    A standard laboratory module for automatically producing a solution of cominants from a soil sample. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides.     Following the end of the Cold War, the mission of Rocky Flats Environmental Technology Site changed from production of nuclear weapons to cleanup. Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. This is done through a standard calculation ``template`` for use by all safety analysts preparing the new documents. This report describes this template and its use.

    'BSM physics' is a phrase used in several ways. It can refer to physical phenomena established experimentally but not accommodated by the Standard Model, in particular dark matter and neutrino oscillations (technically also anything that has to do with gravity, since gravity is not part of the Standard Model). 'Beyond the Standard Model' can also refer to possible deeper explanations of phenomena that are accommodated by the Standard Model but only with ad hoc parameterizations, such as Yukawa couplings and the strong CP angle. More generally, BSM can be taken to refer to any possible extension of the Standard Model, whether or not the extension solves any particular set of puzzles left unresolved in the SM. In this general sense one sees reference to the BSM 'theory space' of all possible SM extensions, this being a parameter space of coupling constants for new interactions, new charges or other quantum numbers, and parameters describing possible new degrees of freedom or new symmetries. Despite decades of model-building it seems unlikely that we have mapped out most of, or even the most interesting parts of, this theory space. Indeed we do not even know what is the dimensionality of this parameter space, or what fraction of it is already ruled out by experiment. Since Nature is only implementing at most one point in this BSM theory space (at least in our neighborhood of space and time), it might seem an impossible task to map back from a finite number of experimental discoveries and measurements to a unique BSM explanation. Fortunately for theorists the inevitable limitations of experiments themselves, in terms of resolutions, rates, and energy scales, means that in practice there are only a finite number of BSM model 'equivalence classes' competing at any given time to explain any given set of results. BSM phenomenology is a two-way street: not only do experimental results test or constrain BSM models, they also suggest - to those who get close enough to listen - new directions for BSM model building. Contrary to popular shorthand jargon, supersymmetry (SUSY) is not a BSM model: it is a symmetry principle characterizing a BSM framework with an infinite number of models. Indeed we do not even know the full dimensionality of the SUSY parameter space, since this presumably includes as-yet-unexplored SUSY-breaking mechanisms and combinations of SUSY with other BSM principles. The SUSY framework plays an important role in BSM physics partly because it includes examples of models that are 'complete' in the same sense as the Standard Model, i.e. in principle the model predicts consequences for any observable, from cosmology to b physics to precision electroweak data to LHC collisions. Complete models, in addition to being more explanatory and making connections between diverse phenomena, are also much more experimentally constrained than strawman scenarios that focus more narrowly. One sometimes hears: 'Anything that is discovered at the LHC will be called supersymmetry.' There is truth behind this joke in the sense that the SUSY framework incorporates a vast number of possible signatures accessible to TeV colliders. This is not to say that the SUSY framework is not testable, but we are warned that one should pay attention to other promising frameworks, and should be prepared to make experimental distinctions between them. Since there is no formal classification of BSM frameworks I have invented my own. At the highest level there are six parent frameworks: (1) Terascale supersymmetry; (2) PNGB Higgs; (3) New strong dynamics; (4) Warped extra dimensions; (5) Flat extra dimensions; and (6) Hidden valleys. Here is the briefest possible survey of each framework, with the basic idea, the generic new phenomena, and the energy regime over which the framework purports to make comprehensive predictions.

    A microfabricated ion frequency standard (i.e. an ion clock) is disclosed with a permanently-sealed vacuum package containing a source of ytterbium (Yb) ions and an octupole ion trap. The source of Yb ions is a micro-hotplate which generates Yb atoms which are then ionized by a ultraviolet light-emitting diode or a field-emission electron source. The octupole ion trap, which confines the Yb ions, is formed from suspended electrodes on a number of stacked-up substrates. A microwave source excites a ground-state transition frequency of the Yb ions, with a frequency-doubled vertical-external-cavity laser (VECSEL) then exciting the Yb ions up to an excited state to produce fluorescent light which is used to tune the microwave source to the ground-state transition frequency, with the microwave source providing a precise frequency output for the ion clock.

