  13. DOE standard: Radiological control

    SciTech Connect (OSTI)

    Not Available

    1999-07-01

The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    SciTech Connect (OSTI)

    Peterson, V.L.; Stahlnecker, E.

    1996-05-01

Following the end of the Cold War, the mission of Rocky Flats Environmental Technology Site changed from production of nuclear weapons to cleanup. Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. This is done through a standard calculation ``template`` for use by all safety analysts preparing the new documents. This report describes this template and its use.

A microfabricated ion frequency standard (i.e. an ion clock) is disclosed with a permanently-sealed vacuum package containing a source of ytterbium (Yb) ions and an octupole ion trap. The source of Yb ions is a micro-hotplate which generates Yb atoms which are then ionized by a ultraviolet light-emitting diode or a field-emission electron source. The octupole ion trap, which confines the Yb ions, is formed from suspended electrodes on a number of stacked-up substrates. A microwave source excites a ground-state transition frequency of the Yb ions, with a frequency-doubled vertical-external-cavity laser (VECSEL) then exciting the Yb ions up to an excited state to produce fluorescent light which is used to tune the microwave source to the ground-state transition frequency, with the microwave source providing a precise frequency output for the ion clock.

Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

    1995-12-01

National standards organizations around the world are developing an environmental management standard to help organizations address significant environmental aspects of their activities. This standard, designated ISO 14000, will provide guidance for environmental management systems: environmental audits: Environmental performance evaluation: Environmental labeling and life-cycle assessment. The environmental management system specification, the lynch-pin of ISO 14000, will be published as an international standard in early 1996. Audit documents will follow shortly thereafter. Although conformance to ISO 14000 will be voluntary, US multinational companies are likely to discover that failure to participate creates trade barriers in Europe. The Environmental Commission created by NAFTA also is considering whether to make adherence to ISO 14000 a condition of trade. This presentation will provide an understanding of the ISO process to create the standard, key elements of ISO 14000, and implications for US companies. Such an understanding will enable organizations to determine whether adoption of ISO 14000 is strategically sound.

The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

  7. STANDARD OPERATING PROTOCOLS FOR DECOMMISSIONING

    SciTech Connect (OSTI)

    Foss, D. L.; Stevens, J. L.; Gerdeman, F. W.

    2002-02-25

Decommissioning projects at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites are conducted under project-specific decision documents, which involve extensive preparation time, public comment periods, and regulatory approvals. Often, the decision documents must be initiated at least one year before commencing the decommissioning project, and they are expensive and time consuming to prepare. The Rocky Flats Environmental Technology Site (RFETS) is a former nuclear weapons production plant at which hazardous substances and wastes were released or disposed during operations. As a result of the releases, RFETS was placed on the National Priorities List in 1989, and is conducting cleanup activities under a federal facilities compliance agreement. Working closely with interested stakeholders and state and federal regulatory agencies, RFETS has developed and implemented an improved process for obtaining the approvals. The key to streamlining the approval process has been the development of sitewide decision documents called Rocky Flats Cleanup Agreement Standard Operating Protocols or ''RSOPs.'' RSOPs have broad applicability, and could be used instead of project-specific documents. Although no two decommissioning projects are exactly the same and they may vary widely in contamination and other hazards, the basic steps taken for cleanup are usually similar. Because of this, using RSOPs is more efficient than preparing a separate project-specific decision documents for each cleanup action. Over the Rocky Flats cleanup life cycle, using RSOPs has the potential to: (1) Save over 5 million dollars and 6 months on the site closure schedule; (2) Eliminate preparing one hundred and twenty project-specific decision documents; and (3) Eliminate writing seventy-five closure description documents for hazardous waste unit closure and corrective actions.

This workshop is focused on the benefits of the DOE technical standards program, which is focused toward the preferred use of non-Government standards for DOE activities and the development of DOE technical standards when non-Government standards are not available or are inappropriate. One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program. Safety issues have been the driving force behind the program to date. Several companies offer products and services that support the development, processing, and retrieval of standards. This document mostly comprise vugraphs.

