    Cap-and-trade environmental markets, where the commodities are tradable pollution rights, are being introduced in several closely watched applications as a potentially more cost-effective way of cleaning up the environment than direct or command-and-control (CAC) regulation. In this study, we examine the evidence on control cost savings provided by price and transactions data from the first few years of activity in two markets designed to reduce atmospheric pollution. Some observers of both markets have argued that prices for tradable permits lower than expected, and transactions fewer than expected, are evidence that the markets are not achieving the hoped for savings. It was found, on the contrary, that observed prices point toward more flexible and improved pollution control choices and that the number of transactions has been steadily increasing as market incentives are incorporated into enterprise decisions. These new markets during their first few years are generating, according to our estimates, control cost savings in the neighborhood of one to two billion dollars annually. However, there is evidence that the markets have not yet reached their full potential. In the course of this study, several obstacles to market performance were found that are worthy of attention by policy makers. 13 refs., 4 figs., 1 tab.

  4. A primer on incentive regulation for electric utilities

    In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    The effects of various financial incentives on potential developers of geothermal electric energy are studied and the impact of timing of plant construction costs on geothermal electricity costs is assessed. The effect of the geothermal loan guarantee program on decisions by investor-owned utilities to build geothermal electric power plants was examined. The usefulness of additional investment tax credits was studied as a method for encouraging utilities to invest in geothermal energy. The independent firms which specialize in geothermal resource development are described. The role of municipal and cooperative utilities in geothermal resource development was assessed in detail.     CleanFleet, formally known as the South Coast Alternative Fuels Demonstration, was a comprehensive demonstration of alternative fuel vehicles (AFVs) in daily commercial service. Between April 1992 and September 1994, five alternative fuels were tested in 84 panel vans: compressed natural gas (CNG), propane gas, methanol as M-85, California Phase 2 reformulated gasoline (RFG), and electricity. The AFVs were used in normal FedEx package delivery service in the Los Angeles basin alongside 27 {open_quotes}control{close_quotes} vans operating on regular gasoline. The liquid and gaseous fuel vans were model year 1992 vans from Ford, Chevrolet, and Dodge. The two electric vehicles (EVs) were on loan to FedEx from Southern California Edison. The AFVs represented a snapshot in time of 1992 technologies that (1) could be used reliably in daily FedEx operations and (2) were supported by the original equipment manufacturers (OEMs). A typical van is shown in Figure 2. The objective of the project was to demonstrate and document the operational, emissions, and economic status of alternative fuel, commercial fleet delivery vans in the early 1990s for meeting air quality regulations in the mid to late 1990s. During the two-year demonstration, CleanFleet`s 111 vehicles travelled more than three million miles and provided comprehensive data on three major topics: fleet operations, emissions, and fleet economics. Fleet operations were examined in detail to uncover and resolve problems with the use of the fuels and vehicles in daily delivery service. Exhaust and evaporative emissions were measured on a subset of vans as they accumulated mileage. The California Air Resources Board (ARB) measured emissions to document the environmental benefits of these AFVs. At the same time, CleanFleet experience was used to estimate the costs to a fleet operator using AFVs to achieve the environmental benefits of reduced emissions.

    The Nuclear Waste Policy Act of 1982 assigned to the Department of Energy's (DOE) Office of Civilian Waste Management the responsibility for disposing of high-level waste and spent fuel. A significant part of that responsibility involves transporting nuclear waste materials within the federal waste management system; that is, from the waste generator to the repository. The lead responsibility for transportation operations has been assigned to Oak Ridge Operations, with Oak Ridge National Laboratory (ORNL) providing technical support through the Transportation Operations Support Task Group. One of the ORNL support activities involves assessing what facilities, equipment and services are required to assure that an acceptable, cost-effective and safe transportation operations system can be designed, operated and maintained. This study reviews, surveys and assesses the experience of Nuclear Assurance Corporation (NAC) in operating a fleet of spent-fuel shipping casks to aid in developing the spent-fuel transportation system.

