    The past three decades saw the rapid development of renewable energy technologies and the concurrent evolution of state and federal financial and regulatory incentives, programs and policies to augment that development. Within the past two years, utility companies have created new incentives and programs that promote the use of renewable energy. Many of these incentives are in response to electric utility restructuring, while others are part of a broader corporate perspective that seeks to diversify into renewable energy generation, manage demand-side growth, or reap environmental benefits. This paper will present the current status of available utility incentives and programs throughout the united States as collected and databased by the Interstate Renewable Energy Council's (IREC) Database of State Incentives for Renewable Energy (DSIRE) project. Discussion will focus on putting the status of utility incentives programs into the context of the current restructuring movement, as well as how the DSIRE project can assist local, state, and national policy makers; industry, businesses and consumers; environmental and consumer advocates; and energy policy researchers.

    OAK - B135 Advancement in the use of renewable energy over the past decade is due, in part, to progress in coordinating renewable energy policies, programs and initiatives across all governmental levels and all sectors of business. Through recent efforts by IREC?s DSIRE project, information on existing federal, state, local, and utility programs and incentives has been easier for the general public and government agencies to access and, as a result, use of these programs is beginning to increase. Increasing awareness of incentives can directly and positively impact the use of renewable energy. The DSIRE project?s primary objective, therefore, is to provide a single resource for all available incentive programs. Information produced by DSIRE is of increasing value to an audience of: · State and local energy offices and regulatory agencies that may be considering new programs or initiatives, or extensions and expansions of past programs; · State regulatory agencies or utility commissions that have approval or influence over the creation of regulatory incentives; · Utility companies who may be considering the creation of new programs and incentives for renewable energy; · Consumers, businesses, and renewable energy industries that need timely information on such incentives for purchasing and business planning; · Schools and youth activity organizations seeking exciting and innovative applications of science and technology; and · Renewable energy, environmental and consumer organizations actively promoting the utilization of renewable energy technologies.

Some managers go beyond training to offer cash bonus and other incentives. Training must be continuous because of the high turnover in personnel.     In 1996, the State of Utah instigated a pilot program intended to improve the energy efficiency of newly designed State buildings. The goal of the program was to show that buildings could be designed to be more energy efficient than the State's energy code, ASHRAE/IES 90.1, without adding to the construction costs. Four of the eight buildings beat the code by at least 50%; one by 40% and one by only 22%. One project is still in design. This paper summarizes the program's design, implementation and results through May 3, 1998. It presents an informal evaluation and discusses program highlights - both positive and negative. The difficulties--both technical and political--in using the ASHRAE Standard for Energy Efficient Design of New Buildings (ASHRAE/IES 90.1) in an incentive-based program are discussed. Possible solutions to specific problems are presented. The impact of incentives on the design teams, their methods and the resulting design are also discussed.

    Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

    In the U.S., the increasing financial support for customer-sited photovoltaic (PV) systems provided through publicly-funded incentive programs has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in addressing PV system performance. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address factors that affect performance, and describe key implementation details. Based on this review, we then offer recommendations for how PV incentive programs can be effectively designed to mitigate potential performance issues.

    The Department of Energy (Department) established a Cost-Reduction Incentive Program (CRIP) at Westinghouse Savannah River Company (Westinghouse) in October 1992. In 1997, the Department performed a comprehensive review of Westinghouse`s performance-based incentives and cost-reduction incentives, and concluded that most of the savings identified through the CRIP occurred through greater management focus on reducing costs, working smart, or the results of budget constraints, as opposed to innovative changes in work methods and processes. The Assessment Team recommended that the Savannah River Operations Office (Operations Office) re-evaluate the effectiveness of the CRIP and consider either modifying the program to provide for payment only for innovative ideas, or cancel the program and utilize performance-based incentives to reward cost savings over some pre-established threshold. The objective of this audit was to determine whether the Operations Office took appropriate action in response to the Department`s internal assessment of the CRIP. The Operations Office did not take appropriate action in response to the internal assessment. The Operations Office stated that Westinghouse did not agree to the modification or cancellation of the CRIP, and the Department could not unilaterally modify or cancel the program because it was incorporated into the contract. However, the Operations Office could have substantially reduced its CRIP payments to Westinghouse without amending the contract by (1) enforcing the contract terms that required Westinghouse to use best commercial practices and industry standards in contract performance, and (2) requiring Westinghouse to comply with its internal procedures which required that cost-reduction proposals be innovative.