On February 24, 1992, OSHA published the final rule for its Process Safety Management Standard (PSM) mandated by the Clean Air Act Amendments of 1990. (see Federal Register 57 FR 6356-6417). This standard imposes several responsibilities upon employers whose processes can cause large accident releases that could result in processes can cause large accident releases that could result in catastrophes. In contrast to OSHA`s Hazard Communication standard which focuses on routine daily exposures to hazardous materials, the PSM Standard is concerned with processes whereby the use, storage, manufacturing, handling or on-site movement of highly hazardous chemicals which exceed threshold quantities, provides potential for a catastrophic release. The PSM Standard requires: a written program, plans, training, hazard analysis and compliance auditing. This paper outlines the provisions under this Standard pursuant to OSHA regulation 29 Code of Federal Regulation 1910.119.

Nuclear physics studies of fundamental symmetries and neutrino properties have played a vital role in the development and confirmation of the Standard Model of fundamental interactions. With the advent of the CERN Large Hadron Collider, experiments at the high energy frontier promise exciting discoveries about the larger framework in which the Standard Model lies. In this talk, I discuss the complementary opportunities for probing the 'new Standard Model' with nuclear physics experiments at the low-energy high precision frontier.

Here, a new ANSI standard titled “Thyroid Phantom Used in Occupational Monitoring” (Health Physics Society 2014) has been published. The standard establishes the criteria for acceptable design, fabrication, or modeling of a phantom suitable for calibrating in vivo monitoring systems to measure photon-emitting radionuclides deposited in the thyroid. The current thyroid phantom standard was drafted in 1973 (ANSI N44.3-1973), last reviewed in 1984, and a revision of the standard to cover a more modern approach was deemed warranted.

  18. Preparation of high purity plutonium oxide for radiochemistry instrument calibration standards and working standards

    SciTech Connect (OSTI)

    Wong, A.S.; Stalnaker, N.D.

    1997-04-01

Due to the lack of suitable high level National Institute of Standards and Technology (NIST) traceable plutonium solution standards from the NIST or commercial vendors, the CST-8 Radiochemistry team at Los Alamos National Laboratory (LANL) has prepared instrument calibration standards and working standards from a well-characterized plutonium oxide. All the aliquoting steps were performed gravimetrically. When a {sup 241}Am standardized solution obtained from a commercial vendor was compared to these calibration solutions, the results agreed to within 0.04% for the total alpha activity. The aliquots of the plutonium standard solutions and dilutions were sealed in glass ampules for long term storage.

  20. DOE Standard: Fire protection design criteria

    SciTech Connect (OSTI)

    Not Available

    1999-07-01

The development of this Standard reflects the fact that national consensus standards and other design criteria do not comprehensively or, in some cases, adequately address fire protection issues at DOE facilities. This Standard provides supplemental fire protection guidance applicable to the design and construction of DOE facilities and site features (such as water distribution systems) that are also provided for fire protection. It is intended to be used in conjunction with the applicable building code, National Fire Protection Association (NFPA) Codes and Standards, and any other applicable DOE construction criteria. This Standard replaces certain mandatory fire protection requirements that were formerly in DOE 5480.7A, ``Fire Protection``, and DOE 6430.1A, ``General Design Criteria``. It also contains the fire protection guidelines from two (now canceled) draft standards: ``Glove Box Fire Protection`` and ``Filter Plenum Fire Protection``. (Note: This Standard does not supersede the requirements of DOE 5480.7A and DOE 6430.1A where these DOE Orders are currently applicable under existing contracts.) This Standard, along with the criteria delineated in Section 3, constitutes the basic criteria for satisfying DOE fire and life safety objectives for the design and construction or renovation of DOE facilities.

The Department of Homeland Security’s Control Systems Security Program (CSSP) is working with industry to secure critical infrastructure sectors from cyber intrusions that could compromise control systems. This document describes CSSP’s current activities with industry organizations in developing cyber security standards for control systems. In addition, it summarizes the standards work being conducted by organizations within the sector and provides a brief listing of sector meetings and conferences that might be of interest for each sector. Control systems cyber security standards are part of a rapidly changing environment. The participation of CSSP in the development effort for these standards has provided consistency in the technical content of the standards while ensuring that information developed by CSSP is included.

