Incentive program for energy efficient design of state buildings

In 1996, the State of Utah instigated a pilot program intended to improve the energy efficiency of newly designed State buildings. The goal of the program was to show that buildings could be designed to be more energy efficient than the State's energy code, ASHRAE/IES 90.1, without adding to the construction costs. Four of the eight buildings beat the code by at least 50%; one by 40% and one by only 22%. One project is still in design. This paper summarizes the program's design, implementation and results through May 3, 1998. It presents an informal evaluation and discusses program highlights - both positive and negative. The difficulties--both technical and political--in using the ASHRAE Standard for Energy Efficient Design of New Buildings (ASHRAE/IES 90.1) in an incentive-based program are discussed. Possible solutions to specific problems are presented. The impact of incentives on the design teams, their methods and the resulting design are also discussed.

Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

Distributed Solar Incentive Programs: Recent Experience and Best Practices for Design and Implementation

Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

In the U.S., the increasing financial support for customer-sited photovoltaic (PV) systems provided through publicly-funded incentive programs has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in addressing PV system performance. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address factors that affect performance, and describe key implementation details. Based on this review, we then offer recommendations for how PV incentive programs can be effectively designed to mitigate potential performance issues.

A Global Review of Incentive Programs to Accelerate Energy-Efficient Appliances and Equipment  

SciTech Connect (OSTI)

Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

The Department of Energy (Department) established a Cost-Reduction Incentive Program (CRIP) at Westinghouse Savannah River Company (Westinghouse) in October 1992. In 1997, the Department performed a comprehensive review of Westinghouse`s performance-based incentives and cost-reduction incentives, and concluded that most of the savings identified through the CRIP occurred through greater management focus on reducing costs, working smart, or the results of budget constraints, as opposed to innovative changes in work methods and processes. The Assessment Team recommended that the Savannah River Operations Office (Operations Office) re-evaluate the effectiveness of the CRIP and consider either modifying the program to provide for payment only for innovative ideas, or cancel the program and utilize performance-based incentives to reward cost savings over some pre-established threshold. The objective of this audit was to determine whether the Operations Office took appropriate action in response to the Department`s internal assessment of the CRIP. The Operations Office did not take appropriate action in response to the internal assessment. The Operations Office stated that Westinghouse did not agree to the modification or cancellation of the CRIP, and the Department could not unilaterally modify or cancel the program because it was incorporated into the contract. However, the Operations Office could have substantially reduced its CRIP payments to Westinghouse without amending the contract by (1) enforcing the contract terms that required Westinghouse to use best commercial practices and industry standards in contract performance, and (2) requiring Westinghouse to comply with its internal procedures which required that cost-reduction proposals be innovative.

Report on inspection of the performance based incentive program at the Richland Operations Office

The Fiscal Year (FY) 1995 Performance Based Incentive (PBI) Program at the Department of Energy`s (DOE) Richland Operations Office (Richland) was initiated by Richland as one part of the broader DOE Contract Reform Initiative being implemented at the Hanford Site in FY 1995. This program was identified as an area of concern by the Office of Inspections as a result of previous inspection work. Specifically, during a limited review of the construction of an Effluent Treatment Facility at the Hanford Site, we were unable to identify any written policies describing PBI program controls or implementation procedures. We were told that Richland Operations Office Program Management personnel were not directly involved in the selection of the Effluent Treatment Facility project for the PBI Program, or in the determination that this particular PBI would be established with a potential fee of $1 million.

Analysis of Minimum Efficiency Standards and Rebate Incentive Programs for Domestic Refrigerators in the Pacific Northwest.

Refrigerator-freezers (R/Fs) and freezers (FRs) account for 16% of the electricity consumed in the residential sector of the Bonneville Power Administration (BPA) forecast region (Oregon, Washington, Idaho and Western Montana). After space and water heating, R/Fs are the largest residential electrical end-use. There is great potential for reducing electricity consumption in a cost-effective manner through the purchase and use of more energy-efficient R/Fs and FRs. For example, if every household in the BPA region had the best R/F model now mass-produced, the electricity savings would be about 5 billion kWh/yr, approximately the power supplied annually by 1000 MW of nuclear or coal-fired generating capacity. The Northwest Power Planning Council (NPPC) and BPA recognize the savings potential from efficient R/Fs and FRs as well as the barriers to their use. In the 1983 regional power plan, the Council directed BPA to develop and implement incentive and promotion programs for efficient appliances. The NPPC also called for the evaluation of minimum efficiency standards for appliances sold in the region. In response to this directive, the Office of Conservation in BPA funded an evaluation of both rebate incentive programs and minimum efficiency standards for R/Fs and FRs. The results are presented in this report.