    The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

This paper begins with a general background discussion on cost-effectiveness analysis of DER and then describes how cost-effectiveness tests can be applied to CHP. Cost-effectiveness results are then calculated and analyzed for CHP projects in five states: Arkansas, Colorado, Iowa, Maryland, and North Carolina. Based on the results obtained for these five states, this paper offers four considerations to inform regulators in the application of cost-effectiveness tests in developing CHP programs.

    The Fiscal Year (FY) 1995 Performance Based Incentive (PBI) Program at the Department of Energy`s (DOE) Richland Operations Office (Richland) was initiated by Richland as one part of the broader DOE Contract Reform Initiative being implemented at the Hanford Site in FY 1995. This program was identified as an area of concern by the Office of Inspections as a result of previous inspection work. Specifically, during a limited review of the construction of an Effluent Treatment Facility at the Hanford Site, we were unable to identify any written policies describing PBI program controls or implementation procedures.     The Texas A M experimental high energy physics program continued to reach significant milestones in each of its research initiatives during the course of the past year. We are participating in two major operating experiments, CDF and MACRO. In CDF, the Texas A M group has spearheaded the test beam program to recalibrate the Forward Hadron Calorimeter for the upcoming CDF data run, as well as contributing to the ongoing analysis work on jets and b-quarks. In MACRO, we have assisted in the development of the final version of the wave form digitizing system being implemented for the entire scintillator system. The construction of the first six supermodules of the detector has been completed and all six are currently taking data with streamer chambers while four have the completed scintillator counter system up and running. We have built and tested prototypes of a liquid-scintillator fiber calorimeter system, in which internally reflecting channels are imbedded in a lead matrix and filled with liquid scintillator. This approach combines the performance features of fiber calorimetry and the radiation hardness of liquid scintillator, and is being developed for forward calorimetry at the SSC. The microstrip chamber is a new technology for precision track chambers that offers the performance required for future hadron colliders. The theoretical high energy physics program has continued to develop during the past funding cycle. We have continued the study of their very successful string-derived model that unifies all known interactions; flipped SU(5), which is the leading candidate for a TOE. Work has continued on some generalizations of the symmetries of string theory, known as W algebras. These are expected to have applications in two-dimensional conformal field theory, two-dimensional extensions of gravity and topological gravity and W-string theory.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    The Texas A&M experimental high energy physics program has been supported since its inception by DOE Contract DE-AS05-81ER40039. During that period we established a viable experimental program at a university which before this time had no program in high energy physics. In 1990, the experimental program was augmented with a program in particle theory. In the accompanying final report, we outline the research work accomplished during the final year of this contract and the program being proposed for consideration by the Department of Energy for future grant support.     The University of Texas at El Paso (UTEP) is located on 300 acres, only a few hundred years from the US/Mexico border. The DOE Infrastructure Support Program was initiated at UTEP in 1987. The purpose of the program was to assist the University in building the infrastructure required for its emerging role as a regional center for energy-related research. Equally important was the need to strength the University`s ability to complete for sponsored energy-related programs at the state and national levels and to provide opportunities for faculty, staff and students to participate in energy-related research and outreach activities. The program had four major objectives, as follows: (1) implement energy research, outreach and demonstration projects already funded, and prepare new proposals to fund university research interests; (2) establish an Energy Center as a separate operational entity to provide continuing infrastructure support for energy-related programs; (3) strengthen university/private sector energy research linkages; and (4) involve minority graduate and undergraduate students in energy research and outreach activities. Each of the above objectives has been exceeded substantially, and, as a consequence, the University has become a regional leader in energy and environmental research and outreach efforts.

    Rising energy prices and climate change are central issues in the debate about our nation's energy policy. Many are demanding increased energy efficiency as a way to help reduce greenhouse gas emissions and lower the total cost of electricity and energy services for consumers and businesses. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit-motivation, or even a financial disincentive, when compared to supply-side investments. With the recent introduction of Duke Energy's Save-a-Watt incentive mechanism and ongoing discussions about decoupling, regulators and policymakers are now faced with an expanded and diverse landscape of financial incentive mechanisms, Determining the 'right' way forward to promote deep and sustainable demand side resource programs is challenging. Due to the renaissance that energy efficiency is currently experiencing, many want to better understand the tradeoffs in stakeholder benefits between these alternative incentive structures before aggressively embarking on a path for which course corrections can be time-consuming and costly. Using a prototypical Southwest utility and a publicly available financial model, we show how various stakeholders (e.g. shareholders, ratepayers, etc.) are affected by these different types of shareholder incentive mechanisms under varying assumptions about program portfolios. This quantitative analysis compares the financial consequences associated with a wide range of alternative incentive structures. The results will help regulators and policymakers better understand the financial implications of DSR program incentive regulation.