    The study investigated the impact of ethanol blends on criteria emissions (THC, NMHC, CO, NOx), greenhouse gas (CO2), and a suite of unregulated pollutants in a fleet of gasoline-powered light-duty vehicles. The vehicles ranged in model year from 1984 to 2007 and included one Flexible Fuel Vehicle (FFV). Emission and fuel consumption measurements were performed in duplicate or triplicate over the Federal Test Procedure (FTP) driving cycle using a chassis dynamometer for four fuels in each of seven vehicles. The test fuels included a CARB phase 2 certification fuel with 11% MTBE content, a CARB phase 3 certification fuel with a 5.7% ethanol content, and E10, E20, E50, and E85 fuels. In most cases, THC and NMHC emissions were lower with the ethanol blends, while the use of E85 resulted in increases of THC and NMHC for the FFV. CO emissions were lower with ethanol blends for all vehicles and significantly decreased for earlier model vehicles. Results for NOx emissions were mixed, with some older vehicles showing increases with increasing ethanol level, while other vehicles showed either no impact or a slight, but not statistically significant, decrease. CO2 emissions did not show any significant trends. Fuel economy showed decreasing trends with increasing ethanol content in later model vehicles. There was also a consistent trend of increasing acetaldehyde emissions with increasing ethanol level, but other carbonyls did not show strong trends. The use of E85 resulted in significantly higher formaldehyde and acetaldehyde emissions than the specification fuels or other ethanol blends. BTEX and 1,3-butadiene emissions were lower with ethanol blends compared to the CARB 2 fuel, and were almost undetectable from the E85 fuel. The largest contribution to total carbonyls and other toxics was during the cold-start phase of FTP.

    The costs that face a fleet operator in implementing alternative motor fuels into fleet operations are examined. Five alternatives studied in the CleanFleet project are considered for choice of fuel: compressed natural gas, propane gas, California Phase 2 reformulated gasoline, M-85, and electricity. The cost assessment is built upon a list of thirteen cost factors grouped into the three categories: infrastructure costs, vehicle owning costs, and operating costs. Applicable taxes are included. A commonly used spreadsheet was adapted as a cost assessment tool. This tool was used in a case study to estimate potential costs to a typical fleet operator in package delivery service in the 1996 time frame. In addition, because electric cargo vans are unlikely to be available for the 1996 model year from original equipment manufacturers, the case study was extended to the 1998 time frame for the electric vans. Results of the case study are presented in cents per mile of vehicle travel for the fleet. Several options available to the fleet for implementing the fuels are examined.

    The Fleet DNA Project - designed by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) in partnership with Oak Ridge National Laboratory - aims to accelerate the evolution of advanced vehicle development and support the strategic deployment of market-ready technologies that reduce costs, fuel consumption, and emissions. At the heart of the Fleet DNA Project is a clearinghouse of medium- and heavy-duty commercial fleet transportation data for optimizing the design of advanced vehicle technologies or for selecting a given technology to invest in. An easy-to-access online database will help vehicle manufacturers and fleets understand the broad operational range for many of today's commercial vehicle vocations.

For model year (MY) 2010, the compliance rate for the 2911 covered SFP fleets was 100%. Fleets used either Standard Compliance or Alternative Compliance. The 279 fleets that used Standard Compliance exceeded their aggregate MY 2010 acquisition requirements by 61%. The 12 covered fleets that complied using Alternative Compliance exceeded their aggregate MY 2010 petroleum-use-reduction requirements by 89%. Overall, DOE saw modest decreases from MY 2009 in biodiesel fuel use credits earned and in the number of light-duty vehicles (LDVs) acquired. Compared to years before MY 2009, these rates were far lower. Because covered fleets acquired fewer new vehicles overall in MY 2010, the requirement for alternative fuel vehicles (AFVs), which is proportional to new acquisitions, also dropped.

    Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

    This report reviews recent DSM shareholder incentive designs and performance at 10 US utilities identifies opportunities for regulators to improve the design of DSM shareholder incentive mechanisms to increase the procurement of cost-effective DSM resources. We develop six recommendations: (1) apply shared-savings incentives to DSM resource programs; (2) use markup incentives for individual programs only when net benefits are difficult to measure, but are known to be positive; (3) set expected incentive payments based on covering a utility`s {open_quotes}hidden costs,{close_quotes} which include some transitional management and risk-adjusted opportunity costs; (4) use higher marginal incentives rates than are currently found in practice, but limit total incentive payments by adding a fixed charge; (5) mitigate risks to regulators and utilities by lowering marginal incentive rates at high and low performance levels; and (6) use an aggregate incentive mechanism for all DSM resource programs, with limited exceptions (e.g., information programs where markups are more appropriate).