    Neutrino oscillations have become well-known phenomenon; the measurements of neutrino mixing angles and mass squared differences are continuously improving. Future oscillation experiments will eventually determine the remaining unknown neutrino parameters, namely, the mass ordering, normal or inverted, and the CP-violating phase. On the other hand, the absolute mass scale of neutrinos could be probed by cosmological observations, single beta decay as well as by neutrinoless double beta decay experiments. Furthermore, the last one may shed light on the nature of neutrinos, Dirac or Majorana, by measuring the effective Majorana mass of neutrinos. However, the neutrino mass generation mechanism remains unknown. A well-motivated phenomenological approach to search for new physics, in the neutrino sector, is that of non-standard interactions. In this short review, the current constraints in this picture, as well as the perspectives from future experiments, are discussed.

    We consider Lorentz-conserving noncommutative field theory to construct the Lorentz-conserving noncommutative standard model based on the gauge group SU(3)xSU(2)xU(1). We obtain the enveloping algebra-valued of Higgs field up to the second order of the noncommutativity parameter {theta}{sub {mu}}{sub {nu}}. We derive the action at the leading order and find new vertices which are absent in the ordinary standard model as well as the minimal noncommutative standard model. We briefly study the phenomenological aspects of the model.

    The objective of this interagency program is to provide accurate neutron interaction verification and standardization data for the U.S. Department of Energy Division of Nuclear Physics programs which include astrophysics, radioactive beam studies, and heavy-ion reactions. The measurements made in this program are also useful to other programs that indirectly use the unique properties of the neutron for diagnostic and analytical purposes. These include homeland security, personnel health and safety, nuclear waste disposal, treaty verification, national defense, and nuclear based energy production. The work includes the verification of reference standard cross sections and related neutron data employing the unique facilities and capabilities at NIST and other laboratories as required; leadership and participation in international intercomparisons and collaborations; and the preservation of standard reference deposits. An essential element of the program is critical evaluation of neutron interaction data standards including international coordinations. Data testing of critical data for important applications is included. The program is jointly supported by the Department of Energy and the National Institute of Standards and Technology.

We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    Intrinsic standards are widely used in the metrology community because they realize the best level uncertainty for many metrology parameters. For some intrinsic standards, recommended practices have been developed to assist metrologists in the selection of equipment and the development of appropriate procedures in order to realize the intrinsic standard. As with the addition of any new standard, the metrology laboratory should consider the pros and cons relative to their needs before purchasing the standard so that the laboratory obtains the maximum benefit from setting up and maintaining these standards. While the specific issues that need to be addressed depend upon the specific intrinsic standard and the level of realization, general issues that should be considered include ensuring that the intrinsic standard is compatible with the laboratory environment, that the standard is compatible with the current and future workload, and whether additional support standards will be required in order to properly maintain the intrinsic standard. When intrinsic standards are used to realize the best level of uncertainty for a specific metrology parameter, they usually require critical and important maintenance activities. These activities can including training of staff in the system operation, as well as safety procedures; performing periodic characterization measurements to ensure proper system operation; carrying out periodic intercomparisons with similar intrinsic standards so that proper operation is demonstrated; and maintaining control or trend charts of system performance. This paper has summarized many of these important issues and therefore should be beneficial to any laboratory that is considering the purchase of an intrinsic standard.

    In view of recent efforts to probe the physical conditions in the pulsar current sheet, we revisit the standard solution that describes the main elements of the ideal force-free pulsar magnetosphere. The simple physical requirement that the electric current contained in the current layer consists of the local electric charge moving outward at close to the speed of light yields a new solution for the pulsar magnetosphere everywhere that is ideal force-free except in the current layer. The main elements of the new solution are as follows: (1) the pulsar spindown rate of the aligned rotator is 23% larger than that of the orthogonal vacuum rotator; (2) only 60% of the magnetic flux that crosses the light cylinder opens up to infinity; (3) the electric current closes along the other 40%, which gradually converges to the equator; (4) this transfers 40% of the total pulsar spindown energy flux in the equatorial current sheet, which is then dissipated in the acceleration of particles and in high-energy electromagnetic radiation; and (5) there is no separatrix current layer. Our solution is a minimum free-parameter solution in that the equatorial current layer is electrostatically supported against collapse and thus does not require a thermal particle population. In this respect, it is one more step toward the development of a new standard solution. We discuss the implications for intermittent pulsars and long-duration gamma-ray bursts. We conclude that the physical conditions in the equatorial current layer determine the global structure of the pulsar magnetosphere.