    The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

    The Texas A&M experimental high energy physics program continued to reach significant milestones in each of its research initiatives during the course of the past year. We are participating in two major operating experiments, CDF and MACRO. In CDF, the Texas A&M group has spearheaded the test beam program to recalibrate the Forward Hadron Calorimeter for the upcoming CDF data run, as well as contributing to the ongoing analysis work on jets and b-quarks. In MACRO, we have assisted in the development of the final version of the wave form digitizing system being implemented for the entire scintillator system. The construction of the first six supermodules of the detector has been completed and all six are currently taking data with streamer chambers while four have the completed scintillator counter system up and running. We have built and tested prototypes of a liquid-scintillator fiber calorimeter system, in which internally reflecting channels are imbedded in a lead matrix and filled with liquid scintillator. This approach combines the performance features of fiber calorimetry and the radiation hardness of liquid scintillator, and is being developed for forward calorimetry at the SSC. The microstrip chamber is a new technology for precision track chambers that offers the performance required for future hadron colliders. The theoretical high energy physics program has continued to develop during the past funding cycle. We have continued the study of their very successful string-derived model that unifies all known interactions; flipped SU(5), which is the leading candidate for a TOE. Work has continued on some generalizations of the symmetries of string theory, known as W algebras. These are expected to have applications in two-dimensional conformal field theory, two-dimensional extensions of gravity and topological gravity and W-string theory.

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    The high energy physics program has continued its experimental activities over. In CDF, the Texas A&M group has led an effort to design an upgrade for the silicon vertex detector, and is currently working with the rest of the collaboration on the next major data taking run. In MACRO, work was done on the development of the final version of the wave form digitizing system being implemented for the entire scintillator system. This work is nearing completion, and the system is expected to be up and running on the detector by summer 1993. Work was done within the SDC group to develop gas microstrip chambers for use in precision tracking at the SSC, and in the GEM group, toward the development of a suitable forward calorimeter design. The theoretical high energy physics program has continued the study of a very successful string-derived model that unifies all known interactions: flipped SU(5), which is the leading candidate for a TOE. Work has also continued on some generalizations of the symmetries of string theory, known as W algebras. These are expected to have applications in two-dimensional conformal field theory, two-dimensional extensions of gravity and topological gravity and W-string theory.

    The objective of this Energy Engineering Analysis (EEA) for LSAAP is threefold: Develop a systematic plan of projects which will result in reducing energy consumption. Consider renewable energy sources with the objective of establishing an orderly procedure for reducing use of non-renewable energy sources. Determine the feasibility of Total Energy (TE), Selective Energy (SE), and Central Heating Plant (CHP) concepts using alternative fuels. In essence, an assessment of the entire energy picture at LSAAP was undertaken. This report is a summary of that effort. LSAAP was originally built during 1941 and 1942 as a shell loading plant for the Army. After World War II, the facility was deactivated until 1951 when it was reactivated as a Government Owned, Contractor Operated (GOCO) facility. Day and Zimmerman was selected as the operator in 1951 and has been the operating contractor ever since. Located just west of Texarkana, Texas, LSAAP encompasses an area of approximately 15,546 acres. The primary mission of LSAAP is to load, assemble and pack ammunition and ammunition components for the Army.

    Incentives play an important role in (security and IT) risk management of a large-scale organization with multiple autonomous divisions. This paper presents an incentive mechanism design framework for risk management based on a game-theoretic approach. The risk manager acts as a mechanism designer providing rules and incentive factors such as assistance or subsidies to divisions or units, which are modeled as selfish players of a strategic (noncooperative) game. Based on this model, incentive mechanisms with various objectives are developed that satisfy efficiency, preference-compatibility, and strategy-proofness criteria. In addition, iterative and distributed algorithms are presented, which can be implemented under information limitations such as the risk manager not knowing the individual units' preferences.     This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Texas Army National Guard (ARNG) property in Austin, Texas. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing, preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining, site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Bee Caves Armory property, the requirements of the Department of Defense Installation Restoration Program. Of concern is the potential for hazardous waste to be present on the property as a result of the former Nike Missile Base operations or in the form of original construction materials. Environmentally sensitive operations associated with the property from that period include (1) underground fuel storage, (2) hazardous materials storage/use, (3) disposal of hazardous waste and (4) release of hazardous waste water.

Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. The results of mass spectroscopic analysis for He are given for 563 ground water sites in Mississippi. Field measurements and observations are reported for each site.     The results of a research investigation of solar financial and research, demonstration, and development (RD and D) incentive programs in 18 states are summarized. The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

    This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.