Cybersecurity practice lags behind cyber technology achievements. Solutions designed to address many problems may and do exist but frequently cannot be broadly deployed due to economic constraints. Whereas security economics focuses on the cost/benefit analysis and supply/demand, we believe that more sophisticated theoretical approaches, such as economic modeling, rarely utilized, would derive greater societal benefits. Unfortunately, today technologists pursuing interesting and elegant solutions have little knowledge of the feasibility for broad deployment of their results and cannot anticipate the influences of other technologies, existing infrastructure, and technology evolution, nor bring the solutions lifecycle into the equation. Additionally, potentially viable solutions are not adopted because the risk perceptions by potential providers and users far outweighs the economic incentives to support introduction/adoption of new best practices and technologies that are not well enough defined. In some cases, there is no alignment with redominant and future business models as well as regulatory and policy requirements. This paper provides an overview of the economics of security, reviewing work that helped to define economic models for the Internet economy from the 1990s. We bring forward examples of potential use of theoretical economics in defining metrics for emerging technology areas, positioning infrastructure investment, and building real-time response capability as part of software development. These diverse examples help us understand the gaps in current research. Filling these gaps will be instrumental for defining viable economic incentives, economic policies, regulations as well as early-stage technology development approaches, that can speed up commercialization and deployment of new technologies in cybersecurity.

Achieving significant reductions in retail electric sales is becoming a priority for policymakers in many states and is echoed at the federal level with the introduction of legislation to establish a national energy efficiency resource standard. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit motivation, or even a financial disincentive, when compared to supply-side investments. In response to an information request from the Kansas Corporation Commission staff, we conducted a financial analysis to assess the utility business case in Kansas for pursuing more aggressive energy efficiency that complies with recent state legislation. Kansas' utilities are vertically integrated and don't face retail competition. With historically low retail rates and modest experience with energy efficiency, the achievement of rapid and substantial sales reductions from energy efficiency will require a viable utility business model. Using a conglomerate of the three largest utilities in Kansas, we quantitatively illustrate the tradeoff between ratepayer and shareholder interests when a 1percent reduction in incremental sales is achieved through energy efficiency both with and without the impact of future carbon regulation. We then assess if the utility can be compensated in a manner that produces a sufficient business case but leaves an adequate amount of net resource benefits for ratepayers at a cost that is not overly burdensome. Finally, we show how several common shareholder incentive mechanisms would be designed to achieve this balance.

This report documents the TFE Conceptual Design, which provided the design guidance for the TFE Verification program. The primary goals of this design effort were: (1) establish the conceptual design of an in-core thermionic reactor for a 2 Mw(e) space nuclear power system with a 7-year operating lifetime; (2) demonstrate scalability of the above concept over the output power range of 500 kW(e) to 5 MW(e); and (3) define the TFE which is the basis for the 2 MW (e) reactor design. This TFE specification provided the basis for the test program. These primary goals were achieved. The technical approach taking in the conceptual design effort is discussed in Section 2, and the results are discussed in Section 3. The remainder of this introduction draws a perspective on the role that this conceptual design task played in the TFE Verification Program.

Radiation dose limits are based on the sum of effective dose equivalent from intakes and the whole body dose from external sources. These significant changes in the regulations will require, at a minimum, a complete review of personnel monitoring programs to determine their adequacy. In this session we will review a systematic method of designing a routine personnel monitoring program that will comply with the requirements of the new regulations. Analysis of the results of Federal incentives used to stimulate energy production

The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

Municipal Sludge Land Application expert System (MuSLAXS)is as expert system developed for site assessment and design analysis of municipal sludge application on agricultural land. The system has knowledge on the technical and regulatory aspects of sludge land application and understanding of soil-plant systems for South Carolina. It can be effectively used outside South Carolina with modifications to incorporate specific regulations on land treatment and soil and crop database. A database supports this expert system and provides appropriate default values for sludge and soil characteristics, and fertilizer recommendations for crops commonly grown in South Carolina. Information on the sludge characteristics is gathered from the user, if it is available, or it is retrieved from the sludge database. Based on the recommendations by the EPA and the expert, a list of 22 constituents, for which the sludge should be analyzed is developed. This list includes: total solids, volatile solids, total nitrogen (TNK), ammonia-nitrogen, organic-nitrogen, phosphorus, potassium, sulfur, cadmium, copper, lead, nickel, zinc, PCBs, calcium, magnesium, chromium, boron, arsenic, aluminum, cobalt, and molybdenum.