  3. Appliance Efficiency Standards and Price Discrimination

    SciTech Connect (OSTI)

    Spurlock, Cecily Anna

    2013-05-08

I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

  19. 1997 DOE technical standards program workshop: Proceedings

    SciTech Connect (OSTI)

    1997-10-01

The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

The effect of a small amount of noise on the standard mapping is considered. Whenever the standard mapping possesses accelerator models (where the action increases approximately linearly with time), the diffusion coefficient contains a term proportional to the reciprocal of the variance of the noise term. At large values of the stochasticity parameter, the accelerator modes exhibit a universal behavior. As a result the dependence of the diffusion coefficient on stochasticity parameter also shows some universal behavior.

    2014-06-24

We present an extension of the standard model to dark sector with an unbroken local dark U(1){sub X} symmetry. Including various singlet portal interactions provided by the standard model Higgs, right-handed neutrinos and kinetic mixing, we show that the model can address most of phenomenological issues (inflation, neutrino mass and mixing, baryon number asymmetry, dark matter, direct/indirect dark matter searches, some scale scale puzzles of the standard collisionless cold dark matter, vacuum stability of the standard model Higgs potential, dark radiation) and be regarded as an alternative to the standard model. The Higgs signal strength is equal to one as in the standard model for unbroken U(1){sub X} case with a scalar dark matter, but it could be less than one independent of decay channels if the dark matter is a dark sector fermion or if U(1){sub X} is spontaneously broken, because of a mixing with a new neutral scalar boson in the models.

Before surplus plutonium pits can be decommissioned and converted into metal oxides to be used as reactor fuels, residual tritium must be reduced to an acceptable level. We have developed two analytical methods involving melting and acid dissolution, combined with liquid scintillation counting as a quantitative and sensitive technique for measuring residual tritium in Pu metal. The detection limit, linearity, and reproducibility of these analytical methods must be validated with a series of metal tritide standards. Since there are no commercially available metal tritide standards, we have developed a technique for their synthesis. The synthesis of these low-level metal tritide standards is accomplished by charging cerium powder with a known amount of tritium to form a master cerium tritide alloy and then by aliquoting from this master alloy and diluting with pure cerium powder to form a series of standards with different tritium concentrations. The major difficulty in synthesizing these standards is that the samples contain extremely low levels of tritium, which span over three decades of concentrations. The synthesis technique and initial data obtained for cerium hydride samples will be presented. (authors)

    SciTech Connect (OSTI)

    1997-09-01

The Department of Energy (DOE), like other Federal agencies, is under increasing pressure to use information technology to improve efficiency in mission accomplishment as well as delivery of services to the public. Because users and systems have become interdependent, DOE has enterprise wide needs for common application architectures, communication networks, databases, security, and management capabilities. Users need open systems that provide interoperability of products and portability of people, data, and applications that are distributed throughout heterogeneous computing environments. The level of interoperability necessary requires the adoption of DOE wide standards, protocols, and best practices. The Department has developed an information architecture and a related standards adoption and retirement process to assist users in developing strategies and plans for acquiring information technology products and services based upon open systems standards that support application software interoperability, portability, and scalability. This set of Departmental Information Architecture standards represents guidance for achieving higher degrees of interoperability within the greater DOE community, business partners, and stakeholders. While these standards are not mandatory, particular and due consideration of their applications in contractual matters and use in technology implementations Department wide are goals of the Chief Information Officer.

    2013-10-10

The X-ray Telescope on board the Hinode mission revealed the occurrence, in polar coronal holes, of much more numerous jets than previously indicated by the Yohkoh/Soft X-ray Telescope. These plasma ejections can be of two types, depending on whether they fit the standard reconnection scenario for coronal jets or if they include a blowout-like eruption. In this work, we analyze two jets, one standard and one blowout, that have been observed by the Hinode and STEREO experiments. We aim to infer differences in the physical parameters that correspond to the different morphologies of the events. To this end, we adopt spectroscopic techniques and determine the profiles of the plasma temperature, density, and outflow speed versus time and position along the jets. The blowout jet has a higher outflow speed, a marginally higher temperature, and is rooted in a stronger magnetic field region than the standard event. Our data provide evidence for recursively occurring reconnection episodes within both the standard and the blowout jet, pointing either to bursty reconnection or to reconnection occurring at different locations over the jet lifetimes. We make a crude estimate of the energy budget of the two jets and show how energy is partitioned among different forms. Also, we show that the magnetic energy that feeds the blowout jet is a factor of 10 higher than the magnetic energy that fuels the standard event.