The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

    After a decade and a half of research motivated by the accelerating universe, theory and experiment have a reached a certain level of maturity. The development of theoretical models beyond \\Lambda, or smooth dark energy, often called modified gravity, has led to broader insights into a path forward, and a host of observational and experimental tests have been developed. In this review we present the current state of the field and describe a framework for anticipating developments in the next decade. We identify the guiding principles for rigorous and consistent modifications of the standard model, and discuss the prospects for empirical tests. We begin by reviewing attempts to consistently modify Einstein gravity in the infrared, focusing on the notion that additional degrees of freedom introduced by the modification must screen themselves from local tests of gravity. We categorize screening mechanisms into three broad classes: mechanisms which become active in regions of high Newtonian potential, those in which first derivatives become important, and those for which second derivatives are important. Examples of the first class, such as f(R) gravity, employ the familiar chameleon or symmetron mechanisms, whereas examples of the last class are galileon and massive gravity theories, employing the Vainshtein mechanism. In each case, we describe the theories as effective theories. We describe experimental tests, summarizing laboratory and solar system tests and describing in some detail astrophysical and cosmological tests. We discuss future tests which will be sensitive to different signatures of new physics in the gravitational sector. Parts that are more relevant to theorists vs. observers/experimentalists are clearly indicated, in the hope that this will serve as a useful reference for both audiences, as well as helping those interested in bridging the gap between them.

    The DOE Technical Standards Program has been structured to provide guidance and assistance for the development, adoption, and use of voluntary standards within the Department. OMB Circular A-119, ``Federal Participation in the Development and Use of Voluntary Standards`` establishes the policy to be followed in working with voluntary standards bodies, and in adopting and using voluntary standards whenever feasible. The DOE Technical Standards Program is consistent with this policy and is dedicated to the task of promoting its implementation. The theme of this year`s workshop is ``Standards Initiatives in Environmental Management fostering the development and use of industry standards for safe, environmentally responsible operations.`` The objective of the workshop is to increase the participant`s awareness of the standardization activities taking place nationally and internationally and the impact of these activities on their efforts, and to facilitate the exchange of experiences, processes, and tools for implementing the program. Workshop sessions will include presentations by industry and Government notables in the environment, safety, and health arena with ample opportunity for everyone to ask questions and share experiences. There will be a breakout session which will concentrate on resolution of issues arising from the implementation of the DOE Technical Standards Program and a plenary session to discuss the plans developed by the breakout groups. Many organizations provide services and products which support the development, processing, distribution, and retrieval of standards. Those organizations listed at the end of the agenda will have exhibits available for your perusal throughout the workshop. Last year`s workshop was very successful in stimulating an understanding of an interest in the standards program. This year, we hope to build on that success and provide an environment for the synergism of ideas to enhance the program and advance its implementation.