As a result of prior EPRI-sponsored studies, it was concluded that a research program should be designed and implemented to provide an improved basis for the design, procurement, testing, and operation of large feed pumps with increased reliability and stability over the full range of operating conditions. This two-volume report contains a research plan which is based on a review of the present state of the art and which defines the necessary R and D program and estimates the benefits and costs of the program. The recommended research program consists of 30 interrelated tasks. It is designed to perform the needed research; to verify the results; to develop improved components; and to publish computer-aided design methods, pump specification guidelines, and a troubleshooting manual. Most of the technology proposed in the research plan is applicable to nuclear power plants as well as to fossil-fired plants. This volume discusses the design, performance and failures of feed pumps, and recommendations for research on pump dynamics, design, and specifications.

The goal of environmental management is to reduce environmental pollution and minimize risks associated with a facility's production, operations and maintenance. An environmental management program oversees the environmental functions within an agency, generally providing guidance and technical support throughout the entire organization. An environmental audit program is a critical component of an agency's ongoing environmental management program. Auditing increasingly is being used as a systematic method for verifying compliance with applicable statutes and regulations, evaluating the effectiveness of environmental management systems already in place, and identifying unregulated risks present at a facility. In essence, environmental auditing provides the data for a facility or agency to prepare a report card to ensure that the goals and objectives of their ongoing environmental program are achieved. The Environmental Protection Agency (EPA) defines environmental auditing as a systematic, documented, periodic and objective review of facility operations and practices related to meeting environmental requirements. In addition, EPA policy encourages all Federal agencies to develop auditing programs and offers technical assistance to help Federal agencies design audit programs. The guidance document is one means by which EPA is following through on its commitment to provide such assistance to other Federal agencies.

Despite the recent acquisition of significant quantities of computed radiography CR equipment for mammography, Mexican regulations do not specify the performance requirements for digital systems such as those of CR type. The design of a quality control program QCP specific for CR mammography systems was thus considered relevant. International protocols were taken as reference to define tests, procedures and acceptance criteria. The designed QCP was applied in three CR mammography facilities. Important deficiencies in spatial resolution, noise, image receptor homogeneity, artifacts and breast thickness compensation were detected.

Achieving the Advanced Turbine Systems (ATS) goals of 60% efficiency, single-digit NO{sub x}, and 10% electric power cost reduction imposes competing characteristics on the gas turbine system. Two basic technical issues arise from this. The turbine inlet temperature of the gas turbine must increase to achieve both efficiency and cost goals. However, higher temperatures move in the direction of increased NO{sub x} emission. Improved coatings and materials technologies along with creative combustor design can result in solutions to achieve the ultimate goal. GE`s view of the market, in conjunction with the industrial and utility objectives, requires the development of Advanced Gas Turbine Systems which encompass two potential products: a new aeroderivative combined-cycle system for the industrial market, and a combined-cycle system for the utility sector that is based on an advanced frame machine. The GE Advanced Gas Turbine Development program is focused on two specific products: (1) a 70 MW class industrial gas turbine based on the GE90 core technology utilizing an innovative air cooling methodology; (2) a 200 MW class utility gas turbine based on an advanced Ge heavy-duty machine utilizing advanced cooling and enhancement in component efficiency. Both of these activities required the identification and resolution of technical issues critical to achieving ATS goals. The emphasis for the industrial ATS was placed upon innovative cycle design and low emission combustion. The emphasis for the utility ATS was placed on developing a technology base for advanced turbine cooling, while utilizing demonstrated and planned improvements in low emission combustion. Significant overlap in the development programs will allow common technologies to be applied to both products. GE Power Systems is solely responsible for offering GE products for the industrial and utility markets.