Automakers and fuel providers have made public commitments to commercialize light duty fuel cell electric vehicles and fueling infrastructure in select US regions beginning in 2014. The development, implementation, and advancement of meaningful codes and standards is critical to enable the effective deployment of clean and efficient fuel cell and hydrogen solutions in the energy technology marketplace. Metrics pertaining to the development and implementation of safety knowledge, codes, and standards are important to communicate progress and inform future R&D investments. This document describes the development and benchmarking of metrics specific to the development of hydrogen specific codes relevant for hydrogen refueling stations. These metrics will be most useful as the hydrogen fuel market transitions from pre-commercial to early-commercial phases. The target regions in California will serve as benchmarking case studies to quantify the success of past investments in research and development supporting safety codes and standards R&D.

  20. Neutron Sources for Standard-Based Testing

    SciTech Connect (OSTI)

    Radev, Radoslav; McLean, Thomas

    2014-11-10

The DHS TC Standards and the consensus ANSI Standards use 252Cf as the neutron source for performance testing because its energy spectrum is similar to the 235U and 239Pu fission sources used in nuclear weapons. An emission rate of 20,000 ± 20% neutrons per second is used for testing of the radiological requirements both in the ANSI standards and the TCS. Determination of the accurate neutron emission rate of the test source is important for maintaining consistency and agreement between testing results obtained at different testing facilities. Several characteristics in the manufacture and the decay of the source need to be understood and accounted for in order to make an accurate measurement of the performance of the neutron detection instrument. Additionally, neutron response characteristics of the particular instrument need to be known and taken into account as well as neutron scattering in the testing environment.

  18. Climate-Specific Passive Building Standards

    SciTech Connect (OSTI)

    Wright, Graham S.; Klingenberg, Katrin

    2015-07-01

Passive design principles (super insulation, airtight envelopes, elimination of thermal bridges, etc.) - pioneered in North America in the 70s and 80s and refined in Europe in the 90s have proven to be universally effective to significantly reduce heating and cooling loads. However, a single, rigid performance metric developed in Germany has led to limited uptake of passive building principles in many regions of the United States. It has also, in many cases, promoted some design decisions that had negative effects on economic feasibility and thermal comfort. This study's main objective is to validate (in a theoretical sense) verifiable, climate-specific passive standards and space conditioning criteria that retain ambitious, environmentally-necessary energy reduction targets and are economically feasible, such standards provide designers an ambitious but achievable performance target on the path to zero.

  19. Standardized wellheads proven economical for subsea operations

    SciTech Connect (OSTI)

    Moreira, C.C.; Silva Paulo, C.A. )

    1994-05-02

A standardization program for subsea wellheads and completion equipment has made development of Brazil's offshore fields more economical and efficient. The resulting operational flexibility associated with the use of field-proven equipment and procedures saves rig time and can reduce production loss during workovers. Additionally, investments can be rationalized economically by installing part of the completion equipment at the end of the drilling job and then delaying purchase and installation of the christmas tree and the flow lines until installation of the production platform. Savings are also realized from the reduction in the number of spare parts and tools. Moreover, the savings related to improved operations exceed considerably those from equipment acquisition and storage. Thus, the greatest benefit is the operational flexibility. The paper discusses initial standards, the subsea programs, philosophy, implementation, diver-assisted trees, diverless trees, and economics.

  20. Long-life leak standard assembly

    DOE Patents [OSTI]

Basford, James A.; Mathis, John E.; Wright, Harlan C.