    The Federal Methanol Fleet Project concluded with the termination of data collection from the three fleet sites in February 1991. The Lawrence Berkeley Laboratory (LBL) completed five years of operation, Argonne National Laboratory (ANL) completed its fourth year in the project, and Oak Ridge National Laboratory (ORNL) completed its third. Twenty of the thirty-nine vehicles in the fleet were powered by fuel methanol (typically M85, 85 % methanol, 15 % unleaded gasoline, although the LBL fleet used M88), and the remaining control vehicles were comparable gasoline vehicles. Over 2.2 million km (1.4 million miles) were accumulated on the fleet vehicles in routine government service. Data collected over the years have included vehicle mileage and fuel economy, engine oil analysis, emissions, vehicle maintenance, and driver acceptance. Fuel economies (on an energy basis) of the methanol and gasoline vehicles of the same type were comparable throughout the fleet testing. Engine oil analysis has revealed higher accumulation rates of iron and other metals in the oil of the methanol vehicles, although no significant engine damage has been attributed to the higher metal content. Vehicles of both fuel types have experienced degradation in their emission control systems, however, the methanol vehicles seem to have degraded their catalytic converters at a higher rate. The methanol vehicles have required more maintenance than their gasoline counterparts, in most cases, although the higher levels of maintenance cannot be attributed to ``fuel-related`` repairs. According to the daily driver logs and results from several surveys, drivers of the fleet vehicles at all three sites were generally satisfied with the methanol vehicles.

    The purpose of this study was to examine the benefits to be gained from increased powerplant productivity and to validate and demonstrate the use of incentives within the regulatory process to promote the improvement of powerplant productivity. The system-wide costs savings to be gained from given productivity improvement scenarios are estimated in both the short and long term. Numerous reports and studies exist which indicate that productivity improvements at the powerplant level are feasible and cost effective. The efforts of this study widen this focus and relate system-wide productivity improvements with system-wide cost savings. The initial thrust of the regulatory section of this study is to validate the existence of reasonable incentive procedures which would enable regulatory agencies to better motivate electric utilities to improve productivity on both the powerplant and system levels. The voluntary incentive format developed in this study was designed to facilitate the link between profit and efficiency which is typically not clear in most regulated market environments. It is concluded that at the present time, many electric utilities in this country could significantly increase the productivity of their base load units, and the adoption of an incentive program of the general type recommended in this study would add to rate of return regulation the needed financial incentives to enable utilities to make such improvements without losing long-run profit. In light of the upcoming oil import target levels and mandatory cutbacks of oil and gas as boiler fuels for electric utilities, the use of incentive programs to encourage more efficient utilization of coal and nuclear base load capacity will become far more inviting over the next two decades.

    This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

    The CleanFleet alternative fuels demonstration project evaluated five alternative motorfuels in commercial fleet service over a two-year period. The five fuels were compressed natural gas, propane gas, California Phase 2 reformulated gasoline (RFG), M-85 (85 percent methanol and 15 percent RFG), and electric vans. Eight-four vans were operated on the alternative fuels and 27 vans were operated on gasoline as baseline controls. Throughout the demonstration information was collected on fleet operations, vehicle emissions, and fleet economics. In this volume of the CleanFleet findings, the design and implementation of the project are summarized.

    The LNG fleet as of early 1997 consisted of 99 vessels with total cargo capacity of 10.7 million cu m, equivalent to approximately 4.5 million tons. One of the newest additions to the fleet, the 137,000-cu m tanker Al Zubarah, is five times the size of the original commercial vessel Methane Princess. Al Zubarah`s first loading of more than 60,000 tons occurred in December 1996 for deliver to Japanese buyers from the newly commissioned Qatargas LNG plant at Ras Laffan. That size cargo contains enough clean-burning energy to heat 60,000 homes in Japan for 1 month. Measuring nearly 1,000 ft long, the tanker is among the largest in the industry fleet and joined 70 other vessels of more than 100,000 cu m. Most LNG tankers built since 1975 have been larger-capacity vessels. The paper discusses LNG shipping requirements, containment systems, vessel design, propulsion, construction, operations and maintenance, and the future for larger vessels.

    Measurements of exhaust and evaporative emissions from Clean Fleet vans running on M-85, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), propane gas, and a control gasoline (RF-A) are presented. Three vans from each combination of vehicle manufacturer and fuel were tested at the California Air Resources Board (ARB) as they accumulated mileage in the demonstration. Data are presented on regulated emissions, ozone precursors, air toxics, and greenhouse gases. The emissions tests provide information on in-use emissions. That is, the vans were taken directly from daily commercial service and tested at the ARB. The differences in alternative fuel technology provide the basis for a range of technology options. The emissions data reflect these differences, with classes of vehicle/fuels producing either more or less emissions for various compounds relative to the control gasoline.