    The development of this Standard reflects the fact that national consensus standards and other design criteria do not comprehensively or, in some cases, adequately address fire protection issues at DOE facilities. This Standard provides supplemental fire protection guidance applicable to the design and construction of DOE facilities and site features (such as water distribution systems) that are also provided for fire protection. It is intended to be used in conjunction with the applicable building code, National Fire Protection Association (NFPA) Codes and Standards, and any other applicable DOE construction criteria. This Standard replaces certain mandatory fire protection requirements that were formerly in DOE 5480.7A, ``Fire Protection``, and DOE 6430.1A, ``General Design Criteria``. It also contains the fire protection guidelines from two (now canceled) draft standards: ``Glove Box Fire Protection`` and ``Filter Plenum Fire Protection``. (Note: This Standard does not supersede the requirements of DOE 5480.7A and DOE 6430.1A where these DOE Orders are currently applicable under existing contracts.) This Standard, along with the criteria delineated in Section 3, constitutes the basic criteria for satisfying DOE fire and life safety objectives for the design and construction or renovation of DOE facilities.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    The purpose of ventilation is to dilute or remove indoor contaminants that an occupant could be exposed to. It can be provided by mechanical or natural means. ASHRAE Standards including standards 62, 119, and 136 have all considered the contribution of infiltration in various ways, using methods and data from 20 years ago. The vast majority of homes in the United States and indeed the world are ventilated through natural means such as infiltration caused by air leakage. Newer homes in the western world are tight and require mechanical ventilation. As we seek to provide acceptable indoor air quality at minimum energy cost, it is important to neither over-ventilate norunder-ventilate. Thus, it becomes critically important to correctly evaluate the contribution infiltration makes to both energy consumption and equivalent ventilation. ASHRAE Standard 62.2 specifies how much mechanical ventilation is considered necessary to provide acceptable indoor air quality, but that standard is weak on how infiltration can contribute towards meeting the total requirement. In the past ASHRAE Standard 136 was used to do this, but new theoretical approaches and expanded weather data have made that standard out of date. This article will describe how to properly treat infiltration as an equivalent ventilation approach and then use new data and these new approaches to demonstrate how these calculations might be done both in general and to update Standard 136.

    The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

The Difference Between Energy Codes, Energy Standards and the Model Energy Code Energy codes--specify how buildings must be constructed or perform, and are written in mandatory, enforceable language. States or local governments adopt and enforce energy codes for their jurisdictions. Energy standards--describe how buildings should be constructed to save energy cost-effectively. They are published by national organizations such as the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). They are not mandatory, but serve as national recommendations, with some variation for regional climate.     A project was established to develop a new energy standard for commercial buildings, using the widely accepted ASHRAE/IES Standard 90A-1980, Energy Conservation in New Building Design, as a starting point and general pattern. Under this project, 90A-1980 was analyzed to determine its effectiveness and to define shortcomings; research was conducted to develop a technical/economic basis for setting improved cost-effective requirements for energy conservation; recommendations were developed for an improved standard; and the recommendations were tested across a suite of 10 building types in 8 climates. Preliminary results from these tests indicate that design compliance with the recommendations provides 15 to 30% annual energy savings in office buildings and smaller but significant savings in other building categories (as compared to buildings designed in compliance with 90A-1980). The recommendations also provide for expanded design freedom in demonstrating compliance, especially compliance with envelope requirements. The recommendations and technical support information were presented to ASHRAE to assist in its periodic upgrading of Standard 90, and to the US Department of Energy as major input to its Congressionally-mandated process of developing minimum design standards for federal buildings and voluntary guidelines for the private sector.

    The X-ray Telescope on board the Hinode mission revealed the occurrence, in polar coronal holes, of much more numerous jets than previously indicated by the Yohkoh/Soft X-ray Telescope. These plasma ejections can be of two types, depending on whether they fit the standard reconnection scenario for coronal jets or if they include a blowout-like eruption. In this work, we analyze two jets, one standard and one blowout, that have been observed by the Hinode and STEREO experiments. We aim to infer differences in the physical parameters that correspond to the different morphologies of the events. To this end, we adopt spectroscopic techniques and determine the profiles of the plasma temperature, density, and outflow speed versus time and position along the jets. The blowout jet has a higher outflow speed, a marginally higher temperature, and is rooted in a stronger magnetic field region than the standard event. Our data provide evidence for recursively occurring reconnection episodes within both the standard and the blowout jet, pointing either to bursty reconnection or to reconnection occurring at different locations over the jet lifetimes. We make a crude estimate of the energy budget of the two jets and show how energy is partitioned among different forms. Also, we show that the magnetic energy that feeds the blowout jet is a factor of 10 higher than the magnetic energy that fuels the standard event.