    1982-01-01

The present invention is directed to a portable leak standard assembly which is capable of providing a stream of high-purity reference gas at a virtually constant flow rate over an extensive period of time. The leak assembly comprises a high pressure reservoir coupled to a metal leak valve through a valve-controlled conduit. A reproducible leak valve useful in this assembly is provided by a metal tube crimped with a selected pressure loading for forming an orifice in the tube with this orifice being of a sufficient size to provide the selected flow rate. The leak valve assembly is formed of metal so that it can be "baked-out" in a vacuum furnace to rid the reservoir and attendent components of volatile impurities which reduce the efficiency of the leak standard.

  14. Understanding the CCA Standard Through Decaf

    SciTech Connect (OSTI)

    Kumfert, G

    2003-04-17

This document is a tutorial on the CCA Standard as realized through the Decaf implementation. Decaf does not equal the CCA standard much in the same way that Microsoft Visual C++ is not ANSI/ISO C++. This document was created because the CCA standard is evolving and still too fluid to nail down in a tutorial document. Because of its fluidity, and that it represents a hotbed of research and development, beginners can only start learning CCA by choosing one of the frameworks (warts and all). Decaf has just enough functionality to be a useful tool for beginners in the CCA to get started on. Though it lacks many features of the bigger CCA frameworks (CCAFE [3], XCAT [10], and SciRUN [8]) where the heavy-duty research is still going on, it is the first CCA framework that is underpinned by Babel, which provides its language interoperability features. This document can also serve the dual-purpose of providing a reasonable-sized example of building an application using Babel. The entire source for Decaf is included in the examples/subdirectory of the Babel code distribution. This manual assumes the reader is a programmer who has a conceptual understanding of the Babel Language Interoperability Tool. They should be proficient in two or more of the following languages: Fortran77, C, C++, Java, or Python. Furthermore, this manual assumes the reader is familiar with the SPMD{sup 2} programming model that pervades the scientific computing community. Knowledge of and experience with MPI programming is helpful, but not strictly required.

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

Höche, Stefan; Kuttimalai, Silvan; Schumann, Steffen; Siegert, Frank

    2015-03-24

We present a fully automated framework as part of the Sherpa event generator for the computation of tree-level cross sections in beyond Standard Model scenarios, making use of model information given in the Universal FeynRules Output format. Elementary vertices are implemented into C++ code automatically and provided to the matrix-element generator Comix at runtime. Widths and branching ratios for unstable particles are computed from the same building blocks. The corresponding decays are simulated with spin correlations. Parton showers, QED radiation and hadronization are added by Sherpa, providing a full simulation of arbitrary BSM processes at the hadron level.

The use of cyber security standards can greatly assist in the protection of process control systems by providing guidelines and requirements for the implementation of computer-controlled systems. These standards are most effective when the engineers and operators, using the standards, understand what each standard addresses. This paper provides an overview of several standards that deal with the cyber security of process measurements and control systems.

    2008-07-01

The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

  9. DOE standard: Integration of environment, safety, and health into facility disposition activities. Volume 1: Technical standard

    SciTech Connect (OSTI)

    1998-05-01

This Department of Energy (DOE) technical standard (referred to as the Standard) provides guidance for integrating and enhancing worker, public, and environmental protection during facility disposition activities. It provides environment, safety, and health (ES and H) guidance to supplement the project management requirements and associated guidelines contained within DOE O 430.1A, Life-Cycle Asset Management (LCAM), and amplified within the corresponding implementation guides. In addition, the Standard is designed to support an Integrated Safety Management System (ISMS), consistent with the guiding principles and core functions contained in DOE P 450.4, Safety Management System Policy, and discussed in DOE G 450.4-1, Integrated Safety Management System Guide. The ISMS guiding principles represent the fundamental policies that guide the safe accomplishment of work and include: (1) line management responsibility for safety; (2) clear roles and responsibilities; (3) competence commensurate with responsibilities; (4) balanced priorities; (5) identification of safety standards and requirements; (6) hazard controls tailored to work being performed; and (7) operations authorization. This Standard specifically addresses the implementation of the above ISMS principles four through seven, as applied to facility disposition activities.

