the fill factor of the one or plural solar cell structure is enhanced.