Metrics pertaining to the development and implementation of safety knowledge, codes, and standards are important to communicate progress and inform future R&D investments.     A long-standing problem in polarized electron physics is the lack of a traceable standard for calibrating electron spin polarimeters. While several polarimeters are absolutely calibrated to better than 2%, the typical instrument has an inherent accuracy no better than 10%. This variability among polarimeters makes it difficult to compare advances in polarized electron sources between laboratories. The authors have undertaken an effort to establish 100 nm thick molecular beam epitaxy grown GaAs(110) as a material which may be used as a derivative standard for calibrating systems possessing a solid state polarized electron source. The near-bandgap spin polarization of photoelectrons emitted from this material has been characterized for a variety of conditions and several laboratories which possess well calibrated polarimeters have measured the photoelectron polarization of cathodes cut from a common wafer. Despite instrumentation differences, the spread in the measurements is sufficiently small that this material may be used as a derivative calibration standard.

    We propose to extend our state-of-the-art, ab initio XAFS (X-ray absorption fine structure) codes, FEFF. Our current work has been highly successful in achieving accurate, user-friendly XAFS standards, exceeding the performance of both tabulated standards and other codes by a considerable margin. We now propose to add the capability to treat more complex materials. This includes multiple-scattering, polarization dependence, an approximate treatment of XANES (x-ray absorption near edge structure), and other improvements. We also plan to adapt FEFF to other spectroscopies, e.g. photoelectron diffraction (PD) and diffraction anomalous fine structure (DAFS).

    The National Appliance Energy Conservation Act (NAECA) of 1987 established minimum energy-efficiency standards for room air conditioners, which became effective on January 1, 1990. The 1990 minimum energy-efficiency ratios (EER) range from 8.0 to 9.0 (Btu/h)/W (2.34 to 2.64 W/W). As required by NAECA, the Department of Energy (DOE) must also consider amending the room air conditioner standards that went into effect in 1990. As a result, the DOE issued a Notice of Proposed Rulemaking (NOPR) in March 1994 proposing new energy-efficiency standards for several products including room air conditioners. DOE received an extensive number of comments in response to the updated standards that were proposed. A reanalysis was conducted incorporating these comments, resulting in revised estimates of the cost and efficiency increases for more efficient room air conditioner designs. This paper describes the cost-efficiency analysis of design options carried out in support of DOE`s effort to revise the energy-efficiency standards that were proposed for room air conditioners in March 1994. The analysis shows that for the most popular classes of room air conditioners (classes without reverse cycle, with louvered sides, and with capacities ranging from less than 5000 to 20,000 Btu/h [1758 to 5860 W]) EERs of approximately 10.0 (Btu/h)/W (2.93 W/W) can be achieved by incorporating commonly used technologies, such as high-efficiency rotary compressors, grooved refrigerant tubing, slit-type fins, subcoolers, and permanent split capacitor fan motors. Even greater increases in efficiency can be realized with brushless permanent magnet fan motors, enlarged heat exchanger coils, and variable-speed compressors.

    In the standard model, only one basic component remains to be found: the Higgs boson. The specifics of Higgs boson production and detection, with decay to t anti t and a particular t quark mass range in mind, have not been examined in detail. As such, the working group on Standard Electroweak Interactions and Higgs Bosons at this meeting decided to concentrate on Higgs boson production and detection at SSC energies in the particular case where the Higgs mass is in the range so as to make t anti t quark-antiquark pairs the dominant decay mode. The study of this case, that of the so-called intermediate mass Higgs, had already been launched in the Berkeley PSSC Workshop on Electroweak Symmetry Breaking, and was continued and extended here. The problems of t quark jet identification and detection efficiency and the manner of rejection of background (especially from b quark jets) with realistic detectors then occupied much of the attention of the group. The subject of making precise measurements of parameters in the standard model at SSC energies is briefly examined. Then we delve into the Higgs sector, with an introduction to the neutral Higgs of the standard model together with its production cross-sections in various processes and the corresponding potential backgrounds. A similar, though briefer, discussion for a charged Higgs boson (outside the Standard Model) follows. The heart of the work on identifying and reconstructing the t and then the Higgs boson in the face of backgrounds is discussed. The problems with semileptonic decays, low energy jet fragments, mass resolution, and b-t discrimination all come to the fore. We have tried to make a serious step here towards a realistic assessment of the problems entailed in pulling a signal out of the background, including a rough simulation of calorimeter-detector properties. 25 references.