Incentive regulation of investor-owned nuclear power plants by public utility regulators. Revision 1

The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

ILC Polarized Electron Source Design and R&D Program

The R and D program for the ILC electron focuses on three areas. These are the source drive laser system, the electron gun and photo cathodes necessary to produce a highly polarized electron beam. Currently, the laser system and photo cathode development take place at SLAC's 'ILC Injector Test facility', which is an integrated lab (laser and gun) that allows the production of the electron beam and is equipped with a set of diagnostics, necessary to characterize the source performance. Development of the ILC electron gun takes place at Jefferson Lab, where advanced concepts and technologies for HV DC electron guns for polarized beams are being developed. The goal is to combine both efforts at one facility to demonstrate an electron beam with ILC specifications, which are electron beam charge and polarization as well as the cathode's lifetime. The source parameters are summarized in Table 1. The current schematic design of the ILC central complex is depicted in Figure 1. The electron and positron sources are located and laid out approximately symmetric on either side of the damping rings.

Making solar laws work: a study of state solar energy incentives

The results of a research investigation of solar financial and research, demonstration, and development (RD and D) incentive programs in 18 states are summarized. The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

An analysis of cost effective incentives for initial commercial deployment of advanced clean coal technologies

This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

Passamaquoddy Innovative Clean Coal Technology Program: Public design report

The Passamaquoddy Technology Recovery Scrubber{trademark} was conceived and developed specifically to address two problems experienced by the Dragon cement plant; meeting increasingly stringent gas emission limits for sulfur dioxide, and disposing of kiln dust, containing alkali oxides, which had to be wasted in order to avoid kiln operating and product quality problems. The idea involved making the kiln dust into a slurry in order to leach out the species (primarily potassium and sulfur) which rendered it unacceptable for return to kiln feed. This slurry, the liquid part of which is an alkaline solution, acts as a scrubbing reagent for SO{sub 2} in the flue gas while CO{sub 2} in the gas serves to precipitate soluble calcium and release sulfate for combination with the potassium. The effect of the process is to scrub SO{sub 2} from kiln flue gas, extract the volatile species from the dust allowing it to be returned to the kiln, and yield a leachate comprising potassium sulfate which can be crystallized (using heat recovered from the flue gas) and sold as fertilizer. Apart from widespread application in the cement industry, it was evident that, if the process could be demonstrated, its potential would extend to any plant burning fossil fuel where an alkaline waste either occurs intrinsically or can be juxtaposed. Obvious candidates appeared to include the pulp and paper industry and waste incineration. The chemistry was proved in a 1/100th scale pilot plant using actual kiln dust and a slip stream of kiln gas. A full scale demonstration installation was commissioned in 1989 by CDN (USA), the owners of the Dragon plant with the financial support of the US Department of Energy under its innovative Clean Coal Technology Program.

Country Review of Energy-Efficiency Financial Incentives in the Residential Sector

A large variety of energy-efficiency policy measures exist. Some are mandatory, some are informative, and some use financial incentives to promote diffusion of efficient equipment. From country to country, financial incentives vary considerably in scope and form, the type of framework used to implement them, and the actors that administer them. They range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-points rewarding customers for buying highly efficient appliances (Japan). All have the primary objective of transforming the current market to accelerate the diffusion of efficient technologies by addressing up-front cost barriers faced by consumers; in most instances, efficient technologies require a greater initial investment than conventional technologies. In this paper, we review the different market transformation measures involving the use of financial incentives in the countries belonging to the Major Economies Forum. We characterize the main types of measures, discuss their mechanisms, and provide information on program impacts to the extent that ex-ante or ex-post evaluations have been conducted. Finally, we identify best practices in financial incentive programs and opportunities for coordination between Major Economies Forum countries as envisioned under the Super Efficient Appliance Deployment (SEAD) initiative.