    There have been extensive studies of the current and potential environmental impact of Russian Northern fleet activities. However, despite the fact that the total number of ships in both fleets are comparable, there have been very few studies published in the open literature of the impact of the Pacific fleet. This study of the Pacific fleet's impact on neighboring countries was undertaken to partially remedy this lack of analysis. This study is focused on an evaluation of the inventory of major sources of radioactive material associated with the decommissioning of nuclear submarines, and an evaluation of releases to the atmosphere and their long-range (>100km) transboundary transport.

    In an effort to reduce national dependence on imported oil and to improve urban air quality, the US Department of Energy (DOE) is promoting the development and deployment of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to develop and conduct projects to evaluate the performance and acceptability of light-duty AFVs compared to similar gasoline vehicles. As part of this effort, NREL has undertaken a number of evaluation projects, including conducting telephone surveys with fleet managers and drivers of AFVs in the federal fleet. This report summarizes the results of the survey of state and city government fleet managers.

    The South Coast Alternative Fuels Demonstration, called CleanFleet, was conducted in the Los Angeles area from April 1992 through September 1994. The demonstration consisted of 111 package delivery vans operating on five alternative fuels and the control fuel, unleaded gasoline. The alternative fuels were propane gas, compressed natural gas, California Phase 2 reformulated gasoline (RFG), methanol with 15 percent RFG (called M-85), and electricity. This volume of the eight volume CleanFleet final report is a summary of the project design and results of the analysis of data collected during the demonstration on vehicle maintenance and durability, fuel economy, employee attitudes, safety and occupational hygiene, emissions, and fleet economics.

    The purpose of this manual is to assist prospective users in the understanding and execution of Fleet-Car Market PENetration Simulator (CPEN). CPEN is an interactive FORTRAN program whose purpose is to produce estimates of fleet-market-penetration rates of alternative passenger cars that can be described in terms of specific physical and economic attributes. The data were derived from questionnaires distributed to fleet operators affiliated with National Association of Fleet Administrators (NAFA). Besides the NAFA data, CPEN uses 48 variables that are interactively inserted. Complete data-input descriptions are included in the manual along with algorithm and application flowcharts. Examples of complete successful simulator runs are included for alternative program paths. A listing of the computer program and a glossary for CPEN are included.

    The goal of the U.S. Department of Energy's (DOE) Loaner Program is to increase the awareness, deployment, and use of electric vehicles (EVs) in Federal fleets. The Loaner Program accomplishes this by providing free EVs to Federal fleets on a loaner basis, generally for 1 or 2 months. The Program partners DOE with six electric utilities, with DOE providing financial support and some leads on Federal fleets interested in obtaining EVs. The utilities obtain the vehicles, identify candidate loaner fleets, loan the vehicles, provide temporary charging infrastructure, provide overall support to participating Federal fleets, and support fleets with their leasing decisions. While the utilities have not had the success initially envisioned by themselves, DOE, the Edison Electric Institute, and the Electric Vehicle Association of the Americas, the utilities can not be faulted for their efforts, as they are not the entity that makes the ultimate lease or no-lease decision. Some external groups have suggested to DOE that they direct other federal agencies to change their processes to make loaning vehicles easier; this is simply not within the power of DOE. By law, a certain percentage of all new vehicle acquisitions are supposed to be alternative fuel vehicles (AFV); however, with no enforcement, the federal agencies are not compelled to lease AFVs such as electric vehicles.

    Theoretical studies on the relationship between incentive regulation and investment in network industries generally point out that incentive regulation has a negative impact on investment. However, empirical evidence in this area is scarce. An analysis suggests that in the Dutch electricity and gas networks since 2001, incentive regulation has ensured a more rational and professional approach towards investments, with investment levels coming down somewhat at the start of the regulation but picking up later on.     The U.S. fleet of light-duty vehicles consists of cars and light trucks, including minivans, sport utility vehicles (SUVs) and trucks with gross vehicle weight less than 8,500 pounds. The fuel economy of light-duty vehicles is regulated by the (Corporate Average Fuel Economy) CAFE standards set by the National Highway Traffic Safety Administration. Currently, the CAFE standard is 27.5 miles per gallon (mpg) for cars and 20.7 mpg for light trucks. The most recent increase in the CAFE standard for cars was in 1990, and the most recent increase in the CAFE standard for light trucks was in 1996.