    Jefferson Lab has now demonstrated ablility to test the fundamental symmetries of nature, and thereby probe for new physics beyond the Standard Model. Here we review the tremendous advances in precision parity-violation measurements with CEBAF that enable searches for new physics. This has been demonstrated with a determination of the weak charge of the proton, which is found to be in agreement with the prediction of the standard electroweak theory, and at a precision that rules out relevant new physics to the TeV scale. We also review the planned future experiments which aim to further test the electroweak theory at Jefferson Lab, including a further improvement on the proton weak charge, an ultra-precise Mřller measurement, and a probe of the axial quark charges in PVDIS.

    We investigate the discovery potential of semileptonic hyperon decays in terms of searches of new physics at teraelectronvolt scales. These decays are controlled by a small $SU(3)$-flavor breaking parameter that allows for systematic expansions and accurate predictions in terms of a reduced dependence on hadronic form factors. We find that muonic modes are very sensitive to non-standard scalar and tensor contributions and demonstrate that these could provide a powerful synergy with direct searches of new physics at the LHC.

    In this lecture we discuss the basic ingredients for gauge invariant quantum field theories. We give an introduction to the elements of quantum field theory, to the construction of the basic Lagrangian for a general gauge theory, and proceed with the formulation of QCD and the electroweak Standard Model with electroweak symmetry breaking via the Higgs mechanism. The phenomenology of W and Z bosons is discussed and implications for the Higgs boson are derived from comparison with experimental precision data.

    To write the $SU_c(3) \\times SU_L(2) \\times U(1) \\times SU_f(3)$ Standard Model in Minkowski space-time in a precise way, we assume that a special space-time such as the $SU_c(3) \\times SU_L(2) \\times U(1) \\times SU_f(3)$ Minkowski space-time exists to begin with. Thus, the scalar fields $\\Phi(1,2)$ (the Standard-Model Higgs), $\\Phi(3,1)$ (the purely family Higgs), and $\\Phi(3,2)$ (the mixed family Higgs), with the first family label and the second $SU_L(2)$ label, all pre-exist with all gauge bosons, each with well-defined group assignment and the "purpose" (of making a certain gauge boson massive). Moreover, this space-time turns out to support the lepton world, and it also supports the quark world. In this language, all the various gauge bosons are born with the special gauge-group Minkowski space-time. (Or, the Minkowski space-time is further characterized by the force fields, or the gauge group.) This may be the most efficient and clearest way to spell out the Standard Model.

    Since early 1993 the natural gas industry has pursued the creation of industry-wide standards through two parallel paths. The Federal Energy Regulatory Commission (FERC) must be credited with getting the industry moving forward towards electronic information standardization. FERC`s Order 636 required interstate pipelines to set up electronic bulletin boards for trading released capacity. Their goal was to foster an efficient and competitive secondary market for pipeline capacity. The Natural gas Industry set up a Gas Industry Standards Board (GISB) to promote gas standards initially through improving and expanding electronic communication which would then assist the natural gas industry in improving customer service, enhancing the reliability of natural gas service, and increasing the efficiency of natural gas markets.     This presentation provides an update to the author's standards report provided at the ICNC-2007 meeting. It includes a discussion about the difference between, and the value of participating in, the development of international 'consensus' standards as opposed to nonconsensus standards. Standards are developed for a myriad of reasons. Generally, standards represent an agreed upon, repeatable way of doing something as defined by an individual or group of people. They come in various types. Examples include personal, family, business, industrial, commercial, and regulatory such as military, community, state, federal, and international standards. Typically, national and international 'consensus' standards are developed by individuals and organizations of diverse backgrounds representing the subject matter users and developers of a service or product and other interested parties or organizations. Within the International Organization for Standardization (ISO), Technical Committee 85 (TC85) on nuclear energy, Subcommittee 5 (SC5) on nuclear fuel technology, there is a Working Group 8 (WG8) on standardization of calculations, procedures, and practices related to criticality safety. WG8 has developed, and is developing, ISO standards within the category of nuclear criticality safety of fissionable materials outside of reactors (i.e., nonreactor fissionable material nuclear fuel cycle facilities). Since the presentation of the ICNC-2007 report, WG8 has issued three new finalized international standards and is developing two more new standards. Nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards. The progression of consensus standards development among international partners in a collegial environment establishes a synergy of different concepts that broadens the perspectives of the members. This breadth of perspectives benefits the working group members in their considerations of consensus standards developments in their own countries. A testament to the value of the international standards efforts is that nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards and are mainly consistent with international ISO member domestic standards.