    2012-07-15

Purpose: The aim of this study was to report on the development of a standardized target and organ-at-risk naming convention for use in radiation therapy and to present the nomenclature for structure naming for interinstitutional data sharing, clinical trial repositories, integrated multi-institutional collaborative databases, and quality control centers. This taxonomy should also enable improved plan benchmarking between clinical institutions and vendors and facilitation of automated treatment plan quality control. Materials and Methods: The Advanced Technology Consortium, Washington University in St. Louis, Radiation Therapy Oncology Group, Dutch Radiation Oncology Society, and the Clinical Trials RT QA Harmonization Group collaborated in creating this new naming convention. The International Commission on Radiation Units and Measurements guidelines have been used to create standardized nomenclature for target volumes (clinical target volume, internal target volume, planning target volume, etc.), organs at risk, and planning organ-at-risk volumes in radiation therapy. The nomenclature also includes rules for specifying laterality and margins for various structures. The naming rules distinguish tumor and nodal planning target volumes, with correspondence to their respective tumor/nodal clinical target volumes. It also provides rules for basic structure naming, as well as an option for more detailed names. Names of nonstandard structures used mainly for plan optimization or evaluation (rings, islands of dose avoidance, islands where additional dose is needed [dose painting]) are identified separately. Results: In addition to its use in 16 ongoing Radiation Therapy Oncology Group advanced technology clinical trial protocols and several new European Organization for Research and Treatment of Cancer protocols, a pilot version of this naming convention has been evaluated using patient data sets with varying treatment sites. All structures in these data sets were satisfactorily identified using this nomenclature. Conclusions: Use of standardized naming conventions is important to facilitate comparison of dosimetry across patient datasets. The guidelines presented here will facilitate international acceptance across a wide range of efforts, including groups organizing clinical trials, Radiation Oncology Institute, Dutch Radiation Oncology Society, Integrating the Healthcare Enterprise, Radiation Oncology domain (IHE-RO), and Digital Imaging and Communication in Medicine (DICOM).

  11. Subsea completions set for growth, standardization

    SciTech Connect (OSTI)

    Baugh, B.F.

    1988-08-22

There have been enough subsea completion systems installed to permit categorization of some basic combinations and to permit users to choose from alternative styles. Nevertheless, advances in engineering standards, increasing capabilities, and a growing market will continue to make this an exciting area during the next 10 to 20 years. Fundamentally, subsea completion systems provide the same capabilities as surface completion and injection wells. However, they are of course more complex to accommodate special needs associated with subsea and remote operations. As of the end of 1987, there had been 472 subsea completions installed. A total of 671 future subsea completions have been identified. These completions have been characterized by differences in styles, applications, manufacturer designs, and user preferences. Subsea completions are characterized by many alternatives for construction and operation. As a result, they cannot be simply categorized by as few styles. Identifying these basic combinations gives the reader the capability to envision the alternatives which might suit his or her particular needs.

In 2012, the U.S. Department of Energy (DOE) recognized the value of performance-based passive building standards when it joined with Passive House Institute US (PHIUS) to promote DOE’s Challenge Home program in tandem with the PHIUS+ Certification program. Since then, the number of passive building projects that have been certified under the partnership has grown exponentially because of some synergy. Passive building represents a well-developed approach to arrive at the envelope basis for zero energy and energy-positive projects by employing performance-based criteria and maximizing cost-effective savings from conservation before implementing renewable energy technologies. The Challenge Home program evolved into the Zero Energy Ready Home (ZERH) program in a move toward 1) attaining zero energy and 2) including active renewable energy generation such as photovoltaics (PV)—toward the zero energy goal.

Process Safety Management (PSM) regulation applies mainly to chemical and oil companies, plus other industries such as food processing, and paper production. It covers plants that deal with any of about 130 toxic chemicals in quantities above thresholds limits in Appendix A of PSM standard or flammable liquids and gases in quantities greater than 10,000 pounds. The State Consultation PSM teams (North and South) use a detailed audit checklist featuring above elements for audit of facilities requesting PSM assistance. The audit focuses on three generic activities: records, onsite conditions, and interviews. Records include written programs that outline the requirements and documentation of completion. Onsite conditions are implementation of activities specified in written programs. Interviews are for evaluation of transferred information to the workers that are already developed in written programs and training programs.