Since 1982, ASHRAE and the US Department of Energy have worked together to update ANSI/ASHRAE/IES Standard 90A-1980, Energy Conservation in Building Design.'' The new standard, ASHRAE/IES Standard 90.1-1989, Energy-Efficient Design of New Buildings Except Low-Rise Residential Buildings,'' is substantially changed in form and concept from Standard 90A-1980, especially in how it deals with exterior envelopes. In the new standard, designers can use either of two methods -- prescriptive or system performance -- to comply with building envelope requirements. Under the prescriptive method, requirements are listed in tabular form and designers must demonstrate compliance with each individual requirement. In the system performance method, designers generate the requirements for their specific building using a set of equations. The equations establish limits on permissible heating and cooling coil loads based on the local climate and the internal loads in the exterior zones of the building. A personal computer program, ENVSTD (ENVelope STanDard), has been written to simplify compliance with the system performance path of the standard. The program can also be used to evaluate the impact of varying envelope characteristics on building heating and cooling coil loads in specific locations. This paper provides examples of the impacts that the standard's envelope requirements have on envelope design. Use of the ENVSTD program as a design tool to determine the heating and cooling load impacts of various envelope strategies is also demonstrated. 7 refs., 12 figs.

Correctional facilities are typically ``energy hogs.`` Prison facilities normally have the highest energy costs and are the most energy-intensive building type for local and state jurisdictions. The 24-hour operation and continuous, year-round use of these facilities means very high maintenance and operating costs. To minimize future utility costs, an integrated energy planning approach for a new detention facility is highly desirable at the earliest stages of programming. When energy-efficiency criteria are integrated early in a planning and design process, significant energy and operating cost savings can be achieved with little or no additional construction costs. Examination of incentive mechanisms for innovative technologies applicable to utility and nonutility power generators

Innovative technologies, built by either utility or nonutility power generators, have the potential to lower costs with less environmental emissions than conventional technologies. However, the public-good nature of information, along with uncertain costs, performance, and reliability, discourages rapid adoption of these technologies. The effect of regulation of electricity production may also have an adverse impact on motivation to innovate. Slower penetration of cleaner, more efficient technologies could result in greater levels of pollution, higher electricity prices, and a reduction in international competitiveness. Regulatory incentives could encourage adoption and deployment of innovative technologies of all kinds, inducting clean coal technologies. Such incentives must be designed to offset risks inherent in innovative technology and encourage cost-effective behavior. To evaluate innovative and conventional technologies equally, the incremental cost of risk (ICR) of adopting the innovative technology must be determined. Through the ICR, the magnitude of incentive required to make a utility (or nonutility) power generator equally motivated to use either conventional or innovative technologies can be derived. Two technology risks are examined: A construction risk, represented by a 15% cost overrun, and an operating risk, represented by a increased forced outage rate (decreased capacity factor). Different incentive mechanisms and measurement criteria are used to assess the effects of these risks on ratepayers and shareholders. In most cases, a regulatory incentive could offset the perceived risks while encouraging cost-effective behavior by both utility and nonutility power generators. Not only would the required incentive be recouped, but the revenue requirements would be less for the innovative technology; also, less environmental pollution would be generated. In the long term, ratepayers and society would benefit from innovative technologies.

A renewed interest in new nuclear power generation in the US has spurred interest in developing advanced reactors with features which will address the public's concerns regarding nuclear generation. However, it is economic performance which will dictate whether any new orders for these plants will materialize. Economic performance is, to a great extent, improved by maximizing the time that the plant is on-line generating electricity relative to the time spent off-line conducting maintenance and refueling. Indeed, the strategy for the advanced light water reactor plant IRIS (International Reactor, Innovative and Secure) is to utilize an eight year operating cycle. This report describes a formalized strategy to address, during the design phase, the maintenance-related barriers to an extended operating cycle. The top-level objective of this investigation was to develop a methodology for injecting component and system maintainability issues into the reactor plant design process to overcome these barriers. A primary goal was to demonstrate the applicability and utility of the methodology in the context of the IRIS design. The first step in meeting the top-level objective was to determine the types of operating cycle length barriers that the IRIS design team is likely to face. Evaluation of previously identified regulatory and investment protection surveillance program barriers preventing a candidate operating PWR from achieving an extended (48 month) cycle was conducted in the context of the IRIS design. From this analysis, 54 known IRIS operating cycle length barriers were identified. The resolution methodology was applied to each of these barriers to generate design solution alternatives for consideration in the IRIS design. The methodology developed has been demonstrated to narrow the design space to feasible design solutions which enable a desired operating cycle length, yet is general enough to have broad applicability. Feedback from the IRIS design team indicates that the proposed solutions to the investigated operating cycle length barriers are both feasible and consistent with sound design practice.