    This Department of Energy (DOE) technical standard (referred to as the Standard) provides guidance for integrating and enhancing worker, public, and environmental protection during facility disposition activities. It provides environment, safety, and health (ES and H) guidance to supplement the project management requirements and associated guidelines contained within DOE O 430.1A, Life-Cycle Asset Management (LCAM), and amplified within the corresponding implementation guides. In addition, the Standard is designed to support an Integrated Safety Management System (ISMS), consistent with the guiding principles and core functions contained in DOE P 450.4, Safety Management System Policy, and discussed in DOE G 450.4-1, Integrated Safety Management System Guide. The ISMS guiding principles represent the fundamental policies that guide the safe accomplishment of work and include: (1) line management responsibility for safety; (2) clear roles and responsibilities; (3) competence commensurate with responsibilities; (4) balanced priorities; (5) identification of safety standards and requirements; (6) hazard controls tailored to work being performed; and (7) operations authorization. This Standard specifically addresses the implementation of the above ISMS principles four through seven, as applied to facility disposition activities.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

    With the globalization of the nuclear industry, it is clear that the reactor suppliers are based in many countries around the world (such as United States, France, Japan, Canada, South Korea, South Africa) and they will be marketing their reactors to many countries around the world (such as US, China, South Korea, France, Canada, Finland, Taiwan). They will also be fabricating their components in many different countries around the world. With this situation, it is clear that the requirements of ASME Nuclear Codes and Standards need to be adjusted to accommodate the regulations, fabricating processes, and technology of various countries around the world. It is also very important for the American Society of Mechanical Engineers (ASME) to be able to assure that products meeting the applicable ASME Code requirements will provide the same level of safety and quality assurance as those products currently fabricated under the ASME accreditation process. To do this, many countries are in the process of establishing or changing their regulations, and it is important for ASME to interface with the appropriate organizations in those countries, in order to ensure there is effective use of ASME Codes and standards around the world.   12. The Standard Cosmological Model and CMB Anisotropies

    This is a course on cosmic microwave background (CMB) anisotropies in the standard cosmological model, designed for beginning graduate students and advanced undergraduates. ``Standard cosmological model'' in this context means a Universe dominated by some form of cold dark matter (CDM) with adiabatic perturbations generated at some initial epoch, e.g., Inflation, and left to evolve under gravity alone (which distinguishes it from defect models). The course is primarily theoretical and concerned with the physics of CMB anisotropies in this context and their relation to structure formation. Brief presentations of the uniform Big Bang model and of the observed large--scale structure of the Universe are given. The bulk of the course then focuses on the evolution of small perturbations to the uniform model and on the generation of temperature anisotropies in the CMB. The theoretical development is performed in the (pseudo--)Newtonian gauge because it aids intuitive understanding by providing a quick reference to classical (Newtonian) concepts. The fundamental goal of the course is not to arrive at a highly exact nor exhaustive calculation of the anisotropies, but rather to a good understanding of the basic physics that goes into such calculations.

    In a scheme originally proposed by M. Gell-Mann, and subsequently shown to be realized at the SU(3)xU(1) stationary point of maximal gauged SO(8) supergravity by N. Warner and one of the present authors, the 48 spin 1/2 fermions of the theory remaining after the removal of eight Goldstinos can be identified with the 48 quarks and leptons (including right-chiral neutrinos) of the Standard Model, provided one identifies the residual SU(3) with the diagonal subgroup of the color group SU(3)_c and a family symmetry SU(3)_f. However, there remained a systematic mismatch in the electric charges by a spurion charge of $\\pm$1/6. We here identify the `missing' U(1) that rectifies this mismatch, and that takes a surprisingly simple, though unexpected form.