    2007-06-01

Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity, frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea). This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement, documentation, and continuousimprovement.

    SciTech Connect (OSTI)

    Nessett, D.N.

    1992-03-03

PDES performs the National Bureau of Standards FIPS Pub. 46 data encryption/description algorithm used for the cryptographic protection of computer data. The DES algorithm is designed to encipher and decipher blocks of data consisting of 64 bits under control of a 64-bit key. The key is generated in such a way that each of the 56 bits used directly by the algorithm are random and the remaining 8 error-detecting bits are set to make the parity of each 8-bit byte of the key odd, i.e. there is an odd number of 1 bits in each 8-bit byte. Each member of a group of authorized users of encrypted computer data must have the key that was used to encipher the data in order to use it. Data can be recovered from cipher only by using exactly the same key used to encipher it, but with the schedule of addressing the key bits altered so that the deciphering process is the reverse of the enciphering process. A block of data to be enciphered is subjected to an initial permutation, then to a complex key-dependent computation, and finally to a permutation which is the inverse of the initial permutation. Two PDES routines are included; both perform the same calculation. One, identified as FDES.MAR, is designed to achieve speed in execution, while the other identified as PDES.MAR, presents a clearer view of how the algorithm is executed.

For practical purposes, I will confine myself to electroweak unification, as discussed in the lectures of M. Herrero. Quarks and mixing were discussed in the lectures of R. Aleksan, and leptons and mixing were discussed in the lectures of K. Nakamura. I will essentially assume universality, that is flavor independence, rather than discussing tests of it. I will not pursue tests of QED beyond noting the consistency and precision of measurements of {alpha}{sub EM} in various processes including the Lamb shift, the anomalous magnetic moment (g-2) of the electron, and the quantum Hall effect. The fantastic precision and agreement of these predictions and measurements is something that convinces people that there may be something to this science enterprise. Also impressive is the success of the ''Universal Fermi Interaction'' description of beta decay processes, or in more modern parlance, weak charged current interactions. With one coupling constant G{sub F}, most precisely determined in muon decay, a huge number of nuclear instabilities are described. The slightly slow rate for neutron beta decay was one of the initial pieces of evidence for Cabbibo mixing, now generalized so that all charged current decays of any flavor are covered.

Even though the Standard Model with a Higgs mass m{sub \\tiny H}=125 GeV possesses no bulk phase transition, its thermodynamics still experiences a “soft point” at temperatures around T=160 GeV, with a deviation from ideal gas thermodynamics. Such a deviation may have an effect on precision computations of weakly interacting dark matter relic abundances if their mass is in the few TeV range, or on leptogenesis scenarios operating in this temperature range. By making use of results from lattice simulations based on a dimensionally reduced effective field theory, we estimate the relevant thermodynamic functions across the crossover. The results are tabulated in a numerical form permitting for their insertion as a background equation of state into cosmological particle production/decoupling codes. We find that Higgs dynamics induces a non-trivial “structure” visible e.g. in the heat capacity, but that in general the largest radiative corrections originate from QCD effects, reducing the energy density by a couple of percent from the free value even at T>160 GeV.

For example, a renewable portfolio standard (RPS) mandates an increase in the use of wind, solar, biomass, and other alternatives to fossil and nuclear electric generation. This paper provides a summary of the policy objectives that commonly drive the establishment of an RPS, the key issues that states have encountered in implementing an RPS, and the strategies that some of the leading states have followed to address implementation challenges. The factors that help an RPS function best generally have been explored in other analyses. This study complements others by comparing empirical outcomes, and identifying the policies that appear to have the greatest impact on results.

The use of cyber security standards can greatly assist in the protection of critical infrastructure by providing guidelines and requisite imperatives in the implementation of computer-controlled systems. These standards are most effective when the engineers and operators using the standards understand what each of the standards addresses and does not address. This paper provides a review and comparison of ten documents dealing with control system cyber security. It is not meant to be a complete treatment of all applicable standards; rather, this is an exemplary analysis showing the benefits of comparing and contrasting differing documents.