This Yearly Technical Progress Report covers the period August 3, 1993 through July 31, 1994 for Phase 2 of the Advanced Turbine Systems (ATS) Program by Solar Turbines Incorporated under DOE Contract No. DE-AC421-93MC30246. As allowed by the Contract (Part 3, Section J, Attachment B) this report is also intended to fulfill the requirements for a fourth quarterly report. The objective of Phase 2 of the ATS Program is to provide the conceptual design and product development plan for an ultra-high efficiency, environmentally superior and cost-competitive industrial gas turbine system to be commercialized in the year 2000. During the period covered by this report, Solar has completed three of eight program tasks and has submitted topical reports. These three tasks included a Project Plan submission of information required by NEPA, and the selection of a Gas-Fueled Advanced Turbine System (GFATS). In the latest of the three tasks, Solar`s Engineering team identified an intercooled and recuperated (ICR) gas turbine as the eventual outcome of DOE`s ATS program coupled with Solar`s internal New Product Introduction (NPI) program. This machine, designated ``ATS50`` will operate at a thermal efficiency (turbine shaft power/fuel LHV) of 50 percent, will emit less than 10 parts per million of NOx and will reduce the cost of electricity by 10 percent. It will also demonstrate levels of reliability, availability, maintainability, and durability (RAMD) equal to or better than those of today`s gas turbine systems. Current activity is concentrated in three of the remaining five tasks a Market Study, GFATS System Definition and Analysis, and the Design and Test of Critical Components.

Design and Implementation of an International Training Program on Repository Development and Management

Korea Hydro and Nuclear Power Co., Ltd. (KHNP) is an electric company in the Republic of Korea with twenty operational nuclear power plants and eight additional units that are either planned or currently under construction. Regulations require that KHNP manage the radioactive waste generated by their nuclear power plants. In the course of planning low, intermediate, and high level waste storage facilities, KHNP sought interaction with an acknowledged expert in the field of radioactive waste management and, consequently, contacted Sandia National Laboratories (SNL). KHNP has contracted with SNL to provide a year long training program on repository science. This paper discusses the design of the curriculum, specific plans for execution of the training program, and recommendations for smooth implementation of international training programs. (authors)

Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

State-sponsored energy conservation policies and programs have been a key factor in the striking drop in energy intensity of China`s economy since the 1980s. China established an extensive administrative structure for energy management that linked the highest policy-making bodies with all the country`s major energy-users. A national agency was created to administer large grants and loans for energy-efficiency projects. A network of technical outreach and design centers provided end-users of efficient technologies with crucial information and expertise. Other important measures included energy-efficiency standards, financial incentives, support for research and development, and educational programs. The economic system reforms have rendered many of these policies and programs obsolete. China faces great challenges in redirecting policies and institutions to continue pursuing energy efficiency. This is a task that is vital to China`s long-term economic and environmental health.

The objective of the US Department of Energy High-Temperature Turbine Technology (DOE-HTTT) program is to bring to technology readiness a high-temperature (2600/sup 0/F to 3000/sup 0/F firing temperature) turbine within a 6- to 10-year duration, Phase II has addressed the performance of component design and technology testing in critical areas to confirm the design concepts identified in the earlier Phase I program. Based on the testing and support studies completed under Phase II, this report describes the updated turbine subsystem design for a coal-derived gas fuel (low-Btu gas) operation at 2600/sup 0/F turbine firing temperature. A commercial IGCC plant configuration would contain four gas turbines. These gas turbines utilize an existing axial flow compressor from the GE product line MS6001 machine. A complete description of the Primary Reference Design-Overall Plant Design Description has been developed and has been documented. Trends in overall plant performance improvement at higher pressure ratio and higher firing temperature are shown. It should be noted that the effect of pressure ratio on efficiency is significally enhanced at higher firing temperatures. It is shown that any improvement in overall plant thermal efficiency reflects about the same level of gain in Cost of Electricity (COE). The IGCC concepts are shown to be competitive in both performance and cost at current and near-term gas turbine firing temperatures of 1985/sup 0/F to 2100/sup 0/F. The savings that can be accumulated over a thirty-year plant life for a water-cooled gas turbine in an IGCC plant as compared to a state-of-the-art coal-fired steam plant are estimated. A total of $500 million over the life of a 1000 MW plant is projected. Also, this IGCC power plant has significant environmental advantages over equivalent coal-fired steam power plants.