    The NASA Standard Detonator (NSD) is employed in support of a number of current applications, including the Space Shuttle. This effort was directed towards providing test results to characterize the output of this device for its use in a safe and arm device. As part of the investigation, flash X-ray was used to provide stop-motion photographs of the flying metal plate that is created by initiation of the detonator. This provided researchers with a better understanding of the shape and character of the high-velocity disk as it propagated across the gap between the detonator and next assembly. The second portion of the study used a velocity interferometer to evaluate the acceleration and velocity histories of the flying plate, providing a quantified assessment of the detonator`s ability to initiate the explosive in the next explosive.

    The BRST cohomology of free chiral SUSY has a wealth of Extraordinary Invariants. When one adds a superpotential to the free theory, the extention of the Extraordinary Invariants leads to some constraints on that superpotential. A particularly simple solution of those constraints is based on a $3 \\times 3$ matrix of nine chiral superfields, and then the superpotential is simply the determinant of that matrix. It is remarkable that this same theory is also a plausible basic version of the SUSY Standard Model for one Lepton family, and then the nine superfields are seen to be a left (Weak) SU(2) Lepton Doublet, Two Higgs Doublets, a Right Electron Singlet, a Right Neutrino Singlet and a Higgs singlet. Moreover, the algebra is consistent with the notion that the other two observed Lepton families arise from the coupling of the Extraordinary Invariants.

    This report describes the history of the Pacific Northwest Laboratory`s (PNL`s) work in development of energy standards for commercial and residential construction in the United States. PNL`s standards development efforts are concentrated in the Building Energy Standards Program (the Program), which PNL conducts for the U.S. Department of Energy (DOE) Office of Codes and Standards. The Program has worked with DOE, the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), and other building codes and standards organizations to develop, evaluate, and promulgate energy standards in all sectors of the building industry. This report describes the recent history of U.S. code development and PNL`s contributions through the 1980s and early 1990s, up to the passage of the Energy Policy Act of 1992.     The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, a renewable portfolio standard (RPS) mandates an increase in the use of wind, solar, biomass, and other alternatives to fossil and nuclear electric generation. This paper provides a summary of the policy objectives that commonly drive the establishment of an RPS, the key issues that states have encountered in implementing an RPS, and the strategies that some of the leading states have followed to address implementation challenges. The factors that help an RPS function best generally have been explored in other analyses. This study complements others by comparing empirical outcomes, and identifying the policies that appear to have the greatest impact on results.

    In recent years, many different numerical evolution schemes for Einstein's equations have been proposed to address stability and accuracy problems that have plagued the numerical relativity community for decades. Some of these approaches have been tested on different spacetimes, and conclusions have been drawn based on these tests. However, differences in results originate from many sources, including not only formulations of the equations, but also gauges, boundary conditions, numerical methods, and so on. We propose to build up a suite of standardized testbeds for comparing approaches to the numerical evolution of Einstein's equations that are designed to both probe their strengths and weaknesses and to separate out different effects, and their causes, seen in the results. We discuss general design principles of suitable testbeds, and we present an initial round of simple tests with periodic boundary conditions. This is a pivotal first step toward building a suite of testbeds to serve the numerical relativists and researchers from related fields who wish to assess the capabilities of numerical relativity codes. We present some examples of how these tests can be quite effective in revealing various limitations of different approaches, and illustrating their differences. The tests are presently limited to vacuum spacetimes, can be run on modest computational resources, and can be used with many different approaches used in the relativity community.

    This report covers the activities of one of the sub-tasks within the Spent LWR Fuel Transportation Receiving, Handling, and Storage program. The sub-task is identified as Cask Handling Equipment Standardization. The objective of the sub-task specifies: investigate and identify opportunities for standardization of cask interface equipment. This study will examine the potential benefits of standardized yokes, decontamination barriers and special tools, and, to the extent feasible, standardized methods and software for handling the variety of casks presently available in the US fleet. The result of the investigations is a compilation of reports that are related by their common goal of reducing cask turnaround time.
